The City of Pensacola is now accepting applications for the summer cycle of the Fiscal Year 2020-21 Pensacola Neighborhood Challenge Grant Program, which is a matching grant program that provides City of Pensacola neighborhood associations with funding to complete neighborhood improvement projects. Applications for the program will be available on the City of Pensacola website during the grant application cycle, which is open through 4 p.m. Tuesday, August 31. Through the Pensacola Neighborhood Challenge Grant Program, funds can be used for various neighborhood initiatives, including beautification projects, signage, sidewalks or other improvements to public property. Funds can be matched by cash, in-kind contributions, volunteer labor, or any combination of the three. Each application must consist of a single project with a clearly defined goal that has a direct benefit to the neighborhood and its residents. Examples of eligible projects include, but
are not limited to, family/home safety training, drug and fire prevention programs, cultural exhibit areas, after school enrichment programs and youth literacy programs. The Great Gulfcoast Arts Festival is accepting submissions to its 2020 poster design competition through August 6. The winning artist receives a $1,000 cash award. CITY OF PENSACOLA LAUNCHES RESILIENCY STORY MAP The City of Pensacola has launched an interactive online Resiliency Story Map and sea level rise vulnerability assessment, which will help the city collect data to identify and plan for potential sea level rise throughout Pensacola. Recognizing the threats that higher tides mean for coastal cities, the City of Pensacola applied for and received a grant from the Florida Department of Environmental Protection to conduct a vulnerability assessment and develop a resilience plan based on the results. The story map is one of the products of this grant, and describes in summary the data, methodology, and analysis undertaken by the city and the project team. The resiliency story map and vulnerability assessment identify potential vulnerable infrastructure locations in the City of Pensacola expected to be impacted by sea level rise, along with an estimated timeline for sea level rise impacts. Through the data collected, the map also identifies priority planning areas for the city as it relates to sea level rise. With increases in sea level in the
coming decades, the effects of storm surges and high tides could increase the vulnerability of coastal areas to flooding events than in previous decades. Therefore, it is important to predict which areas will have the greatest impact in the upcoming years and enact mitigation plans accordingly. This Vulnerability Assessment presents an updated analysis of the City of Pensacola’s vulnerabilities, with a particular focus on ecological and social vulnerabilities in order to guide future planning efforts. This vulnerability assessment is part of the City of Pensacola’s overarching climate planning strategy to address underlying climate change threats. The planning process included the establishment of the Climate Mitigation and Adaptation Task Force in 2017. The report produced by the Task Force provides a general outline of the direction for the City of Pensacola and the region to undertake specific actions to counter threats and impacts of climate change and extreme weather.

DESANTIS, ALLIES DISCUSS OPPOSITION TO MASKS IN SCHOOLS RYAN DAILEY NEWS SERVICE OF FLORIDA TALLAHASSEE — Gov. Ron DeSantis quietly held a roundtable discussion Monday at the Capitol that focused on opposition to mask mandates in schools during the COVID-19 pandemic, with DeSantis’ office not giving prior public notice and excluding reporters. Similar events in the past have been open to the media and broadcast by The Florida Channel, a state-funded service that covers myriad government meetings. Monday’s panel discussion was recorded by the governor’s staff and posted to DeSantis’ online videostreaming platform of choice, Rumble. The event was held as hospitals across the state are seeing sharp increases in COVID-19 patients because of the delta variant of the coronavirus and lagging vaccination rates. Meanwhile, Florida students are preparing for the school year to begin in a matter of weeks. “We in Florida, to this point, our school districts have proposed maskoptional (policies),” DeSantis said in a video of the meeting published on Tuesday. “But I think our fear is that, seeing some of those rumblings, that there’d be an attempt from the federal level or even some of these organizations to try to push for mandatory masking of
school children.” White House Press Secretary Jen Psaki said last week that President Joe Biden’s administration is following guidance from the federal Centers for Disease Control and Prevention on masks in schools. The CDC has issued guidelines advising that children younger than 12 should wear masks in schools, but the federal government has not mandated that they do so. DeSantis reiterated Monday that he would support holding a special legislative session to address the issue if the federal government were to require masks for students. The governor invited participants in the roundtable discussion to voice opposition to maskwearing in schools. One of the participants was Jay Bhattacharya, a professor of medicine at Stanford University whom the governor called on last year to support his position on keeping schools open for in-person instruction during the pandemic. “I don’t think the delta variant changes the calculus or the evidence in any fundamental way, governor,” Bhattacharya said when asked by DeSantis if the highly transmissible variant should change the state’s approach to masks in schools. NUMBERS SHOW SURGE IN COVID-19 CASES, DEATHS CHRISTINE SEXTON NEWS SERVICE OF FLORIDA TALLAHASSEE — The numbers of COVID-19 cases and deaths in Florida continue to increase, with an additional 67,413 infections and 358 deaths reported between July 16 and Thursday, according to data published Friday by the federal Centers for Disease Control and Prevention. There were 148 COVID-19 deaths reported to the federal government on Thursday, the highest daily number since June 7, when the state reported 190 fatalities. While the numbers were reported on those days, it is not clear exactly when the deaths occurred. Thirty-eight percent of the new infections over the seven-day period came on Wednesday and Thursday, when 12,647 and 13,256 cases were reported, respectively. Florida is seeing a surge in cases and deaths as it grapples with the highly transmissible delta variant of the novel coronavirus and lagging vaccination rates. Hospital officials across the state say beds are filling up with COVID-19 patients. The latest federal data show that 48.2 percent of Florida’s population is fully vaccinated — or slightly below the national average of 48.8 percent. The Centers for Disease Control and Prevention’s COVID-19 “data tracker” is updated daily. The latest numbers include information through Thursday, but they were posted by the federal agency on Friday afternoon, The Florida Department of Health also issues weekly reports about COVID-19 testing, infections and deaths. The infor-
mation had been reported daily, but Gov. Ron DeSantis’ administration decided in early June that it would publish updated data on a weekly basis. At the time, DeSantis’ press secretary, Christina Pushaw, told The News Service of Florida that there was no longer a need to publish the information daily. “COVID-19 cases have significantly decreased over the past year as we have a less than 5 percent positivity rate, and our state is returning to normal, with vaccines widely available throughout Florida,” Pushaw said in a statement June 4. But the pandemic has worsened in recent weeks. As of Wednesday, Florioda’s positivity rate over a seven-day period was 14.64 percent, the highest it’s been since July 31, 2020, when the seven-day positivity rate was 14.66 percent. Florida is one of 14 states nationwide deemed to have a “high” level of community transmission of the virus. The coronavirus, which can cause COVID-19, is spread through droplets and particles, including when infected people cough or sneeze. Additionally, people can get the virus on their hands and become infected by touching their eyes, nose or mouth. The virus has a number of strains, but most-prominent currently is the highly viral delta variant. Because of the timing of reporting and how the Centers for Disease Control and Prevention updates its tracker, information on the federal website could differ from what is reported by others, including the Florida Department of Health. Also, COVID-19 counts can be revised as more records are received and processed.

TALLAHASSEE — Broward County residents struggling financially because of the COVID-19 pandemic have filed a lawsuit challenging a decision by Gov. Ron DeSantis’ administration to cut off federal unemployment money for Floridians. The lawsuit, filed Sunday in Broward County circuit court, contends that the DeSantis administration violated state law last month when it stopped providing $300 a week in federal assistance to jobless people. The money, approved by Congress as part of COVID-19 relief efforts, came on top of state unemployment benefits. The DeSantis administration halted the federal assistance June 26, pointing to efforts to spur people to return to the workforce. But the lawsuit, which includes 10 named plaintiffs, said the payments should have continued until Sept. 6, as authorized by Congress under a program known as the Federal Pandemic Unemployment Compensation, or FPUC, program. “Each of the plaintiffs have suffered economic hardships because of COVID, have had difficulty finding work and now with the discontinuation of the FPUC face even more pressing financial hardships,” the lawsuit said. The lawsuit, which names as defendants DeSantis and Florida Department of Economic Opportunity Secretary Dane Eagle, seeks an injunction to force the state to reinstate the federal money. Also, it seeks retroactive payments to June 26. Florida pays a maximum of $275 a week in state benefits to unemployed people, an amount that the lawsuit said is one of the lowest amounts in the nation. It said plaintiffs in the case are facing issues such as being unable to pay rent and other bills. The lawsuit points to a state law that deals with the interplay between the
state and federal government on unemployment issues. The lawsuit cites part of the law that directs the Department of Economic Opportunity to cooperate with the U.S. Department of Labor and to take actions “through the adoption of appropriate rules, administrative methods and standards necessary to secure for the state all advantages available under the provisions of federal law relating to reemployment assistance.” “By withdrawing Florida from participation in the FPUC programs, the defendants are depriving the plaintiffs and all residents of the state of Florida weekly FPUC benefits they could receive until the FPUC benefits expire if they remain eligible for those benefits,” the lawsuit said. Before the federal money was cut off, Eagle has said people were taking advantage of the combined state and federal assistance, which was competitive with weekly pay at many restaurants and tourism businesses. “You’ve seen restaurants that have had to close earlier or open later or close certain days of the week,” Eagle said. “All over the Panhandle I’ve seen signs that say, ‘Welcome to the new pandemic.’ The 2021 pandemic is unemployment, not being able to hire. So, we’ve got to put an end to that.” DeSantis’ office and the Department of Economic Opportunity did not immediately respond to a request for comment Monday morning. The plaintiffs are represented by Weston attorney Scott Behren and Tallahassee attorneys Gautier Kitchen and Marie Mattox. TALLAHASSEE — Pointing to a “grotesque combination of physical abuse and emotional manipulation,” a federal appeals court has upheld the conviction and five life sentences of a South Florida man who forced women — including minors — to work as prostitutes. A panel of the 11th U.S. Circuit Court of Appeals on Friday also backed requiring Alston Williams to pay nearly $774,000 in restitution to three women, an estimate of how much they earned for him as prostitutes. The 22-page ruling, citing “horrific crimes,” said Williams physically abused and threatened the women and forced two of them to have abortions after they became pregnant. It described how Williams took the identification, birth certificate and Social Security card of one of the women, referred to in the ruling as Deborah, who had started working as a prostitute for Williams when she was a minor and moved in with him on her 18th birthday. “Violence soon became the norm if Deborah or the other girls failed to communicate, didn’t bring home enough money, or were seen as disloyal,” said the ruling, written by Judge Britt Grant and joined by Judges Beverly Martin and Andrew Brasher. “At times, Williams would lash out without warning — lunging at a girl and choking her until she passed out or dragging her down the stairs and around the house by her hair. Other times, his violence was more deliberate. He would warn the girls about what was coming, go to the stereo and turn up the music so no one could hear their screams, and then brutally beat the offending girl — sometimes alone, sometimes in front of the others. The punishments varied. He tased, punched, slapped, and kicked the girls — sometimes with their arms
handcuffed behind their backs so that they couldn’t defend themselves. He kept a pair of pliers to clamp down on their fingers and hands, occasionally dragging them with the pliers around the house. He groped their private areas until they bled and stabbed sewing needles into their knees and buttocks, or under their fingernails.” A West Palm Beach federal jury convicted Williams in 2018 on two counts of sex trafficking a minor, three counts of sex trafficking by force, fraud or coercion and one count of obstructing a human-trafficking investigation. He received five life sentences and 240 months in prison — all to run concurrently — and was ordered to pay restitution. The U.S. Attorney’s Office for the Southern District of Florida said in a news release at the time of the conviction that Williams was from Lake Worth and that he trafficked women from 2008 through 2017 throughout Florida. Williams, now 45, is an inmate at the Coleman federal penitentiary in Central Florida, according to the Bureau of Prisons website. In the appeal, Williams argued, in part, that the jury during the trial should not have seen nude images and videos of the women who were trafficked. But the Atlanta-based appeals court said the images and videos were not “unduly prejudicial.” “These images and videos helped to show how Williams exerted complete dominance over his victims,” the ruling said. “Several videos show Williams directing the girls to engage in sexual conduct while he watched and recorded — one even showed a weapon in view of the camera.” Williams was ordered to pay $522,600 in restitution to the woman identified as Deborah; $221,000 to a woman referred to in the ruling as Deja; and $30,000 to a woman referred to as Gini. Deja was 17 when she started working as a prostitute for Williams, the ruling said.
