They are used to spending almost seven hours a day Monday through Friday at school, chatting with friends and following a routine. Since schools are closed, their social time has been limited to what they can do through a screen and their consistent routine has vanished. Routines improve a child’s confidence and reduce stress. Without a routine, adapting to social distancing guidelines can be even more challenging for these children. Big Brothers Big Sisters of Northwest Florida has found a way to add some consistency to these children’s lives during this time. BBBS has been matching adult role models with children to create life-long friendships since 1989, and they didn’t let quarantine stop them. BBBS has continued to match Bigs with Littles virtually, and matches from before quarantine have found ways to maintain their friendships. “During these unprecedented times of fear, anxiety and worry, it is important that our children have someone to turn to,” Bella Costa, Marketing and Communications Coordinator at BBBS, said. “We are focused on keeping existing Big/Little matches connected with innovative and creative support through phone calls, text messages, digital learning platforms and other technology enabled engagement tools. Now, more than ever, our children need a mentor.” Sally Pink and her Little sister Serenity matched long
before the shut down. “It's been really difficult for us to find a way to still talk because Serenity is just seven years old,” Pink said. Before the shut down, Pink and Serenity would wander around the Gulf Breeze Zoo or relax at the beach. Now, Pink has to think of other ways to connect with Serenity while abiding social distance guidelines. Pink delivers goody bags with different age appropriate activities to Serenity’s home. One of the goody bags was filled with movie night essentials: a fun movie, popcorn and hot chocolate. Later, they chat about their favorite parts of the film. “It gives her more of a topic to talk about, and it’s super simple,” Pink explained. Pink explained how her friendship with her Little has helped not only Serenity get through this time but also Pink. “I battle with mental health a lot. Quarantine is hard,” Pink said. “For me, it would have been insanely easy to grow depressed and
let my whole day go to waste, but every single week, I plan out what activities to do with Serenity. It helps having those things to look forward to.” Other matches have been taking advantage of various apps to communicate virtually. Michael Hanna met his Little brother Eli a few days before the shut down. Whenever Hanna is able to text or Snapchat Eli, Hanna will send Eli’s mom a text. Eli is only eight years old and doesn’t have a cellphone of his own. Eli likes to show Hanna his Transformers and exchange pictures with the different Snapchat filters. “He likes to dance. It’s the funniest thing,” Hanna said. “We‘ll play each other different songs through the laptop, and he’ll dance to it and show me his favorite ones. I dance with him, too.” Hanna decided to become a Big after seeing a friend from high school post about her Little on social media. “I looked into it, and I felt like I should get involved because I feel like I've lived a selfish life as far as my time goes,” Hanna said. “Being a Big Brother is an opportunity to help a kid, and it’s been amazing. It’s changed my outlook on a lot of things and what I should be putting my time toward.” Since Eli is the oldest of three siblings, he often misses out on mature conversations. “He doesn’t have anyone older than him that he can interact with and talk to and play with,”

by Gina Castro Hanna explained. “I think just him knowing that there is somebody to be able to interact with at a mature level makes this time easier for him.” Megan Carmona was inspired to do something for the children in the community during quarantine after watching The Trials of Gabriel Fernandez on Netflix. “It just seemed like a really good thing to do. The children need to feel loved,” Carmona said. “If there is anything I can do out in the community to make them feel loved, why not do it?” Carmona’s mom told Carmona to look into BBBS, and since Carmona is now settled into Pensacola, her second duty station, she was able to start the process to become a Big Sister. She’s met her Little Emilia, 6, through only Zoom, but Carmona hopes to Zoom with Emilia once a week until they can meet.
Walker Wilson has known his Little Brother Travion since Travion was in the fourth grade. Wilson was a mentor for Travion through a program in the school district. Once Travion entered middle school, the two matched at BBBS to continue their friendship. Before COVID-19, Wilson and Travion spent their time together playing basketball. “Now, I give him a call to talk about what they have been doing, what they ate for dinner and his school work,” Wilson said. “It’s been good for him to have someone not in the house to chat with and look forward to talking to on a regular basis.” BBBS is always looking for caring adults who are eager to be a mentor for the children in the community. ENHANCED SCREENING FOR COVID-19 TO BE IMPLEMENTED FOR ESCAMBIA COUNTY AND SANTA ROSA COUNTY COURTHOUSES The Florida state courts remain committed to taking all practical and available measures to mitigate the effect of COVID-19 on court proceedings, while continuing to operate to the fullest extent possible consistent with public safety. The Supreme Court of Florida has recently issued AOSC20-32, which incorporates the recommendations of the COVID-19 Court Operations Subgroup, relative to the court system’s transition to more in-person hearings. During the unprecedented circumstances presented by the pandemic, the judges of the First Judicial Circuit have handled hundreds of cases through electronic means, and will continue to do so in many cases. Most faceto-face hearings remain limited at this time. For those cases which must be handled face-to-face, extraordinary measures have been taken to ensure the safety of the public, court staff, and other agency partners within our facilities. Processes will continue to evolve as circumstances warrant.

Individuals attempting to enter the courthouse should also expect to be asked a series of questions regarding potential symptoms or prior exposure to COVID-19. Refusal of the temperature screening or refusal to answer screening questions will result in denial of access to the building. Those entering the facilities will be required to wear a mask at all times while entering and while within the building.

FLORIDA’S CHIEF JUSTICE ISSUES NEW PANDEMIC ORDERS TALLAHASSEE – Florida’s Chief Justice Charles Canady issued an order late on May 21, 2020, creating a new pilot program for civil jury trials to be held using remote technology. It will explore ways to let one of the most central parts of the state justice system – jury trials – begin again using health-related distancing during the coronavirus pandemic. All jury trials in Florida have been halted, and a backlog has developed, since March 13, 2020. This occurred because of the danger of spreading coronavirus in the close quarters used in standard jury procedures. Florida has relied on an inperson jury system for 175 years since it achieved statehood in 1845. Jury trials are required by both the federal and state constitutions in certain instances. Under the pilot program, the statewide COVID-19 Workgroup will develop requirements and will select up to five Florida trial circuits to participate in the pilot. At this point, trials will only be civil, non-criminal cases and all parties must consent to participate in the pilot. In other actions last night, Canady also took the following measures: • Issued a separate new order establishing health & safety precautions to be used in Phase 2 of the expansion of court operations. These precautions are based on a report issued by a statewide advisory COVID-19 Workgroup. • Amended an earlier order called SCAO20-23 that provides comprehensive emergency procedures for use in courts in the pandemic. The amendments incorporate the new Phase 2 safety procedures contained in the COVID-19 Workgroup report.
Phase 2 is the time when limited inperson contact will be authorized in courts and court proceedings, but protective measures still will be required. It will be followed by Phase 3, when in-person contact is more broadly authorized, and Phase 4, when coronavirus no longer presents a significant risk. Transition to Phase 2 in the Florida state courts will occur when each trial and appeals court has: • Met five benchmark criteria: (a) no COVID-19 cases in the courthouse within 14 days or the use of deep cleaning if such cases have occurred; (b) local and state restrictive orders permit the activity; (c) the community shows at least 14 days of improvements in case reporting; (d) adequate testing programs are in place; and (e) other building occupants and justice system partners have been consulted. • Developed an operational plan addressing implementation of the COVID-19 Workgroup’s report. The plan must be updated regularly to reflect advancements in best practices. Florida’s State Courts currently are in Phase 1, the time when the most restrictive limits are placed on in-person contact to avoid possible coronavirus infections. The Chief Justice will review these and other COVID-19 orders as the pandemic emergency develops and will modify or extend them if needed. ESCAMBIA COUNTY HONORS PETE MOORE FAMILY WITH PELICAN DEDICATION Escambia County recognized the contributions made to Pensacola Beach Public Safety by the late Peter R. Moore and his family with a public presentation of the Moore Safe Shores Pelican along with a memorial plaque today at the Pensacola Beach Public Safety Building. The Moore Safe Shores program began in April 2004, and has donated Chevy Colorado vehicles to the Escambia County Water Safety lifeguard staff for patrolling and rescuing beach-goers in distress. "It’s very difficult to stand up a public safety program and to have such a large resource like trucks donated, has helped greatly," District 4 Commissioner Robert Bender said. "Not only has it helped save countless lives, but it’s given people a feeling of calm when they come out to the beach, to know that they have this extra protection out here." Escambia County Sheriff David Morgan also expressed his gratitude to the Pete Moore family for Pete's generosity and dedication to the community. "There wasn’t a better philanthropist in our community than Pete Moore and tragically we lost him at a very early age, far too soon," Morgan said. "Pete is missed, but I think today we need to come together and let his family know, and his children know, what he really meant to us and this community. Today we celebrate what Pete did and the last-
ing legacy he left our community. It was an honor to call Pete Moore a friend." Water Safety Chief Dave Greenwood also shared his gratitude for Pete Moore and the impact Moore's donations continue to have on the Pensacola Beach Lifeguards and everyone who visits Pensacola Beach. "Through this symbol, the pelican Petro, we gather to pay tribute to Pete Moore, successful businessman, longtime beach resident, and enthusiastic community supporter," Greenwood said. "Mr. Moore understood that beach life is part of our daily existence and he showed his concern for the safety of the guests and residents of this beautiful beach by implementing the Moore Safe Shores Program. It began in the spring of 2004. It was composed of two elements, the Safe Shores Report from Channel 3 News that helps us educate the public, and also the donation of two Chevy Colorado trucks that enable us to provide efficient, responsive service to 8 miles of sparkling white beach sand. Thank you for the opportunity to recognize Pete Moore—his contributions help promote a safe and healthy beach community. Petro will have the perfect vantage point to witness our life-saving team perform their duties that he so proudly supported." Commissioner Bender extended a special thank you to Lydia Davis, the
Pensacola artist who painted the Moore Safe Shores Pelican, Pensacola Beach Public Works for their assistance with the project, Santa Rosa Island Authority for helping secure the pelican location and Pete Moore Automotive for their help with restoring the pelican and bringing him back to the beach. "This is definitely a group effort by the people that Pete had an impact on," Bender said. "And I’m glad we are able to unveil this today, at the start of our Memorial Day Weekend, which will see thousands protected by the services of the Pensacola Beach Lifeguards." Commissioner Bender presented an official proclamation to the Moore family: "Whereas, every year thousands of people come to beautiful Pensacola beach to rest, relax and play in the sun. Who can blame them when our sugar white sand and emerald green water? Without a moment’s notice, what was supposed to be the perfect family vacation can turn tragic because our visitors are not aware of the strong rip currents that can occur unexpectedly in the Gulf of Mexico. And whereas, Mr. Pete Moore, founder of the Pete Moore Chevrolet, saw the need to provide our visitors with information on beach safety, worked with our Pensacola Beach Lifeguards and WEAR Channel 3 to create the Moore Safe Shores Pensacola Beach Safety Campaign. And whereas, in 2004, realizing that seconds save lives, Mr. Moore donated two brand-new Chevy Colorado fourwheel-drive rescue vehicles to the Pensacola Lifeguards for them to use while patrolling and responding to calls on

And whereas, through Mr. Moore’s continued commitment to donating two new rescue vehicles every two years, along with the Moore Safe Shores Pensacola Beach Safety Campaign, which reinforces the flag warning system on Pensacola Beach, numerous lives have been saved. And whereas, Pensacola Beach has safer shores because of the generosity and support of Mr. Pete Moore. Now therefore be it proclaimed by the Escambia County Board of County Commissioners of Escambia County Florida, that we hereby honor the legacy of Mr. Peter “Pete” Moore and his family for making Pensacola Beach a safer place for our visitors." Before unveiling the new pelican and memorial plaque, Lauren Moore Cutter, Pete's daughter, shared how much the dedication meant to the Moore family. "My father loved Pensacola Beach, usually calling it paradise," she said. "The Safe Shores Program was one way for him to give back to this great community. We look forward to doing it in the years to come. Its success wouldn’t be possible without the lifeguards and the beach safety personnel who protect this beach. It is a true honor to have his memory kept alive, and we appreciate all those who have helped do just that with this dedication, especially Commissioner Robert Bender, Channel 3, Dave Greenwood and all the lifeguards. "Little Beach Mouse from the South" is a 26-minute documentary film about the residents and government stakeholders of Escambia County who took an incredible journey together to save the Perdido Key Beach Mouse. The Perdido Key Beach Mouse was almost lost. After Hurricane Ivan in 2004, biologists feared the remaining Perdido Key Beach Mice would be gone. To live on the coastal dunes of Perdido Key, the little beach mouse must endure an onslaught from frequent tropical storms, predators, and habitat fragmentation from development. This touching human-nature partnership story illustrates the challenges faced by residents, regulators and conservationists as they find a way to coexist with a tiny, seldom-seen protected species. Kristi Yanchis, U.S. Fish & Wildlife Service Ecologist, begins the film by saying, "The main message we want the people to know in Perdido Key,
ECAT TO OFFER MASKS TO RIDERS BEGINNING MONDAY, JUNE 1 Beginning Monday, June 1, passengers will be encouraged to wear face masks while riding Escambia County Area Transit buses. If a rider does not already have a mask, ECAT employees will offer a mask to the passenger during the month of June to help prevent the spread of COVID-19. ECAT operators will also continue to wear masks. Also beginning Monday, ECAT employees and operators will have their temperature taken when they arrive to work as a precaution. ECAT continues to implement safety measures such as limiting ridership to 10 bus passengers and increased bus and facility cleanings. ECAT lobby areas are open at 25% occupancy (two people in the front lobby and eight people in the customer service area). Beach trolleys, which began service, Memorial Day Weekend, have seating spaced to accommodate social distancing. Escambia County Mass Transit Director Tonya Ellis stated, “Our priority remains the safety and health of our employees and passengers, especially
high school freshman hoping to snag a lead role is much different than a high school senior who is getting ready to audition for university performing arts programs. With so many different types of affordable offerings, jumpstART isn’t a ‘one-size-fits-all’ experience." ADA accessible seating space near the front of the bus is reserved for individuals in mobility devices, individuals in need of special assistance and families with children in strollers. These changes provide some separation between the operator and the passengers, and between passengers. LEE SAYS SENATE ‘ISN’T THE BEST FIT FOR ME’ JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — After submitting his resignation to leave the Legislature with two years remaining in his term, Sen. Tom Lee acknowledged serving as Hillsborough County clerk of courts would be a “good fit” for him. But in a text message over the weekend, the Thonotosassa Republican said the decision to end a long legislative career, which included a stint as Senate president, has been on his mind for several years and wasn’t motivated by a run for any local office. Lee, a vice president of Sabal Homes of Florida who flirted with runs for Congress and state chief financial officer before seeking re-election to the Senate in 2018, said he considered resigning after his time as appropriations chairman under his friend, former Senate President Andy Gardiner, R-Orlando, ended in 2016. “I learned to govern in a different era, and, for whatever reason, the legislative process has changed,” Lee said. “Simply put, the Florida Senate just isn't the best fit for me at this time in my life. For a while, I thought I might get a chance to reform the process, but that wasn't in the cards.” As chairman of the Senate Infrastructure and Security Committee the past two sessions, Lee has managed major pieces of legislation for President Bill Galvano, R-Bradenton, such as plans to build multi-use corridors, including toll roads, from Collier County to the Georgia border. But he has also occasionally been an outspoken critic of leaders and other members of his party on topics such as insurance and education. Meanwhile, Lee also pointed to his family as a factor in Friday’s announcement that he will step down in November. His wife, Laurel Lee, a former Hillsborough County circuit judge, serves as secretary of state for Gov. Ron DeSantis and resides in Tallahassee with their daughter. “During the shutdown, I took the time to teach our daughter, Faith, 7, to ride her bike and it got me thinking about all I am missing by having to reside within my Senate district while they are in Tallahassee full time and to what end,” Lee said.
HOSPITAL BACKED IN MEDICAL MALPRACTICE DISPUTE NEWS SERVICE OF FLORIDA STAFF A state appeals court Friday backed a Brevard County hospital and other defendants in a battle about whether state medical-malpractice laws should govern a lawsuit stemming from the death of a woman in 2012. A panel of the 5th District Court of Appeal overturned a decision by a circuit judge who denied the defendants’ motions to dismiss the case. The dispute involves the 2012 death of Shannon C. Lawley, who was taken to the emergency room at what was then known as Wuesthoff Medical Center Rockledge. An emergencyroom physician determined that she needed treatment in the intensive-care unit, but the hospital did not have available intensive-care unit beds, according to Friday’s ruling. She was admitted to the hospital but not placed in the intensive-care unit and ultimately died. Lawley’s estate filed a lawsuit against the hospital, its then-owner Health Management Associates, Inc. of Delaware and other defendants. The lawsuit alleged, in part, that the decision

Otherwise, he didn’t state a reason for his action. “It has been the greatest honor of my career serving as a Senator for a total of 18 years and, most recently, representing the citizens of District 20,” wrote Lee, 58, who was president from 2004 to 2006. Florida Politics on Thursday reported that Lee was considering a run for Hillsborough County clerk of courts. Lee said “there's a chance” he could run. “I know the clerk’s job is open in Hillsborough,” Lee said. “The clerk's role at the county level bears some resemblance to the CFO’s job at the state level and a number of (people) have encouraged me to run. So, it would certainly be a good fit for me if I decide to continue in elected public service. It's also true that, prior to my resignation, I contacted another candidate in the race as a courtesy to let her know that I was considering a run for the office because I knew there would be this speculation and I wanted her to hear it from me.” Qualifying for the Hillsborough County office begins June 8, and the state’s “resign-to-run” law requires elected officials seeking other posts to give notice in writing at least 10 days prior to the first day of qualifying. Missing the deadline would require an office holder to resign immediately. Lee served in the Senate from 1996 to 2006 and returned in 2012. He was slated to face term limits in 2022. No one had opened an account to run for the Republican-leaning district, which is made up of parts of Hillsborough, Polk and Pasco counties. Incoming Senate President Wilton Simpson, R-Trilby, and Majority Leader Kathleen Passidomo, R-Naples, have already backed former Rep. Danny Burgess, a Republican from Zephyrhills, to replace Lee in November. Burgess left the House last year to become executive director of the Florida Department of Veterans’ Affairs.

But the three-judge panel disagreed, saying the dispute falls under medicalmalpractice laws. “Because the claim raised here directly relates to medical care or services, which require the use of professional judgment or skill, we hold the trial court departed from the essential requirements of law when it determined the medical negligence standard of care is not implicated,” said the eight-page ruling, written by appeals-court Judge Meredith Sasso and joined by judges Brian Lambert and Dan Traver. The hospital is no longer operated by Health Management Associates and is known as Rockledge Regional Medical Center. The ruling did not detail the medical condition that led to Lawley’s death.

HALF OF COVID-19 DEATHS LINKED TO LONG-TERM CARE JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — In a stark reminder of the toll of COVID-19 on seniors and their caregivers, slightly more than half of the reported deaths of Floridians from the disease have now been linked to long-term care facilities, state figures show. Florida topped the 50 percent threshold in numbers released Saturday by the state Department of Health. A report released Sunday showed 2,451 deaths of Florida residents from COVID-19, with 1,230 involving residents or staff members of long-term care facilities. The numbers of deaths in nursing homes and assisted living facilities from COVID-19 have increased at a far faster rate in recent weeks than deaths in the broader population. On April 30, for example, the state reported 1,268 overall deaths of Florida residents, with 423 — or 33.4 percent — involving residents or staff members of longterm care facilities. The respiratory disease caused by the novel coronavirus is particularly dangerous to seniors and people with underlying health conditions, which generally describes most people in nursing homes and assisted living facilities. To put a finer point on how the disease has disproportionately affected seniors, 34.6 percent of the overall reported deaths of Florida residents have involved people 85 or older, numbers released Sunday show. Similarly, 63.8 percent involve people 75 or older, while 85 percent involve people 65 or older. People under 55, by comparison, account for 5.8 percent of the overall deaths. Both theme parks have been shut down since midMarch because of the coronavirus pandemic. In letters sent Friday, Beshears told each of the entertainment giants they had “established the necessary plans for the safe operation of its theme parks properties upon reopening.” Beshears said his decision was based on the department’s review of proposed safety guidelines submitted by the theme parks, noting that Orange County Mayor Jerry Demings endorsed the plans. SeaWorld is expected to reopen on June 11. Disney is set to open Magic Kingdom and Animal Kingdom on July

But the disease has caused deaths in nursing homes and assisted living facilities throughout the state, including in rural counties such as Suwannee County, which has had 18 long-term care deaths, and Hendry County, which has had 13. In all, 18 counties have reported more than 10 deaths linked to longterm care facilities, Sunday’s Department of Health report shows.

MEDIATION ‘FRUITLESS’ IN FIGHT OVER GUN LAW NEWS SERVICE OF FLORIDA STAFF The National Rifle Association and Florida officials are asking a federal judge to drop court-ordered mediation in a lawsuit challenging a 2018 state law that prevents people under age 21 from purchasing firearms. The ban was included in a sweeping law passed in response to the Feb. 14, 2018 mass shooting at Marjory Stoneman Douglas High School in Parkland. Nikolas Cruz, who was 19 at the time of the shooting, is accused of killing 17 students and faculty members with a semi-automatic weapon. The law raised the age from 18 to 21 to purchase “long guns,” such as rifles and shotguns. A federal law already banned licensed firearms dealers from selling handguns to people under 21, and the state law broadened that to also prevent private sales of handguns to people under 21, according to court documents. The NRA challenged the
law, alleging that the age restriction is an unconstitutional violation of people’s Second Amendment rights to “purchase firearms to defend themselves, their families, and their homes.” Attorney General Ashley Moody’s lawyers, meanwhile, argue that the law doesn’t violate the Second Amendment because, while individuals who are between ages 18 and 21 cannot buy guns, they may still “keep and use” firearms “for any lawful purpose.” In March, U.S. District Judge Mark Walker required the parties to submit a mediation report by July 31 and scheduled a trial in January. But on Friday, lawyers for the state and the NRA asked Walker to allow them to scrap mediation, saying the process “would be fruitless.” The two sides’ positions “are not reconcilable, and no middle ground exists between them,” lawyers wrote in a joint motion “to abrogate” the mediation requirement. “Accordingly, the issues involved in this case are not amenable to mediation. Mediation would not be a productive exercise, nor would it be a worthwhile use of the parties’, or the court’s, resources,” the lawyers wrote.

COURT TO MOVE QUICKLY ON PRISON HEPATITIS CASE NEWS SERVICE OF FLORIDA STAFF A federal appeals court has agreed to move quickly in deciding a case about whether Florida should be required to provide expensive treatment to prison inmates who have been diagnosed with early stages of hepatitis C. The 11th U.S. Circuit Court of Appeals this week approved a request by the state for “expedited” consideration of the case, which is scheduled for oral arguments on June 10 in Miami. The state asked for a decision by Sept. 8 because of the possibility that it will have to spend $28 million to address the treatment issue. The Atlanta-based appeals court often takes longer than three months to decide cases after oral arguments. The case centers on the use of an expensive type of medication known as “direct acting antivirals” to treat hepatitis C, a contagious liver disease that can be fatal. U.S. District Judge Mark Walker ruled last year that the medication should be provided to all inmates
with hepatitis C, prompting an appeal by the Department of Corrections. The state does not dispute that direct acting anti-virals should be provided to inmates with later stages of hepatitis C. But the Department of Corrections contends that it would not violate prisoners’ constitutional rights if it did not provide the medication to prisoners in the early stages. In a budget passed in March, lawmakers set aside $28 million in reserves to pay for treating the inmates if needed. In requesting expedited consideration of the appeal, state attorneys said they would need to meet an April 2021 deadline to carry out Walker’s order. As a result, they said they want to be able, if necessary, to request release of the money in September from the Joint Legislative Budget Commission, a panel made up of House and Senate members that can make mid-year budget decisions.
