FOO FOO FEST
BACK ON THE STREETS by Darien Hardy
A
fter an unfortunate cancellation in 2020 due to the pandemic, one of Pensacola’s most beloved arts and culture events is back and stronger than ever. The seventh annual Foo Foo Fest will take over the streets of downtown Pensacola with its grand umbrella of 20 artistic and cultural events.
This 12-day celebration attracts both locals and visitors to downtown Pensacola for a series of culturally creative happenings and fun events of the highest artistic caliber— all with a touch of southern sophistication. One-of-a-kind performances, art exhibits in the streets and even film festivals are all a part of this year’s Foo Foo Fest. While the festival showcases a wide range of events each year, it is traditionally rooted in three of the Gulf Coast’s signature annual events: the Great Gulfcoast Arts Festival, the Frank Brown International Songwriters Festival and the Blue Angels Homecoming Airshow. This year’s lineup also includes the STAMPED: LGBTQ Film Festival, Pensacola MESS Hall’s Science of Strategy and the Gulf Coast Quilt Trail and DIY Paint Party. “The committee is looking forward to an incredible and much-awaited 2021 Foo Foo Festival. The team has been working side by side with our festival grantees and Friends of Foo event organizers to ensure we put together two weeks of unforgettable events throughout Pensacola. As the fall festival city of the south, I am excited to see what these organizations have in store and for our community to have the opportunity to experience,” Visit Pensacola Director of Marketing and Communications, Nicole Stacey said. Festival organizers are taking all necessary precautions to ensure the health and safety of attendees with enhanced outdoor spaces to allow for ample social distancing. This 12-day smorgasbord of arts, culture and historical events will be held at various venues and outdoor spaces throughout the city from November 4–15. So come downtown to get your Foo Foo on in the fall at some, or all of these great events. Scan the QR Code below, visit foofoofest.com or follow @foofoofest on social media for updates and more information about this year’s line-up of events.

NEIGHBORWORKS AMERICA GIVES PENSACOLA HABITAT FOR HUMANITY $4,000 GRANT FOR NEIGHBORS HELPING NEIGHBORS EVENT
HEALTHY GULF HOSTS VIRTUAL EVENT ON OFFSHORE DRILLING WITH REP. KATHY CASTOR
On Saturday, Oct. 23, Pensacola Habitat for Humanity helped three neighbors during its Neighbors Helping Neighbors event in the Westside Garden District, thanks to a $4,000 grant from NeighborWorks America. Nine residents of the Westside Garden District volunteered their time to complete repairs and safety adjustments for three of their aging neighbors. Kristin Brown, resident leader of this project, and Donna Pruett, a Pensacola Habitat Community Development Committee member, started Neighbors Helping Neighbors and worked closely with Pensacola Habitat to plan and execute the event. These projects included yard work, lighting installation, porch repairs, handrail installation, and much more! “I think the Westside Garden District realized connections were missing in order to help one another in the neighborhood after Hurricane Sally hit. Reaching out and helping our neighbors was so rewarding. They have been in the neighborhood for many years and were happy to share stories about the area and grateful for our assistance. It was a perfect day of new friends, food, and fun and a great way to build and grow our friendships and neighborhood community,” stated Kristin Brown, resident leader of the project.
Tuesday, November 2 at 5:30 pm SCI Building Community Room, 220 W Garden St, Pensacola Offshore drilling in the Gulf of Mexico is a direct threat to Florida’s beaches. Yet the state remains vulnerable as a long-standing Congressional moratorium on drilling in the eastern Gulf near Florida expires in just eight months. Join us as we learn about efforts underway to create a permanent drilling moratorium, and hear from local and national voices advocating for protection for Florida’s beaches and coast. Florida U.S. Rep. Kathy Castor will join the event live via video link to detail legislation she introduced to create a permanent moratorium on drilling in the eastern Gulf, and how residents can help to push for its passage. Local beach residents, business owners and environmental advocates will be there to add their support for a permanent moratorium and speak about how local residents can get engaged in the effort. An event page with more information can be found on the Healthy Gulf Facebook page. An event agenda is below:
The Community Development Program works to preserve homeownership for Escambia and Santa Rosa Counties residents by engaging and empowering them to revive their neighborhoods and become leaders within their communities. It offers services that enhance the quality of life. Neighbors Helping Neighbors is a neighborhoodspecific program within Pensacola Habitat’s Community Development Program which focuses on helping residents age in place safely while also building relationships with their neighbors. “Events like this one embody exactly what Pensacola Habitat’s Community Development Program is all about: connecting neighbors and empowering them to make a difference in their community. We couldn’t have done this event without the help of the Westside Garden District residents and NeighborWorks America. We look forward to growing this initiative by expanding it to other neighborhoods in our area,” stated Emma Field, Community Development Manager. NIGHT WORK TO BEGIN ON DOWNTOWN PENSACOLA RELIABILITY PROJECT PENSACOLA — Gulf Power’s energy grid modernization project in downtown Pensacola to improve reliability for customers will shift to nighttime work beginning Sunday and continuing through November. Crews will work Sunday through Thursday nights from 10 p.m. to 8 a.m. on South Palafox Street between Garden and Government streets. Working at night minimizes traffic, parking and pedestrian inconveniences for residents and businesses downtown. Crews will be installing cable in the new underground duct system after the excavation portion of the project was completed in May. “We worked with local businesses, the Downtown Improvement Board and the City of Pensacola to shift the work hours
to minimize disruptions for the community,” said Rick Byars, Gulf Power regional manager for external affairs. “We appreciate everyone’s cooperation and patience as we move forward with this project that will further improve our reliability in the area for a long time to come.” The $86 million project, which began in 2018 and is on track for completion in early 2023, is upgrading the 70-year-old network that delivers power to homes and businesses downtown. The modernization of the energy network under the downtown streets and sidewalks involves replacement of concrete-encased duct systems, power cables, transformers and protection equipment.

SEMINOLES QUIETLY KICK OFF SPORTS BETTING IN FLORIDA
DEMOCRATS CALL FOR MORE PUBLIC INPUT ON REDISTRICTING
DARA KAM NEWS SERVICE OF FLORIDA
JIM TURNER NEWS SERVICE OF FLORIDA
TALLAHASSEE — The Seminole Tribe on Monday quietly launched online sports betting in Florida, amid continuing legal challenges to a gambling deal approved by state lawmakers in May. The tribe’s highly anticipated rollout of sports betting in the state came with no fanfare, and a spokesman declined to comment when asked about the launch. But social media erupted Monday afternoon after the Seminoles’ Hard Rock Sportsbook allowed players in Florida to download an app enabling them to make deposits and place wagers on professional football, hockey and soccer games and make bets on other sports. The launch was first reported by radio talk-show host Andy Slater. Gov. Ron DeSantis this spring opened the door to sports betting in Florida — viewed as one of the nation’s most-fertile grounds for digital wagering — through a deal signed with tribe Chairman Marcelus Osceola Jr. The Legislature signed off on the agreement, known as a compact, in a May special session, but the deal is being challenged in federal court. The “hub-and-spoke” sports-betting plan in the compact allows gamblers throughout the state to place bets online, with the bets run through computer servers on tribal property. The compact says bets made anywhere in Florida “using a mobile app or other electronic device, shall be deemed to be exclusively conducted by the tribe.” The tribe is ultimately expected to pay billions of dollars to the state because of sports betting and other benefits in the compact, such as being able to offer craps and roulette at tribal casinos. Part of the deal also requires the tribe to enter agreements to market sports betting with pari-mutuels that will receive a 60 percent cut of profits generated by the marketing. The tribe announced Thursday that it has contracted with the Palm Beach Kennel Club; Hialeah Park Casino; Ocala Gainesville Poker and Ocala Breeders’ Sales Co.; Tampa Bay Downs; and TGT Poker & Racebook in Tampa to partner
UF FORMS TASK FORCE AMID PROFESSOR CONTROVERSY NEWS SERVICE OF FLORIDA STAFF Under fire over a decision about professors serving as expert witnesses in a high-profile elections lawsuit, University of Florida leaders are appointing a task force to review the school’s conflictof-interest policy. University President Kent Fuchs and Joe Glover, the school’s provost and senior academic affairs vice president, posted a message on the UF website Monday announcing the formation of the task force. The message said the task force will look at the conflictof-interest policy for “consistency and fidelity. While the existing policy was revised just last year, it is critical to ensure the policy advances the university’s interests while protecting academic
SMALL BUSINESS TAX ‘HOLIDAY’ PROPOSED NEWS SERVICE OF FLORIDA STAFF Discounts for shoppers would be offered through a sales-tax “holiday” at small businesses on the Saturday after Thanksgiving, under a pair of bills filed Monday for the 2022 legislative session, which will start in January. The bills (SB 712 and HB 439) by Sen. Annette Taddeo, D-Miami, and Rep. Carlos Guillermo Smith, D-Orlando, would establish
in the digital sports wagering. The terms of the deal call for the Seminoles to pay at least $2.5 billion to the state over the first five years of the 30-year agreement. The tribe said Thursday the state received a first payment of $37 million in October. DeSantis issued a statement describing the compact as “historic.” “Not only will this compact bring a guaranteed $2.5 billion in revenue over the next five years, but it also brings together Florida pari-mutuel businesses from across the state in a creative partnership with the Seminole Tribe providing increased access to safe and transparent sports betting in Florida,” DeSantis said. The tribe’s digital sportsbook went live just days before a federal judge is slated to hear arguments in a case filed by Florida pari-mutuel owners challenging parts of the compact. Owners of Magic City Casino in Miami-Dade County and Bonita Springs Poker Room in Southwest Florida contend in the lawsuit, filed against the U.S. Department of the Interior and Secretary Deb Haaland, that the sportsbetting plan violates federal laws and will cause a “significant and potentially devastating” impact on their businesses. The Department of the Interior oversees Indian gambling issues and allowed the compact to move forward. The Havenick family, which has owned the Miami-Dade and Southwest Florida facilities for more than five decades, filed a similar lawsuit in July against the state in federal court in Tallahassee, but a judge dismissed the Florida case last month. Meanwhile, digital wagering platforms DraftKings and FanDuel each have contributed $10 million to a political committee backing a proposed constitutional amendment in Florida that would legalize sports betting at professional sports arenas, pari-mutuel facilities and statewide via online platforms. The proposal would go on the November 2022 ballot if the committee can collect enough signatures and get Florida Supreme Court approval of the wording.
freedom.” Professors Daniel Smith, Michael McDonald and Sharon Austin were set to testify as plaintiffs’ witnesses in a federal lawsuit challenging a new Florida election law that, in part, makes it harder for people to vote by mail. But the university drew widespread criticism after a document filed by the plaintiffs on Friday said the university notified the professors that they would be prohibited from testifying in the case. According to the court document, the university told the professors that “outside activities that may pose a conflict of interest to the executive branch of the state of Florida create a conflict” for the university. The university later said the professors could testify if they don’t get paid or use school resources — a position reiterated in the message Monday from Fuchs and Glover. The message said that “if the professors wish to testify pro bono on their own time without using university resources, they are free to do so.”
the “Small Business Saturday” holiday during one of the busiest shopping times of the year. Under the proposal, sales taxes would not be charged on items that cost $500 or less. Small businesses would have the option to participate in the tax holiday, which likely would be part of a larger package of tax holidays offered by the state. During this spring’s session, lawmakers approved a $196.3 million tax package that included tax holidays on back-to-school items, hurricane-preparation gear and entertainment and outdoor activities.
TALLAHASSEE — Democratic lawmakers said more public input — beyond people making limited comments at committee meetings and proposing maps — is needed in the once-a-decade redistricting process. During an online news conference Monday, leading Democrats on House redistricting panels discussed holding online workshops or allowing online input from people across the state during committee meetings. House and Senate Republican redistricting leaders said recently they were awaiting a decision about whether to hold online workshops. “We have no idea what the people are going to say, given an opportunity,” said Rep. Joe Geller, an Aventura Democrat who is the party’s ranking member on the House Redistricting Committee. “That’s why we need to give them the opportunity, so we can find out what they have to say. There’s no reason not to do this. It is my hope that they (Republican leaders) will yet see the light and that they will allow the public voice.” Rep. Dan Daley, a Coral Springs Democrat who is the ranking member on the House State Legislative Redistricting Subcommittee, questioned how open the redistricting process is going to be. “Heck, we even scheduled the (subcommittee) meetings at the same time,” Daley said. “So, you can’t tell me from one side of your face that you support open and transparent processes and then schedule meetings at the same time so Floridians can actively participate.” The Republican-controlled Legislature has set up a website for the public to propose new boundary lines for state
VISIT FLORIDA EXTENSION TAKES FIRST STEP NEWS SERVICE OF FLORIDA STAFF Senate Commerce and Tourism Chairman Ed Hooper, R-Clearwater, started to move forward Tuesday with his proposal to extend the life of Florida’s tourismmarketing agency into the next decade. The Commerce and Tourism Committee unanimously approved the proposal (SB 434), which would extend from Oct. 1, 2023, to Oct. 1, 2031, the “sunset” date for Visit Florida. The agency has been leading efforts to draw tourists back to the state during the COVID19 pandemic. Sen. Travis Hutson, R-St. Augustine, said Visit Florida is needed to help offset negative media attention following crises. “Way back when the city of St. Augustine got hit by (Hurricane) Matthew, and everybody thought that our city was closed, underwater, out of business, Visit Florida came in and not only advertised to the west part of the state to tell everybody we were
HEALTH DEPARTMENT SEEKS MONEY FOR DRUG PREVENTION NEWS SERVICE OF FLORIDA STAFF Pointing to substance abuse and overdoses during the COVID-19 pandemic, the Florida Department of Health will ask a legislative panel this week to approve spending $5 million for a youth drug-prevention campaign. “The Centers for Disease Control and Prevention reported youth are now at an increased risk of substance use disorder and overdose in the wake of the COVID19 pandemic,” said a proposal slated to go before the Joint Legislative Budget
House and Senate and congressional districts that take into account Florida’s population growth over the past decade. The new maps, which will take effect for the 2022 elections, will include one additional U.S. House district. Legislative leaders have said they will not hold in-person meetings across the state to gather public testimony. They have pointed, at least in part, to a shortened timeline to complete the new maps because the COVID-19 pandemic delayed U.S. Census data. The Senate Reapportionment Committee isn’t expected to meet again until the 2022 session begins in January, while its subcommittees have been charged with advancing new maps over the next two months. The Senate subcommittees are not scheduled to meet this week, as lawmakers return to the Capitol to prepare for the session. Maps must be finalized before qualifying for next year’s congressional and legislative races begins June 13. The House Redistricting Committee will receive a presentation about redistricting law on Tuesday, with the House Congressional Redistricting Subcommittee and the House State Legislative Redistricting Subcommittee separately getting similar presentations on Wednesday. Meanwhile Monday, a traveling food truck from the anti-gerrymandering group RepresentUs was in the Capitol courtyard distributing slices of pizza, with the first few cut into random shapes to raise awareness about redistricting. “We are showing how politicians slice up districts to their own advantage, so they can get a larger piece of the pie,” Joe Kabourek, a spokesman for Florence, Mass.-based RepresentUs, said.
open, but also to surrounding areas just outside the state and helped my city recover tremendously right after a hurricane, which was very needed,” Hutson said. But Phillip Suderman, policy director for the conservative advocacy group Americans for Prosperity-Florida, said the role of government should be to focus on core functions needed to operate, which does not include tourism marketing. “The goal for government is even more important now as our nation and our state look to move forward and recover from the economic effects of COVID-19,” Suderman said. Hooper’s bill will need to be approved by the Senate Appropriations Committee before it could go to the full Senate during the legislative session that will start Jan. 11. A House version has not been filed. Without an extension, Visit Florida, which has faced opposition in the past from House leaders, would cease operating on Oct. 1, 2023. Visit Florida is seeking $50 million in next year’s state budget. The agency received $80 million from the Legislature for the current year, which included $30 million from federal stimulus programs.
Commission on Thursday. “The impact of isolation from quarantine orders and disruption in school and social events has massively impacted youth who suffer from a SUD (substance use disorder) and has led to a rise in drug overdoses. To address this growing threat, it is critical that youth, parents/guardians, and educators are provided factual information on drug use during the current pandemic and in future disaster scenarios to prevent future youth substance use and abuse.” The legislative panel is made up of House and Senate members and can make mid-year budget decisions. The proposal said the Department of Health, working with the Department of Education, would develop a statewide media campaign dubbed “The Facts, Your Future, Youth Substance Use Prevention.”
