‘ N O C H I L D WI L L G R I E VE A LO N E ’ AT VA L E R I E ’ S H O U S E P E N S ACO L A by Dakota Parks In the State of Florida, 1 in 8 children will experience the death of a parent or sibling by the age of 25. For a grief-stricken family, learning to process, cope and live with loss is no easy feat. When a death in the family occurs, parents and caregivers must often navigate their own personal mourning, while providing emotional support to their children as well. In Escambia and Santa Rosa Counties, grief will impact more than 8,000 children before the age of 25, according to the 2020 JAG Institute of Childhood Bereavement index. Bereavement resources for grieving children and families often fall between the cracks, as there are no regular grief support groups currently operating in the Northwest Florida region. Valerie’s House Pensacola is looking to change that, as the nonprofit opens its first chapter in the Panhandle. Established in 2016 in Fort Myers, Valerie’s House operates as a family-focused hub that offers peer-to-peer support groups for children to connect with others who are also grieving. Children participate in a variety of art, journaling and music activities during weekly support groups, while parents and caregivers meet separately to learn about supporting both their children’s grief and their own. Since its inception in 2016, Valerie’s House has expanded to include chapters in Fort Myers, Naples, Port Charlotte and Pensacola. For Pensacola Advisory Chair, Crista Brandt, who spearheaded the Pensacola chapter, the topic hits close to home. Both the founder of Valerie’s House, Angela Melvin, and Brandt lost their mothers when they were young girls. Brandt lost her mother to cancer when she was 11 years old, and as an adult, she found herself drawn to helping support grieving children. Brandt explained that she didn’t have access to a grief
support group when she was young, and she quickly became passionate about making grief resources more accessible. “When I was in high school, I didn’t know anyone that had lost a loved one or that was going through what I was going through. That alienation makes it really difficult to process grief in a way that is healthy,” Brandt explained. “Peer-topeer support groups help children share and connect with other kids their age that are dealing with some of the same emotions and confusion. Grief is individual and it’s a lifelong journey. Everyone grieves differently and there isn’t a timeframe to getting over it. Grief ebbs and flows and arises at different points in our lives like graduation or marriage, when we’re missing that person on our special days.” The Pensacola-based support group meets biweekly on Tuesday nights at the Big Brothers Big Sisters of Northwest Florida center located at 1320 Creighton Road, which has opened its
doors to Valerie’s House. On group nights, the group is led by a volunteer facilitator and a “group buddy” who oversee the discussion topics and various activities. While the support group does not function as formal therapy, there is always a licensed clinician or therapist present to monitor and provide one-on-one help if needed. Children are split up by age groups: 5 and under, elementary, middle school and high school, while adults meet separately. At the end of the group breakout sessions, each group comes back together in a ‘closing circle’ to share and recap.

“When given the right tools, children are willing to talk and share about their feelings and grief,” Brandt explained. “It’s the not-talking about it that labels children as behavior problems or bad students, when that isn’t really the case. Those are the outputs of grief that haven’t been expressed in a healthy way. If we can work with these grieving children now, we can prevent depression, anxiety and addiction disorders from happening later in life. The Adverse Childhood Experiences (ACE) Study shows that children who experience trauma and loss are at an increased risk for developing addiction and psychological disorders as

While philanthropic support from organizations including Big Brothers Big Sister NWFL, Bear Family Foundation, Gulf Power and Sandy Sansing have made opening the group possible, Brandt explained that her biggest goal moving forward is finding a permanent home for Valerie’s House. A location for the Pensacola chapter will allow the group offerings to grow and expand, eventually filling even more resource gaps across the Panhandle. Valerie’s House relies on donations, volun-

teers and financial partnerships to help reach more families. “There are around 300 grief centers in the country, and these centers are predominantly found in larger urban areas. Grief resources are often lacking in the inbetween cities, like Fort Myers, Pensacola or Gainesville,” Brandt said. “We want to expand Valerie’s House and bring the organization to other cities and counties. Eventually, my dream is to stretch across the Panhandle and ensure that we’re helping as many families as possible and fulfilling the vision that no child will grieve alone.” Valerie’s House Pensacola is currently enrolling grieving children and families. PENSACOLA INTERNATIONAL AIRPORT GOES INTERGALACTIC FOR PENSACON Pensacola International Airport has partnered with Pensacon for its annual transformation into Pensacola Intergalactic Airport, assuming the temporary name and stellar decor to commemorate the 2021 Pensacon convention scheduled for May 21-23. “This year’s Pensacon is particularly special because of what we have all been through this past year,” Pensacon CEO Mike Ensley said. “The airport’s transformation to intergalactic welcomes travelers from all over and has become a subject of delight for promoters, agents, celebrities and guests alike.” City of Pensacola Mayor Grover Robinson announced the temporary change renaming the airport Pensacola Intergalactic Airport. The signage throughout the terminal highlights iconic comic and science fiction characters and welcome messages. “I am excited to announce our airport’s name change to the Pensacola Intergalactic Airport as we prepare for travelers from all over,” Mayor Robinson said. “Pensacon is a great opportunity for the Pensacola community, and is a fun partnership that I look forward to every year.” The airport is continuing to see an increase in passengers exceeding the national averages. In the coming months, the airport expects for these numbers to continue to grow with the addition
BURGESS ROAD SIDEWALK PROJECT TO BEGIN JUNE 1 The City of Pensacola will begin construction on the Burgess Road Sidewalk and Drainage Improvement Project on Tuesday, June 1, which will add new sidewalks along the roadway to better connect the neighborhood and provide enhanced safety for pedestrians. The project, which is a partnership between the City of Pensacola and Escambia County, will also include significant drainage improvements with the addition of new storm structures and pipes, modification of existing ditches and construction of new drainage inlets. New sidewalks will be constructed along the north side of Burgess Road from Sewell Street to Lanier Drive and along the south side from Joy Street to Mona Lane. The project will also implement current industry-standard traffic calming measures, including lane adjustments and increased signage. “We are continuing to work toward enhancing walkability and pedestrian safety throughout the City of Pensaco-

During construction, various traffic detours will be necessary, and the contractor will be required to implement all necessary safety precautions onsite. ESCAMBIA COUNTY’S FLOOD MAPS ARE CHANGING New flood hazard maps for Escambia County are ready for public review. The preliminary maps are the result of a multi-year project to develop accurate and detailed digital flood maps for the Florida Panhandle Region, based on data from the latest mapping and modeling technologies. The Northwest Florida Water Management District is releasing the updated maps in cooperation with the Federal Emergency Management Agency and communities throughout Escambia County. The new maps reflect current flooding risks, replacing maps that are based on outdated studies, some of which are more than 30 years old. Revisions to these mapping products may affect residents and business owners in Escambia County. Residents and businesses will want to be aware of how the maps are changing, how the changes may affect new construction and rebuilding decisions, as well as requirements for flood insurance. Property owners are encouraged to visit Northwest Florida’s Virtual Flood Risk Open House to better understand the project and changes. BALLOT INITIATIVES MEASURE CHALLENGED JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE --- Just a day after Gov. Ron DeSantis signed the bill, the American Civil Liberties Union of Florida filed a constitutional challenge Saturday to a measure that would limit contributions to political committees backing ballot initiatives. The ACLU argued in a lawsuit filed in federal court in Tallahassee that the bill (SB 1890) “burdens and chills” free speech and association protected under the First Amendment. The bill, which is part of years of efforts by lawmakers to clamp down on ballot initiatives, would place a $3,000 cap on contributions to political committees trying to put proposed constitutional amendments on the ballot. It was among 15 bills that DeSantis signed Friday and is scheduled to take effect July 1. The ACLU was heavily involved in passing a 2018 ballot initiative aimed at restoring the voting rights of felons who have fulfilled their sentences. It said in the lawsuit that it has developed other plans for initiatives to “expand voter participation in Florida.” The limit on contributions to political committees would make it difficult --- or, critics contend, impossible --- to collect the 891,589 petition signatures needed to put proposed constitutional
amendments on the 2022 ballot. Political committees in the past often have spent millions of dollars to gather petition signatures and get required Florida Supreme Court approval of the wording of ballot proposals. “Because of the immense expense of collecting over 800,000 signatures and defending an initiative at the Florida Supreme Court, SB 1890’s contribution limit has chilled the ACLU of Florida’s efforts to develop initiatives for the future,” the lawsuit said. “If SB 1890 stands, the ACLU of Florida will not be able to propose and support future initiatives, because such initiatives will not be viable under SB 1890’s contribution limit.” The Republican-controlled Legislature gave final approval to the bill on April 26. Supporters argued that the contribution limits are needed to stop deep-pocketed donors from financing ballot initiatives on policy issues that should not be in the state Constitution. They said such issues should be decided by the Legislature, not through constitutional amendments. “This is not a direct democracy,” Senate Ethics and Elections Chairman Dennis Baxley, R-Ocala, said during a March committee meeting. “This government that we have is a democratic republic. The Constitution is the founding document to define the role of the

Ron DeSantis’ political committee raised nearly $14 million in April as he prepares for a re-election campaign next year --- and as speculation builds about a possible bid for president in 2024. The committee Friends of Ron DeSantis raised $13.979 million in April and had about $31.6 million in cash on hand as of the end of the month, according to a report posted Monday on the state Division of Elections website. Though the 2022 election is still almost 18 months away, the April haul was the largest amount raised by the committee since October 2018, when it collected $17.36 million, a state elections database shows. October 2018 was the month before DeSantis defeated Democrat Andrew Gillum to become governor. During the first four months of this year, Friends of Ron DeSantis raised about $23 million. The committee in April received more than half of its contributions in two chunks: $5 million from Chicago hedge-fund manager Kenneth Griffin and $2.8 million from the Republican Governors Association. But it also received 30 contributions of $50,000 or more, including eight from contributors who listed addresses in one ZIP code—33480—in Palm Beach, according to the state elections database.
The committee received 139 contributions of $25,000 or more during the month, with those contributions totaling $12.4 million. By comparison, it received 86 contributions of $100 to $500, totaling $16,550. DeSantis has not taken the formal step of filing paperwork and opening a campaign account for the 2022 race. When he does, he will be able to raise contributions up to $3,000 for his account. But political committees can raise unlimited amounts of money and often play major roles in state elections. Florida Consumers First, a political committee tied to Agriculture Commissioner Nikki Fried, raised $361,586 in April and had about $1.5 million on hand as of April 30, according to a report posted Monday. Fried, the only statewide elected Democrat, is widely expected to run for governor next year. While Florida Consumers First pulled in many small contributions, it received the majority of its money in April from three Fort Lauderdalebased PACs known as Actions Matter PC, Citizens for a United Florida and Equal Justice PC. The PACs combined to contribute $262,250, the state database shows. Meanwhile, Attorney General Ashley Moody’s political committee, Friends of Ashley Moody, raised $184,600 in April. Also, Treasure Florida, a committee tied to state Chief Financial Officer Jimmy Patronis, raised $92,165.

FEDERAL AUDIT DISPUTES HOSPICE CLAIMS NEWS SERVICE OF FLORIDA STAFF A Clearwater-based hospice provider received $47.4 million in Medicare reimbursements that did not comply with requirements over a two-year period, according to a federal audit released Monday. The inspector general of the U.S. Department of Health and Human Services recommended that Suncoast Hospice --- which operates three hospice care centers --- refund to the federal government the portion of the $47,363,971 that is within a four-year “claims reopening period.” Also, the inspector general’s office recommended that the hospice, formally known as The Hospice of the Florida Suncoast, Inc., strengthen policies and procedures to ensure that services comply with Medicare requirements. According to the audit, the hospice provided services to about 12,400 beneficiaries and received Medicare reimbursement of almost $149 million from July 1, 2015, to June 30, 2017. Investigators reviewed a sample of 100 claims and

That 2010 decision allowed corporations and outside groups to spend unlimited amounts on elections. “Under the Citizens United decision, I and others believed that if we were to attempt to continue that ($3,000 limit) past the point where it’s (an) initiative and to the point where it’s an actual referendum, we would be in violation of that Supreme Court decision,” Rodrigues said. “On the initiative process, we think that’s more easily defended.” But the 18-page ACLU lawsuit said the contribution cap would violate the First Amendment. “By limiting plaintiff’s (the ACLU’s) ability to pool resources and band together with others to advance citizen initiatives, SB 1890 unduly burdens plaintiff’s First Amendment right to associate with others,” the lawsuit said. “By limiting plaintiff’s ability to give monetary and in-kind contributions to advance issues and circulate ideas relating to statewide ballot initiatives, SB 1890 unduly burdens plaintiff’s First Amendment right to free speech.” The ACLU lawsuit came two days after groups filed two lawsuits challenging another measure (SB 90) that would overhaul Florida elections laws, including putting new restrictions on mail-in ballots. DeSantis signed that bill Thursday.

In two cases, Suncoast claimed “service intensity add on” payment for services that were not provided, according to the report. In three claims, more than one error was found. Medicare provides health insurance coverage to people ages 65 and older, people with disabilities and people with end-stage renal disease. To qualify for Medicare hospice care, patients must be eligible for what is known as Medicare Part A and be certified by a physician as being terminally ill or having a life expectancy of six months or less. Suncoast Hospice disputed the audit’s findings. “Specifically, Suncoast disagreed with all but two of the 49 sample claims questioned in our draft report,” the audit said. “Accordingly, Suncoast does not believe it was overpaid for hospice services except for the two claims it agreed were in error.” Suncoast Hospice is part of the non-profit Empath Health. It has two satellite offices along with three inpatient units in Pinellas County.

DESANTIS SIGNS UNEMPLOYMENT, VAPING BILLS JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE --- Gov. Ron DeSantis on Friday signed 15 bills, including measures that will help upgrade Florida’s much-maligned unemployment system, regulate the sale of electronic cigarettes and limit contributions to political committees supporting ballot initiatives. Lawmakers passed the bills during the legislative session that ended last week, and DeSantis’ office announced the signings about 5:30 p.m. Friday without comment. The changes to the unemployment system were part of a broad Department of Economic Opportunity bill (HB 1463) that received unanimous approval in the House and Senate. The bill calls for moving to a cloud-based online system that “provides for rapid provisioning of additional data processing when necessary.” Lawmakers acted after the state’s CONNECT online system largely crashed last spring when it became overwhelmed with unemployment
claims during the early months of the COVID-19 pandemic. DeSantis described the system as a “jalopy,” as the state scrambled to process claims from people who had lost jobs as businesses were forced to shut down or dramatically scale back because of the pandemic. Lawmakers also overwhelmingly passed the bill signed Friday that will create a state regulatory framework for the sale of electronic cigarettes. Among other things, the bill (SB 1080), which will take effect Oct. 1, also will raise the state’s legal age to vape and smoke tobacco to 21, a threshold already established in federal law. House sponsor Jackie Toledo, R-Tampa, said before the bill passed that it is aimed at preventing minors from using electronic cigarettes. “This bill is necessary to stop youth vaping,” Toledo said. But it drew opposition from prominent health groups, in part because it will prevent local regulations on such things as the marketing and sale of vaping products and tobacco. Earlier Friday, groups including the American Cancer Society
Cancer Action Network, the American Heart Association and the American Lung Association issued a statement urging DeSantis to veto the bill. “By blocking the power of elected officials at the local level to protect kids --- and failing to take any meaningful action at the state level --- we risk another generation addicted to deadly tobacco products and the illness and premature death that come as a result,” the statement said. Also controversial was a bill signed Friday that will place a $3,000 cap on contributions to political committees trying to put initiatives on the ballot. The Republican-controlled Legislature passed the bill (SB 1890) after deeppocketed people and organizations have largely financed drives to pass constitutional amendments on issues such as legalizing medical marijuana and increasing the minimum wage. House sponsor Bobby Payne, R-Palatka, said during a debate before the bill passed that the Constitution is the state’s “fundamental document” and that many of the changes that have been made could have been handled in statutes. The Legislature can more easily change statutes to

address “circumstances, knowledge improvement, demographic changes (and) policy preferences,” he said. But opponents said the contribution cap will make it almost impossible to put initiatives on the ballot because of the high costs of collecting petition signatures. Visit Florida has for nearly a year teamed with Visit St. Pete/Clearwater --- with each putting up $275,000 --- on an eight-episode show called “Life’s Rewards” that started streaming Monday on platforms including Amazon Prime, YouTube, GoUSA TV and Places.Travel. State House leaders in recent years tried to eliminate Visit Florida, in part because of controversial spending that included sponsorships of Londonbased Fulham Football Club and an auto racing team, along with contracts with celebrity chef Emeril Lagasse and rapper Pitbull. But Visit Florida President and CEO Dana Young, a former member of the state House and Senate, said the contracts for “Life’s Rewards” went before lawmakers. “Visit Florida produced the project using its regular agency partners, all of whom were hired after an open and competitive procurement and the Florida Legislature’s approval of the contracts,” Young said in a statement. “Visit Florida and Visit St. Pete/ Clearwater hold sole ownership of the production --- no private production company or other organization has the ability to monetize or otherwise individually profit from this project.” The money for the program comes from the current fiscal year, when Visit Florida received $50 million in state funding. Legislators last month agreed to provide another $50 million for the fiscal year that will start July 1 and added $25 million in federal stimulus money to “conduct activities that support and fund Florida’s tourism industry and its recovery from COVID-19 through promotion and marketing activities, services, functions, and programs.”
JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE --- Gabriella Passidomo, a daughter of an influential state senator, was appointed Monday by Gov. Ron DeSantis to a seat on the Florida Public Service Commission. Passidomo, who since 2019 has worked as a PSC attorney, will move to a $135,997-a-year position on the fivemember commission, which regulates and sets rates for such things as electric, natural gas and water utilities. A brief news release from the governor’s office said Passidomo --- a daughter of Senate Rules Chairwoman Kathleen Passidomo, R-Naples --- is an attorney in the regulatory analysis section of the PSC general counsel’s office and that, as a student, spent time as a legal intern in the U.S. Department of Energy’s Office of the Assistant General Counsel for Electricity and Fossil Energy. Gabriella Passidomo, whose mother is slated to become Senate president after the 2022 elections, also served as a law clerk for the Florida solicitor general in the Office of the Attorney General. She is DeSantis’ second appointee to the Public Service Commission. DeSantis last year appointed former Rep. Mike La Rosa, R-St. Cloud, to a seat on the panel. DeSantis chose Gabriella Passidomo over state Rep. Scott Plakon, R-Longwood, lobbyist Rosanna Manuela Catalano and Ana Ortega, who has served as chief policy adviser to three members of the commission. The Florida Public Service Commission Nominating Council last month sent those four names to DeSantis. Passidomo will fill a seat that became empty when longtime Commissioner Julie Brown was appointed in February by DeSantis as secretary of the Florida Department of Business and Professional Regulation.
