THE ART COMMUNITY NEEDS A PAL : L OC A L P R OJ E C T S P OT L I G H T S ARTISTS by Fiama Mastrangelo
Performance venues have remained closed throughout the duration of the pandemic, but artists haven’t stopped making music. Since nationwide lockdowns in March 2020, musicians and performance artists have taken to livestreaming their art through platforms such as Facebook, Instagram and TikTok. Many local artists have seen their community come together to support them through Bandcamp campaigns and buying merch from cancelled tours. Despite these grassroots efforts, one Pensacola film company saw an opportunity to further help musicians and artists thrive in a period where safe gigs are few and far between. Enter Pensacola Artists Live, or PAL for short. Calliope Films is a local film and production company owned by Chris Jadallah. Jadallah is heavily involved in the local arts community and was enthusiastic to support local artists who were relying on livestreaming services to promote music and connect with fans. “I saw a bunch of folks doing livestreams on Facebook and YouTube [at the start of] the pandemic, and I thought it was super cool,” Jadallah said. “They had a tip button at the bottom of the screen and people could donate to them… [It was] awesome to see folks coming out to support, but you couldn’t really hear it or see it well. So, I asked, ‘Well is there a way I can better represent these artists with what I can do?’—which is video and sound.” PAL’s mission is to keep live music safe. Headlines throughout the duration of
the pandemic have raised some alarm bells, as “super-spreader” events have increased positivity rates in affected communities. Even small local shows have the potential to endanger attendees, artists and essential workers that come into contact with them throughout the incubation period for Covid-19. Jadallah emphasized the safety of the artists and the fans. “I want it to feel as much like a live show as it can, while keeping it as safe as possible for the artists,” Jadallah said.
For now, this is just about giving artists a platform to perform.”
“All the crew are wearing masks, only the crew is in there and no crowds or anything like that.” In addition to keeping the artists and crew safe, Jadallah explained how PAL will operate as well. Portions of the tips are distributed amongst the team pulling the livestreams together. The artists will receive the biggest percentage of the tips with the rest going toward the volunteer camera crew and the Indie Arts Council—which is an organization that aims to provide pay for working artists in Pensacola. “I’m not getting a dime, Calliope’s not getting a dime, and for now, this is just about giving artists a platform to perform,” Jadallah said. “Of course, trying to get live shows and giving the artists a platform to perform is important, but… I always like to give people money for [the work] they’re doing,” Jadallah continued. “That’s what’s going to keep the arts in
Pensacola. It’s not going to be ‘Hey good job,’ it’s going to be ‘Hey good job, I’m gonna pay you for what you do.’ That’s how you keep artists in Pensacola.” The type of artists that will be performing for PAL will vary significantly as this project continues to grow. Local band, Faux/ Fox kicked off the series in February, and Poppy Garcia, a local artist, will be doing a live paint-along for the month of March. Jadallah explained the paintalong as “a Bob-Ross styled thing” with the camera closely following the steps. The sky is the limit with this series, as Jadallah explained: “Any art that we can stream is fair game.” While the emphasis on earlier shows may gravitate toward musical acts, local artists of all disciplines will be considered as PAL events progress. As vaccinations continue to roll out in Northwest Florida, Jadallah added: “Once it’s cool to have events again, I’m gonna

keep doing this stream and selling tickets to it as well.” The ultimate hope for this project is that viewers might gain a deeper appreciation for local artists in the Pensacola arts scene. When events resume in the not-too-distant future, Jadallah hopes that people who have attended the virtual events will be more inclined to support live events as well. For the time being, you can support local artists by tipping during PAL’s live performance series. More viewership means that it is more likely for PAL to gain sponsors, which will lead to more shows, more artists and more fun. While we wait for “business as usual” to resume, we can still make the best out of this intermission by gathering virtually to support the arts scene in Pensacola. FEMA: AT SIX-MONTH MARK, FLORIDA HURRICANE SALLY RECOVERY IS MOVING AHEAD Six months ago, communities across 14 affected counties in Florida experienced the devastating effects of Hurricane Sally. Since the hurricane made landfall Sept. 16, 2020, federal assistance for recovery in those counties is approximately $269.2 million. This includes National Flood Insurance Program insurance payments; FEMA grants for temporary rental assistance, basic home repairs, and other needs not covered by insurance; and U.S. Small Business Administration disaster loans for homeowners, renters and businesses. Federal assistance for Hurricane Sally, as of March 16, 2021:
• More than $36.3 million approved in FEMA Individual Assistance: • More than $28.4 million approved for housing repair costs, home replacement and rental payments. • Nearly $7.9 million approved to replace essential household items and for other critical disaster-related costs. • 8,463 individuals and households were approved for housing assistance and other disaster-related costs such as home repair, rental assistance and replacing essential household items. • More than 5,400 homeowners and renters displaced by the storm have received rental assistance. • The U.S. Small Business Administration approved 2,141 low-interest disaster loans to homeowners, renters and businesses for more than $84 million. • 4,758 claims filed with the National Flood Insurance Program primarily in Bay, Escambia, Okaloosa, Santa Rosa and Walton counties; $144.5 million paid. • Flood insurance specialists have contacted more than 360 insurance agents and more than 280 real estate professionals in the Hurricane Sallyaffected area with flood-insurance and flood-risk information, claims and marketing support. • More than $4.4 million in Public Assistance grants approved for Hurricane Sally-related reimbursements to state and local governments, and certain nonprofits. Additional activities:
FEMA’s Interagency Recovery Coordination Group works closely and collaboratively with the state, the designated counties and their communities, other federal partners, foundations, nonprofits, and stakeholders in the public and private sectors throughout Hurricane Sally recovery efforts. They work to
help identify and coordinate financial and other resources to meet needs beyond what FEMA, the state and other programs can cover. IRC has provided recovery resources to stakeholders and affected communities to inform them of upcoming webinars, trainings, grants and funding opportunities. IRC and the Florida Division of Emergency Management (FDEM) have planned virtual grant technical assistance trainings and workshops in April 2021. All efforts to restore and rebuild the hardest-hit areas include projects focused on the “whole community” approach – with state and federal agencies joining with community leaders, faith-based partners and others. Through coordination assistance from FEMA Voluntary Agency Liaisons and Volunteer Florida, three Long-term Recovery Groups have formed in the Panhandle to address long term Hurricane Sally recovery needs. As the costs of disasters continue to rise, governments and residents must find ways to reduce hazard risks to our communities. Under the presidential declaration for Hurricane Sally, all areas within the State of Florida are eligible for assistance under the Hazard Mitigation Grant Program (HMGP). HMGP funding helps communities eliminate or reduce future disasterrelated damage. In general, individuals may not apply directly to FEMA or the state for HMGP funding, but may be sponsored through a local government, tribe or private nonprofit. All applications from local governments or others are submitted to the state, which receives and distributes HMGP funds from FEMA. LIVING SHORELINE COURSE FOR MARINE CONTRACTORS TO BE OFFERED IN APRIL The National Wildlife Federation and other partners, in conjunction with the Pensacola and Perdido Bays Estuary Program’s Community Grants Program, are offering a Living Shoreline Course for marine contractors April 6-7. The two-day hybrid course will educate northwest Florida and southeastern Alabama marine contractors, landscapers, local governments and coastal homeowners about living shorelines and how to install them. Day one will be entirely virtual and day two will be outdoors, following COVID-19 safety protocols. Registration is $50 and applicants will have until April 2 to apply. “Following Hurricane Sally, coastal residents witnessed firsthand how storms erode shorelines and damage properties,” said NWF Wildlife Policy and Gulf Program Senior Specialist Jessica Bibza. But the area along Bayfront Parkway inside the living shoreline known as Project Greenshores was mostly unscathed. More and more residents are recognizing the benefits of natural features and living shorelines and are looking to have them installed
on their properties.” Living shorelines are greener alternatives to stabilize shorelines from erosion, sea-level rise and other damage. They can be installed either alone or as an enhancement to an existing seawall or other structure. Living shorelines protect, restore or enhance natural shoreline habitat and maintain coastal processes through the strategic placement of plants, oyster shells and other organic materials. NATIONAL FISH AND WILDLIFE FOUNDATION AWARDS $9 MILLION FOR THE PENSACOLA BAY LIVING SHORELINE PROJECT The National Fish and Wildlife Foundation (NFWF) today announced a new project funded by the Gulf Environmental Benefit Fund (GEBF) to construct a large-scale living shoreline in Pensacola Bay at White Island. Developed in consultation with state and federal resource agencies, the project is designed to remedy harm and reduce the risk of future harm to natural resources that were affected by the 2010 Deepwater Horizon oil spill. “It is with great excitement that I report NFWF has announced a $9 million award for the Pensacola Bay Living Shoreline Project – White Island Habitat Restoration,” said Matt Posner, Escambia County RESTORE Program Manager. “Funding provided by NFWF GEBF builds on a $2.5 million NFWF National Coastal Resilience Fund (NCRF) award announced in November 2020 for the Pensacola Bay Living Shoreline Project – Sherman Inlet Restoration aboard NAS Pensacola. This project not only restores and creates critically important habitat, it also greatly enhances the coastal resilience of the surrounding community. We are extremely grateful for NFWF’s investment to enhance the resilience of Escambia County.” A $9 million award under the GEBF will support the construction of emergent and submerged offshore breakwaters to create approximately 45 acres of marsh, 15 acres of beach habitat and 10 acres of suitable habitat for natural recruitment of submerged aquatic vegetation. This large-scale living shoreline will protect important habitat used by fishes, shellfish, shorebirds and seabirds, while increasing the abundancy of native vegetation. Additional funding through NFWF’s National Coastal Resilience Fund will be utilized to construct a second living shoreline adjacent to the Pensacola Naval Air Station to protect the shoreline from erosion. “Investments in living shoreline projects are essential to our nation’s continuing efforts to restore and maintain coastal habitats and ensure their resilience against existing and future threats, such as storm events,” said Jeff Trandahl, executive director, and CEO
of NFWF. “I have no doubt that the Pensacola Bay Living Shoreline Project will provide lasting benefits to this crucial coastal ecosystem and to the local communities that depend on it for protection.” About the Pensacola Bay Living Shoreline Project The Pensacola Bay Living Shoreline Project is a large scale living shoreline to be constructed in southwestern Pensacola Bay. Project goals include the creation of approximately 20,000 linear feet of emergent and submerged reef breakwaters and 200 acres of emergent marsh and submerged aquatic vegetation habitat. The Project includes three distinct segments: Site A – White Island, Site B – Naval Air Station Pensacola Eastern Shore, and Site C – Sherman Inlet at NAS Pensacola. Project design has been funded by the Florida Department of Environmental Protection via the Gulf Coast Ecosystem Restoration Council from RESTORE Act Pot 2 funding, and by the Florida Department of Economic Opportunity through a Defense Infrastructure Grant. The Project will not only create and restore aquatic habitat, it will also enhance the coastal resilience of the surrounding community and NAS Pensacola. Living shorelines enhance coastal resilience and address erosion by providing long-term protection, reducing wave energy and restoring vegetated shoreline habitats through strategic placement of plants, rock, and reefs. Living shorelines also stabilize sediment, improve water quality, and enhance habitats for oysters, fish, shrimp, crabs, birds, sea turtles and other estuarine species. ESCAMBIA COUNTY MARINE RESOURCES TEAM REMINDS THE PUBLIC OF INCREASED WILDLIFE ACTIVITY AS TEMPERATURES INCREASE Spring is here and with it comes a variety of wildlife on area beaches and in waterways. Residents and visitors should be on the lookout for shorebirds nesting on area beaches, while boaters should be aware of manatees and sea turtles in local waterways. “March marks the official start of shorebird nesting season in Escambia County,” said Community Outreach Specialist Samantha Bolduc. “Beachgoers on Perdido Key and Pensacola Beach should be aware birds may be nesting in new areas, thanks to Hurricane Sally altering dune and beach habitats.” Several species of shorebird nest on area beaches March-September, including least terns, black skimmers, snowy plovers and American oystercatchers. Nesting shorebirds prefer flat, sandy areas, where predators are easily spotted. Birds can nest in large colonies, with several species nesting near each other or alone as a breeding pair. Shorebird nests are little more than shallow scrapes in the sand and eggs are extremely small and well-camouflaged, making them difficult to spot. Adult birds will sit on the eggs to protect them from predators and the hot Florida sun. People and pets can disturb resting birds, scaring them away from the nest and leaving eggs vulnerable. Adults may dive or swoop on predators who approach too close in an attempt to scare them away. Birds may also pretend to be injured to draw predator’s attention away from the nest. If you notice a bird swooping or diving
near you, you’ve likely found a nest! Help protect nesting shorebirds by using official dune crossovers and only parking in designated areas. Avoid approaching posted nesting areas and move away if birds appear agitated. Dogs are only allowed in designated beach dog parks and must be kept on a leash at all times. As water temperatures warm up, boaters should be on the lookout for sea turtles and manatees in nearshore waters. Sea turtles can be present yearround, but numbers may increase as temperatures rise. Both manatees and sea turtles need air to breathe and often rest at the surface, making them vulnerable to boat strikes. Boaters should obey posted wake zones and keep a look-out, especially when approaching docks and marinas. Manatees are increasing in our area, thought to be visiting from the Big Bend region during the summer months. BUSINESS GROUPS EYE RULES FOR NEXT CRISIS JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — Lobbying groups for small businesses, restaurants, hotels and retailers expressed a need to senators Monday for statewide rules for the next health crisis, with a focus on mask mandates. Officials with the National Federation of Independent Business-Florida, the Florida Restaurant & Lodging Association and the Florida Retail Federation told members of the Senate Select Committee on Pandemic Preparedness and Response that a wide range of city and county regulations has been among the biggest issues they have faced since the pandemic began slightly more than a year ago. Florida Retail Federation President & CEO Scott Shalley said his group was monitoring 164 different county and city mask ordinances, of which a number, specifically one imposed in St. Petersburg, were “fairly draconian.” “When it’s done by executive order in virtually an overnight fashion you really are putting businesses in a tough spot,” Shalley said. “But more importantly, you’re putting the consumer, the shopper in a tough spot, because they’re simply not aware. And they sometimes look to be unhappy with the messenger, if
you will, because it’s the retailer that has to convey the message on the enforcement side.” Bill Herrle, executive director of the National Federation of Independent Business in Florida, said mask mandates — even as Gov. Ron DeSantis has limited enforcement by lifting fines against violators — continue to impact about 15 percent of businesses. “There’s a lot of bright spots in the Florida economy, but if you’re in a couple selected industries, then probably not so much,” Herrle said. “And we all know who those industries are. You can define them singularly, if you just say if it’s a business that depends on foot traffic, if it depends on that person wearing a face mask, getting out and walking into your business.” Lawmakers are moving forward during this year’s legislative session with measures such as proposals (SB 1924 and HB 945) that would limit the length of locally issued emergency orders and provide COVID-19 liability protections for businesses (SB 72). FLORIDA TOPS 2 MILLION COVID-19 CASES JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — A little more than a year after the novel coronavirus showed up in the state, Florida has topped 2 million cases of COVID-19. With the addition of 5,105 reported cases Saturday, the total hit 2,004,362 confirmed cases since the pandemic started, according to the Florida Department of Health. The milestone was another reminder of the toll that COVID-19, the respiratory disease caused by the coronavirus, has taken on the state, killing at least 32,713 Floridians and sickening countless others. Another 624 non-residents have died in the state. During the past three months, the state has rushed to vaccinate people, with about 4.82 million receiving at least one dose — including more than 3.1 million seniors, who are particularly vulnerable to the virus. Gov. Ron DeSantis has pinned his COVID-19 strategy on vaccinations, including allowing all people ages 50 and older to get shots starting Monday. “We’ll see how it goes next week, but I think we will definitely be opening it up to everybody, certainly before May 1 and maybe much sooner than that. So stayed tuned there,” he said during a news conference Friday. But even with the vaccinations, Florida has added thousands of additional cases and dozens of additional deaths a day. Ron DeSantis is asking lawmakers to approve creating two workforce education programs by using $75 million in federal coronavirus relief funds. Speaking at a news conference Monday in Melbourne, DeSantis pitched using the money to launch what he’s calling the “Get There Faster Initiatives.”The proposed programs, one to serve high school students and another for adults, are aimed at speeding up pathways to receiving certificates and credentials for jobs. DeSantis is recommending $50 million in federal money go toward covering costs for high school students to participate in workforce college-credit or career dual-enrollment programs at state col-

SENATE LIKELY TO SCALE BACK BRIGHT FUTURES BILL RYAN DAILEY NEWS SERVICE OF FLORIDA TALLAHASSEE — In an apparent victory for opponents, the Senate this week could drastically overhaul a controversial proposal aimed at reducing state Bright Futures scholarships for students in degree programs deemed unlikely to lead to jobs. The measure (SB 86), sponsored by Sen. Dennis Baxley, R-Ocala, initially included a proposal that would have eliminated Bright Futures scholarships for students who didn’t pursue certain degrees. It was changed by Baxley last week to, in part, propose reducing scholarship amounts for students not seeking degrees on approved lists of programs. But an amendment filed Monday by Baxley would no longer tie scholarship award amounts to certain degrees. The measure is scheduled to be heard Tuesday by the Senate Education Appropriations Subcommittee. “My goal in filing Senate Bill 86 was to begin the discussion about both the cost and the value of the degrees and programs within our higher education system. Based on your feedback, and with that goal in mind, I have filed an amendment that represents a concrete step forward in this discussion, while at the same time preserving the meritbased financial aid benefits our students earned in high school, regardless of which undergraduate path the student chooses,” Baxley wrote in a letter to senators Monday. Under Baxley’s amendment, the state university system’s Board of Governors, the State Board of Education and Independent Colleges and Universities of Florida would craft and publish lists of degrees they deem not likely to lead to employment. However, the lists would have no bearing on how Bright Futures scholarships and Benacquisto Scholarships for National Merit scholars are awarded. Sen. Janet Cruz, D-Tampa, credited the many people who spoke out against the measure, mostly students, with prompting the change. “I am glad to see that public opposition was enough to stop this awful legislation for now, but we must remain vigilant to ensure this language doesn’t show up hidden in the back of the budget,” Cruz wrote in a tweet Monday. The proposed amendment also would remove part of the bill that would have reduced the amount of credit hours covered by Bright Futures for students who took “accelerated credits” in high school, like Advanced Placement or International Baccalaureate courses. Some pieces of Baxley’s bill would remain if the amendment is approved. That includes changing the current system of providing Bright Futures aid at either 75 percent or 100 percent of tuition and fees to tying scholarship levels to the amount of money appropriated in the state budget.
In Twitter posts Monday, some students indicated they were still leery of the bill because it would remove guaranteed funding levels for scholarships. “We still got more to fight about. Even with this amendment, the bill still removes the guarantee that 100% and 75% of tuition is funded. We gotta keep the pressure up. Senate Appropriations Education Subcommittee meets tmw at 1030am at the Tuck. I’ll be there, will you? #FlaPol,” wrote Jack Rowan, parliamentarian for Florida State University’s student senate, referring to the Donald L. Tucker Civic Center, where people can remotely testify at Senate meetings. The amendment also would maintain a requirement for state university boards of trustees to “adopt procedures to connect undergraduate students to career planning, coaching, and related programs during the first academic year of the student’s enrollment.” In addition, the Board of Governors would be required under the amendment to publish an online dashboard featuring data on graduates of various fields of study, including post-graduation median salaries and student loan debts. “I believe we should encourage all students to pursue their passions, but the fact remain (sic) that higher education comes at a significant cost to both students and taxpayers and there needs to be at least some element of career planning involved,” Baxley wrote in his letter. Baxley also described in the letter an addition to the bill that could be coming with his amendment. “A requirement that, as part of the state university procedures to release a hold on the student’s registration after the first year, that the student affirmatively indicate that he or she has received required career information and indicates awareness of future employment and wage prospects based on his or her declared major,” Baxley said of the potential addition. The amendment was filed less than a week after Gov. Ron DeSantis voiced his support for the Bright Futures program, telling reporters that he wants to fully fund the scholarships. “I’ve made very clear, I think Bright Futures is something that Florida families have relied upon. It’s something that I support. I fully funded it in my budget, and we hope that the Legislature follows suit with that as well,” DeSantis said Wednesday during a news conference in Collier County. Even as he proposed changes to his bill, Baxley wrote Monday that he still wants to strengthen a connection between higher education and the workforce. “We have awakened a giant. We have to reconnect the education and economic model and we have begun that process,” Baxley wrote.
