According to data from Visit Florida in 2017, tourism provided over 1.5 million jobs for Florida citizens and roughly $88 billion in economic spending. The Florida Chamber of Commerce estimates that tourism brings in more than $6 billion in state taxes and $5 billion in local taxes, which in turn helps fund schools, improve healthcare and support other government services. However, with the COVID-19 travel restrictions and statewide “stay at home” orders implemented at the beginning of April, Florida tourism has been one of the most affected industries. A recent study by WalletHub found that Florida tourism ranks 6th in states most affected by COVID-19. Data from Visit Florida shows the yearover-year change in hotel demand went from 4.6 percent on Feb 23 to -77.6 percent on April 5. Yearover-year hotel revenue went from $33.9 million on Feb 23 to $-343.2 million on April 5. For Ted Ent, CEO and president of Innisfree Hotels, the numbers reflect a nationally devastated system in which hotels have laid off up to 80-90 percent of their
employees and are operating on less than 10 percent occupancy. Innisfree Hotels is a hotel management and development company with 23 properties across the Gulf Coast from Orange Beach to Panama City. On April 13, Innisfree announced they would donate 6,300 room nights to frontline medical professionals leading the fight against COVID-19. “Much of what we do in our company is based off humanitarian principles. We have a very unique culture in the industry. We give a large majority
of our proceeds to charity every year through our program The Hive,” said Ent. “We believe in our communities, we believe in our people and we understand that the more we can do to make the places where we do business better places, in the end, will lead to better experiences and lives for our employees and guests.” Innisfree, which manages five hotels and three restaurants on Pensacola Beach, has been following CDC guidelines to protect their guests and employees. They are enforcing social distancing, handing out face masks to guests that want them and supplying face masks for employees to wear at all times. “I think everybody is concerned about what the recovery is going to look like, and a lot of the recovery is going to be predicated by the decisions that our elected of-

ficials make. Even if we lift restrictions here for the beach and travel, if our feeder markets in Atlanta, Nashville, Dallas, Houston, Birmingham and New Orleans are still closed, those numbers aren’t going to budge,” said Ent. Innisfree which is used to an 80 percent or higher occupancy rate during spring break season went from an 89 percent occupancy on March 6 to around 10-13 percent in April. Ent explained that they’re focusing their efforts on nostalgic social media campaigns, finding innovative ways to help the community and waiting for their “dreamers” to be able to travel again. “We’re here for our medical workers and our business travelers, but we’re patiently awaiting the dreamers. We know people are out there dreaming about traveling again, because we can see it based on the way they interact with our website and social media. There are ‘dreamers’ as opposed to ‘bookers,’ based on how much time they spend on the website without actually booking anything” said Ent.
One way Innisfree has adapted to COVID-19 is by turning their graband-go café inside the Pensacola Beach Hilton into a gourmet butcher shop and pop-up grocery store. Locals can call in orders and pick them up to go. The idea came from the head chef when he realized the Hilton was fully stocked and ready to go for spring breakers that now wouldn’t be visiting the hotel. Their restaurants on the beach Red Fish Blue Fish and H20 Grill also remain open for take-out orders and daily meal specials. Innisfree is also staying in close communication with their laid off workers and is very eager to bring them back to work as soon as possible. “We’re willing to do anything we can do to help us all get back to normal. We haven't closed any of our hotels, and we're one of the few companies that has not done that. We want to be ready for everybody when restrictions are lifted and people are ready to travel,” said Ent.

FLORIDA’S CHIEF JUSTICE EXPANDS LIST OF COURT PROCEEDINGS TO BE HELD REMOTELY DURING THE CORONAVIRUS PANDEMIC AND EXTENDS JURY TRIAL SUSPENSION TO EARLY JULY TALLAHASSEE – Acting on the recommendations of a statewide Court Continuity Workgroup, Florida’s Chief Justice Charles Canady issued a new emergency order May 4 increasing the list of proceedings state courts will accomplish by remote technology during the coronavirus pandemic. It also extends the current suspension of jury trials in Florida until July 2. It makes corresponding changes to some legal deadlines by pushing them back until the Monday after the July 4 holiday weekend. In-person jury trials pose a special hazard because they can expose jurors and other courtroom participants to a risk of infection. Future extensions will be considered if needed. For first-degree murder cases, the new order suspends until July 2 some requirements for in-person preliminary hearings and a requirement that defendants be automatically released from custody if prosecutors are unable to file charges within 40 days.
The order especially focuses on increasing the resolution of cases by shifting as many of them as possible into a virtual environment with remote technology. In addition to work already required under an April 6 order, the amended list now adds the following: • Non-jury trials, except that all parties must agree to remote non-jury proceedings in criminal, juvenile delinquency, and termination of parental rights cases; • Alternate dispute resolution cases; • Status, case management, and pretrial conferences in all case types; • Non-evidentiary and evidentiary motion hearings in all case types; • Arraignments and pleas in absentia in county court misdemeanor cases; • Hearings in juvenile delinquency cases; • Hearings in noncriminal traffic infraction cases; and • Problem-solving court staffings, hearings, and wellness checks. telephone or other electronic means unless prohibited by the constitution or other law, or where one of the participants is unable to take part because of a lack of required technology or staffing problems caused by the pandemic. Canady’s order embodies the first set of recommendations from the Workgroup on the Continuity of Court Operations, created by an April 21 order. The Continuity Workgroup was asked to submit recommendations as they are developed to guide a phased return to full court operations. The expanded list of essential proceedings adds to earlier efforts to mitigate the impact of coronavirus while letting courts operate in a way consistent with public safety. Florida’s courts have followed emergency guidelines since a March 13 order, when Canady suspended jury trials and took other actions restricting in-person proceedings to enforce social distancing. Subsequent orders extended these limits through the end of May, subject to future
orders made necessary by the pandemic. Chaired by Orlando-area Circuit Judge Lisa Taylor Munyon, the 17-member Continuity Workgroup’s mission includes examining the current status of all court proceedings statewide that have been delayed by the pandemic. Where warranted, the Workgroup will propose methods for resolving cases with remote technology and other new procedures. Information about the Workgroup and its meeting minutes are available on its web page. The move toward more virtual proceedings is a major historical shift in state court operations, which have relied heavily on in-person hearings in the 175 years Florida has been a state. Canady also has asked the Continuity Workgroup to make suggestions for remote procedures that can continue even after the pandemic is over. THE FLORIDA BAR’S 2020 ANNUAL CONVENTION GOES VIRTUAL The 2020 Annual Bar Convention will be a virtual only affair this year due to the COVID-19 pandemic. “A considerable amount of time was spent looking at every conceivable option for Annual Convention including postponing or canceling the convention all together,” President John Stewart said May 8. “In the end, it was determined that the Annual Convention will be held exclusively as a virtual or remote event. There will be no in-person events for the 2020 Florida Bar Annual Convention.” Originally slated for June 17–20 in Orlando, the 70th Annual Convention is being re-tooled so that section and committee meetings, CLE seminars, and certain other events can be held virtually or remotely the week of June 15–19. Stewart said the decision to hold a virtual convention was difficult in many ways, but was easy when measured against the necessity of protecting the health and safety of Florida lawyers and Bar staff. “In the end, I am optimistic that this will allow us to showcase that The Florida Bar continues to be a leader in the nation and can and will continue important and necessary business utilizing available technologies,” Stewart said. “As is the theme for this year’s convention, we will be Looking Back but Moving Forward.” A detailed schedule with confirmed functions to be held via electronic methods will be distributed in the coming weeks.
“We expect there will be many exciting features to this event,” Stewart said. The Bar’s hotel contract for the Annual Convention is being cancelled under the force majeure, impossibility, and cancellation clauses and the Hilton Orlando Bonnet Creek & Waldorf Astoria will cancel all hotel rooms in the Annual Convention room block and send cancellation notices to those who had already made reservations. Bar staff is working with committee and section chairs and other Bar leaders to develop a schedule using teleconferencing, video conferencing, or other virtual meeting options. The convention week will also include CLE seminars, including President’s Showcase events, and the General Assembly with the installation of President-elect Dori Foster-Morales. Stewart also praised the commitment of section and committee leaders. “I recognize you are all volunteers, yet you have met your obligations head-on despite dealing with unprecedented personal and professional challenges,” Stewart said. “I am grateful for each of you.” Stewart said the Bar will continue to explore ways to help its members as the COVID-19 crisis persists, with particular focus on practical ways to support Florida lawyers in thier daily lives and practices. “We are all in this together; and, together we can recover and restore our legal system and law practices to normal operations as soon as possible,” Stewart said.

COUNTY APPROVES SNORKELING REEF INSTALLATION AT CASINO BEACH On Thursday, May 7, the Board of County Commissioners approved the construction and installation of the Casino Beach Snorkeling Reef. The full amount of $59,500 for reef construction and installation is funded by the Florida Fish and Wildlife Conservation Commission. No Escambia County monies or cash-matching funds are required by the FWC grant agreement for the project. The Natural Resources Management Department will deploy 17 reef modules approximately 8.7 nautical miles east of Pensacola Pass, and the reef installation will be completed by August. “This new reef is a welcome addition for the community and

SEA TURTLE NESTING SEASON UNDERWAY, HELP KEEP BEACHES SEA TURTLE-FRIENDLY Escambia County reminds beachgoers to “leave no trace” and turn out the lights this spring and summer, keeping Pensacola Beach and Perdido Key safe and sea turtle-friendly. May is the beginning of sea turtle nesting season in Florida, with thousands of endangered turtles laying their eggs on Gulf Coast and Atlantic beaches until the season ends October 31. Through the Leave No Trace ordinance, it is illegal to leave personal property on any portion of the sandy gulf beach from sunset until sunrise. Protect nesting sea turtles by removing all personal belongings from the beach each night, including chairs, canopies, umbrellas, sports equipment and toys. Always dispose of trash properly and securely stow trash and other debris when boating In our waterways, both sea turtles and manatees are at risk of death and injury from boat strikes and careless boaters. The loss of even one adult female turtle means the loss of thousands of eggs in the course of her expected lifetime. Manatees are protected by the Endangered Species Act and are found in limited numbers across the state. These slow-moving herbivores are especially vulnerable to boat strikes, as they often rest at the surface. How You Can Help Protect Escambia County’s Marine Life: • Keep a bow look-out when boating and obey posted wake zones. Stick to navigational channels within the intracoastal waterway and slow down when approaching docks, ramps and beaches. • Properly stow or dispose of trash and other debris. How You Can Protect Nesting Sea Turtles: • Lights Out! Female turtles prefer dark, quiet beaches for nesting. Leave the flashlights and cell phones at home or use a red flashlight when on the beach at night. • Close blinds and curtains in beachfront homes when interior lights are on at night.

• Do not disturb nesting females or hatchlings by using flashlights, flash photography or lanterns at night. “Leave No Trace” on the Beach • Fill in any holes in the sand and knock down sand sculptures at day’s end to remove obstacles blocking sea turtles’ nesting activities. • Remain at a distance from nesting sea turtles and hatchlings. • Properly dispose of trash and discarded fishing gear. Sea turtles can become entangled in old fishing nets and lines or ingest plastic bags and wrappers, mistaking them for jellyfish. • Remove personal belongings from the beach at the end of each day. Items such as umbrellas, tents, beach toys and chairs left unattended on Pensacola Beach overnight will be removed and disposed of by cleaning crews. • Through the Leave No Trace ordinance adopted in August 2015 by the Escambia County Board of County Commissioners, it is illegal to leave personal property on any portion of the sandy gulf beach daily from sunset until sunrise. Sea Turtle Quick Facts • Escambia County beaches are home to four of the six species of sea turtles found in U.S. waters: loggerhead, green, leatherback and Kemp’s ridley. • All species of sea turtles are listed as threatened or endangered and protected by the Endangered Species Act. • Only an estimated 1 in 1,000 sea turtle hatchlings survive to reach adulthood. Dead or injured sea turtles and marine life should be reported to Escambia County Marine Resources at 850- 426-1257 or the FWC Wildlife Alert line at 1-888-404-FWCC (3922). LATEST ALICE REPORT HIGHLIGHTS FINANCIAL STRUGGLES OF OVER 180,000 ESCAMBIA AND SANTA ROSA COUNTY HOUSEHOLDS United Way of Florida, the statewide association of United Way chapters, in conjunction with United For ALICE, has unveiled the latest ALICE report, ALICE In Florida: A Financial Hardship Study. The study identifies county-by-county and townlevel challenges and realties facing the ALICE population – households that identify as Asset Limited, Income Constrained, Employed. These households represent individuals and families working one or more jobs but due to stagnant wages and the increased cost of living expenses like healthcare, childcare, utilities, and housing, they remain one hardship away from financial crisis. In Escambia and Santa Rosa counties, 34% and 24% of households, respectively, earn more than the Federal Poverty Level, but less than the basic cost of living for the county – known as the ALICE Threshold. An additional 12% of households in Escambia County and 8% in Santa Rosa County are in poverty. The statewide average for ALICE households is 33% while households in poverty is 8%. Of 118,820 Escambia County households, 23% of families with children, 35% of single and cohabitating households, and 40% of those with seniors aged 65 and over identify as ALICE. Of 63,891 Santa Rosa County households, 19% of those with children are ALICE, as are 23% of single and cohabitating households, and 33% of 65 and over households. “The data that informs the ALICE report is always an integral part of our organization’s ability to identify and address the financial hardships facing many working folks and families in our community,” said United Way of West Florida President and CEO, Laura Gilliam. “The reality the data paints is that nearly half of the households in our community – a continually growing number – are working but unable to get ahead financially due to myriad factors like the employment landscape, worker vulnerabilities and
protections, stagnant wages, and growing living expenses.” The Household Survival Budget included in the report details the monthly costs of housing, childcare, food, transportation, healthcare, technology, miscellaneous expenses, and taxes. This budget is the bare minimum cost to live and work in the modern economy and does not include savings for emergencies or future goals like college or retirement. In Escambia County, the Household Survival Budget is $24,696 for a single adult, and $66,324 for a family consisting of two adults, one infant, and one preschooler. The hourly wage necessary to be able to afford the Household Survival Budget is $12.35 for a single adult and $33.16 for a family of four. In Santa Rosa County, the annual Household Survival Budget is $26,664 for a single adult and $71,316 for a family of four. The hourly wage required to meet this budget is $13.33 for an individual and $35.66 for a family of four. Both counties’ annual budgets are well above the Federal Poverty Level of $12,140 for a single adult and $25,100 for a family of four. The number of households unable to afford household essentials had been growing over time before the pandemic began. The percentage of households below the ALICE Threshold increased from 33% in 2007 to 46% by 2018. The number of ALICE households will increase with the economic disruption caused by COVID-19. “Because ALICE is such a pivotal part of United Way’s work, we anticipated this being a demographic disproportionately affected by COVID-19,” said Gilliam. “In an effort to support this population through this pandemic, our COVID-19 Response Fund Grants target assistance to ALICE. It’s important that we do all that we can to help these individuals and families remain financially stable as their lives are impacted by lost hours, wages, and what security they may or may not have had.” ALICE ACROSS FLORIDA Based on data from the 2018 American Community Survey (U.S. Census Bureau), ALICE in Florida: A Financial Hardship Study shows that the cost of survival ranges annually from $24,060 for a single adult, to $27,348 for a senior citizen, and $69,515 for a family of four with an infant and preschooler. Putting this in perspective, the median hourly wage in Florida is $22,040, less than all the budgets. A new measurement debuting in this report is the ALICE Essentials Index. This reveals the severe disparity between wages and the cost of basic necessities. The Index shows how the cost of housing, childcare, food, transportation, healthcare, and a smartphone plan rose at nearly twice the rate of inflation, as measured by the Consumer Price Index – 3.4% annually over the past decade across the country versus 1.8%. Meanwhile, ALICE’s wages remained stagnant.
CANCELLATION OF CITY-PERMITTED EVENTS EXTENDED THROUGH JUNE 1 The City of Pensacola is extending the cancellation of all citypermitted eventswith 50 or more people through Monday, June 1 to continue to help prevent the spread of COVID-19. City of Pensacola officials will reassess the situation on June 1 and determine whether to continue or lift the cancellations. This action is consistent with Executive Order 20-112 from Gov. Ron DeSantis, which states that all persons in Florida should avoid congregating in large groups, and that local jurisdictions shall ensure that groups of people greater than 10 are not permitted to congregate in any public space that does not readily allow for appropriate physical distancing. The city will work with event organizers to reschedule events as needed.
CONCLUSIONS ALICE In Florida: A Financial Hardship Study shows that based on 2018 data, bringing all households to the ALICE Threshold would generate an economic benefit of $244 billion, growing the state GDP by 23%. Florida’s 2018 GDP reflected community spending of $52 billion on assistance to the state’s households below the ALICE Threshold. The report also identifies the benefits ALICE households and communities would experience if they were able to afford things like safe, affordable housing, reliable transportation, quality healthcare, savings, and more. For instance, ALICE households able to afford safe, affordable housing would experience “improved health through safer environments and decreased stress, improved educational performances and outcomes for children, greater stability for household members, and a means to build wealth for homeowners. This also creates community impacts such as less traffic, lower healthcare costs, better maintained housing stock, lower crime rates, and less spending on homelessness and social services.” The report concludes that strengthening communities by strengthening ALICE families means a higher quality of life for all. The ALICE Report for Florida is a project of United For ALICE, a grassroots movement of over 650 United Ways in 21 states, corporations and foundations, all using the same methodology to document financial need. DESANTIS TO ALLOW BARBERSHOPS, SALONS TO REOPEN JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — Coronavirus hair can soon be professionally snipped. Gov. Ron DeSantis posted a video Friday featuring Orlando barbershop owner John Henry, who announced that starting Monday, barbershops, hair salons and nail salons will be allowed to reopen in most of the state after being shut down because of the coronavirus pandemic. “We are ready to get back to work and make some money,” Henry, who operates J Henry’s Barber Shop, said in the video. “But getting back to work, we want to be safe to continue to wear gloves, wear masks, bookmark appointments and continue to keep the community safe. I know everyone is happy to come out and support the barbershop, and we want to continue to keep one thing in mind, safety is always first.” The video was posted shortly after DeSantis said Palm Beach County will be included Monday in the first phase of the state’s economic reopening. That will leave only coronavirus hotspots MiamiDade and Broward counties out of the first phase. Henry was among a number of barbers and cosmetologists who sat down with DeSantis last Saturday to push for their professions to be included in the reopening. They highlighted advanced cleaning protocols for work stations and tools, along with in-store physical distancing requirements for customers. DeSantis said at the time more review was needed about safety standards for people who have direct contact with customers. But during an appearance Friday morning in Jacksonville, DeSantis said industry proposals had been looked at by the state Department of Health and physicians and were “going in a really good direction.” “Look, I practically have a mullet. So, I haven't had a haircut in a long time,” De-
Santis said during the appearance. “But you know, we just want to make sure we're going in a safe, smart step-by-step approach. We're being very judicious on everything we're doing. But I absolutely see a path. And I think if people watch out, I think that you'll be hearing something on that very soon.” After forcing businesses to shut down or dramatically scale back operations to prevent the spread of the coronavirus, DeSantis last week announced the first phase of a reopening effort that included allowing restaurants and retail stores to serve customers with limited capacity. The first phase took effect Monday for all but Palm Beach, Miami-Dade and Broward counties. While announcing Friday that he would include Palm Beach County, DeSantis said he would also like to move Miami-Dade and Broward into phase one, possibly starting May 18, as they’ve also had “good trends” in efforts to control the virus. “I think that there was a sense that they needed a little more time to be ready to reopen,” DeSantis said during an appearance at FITTEAM Ballpark of the Palm Beaches in West Palm Beach. “And I think that that's fine. We want them to do it in a way that it's going to be successful. It's going to be smart. It'll be step by step. But we really want people to have confidence in what's going on.” DeSantis said Palm Beach County’s percentage of positive cases was moving closer to Orange, Hillsborough and Duval counties, and away from Miami-Dade and Broward. The first phase allows retail outlets and restaurants to operate with indoor capacity at 25 percent. The first phase also lets medical facilities again provide elective surgeries. Palm Beach County Mayor Dave Kerner, a former state legislator, called phase one “a large step for this community. It’s a large step for recovering our economy.”
STATE ISSUES TESTING ORDERS FOR LONG-TERM CARE FACILITIES JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — With more than 700 COVID-19 deaths linked to longterm care facilities, the state Agency for Health Care Administration said Sunday it has issued emergency orders to bolster testing of staff members at nursing homes and assisted-living facilities. The orders require nursing homes and assisted-living facilities to allow the Florida Department of Health into their buildings for infection control and conducting COVID-19 testing of residents and staff. When the department enters the buildings, the nursing homes and assisted-living facilities will need to require staff members to submit to tests. Also, the long-term care facilities will need to comply with directives about making off-duty staff members available for testing. The orders also apply to “authorized agents” of the department. The orders raise the possibility nursing homes and assisted-living facilities could face license revocations, suspensions or fines for not complying. The Agency for Health Care Administration regulates long-term care facilities. “The challenge we face is mitigating and containing the spread of this deadly virus in our long-term care facilities,” Agency for Health Care Administration Secretary Mary Mayhew said in a prepared statement. “To guard against the rapid spread of COVID-19, I am issuing emergency rules for our nursing homes and assisted-living facilities requiring that every facility allow access to the Department of Health or their authorized representative for mandatory testing for all facility staff by the Florida Department of Health during testing visits. These rules will also require every facility to allow access to the Department of Health or their authorized representative for infection
prevention and control purposes.” With COVID-19 particularly dangerous to seniors and people with underlying medical conditions, the state has taken a series of steps — including blocking visitors — to try to prevent spread of the respiratory disease in nursing homes and assisted-living facilities. But numbers of cases and deaths involving facility residents and staff members have continued to steadily increase. As of a Sunday morning count, for example, 703 residents or staff members of long-term care facilities had died from the disease — 40.8 percent of all of the COVID-19 deaths in the state. Some facilities have seen large numbers of deaths. State figures show that 14 facilities in places ranging Suwannee County in rural North Florida to Miami-Dade County in urban South Florida have had 10 or more COVID-19 deaths. The issuance of the orders about testing followed an announcement last week by the Agency for Health Care Administration that nursing homes are required to transfer residents with confirmed or suspected cases of COVID-19 to places such as hospitals if the homes can’t meet isolation requirements. Mayhew, in an interview last week with The News Service of Florida, said that “we have a number of skilled nursing facilities that, simply because of their physical plants, are challenged to provide the isolation that is needed to prevent the spread. We can't have false expectations of these facilities.” “We cannot lose sight of the importance of protecting our elderly and transferring, when appropriate, out of a long-term care facility, positive or suspected COVID-positive residents when the facility can’t meet that level of isolation and infection prevention control,” she said.
“It's not a surprise to me in any way that the members of this community have shown a positivity rate much lower than that to our neighbors to the south,” Kerner added. “That's not because Broward, Miami-Dade, is doing anything wrong, but there's certainly a strong correlation statistically between urban populations and the positivity rate. We enjoy a smaller population here in Palm Beach County than our neighbors to the south. And our efforts have borne that out that our positivity rate reflects the true commitment that we have to social distancing in this new world.” But U.S. Rep. Ted Deutch, D-Fla., expressed concerns about the plan to reopen Palm Beach County, which has had 3,615 coronavirus cases. Deutch wrote a letter to physician Alina Alonso, director of the Florida Department of Health in Palm Beach County, and asked for her position on the county’s readiness to reopen. “I am committed to meeting the economic challenges of this crisis, and I want to reopen our economy and society as soon as possible,” Deutch, who represents part of the county, wrote. “But unless we have the public health tools and strategies in place to keep Floridians safe, I am deeply concerned about the risk of renewed outbreaks that will cost more Palm Beach County residents their lives and only deepen the economic pain endured by workers and business owners.” Also, state Sen. Lori Berman, D-Lantana, called the county reopening decision “troubling,” saying there have been 482 new coronavirus cases confirmed in the county since Monday. “This growing increase shows that Palm Beach County has not yet succeeded in flattening the curve. At best, the county is in a high plateau,” Berman said in a prepared statement. Palm Beach County commissioners had already agreed to allow limited recreational activities in the county, including golf, boating, tennis and the use of

FRIED CONCEALED WEAPONS DECISION CHALLENGED NEWS SERVICE OF FLORIDA STAFF Amid political fighting about the issue, a Northwest Florida resident has filed a lawsuit challenging a decision by state Agriculture Commissioner Nikki Fried to suspend accepting online applications for concealed-weapons licenses because of the COVID-19 pandemic. Cliff Maloney, an Okaloosa County resident who is president of the group Young Americans for Liberty, filed the lawsuit Friday in Leon County circuit court, alleging the decision by Fried violated his 2nd Amendment rights and state law. The lawsuit seeks an injunction to require the Department of Agriculture and Consumer Services, which oversees concealed-weapons licenses, to resume accepting applications online. “(The) department and the commissioner have subjectively, arbitrarily and capriciously denied the rights of honest, law-abiding persons, which the statute was designed to protect, by making it more difficult

DeSantis has not set a timeline for the second and third phases of the reopening plan, which are expected to allow businesses such as movie theaters, gyms and tattoo parlors to reopen and eventually allow people to visit hospital patients and long-term care facilities. DeSantis earlier directed travelers from virus hotspots New York, New Jersey, Connecticut and Louisiana to self-quarantine if they came to Florida. “You look at a Brazil or some of these places in South America, if they have the epidemic on the upswing there, and people are coming into Florida, they could be introducing that. That should not be a risk that is placed on Floridians,” DeSantis said. “That's something that the airlines need to work out on the front end. So, we're working on how that would make sense.” Last week while DeSantis was at the White House, Trump suggested Florida could be “cutting off ” travel from Brazil. DeSantis replied “not necessarily” about Florida imposing a travel ban from the South American country, which has seen a spike in cases of COVID-19, the disease caused by the coronavirus. But DeSantis said airlines should be required to test passengers before they board international flights to keep people from bringing new cases to Florida. “Maybe some of these airlines, it should be on them to check before they're getting on and coming to this country,” DeSantis said during the April 28 White House appearance. “I mean, you've seen what happened with the China flight restrictions that kept a lot of people from seeding the West Coast."
