HOLIDAY FUN FOR EVERYONE AT

WINTERFE ST 2021

I

t’s never too early to get into the holiday spirit, and for more than two decades Winterfest has provided a late November kickoff to the yuletide season. Winterfest returns to Plaza Wonderland at 223 South Palafox Place in downtown Pensacola this holiday season f rom November 19 through December 24. This year’s event kicks off with the arrival of Santa Claus and the Grinch, both of whom will be available for pictures. Each weekend throughout November and December, the streets of downtown Pensacola will come alive, and the entrance of the downtown courthouse will transform into the magical Plaza Wonderland, providing locals and visitors alike the opportunity to experience the magic of the season. In addition to special performances by Gulf Breeze and Washington High School drama students, there will be three themed trolley tours and a special Cajun Christmas performance starring Papa Noel (also known as the Cajun Santa Claus). This year, Winterfest organizers have set up a new online reservation system that will allow guests to pre-schedule a time slot to have their photos taken with Santa and the Grinch as well as the trolley tours. Reservations can be made online at pensacolawinterfest.org. Photos with Santa will be a little different this year, too. “Santa photos are remaining socially distanced just like last year. Children will be seated on gift boxes and can talk to Santa who will be sitting in his sleigh.

This worked so well last year that we will not go back to the good old days of children in the sleigh on Santa’s lap. Adults can get in the photo, too, so now the photos are for the whole family,” Winterfest Board President, Denise Daughtry said. Photos with Santa

November 19-December 20 (Fridays and Saturdays from 4:30 pm–8:30 pm) December 21-24 from 4:30 pm–8:30pm (ends at 7:30 pm on Christmas Eve) Santa Claus is coming to town and will be available for pictures after each trolley tour. Professional photos will be available for purchase and guests are welcome to bring their personal cameras to take pictures or video during their visit. Children can also bring their Christmas letters to give to the jolly man himself, or they can drop them off in mailboxes that will be stationed throughout the event space. Santa and his elves will also host a special holiday cookie competition. Guests are invited to bring six individu-

ally wrapped homemade cookies – along with a copy of the recipe, their name, email and phone number – to be voted on by Santa and his Elves. Winners will be selected each week and will receive two tickets to ride the Winterfest train and have their recipe featured in Mrs. Claus’s very own recipe book. Photos with the Grinch

November 19-December 20 (Fridays and Saturdays 4:30 pm - 8:30 pm) December 21-24 from 4:30pm - 8:30pm (ends at 7:30pm on Christmas Eve) Mr. Grinch sure is a mean one, but Santa’s favorite nemesis is begrudgingly allowing Winterfest guests to invade his space for a photo or two. Guests will meet the Grinch at his throne behind Santa’s sleigh. Unlike Santa, he likes to ask children what they don’t want for Christmas. Guests should take caution, as Mr. Grinch has some tricks up his sleeve and has a special lever that can launch guests out of their seats.

As everyone knows, an evening in Whoville is the best way to get in the Christmas spirit. The Who’s aren’t sure how well this trip will work, but don’t worry, the Whoville Fire Department is ready with an emergency exit slide just in case. Polar Express Tour

November 21, 26-28; December 3-4, 10, 18-19 & 21-24 Join the Conductor for a magical journey in a life-size steam engine, the Polar Express. Share in the adventure as the Conductor recounts the story of the boy who received the first gift of Christmas: a bell from Santa’s sleigh. Onboard the Polar Express Tour, guests will see tap dancing hot chocolate servers and snowy landscapes. Rekindle the wonder of the beloved storybook, along with the belief in the magic of Christmas. All passengers will receive a mini cup of hot chocolate. Come dressed in pajamas, if you’d like. The tour organizers will award a special prize to the rider with the most festive pajamas on each trip.

Grinch Tour

November 21, 26-28; December 3-4, 10, 17-19 & 21-24 Grow your heart at Christmas on a wacky adventure on the stolen trolley. Mr. Grinch used all of the trash from Mt. Crumpit to craft the best trolley at Winterfest. Throughout the tour, guests will get to see more of Dr. Suess’s beloved characters, such as Cindy Lou Who, The Mayor of Whoville, The Cat in the Hat and many more.

Cajun Christmas

November 21, 26-28; December 3-4, 10, 18-19 & 21-23 The holidays are a time to celebrate with family, and no place does that better than Louisiana. Cajun Christmas is a brand new performance at Winterfest that will immerse guests in Cajun Christmas traditions, games and food. Guests will watch an opening show on the courthouse steps before being boarded on a

trolley with a delightful guide. Guests will hear stories of how Cajuns celebrate Christmas in the bayou as they take a short ride to the Historic Village. There, guests will disembark the trolley to another performance featuring Papa Noel, the Cajun Santa Claus. While at the village, Guests can explore, visit the museum, wrassle with gators, play a scavenger hunt or dance to music. There is no limit to how long you can stay at the village, but trolleys will pick up guests to ride back to the courthouse every 30 minutes, with the final ride arriving at 8 pm. Scrooge Tour

December 21-24 Take part in some ghostly fun with the classic tale: A Christmas Carol. Beginning at the steps of the old courthouse for a free to the public pre-show, guests will encounter Ebenezer Scrooge’s long-deceased partner Jacob Marley. Marley wears many chains around him with each link representing a selfish misdeed from his life. Marley must make Scrooge change his ways before it’s too late when Scrooge will face the same fate as Marley. Soon after, guests will meet the ghosts of Christmas past, present and future as they show Scrooge how he became so callous toward others, what the true meaning of Christmas is and that fortune isn’t as important as he thought. SHARE YOUR BRUCE BEACH HISTORY WITH THE CITY OF PENSACOLA The City of Pensacola and SCAPE are seeking historical photos or documents related to Bruce Beach as part of the Bruce Beach Revitalization Project, which the project team may use for the interpretive history signage at the site. The Bruce Beach Revitalization Project was initiated as a catalytic project of the Pensacola Waterfront Framework Plan, with the goal of creating a new recreational and educational destination as part of a more connected public realm along the city’s waterfront. A key priority of the Bruce Beach Revitalization Project is to mark and commemorate African American history and heritage at the site. Design concepts for the project are available here. SCAPE is collecting stories, historical photos and documents related to the following questions: • Did you ever visit Bruce Pool? 2022 MAYOR’S NEIGHBORHOOD CLEANUP SCHEDULE NOW AVAILABLE The 2022 Mayor’s Neighborhood Cleanup Schedule is now available, with the first cleanup of the year scheduled for Saturday, Jan. 29 in the downtown area, including portions of surrounding neighborhoods. Please see the cleanup map for details. Through the Mayor’s Neighborhood Cleanup program, all city neighborhoods have a cleanup once a year during the months of January through October. In addition to Sanitation Services collecting items left at the curb, Code Enforcement conducts a sweep of the cleanup area and addresses any code violations. The Mayor’s Neighborhood Cleanup

allows residents in the cleanup areas to leave eligible items at the curb on cleanup day to be picked up by City of Pensacola Sanitation Services. The cleanup includes bulk items such as household appliances, furniture and mattresses, bicycles and toys, tires and old paint. More information about each cleanup will be sent out and published on the City of Pensacola website prior to the cleanup date. NEW BIKE RACKS INSTALLED ON PALAFOX STREET THROUGH CITY AND DIB PARTNERSHIP Visitors to Palafox Market and other downtown Pensacola events now have a new spot to safely park and secure their bicycles on Palafox Street, with the installation of five new bike racks near Martin Luther King Jr. Memorial Plaza. The bike racks were installed through a partnership between the City of Pensacola Public Works and Facilities Department and the Downtown Improvement Board, with DIB purchasing materials and city crews installing the bike racks. DIB Executive Director Walker Wilson facilitated the purchase of the materials for this project, and the following City of Pensacola Public Works and

BIKE PENSACOLA’S DECEMBER SLOW RIDE Where: Cordova Square, 1101 N. 12th Ave., Pensacola When: Saturday, December 4, 10 am Join Bike Pensacola for the most popular bike ride in town—the Slow Ride! Each month we explore the quiet, scenic streets of Pensacola’s many historic neighborhoods for a fun and leisurely ride among friends. For December we’ll ride as part of the Gonzalez St. Shareway Day, following Gonzalez St. through Eastside, North Hill and into Brownsville. We’ll stop at North Hill’s lovely Alabama Square to take in the sights. Following the Ride there will be activities and educational exhibits at Cordova Square, Alabama Square and Bayview Park. Riders are encouraged to wear holiday regalia! Because most cyclists are “self taught,”

each month we offer information about bicycle laws, safety tips, and addressing different bicycling skills that will help keep rides safe and enjoyable. The ride will be about one hour and ten minutes long, at a casual pace. Nobody will be “dropped” or left behind. Children must be at least 10 years of age to ride their own bicycle, and ages 10–16 must be accompanied by an adult. No pets are allowed on the Rides. Cyclists under 16 must wear a helmet by law; ages 16 and up helmets are recommended but are not required by law. We will enjoy a ride escort by officers of the Pensacola Police Department. JUDGE REFUSES TO BLOCK HEALTH CARE VACCINATION RULE JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — A federal judge has quickly rejected Florida’s request to block a Biden administration requirement that workers at hospitals, nursing homes and other health-care providers be vaccinated against COVID-19. U.S. District Judge M. Casey Rodgers issued an 11-page order Saturday denying a motion by Attorney General Ashley Moody for a preliminary injunction or temporary restraining order against the federal rule. Moody’s office filed a lawsuit Wednesday challenging the rule and sought an injunction or temporary restraining order before the vaccination requirement takes effect Dec. 6. Rodgers, however, wrote that Florida had not shown “irreparable harm” to justify an injunction or temporary restraining order. In part, the state contended that rule would affect state-run facilities, such as veterans’ nursing homes, and exacerbate health-care staffing shortages. “On review of the record, the court finds no adequate showing that irreparable injury will occur in the absence of a TRO (temporary restraining order) or preliminary injunction prior to December 6, 2021,” Rodgers wrote. “The affidavits (of state officials) in support of the motion include assertions of how the various agencies and institutions anticipate they may be adversely impacted by the mandate. In particular, the affidavits express opinions of agency heads who

‘estimate’ that they ‘may’ lose a certain percentage or a number of employees, or speculate as to the consequences they will suffer ‘if widespread resignations were to occur.’ However, such opinions, absent supporting factual evidence, remain speculative and may be disregarded as conclusory.” The lawsuit came after Florida also challenged other vaccination mandates issued by the Biden administration — and was filed the same day that the Republican-controlled Legislature passed a law designed to block such mandates. The rule, issued this month by the federal Centers for Medicare & Medicaid Services, applies to hospitals, nursing homes and other health-care providers that participate in the Medicare and Medicaid programs. Under the rule, health-care workers are required to receive at least one dose of COVID-19 vaccine by Dec. 6 and be fully vaccinated by Jan. 4, with limited exemptions for medical and religious reasons. In denying the request for an injunction or temporary restraining order, the Pensacola-based Rodgers said the state had not shown irreparable harm related to agencies losing federal money for not complying with the vaccination requirement. “Moreover, there is no evidence to suggest that the anticipated loss of federal funding from the state agencies’ noncompliance will occur immediately on December 6, 2021, because the asserted loss of staff is speculative, the affidavits fail (to) take to into account any impact from the

ARGUMENTS SET IN DISABLED STUDENTS MASK CASE JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — A federal appeals court is scheduled to hear arguments in February in a dispute about whether Gov. Ron DeSantis’ efforts to prevent school mask mandates violated laws designed to protect the rights of people with disabilities. The 11th U.S. Circuit Court of Appeals issued a notice last week that said arguments will be held the week of Feb. 7 in Miami. The case centers on a July 30 executive order that DeSantis issued to try to prevent school districts from requiring students to wear masks during the COVID-19 pandemic. Families of children with disabilities sought a preliminary injunction against the order, but U.S. District Judge K. Michael Moore rejected the request in September. That led attorneys for the families to go to the Atlanta-based appeals court, contending that the state has violated the Americans with Disabilities Act and another law, the Rehabilitation Act, that protect the rights of people with disabilities. In a brief filed last week, attorneys for the families wrote that the “case is about whether children with disabilities who are at a heightened risk of severe illness or death if they contract COVID-19 can safely attend their schools.” “These children are left in limbo as they face an increased risk of illness or death if they go to school or an irrecoverable loss to their education if they enroll in substandard virtual or homebound schooling,” the 81-page brief said. “A reasonable accommodation is available to make in-person classes safe to attend: universal masking.” DeSantis’ executive order led to the Florida Department of Health issuing rules aimed at barring school mask mandates and the Florida Department of Education imposing financial penalties on districts that bucked the rules. The Republican-controlled Legislature went a step further during a special session last week, passing a law that bars local school officials from requiring students to wear masks. While some school districts challenged the Department of Health rules and required students to wear masks, those districts in recent weeks have dropped mask mandates. DeSantis and

other state Republican leaders have argued for months that parents should be able to decide whether children wear masks. The disabilities lawsuit was filed in August and includes the families of 15 children with a variety of disabilities such as Down syndrome, autismspectrum disorders and chronic kidney disease. In a Sept. 15 decision rejecting a preliminary injunction, Moore wrote that the plaintiffs should have pursued administrative claims before filing the lawsuit. He said the plaintiffs have different circumstances, requiring “unique solutions.” “The court finds all plaintiffs would be substantially benefited by pursuing administrative remedies that can provide tailored solutions to each child’s individual needs,” Moore wrote. The judge also wrote that the plaintiffs had not shown “irreparable harm because they have not been denied educational services all together.” In a court document filed last month, attorneys for the state backed Moore on both issues. “The district court was also right to conclude that plaintiffs have not alleged an irreparable educational injury sufficient to warrant a preliminary injunction,” the attorneys for the state wrote. “The temporary denial of plaintiffs’ preference for in-person instruction in the locations and on all the terms that they would dictate to their local schools is not an irreparable injury.” But in the brief filed last week, attorneys for the families disputed that they needed to exhaust an administrative claims process. A three-judge panel of the 11th U.S. Circuit Court of Appeals rejected arguments by Serge Francois and Patrick Tonge, who were convicted in 2017 of numerous charges including health-care fraud and paying kickbacks. Francois was the owner of Atlantic Pharmacy & Compounding, which made compound prescription creams, according to Monday’s ruling. Tongue, identified by the court as Francois’ former used-car dealer and personal trainer, was hired as manager despite having no pharmaceutical training. The business collected more than $31 million in claims from the TRICARE military health program and the Federal Employee Health Benefits Program. The claims were submitted through Express Scripts, a pharmacy benefit manager.
