As the threat of COVID-19 moved closer and closer to the Pensacola community, we at Downtown Crowd remembered the comforting words of our friendly neighbor Mister Rogers: “When I was a boy, and I would hear about something scary... my mother said, ‘Always look for the helpers. You’ll always find somebody who’s trying to help.’ To this day, especially in times of disaster, I remember my mother’s words and I am always comforted by realizing that there are still so many helpers — so many caring people around this world.” So, we did as Mister Rogers advised us to do– we looked for the helpers. And Pensacola, you made that job easy for us. There is such a surplus of kind-hearted individuals, families, businesses and nonprofits in this community that we’re convinced Pensacola can survive anything thrown its way. We aren’t sure how long COVID-19 will affect the health and wallets of our community, but we do know you can always rely on this neighborhood. So, here’s a collection of our helpers doing what they can during this difficult time. Buff City Soap Delivers Care Packages to Health Care Facilities

Buff City Soap is a handcrafted soaps and bath products franchise that recently opened in Gulf Breeze. The Buff City Soap corporate office had all of its stores post on social media about its $5,000 giveaway to healthcare workers. The giveaway asked followers to tag an inspiring healthcare worker they know to enter the worker into a chance to win a $50 gift card. The company then gave 100 gift cards to the workers who were randomly selected. After participating in the giveaway, co-owner of Buff City in Gulf Breeze, Jennifer Nolan said that she and her husband, who she co-owns with, wanted to do more. So, their store started making and delivering care packages to nearby health care facilities. “We’ve definitely delivered more than 100,” Nolan said. “We’ve taken them to the Gulf Breeze Baptist, Navarre Urgent Care, Aspen Dental, Twelve Oaks Recovery, and the Gulf breeze Fire Department. It's an ongoing process.

On April 11, community leaders and local celebrities distributed 2,000 Easter goody bags to local children as part of the Grab-N-Go Easter Celebration. District 3 Commissioner Lumon May, retired NFL guard Josh Sitton, retired professional boxer Roy Jones Jr. and retired NFL defensive tackle Fred Robbins gave children free boxed lunch, fresh vegetables and fruit at Legion Field from 10 am to noon. "The last few weeks have been a difficult time for all of us as we adjust to the new normal of limiting gatherings and social distancing amid COVID-19," Commissioner May said. "We wanted to give kids and families a sense of normalcy and provide a fun way to get out of the house and still celebrate the holiday.” Mayor Grover Robinson and the Pensacola Police Department were

UWF Coach Runs Seven Marathons in Seven Days as Fundraiser to Help Feed the Community

Since the spread of COVID-19, many people in the area are facing financial hardships. Food pantries such as Feeding the Gulf Coast are seeing an increase and people’s need for food. Feeding the Gulf Coast reported a 500 percent increase in food assistance. Many students employed at the Univer-

sity of West Florida have had to utilize the Argo Pantry since the campus has shut down. UWF cross country coach Caleb Carmichael was looking for ways to help the community during this challenging time when he heard about a runner from Palm Beach, Florida, who ran 100 miles in a single day to raise money for COVID-19 relief funds. So, Carmichael decided to challenge himself for the benefit of the community. At 5 am April 6, Carmichael ran his first of seven marathons, which is about 27 miles, in three and a half hours. From April 6 to April 12, Carmichael ran a total of 186.2 miles, which is a first for him. “As a community we’re going to have a lot of people lose jobs and not be able to feed their kids and we need to do something about it,” Carmichael said. “It needed to be something crazy enough for people to take notice. Doing seven in a row is a monumental task.” As of April 23, he has raised $4,779. Feeding the Gulf Coast’s website explains that for every $25.00 raised, it can provide 125 meals to individuals and families in need. So, the seven marathons Carmichael ran raised approxi-

mately 23,897 meals! To make a donation, visit app.mobilecause.com/vf/ Marathons4Meals. Jubilee Church Unites with Local Nonprofits to Donate 10,000 Pounds of Food

On April 4, Jubilee Church partnered with Pensacola Caring Hearts to distribute 10,000 pounds of food, 1,040 rolls of toilet paper and 1,450 cases of water to the Pensacola community. “We were extremely thankful for the people we were able to help on Saturday, but there were a lot of people we were not able to help,” Jubilee Church Pastor Tim Fox said. While Jubilee Church put the food drive together, Pensacola Caring Hearts collected the food from Feeding the Gulf Coast. The rolls of toilet paper were donated to the church by an anonymous donor. Fox explained that this food drive is part of the church’s two-prong strategy. “The first part of our strategy is all about helping those that are in most need,” Fox explained. “The second part is for the folks who may not want to sit outside for a banana box worth of food and water; however, they still would like to be blessed.” During the month of April, Jubilee Church made 250 lunches, which they distributed across the city to locations such as Council on Aging, the Alpha Center and Northwest Florida Health Care. “We feel that if the church is able to step in and meet the needs not only physically but spiritually, what a time to be stepping up,” Fox said.

FLORIDA’S CHIEF JUSTICE EXPANDS LIST OF COURT PROCEEDINGS TO BE HELD REMOTELY DURING THE CORONAVIRUS PANDEMIC AND EXTENDS JURY TRIAL SUSPENSION TO EARLY JULY TALLAHASSEE – Acting on the recommendations of a statewide Court Continuity Workgroup, Florida’s Chief Justice Charles Canady issued a new emergency order May 4 increasing the list of proceedings state courts will accomplish by remote technology during the coronavirus pandemic. It also extends the current suspension of jury trials in Florida until July 2. It makes corresponding changes to some legal deadlines by pushing them back until the Monday after the July 4 holiday weekend. In-person jury trials pose a special hazard because they can expose jurors and other courtroom participants to a risk of infection. Future extensions will be considered if needed. For first-degree murder cases, the new order suspends until July 2 some requirements for in-person preliminary hearings and a requirement that defendants be automatically released from custody if prosecutors are unable to file charges within 40 days.

The order especially focuses on increasing the resolution of cases by shifting as many of them as possible into a virtual environment with remote technology. In addition to work already required under an April 6 order, the amended list now adds the following: • Non-jury trials, except that all parties must agree to remote non-jury proceedings in criminal, juvenile delinquency, and termination of parental rights cases; • Alternate dispute resolution cases; • Status, case management, and pretrial conferences in all case types; • Non-evidentiary and evidentiary motion hearings in all case types; • Arraignments and pleas in absentia in county court misdemeanor cases; • Hearings in juvenile delinquency cases; • Hearings in noncriminal traffic infraction cases; and • Problem-solving court staffings, hearings, and wellness checks. telephone or other electronic means unless prohibited by the constitution or other law, or where one of the participants is unable to take part because of a lack of required technology or staffing problems caused by the pandemic. Canady’s order embodies the first set of recommendations from the Workgroup on the Continuity of Court Operations, created by an April 21 order. The Continuity Workgroup was asked to submit recommendations as they are developed to guide a phased return to full court operations. The expanded list of essential proceedings adds to earlier efforts to mitigate the impact of coronavirus while letting courts operate in a way consistent with public safety. Florida’s courts have followed emergency guidelines since a March 13 order, when Canady suspended jury trials and took other actions restricting in-person proceedings to enforce social distancing. Subsequent orders extended these limits through the end of May, subject to future

orders made necessary by the pandemic. Chaired by Orlando-area Circuit Judge Lisa Taylor Munyon, the 17-member Continuity Workgroup’s mission includes examining the current status of all court proceedings statewide that have been delayed by the pandemic. Where warranted, the Workgroup will propose methods for resolving cases with remote technology and other new procedures. Information about the Workgroup and its meeting minutes are available on its web page. The move toward more virtual proceedings is a major historical shift in state court operations, which have relied heavily on in-person hearings in the 175 years Florida has been a state. Canady also has asked the Continuity Workgroup to make suggestions for remote procedures that can continue even after the pandemic is over. It’s stressful to go to the grocery store. It’s stressful working in my “home” office. And I miss interacting with my colleagues. It’s stressful knowing that I won’t be meeting up with friends later or going to yoga or a baseball game. And on top of our own stressors, many of us also carry those of our clients. We are worried about our families, our finances and our future. Some of us were already weighed-down by family concerns, medical and stress issues, and substance abuse before the pandemic sent us into a tailspin. I also know that some of us are alone without support systems. We’ve now had a month to adjust and learn new ways to get things done. It’s time to take time for ourselves, and as Florida Bar members we now have a new way to help deal with stressors during this uncertain time and beyond. Beginning May 1, the new Florida Lawyers Helpline will be available. 1-833-FL1-WELL is a 24/7 free confidential service to connect you with professional counselors coordinated independently through CorpCare as a Florida Bar Member Benefit. The Helpline can

also be found in the newly redesigned Mental Health and Wellness Center on The Florida Bar website along with many other free resources. There’s no cost for calls to the Helpline and you may be referred for up to three free telehealth counseling sessions per year to help you develop strategies to overcome life’s challenges, balance priorities, and better handle both personal and professional pressures. With the trauma and upheaval caused by COVID-19, we fast-tracked the Helpline’s launch to more quickly serve Bar members during this extraordinarily stressful time. Just as we exercise and eat well for our physical well-being, we must also prioritize ourselves mentally and emotionally. And talking through what we’re feeling with a professional is a great way to do that. There’s nothing to lose and a lot to gain, so I hope every Bar member who needs to will start taking advantage of the Helpline very soon and remember it when you need to talk to someone who can really help you. CITY TO FOLLOW EXECUTIVE ORDERS 20-111 AND 20-112 FROM GOV. DESANTIS The City of Pensacola will follow Executive Order 20-111 and Executive Order 20-112, announced yesterday by Governor DeSantis. Mayor Grover Robinson will update his Recover Pensacola phased reopening plan as needed to align with Gov. DeSantis' recovery plan and executive orders. Individuals within the city limits are expected to follow the governor's executive orders. The City of Pensacola will provide additional clarification and guidance to the public as it becomes available and necessary. These executive orders include important details that impact business operations in the state of Florida. All business owners and impacted individuals are encouraged to review the executive orders to ensure they are in compliance with any guidelines pertaining to their respective industries. Executive Order 20-111 and Executive Order 20-112 extend Executive Order 2087 (vacation rental closures) until further notice. Executive Order 20-111 and Exec-

utive Order 20-112 continue to permit the essential services and activities described in Executive Order 20-91. Executive Order 20-112 also extends Executive Order 20-69 regarding local government meetings utilizing technology while meeting the requirements of the Sunshine Law. Executive Order 20-112, regarding the Governor’s plan for Phase 1: Safe. Smart. Step-by-Step. Plan for Florida’s Recovery, begins Monday, May 4, with MiamiDade, Broward, and Palm Beach counties excluded at this time. Phase I includes the following: • Schools: Schools remain distance learning. • Senior living facilities: Visits to senior living facilities are prohibited. • Elective surgeries: Elective surgeries can resume. • Restaurants: Restaurants may offer outdoor seating with at least six feet of space between tables and no more than 10 persons per table, and indoor seating

COUNTY PREPARES BEACHES FOR REOPENING, ENCOURAGES SOCIAL DISTANCING The Escambia County Parks and Recreation Department and the Public Works Department are finalizing "Social Distancing" sign placement throughout Escambia County public beaches in preparation for reopening the beaches Friday, May 1. The posted signage includes instructions on following social distancing guidelines. Two electronic messaging boards will be placed at the foot of the Bob Sikes Bridge and Theo Baars Bridge that state, “Please Practice Social Distancing.” All beach goers and anglers are asked to limit groups to 10 people or fewer and to adhere to CDC social distancing measures by keeping a 6-foot distance between others who are not in their immediate household. County beaches, including the sound side, Gulf side, Pensacola Beach and Perdido Key will open 30 minutes before sunrise and close 30 minutes after sunset, daily. Pavilions will remain closed. Beach bathroom facilities remain closed and portalets are in place. Hand-washing stations will be provided. Dog parks will be reopened and permitted in designated areas. Pensacola Beach Lifeguard towers are in place and lifeguards will continue to provide coverage at up to seven towers. Pensacola Beach Gulf Pier will reopen Saturday, May 2. The pier will open 30 minutes before sunrise and close 30 minutes after sunset. The pier will be accepting anglers only. No pedestrians at this time. Every angler will be required to remain 6 feet apart. The pier will be clearly marked with 6-foot markers to ensure everyone is able to follow the CDC

DEADLINE EXTENDED TO APPLY FOR FLORIDA LEGAL SERVICES BOARD OF DIRECTORS VACANCY The Board of Directors of Florida Legal Services, Inc., is seeking one lawyer to serve a three-year term beginning July 1. The 15-member board provides judicial advocacy through co-counseling with local program attorneys and volunteer pro bono attorneys and provides legislative and administrative advocacy on policies affecting the legal rights of the poor, as well as providing civil legal assistance to people who are indigent and who would not otherwise have the means to obtain a lawyer. The county would like to remind residents that the toll on the Bob Sikes Bridge to Pensacola Beach is all-electronic. The new tolling system on the bridge went live March 20, which was earlier than anticipated to adhere to social distancing measures for toll booth workers. The toll remains $1, and cash and change are no longer accepted at this location. Motorists can use either SunPass®, another interoperable transponder or be billed utilizing the TOLLBY-PLATE system. TOLL-BY-PLATE customers will be charged a $1 toll, plus a monthly $2.50 administrative fee and will receive a bill by mail. Cash can be used at SunPass kiosks to replenish and pay TOLL-BY-PLATE invoices.

NEW TEST SITE AT UWF FOR ESCAMBIA AND SANTA ROSA COUNTY RESIDENTS OPENS SATURDAY At the request of the Governor’s office, the direction of the Florida Department of Emergency Management with the support of the Florida Department of Health, Escambia and Santa Rosa Counties are pleased to announce a new mobile testing site at the University of West Florida that will open to the public on Saturday, May 2 at 9 a.m. to 5 p.m. The drive-through test site will be located at the SP2 parking lot, which is on the east side of campus, near the East Sports Complex. Individuals are asked to remain in their vehicles, and prescreening is not required. The National Guard will be there to assist. Friday will be a dry run open to Escambia and Santa Rosa County first responders from 9 a.m. to 5 p.m. “We want to thank the Governor’s Office for initiating this testing site at the University of West Florida for Escambia and Santa Rosa County residents,” said Escambia County Board Chairman Steven Barry. “I’d also like to thank Dr. Martha Saunders and the University of West

Florida for the use of their campus to accommodate residents from both counties in such a central location. Furthermore, this site will provide residents the opportunity to be tested, both for their own peace of mind and for the overall health of our community.” Santa Rosa County Chairman Don Salter added, "We appreciate the governor bringing these much needed resources to our part of the state. DISTRICT 3 ENSLEY NORTH NEIGHBORHOOD CLEANUP SCHEDULED FOR MAY 8 Residents of Ensley North will have the opportunity to dispose of yard debris and other items free of charge Friday, May 8 during the Ensley North Neighborhood Cleanup in District 3. Only residents in the designated cleanup area are able to participate in the neighborhood cleanup. Items left at the curb outside of the cleanup area will not be collected. The general cleanup area is south of East Nine Mile Road, west of Pensacola Boulevard, and north of East Johnson Avenue. See the map below for the details of the cleanup area. During neighborhood cleanups, Escambia County departments team up to bring services to residents in an effort to keep local neighborhoods clean and safe. Participating is easy: Residents in the cleanup area simply leave eligible items at the curb to be disposed of free of charge by Escambia County and partnering agencies. The county's neighborhood cleanup program is hosted by the Escambia County Community Redevelopment Agency's Safe Neighborhood Program. Local partners include Escambia County Waste Services, Environmental Code Enforcement, Public Works, Animal Services and Road Prison, along with the City of Pensacola Sanitation Department and Keep Pensacola Beautiful. DESANTIS GIVES GREEN LIGHT TO OPENING PARKS JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — Gov. Ron DeSantis on Friday said Floridians want to return to the workforce and added state parks to what will be allowed to reopen Monday in the first phase of trying to recover economically from the coronavirus pandemic. “If it’s not risky to go to a park, you should be able to go to a park. If it’s not risky for you to walk 18 holes, then do it,” DeSantis said while at Little Talbot Island State Park in Duval County with Jacksonville Mayor Lenny Curry. On Wednesday, DeSantis outlined what he described as a step-by-step plan that will start Monday by, for example, allowing restaurants outside of Miami-Dade, Broward and Palm Beach counties to have outdoor seating and occupancy up to 25 percent, with operations complying with physicaldistancing guidelines. The first phase also includes steps such as allowing hospitals and other medical providers to conduct elective procedures. However, movie theaters will remain closed, as will bars, gyms and hair salons, and visitors will continue to be prevented from going to hospitals and nursing homes. While DeSantis said the state won’t issue fines, gatherings of 10 or more people will continue to be prohibited. Julia Woodward, chief executive officer of the Florida State Parks Foundation, welcomed the announcement that

parks will be allowed to reopen. “Numerous studies have shown that nature is actually good for our health and well-being, and Florida’s state parks are the ideal place to commune with nature, reduce stress levels and unwind,” Woodward said in a prepared statement. “And by continuing to be ever-vigilant in practicing social distancing, our parks can also provide a safe outlet for so many.” Curry drew heavy criticism on social media for his decision two weeks ago to allow Jacksonville-area beaches to reopen with restrictions. But DeSantis, who has supported Curry’s decision, pointed to a U.S. Department of Homeland Security study that he said found “outdoor, daytime environments are lower risk for transmission of the virus than indoor environments.” The study’s initial findings, outlined by the White House last week, found in lab conditions the coronavirus survives for mere seconds or minutes on surfaces and in aerosol form when exposed to ultraviolet rays and to heavy, humid air. No timelines have been set for the next two phases of DeSantis’ recovery plan, which could include expanding seating in restaurants and reopening bars, movie theaters and businesses where there is more direct contact between workers and customers, such as hair salons. A threejudge panel of the 1st District Court of Appeal overturned a Duval County circuit judge’s decision that dismissed the lawsuit. A group of plaintiffs contend that the changes to the ordinance should be tossed out because the city did not give proper legal notice of the amendments.
