PACE CENTER FOR GIRLS PIONEERS MEN WHO COOK COOKBOOK by Gina Castro
Being a girl is certainly not easy. Juggling beauty standards, gender stereotypes and puberty is a feat alone. But that’s not the only issues girls face. Girls are at a higher risk than boys for sexual abuse, domestic violence and sexual assualt. In 2017, 9,700 girls were referred to Florida’s Juvenile Justice System, representing almost 30 percent of the entire juvenile population. It’s clear girls need support. At Pace Center for Girls, that’s their mission. Pace is dedicated to providing girls and young women the opportunity for a better future through education, counseling, training and advocacy. With 21 centers and 13 reach programs statewide, Pace helps 3,000 girls each year and changed the lives of more than 40,000 girls since its inception in 1985. Pace Center for Girls Escambia - Santa Rosa has made a world of difference in the community since it opened in 1994. However, a major factor in Pace’s ability to help is funding. Pace has been blessed with donations from local foundations such as The Douglas Family Foundation and The Bear Family Foundation Center for Hope. Some of Pace’s most rewarding programs are not funded by the state. Pace Center for Girls Escambia - Santa Rosa Executive Director, Laurie Rodgers explained that the GED program is completely funded by Pace’s fundraising efforts. “Several years ago, we discovered we had quite a few girls who were over age and really lacking in credits,” Rodgers explained.
“Instead of just sending them to another GED program, we decided to open one here so they could receive all the other components to our holistic program that helped change their lives. The GED program is 100 percent funded by our fundraising efforts.” Rodgers explained that funding enables Pace to implement programs that can change the trajectory of these girls’ lives. One program that accomplishes this is the Reach Program. This program enables Pace to reach out to hundreds of girls each year and provide its gender responsive trauma informed and strength based therapy. Like many nonprofits this year, Pace has lost a substantial amount of funding due to COVID-19. Each spring, Pace hosts Men
Who Cook. At this exciting banquet, men from all over Escambia and Santa Rosa counties serve their best recipes to attendees. The banquet guests purchase tickets, which directly fund Pace, and the chefs donate the food costs and their time to support Pace. “People get excited about being together and tasting the men’s delicious delicacies that they prepare,” Rodgers said. “The chefs get really excited about preparing their food, too. It’s a great time.” Unfortunately, the event was cancelled, but Pace had a brilliant idea up its sleeve. Pace’s board of directors discovered a way for everyone to keep a piece of Men Who Cook all throughout the year: Men Who Cook Cookbook. This exciting new venture binds recipes from dozens of chefs. “Our amazingly creative board sat in Zooms from home and tried to think of ways we can still have the participation of our very valued sponsors and our be-
loved chefs,” Rodgers said. “We reached out to the chefs and most of them sent us a recipe and a photograph. The sponsors have allowed us to keep our funding that they provided us. Their names are on the cookbook. We’re really excited. We’ve already had a lot of presales and the books are not even done yet.” The cookbook is sponsored by The Law Office of J.J. Talbott and Brown Helicopter Inc. and published by the talented Ballinger Publishing staff. The cookbook includes dozens of original recipes in the following categories: Hors d’oeuvres, soups and salads, entrees, accompaniments, desserts, and beverages and cocktails. The chefs are a wholesome combination of dads, professional chefs, sponsors and members of the

The Florida Bar Foundation will be accepting nominations for the 2021 Medal of Honor Awards until February 1. The Medal of Honor Award is given in two categories. The first category is for members of The Florida Bar, including practicing lawyers, judges, or teachers in the legal field. The second category is for non-lawyers, including lawyers who are not currently practicing. All nominees must be Florida residents. Nominees in the lawyer category must have a demonstrated dedication to the mission of The Florida Bar Foundation, which seeks to provide greater access to justice in Florida. Nominees must also be demonstrably committed to the purpose of The Florida Bar, which strives to inculcate in its members the principles of duty and service to the public, to improve the administration of justice, and to advance the science of jurisprudence.
Nominees in the non-lawyer category must have made outstanding contributions to the improvement of the administration of justice in Florida through research, writing, or other deeds of significant character and quality. ATTORNEY AARON WATSON AND KIMBERLY WATSON LAUNCH NEW FOUNDATION TO BENEFIT AREA FAMILIES Pensacola attorney Aaron Watson and his wife Kimberly Watson have announced the launch of The Watson Family Foundation (“the “Foundation”), a 501(c)(3) non-profit organization. The Foundation assists Northwest Florida families with hardship relief, school readiness support, faith-based outreach, and mentorship to local families. The Foundation is a dream and collaboration of the Watson Family that has received tremendous community encouragement since the establishment of the Watson Firm, PLLC, in 2016 – a personal injury law firm in Pensacola. CITY OF PENSACOLA RESIDENT SATISFACTION SURVEY RESULTS NOW AVAILABLE SURVEY SEES 56% INCREASE IN RESIDENT PARTICIPATION FROM 2019 The City of Pensacola has received results from the 2020 Resident Satisfaction Survey, highlighting areas of success with city services and the city’s image, along with identifying opportunities for improvement. A total of 1,259 residents completed the online survey, which was a 56% increase from the number of survey completions in 2019. This is the second consecutive year the survey has seen a significant increase in responses, with 2019 survey participation increasing by 55% from 2018. The survey was conducted by the University of West Florida Haas Center to assess resident satisfaction with a variety of city services and determine residents’ top priorities for the City of Pensacola. Data will be used by the city to identify budget priorities and areas for improvement to provide high quality services to residents. “We are fortunate to have such engaged citizens who are willing to provide their feedback to the City of Pensacola to help us improve and succeed,” Mayor Grover Robinson said. “We always strive for the highest quality of life for our residents, and these survey responses will help us continue to en-

• More than half of respondents (57%) said they were either very satisfied or satisfied with the ease of obtaining information about city services, an increase of 5 percent from 2019. • Despite the economic challenges presented by the COVID-19 pandemic, 44% of respondents were either very satisfied or satisfied with the city’s efforts to create a businessfriendly environment. Only 21% of respondents were dissatisfied or very dissatisfied, while 27% were neutral and 7% were unsure. • 54% of respondents said they were either very satisfied or satisfied with public access to waterfront. • When rating infrastructure improvements, stormwater infrastructure improved 7% from 2019, with 37% of respondents either strongly agreeing or agreeing that the City of Pensacola has improved stormwater infrastruc-

• The Center for Disease Control issued a reminder for celebrating a safe Thanksgiving holiday. The CDC offers recommendations on: °° Wearing a mask °° Staying six feet away from nonhousehold members °° Hand washing °° Being safe at gatherings, including using single-use options like salad dressing packets °° Safety when hosting a gathering, including holding activities outdoors °° Travel • The CDC offers ideas for alternative holiday traditions, including: °° Hosting a virtual Thanksgiving gathering °° Watching parades and sporting events at home instead of in person °° Shopping online or at open air markets staying 6 feet away from others
ture in their neighborhood over the past year. • Pensacola International Airport received the highest customer service satisfaction rating of any city department, with 87% of respondents giving the airport’s customers service four or five star ratings. • Other departments that received high customer service ratings included Pensacola Fire Department (85% four and five star ratings), 311 (72% four and five star ratings), Sanitation Services (70% four and five star ratings), Parks and Recreation (67% four and five star ratings), Pensacola Police Department (67% four and five star ratings) and Pensacola Energy (64% four and five star ratings). • 58% of respondents said they were very satisfied or satisfied with the City of Pensacola’s performance in promoting the city’s image. Areas for improvement identified by the survey include:
• Two net promoter score questions suggest there is still some work for the city to do in order to move more residents from a “passive” category to “promoters” of the city as a recommended place to live and as a “City of
Excellence.” However, in year-overyear comparisons, participants in the 2020 survey responded slightly more favorably to the NPS question asking how likely one would be to recommend living in Pensacola. • Customer service and responsiveness ratings with some outward-facing departments • Continued improvements related to neighborhood safety and infrastructure • Housing market affordability Community safety was identified as the top priority for residents, selected by 35% of respondents. Although the City of Pensacola has conducted satisfaction surveys through the Haas Center since 2014, the 2019 and 2020 surveys have set new benchmarks for the city, with updated questions that align with the city’s strategic plan. Also new in 2019 and 2020 were two net promoter score questions, which are designed to measure customer experience and loyalty. The questions asked residents whether they would recommend living in the City of Pensacola to family and friends, along with rating the city’s progress in becoming a “City of Excellence.”

COURT REJECTS BEACH CLOSURE CASE, QUESTIONS IF IT WAS ‘FRIVOLOUS’ DARA KAM, JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE --- Raising questions about whether the case was “frivolous” or filed in “bad faith,” an appeals court Friday rejected a Northwest Florida attorney’s lawsuit that sought to force Gov. Ron DeSantis to close beaches statewide to try to prevent the spread of COVID-19. Santa Rosa Beach attorney Daniel Uhlfelder, who has drawn national media attention during the pandemic because of public appearances dressed as the grim reaper, took the beach-closure case to the 1st District Court of Appeal after a Leon County circuit judge ruled against him. But in a sharply worded one-page order Friday, a three-judge panel rejected the case, saying the appeals court has “reviewed the briefs and other filings in this case and finds that the appellant (Uhlfelder) fails to demonstrate even an arguable legal basis for reversal.” “Moreover, the appellant shall show cause within fifteen days why this court should not impose sanctions, including attorney fees and costs, on him and counsel for filing this appeal, the initial brief, and the request for oral argument, which appear to be frivolous and/ or filed in bad faith,” said the order by
Judges Brad Thomas, Susan Kelsey and Adam Tanenbaum. Uhlfelder filed the lawsuit against DeSantis in late March, arguing that the governor should be required to close beaches statewide and issue a strong “safer at home” order to prevent spread of the virus. He acknowledged that Friday’s order was “unusual” and said he would respond to the appeals court within the allotted time frame. “I don’t think it’s frivolous or in bad faith,” he told The News Service of Florida in a phone interview Friday evening. Uhlfelder said he filed the lawsuit “because the governor abrogated his constitutional authority and he has endangered lives.” And since the appeal was filed, the situation with COVID-19 in Florida has “gotten even worse,” Uhlfelder said. In ruling against Uhlfelder in April, Leon County Circuit Judge Kevin Carroll said the state Constitution gives the governor discretion about handling emergencies. “I believe that what I’m being asked to do is substitute my judgment for that of the governor on how to respond to this COVID crisis, which has been somewhat of a moving target,” Carroll said
LONG-TERM CARE COVID-19 DEATHS TOP 7,000 JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE --- The number of Florida long-term care residents and staff members who have died of COVID-19 since the start of the pandemic topped 7,000 on Sunday, while the state saw an overall jump of more than 10,000 cases of the infectious disease. The 7,002 reported long-term care deaths --- the vast majority involving residents of nursing homes and assisted living facilities --- was a grim reminder of the toll that COVID-19 has taken on seniors and people with underlying health conditions. About 40 percent of the COVID-19 deaths in Florida during the pandemic have been linked to long-term care facilities, according to state data. Florida also reported an overall increase of 10,105 COVID-19 cases Sunday, as it and other states face a wave of infections. During the week-long period that ended Sunday, Florida added 41,304 cases and 397 deaths of residents, bringing the overall death toll of residents to 17,518. The spike in cases also has been reflected in hospitalizations. As of midafternoon Sunday, the state reported 3,118 people hospitalized because of “primary” diagnoses of COVID-19. That was up from 2,777 a week earlier and 2,117 a month earlier, according to numbers compiled daily by The News Service of Florida from the state Agency for Health Care Administration website. State leaders have said since the early days of the pandemic that they have been particularly worried about the virus getting into nursing homes and assisted living facilities and spreading among vulnerable residents. Florida Department of Health numbers detail the disparity of how the disease affects seniors and younger people. As of Sunday, 14.7 percent of the overall Florida resident cases involved
people 65 or older. But that group made up about 82.4 percent of the COVID-19 deaths. By contrast, people under age 35 made up 40.8 percent of the cases --- but less than 1 percent of the deaths. The largest numbers of long-term care deaths have been in Miami-Dade and Palm Beach counties, which have been hotspots for COVID-19. Those two counties as of Sunday had a reported 1,589 long-term care deaths, or 22.7 percent of the statewide total. But deaths have occurred throughout the state, in large, mid-sized and rural counties. As of Sunday, 21 counties had at least 100 reported long-term care deaths, Department of Health numbers show. The state has taken a variety of steps to try to curb the spread of the disease in long-term care facilities, including closing them to visitors for months. But Gov. Ron DeSantis in September allowed visitation to resume, with certain guidelines. The senior-advocacy group AARP released a report last week that showed Florida had made improvements in curtailing the spread of COVID-19 in nursing homes during a four-week period that ended Oct. 18. For example, Florida nursing homes reported an average of two active COVID-19 cases for every 100 residents, better than the nationwide average of 2.8 active cases per 100 residents. But AARP Florida State Director Jeff Johnson warned that the recent uptick of COVID-19 cases statewide could have adverse impacts for nursing homes. “Unfortunately, there is no reason to look at this data and conclude that the pandemic no longer poses a risk to frail and vulnerable older Floridians,” Johnson said. “We must keep our guard up, especially if the virus once again is on the rise this winter.” --- News Service staff writer Christine Sexton contributed to this report.

COURT UPHOLDS GPS-AIDED MURDER ARREST JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE --- A state appeals court Monday backed the actions of police officers who used information from a car’s GPS system to track down and arrest a suspect in a 2016 Jacksonville murder. The ruling by a panel of the 1st District Court of Appeal rejected arguments by Brandon Joshua Bailey that the GPS evidence, which was obtained without a warrant, should be suppressed and his first-degree murder conviction should be overturned. Weighing Bailey’s privacy rights, the panel also drew a distinction between the GPS issue and numerous legal disputes in Florida and other parts of the country about whether evidence obtained from cell phones can be used against criminal defendants. The panel’s main opinion said the “harm inherent in a government’s warrantless gathering of CSLI (cell site location information) is primarily borne of the virtual attachment of the device to its owner—allowing for all-encompassing, perpetual tracking which penetrates private spheres --- and of the fact that the overwhelming majority of individuals more or less must own a cell phone. Additionally, as an owner’s vehicle is frequently in operation and driven by others, GPS tracking of cars does not provide police the level of personal surveillance contemplated with CSLI.” Judge Timothy Osterhaus agreed with the result but wrote that he would not go as far as “holding that individuals lack a reasonable expectation of privacy in the records of their movements recorded by their vehicle’s GPS system.” He said he would support Bailey’s arrest and conviction based on what is known as a “good faith” exception that can allow evidence to be used if police officers acted in good faith. Bailey, now 30, was convicted of first-degree murder, armed robbery and possession of a firearm by a convicted felon after the February 2016 murder of Dustin Howell, who was found shot to death in a park, according to the ruling. Bailey had been staying at a hotel with a woman who owned a Honda Accord that was equipped with a GPS tracker because of an agreement between her and a financing company. The woman sometimes gave Bailey permission to use the car but was unaware he took it on the night of the murder. As a result, she called the police and her financing company, which could use the GPS to track the car. Police contacted the financing company and received GPS records without a warrant. Those records ultimately helped lead to Bailey’s arrest. Monday’s ruling upheld a decision by a Duval County circuit judge, who turned down a request to suppress the GPS evidence. But the panel sent the case back to circuit court for further consideration of a separate issue related to Bailey’s competency.
