F LY I N G B U R R I T O S CO M I N G I N H O T JUA N ’ S FLY ING BURRITO IS L A NDING IN PENS ACOL A
by Morgan Cole

eads up! Flying Burritos coming in hot. You can catch them in two different locations in Pensacola.
For the first time in 24 years, Juan’s Flying Burrito will expand outside of its home territory in New Orleans with two new locations coming to Pensacola this fall. The casual, Creole-Mexican fusion restaurant has grown to become a local favorite throughout The Big Easy, known for its distinct vibe and hefty madeto-order tacos and burritos. The first Pensacola restaurant is set to open November 20 at 200 South Alcaniz Street in the historic downtown building formerly home to Alcaniz Kitchen and Tap. The second location will open in Westside Pensacola at 3790
Barrancas Avenue in place of the old Tippy’s Tavern. No opening date has been set for the Barrancas location, but Juan’s Director of Florida Operations, Johnny Fisher said that he expects things to be up and running a few months after the downtown location. According to Fisher, the expansion to Pensacola was viewed as a natural next step by restaurant owner Warren Chapoton, who was inspired by the vast similarities of Pensacola to New Orleans, where the business was first launched and quickly flourished — giving rise to its four locations.
“Pensacola is similar to New Orleans in a lot of ways,” Fisher said. “Besides being a Saint’s town, it’s diverse, a little funky, loves to eat, loves a good party and especially, a good margarita.” The first Juan’s opened its doors in 1997 in the Lower Garden District of New Orleans at the height of its renaissance. It all started with majority owner and founder, War ren Chapoton, who wanted to create an affordable mission-style burrito joint like those popular in San Francisco’s Mission District, for the city’s diverse crowd of local artists and musicians to enjoy. As a musician himself, Chapoton knew f irst-hand how hard it was to f ind a decent place in the city to grab a quick bite of affordable food between sets or gigs. So, he set out to create something different from the “scoop-and-eat” food carts that many of the musicians and artists had become accustomed to. Of course, its distinct punk rock vibe and rock and roll aesthetic made it more popular. Compared to other big burrito franchises like Moe’s or Chipotle, Fisher said Juan’s blends the unique culture of New Orleans with a burrito
joint to create the world’s first Creole Taqueria (or Creole Mexican restaurant), making it distinct in their offerings. “It’s a delicious neighborhood restaurant that is integrated into the community with a fun and comfortable vibe,” Fisher said. For more than two decades, Juan’s Flying Burritos has remained true to quality. Everything is authentic and cooked to order using only the best fresh ingredients. “Juan’s has become a New Orleans institution,” Fisher said. “The food and margaritas are incredible. There’s a really big focus on the ingredients, the recipes and the overall execution. And it’s done in a funky, rock ‘n’ roll, punk rock environment that has people from all walks of life coming back for more. So it welcomes a really diverse and inclusive crowd, which we think will fit in well with the personality of downtown Pensacola.” The restaurant offers, as expected, a lot of burritos, including the classic Flying Burrito and other favorites such as salads, bowls, quesadillas, nachos, huevos, enchiladas and more. From grilled steak, shrimp and chicken to vegetarian and vegan dishes, Juan’s Flying Burritos offers

plenty of “must try” specialties that are sure to please any palate. The Pensacola menu will feature items similar to those offered at the New Orleans locations in addition to a full bar, which will, of course, serve plenty of tequila. Fisher said that each of the barrels of tequila were hand-picked from the Patron distillery, making their margaritas something to brag about. Juan’s Flying Burritos is a small business with a purposeful story. Chapoton has successfully completed his mission to offer people a place that integrates into the community, embraces a diverse crowd and provides good food and excellent tequila to all. Boasting the same punk rock aesthetic as the original Juan’s, the two new Pensacola locations, will take the story even further. Fisher said that they look forward to bringing Juan’s to other places throughout the Saint’s territory in the near future. “We’ve been overwhelmed with gratitude by the response and welcoming we’ve had from Pensacola, especially from the other small businesses downtown and our loyal guests that live or vacation in Pensacola,” Fisher said. “We look forward to being a part of this vibrant city for many years.” For a taste of what you can expect, check out their menu at juansflyingburrito.com.

DEAL MAKES FLORIDA COMPANY LARGEST MARIJUANA RETAILER DARA KAM NEWS SERVICE OF FLORIDA TALLAHASSEE --- Trulieve, the state’s largest medical marijuana operator, is now the nation’s biggest cannabis retailer, after closing on a $2.1 billion deal to acquire former competitor Harvest Health & Recreation Inc. The transaction marks a major development in Florida, where Harvest held one of 22 licenses to cultivate, process and sell medical marijuana to a growing patient population, and in the nation’s rapidly expanding pot industry. Trulieve CEO Kim Rivers called the closing of the deal a “transformational milestone” in her Gadsden County-based company’s brief history. “When we really started five short years prior, I wasn’t taking a salary and I was in the back making capsules and ensuring that shipments went out on time. Obviously, there’s been incredible growth. We started this company with patients in mind and with an absolute dedication to a steadfast focus on providing access and medical cannabis to patients in the state of Florida, specifically. So that mission hasn’t changed,” Rivers told The News Service of Florida in a phone interview. Trulieve was one of the state’s first medical marijuana operators, launching after Florida lawmakers in 2014 approved non-euphoric cannabis for patients with severe epilepsy. The company blossomed
after Florida voters in 2016 passed a constitutional amendment that broadly legalized medical marijuana. Harvest, which got its start in Florida as Gainesville-based San Felasco Nurseries, was also an early entrant in the state’s cannabis industry, receiving a license from the Florida Department of Health in 2016 as the state geared up for the anticipated passage of the constitutional amendment. With the acquisition of Harvest finalized, Trulieve will have 149 retail locations in 11 states including Florida, more than 3.1 million square feet of cultivation and just over 8,500 employees. Before the deal closed, Trulieve had 85 retail sites in Florida. “We’ll have approximately 37 percent more retail locations than the next closest competitor and 50 percent more, or a million square feet more, cultivation than the next closest competitor,” Rivers said of Trulieve’s national footprint. Because Florida law does not allow medical marijuana operators to hold more than one license, Harvest auctioned off its license to pave the way for its sale to Trulieve. Planet 13, which operates in Nevada and California, paid $55 million in cash for the Harvest license. Meanwhile, Harvest’s 14 retail locations in Florida will be closed temporarily in October as they are converted to the Trulieve brand and Harvest employees undergo Trulieve training.
NELSON TOUTS ‘NEW ERA OF SPACE ACTIVITY’ JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE --- A sonic boom heard along Florida’s Northeast coast from a returning SpaceX Dragon capsule late Thursday was another sign of an uptick in space activity at Cape Canaveral. And NASA Administrator Bill Nelson, a former U.S. senator from Florida, said Friday the increase --- dominated by private sector launches --- is having a bigger impact on the state than prior programs. “Apollo (the Apollo program) had very specific things, primarily in the area of Cape Canaveral,” Nelson said after addressing the Economic Club of Florida at the Florida State University Alumni Center. “Now, you’re seeing this industry and all of its suppliers as the activity increases at the cape. You’re seeing that activity all over the state to the point that if you add it all up, it’s about a $4 billion a year impact in the state of Florida just from the space business.” Nelson earlier estimated spaceport operations were responsible for about 24,000 jobs in the state and had a direct impact of $2.25 billion a year on Florida’s economy. Late Thursday, media outlets in Northeast Florida and South Georgia reported the sonic boom from the returning SpaceX capsule, which was laden with science experiments. The landing in the Atlantic Ocean just before 11 p.m. Thursday came less than two weeks after SpaceX ended the first all-civilian mission to orbit with a safe splashdown off Florida’s East Coast. Nelson, a one-time payload specialist on a Space Shuttle Columbia mission, noted that companies competing for commercial space business are also using the Gulf of Mexico to return capsules, reducing transportation distances to facilities in and around the Kennedy Space Center. “All of those abandoned launch pads from way back in the early space days, they’re all coming to life,” said Nelson, who represented the Brevard County area in the U.S. House from 1979 to 1991. ”They’re having rockets launch off on them. Rockets landing on them. We
are in a whole new era of space activity.” Nelson said he also expected a continued relocation of businesses such as Boca Raton-based Terran Orbital, which on Monday announced plans to build a 660,000-square-foot satellite manufacturing facility at Kennedy Space Center. “It’s economical for them to do the manufacturing of satellites that they are then going to put up in space right from the launch center, which is the Kennedy Space Center and Cape Canaveral Spaceport,” Nelson said. “And so, indeed, you’ll continue to see more of that business located here.” With the state aerospace agency Space Florida assisting in setting up the financing, Terran Orbital plans to spend more than $300 million on construction and equipment, with a goal of adding 2,100 jobs by the end of 2025. Nelson’s focus is advancing the Artemis program, which is intended to return astronauts to the moon, before the next leap of missions to Mars. “NASA in the 21st century is going to be the catalyst for the growth of a healthy and vibrant commercial space industry, expanding opportunities in low Earth orbit, and pushing further to the moon and beyond,” said Nelson, a three-term Democratic senator who lost a re-election bid in 2018 to U.S. Sen. Rick Scott, R-Fla. “We’re going to develop cuttingedge space technologies and transformative capabilities. Take, for example, we’re going to learn how to take moon dust --- regolith to the scientist --- and how to mix it with the compound and make cement, and how to build habitats on the surface of the moon as we prepare to go to Mars.” Cape Canaveral has had 14 successful orbital launches this year in 14 attempts, the most of any spaceport. At least four more launches are planned before the end of the year, according to Kennedy Space Center, including a crewed SpaceX Dragon mission set for Oct. 30 and the initial launch of Artemis I in November. The Jiuquan Satellite Launch Center in China is next at 12 successful orbital launches this year in 14 attempts. Last year, Cape Canaveral had 20 successful launches in 20 attempts. Next on the list was the Xichang Satellite Launch Center in China at 12.

“It will be the same faces when they go back. We’re keeping all of those folks on board and welcoming them onto the Trulieve team,” Rivers said. Trulieve is establishing a “a regional hub strategy” across the U.S., with hubs in Florida, Pennsylvania and Arizona, Rivers said, to be better positioned as more states approve medical marijuana and others legalize adult recreational use of marijuana. The regional focus should offset patient concerns about the “big boxing” of the marijuana business, according to Rivers. She also said Trulieve --- which operates in states where recreational use of marijuana is legal as well as others where marijuana is restricted for medical use --- has a 75 percent retention rate among customers. According to a news release issued Friday morning, Trulieve reported revenues of $215.1 million in the second quarter of 2021 and net income of $40.9 million, while Harvest reported revenues of $102 million. Combined, the companies --- traded on the Canadian Stock Exchange --- had the highest reported revenues among U.S. publicly reported cannabis companies, the release said. The marijuana industry has skyrocketed throughout the country over the past few years. But as other states move ahead with legalizing recreational marijuana for
JUDGE REFUSES TO RECONSIDER MASK RULING NEWS SERVICE OF FLORIDA STAFF Rejecting arguments by parents of children with disabilities, a federal judge has refused to reconsider a decision that backed Gov. Ron DeSantis in a battle about student mask requirements in schools. U.S. District Judge K. Michael Moore released a 34-page decision on Sept. 15 that denied a request for a preliminary injunction against an executive order that DeSantis issued July 30. The executive order led to the Florida Department of Health issuing a rule that required districts to allow parents to opt out of student mask mandates. Matthew Dietz, an attorney for the parents who filed the lawsuit, requested this week that Moore reconsider the decision and pointed, in part, to a revised Department of Health rule issued Sept. 22 that eased restrictions on students who have been exposed to people with COVID-19. Under the revised rule, those students are not required to quarantine if they are asymptomatic. The motion for reconsideration said attending school has become “even more dangerous” for children with disabilities, who are more susceptible to
LAWMAKERS COULD SHIELD CHURCHES FROM EMERGENCY ORDERS NEWS SERVICE OF FLORIDA STAFF Two Republican lawmakers are seeking to shield religious services from being shut down because of state emergency orders. Rep. Nick DiCeglie, R-Indian Rocks Beach, on Thursday filed a proposal (HB 215) for the 2022 legislative session seeking to put into law that an emergency order “may
HOSPITALIZED COVID-19 PATIENTS BELOW 5,500 NEWS SERVICE OF FLORIDA STAFF Florida hospitals reported Friday that 5,414 inpatients had COVID19, with 1,425 in intensive-care unit beds, according to data posted online by the U.S. Department of Health and Human Services. The numbers continued a steady decrease in people needing hospitalization because of COVID-19.
adults, such efforts in Florida have flailed. The Florida Supreme Court twice this year rejected proposed constitutional amendments aimed at allowing people to use recreational marijuana. In April, justices said the ballot summary of a proposal put forward by the committee Make It Legal Florida would mislead “voters into believing that the recreational use of marijuana in Florida will be free of any repercussions, criminal or otherwise.” The conclusion of it being misleading stemmed from marijuana remaining illegal under federal law. Supporters of recreational use have been pushing Congress to legalize marijuana, which would make it easier for states to authorize recreational use. But recreational use isn’t the only way for Trulieve and other marijuana companies to continue to expand. “We’re thinking about how the landscape is today as well as where the landscape potentially will go in the future. We try, of course, to stay one step ahead of that. But I think it’s important to note that there are a lot of states surrounding the state of Florida that are just now onboarding medical programs. So we do think that there’s a significant runway ahead on the medical side, as we look at the Southeast,” Rivers said. “So, the landscape across the U.S. is going to continue to evolve as it has for the last several years, kind of regardless of what happens in D.C.”
serious illness or death from COVID-19. But in rejecting the motion for reconsideration Thursday, Moore reiterated a key part of his Sept. 15 ruling that said children with disabilities have different circumstances and “require unique solutions.” Moore wrote Thursday that issues such as the revised Department of Health rule “do not change that the court’s finding ‘a case-by-case review of each plaintiffs’ concerns would likely yield more effective solutions for each individual child than would a blanket injunction of (DeSantis’ executive order).’” Moore also reiterated his Sept. 15 position that the plaintiffs should have pursued administrative claims before filing the lawsuit. But Dietz has argued that going through the administrative-claim process would be “futile” because of the amount of time it would take as the school year moves forward. The lawsuit, filed in August in federal court in Miami, contends that the executive order violated the Americans with Disabilities Act and other laws designed to protect the rights of students with disabilities. In the motion for reconsideration, Dietz pointed to rulings in similar cases in South Carolina and Tennessee that contrasted with Moore’s Sept. 15 decision.

The bills come after controversies in some parts of the country about restrictions on religious services to try to prevent the spread of COVID-19. In a prepared statement Thursday, DiCeglie said the proposal would “prevent government from infringing on the rights of Floridians in the years to come, even in times of uncertainty and crisis.” The 2022 legislative session will start Jan. 11.
The Department of Health and Human Services’ website Thursday showed that 5,797 Florida inpatients had COVID-19, which was down from 6,258 on Wednesday. By comparison, Florida had 15,177 patients hospitalized with COVID-19 on Sept. 1. Also, the number of intensivecare unit patients Friday was down from Thursday, when it totaled 1,529. Hospitals were hit with surges of patients in July and August as the highly contagious delta variant of the coronavirus spread across the state.
