Tucked onto the corner of Creighton Road and North 9th Avenue is a treasure house for DIY enthusiasts, homeowners, contractors, landlords and renters alike. Relocated in 2018, the new Pensacola Habitat for Humanity ReStore is bigger, brighter and better equipped to serve a larger customer base. Part thrift store and part surplus construction material, the 22,000 square foot building is filled to the brim with antiques, furniture, kitchen appliances, windows, cabinetry, flooring, hardware and all varieties of home improvement items. Since 1981, the non-profit Pensacola Habitat for Humanity has built almost 1,400 homes in the Escambia and Santa Rosa County area. Through the Home Buyer and Neighborhood Revitalization programs, Pensacola Habitat helps people in the community navigate homeownership and costly home renovations. Pensacola Habitat is also a dedicated advocate in the mission for affordable housing and currently services around 940 affordable mortgages, which pool directly back into its Fund for Humanity to build more housing. All net profit from the Pensacola ReStore goes directly into the mission to build homes, community and hope. The Director of Resource

Development Crystal Scott explained how the store functions: “The ReStore is donation driven. Individuals in the community, businesses and corporate sponsors like Lowe’s and Home Depot donate material to be sold to support our local affiliate. Donations can be new or used and include anything that someone might want in their home from knickknacks and antiques to construction material. The store exists to serve as another revenue stream for our affiliate to be able to build homes for the Home Buyer program.” Walking through the store can be described by many as a bit of a treasure hunt. On one aisle you can find mass donations from corporate hardware

stores of 5-gallon buckets of mismatched paint at a fraction of the retail value. On other aisles you can find beautiful one-of a kind refurbished wooden furniture and cabinetry. The inventory in the store is constantly changing and frequently marked down using a monthly color-coded discount of 25-50 percent off. Environmentalists can relish in the recycled material and homeowners on a budget can find cheaper solutions to repairs and renovations. “Before the relocation, the ReStore was located in what has been described to me as a small, dark and dusty store on Old Palafox,” Scott said. “The new store is a completely different experience—clean, bright and well organized. We did well over a year of research to determine a new location and size of the store. Pensacola has a lot of thrift stores in the area, but there wasn’t really anything like the Pensacola Habitat for Humanity ReStore in the area. That had a lot to do with the decision to go bigger and better.” The store employees sev-

Inside the store, volunteers assist with donation processing, merchandising, customer service and furniture repairs. The Pensacola ReStore benefits all parties involved.

Shoppers benefit by getting surplus materials and donated home improvement items at a discounted price well below retail value. Donors benefit by getting a tax deduction and keeping their excess goods out of the landfill while turning them into funding for affordable housing. Volunteers learn new skills and work to benefit the community. Finally, Pensacola Habitat for Humanity benefits by using 100 percent of the profits to build affordable places to live in the local community. NOMINATION DEADLINE FOR THE ANNUAL PRO BONO SERVICE AWARDS IS OCTOBER 22 Nominations are still being accepted for the annual pro bono service awards, which honor lawyers, judges, law firms, and associations that have contributed extraordinary pro bono service. The nomination deadline for all categories is Thursday, October 22, 2020, no later than 5 p.m. Every year, in a ceremonial session of the Florida Supreme Court, more than two dozen lawyers and judges are honored by the court and The Florida Bar for the free legal assistance they have provided. For each of these members of The Florida Bar, as well as a law firm and a voluntary bar association, this honor underscores a professional commitment to service and acknowledges the many hours of pro bono work performed to help children, victims of human trafficking, the elderly, refugees, the poor and countless others who wouldn’t be able to afford the legal assistance they so badly need. The 2021 pro bono service awards ceremony will be held at the Florida Supreme Court at 3:30 p.m., Thursday, January 28, 2021. The road to this annual ceremony begins now, with the call for nominations. The Florida Bar and the chief justice of the Supreme Court invite nominations from legal aid groups, civic organizations, fellow lawyers, and regular citizens who know of a special lawyer, judge, law firm or voluntary bar that has freely given of time and expertise in making legal services available to the poor. Nominations must be received by Thursday, October 22. The online nomination forms are available on The Florida Bar’s website at for the following award categories: The Tobias Simon Pro Bono Service Award Presented annually by the chief justice to a lawyer to recognize extraordinary contributions in ensuring the availability of legal services to the poor. Named for the late Miami civil rights lawyer Tobias Simon, the award represents the Supreme Court’s highest recognition of a private lawyer for pro bono service. All current recipients of The Florida Bar President’s Pro Bono Awards are

considered for this prestigious award, as are direct nominees who have demonstrated exemplary pro bono service over the course of their careers. The Florida Bar President’s Pro Bono Service Award This award is given to an outstanding attorney for each of the state’s 20 judicial circuits and to an outstanding attorney among the out-of-state Florida Bar members. The Law Firm Commendation This statewide award, presented by the chief justice, recognizes a law firm that has demonstrated a significant contribution in the provision of pro bono legal services to individuals or groups that cannot otherwise afford the services. PENSACOLA MESS HALL PRESENTS SCIENCE IN THE SUN The Pensacola MESS Hall will present Science in the Sun during the month of November. This series of events, held in parks across our community, will each feature a 45 minute interactive science show led by MESS Hall educators. The performances will be geared toward learners in elementary school and their families. In a typical year, thousands of young learners would visit the MESS Hall on school field trips, including many who might never have the chance to visit the MESS Hall otherwise. The shows that will be presented in the parks are a part of what learners would experience on a field trip to the MESS Hall. With the loss of field trips from the pandemic, the MESS Hall is eager to inspire curiosity about science by delivering these free shows to the public. In addition, attendees at the programs who provide contact information will also be entered for a chance to win a Flex Pass to the MESS Hall which provides 4 people free admission to the museum for six months. Two different topics will be presented on different dates. The first, the Air Show, will be an exploration of the force of air and the components of flight. The second, Robotics Unplugged, engages learners in a range of scientific issues necessary to control a robot. The Pensacola MESS Hall is one of 20 science centers and museums around the country selected to receive support for STEM engagement during the COVID-19 pandemic from the Association of Science and Technology Centers (ASTC) and made possible by the Voya Foundation. In addition to partially supporting the programs in the parks, through this grant the MESS Hall delivered virtual field trips to schools and created Take Away kits which provide learners with a set of engaging hands on activities. The shows are tentatively scheduled to be held at 2 PM at the following venues, weather permitting: • November 7 - Shoreline Park - Gulf Breeze - Air Show

FEMA GRANTS WON’T AFFECT SOCIAL SECURITY OR OTHER BENEFITS Applying for federal disaster assistance from FEMA will not affect other federal benefits that Florida disaster survivors may receive. Residents in Bay, Escambia, Okaloosa, Santa Rosa and Walton counties who register with FEMA may have questions about whether funds from FEMA might cause them to lose other federal payments to which they are entitled. FEMA disaster grants are not taxable income. Accepting a FEMA grant will not affect eligibility for Social Security, Medicare, Medicaid, Supplemental Nutrition Assistance Program (SNAP) benefits and other federal welfare and entitlement programs. ECAT TO RELAUNCH BEACH ROUTE 61, PROVIDING SERVICE TO GULF BREEZE AND PENSACOLA BEACH Beginning Monday, Oct. 19, ECAT will begin the Route 61- Bridge Detour, which modifies the original Route 61 to Pensacola Beach. The Route 61- Bridge Detour will consolidate temporary Route 20 that was created to help transport passengers between Escambia County and the City of Gulf Breeze. The Pensacola Bay Bridge on U.S. 98 was damaged during Hurricane Sally and will be closed for approximately six months, weather permitting, according to a release from the Florida Department of Transportation on Thursday, Oct. 1. ECAT bus fares remain suspended. Please see the detailed schedule which starts from the ECAT Transfer Center, located at 1515 W. Fairfield Drive, at 6 a.m. and ends at Palm Beach Club, located on Pensacola Beach, with the last stop at 8:50 p.m. The route from Pensacola Beach starts at Pensacola Beach Club at 6:05 a.m. and ends at the Pensacola Bay Center at 8:20 p.m. Buses will stop at Tiger Point Community Center, Gulf Breeze Hospital,

the Boardwalk, and the Palm Beach Club. The route is approximately 43 miles, and riders should expect a trip that is approximately an hour, depending on traffic. Prior to Hurricane Sally, ECAT’s Route 61 traveled three times a day to transport workers and residents to Pensacola Beach. “We would like to thank our partners at the Florida Department of Transportation, the City of Pensacola, the City of Gulf Breeze, Santa Rosa County, and Santa Rosa Island Authority for making this bus route come to fruition so quickly after Hurricane Sally,” said Escambia County Mass Transit Director Tonya Ellis. “The intent is to alleviate traffic on the Garcon Point Bridge and to provide an easier commute between Pensacola and Pensacola Beach. ESCAMBIA COUNTY PARTNERS PERFORM FIRST TWO WEEKS OF RAPID COVID-19 TESTING Partnering with Escambia County on rapid COVID-19 testing, Community Health Northwest Florida and Ascension Sacred Heart have provided accelerated testing to Escambia County residents for two weeks. Through 14 days of rapid test administration, a total of 662 rapid tests have been performed, with 71 resulting in the test being positive for COVID-19, a positive rate of 10.7%. “On behalf of the Escambia County Board of County Commissioners, we are very pleased that we could assist our partners in bringing rapid testing to the residents of Escambia County,” said Steven Barry, Chairman and District 5 Commissioner. “Rapid testing is extremely beneficial because it gives someone infected with COVID-19 the information they need to start isolating and prevent community spread almost immediately instead of having to wait days for the information.” Currently, rapid testing is available to Escambia County residents who are experiencing COVID-19 symptoms. Individuals wishing to be tested are required to be prescreened by calling the Ascension Sacred Heart COVID-19 Call Center at 850-746-2684. Call Center personnel then schedule appoint-

ments at the most convenient testing site for the patient. The test is available to residents of Escambia County who are three months of age or older. Testing is provided at no cost to the patient, thanks in part to a grant provided by Escambia County to its partners as part of the CARES Act. The Abbott rapid test is a molecular nasal swab that detects COVID-19 in 15 minutes or less. Rapid testing is available at three drive-through sites in Escambia County from 9 a.m.-1 p.m. Mondays through Fridays. Community Health Northwest Florida operates sites at Brownsville Community Center at 3200 W. Desoto St. and Cantonment Pediatrics, 470 S. Highway 29 in Cantonment. Ascension Sacred Heart provides rapid testing at their drive-through COVID-19 testing site at 5192 Bayou Blvd. Community Health Northwest Florida and Ascension Sacred Heart are planning to expand the rapid test program to include longer testing hours per day and to initiate weekend testing. Community Health Northwest Florida and Ascension Sacred Heart are also planning to expand the program to allow individuals who have not been prescreened the opportunity to test.

CONSTRUCTION COMPLETE: BAYOU TEXAR STORMWATER TREATMENT ENHANCEMENT PROJECT The City of Pensacola is pleased to announce that construction of the Bayou Boulevard, Perry, Blount, and Avery Outfalls at Bayou Texar Stormwater Treatment Enhancement Project has been completed. This project was constructed by J. Miller Construction Inc. of Pensacola and provides underground stormwater treatment units for three drainage subbasins that previously discharged untreated stormwater runoff directly into Bayou Texar. “With the implementation of the new treatment units, gross pollutants will now be captured during rainfall events prior to reaching the bayou,” City of Pensacola Public Works and Facilities Director Derrik Owens said. “This will greatly benefit the marine estuary environment of the bayou, thus further improving the overall water quality of Pensacola Bay.” The completion of this project is an integral part of the city’s ongoing water quality improvement program and will serve many benefits to the envi-

ronment. It is estimated that the treatment units will collectively capture approximately 10 tons of pollutant solids annually. This project will also help to provide improved recreational experiences for those who use and enjoy Bayou Texar. In addition to providing stormwater treatment, previous issues with standing water along the shoulder of Bayou Boulevard have been addressed through this project, making the roadway safer for both motorists and cyclists. “I’m excited that we are continuing to complete important projects like this to improve our water quality and address flooding issues,” Mayor Grover Robinson said. “Waterways are such an integral part of our community, and because of this project, residents and visitors will be able to enjoy a cleaner, less polluted Bayou Texar and Pensacola Bay. I look forward to continuing to identify and implement projects to improve our waterways throughout the City of Pensacola.”

VOTER REGISTRATION NUMBERS: SEVEN TAKEAWAYS JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Florida elections officials last week released voter-registration numbers for the Nov. 3 general election. Here are seven takeaways as Florida is again a key state in the battle for the White House: — THE BIG PICTURE: Democrats have traditionally led in voter registration in Florida, but Republicans are inching closer — while many voters don’t want to be identified with either party. In all, 14,441,869 people are registered to vote in November, with 36.7 percent registered as Democrats, 35.8 percent registered as Republicans and 26 percent registered with no party affiliation (the remaining voters are registered with third parties). Compare that to the 2016 general election, when Florida had 12,863,773 registered voters. Democrats made up 37.9 percent, while Republicans made up 35.4 percent and unaffiliated voters made up 24 percent. Of course, registration numbers don’t tell the whole story: Republicans have dominated state politics since the late 1990s. — WHERE THE PEOPLE ARE: While Democrats lead in voter registration statewide, they top Republicans in only 19 of the 67 counties. But Democrats are buoyed by having more registered voters in all seven of the most heavily populated counties: MiamiDade, Broward, Palm Beach, Hillsbor-

Bush was elected in 2000, Florida had 20 counties where the GOP held registration leads over Democrats. But during the past two decades, Republicans have systematically gained the registration advantage in rural counties in much of the state, drawing people who traditionally had been conservative Southern Democrats. Take, for example, Baker County in Northeast Florida. In 2000, Democrats made up 83 percent of the county’s registered voters. This year, Republicans make up 61.4 percent. TOBACCO PAYMENT FIGHT GOES TO SUPREME COURT NEWS SERVICE OF FLORIDA STAFF R.J. Reynolds Tobacco Co. has gone to the Florida Supreme Court in a case about whether it is responsible for paying more than $100 million in a dispute stemming from a landmark 1997 settlement between Florida and the tobacco industry. R.J. Reynolds filed a notice last week that it was appealing a July 29 ruling by the 4th District Court of Appeal, according to documents posted Monday on the Supreme Court website. As is common, the notice does not detail arguments R.J. Reynolds will make at the Supreme Court. The case has centered on arguments by R.J. Reynolds that it should not be required to make payments to the state related to four brands of cigarettes — Salem, Winston,

Kool and Maverick — that it sold to another company, ITG Brands, LLC. But the appeals court in July upheld a decision by a Palm Beach County circuit judge, who said R.J. Reynolds remained on the hook for the payments under the 1997 settlement in which cigarette makers agreed to pay hundreds of millions of dollars a year to the state because of smoking-related health costs and, in exchange, received liability protections. The appeals court ruling said the circuit judge ordered R.J. Reynolds to pay $92.6 million to the state and $9.8 million to Philip Morris USA, another tobacco company that became involved in the case because of increased payment obligations it faced. Philip Morris also was part of the 1997 settlement.

FWC CLIPS FLYING SQUIRREL TRAFFICKING OPERATION NEWS SERVICE OF FLORIDA STAFF The Florida Fish and Wildlife Conservation Commission reported Monday it has made six arrests and a seventh person is wanted in a trafficking operation that centered on poaching flying squirrels from rural Marion County. In less than three years, the state agency estimated up to 3,600 flying squirrels were captured as part of an operation that involved a wildlife dealer in Bushnell and rental cars being used to transport animals to Chicago and Atlanta for buyers from South Korea. “As FWC investigators monitored the operation, they learned the Florida suspects were dealing in multiple species of poached animals,” the commission said in a news release. “Protected freshwater turtles and alligators were illegally taken and laundered through other seemingly legitimate licensed busi-

nesses. Documents were falsified concealing the true source of the wildlife.” Tipped off to the operation in January 2019, the wildlife agency estimated the retail value of the poached squirrels topped $1 million. The suspects who have been charged, four from Florida and two from Georgia, face charges that include racketeering, money laundering, dealing in stolen property and scheming to defraud. Florida also has grappled with other poaching issues. In June, Gov. Ron DeSantis signed into law a bill that seeks to curb poaching of black bears during closed seasons, a practice that, at least in part, stems from the animals being killed for their gallbladders. Bear bile, secreted by the liver and stored in the gallbladder, can bring in hundreds or thousands of dollars on the black market, where it is promoted as a cure for numerous ills.

FLORIDA TOPS 16,000 RESIDENT DEATHS IN PANDEMIC NEWS SERVICE OF FLORIDA STAFF With dozens of additional deaths reported each day, more than 16,000 Florida residents have died of COVID-19, according to numbers released Monday by the state Department of Health. Florida reported 54 resident deaths Monday, bringing the total to 16,021. The state also reported 1,707 additional COVID-19 cases, bringing the total to 756,727. The largest numbers of resident deaths have occurred

in Southeast Florida, where Miami-Dade County has had 3,547, Broward County has had 1,515, and Palm Beach County has had 1,497, the Department of Health numbers show. The next-highest numbers are in Pinellas County, with 801 resident deaths, and Hillsborough County, with 751. Also hard-hit have been nursing homes and assisted living facilities. As of Monday, the state reported 6,496 deaths involving long-term care residents and staff members.

DISABILITIES PROPOSAL RAISES CONCERNS NEWS SERVICE OF FLORIDA STAFF Advocates for people with disabilities worry that Florida might be trying to limit services under a proposed rule floated by the state Agency for Persons with Disabilities. The proposal would require support coordinators, who help people with disabilities obtain home- and community-based services, to “certify” that their clients have exhausted all other avenues for care before applying for the Medicaid program known as the “iBudget.” Under the proposed rule, people with disabilities could not get services until support coordinators complete a fivepage document with questions about their clients’ health status and provide supporting documentation.“I think it’s really freaked people out,” Nancy Wright, a Gainesville attorney who specializes in Medicaid law, told The News Service of Florida following a meeting Monday on the proposal. The proposed five-page form asks support coordinators whether clients are privately insured and, if so, for the names of insurance companies, the services and supports the clients have received and any services or supports that were requested and denied. Similarly, there are questions about whether clients are enrolled in the Medicaid managed-care

Wright also said the proposed rule would require support coordinators to become experts in what she called some of the most “complicated health care programs on the planet” and that the agency doesn’t help when asked to do so. “And oftentimes not only is APD not helpful, they are actually acting kind of contrary by forcing people to do things that aren’t really possible under the system,” Wright said, adding that she’d like to see the agency “apply itself ” and hire regional staff members to assist support coordinators. The rule is being floated to help implement a law passed by the Legislature this spring to overhaul the IBudget program, which keeps tens of thousands of people with disabilities at home or in their communities and out of institutions.
