The secret to surviving quarantine is having a companion who doesn’t talk much. Pets have a way of comforting us without relying on words. Dog and cat adoptions spiked in the month of March as pet shelters started closing and the loneliness of social distancing settled in. Pensacola Humane Society (PHS) said on its social media that shelter euthanization in the United States decreased by 25 percent in March. PHS is a no-kill shelter that works tirelessly to find cats and dogs their furever homes. Animal shelters across the state had to clear their shelters within only a few days as part of the governor’s stay-at-home order. Even though it was a challenge getting these pets adopted, so many pets were able to find loving homes and people were able to find comfort in their recently adopted pets during this global pandemic. Downtown Crowd decided to catch up with some of these quarantine adoptions. Carly and her husband Jordan Richards have a home filled with adopted animals, but when they heard that a pitbull named Winnie had a few days before her euthanization, they instantly made room in their home and hearts for her. Thanks to a post on social media by The Mylo Foundation, Carly and Jordan were able to save Winnie from being euthanized at the Mobile County Animal Shelter. “We didn’t originally intend to adopt Winnie at first, only foster her to keep her from being euthanized,” Carly explained. “After meeting her, we knew right away we had no choice but to adopt her.” Since Carly has been working from home and Jordan temporarily lost his job, the two were able to give extra attention to Winnie as she acclimated to her new home. Winnie unfortunately came into the couple’s life severely un-

derweight and had birdshot embedded in her skin. “We were home 24/7 and loved the time we got to spend bonding with Winnie,” Carly said. “We got to witness a little bit more of her personality shine through every day.” Phoebe Allen adopted her handsome cat Peter, formerly Peep, from PHS, but her landlady needed some convincing first. After telling her landlord about PHS’s desperate need to find Peter a home, Allen’s landlady agreed to the adoption. “He is the cutest little menace around. He has provided a lot of comfort and distraction during this time,” Allen said. “Before, there were days I would sometimes have nothing to do other than my work. Now, I get to play and cuddle with him. It’s been a lot of comfort.” Allen has been able to use her extra time bonding with Peter. The two play all sorts of games and are in

the process of getting Peter comfortable with a harness so that they can enjoy walks outside together. “He is really excited to have a home and not be at the humane society anymore,” Allen said. Randy Wolfe has been saving up for a dog for sometime and figured quarantine was the perfect time to find his new best friend, Tiny. “I’ve been putting it off for awhile, and since we can’t do anything right now, I decided to go get a dog now,” Wolfe explained. So, Wolfe made a stop at PHS and instantly adored Tiny. Now, the two spend time walking around the neighborhood and playing ball at the park. Having Tiny during quarantine was a great support system for Wolfe. “I live alone, so it’s just me. It’s nice to have somebody else to play around with. I keep him company and he keeps me company,” Wolfe said. Rebecca Barber and her

boyfriend have been fostering Frost since November. They absolutely adored Frost and thought about adopting her for some time. You may remember Frost from Downtown Crowd’s March issue. We featured Frost in our “Oldies but Goodies” article, which was about adopting senior pets. Frost bounced from home to home after her original owner passed away. “The shelter had her for a little while, and she was doing really bad there. She didn’t get along with other cats,” Barber said. “I think she bit a couple of volunteers, too. She did great with that next foster, but then that foster was moving and couldn’t take her with.” Eventually, Frost found a new foster home with Barber, who then adopted her in March.

“We grew to love her, and by the time quarantine rolled around, we were not ready to give her up,” Barber explained. “We saw so many cats that were getting adopted and we were worried that someone would adopt her if we didn't do it ourselves.” So, Barber officially adopted Frost. “We love her so much. We’re going to keep her forever,” Barber said. Although COVID-19 had devastating effects on many of us, it also made us value the day-to-day relationships we sometimes take for granted. MESSAGE FROM ADMINISTRATIVE JUDGE JAN SHACKELFORD As Administrative Judge for Escambia County, I want to give you an update on where we stand regarding re-opening the MC Blanchard to civil jury trials and civil/family/probate/guardianship in-person hearings. Pursuant to direction from the Florida Supreme Court, we are entering Phase 2 on Monday June 8. We will be continuing to hear in-custody criminal cases remotely, while beginning out-ofcustody criminal hearings in our courthouses. No inmates are being transported, and the earliest we will return to criminal jury trials is July 6. I know that the Civil Bar is anxious to learn when we can return to business as usual. We are all anxious to do so. As far as civil jury trials, I cannot imagine those occurring until after Labor Day at the earliest. We have 11 criminal judges who will be trying to get cases to trial. We are uncertain how long the CDC and Fla. Supreme Court will require us to maintain social distancing. Our largest courtroom, 407, which can normally handle about 75 jurors in the gallery, can only seat about 25 with the six-foot distance. Until we have our criminal dockets under some semblance of control, I will not to be opening the door for civil trials. We care about our civil litigants, but criminal trials must take priority.

Once we are able to resume civil trials, it will be up to each individual judge to determine how to reschedule the cases which were continued due to the virus. Unfortunately, we still do not have our calendar for 2021 based upon the fact that we are waiting on the state budget to be approved. We may have an additional circuit judge in 2021, and that will completely change the calendar. Both versions of the calendar are ready to go to the judges as soon as we get word. As far as hearings, those will also be restricted for the foreseeable future. We must continue to use remote technology to limit the number of people in our building. If there are cases which are so complicated based upon exhibits or numbers of parties that they cannot be handled remotely by video, there is the option of the courtroom in the Cobb Building on N. Palafox. However, the offer to use this courtroom is not intended for ordinary hearings. There is very limited security, so the parties would have to be truly civil with each other. Other counties in the First Circuit may be able to return to civil hearings more quickly than Escambia based upon differing criminal docket demands. I promise to update you on our status as soon as I can.

RARE SEA TURTLE NEST RECORDED ON PENSACOLA BEACH

SNORKELING REEF AT CASINO BEACH TO BE NAMED IN HONOR OF CHARLIE GONZALEZ

Visitors to Pensacola Beach were treated to an exciting sight today: a female Kemp’s Ridley sea turtle crawling ashore to nest and lay her eggs. She is the third turtle to nest on Escambia County Beaches this season, with two loggerhead nests recorded earlier this week. “She dug a hole about 1.5 to 2 feet deep and when she got down in the hole she laid about 50-100 eggs. She used her flippers to cover the eggs with sand so you can’t see them and then she headed back to the water. She may come back up," said Brenda Sexton, sea turtle volunteer of approximately 10 years. "Some of them come back up two or three times laying eggs and then they are exhausted and they go back home for two or three years. It’s kinda cool." Four species of sea turtles visit Escambia County beaches May through October to lay their eggs. Loggerheads are the most common visitor, however leatherback, green and Kemp’s Ridley nests have also been recorded on county beaches. Typically, female sea turtles wait for nightfall before crawling ashore to dig their nests. Kemp’s Ridley are the only species that nest during the daylight hours. After 60 days, hatchlings wait for nightfall before emerging all at once, using the light of the moon and stars to find their way to the Gulf of Mexico. Sea turtles of all sizes face many threats. Excessive artificial lights can disorient both nesting and hatchling turtles, leading them away from the Gulf of Mexico and into danger. Furniture and other personal belongings left on the beach overnight can trap and in-

The Board of County Commissioners adopted a resolution on June 4 naming the artificial reef that is being constructed at Casino Beach the "Charles Fennell Gonzalez, IV, Casino Beach Reef" in honor of the late Charlie Gonzalez. Gonzalez was a native of Pensacola and was a long-time employee of Escambia County who made a positive impact in the lives of everyone that knew and worked with him. He passed away unexpectedly on January 17, 2020 at the age of 56. The Casino Beach Artificial Reef Project was approved by the Board on May 7, 2020, and was one of the last projects that Charlie worked on. Charlie's love of the sea and his passion to educate people about sea life will continue for years to come by everyone who enjoys this reef. A proclamation was also read by Vice-Chair and District 4 County Commissioner Robert Bender, "Charlie made a great impact to this community. He was always able to be there with a smile and whatever you needed he was able to create and get it to you on short notice, typically for our board meetings. It is an honor to be able to read this tonight." The proclamation said: On July 29, 1963, Charles Fennell Gonzalez, IV, was born in Pensacola, Florida to Charles Fennell Gonzalez, III, and Mollie L. Gonzalez. Charlie had an unbridled enthusiasm for life, which included a deep love of his wife,

GREAT GULFCOAST ARTS FESTIVAL ANNOUNCES 2020 EMERGING ARTISTS The Great Gulfcoast Arts Festival has partnered with Artel Gallery to bring you a painter and a printmaker as our Emerging Artists. Ivo Alcala said his focus is figure drawing and portraits. “I love classical painting, but I am stuck in a world of contemporary art,” he said. He uses mainly charcoal, water and one or two acrylic colors to achieve a wide range of tones and values, but has recently started using oil paints. “After producing a handful of pieces with oils, I have discovered a whole new world of possibilities with painting,” he said. Alcala often shows his work at Artel Gallery and has won awards there. Alcala will be sharing the Emerging Artists booth with Missy Graham. Graham said most of her work consists of hand-pulled monotypes. “I was

UWF INVITES PUBLIC TO VOTE ON INSPIRATIONAL SONGS OF IMPACT Pensacola, Fla. – June 5, 2020 – Inspired to support their fellow Argonauts amid COVID-19, the University of West Florida community has answered the call by submitting songs of impact for the public to listen to and vote on as their favorites. UWF received more than 50 submissions from faculty, staff, students and alumni after the call to submit songs and lyrics went out in April. After thorough vetting, 25 submissions advanced to the voting phase, which is underway. "During troubled times, words of encouragement can make a big difference," UWF President Martha D. Saunders said. "Creativity within the UWF community is boundless and Songs of

Female turtles prefer dark, quiet beaches for nesting and hatchlings need dark skies to find the Gulf of Mexico. Leave the flashlights and cell phones at home or use a red flashlight when on the beach at night. Turn off beach-facing lights and close windows and curtains to keep our beaches dark. • Leave No Trace! Remove all furniture and toys from the beach when you’re done for the day, including hammocks, tents, canopies, chairs, toys and sports equipment. • Stow It, Don’t Throw it! Trash and food waste can entangle turtles and other wildlife and attract unwanted predators. Always dispose of trash in the proper receptable and refrain from feeding wildlife. • If you dig holes in the sand, fill them in before you leave the beach. All sea turtle work performed by Escambia County was completed under Florida Fish and Wildlife Conservation Commission permit 032. If you encounter a nesting turtle, turn off all lights and retreat a safe distance away. Dead or injured sea turtles should be reported to Escambia County Marine Resources at 850426-1257 or the FWC Wildlife Alert line at 1-888-404FWCC (3922.) At the same time, she was a graphic design and photography student and learned the techniques of early digital printmaking. She has now combined those passions to become a modern printmaker. This is the fifth year for the GGAF Emerging Artist Program, which is designed to introduce two artists to the outdoor festival experience and is sponsored by Artel Gallery. As part of the Emerging Artist Grant, both Alcala and Graham will visit at least one school in either Escambia or Santa Rosa County to discuss their work with students. Annabelle, his daughter, Morgan, and a passion for the sea. Along with serving his country in the Peace Corps in the Philippines, Charlie spent his time traveling, being present with friends and family, and surfing waves on the Atlantic Ocean and Pacific Ocean, as well as at home on the Gulf of Mexico at Pensacola Beach. On July 14, 2000, Charlie began his career with Escambia County as the County’s Geographic Information Systems (GIS) Director, which placed him in the important position of mapping Escambia County. During his 20-year tenure with the County, Charlie contributed to countless GIS projects, including the Casino Beach Artificial Reef project, which is now under construction. Naming the newest Artificial Reef as the Charles Fennell Gonzalez, IV, Casino Beach Reef will serve as an enduring tribute to his many years of dedicated public service to Escambia County. The full amount of $59,500 for reef construction and installation is funded by the Florida Fish and Wildlife Conservation Commission. No Escambia County monies or cash-matching funds are required by the FWC grant agreement for the project. The Natural Resources Management Department will deploy 17 reef modules approximately 8.7 nautical miles east of Pensacola Pass, and the reef installation will be completed by August.

PENSACOLA MESS HALL REOPENS WITH SPECIAL EXHIBIT After temporarily closing its doors in March to protect the health and safety of visitors, staff, and volunteers, the Pensacola MESS Hall has officially reopened to the public. The MESS Hall is operating at reduced capacity and with new measures to help reduce the spread of coronavirus. This summer, visitors will investigate Our Planet: Past, Present, and Future. This special exhibition, created by the MESS Hall, celebrates the 50th anniversaries of Earth Day, EPA, and NOAA. Hands on activities and informational signage explore information about how scientists study the Earth, how Earth changes, and the accomplishments of the last 50 years. In addition, visitors are challenged to consider what we can accomplish for the Earth in the next 50 years. To help ensure public safety, timed admission reservations are required. Families will schedule to visit during two hour blocks between 10 AM - 5 PM Tuesday through Saturday. Following each time block, MESS Hall staff will clean the facility to prepare for the next group. Each visitor group will be provided their own materials, including disinfecting spray and hand sanitizer,

to help contain any possible spread. Family groups will also receive their own materials for the hands on exhibits. All staff and volunteers will wear masks, and visitors are requested to follow CDC guidelines for masks. “The pandemic has had a devastating impact on our community and the broader world,” said Megan Pratt, executive director. “It has, however, reminded us of the importance of our mission and vision to create a scientifically literate society who can understand critical issues facing us. Our priority continues to be the health and safety of our visitors, staff, and volunteers, and we have created policies and procedures based on the best available science. We look forward to sharing science with our visitors when we reopen.” In addition to welcoming families, the MESS Hall is holding summer camps. These camps engage learners in deeper discovery and encourage them to explore new topics. Camps are for students entering grades 1-6. EMBATTLED DOMESTIC VIOLENCE AGENCY SUES INSURERS DARA KAM NEWS SERVICE OF FLORIDA STAFF TALLAHASSEE — The Florida Coalition Against Domestic Violence is suing two insurers, asking a court to force the companies to cover costs resulting from state lawsuits against the embattled domestic-violence agency because of allegedly “exorbitant” executive compensation. Hanover Insurance Co. and Travelers Casualty and Surety Company of America each issued one-year policies to the coalition effective Dec. 19, 2019, according to a complaint filed Wednesday in Leon County circuit court. Both liability policies included coverage for “defense expenses and the amount the insured is legally obligated to pay as a result of a claim,” according to excerpts of the contracts included in the complaint. Hanover, meanwhile, filed a federal lawsuit in March asking a judge to rule that the insurer is not responsible for the coalition’s expenses. The policies were executed amid probes into the coalition’s finances, which drew public scrutiny after reports by The Miami Herald that the nonprofit organization paid its former CEO, Tiffany Carr, more than $756,000 a year. Investigations by a Florida House committee and the governor’s office revealed that Carr, who stepped down as head of the coalition in October, received more than $7.5 million in compensation over a threeyear period, including millions of dollars in paid time off. The coalition, which received $46.7 million this fiscal year in state and federal funding, oversaw domestic-violence programs as part of a contract with the Florida Department of Children and Families. The state in recent months has ended the contract.

The firestorm over compensation paid to Carr and other coalition executives sparked Attorney General Ashley Moody to file a lawsuit on March 4 against the former CEO, the coalition and a foundation that raised private money for the coalition. The lawsuit alleges the defendants “engaged in a pattern of serious conduct and abuse,” which included “the diversion of significant funding to enrich its officers to a shocking degree.” Moody’s lawsuit also asks a judge to order Carr and the coalition to return to the state an unspecified amount of money. The insurance companies argue they should not be liable for paying any of that money or the coalition’s legal fees. Leon County Circuit Judge Ronald Flury has granted the state’s request to put the coalition and the foundation in the hands of a receiver. The same day Moody filed her lawsuit, the Department of Children and Families sued the coalition, Carr and the board of directors, alleging they had breached the contract with the state. The board members have all since resigned. The lawsuits by the attorney general and the Department of Children and Families “contain claims for damages against FCADV that satisfy the definitions of ‘loss,’ ‘wrongful act’ and ‘claim’ under the Hanover policy,” attorneys for the coalition wrote in the lawsuit filed on Wednesday. The coalition contends that the policies provide coverage for the claims asserted in the state’s lawsuits, as well as the nonprofit organization’s legal fees. But Travelers maintains the allegations in the state’s lawsuits “do not trigger its obligation to defend or indemnify FCADV on the basis of one or more provisions or exclusions in the Travelers policy, which

JUDGE SAYS SHE WAS WRONG TO ACT AS SON’S ATTORNEY NEWS SERVICE OF FLORIDA STAFF A Leon County circuit judge admitted she was wrong to present herself as her son’s attorney after he was arrested in a shooting incident. A state investigative panel accused Judge Barbara Hobbs of improper judicial behavior by acting as her son’s attorney. The allegations, in part, stem from a July incident in which Hobbs’ son was accused of shooting a woman through a closed door at his residence. Hobbs went to the Tallahassee police station and said she was representing her son as his attorney after being told by police “that only his lawyer could have access to her son during the period of interrogation,” Hobbs’ lawyers wrote Friday in a 10-page response to charges filed by a panel of the Judicial Qualifications Commission at the Florida Supreme Court. “She acknowledges that she should not have presented herself as her son’s lawyer and regrets her conduct,” the judge’s lawyers said, noting that she “self-reported her conduct” to the commission the following day. At the time she represented her son, Hobbs was assigned to preside over felony cases in Leon County, an April 28 notice of charges against the judge said. Hobbs is

a judge in the 2nd Judicial Circuit, which includes Tallahassee and surrounding areas. The April notice of charges said her son’s case has been assigned to the 3rd Judicial Circuit, and he has been charged with attempted second-degree murder. The notice also made other allegations against Hobbs, including that she improperly failed to recuse herself from cases involving an attorney who represented her son on an earlier misdemeanor charge of driving under the influence. But Hobbs said she “was not aware of who the attorneys were who would be appearing before her” when she took over a previous judge’s docket. In one instance, Hobbs acknowledged she “performed a ministerial act” in a case involving her son’s lawyer in the DUI case. The “better course of action for her to have taken would have been to place on the record” the lawyer’s involvement in her son’s case “and to recuse herself from this case,” Hobbs’s lawyers wrote. Hobbs also denied a series of other allegations. The Judicial Qualifications Commission on Wednesday set an Oct. 20 hearing in the case. The commission oversees investigations of judges, with the Supreme Court having final say on disciplinary issues.

The formal qualifying period began at noon Monday and will continue until noon Friday. Among the early qualifiers were candidates for what likely will be closely watched open Senate seats. For example, Rep. Javier Fernandez, D-South Miami, and Rep. Ana Maria Rodriguez, R-Doral, quickly qualified to run in Senate District 39, which is made up on Monroe and part of Miami-Dade counties. Fernandez and Rodriguez are battling to replace term-limited Sen.

Anitere Flores, R-Miami. Meanwhile, in Palm Beach County, Rep. Tina Polsky and former Rep. Irv Slosberg, both Boca Raton Democrats, qualified in Senate District 29. They are seeking to replace Sen. So, those daily commutes consume a lot of gasoline systemwide. So, the demand is increasing. We all know that as the demand increases, the prices are going to increase as well.” Gas prices are still down 70 cents a gallon from a year ago. Florida’s most expensive gas is in West Palm Beach, with the cheapest in Orlando. “The bottom of gasoline prices are behind us, and we are going to see continued increases coming up in the future,” Williams said. “We expect to see a $2-a-gallon Florida average, probably within a week or so.”
