PENSACOL A PUNK ROCK FLE A MARKET by Dakota Parks

cross major cities in the US, you can find a hardcore gathering of people clad in leather jackets, tattoos, mohawks and mullets, ready for headbanging and moshing— or just shopping. The Punk Rock Flea Market is a widespread cultural phenomenon that harmoniously embraces the punk rock subculture with DIY aesthetics, artisans, eclectic art, macabre goods and oddities for sale at the same event. Back for its 5th year, the Pensacola Punk Rock Flea Market was originally founded by Bari Kyle of Nearly Dead Threads & Oddities, but the baton has been passed to longtime vendor-turned-organizer, Megan Wills. This year’s event will be held on October 24 from 2–5 pm at 432 W Belmont Street. “I think the market does a really good job at helping people find their people. It gives room for everybody to come together and coexist in a judgement-free space,” Wills said. “My favorite part is seeing shy, introverted people come to life at the event and discover people that have their same fascinations and interests. You know, you don’t have to be a punk or a punk rock person to come to the event. It’s the wide variety of goods, artisans and the general vibe that is punk.” The vendors at the market create and sell eclectic oneof-a-kind artwork and goods that range from vintage and upcycled clothing to handmade jewelry, potted plants, horror and fan memorabilia, creepy home décor, curated oddities, Halloween-themed items, antiques and aptly termed “punk junk.” As Wills explained, this year’s event will be the biggest market yet with more than 60 vendors scheduled.

“We’ve all been on lockdown, waiting for the world to reopen, so I think markets are starting to pick back up and people are really excited to get back out there,” Wills explained. “One of my insider tips for shopping the market is to walk a loop and browse all of the vendors first before you start spending money, so you don’t get to the end and have buyer’s remorse. With this many vendors, it’s easy to spend all of your money before you even reach the end of the lineup.” While performances from local punk bands are a usual staple at most Punk Rock Flea Markets, there won’t be any live music this year to keep the crowd moving and spaced out. Wills explained that in the past vinyl record shops have curated a lineup of tunes and Reverend Powell, the owner of the lot where the event takes place, has set up

jazz music for attendees. In addition to the vendor lineup, there are several donation booths, provided at no-cost for nonprofits and charities to table and raise awareness about their organizations. The groups in attendance this year are the National Youth Advocate Program, which provides

For Catherine Boswell, owner of Jade Tree Succulents, the Punk Rock Flea Market is both the shortest market she sets up at all year and the busiest. Boswell has been running her business for four years and sets up every Saturday at Palafox Market. She describes her work as “green interior” as most of her planters are designed for

interior home décor. While she is known for upcycling and creating planters out of everyday objects, she also creates unique planters and terrariums specifically for the Punk Rock Flea Market. “I actually double my usual inventory for this market. I make a lot of skull head planters and cemetery terrariums with some spooky Halloween miniatures specifically for this market. In addition to those, I also have moss terrariums, fairy garden terrariums, disco ball planters and dinosaur toy succulent planters, which everyone loves,” she said. “I just try to create unique items that you can’t find anywhere else.” Just like Boswell’s unique planters, Angi Jones, owner of Curious Revival, has been traveling to Pensacola from Mississippi each year since 2017 to set up at the Punk Rock Flea Market and sell her “cabinet of curiosities.” Jones has always been a lifelong thrifter and fascinated by all things creepy. She noticed at flea markets, estate sales and auctions that there were always a lot of broken, dusty baby dolls that never got purchased. She decided to combine her handpicked vintage finds with elements of assemblage art to revive

these forgotten doll parts in a curious way. “I am a psychiatric nurse with a master’s degree in psychology, so I know all about brokenness and feeling unwanted. My business not only let me revive these forgotten objects but also kept me sane through an extremely difficult time in my life,” Jones explained. “At other markets, I am the weird kid in the corner. People either think my stuff is cool, they may not like the art but dig my vintage pieces or they are completely scared of it! At the Pensacola Punk Rock Flea Market, I can fully be myself and let my freak flag fly. I usually make some of my edgier pieces for this market.” Whether you’re looking to get into the spooky season spirit, trying to track down some one-of-a-kind art and décor pieces or want to hang out and meet some local punks, the Pensacola Punk Rock Flea Market has a little something for everyone. Mad Munchies food truck will be slinging vegan food and Mrs. Jones Cold Brew Coffee will be pumping out the caffeine at the event. COUNTY SEEKING APPLICATIONS FOR AFFORDABLE HOUSING ADVISORY COMMITTEE

OUTDOOR ADVENTURE AND RECREATION FESTIVAL COMES TO PENSACOLA OCT. 23

The Board of County Commissioners is soliciting applications for persons interested to serve as representative to the Escambia-Pensacola Affordable Housing Advisory Committee (AHAC) for the term Jan. 1, 2022 through Dec. 31, 2024. The committee was established per F.S. 420.9076 for the purpose of reviewing affordable housing incentives available within the county and to make recommendations concerning those incentives to the Escambia County Board of County Commissioners and Pensacola City Council. The committee will also help in the development of the Local Housing Assistance Plan (LHAP) for the State Housing Initiatives Partnership program. The Board is seeking to fill seven slots from the following categories: • Citizen who is actively engaged in the residential home building industry in connection with affordable housing. • Citizen who is actively engaged in the banking or mortgage banking industry in connection with affordable housing. • Citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing. • Citizen who is actively engaged as an advocate for low-income persons in connection with affordable housing. • Citizen who is actively engaged as a for-profit provider of affordable housing. • Citizen who is actively engaged as a not-for-profit provider of affordable housing. • Citizen who is actively engaged as a real estate professional in connection with affordable housing.

ESCAMBIA COUNTY FIREFIGHTERS, DISPATCHERS AND PARAMEDICS TO RECEIVE $2,000 SIGN-ON BONUS UPDATED TO INCLUDE THE ESCAMBIA COUNTY FIRE RESCUE CAREER FIREFIGHTER $2,000 SIGN-ON BONUS On Thursday, Oct. 14, the Escambia County Board of County Commissioners voted to approve the amended Recruitment Initiative Pay Policy and designate numerous full-time positions as positions eligible to receive the Recruitment Incentive under the policy. Under the adopted policy, newly hired Escambia County firefighters, paramedics and emergency communications dispatchers will receive a $2,000 signon bonus. On May 6, 2021, the Board of County Commissioners approved the Recruitment Incentive Pay Policy. This proposed Agreement was to be utilized as the mechanism to facilitate the Recruitment Incentive Pay Policy and be provided to candidates for employment in a classification that qualifies for the Recruitment Incentive Pay and

who agree to the terms set forth in the Agreement. “Just like in every county, we’re constantly competing to hire the best personnel," said Escambia County Public Safety Director Eric Gilmore. "This pay incentive makes us competitive and gives us a better chance to recruit and hire the best possible candidates for Escambia County.” Escambia County Public Safety is responsible for keeping citizens safe from emergencies and both man-made and natural disasters. The City of Pensacola Parks and Recreation Department is scheduled to host its inaugural Pensacola Outdoor Adventure and Recreation Festival, OAR Fest, from 10 a.m. to 2 p.m. on Saturday, Oct. 23 at Bayview Park. The Bayview Boat Ramp and tennis courts located at Bayview Park will be closed during the event. Guests are invited to participate in free kayaking, stand-up paddleboarding, windsurfing and rowing instructional demonstrations at the event. The mission of the OAR Fest is to showcase paddling and outdoor opportunities within the Pensacola Bay area and provide environmental education that ensures these recreational opportunities will be available to Pensacola citizens and visitors for generations to come. The festival will also offer opportunities for both veteran paddlers and those interested in trying the sport for the first time to participate in a competitive and fun paddling race. Paddlers interested in racing may register online with this link. Local vendors will be onsite to showcase outdoor recreational opportunities, outdoor gear, and promote environmental stewardship and education. Concessions from local food truck vendors will be available for purchase. The Bayview Boat Ramp and tennis courts located at Bayview Park will

ESCAMBIA COUNTY LAUNCHES EMERGENCY RENTAL ASSISTANCE PROGRAM Renters in Escambia County who require assistance with overdue rent and utility bills due to COVID-19 can apply for emergency rental assistance through the Escambia County Emergency Rental Assistance Program. This program is also open to City of Pensacola residents. The application portal opens Monday, Oct. 18, 2021 and is available in English and Spanish. Please call 850-403-6044 to make an appointment for in-person assistance. Emergency rental assistance may be provided to eligible low-income Escambia County residents and families who: • Have been financially impacted by COVID-19; • Have total household income at or below 80% Area Median Income; • Are at risk of experiencing homelessness or housing instability; and • Have not received any other rental assistance for the requested months Both the renter and the landlord must submit an application through the portal. Reimbursement will be paid directly to the landlord or utility provider. View eligibility requirements and see if you qualify here. The program can cover up to 12 months of overdue or late rent and utility bills for households in Escambia County. TADDEO TOSSES HAT INTO RACE FOR GOVERNOR DARA KAM NEWS SERVICE OF FLORIDA TALLAHASSEE—State Sen. Annette Taddeo jumped into the Democratic primary race for governor on Monday, saying she is the candidate who can excite voters in her party’s bid to oust Republican Gov. Ron DeSantis next year. Taddeo’s entrance into the contest sets up a crowded and potentially awkward Democratic primary battle with U.S. Rep. Charlie Crist and Agriculture Commissioner Nikki Fried. Crist, a Republican-turned-independent-turned Democrat, tapped Taddeo as his lieutenant-governor running mate in his losing effort to recapture the governor’s office in 2014. Crist was defeated by former Gov. Rick Scott, who is now a U.S. senator. “I have tremendous respect for Charlie. I love Charlie, and I know he has a huge heart. But this race is not about Charlie or about me. This race is about the future for Floridians and who is going to be the best person to create the coalition and create the excitement from the ground up, for us to win in Florida,” Taddeo told reporters after filing paperwork for the race Monday morning in Tallahassee. In a prepared statement, Crist praised Taddeo, a former chairwoman of the Miami-Dade County Democratic Party. “I know and respect Annette Taddeo. We share a common goal of moving Florida forward and away from the negative and divisive politics damaging our state today under the failed leadership of Gov. DeSantis,” he said. “We, like most Floridians, know we can and must do better. Time and time again, Annette has stood up for her community, and that's why I

asked her to be my lieutenant governor in 2014. Annette will bring spirit, heart and important perspective to this race.” Taddeo, who grew up in Colombia, joined the Florida Senate in a 2017 special election to replace a disgraced Republican lawmaker who was forced to resign following a profanity-laced and racially tinged outburst at a private club near the Capitol. Taddeo was outgunned financially by her opponent, former Rep. Jose Felix Diaz, who had the backing of GOP Senate leaders. At the time, Democrats viewed the 2017 special election and Taddeo’s win as a litmus test for thenPresident Donald Trump and his policies. But DeSantis, Trump’s close ally, edged out Democratic challenger Andrew Gillum in the 2018 gubernatorial race, and Democrats lost a number of legislative and congressional seats in 2020. Taddeo, however, said she believes she has what it takes to galvanize Hispanic voters and appeal to progressives, as Democrats struggle to regain a foothold in Florida, where Trump defeated President Joe Biden by three percentage points last year. “I am a lifelong Democrat and somebody who has never stood down to our democratic values, always has been willing to stand up no matter how tough the fight is. That is what we need,” she said. When she and her family lived in Colombia, Taddeo’s father, who was a pilot in World War II and the Korean War, was kidnapped by revolutionary guerillas. The family relocated to Miami, where Taddeo eventually established a successful business that offers translations in more than 200 languages. A campaign video released Monday

COURT REJECTS WOMEN'S CHALLENGE TO FELONS VOTING LAW JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE—A federal appeals court Monday rejected arguments that a 2019 Florida law about felons’ voting rights is unconstitutional because of its effects on low-income minority women trying to go to the ballot box. A three-judge panel of the 11th U.S. Circuit Court of Appeals ruled that plaintiffs Rosemary McCoy and Sheila Singleton did not meet a legal test of proving “discriminatory intent” by the Legislature. The 2019 law (SB 7066) was designed to carry out a 2018 constitutional amendment that restored voting rights of felons who had completed terms of their sentences. The Republican-controlled Legislature required that felons satisfy all “legal financial obligations”—such as paying restitution, fines and fees—before their voting rights could be restored. The legal f inancial obligations requirement touched off fierce political and legal battles, with opponents likening it to a poll tax. McCoy and Singleton, Black residents of Duval County who had been convicted of felonies, argued that the law was unconstitutional because low-income women of color would have a harder time paying legal financial obligations to get their voting rights restored. A federal district judge rejected the arguments, leading attorneys from the Southern Poverty Law Center to appeal to the Atlanta-based 11th U.S. Circuit Court of Appeals. They argued that the law violated constitutional equal-protection rights and the U.S. Constitution’s 19th Amendment, which guaranteed the right to vote for women. “At trial, appellants (McCoy and Singleton) proved that SB 7066’s (legal financial obligations) requirement had a disparate, negative impact on racial

minorities and those who lack a genuine financial inability to satisfy their monetary obligations as a condition precedent to their voter eligibility,” the plaintiffs’ attorneys wrote in a brief last year. “Gender compounds the negative impact, leaving women of color who are returning citizens with an insurmountable burden on their right to vote.” But in an 11-page main opinion Monday, the appellate panel said the plaintiffs had to prove discriminatory intent to succeed in the case. “The equal protection gender discrimination claim McCoy and Singleton advanced can be sustained only upon a showing of discriminatory intent,” Judge Jill Pryor wrote in an opinion joined by Judges Adalberto Jordan and Gerald Tjoflat. “Because McCoy and Singleton did not attempt to make this showing, their Equal Protection Clause claim fails, and the district court was correct to reject it. Discriminatory intent also is an essential element of McCoy’s and Singleton’s claim under the Nineteenth Amendment.” The plaintiffs’ attorneys had argued for a different legal standard—that the law placed an “undue burden” on the ability of the women to regain the right to vote. They wrote in the brief last year that women enter the criminal-justice system after earning less money than men and leave the system unable to pay the legal financial obligations. Also, they wrote that “women of color are even less likely to find gainful employment that would allow them to pay off ” the obligations. “Appellants (McCoy and Singleton) contend that their burdens create insurmountable barriers for them to overcome to vote under SB 7066,” the brief said. “Such dispositive barriers make up the essential definition of an undue burden, especially as applied to the fundamental and ‘precious’ right to vote.”

STATE POISED TO REVAMP CIVIC EDUCATION RYAN DAILEY NEWS SERVICE OF FLORIDA TALLAHASSEE—The State Board of Education on Wednesday will consider adopting a proposal aimed at reshaping the way civic education is taught in public schools, culminating an effort set in motion by lawmakers this spring. Making changes that inject patriotism into the curriculum was a priority of top Republican lawmakers and Gov. Ron DeSantis during the legislative session that ended April 30. DeSantis signed a measure (HB 5) into law in June that called for giving Florida students an “understanding of the civic-minded expectations, developed by the State Board of Education, of an upright and desirable citizenry that recognizes and accepts responsibility for preserving and defending the blessings of liberty inherited from prior generations and secured by the United States Constitution.” A proposed rule that the state board will consider Wednesday, in part, deals with directing the state Department of Education to require students to understand America’s founding documents, something DeSantis touted when he signed the measure. “Understanding the Bill of Rights, understanding other key amendments to the Constitution, understanding the differences between (the) federal and state Constitution,” DeSantis said during a bill-signing event. “There’s all these different things that I think are fundamental.” The proposed rule, which would update curriculum for kindergarten through 12th grade, also involves instilling patriotic values in schoolchildren.

For instance, the proposed rule lays out several characteristics of what would make students an “upright and desirable” citizen. The proposal says that such a citizen should display “civic virtue and selfgovernment that promotes the success of the United States constitutional republic through personal responsibility, civility, and respect in political, social, and religious discourse and lawful civic engagement.” The proposed rule also says a desirable citizen respects “the military, elected officials, civic leaders, public servants, and all those who have defended the blessings of liberty in pursuit of the common good, even at personal risk.” A separate part of the proposal says upright citizens appreciate “the price paid by previous generations to secure the blessings of liberty and why it is the responsibility of current and future generations to preserve it.” If the proposal is adopted by the state board, filled with DeSantis appointees, Florida students also will be taught that that “political ideologies, such as communism and totalitarianism, conflict with the principles of freedom and democracy essential to preserving the United States constitutional republic.” The law that triggered the proposed rule also directed the Department of Education to create a video library that includes first-person accounts of “victims of other nations' governing philosophies” with the goal of comparing those philosophies to that of the U.S. The proposal being weighed Wednesday looks to build on curriculum standards for civics, government and other subject areas adopted by the state board in July.
