NEW BREWS IN THE HILL E AS T HILL WELCOMES ALGA BEER COMPANY TO THE NEIGHBORHOOD

fter more than a year of planning and development, and a few pandemicrelated setbacks, Pensacola’s newest craft brewery, Alga Beer Company, is now officially open for business.

“The whole build up to us opening was a long ride, and now we’re sort of just taking it all in as it comes,” Alga co-owner, John Hodgdon II said. “The community has been so supportive in welcoming us to the neighborhood and especially the local craft brewing community.” Alga’s co-owners celebrated the brewery’s much-anticipated opening Friday, August 9 at their new location in East Hill. The Alga brick-and-mortar building at 2435 N. 12th Ave. is the former home of the Brew Ha Ha restaurant, which struggled to stay open during its first year of operation and eventually closed in May 2020. Although Alga Beer Company has participated in just about every beer-related event and festival across the panhandle, it’s been without a physical home— until now. “It’s definitely been a long journey for us to find the right space, but we really have found just the perfect fit,” Hodgdon said. For co-owner trio John Hodgdon II, Brett Reid and Thomas Grier, the brewery was a vision that began to materialize a little

more than a year ago, but the original concept for Alga is actually the product of a college home brewing hobby that first began almost a decade ago. Hodgdon entered the equation about two years ago and handles the business and development side of things. Alga co-owners, Thomas Grier and Brett Reid first met while attending college at the University of Alabama, where they also bonded over their love for craft beer. After graduating together, the two friends went their separate ways to pursue career opportunities, with one moving to Birmingham, AL, and the other to Atlanta. Grier and Reid continued to strengthen their bond from afar through their shared passion for home brewing. They eventually began experimenting with the craft remotely and often spent their weekends traveling back and forth from their respective homes trying out recipes and mastering new techniques. As the duo became better at home brewing, they started formulating their own recipes and realized that they could actually make some pretty decent beer. “After college ended and we both lived in separate towns, Thomas and I would still get together and home brew. We’d either go to my house or to his on the weekends to brew and drink the new batches that we made,” Reid explained. “From there, it slowly turned from us making beer for us to enjoy, to us somehow brewing even more beer and not having any left for ourselves.”

When their home brewing hobby began to transform into something much bigger, they decided it was time for a name and came up with “Alga”—an abbreviated mash-up of the two state names from which the brews originated. Many of the brews that Grier and Reid first experimented with from their Alabama and Georgia homes are more or less the evolution of the six beers you’ll find available on tap. “Our whole purpose is actually to deliver the highest-quality product imaginable,” Grier explained. Alga’s inaugural line-up of brews includes: • Palahops – India Pale Ale (IPA), 6% ABV • Hwy. Juice – Golden Sour Ale, 5.4% ABV • East Hillsner – Pilsner, 5.4% ABV • Lo-Fi – New England IPA, 6.2% ABV • Neighborhood Beer (made with East Hill Honey), 5.9% ABV • Easy Rider – Hand-crafted root beer by Big Jerk Soda Company, 0% ABV Palahops, the East Hillsner and Hwy. Juice will always be available on tap with other small batch options featured as part of their rotating beer menu. A thoughtful selection of wines, champagne and assorted craft sodas top-off the Alga beverage menu, which clearly demonstrates their passion for collaborating with other small business owners. One such collaborator is Big Jerk Soda Company, who partnered with Alga to formulate a small batch of root beer made using their soda called Easy Rider. “We partnered with Big Jerk to bring us a root beer we could serve on tap that actually looks like a beer. They’ve toned down the caramel coloring to make it look like one of our actual brews,” explained Hodgdon. This locally-crafted root beer is just the start of more collaborative

non-alcoholic beverage offerings to be brewed by the two companies that will be available on tap. “One of the coolest things I’ve seen and that really stood out to me was when I saw a father and son sitting right over there—the father had a glass of beer, and the son had a glass of root beer. They were actually having their first beer together,” Hodgdon said. In addition to their recent collaboration with Pensacolabased Big Jerk Soda Company, they’ve also partnered with the new Ballyhoo Pensacola Food Truck to offer a small but thoughtful menu of treats and snacks that pair perfectly with one of their brews. The new food truck occupies a permanent spot in Alga’s backyard and will be on-site each night serving tasty concession-style treats. “We’re really excited about our partnership with Ballyhoo,” Hodgdon said. “He’s doing a specialty Alga beer cheese that can be used as a topping and comes as part of the nacho tray that’s served with Alga beer.” There is a parcel of grass next to the food truck behind Alga where guests are invited to kick-back in one of the old-school chairs to enjoy a bite with their Alga beer overlooking a larger-than-life “King of the Hill” inspired mural that was hand-painted by Reid’s mother-in-law. Hodgdon and Reid explained that they were also working on finishing-up the empty space adjacent to the backyard hangout area which will soon serve as a functioning event space available to rent for parties, receptions and other special events. Alga’s 5,500-square-foot taproom has a max capacity of around 130 and features various seating arrangements centered around a series of rustic, wood tables—all carved from a single cedar tree. Another one of the taproom’s defining features is the concrete

bar top, which was designed and hand-poured by Alga co-owners with a little help from Reid’s father who came into town to assist them before the big opening. Small personal touches like these can be found throughout the space contributing to Alga’s overall “laid-back” vibe. Hodgdon explained that their vision for the brewery was to create a space that anyone could feel comfortable walking into. “We’re all pretty laid-back guys, and our whole vibe is really all about that as well. We want people to feel comfortable coming into the space whether they’re stopping in on their way home from the gym and are still in gym clothes, or if they’re walking the dog in the neighborhood,” Hodgdon said. Hodgdon and Reid explained that the neutral-colored walls were meant to serve as a blank canvas for the community and that they’d let the identity of the space fill out organically. Alga will host live music with the goal of highlighting up-andcoming artists who don’t have enough visibility in Pensacola. And as for their stewardship, the brewery recently partnered with the Fishbein Foundation to help raise money for the Gulf Coast Kid’s House and plans to partner with more local charities and nonprofit organizations in the near future. “I am still trying to wrap my head around the fact that people are actually coming in here and giving us money to drink our beer, it’s just wild,” Reid said. Alga is open Monday through Thursday from 4 pm to 10 pm, Friday from 4 pm until midnight, Saturdays from 12 pm until midnight and Sundays from noon until 10 pm. Participants will receive a set of activities along with special materials to enjoy hands-on discovery around the dinner table with their own friends and family. This food distribution will be on a first-come, first-served basis and will last until the 30,000 pounds of food have been given away. There is no requirement to receive the food. HOSPITAL ADMINISTRATORS ASK LAWMAKERS FOR HELP AMID STAFFING CRISIS RYAN DAILEY NEWS SERVICE OF FLORIDA TALLAHASSEE --- Hospital administrators on Monday gave House committees a glimpse into the challenges facing health care professionals, describing efforts to re-imagine how care is delivered amid a nursing shortage and sizable financial hit from the COVID-19 pandemic. At the forefront of the concerns is a shortage of nurses, which the executives told lawmakers has created an emergency for hospital administrators. Neil Finkler, chief clinical officer of AdventHealth Orlando, told the House Health & Human Services Committee that staffing nurses was a challenge before the pandemic. But COVID-19 has ramped up the urgency to address the shortage, Finkler said. “A lot of nurses either left nursing altogether. They left the bedside, or they went to become traveling nurses because they were getting upwards of $10,000 a week to go travel and become a nurse in (COVID19) hot spots around the country,” Finkler said. Finkler said that 79 percent of AdventHealth’s nursing-job postings currently are being filled with nursing-agency staff. In an effort to mitigate the problem, AdventHealth implemented strategies known as “stretch nursing,” in which nurses take on additional patients and increase the patient-to-nurse ratio, and “team nursing,” which involves a more collaborative approach. “This is really one of the great existen-

tial threats to our ability to continue to deliver healthcare. This is not sustainable. It limits consistency. It limits our mentoring capability. It limits team building, and it limits a lot of the things that we have done to improve the quality of care that we provide,” he said. The challenge of losing nursing staff who leave to pursue traveling nurse posts elsewhere is one that needs to be addressed, said John Couris, president and CEO of Tampa General Hospital. “When those nurses leave to travel --and I do not begrudge them for that, they have student loans to pay off, they have bills to take care of, and they look at this for an opportunity to take care of bills and student loans --- when they travel, it puts a tremendous amount of pressure on our ability to care for people,” Couris told the House Pandemics & Public Emergencies Committee. “In my opinion, that needs to stop. We need some help. It needs to be regulated in a state of emergency.” Couris said that hospitals are being forced to adapt because COVID-19 is not expected to go away any time soon. “Our approach and strategy has been focused on, not this notion and idea of a new normal. It’s how do you co-exist with COVID-19? COVID-19 is endemic. It will be with us very much like the flu is with us,” Couris said. Tom VanOsdol, president and CEO of Ascension Florida, which includes hospitals in Pensacola and Jacksonville, painted a grim picture of the harsh realities nurses and other medical and administrative staff are facing amid the pandemic. The Estero Republican said changes have been implemented to avoid another battle with the court and that the public will be able to provide input on how congressional and legislative lines should be shifted. But, as the once-a-decade redistricting process kicks off in the Capitol this week, no decision has been made on whether lawmakers will travel around the state or even hold virtual forums to gather input from Floridians on prospective boundary changes. “We are taking steps to safeguard against the kind of shadow process that occurred in the last cycle,” Rodrigues said during Monday’s committee meeting. “We will protect our process against the ‘astroturfing’ that occurred in the past, where partisan political operatives from both parties wrote scripts and recruited speakers to advocate for certain plans or district configurations to create a false impression of a widespread grassroots movement.” A decade ago, state lawmakers had

more time to work on the creation of new congressional and legislative boundaries, which are based upon U.S. Census Bureau population data. This year’s census numbers were delayed due to the COVID19 pandemic. Sen. Darryl Rouson, a St. Petersburg Democrat, said he hopes Republican legislative leaders are considering holding meetings outside of Tallahassee to hear from the public about the high-stakes maps. But Rouson said he remains concerned about the limited access that Floridians --- including many people who may not be able to travel to the Capitol --- might encounter in the process. “I think we should be as open and transparent and interactive as possible, given this truncated time frame that we’re talking about today,” Rouson told reporters after Monday’s meeting. The redistricting process, expected to be a major focus of the 2022 legislative session, will be the second time state lawmakers craft legislative and congressional districts following the passage of “Fair Districts” constitutional amendments approved by Florida voters in 2010. The amendments, which were designed to prohibit partisan gerrymandering or maps that favor incumbent elected officials, led the Florida Supreme Court to overturn congressional and state Senate maps initially proposed a decade ago.

They’re fatigued physically, mentally, emotionally and spiritually,” VanOsdol told the House Pandemics & Public Emergencies Committee Monday afternoon. He recounted having to step into other roles along with other hospital executives in an effort to keep operations running smoothly. “When we were critically short-staffed in housekeeping, due to difficulty hiring workers and furloughs due to community COVID exposure, I was one of eight members of our executive team who donned scrubs and filled in, stripping beds, cleaning rooms, taking out linens and trash, cleaning bathrooms, whatever needed to be done,” VanOsdol said. Critical staff shortages are compounded by a financial squeeze being put on hospitals, caused in part by the suspension of elective surgeries, the executives said. Ascension Florida lost more than $50 million in net operating income over the last 18 months, even after receiving federal coronavirus pandemic aid, VanOsdol said. VanOsdol also told lawmakers that hiring traveling nurses to come to Florida from other states has become problematic, because of a “laborious” licensure application process. Rep. Tracie Davis, a Jacksonville Democrat who serves on the House Health & Human Services Committee, asked the administrators what lawmakers can do to

help with the various obstacles hospitals face. “I would say that collaboration between policymakers and health care professionals is really crucial with regards to our ability to make sure that we have an adequate workforce moving forward. We need more students. We need more professors. We need more seats,” Finkler answered. Finkler also said that much of nurses’ time has become focused on paperwork, which puts them in front of a computer instead of at patients’ bedsides. “The sad reality today is that 40 percent of a nurse’s time is spent documenting,” he said. “I would ask us collectively to start looking at things like, what do nurses have to document?” Ascension Florida is one of the hospital systems that has moved to require COVID-19 vaccinations for employees. Rep. Dana Trabulsy, R-Fort Pierce, asked VanOsdol how the requirement, which will go into effect in November for Ascension staff, might affect the hospital system’s current nurse shortage, suggesting that some nurses may quit because of the requirement. “With your mandate on Nov. 12, are you prepared with a shortage of nursing staff, for a 40 percent turnover rate that day?” Trabulsy asked. “We are going to do everything possible to mitigate against that, to answer questions, provide support, debunk myths, provide the facts and data and the science and encourage folks to make the decision to get vaccinated,” VanOsdol said.

Rodrigues said he intends to rely on lessons learned from the last process, in which the court indicated it would defer to the Legislature’s decision-making to craft districts based upon geometric compactness, consistent use of political and geographic boundaries, equal population, and functional analysis of minority districts. “Fortunately, we now have the insight into both the judiciary’s expanded scope of review, and how courts have interpreted and applied the constitutional standards related to redistricting,” Rodrigues said. “I intend for this committee to conduct the process in a manner that is consistent with case law that developed during the last decade, is beyond reproach and free from any hint of unconstitutional intent.” As they did a decade ago, Republicans control both the House and Senate as the districts are being drawn. But the Florida Supreme Court since then has become more conservative, with two justices who dissented in overturning the Legislature’s proposed districts during the last go-around now in the court’s majority. A decision could be made by next week regarding whether public meetings will be held outside of Tallahassee, Rodrigues told reporters Monday. But the GOP leader said he’s not sure it makes sense to conduct such meetings. “The pieces of information that came out of that traveling roadshow were communities of interest, that is where the public came to us and said, ‘Here are the commu-

nities of interest that you need to keep together,’” Rodrigues said after the meeting. “If you go back and look at the litigation from the last cycle, the court was very clear that we’re no longer allowed to use communities of interest because that was not articulated in the Fair Districts amendment.” In another change from a decade ago, the House and Senate are using the same vendor to post redistricting data. Rodrigues also said that individuals submitting an idea, comment or map must provide a signed form that includes their name and says whether they have received compensation for the proposal. “Our staff will not review or consider publicly submitted comments, suggestions or maps for inclusion in their work product unless and until a senator asks them to do so in writing,” Rodrigues said. Based upon the state’s increased population, lawmakers will have an extra congressional district to add to Florida’s delegation. The central part of the state along the I-4 corridor could be the beneficiary of the added congressional district, in part because the region has at least two seats held by Democrats --- District 7 in Seminole and Orange counties, held by U.S. Rep. Stephanie Murphy, and District 13 in Pinellas County, held by U.S. Rep. Charlie Crist --- that GOP lawmakers could target for a shift to a Republican-voter majority. The House Redistricting Committee holds its first meeting on Wednesday and House redistricting subcommittee meetings are planned for Thursday.

FLORIDA UNEMPLOYMENT RATE INCHES DOWN JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE --- Florida’s unemployment rate inched down slightly from July to August, as the labor force continues to grow but the number of people without jobs holds steady. The Florida Department of Economic Opportunity on Friday announced the state’s unemployment rate for August stood at 5.0 percent, down 0.1 percentage point from the mark in July. The latest report showed 529,000 people qualified as being unemployed, down 1,000 from revised July numbers, while the state’s workforce increased by 65,000 to 10.54 million. The figures mark the second month since state leaders began to openly push people back into the workforce following COVID-19 layoffs, and come as the national job-creation total of 235,000 in August was deemed disappointing. Still, Adrienne Johnston, the department’s chief economist, called Florida’s figures “positive.” “I think what we saw is continued job gains in the private sector, which is what we were expecting and that’s what we were hoping to see,” Johnston told reporters during a conference call Friday. “More importantly, as we saw more jobs added to payrolls … we also see people joining the labor market. And so, we’ve had several months of continued growth in both payroll employment and labor force growth, and people are gaining employment over the month as well.” Florida’s labor force has grown by more than half a million people since October, when the state was completing its reopening efforts after the initial hit of the COVID-19 pandemic. In June 2020, when the unemployment rate stood at 11.6 percent, an estimated 1.149 million Floridians were listed as out of work. The state Department of Economic Opportunity reports that Florida has recouped 76.8 percent of the jobs considered lost due to the pandemic. According to U.S. Department of Labor estimates, over the past year Florida has added about 378,000 jobs, trailing 874,000 new jobs in California, 411,000 in New York and 681,000 in Texas. Florida’s jobless rate, however, beats the national mark, which went from 5.4 percent in July to 5.2 percent in August. From July to August, businesses involved with financial activities in Florida gained 8,900 jobs, professional and business services grew by 7,900 positions, and education and health care jobs grew by 6,100. However, a troubling note is that leisure and hospitality jobs declined from July to August by 4,300, a possible sign of the impact of the highly transmissible delta variant of the virus on

tourism, which recently celebrated a strong second quarter among domestic travelers. The drop in tourism jobs comes despite a focus on helping the industry to find workers. The state in June withdrew Florida early from two federal assistance programs --- the Federal Pandemic Unemployment Compensation and Mixed Earners Unemployment Compensation programs --- and reinstated a “work search” requirement for people seeking unemployment benefits. Other federal unemployment programs that were part of pandemic recovery efforts ended Sept. 6. Florida since mid-May has seen little change in the weekly number of new unemployment claims, averaging 7,895 first-time applications per week, according to the U.S. Department of Labor. Before the labor push, the state’s workforce stood at 10.24 million, with the number of people classified as being out of work at 503,000. Rep. Anna Eskamani, D-Orlando, said this week that many people who were career service-industry workers decided to leave the field during the pandemic for positions with more pay and benefits. Johnston said that, while people are finding jobs as they return to the workforce, there’s still a lot of friction in the labor market and it could take a few more months to determine the success of the labor-force push. “As we saw with the unemployment rate declining, there’s still going to be a little bit of tension between the jobs being advertised and people finding those jobs,” Johnston said. Across Florida, the lowest unemployment rate is in the Crestview-Fort Walton Beach-Destin metropolitan area at 3.8 percent, down from 4.0 percent in July. A year ago, when Florida’s unemployment rate started to drop following COVID-19 shutdowns, the area’s rate was at 4.8 percent and the state’s mark stood at 7.9 percent. The state’s highest unemployment rate continues to be found in the Sebring area at 6.5 percent. The Villages is at 6.4 percent and Homosassa Springs is at 6.3 percent. The unemployment rate in the MiamiFort Lauderdale-West Palm Beach metropolitan area is at 5.6 percent, while the Miami-Miami Beach subdistrict on its own holds a 6.7 percent jobless mark. The tourism-heavy Orlando-Kissimmee-Sanford metropolitan area has a 5.0 percent unemployment rate. A year ago, the central Florida region topped the state with a 10.7 percent jobless rate. The Pensacola area is at 4.5 percent; the Tampa-St. Petersburg-Clearwater metropolitan area stands at 4.5 percent; and the Jacksonville area is at 4.3 percent.

PROPOSAL WOULD RAISE DROP-OUT AGE NEWS SERVICE OF FLORIDA STAFF State Rep. Kevin Chambliss, D-Homestead, has filed a proposal that would raise the age for Florida students to be allowed to drop out of high school. Currently, students must be at least 16 years old to leave school, but Chambliss’ measure (HB 125) would increase the age to 18. The proposal has been filed for consideration during the 2022 legislative session that begins Jan. 11. “Here in the state of Florida, legally, at the age of 16, our kids with just a piece of paper filled out and signed, they can technically leave school,” Chambliss told reporters during a press conference Monday. Under current law, students age 16 and older can file a “formal declaration of intent to terminate school enrollment”

with the local school board. The declaration must be signed by the student and his or her parent. Chambliss’ proposal would eliminate the requirement that parents’ sign off on the declarations. The bill also would eliminate a requirement that a school district notify the parent if a student decides to drop out. Chambliss said Monday that the change would bring Florida “up to speed” with what he said is a current policy in a majority of other states. “Over 40 states already have an age that’s higher than 16 as we speak. We were lagging behind on that particular issue, so this brings us up to speed on what the rest of the nation already knows, that an idle mind is the devil’s workshop,” Chambliss said. Chambliss said that Sen. Shevrin Jones, D-West Park, will file a companion bill in the Senate.

CONFEDERATE STATUE HEADED TO TALLAHASSEE, FOR NOW NEWS SERVICE OF FLORIDA STAFF A statue of Confederate Gen. Edmund Kirby Smith that stood in the U.S. Capitol for nearly a century as a representation of Florida will be moved to Tallahassee, but don’t expect the bronze likeness to be displayed publicly until a new home is found. “The statute will be relocated and transported to the Museum of Florida History and we anticipate transferring the statue to another museum in the future to be made available for public display in Florida,” Florida Department of State spokesman Mark Ard said in an email Monday. The statue, which was removed from the U.S. Capitol on Sept. 4, had served as one of Florida’s two representatives in the National Statuary Hall since 1922. The state’s other statue depicts John Gorrie, who is widely considered the father of air conditioning. Florida lawmakers in 2016 voted to replace the Smith statue amid a nationwide back-

Lake County commissioners in 2019 supported an effort by the Lake County Historical Society and Museum to house the statue of Smith at a historic courthouse in Tavares. But commissioners last year reversed the decision, saying the anticipated arrival of the Smith likeness in Lake County had created divisions. In their reversal, they pointed to the St. Augustine-born Smith having no ties to Lake County and said that the courthouse-turned-museum has a “tragic history” for the role it played in a case known as the Groveland Four. As commander of Confederate forces west of the Mississippi, Smith was considered the last general with a major field force to surrender in the Civil War. He spent his later years as a college professor in Tennessee.

$200 MILLION IN REFUNDS UNCLAIMED IN FLORIDA PREPAID COLLEGE PROGRAM NEWS SERVICE OF FLORIDA STAFF More than 30,000 families have yet to claim over $200 million worth of refunds from Florida’s Prepaid College Tuition Program, according to program officials. Prices for the prepaid plans were rolled back last year, as tuition at state colleges and universities had not increased in six years. This left some accounts paid off early, with refund balances due. On average, families that have not yet claimed their refunds have $4,700 waiting for them. “This is a time when we know that there are families who could definitely use a $4,700 check.

REVIVED HOUSE PROPOSAL WOULD TURN OFF REDLIGHT CAMERAS NEWS SERVICE OF FLORIDA STAFF An effort to turn off red-light traffic cameras is once again back in the Florida House. Rep. Anthony Sabatini, a Howey-in-the-Hills Republican who is running for Congress, has again filed a measure (HB 6029) that calls for a repeal of the Mark Wandall Traffic Safety Program law. The 2010 law, named after a man killed by a motorist who ran a red light, authorized the use of red-light cameras throughout the state. Sabatini, a harsh critic of state House GOP leaders, previously has said that the law isn’t altering “bad” driving behavior and that
