WINE BAR MURALS PAY TRIB UTE TO PE NSACOL A by Lilly Paradise

The Wine Bar, located on Palafox Street revealed a unique set of murals in honor all of the amazing aspects the area has to offer. Downtown Pensacola has been the place to celebrate any special occasion. These murals represent the colorful and meaningful moments that may have slipped the city’s memory. Each mural depicts an event or scene that is prominent to the city: Seafood Festival, Mardi Gras Parade, the Gulf Coast Arts Festival, Greek Festival, and the Blue Angels. Homer Jolly is the master behind the art and has been living in Pensacola since 2000. His artistic vision began in New York as a designer for King Features Syndicate of the Hearst Corporation. Eventually, he worked his way up to Director of Advertising and Public relations for Hearst Entertainment. Throughout his career, Jolly has provided marketing design and illustrations to a wide variety of industries. Some of his clients include ESPN, Sports Illustrated, Hennessy, John Deer, Burger King, and WNBC New York. In 2014, Jolly was picked to be the lead designer on the Alabama Gulf Coast Zoo. He was a part of researching the blueprints for a mid-size attraction, laying out

all of the habitats and buildings. Because events like Gallery Night, Pensacola Beach Pride Weekend and the Foo Festival were canceled due to COVID-19, many businesses like the Wine Bar had to create strategies to draw in more customers. The Wine Bar made several renovations just before restaurants and bars were able to reopen. Jolly explained how important it was to reveal these murals once businesses reopened. “We redid the whole inside while it was shut down, so we rushed into it and started redoing everything,” Jolly said. “When they announced restaurants to open back up, we were ready more than ever. They came in and redid all of the tables so they’re fresh and

bright.” The vibrant colors in the art light up the surrounding area. Each design aesthetically compliments each other and stretches across the whole inside building. The idea of the stick figures is to create emphasis on the surrounding scene, not the person. Jolly decided to create these stick figures to depict the beauty behind the people. It showcases Pensacola in a unique and artistic way. His motivation behind the murals was to attract people to the restaurant and spark conversation about the cheerful events in Pensacola. The murals showcase many events like the Seafood Festival, which is three day event in September. “We wanted to celebrate Palafox,” Jolly said. “We also wanted to make it whimsical and remind people of what Pensacola has to offer.” Out of all of the murals, Jolly talks about why the Blue Angels flying over Pensacola is his favorite piece. “My favorite canvas was the Blue Angels because it shows the Saenger Theater, which is one of the great places here,” Jolly said. The Blue Angels are a pivotal

piece of Pensacola history and have been around since 1946 in honor of the United States Navy and Marine Corps. The main mural located inside the restaurant sets the tone of the Wine Bar and illustrates the beauty of the building, as well as a tribute to Kent Stanton.

We wanted to make it whimsical and remind people of what Pensacola has to offer.” “Stanton was a wellknown musician who passed away recently, and we wanted to respect him,” Jolly said. Stanton became an icon for downtown life and everyone looked forward to listening to his music. He played his guitar on Palafox regularly for decades and even sung original songs. Unfortunately on April 26, 2020, Stanton died suddenly in his sleep. He was a local legend and will live on forever. Jolly explains the process of designing these murals. “I went out and

took the photos and created my perspective. I took a piece of tracing paper and traced it on my big screen,” Jolly said. “I had three pieces of tracing paper for each one. Finally I scanned those and used that as the line art. I do all the coloring in photoshop.” As you approach the Wine Bar it will be hard not to notice these beautiful designs. “The outside murals took about three days a piece to make and the main mural took three weeks,” Jolly said. In light of the golden summer season, these murals add nostalgia to downtown Pensacola and remind people of all the good that goes on around them. “I think people will start identifying with the events on the murals and remind them of what is going on down here,” Jolly said. Come and visit the Wine Bar, open seven days a week, and enjoy the beautiful art. While you’re at it, enjoy a glass of wine while talking about the good ole times and the many more to come.

Historically, the calendars in Escambia County, whether for Juvenile, County Court or Circuit Court (downtown) are prepared about six months in advance of the calendar year. Once the calendars are distributed and approved, certain dates such as arraignments, docket day, plea day, trial weeks, and domestic violence injunction days are fixed. The judges then fill in their own specific calendars with other dates to include civil, probate and guardianship, and dependency hearings, etc. In the past, there might be an occasion where hearings had to be cancelled or moved at the last moment, but that is only if a specific judge developed a conflict or was ill. Since May 2020, based upon the direction from the Florida Supreme Court to restrict in-person appearances and use remote technology whenever possible, I have been re-creating the calendars for all criminal divisions each month. The Juvenile Judges (with oversight from Judge Nobles) have been re-creating the Juvenile calendars. This is being done to comply with the latest Administrative Order from the Florida Supreme Court, as well as First Circuit AOs. While I try to stick with the original calendar as closely as possible, I do have to move some dates. I also have been adding additional criminal dates in order to provide extra time

to facilitate social distancing and to balance the limited video connections we have with the jail. It is very challenging to re-create the calendar for 11 judges each month into one document. Unfortunately, I do not have the luxury of consulting with the judges before I add or move court dates. The result of this calendar adjustment is that judges in civil, probate and guardianship, and dependency may have to move hearings which have already been set on short notice. I typically do not get the calendar for the next month out until two weeks in advance since I am waiting on the latest developments which may affect what we are allowed to do. All of us are committed to advancing and resolving as many criminal cases as possible. For that reason, judges are reluctant to reject an additional criminal date which has been added to his/her calendar. We are also committed to handling as many non-criminal matters as we can by remote means. Please understand that if a judicial assistant contacts you to re-set a hearing, it is most likely a result of a last minute calendar change. TAKEAWAYS FROM ESCAMBIA COUNTY’S PROPOSED FISCAL YEAR 2020-21 BUDGET The Escambia County Board of Commissioners held a Budget Committee of the Whole meeting Tuesday, July 14 to discuss the Proposed Fiscal Year 2020-21 Budget. Escambia County will begin operating under the new budget on Oct. 1, which is the start of the 2021 fiscal year. Key Takeaways from the Proposed Fiscal Year 2020-21 Budget

• Total proposed budget for Fiscal Year 2020-21: $573,009,020 • The budget is higher as the county has placed expenditures in this budget instead of waiting until a roll forward budget is provided in November. Last year’s budget included a roll forward budget of $190 million. • The major increases are in: °° Library Services for the Bellview Library ($3,627,734, including personnel) °° New Jail Construction ($18,576,000) °° Lost III ($35,000,000) °° Bob Sikes Toll Bridge Repair and Maintenance ($2,526,589) • Total number of job positions funded: 2,028 (up 34 positions from Fiscal Year 2019-20). This increase in employees is due to operating the new jail and the new Bellview Library. • Escambia County’s proposed FY21 county-wide millage rate is 6.6165– no increase from last year • Sheriff’s Office MSTU - .6850 • Library MSTU - .3590

• There is no change in the Fire Assessment rates included in the Proposed Fiscal Year 2020/21 Budget. The current rates are as follows: Residential at $125.33 per dwelling unit, Commercial at .0526 per square foot with a minimum assessment of $125, Unimproved at $15.03 per parcel, plus $.03 per acre. • A total of $1,489,581 is available for outside agency funding requests, which includes $145,700 for the Gulf Coast Kids House for abused children, $21,289 for the Emerald Coast Regional Planning Council and $39,188 for the general fund portion of Legal Aid Court Services. • The June 1 taxable value certification is 5.82% above the July 1 certification of the previous year, resulting in about $8.036 million more money. The county may appropriate 95% of this or $7.364 million. The changes between the June 1 and July 1 taxable value are not included in the Proposed FY20/21 balanced Budget of $573,009,020. State mandated expenses

ECAT TO RECEIVE $10.1 MILLION GRANT THROUGH CARES ACT FEDERAL FUNDING ECAT has been awarded a grant of $10.1 million through CARES Act federal funding for operational and preventative maintenance expenses during COVID-19 for local transit services. The funds will also pay for PPE, sanitation supplies, and other COVID prevention measure implemented since March. Escambia County Area Transit ECAT provides service through the fixed-route bus, seasonal Pensacola Beach trolley, University of West Florida UWF on-campus trolley and paratransit demand response transportation. “We are very excited to receive this funding to better serve this community,” Escambia County Mass Transit Director Tonya Ellis said. “Our priority remains the safety and health of our employees and passengers, especially during this pandemic.” The U.S. Department of Transportation’s Federal Transit Administration announced a total of $25 billion in federal funding allocations to help the nation’s public transportation systems respond to the Coronavirus Disease 2019. Funding is provided through the Coronavirus Aid, Relief, and Economic Security Act, signed by President Donald J. Trump on March 27, 2020. Read the FTA news release.

FTA is allocating $25 billion to recipients of urbanized area and rural area formula funds, with $22.7 billion allocated to large and small urban areas and $2.2 billion allocated to rural areas. Funding will be provided at a 100 percent federal share, with no local match required, and will be available to support capital, operating, and other expenses generally eligible under those programs to prevent, prepare for, and respond to COVID-19. Since April 6, ECAT has supported the county’s efforts to address the COVID-19 virus and has temporarily suspended fare collection for passengers of ECAT bus services. In addition, bus passengers have been instructed to enter and exit through the rear doors only and sit behind the accessibilityreserved seating area. Front-door access is permitted only for passengers needing the boarding ramp or operator assistance to access the bus. ADA accessible seating space near the front of the bus is reserved for individuals in mobility devices, individuals in need of special assistance and families with children in strollers. These changes provide some separation between the operator and the passengers, and between passengers.

ESCAMBIA COUNTY INTRODUCES FOUR NEW FIRE TRUCKS Escambia County has introduced four new 2019 Pierce Enforcer fire engines to their fleet, replacing aging fire trucks in Molino, Myrtle Grove, Pleasant Grove, and Ensley Fire Stations. These new fire trucks are custom built and designed to support each individual response area. “The role of updated equipment and prevention efforts in providing quality fire protection cannot be overstated,” Public Safety Director Jason Rogers said. “Escambia County Fire Rescue is excited to get these trucks on the line to serve the community” One of the two new rescue trucks will replace the current 2011 model front line engine assigned to Ensley Fire Station. The other truck will replace the 2003 model year apparatus front line engine assigned to Molino Fire Station. A squad engine will replace a 2002 model year apparatus rescue engine currently assigned to Pleasant Grove Fire Station, and a standard engine will replace the current 2004 model rescue engine apparatus assigned to Myrtle

Grove Fire Station. “These are new state-of-the-art fire apparatus that will ensure our personnel have safe and reliable apparatus for enhanced service delivery to our citizens and visitors,” said Fire Chief Paul Williams. “By implementing our apparatus replacement plan this allows for one or two apparatus to be purchased annually as we move forward opposed to the large truck purchases in the past. We want to thank the BOCC and staff for moving LOST funds forward and allowing for this purchase to happen this year, we are in need of updating our fleet and this is a great start.” Each truck features Cummins L9 450 horsepower engine, a 750-gallon tank, a Hale 1500-gallon per minute pump, a deck gun and seating for five personnel. The rear-forward facing crew cab seats, and an EMS compartment above each front wheel. The trucks also feature cargo netting with a single pull lanyard that secures the EMS compartments, a coated interior, vinyl seats, and headliner help with cab decontamination. The vertical exhaust keeps heat and emissions away from firefighters working around the apparatus. The four new vehicles were purchased for a total of $2,036,267 using Local Option Sales Tax funds.

ESCAMBIA COUNTY YOUTH EMPLOYMENT PARTICIPANTS HONORED DURING CEREMONY Escambia County’s Youth Employment Program participants were recognized for their hard work this summer during a ceremony Friday, July 17 at the Brownsville Community Center, located at 3200 W. De Soto St. The Youth Employment Program gave 95 youth the opportunity to get paid work experience in various county departments, including Public Works, Public Safety, Escambia County Area Transit, West Florida Public Libraries and more. “I think the most important investment is an investment in human capital,” said District 3 Commissioner Lumon May. “ It’s about including the next generation of leaders, and that’s what this program is about. We’ve had a great time this year, and I would like to thank all of our directors who made it possible for young people to come and work.” Through the program, youth worked up to 30 hours a week at minimum wage, gaining valuable experience all summer while learning workforce eti-

quette such as professional dress, timeliness and respect. Youth Employment Program participants also received job readiness training and post-employment briefings, which provided them feedback about their job performance. The youth workers were recognized by District 3 Commissioner Lumon May, Senator Doug Broxson, Escambia County Administrator Janice Gilley and Neighborhood & Human Services staff during the ceremony. In his closing remarks, Senator Broxson encouraged the youth workers to donate blood as a way to assist the community during the COVID-19 pandemic. “You want the freedom to go to school, to go visit people, and to do what you want to do without restrictions,” Senator Broxson said. “I am imploring you to go and give blood and sign a pledge to give blood. If we come together as a community, we can defeat this horrible virus.”

TEACHERS SUE STATE OVER REOPENING SCHOOLS ANA CEBALLOS NEWS SERVICE OF FLORIDA TALLAHASSEE — As Gov. Ron DeSantis and Education Commissioner Richard Corcoran push to reopen schools in August, Florida’s largest teachers’ union on Monday filed a lawsuit seeking to block the return to in-person classes amid a surge of COVID-19 cases. Plaintiffs in the legal challenge, who include the Florida Education Association and three teachers from MiamiDade, Broward and Orange counties, allege it is unconstitutional for the state to order schools to reopen while the number of COVID-19 cases in the state continues to skyrocket. “To reopen all Florida schools before it’s safe is reckless. It is unreasonable. It is unnecessary, and it is a false choice to either keep schools closed and stop learning or to open them unsafely,” FEA President Fedrick Ingram said during a conference call with reporters on Monday. Corcoran on July 6 issued an executive order requiring all school districts to reopen brick-and-mortar schools at least five days a week beginning next month, unless state and local health officials direct otherwise. At the time, President Donald Trump was pressuring the nation’s governors to reopen schools in the fall. Corcoran and DeSantis, a close ally of the president, have steadfastly backed the return to in-person instruction, citing concerns that children are being harmed socially and academically by not being in a classroom. “We don’t want folks to fall behind and we really, really want to focus on the best interest of those students and

give parents the maximum amount of choices,” DeSantis said during a press conference in Orlando on Monday. Amid pushback from parents, teachers and school officials, the Republican governor has tried to distance himself from Corcoran’s order. “First of all, I didn’t give any executive order, that was the Department of Education. They have a board and they do different things. My view is that we have to work together and I want to work with all the school districts,” DeSantis, who recommended Corcoran to lead the Department of Education, said Monday. The State Board of Education, however, was not consulted before the order was released, board member Michael Olenick said during a meeting last week. Corcoran on Friday said DeSantis signed off on the emergency order prior to its rollout earlier this month. The lawsuit filed in Miami-Dade circuit court on Monday alleges that the order violates the state Constitution, which guarantees Floridians the right to “safe” and “secure” public education. “Tragically, Florida, is now an international epicenter of the lethal and unforgiving novel coronavirus,” the plaintiffs’ lawyers wrote. “Florida students, parents, teachers, and the public deserve and are constitutionally entitled to the protections needed to assure a lawful and safe reopening.” Stefanie Miller, a 53-year-old Broward County teacher who spent three weeks in a medically induced coma battling COVID-19, is one of the plaintiffs in the legal challenge. “Of course, I want to go back to teaching, but it needs to be safe,” Miller told reporters during Monday’s conference call.

CONVENTION MOVING FORWARD AFTER SHERIFF’S WARNING JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — Planning continues for the Republican National Convention next month in Jacksonville, the host committee announced late Monday after the local sheriff warned the city isn’t ready for even a scaled-down event. “We continue to plan to host programming each day leading up to President Donald Trump’s speech accepting the nomination on Thursday, August 27th,” the host committee said in a news release. “We expect there to be evening programming each night, along with some daytime events and festivities.” Most of the news release reiterated that the convention is being downsized because of the coronavirus pandemic, which the committee acknowledged Thursday. Florida has emerged as a global hotspot for the virus in recent weeks. The news release came after Jacksonville Sheriff Mike Williams told reporters Monday afternoon he didn’t believe his agency could keep the convention safe with the short turnaround time after it was moved last month from Charlotte, N.C. The Florida Times-Union reported Williams said only “bits and pieces” of a plan were set, with concerns about having resources that would extend from the convention to anticipated protests “outside the perimeter.” “Where we are today is we can’t support this plan,” Williams told the Times-Union. “Where do we go from here is a good question. But where we are today, we can’t support it.” Williams, a Republican, added, “There’s got to be some major re-working of what’s happening.” The host committee news release maintained the convention will be in Jacksonville, employing various health safety protocols for attendees, from Aug. 24 through Aug. 27.

“We plan to utilize a number of indoor and outdoor venues in this multi-block radius of Jacksonville, including the VyStar Veterans Memorial Arena, TIAA Bank Field, Daily’s Place Amphitheater, 121 Financial Ballpark and several others,” the host committee said. Only regular delegates will be allowed to attend the first three days of the convention, while they will be able to bring guests to hear Trump publicly accept the party’s nomination. Alternate delegates will also get access to Trump’s speech. Florida Democrats seized on Williams’ comments, saying they were the “latest blow to Trump’s Jacksonville ego trip.” “Trump is putting the Jacksonville community at risk by recklessly pushing forward with this last-minute convention despite the obvious health and safety concerns,” Florida Democratic Party spokeswoman Frances Swanson said in a statement. Republican leaders last month decided to move key parts of the convention from Charlotte to Jacksonville after Trump expressed displeasure that North Carolina Gov. Roy Cooper, a Democrat, was “unable to guarantee” that coronavirus social-distancing requirements would be lifted before the event. A University of North Florida poll of registered Duval County voters released June 24 found 58 percent opposed to the convention and 42 percent in support, with the views mostly split along party lines. Meanwhile 71 percent had concerns about the spread of COVID-19, the respiratory disease caused by the coronavirus, if a large number of people gathered for the convention, and 61 percent expressed some level of concern about protests and social unrest tied to the convention.

The state order violates the constitutional rights of parents and publicschool employees who have the “right to rely on their elected officials to make decisions safeguarding their health and the health and safety of their families,” the plaintiffs’ lawyers argued in the 32page complaint. “The defendants’ mandate wrongfully assumes that state authorities can better determine the local health risks and educational needs of students and teachers than the local health officials that were elected for that purpose,” they wrote. “This is arbitrary and capricious government action and violates due process.” Corcoran, however, argued that his order is designed to give families “the choice to decide what works best for the health and safety of their children and family.” The order gives parents the flexibility to choose whether to have their children return to school campuses, which were shuttered in March after the pandemic hit the state, or continue to learn from home, Corcoran said in a prepared statement provided after the lawsuit was filed. The education commissioner added that funding for school districts could be jeopardized if the union’s complaint is successful. “The FEA frequently states that schools are underfunded, and if this frivolous, reckless lawsuit, succeeds it will eliminate these funding guarantees — completely contradicting their normal outcry,” Corcoran said Monday.
