EXPLORING THE INTERSECTION OF FIN E ART P HOTOGRAPHY AND I N T ERIOR D ES IGN by Dakota Parks Robert Malmberg has spent the bulk of his life with his eyes behind a camera, capturing the world around him and establishing himself as an award-winning portraiture, still life and landscape photographer. At the young age of 18, he discovered his passion for photography when he bought a 35-millimeter camera to take on a six-month trip to New Zealand to document his travels. When he came back from that trip, Malmberg enrolled in Brooks Institute of Photography in Santa Barbara to study commercial photography before starting his career in New York. In 2008, he opened Malmberg Studio in the bustling warehouse district along East River in Greenpoint, Brooklyn, where he worked as a commercial photographer, taught himself the 1850s-era wet-plate collodion process and began selling limited-edition prints to interior designers. Faced with closing his studio for six months during the onset of the pandemic, Malmberg and his wife made the decision to relocate to his birthplace in Pensacola, where he reopened his studio and launched his luxury and boutique wallpaper line. The Malmberg Wallpaper in Spring 2021 collection is an 11-piece collection that combines professional fine art photography with mixed media techniques to create evocative and maximalist patterns that transform traditionally curated walls into life-size works of art. The series features photographs stretching across Malmberg’s career from his personal archive of travel photos, insects, flowers and landscapes to new still-life photos taken in studio. Malmberg first had the idea to launch a wallpaper line several years ago when he began to focus on selling limited-edition prints to interior designers, as the luxury wallpaper would further complement this shift in career focus. He spearheaded the project during the pandemic and spent much of 2020 in the research and development stage. The wallpaper is sold by the yard, available in a variety of colors, including custom colorways and is digitally printed in the U.S. on the finest quality non-woven, ecofriendly, vellum paper, which is installed using traditional glue adhesive. His wallpaper line has since received national acclaim, appearing in Business of Home, Architectural Digest and Forbes. “Wallpaper is a different type of product, that acts as artwork, but can also be removed

and replaced with new designs. I kind of love that about it because there is less emotion attached to it,” Malmberg explained. “With my limited edition prints, which can be a little more expensive, there is more thought that goes into buying them from a business standpoint. Prints are pieces of artwork purchased to fit a specific design or space in a room, and they’re treated like a forever purchase. Wallpaper is different and creates a finished look that doesn’t need competition. I recently had Postcards from Rome in tropical green installed on all four walls in

graphs, either retrieved from his archive or taken in-studio, captured with both digital and film photography, utilizing medium format and 35mm film. Some of the wallpaper designs consist of 60-80 images, layered and stacked on top of each other, while others contain only three images. From this point, he begins to digitally cut

While all of the designs were assembled and completed in his studio in Pensacola, Malmberg explained that many of the still-life photos were shot in Pensacola as well, including the images from the Man O’ War wallpaper and Starfish Galaxy, which features a toy dinosaur in the center focus that Malmberg found on Pensacola Beach after Hurricane Sally. Many of the sourced objects in Malmberg’s wallpaper are a combination of found ob-

jects and curated from antique shops and rare shell shops. The images used in the Man O’ War design were taken at Fort Pickens when Malmberg discovered dozens of Portuguese man o’ war jellyfish washed up on the shore during the winter tide shift. Images from both the Man O’ War design and motifs from the Starfish Galaxy are also available in limited-edition prints on Malmberg’s website. “Some of the designs use my travel-inspired photography and landscapes, like the Postcards from Rome, which are all photos I shot on my trips to Italy in Rome and Pompei and feature a lot of statues you can find around Vatican City,” Malmberg said. “The Inkblot Study design is inspired by Hermann Rorschach’s inkblot test. I used black acrylic and gold leaf sheets to create the symmetrical designs, then photographed them and incorporated them into wallpaper. My eyes are really drawn towards symmetry, and that’s an overarching theme in my work. The goal is to end up with a collection of fine photographs that work well together on their own and can also be transformed into wallpaper.” The first design Malmberg completed in the spring 2021 collection was the Rorschach Butterflies, which complements the Inkblot Study design and utilizes Peruvian butterflies arranged on sheets of glass, shot with a macro-level lens and a double exposure technique to promote the feeling of movement in the design. Another design in the collection, Lady Liberty pays homage to the 15+ years Malmberg

spent living and working in New York. The design abstracts the Statue of Liberty using inverted images of her crown and the tablet she holds bearing the date of the Declaration of Independence to mimic standing below and looking up at the statue. From a distance, the print mirrors a classic and elegantly symmetrical print, but up close it abstracts the statue in a way which resonates with the butterfly, cicada and insect motifs found in Malmberg’s collection. While many of the designs in this first collection utilize these bold colors, abstract collage work and very maximalist design styles, Malmberg said he is also working on a minimalist collection featuring all floral designs. “Creating these wallpaper designs is something I am probably going to do for the rest of my life,” Malmberg said. “It’s been a blessing to have an outlet through COVID that requires me to be creative and express myself. Unlike commercial photography work with outside artistic direction and working to please a client, there is so much freedom in these designs. The options are infinite in terms of creating a new pattern. I love to get messy with the process and see where the collage and arrangements take me. PUBLIC INVITED TO PARTICIPATE IN A TIME CAPSULE AND THE 1821 SAMPLER PROJECT FOR FLORIDA’S TERRITORIAL BICENTENNIAL AND ESCAMBIA COUNTY’S 200TH ANNIVERSARY In commemoration of Florida’s Territorial Bicentennial and Escambia County’s 200th Anniversary, the 200th Anniversary Commission is seeking the community’s input on items to place in a time capsule on July 17, 2021 at the 10 a.m. event at the Historic Village, Museum Plaza in Pensacola. After the event, the time capsule will be stored safely with UWF Historic Trust and will be reopened in 25 years! Some items that mark our current times are masks, hand sanitizer, flash drives, challenge coins, etc. Please fill out this form by June 15 to participate in the time capsule. The Commission will review the submissions and will contact you with further drop-off instructions if you have the items in your possession. JOIN THE 1821 SAMPLER: Volunteers wanted!

Researchers with the West Florida Genealogical Society have identified more than 2,000 individuals who were here when Florida passed from Spain to the United States. These were more than just names; every person had a rich life and history. By honoring a member of the 1821 community, you are participating in this celebration of our rich and diverse Florida heritage. Interactive Tour of St. Michael’s Cemetery

To commemorate Florida’s Territorial Bicentennial and Escambia County’s 200th Anniversary the UWF Archaeology Institute and St. Michael’s Cemetery Foundation have partnered to create an interactive tour of the cemetery. The project is titled They’re Still Here: The People of 1821. The story map includes a “walking tour” that can be taken from the comfort of home or on a mobile device on site at the cemetery. The tour features more than 60 surviving gravesites of the people who were in Pensacola in 1821.

NIGHTTIME LANE RESTRICTIONS PLANNED FOR THE PENSACOLA BAY BRIDGE Drivers will encounter nighttime lane restrictions on the Pensacola Bay Bridge Thursday evening, June 10 through Friday morning, June 18 from 8 p.m. to 5 a.m. Construction crews will be performing repairs needed to restore four lanes of traffic for the entire bridge. UWF NAMES NEW GENERAL COUNSEL PENSACOLA, FLA. – JUNE 10, 2021 The University of West Florida has appointed Susan Woolf as general counsel for the University, effective August 15, 2021. Woolf is currently the city attorney for the City of Pensacola, a role she has held since 2019. “I’m delighted to welcome Susan Woolf to UWF,” said UWF President Martha D. Saunders. “With her wealth of experience as an attorney in the public sector, she will be a great addition to my executive team. I look forward to her leadership.” In her position as general counsel of UWF, Woolf will provide legal guidance and counsel in executive and policy decision-making and serve as a member of the President’s senior leadership group; lead the Office of General Counsel and its team, as well as outside counsel retained to represent the University; oversee and manage the provision of all legal services to the University and Board of Trustees and provide counsel and guidance on all legal matters relevant to the University; and perform other duties as requested by the President and Board of Trustees. “I’m excited to bring my legal experience into the realm of higher education,” Woolf said. “I look forward to

APPEALS COURT TARGETS MASK REQUIREMENT JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Pointing to privacy rights, a divided state appeals court Friday overturned a circuit judge’s decision last year that allowed Alachua County to keep in place a mask requirement to try to prevent the spread of COVID-19. A panel of the 1st District Court of Appeal, in a 2-1 decision, said Alachua County Circuit Judge Donna Keim did not properly consider the privacy rights of plaintiff Justin Green before she rejected a request for a temporary injunction against the mask requirement. “The trial court simply looked at the right asserted by Green too narrowly, relying on the wrong privacy jurisprudence,” said the 13-page majority opinion, written by Judge Adam Tanenbaum and joined by Judge Robert Long. “The right to be let alone by government does exist in Florida, as part of a right of privacy that our (Florida) Supreme Court has declared to be fundamental. … (The Supreme Court) has construed this fundamental right to be so broad as to include the complete freedom of a person to control his own body. Under this construction, a person reasonably can expect not to be forced by the government to put something on his own face against his will. Florida’s constitutional right to privacy, then, necessarily is implicated by the nature of the county’s mask mandate.” The majority stopped short of declar-

ing the Alachua County requirement unconstitutional but sent the case back to the lower court for reconsideration. Judge Joseph Lewis, in a 15-page dissent, sharply criticized the majority decision, writing that a “person’s privacy right is not absolute and is not to be considered in isolation, without regard for the circumstances under which the right is asserted.” “As the trial court aptly stated, a person’s right to be let alone is no more precious than his fellow citizen’s right not to become infected by him with a contagious, airborne, and potentially fatal virus,” Lewis wrote. “The mask mandate is in no way an attempt by the government to control a person’s body, as found by the majority. The mask mandate is not compelled medical treatment, and the wearing of facial covering does not alter one’s physical person. Rather, the mask mandate is a temporary and de minimus interference with a person’s public interactions in response to a global pandemic.” Lewis also argued that the case is moot because Gov. Ron DeSantis in early May issued an executive order that prevented Alachua County and other local governments throughout the state from requiring masks. “The effect of the majority’s disposition could lead to the trial court’s constitutional analysis of a non-existent order,” Lewis wrote. “The trial court could not grant appellant’s (Green’s) requested relief of an injunction enjoining the county

from enforcing the mask mandate contained in its emergency order because that order is no longer in effect, and so there is no enforcement to be enjoined.” Tanenbaum and Long, who were appointed to the appeals court by DeSantis, disagreed that the case was moot, raising the possibility that Alachua County could try to impose a mask requirement in the future. “Because of the nature of the various emergency orders that we have seen and the county’s continued commitment to public mask wearing, we are not convinced that this is the last that we will see of this issue,” Tanenbaum wrote in a footnote. Later in the opinion, however, the majority appeared to acknowledge that the circuit judge might not have a case to reconsider. “We remand for a new proceeding that presumes the unconstitutionality of the mask mandate, in the event there still is some mask mandate that remains to be litigated,” the opinion said. Alachua County, which required people to wear masks at businesses such as grocery stores and restaurants, was one of numerous local governments across Florida to approve such mandates to try to curb COVID-19. Green, who operates a nursery business, took the lawsuit to the Tallahassee-based appeals court after Keim refused to grant a temporary injunction in May 2020. Lawsuits also were filed against mask

requirements in other parts of the state, with the 4th District Court of Appeal in January rejecting a challenge to a Palm Beach County mandate. In the ruling Friday, Tanenbaum and Long relied heavily on a 2017 Florida Supreme Court decision blocking a law that sought to require women to wait 24 hours before having abortions. “(As) we are told we must do, we will follow (and expect trial courts to do the same) what the Supreme Court made quite clear, repeatedly, in that case: The right of privacy is a ‘fundamental’ one, expressly protected by the Florida Constitution, and any law that implicates it ‘is presumptively unconstitutional,’ such that it must be subject to strict scrutiny and justified as the least restrictive means to serve a compelling governmental interest,” Tanenbaum wrote. But Lewis, who was appointed to the appeals court by former Gov. Jeb Bush, took issue with the majority’s reliance on the precedent from the abortion case. “It would be irrational, and downright repugnant, to liken a woman’s fundamental right to choose to end her pregnancy or an unnecessary interference with that right, which is indisputably a deeply personal decision and involves bodily integrity and personal autonomy, to a requirement that a person wear a facial covering when interacting with members of the public during a pandemic so as to curtail the spread of a contagious virus,” Lewis wrote.

TALLAHASSEE — Gov. Ron DeSantis’ administration is asking the federal government for additional time “to consider the potential impacts” of drawing down hundreds of millions of dollars in additional federal Medicaid money for home- and communitybased services. In an email to the federal Centers for Medicare & Medicaid Services, Karen Williams of the state Medicaid office said Florida wants a 30-day extension, which would give the state until July 12 to submit a plan to the federal government. “Please consider this email as the state of Florida’s formal request for the 30-day extension. This additional time will allow the state of Florida to continue coordinating with all impacted stakeholders to consider the potential impacts of this increase,” Williams wrote in the email late Friday afternoon. The American Rescue Plan Act, a stimulus package signed in March by President Joe Biden, included provisions that allow states to tap into additional federal Medicaid funding for a number of different groups and services, some of which Florida has taken advantage of, and others not. For instance, the federal law provided incentives for 12 states, including Florida, to expand Medicaid to low-income childless adults. The law, at least in part, offers states a 5 percentage- point increase in their regular federal Medicaid matching rates for two years after expansion would take effect. But as they have done for years, Florida Republican leaders shunned the idea of expanding Medicaid during this spring’s legislative session. The American Rescue Plan Act also allows states to tap into additional funds to extend by 10 months the length of time that postpartum women can qualify for Medicaid. Florida is taking advantage of that provision, with House Speaker Rep. Chris Sprowls, R-Palm Harbor, leading the charge. The federal law also provided states with an opportunity to draw down a 10 percentage-point increase in fed-

eral Medicaid funds for home- and community-based services, such as services provided in Florida’s “iBudget” program for people with developmental and intellectual disabilities. Tom Rice, a program manager with the state Agency for Persons with Disabilities, told members of the Florida Developmental Disabilities Council last month that the state was putting together plans to access the enhanced Medicaid funding. But advocates for people with disabilities grew worried that the state wouldn’t submit a plan to the federal government — or request an extension — by a Sunday deadline. With the request for an extension filed Friday, Jim DeBeaugrine, a lobbyist and former director of the Agency for Persons with Disabilities, said he remains hopeful that Florida can tap into the additional federal money. DeBeaugrine, also a former staff member of the House Appropriations Committee, estimated that Florida could tap into an additional $450 million in Medicaid funds for services provided through the iBudget program. “I am cautiously optimistic that we can work with AHCA (the state Agency for Health Care Administration) and APD and hopefully come up with a good plan to use the dollars, at least associated with our population,” DeBeaugrine said. While the 10 percentage-point increase has been a focus of providers that care for people with developmental and intellectual disabilities, the increased funding would be available for all home- and community-based services. According to guidance issued by the Centers for Medicare & Medicaid Services, states could use the increased funds for a number of other services such as medical or remedial services recommended by physicians, including mental health and substance-use disorder services; private duty nursing services; and programs for allinclusive care for the elderly, what is known as PACE. “This is potentially a lot bigger than the population I am concerned with,” said DeBeaugrine, referring to people with disabilities.

Four years after federal wildlife officials reclassified manatees from endangered to threatened, U.S. Rep. Vern Buchanan, R-Fla., called Monday for a reversal of the decision. In a letter to Martha Williams, principal deputy director of the U.S. Fish and Wildlife Service, Buchanan said a “staggering” 761 manatees have died this year, a pace that would exceed a previous record of 804 deaths in 2018. “Manatees are beloved, iconic mammals in Florida, and we should be doing everything in our power to protect them and ensure their continued survival,” Buchanan wrote in the letter. “Considering the number of manatee deaths so far this year, redesignating the manatee as endangered,

TALLAHASSEE — In the latest chapter in years of battling about a Northwest Florida bridge, a Leon County circuit judge will hear arguments next week about whether he should force the state Department of Transportation to reinstate tolls on the span. Representatives of bondholders want Leon County Circuit Judge John Cooper to order collection of tolls on the Garcon Point Bridge. The state has not collected tolls on the bridge since Hurricane Sally in September — after bondholders and the Department of Transportation had clashed for years about raising tolls. The department has said the Garcon Point Bridge is an alternate route for motorists during repairs to the Pensacola Bay Bridge, which was severely damaged by barges during Hurricane Sally. But in a motion filed Thursday, attorneys for UMB Bank, a trustee for bondholders, argued that the Pensacola Bay Bridge has reopened to traffic and tolls should be reinstated on the Garcon Point Bridge. The tolls are slated to remain suspended through at least July 6. The Pensacola Bay Bridge reopened May 28, with four lanes of traffic on the majority of the bridge and two lanes in one area, according to the department. “Enough is enough,” the motion Thursday said. “The department — which never wanted to raise the tolls on the bridge in the first place — has invoked an increasingly creative list of excuses to completely and continuously suspend the tolls on the bridge since September 16, 2020 (some 265 days and counting). The trustee has been improperly deprived of over $20 million of toll revenue (and counting). The department has absolutely breached every covenant of fairness and reasonableness that applies to this matter and continues to act capriciously to pacify certain local political factions.” Cooper in January rejected an attempt by bondholders to end the toll

After years of battles about lawmakers using affordable-housing money for other purposes, the organization Florida Realtors is backing a proposed constitutional amendment that would dedicate tax dollars for housing programs. The Florida Department of State on Friday gave an initial approval to the proposal by a political committee known as Floridians for Housing. Florida Realtors has provided $5 million to the political committee since March 31, finance reports show. The proposed constitutional amendment would dedicate 25 percent of revenues from a

suspension, saying such a ruling would violate the constitutional separation of powers. The tolls have been suspended under executive orders issued by Gov. Ron DeSantis. “The governor has broad emergency powers both by statute and inherently as the chief executive of the state,” Cooper said, according to a transcript of a January hearing. “They’re not unlimited though. At this point I don’t think the limit has been reached. I just think for me to say something otherwise is not the correct ruling for me at this time, because I think it would violate separation of powers.” Representatives of bondholders have fought the state for years about inadequate toll revenue on the Garcon Point Bridge. The state-created Santa Rosa Bay Bridge Authority issued about $95 million in bonds in 1996 to build the bridge — known in Tallahassee as “Bo’s Bridge” because it was championed by former state House Speaker Bo Johnson of Milton. The bridge over part of Pensacola Bay opened in 1999, and inadequate toll revenue was complicated by the fact that the bridge authority has been effectively defunct since 2014, according to court documents. Under a leasepurchase arrangement, the Department of Transportation operated and maintained the bridge for the authority and remitted tolls to the bondholders. UMB Bank filed a lawsuit in December 2018, and a year later Cooper ruled that the department should raise tolls. The department did so in March 2020 but then suspended tolls in September because of Hurricane Sally, which made landfall in Alabama but caused heavy damage in the Pensacola area. Cooper has scheduled a hearing June 22 on the motion to order reinstatement of the tolls. Meanwhile, the two sides also are tangling at the 1st District Court of Appeal. UMB Bank went to the Tallahassee-based appeals court after Cooper ruled in November that the department could not be forced to pay damages to bondholders.

TALLAHASSEE — Touting the measure as a way of allowing students to “reflect and be able to pray as they see fit,” Gov. Ron DeSantis on Monday signed a bill that will require public schools to hold moments of silence at the beginning of each day. DeSantis signed the bill (HB 529), which will institute one- to twominute moments of silence in public school classrooms, at The Shul of Bal Harbour, a Jewish community center. “The idea that you can just push God out of every institution and be successful, I’m sorry, our Founding Fathers did not believe that,” DeSantis said, shortly before signing the measure behind a placard that read “protect religious liberty.” When the law goes into effect July 1, public-school principals will be required to direct first-period teachers to institute moments of silence. The new law also will mandate that teachers can’t “make suggestions as to the nature of any reflection that a student may engage in during the moment of silence,” and students “may not interfere with other students’ participation.” Teachers also will be required to encourage parents to talk with students about the moments of silence and “to make suggestions as to the best use” of the time. While speaking at the Jewish community center in Miami-Dade County, DeSantis and Republican allies focused heavily on the bill allowing for silent prayer. Lt. Gov. Jeanette Nunez said the bill will “allow for religious freedom and allow for students to have a minute or two at the start of their day.” The tone at the event was a departure from earlier comments by the bill’s sponsors that the measure was not explicitly aimed at allowing prayer. Senate sponsor Dennis Baxley, ROcala, defended the measure during a Senate floor debate in April by saying the bill is aimed at giving school children a silent, uninterrupted moment “just to stop and reflect.” House sponsor Randy Fine, R-

Brevard County, similarly argued in February that the proposal would not push religion on public-school students. Rep. Omari Hardy, a West Palm Beach Democrat who voted against the bill, accused the Republican sponsors of misrepresenting the intent behind the measure. “The Republican who sponsored the bill said that it wasn’t about prayer in school. (Of course it was!) But when you question their motives, or their honesty, it’s called a personal attack & deemed out of order. No. The Republicans lie, and we need to call them on it every time,” Hardy said in a tweet Monday. Also during Monday’s appearance, DeSantis signed a bill to allow volunteer ambulance services that are faith-based non-profit organizations to provide basic and advanced lifesupport services free of charge. The bill (HB 805), which also is set to go into effect July 1, will allow the volunteer ambulances to use emergency lights when responding to calls. Only services that have been operating in the state for a decade or more are eligible. DeSantis said the measure supports volunteer ambulance services with a “proven track record” like Hatzalah, a non-profit that provides services in South Florida. “These services are critical for Holocaust survivors who have a fear of uniforms and of being taken away,” a news release about the bill from DeSantis’ office said Monday. “Members are trained to treat patients according to Jewish law.” Nunez told the crowd that both bills DeSantis signed are “a testament to our continued support and our continued prioritization of issues that are important to the Jewish community.” Rep. Mike Caruso, a Delray Beach Republican who sponsored the ambulance bill, likened it to the bill mandating a moment of silence. “Hatzalah means ‘rescue,’” Caruso said. “And ... this bill, I see it as a first step of rescuing our communities and our society from the purging of God out of it. And this is a first step of getting God back into our communities.”
