BAY SCALLOPS OFFER A SHORT WINDOW FOR HARVESTING FUN by Kelly Oden

From about July through the end of September, locals and visitors alike grab their snorkeling gear and head to Florida’s Gulf Coast to catch some dinner – no fishing rod required. Diving for bay scallops is a much loved mid-to late summer adventure from Gulf County all the way down to Tarpon Springs. While the commercial harvest of bay scallops is prohibited to protect the bivalves from over harvesting, recreational harvests are allowed within a specific window and in specific locations. While Crystal River, Homosassa and Steinhatchee are well known scalloping locations, Emerald Coast recreational divers can easily scallop at Port St. Joe, Cape San Blas and other locations in Gulf and Bay counties, where the season doesn’t end until September 24. Bay scallops (Argopecten irradians) are bivalve mollusks that live in relatively shallow seagrass areas of the Gulf and its bays, particularly where freshwater rivers meet the Gulf and create the perfect climate for scallops to grow. Their shallow habitats make scalloping a fun and relatively safe family adventure that can be done from shore or by boat. All you need are your snorkels, masks, saltwater fishing licenses, a mesh bag or net and a diver down flag. We spoke with Ryan Gandy, a researcher who oversees the shellfish research section for the Florida Fish and Wildlife Research Institute. Gandy oversees the research and monitoring for oysters, scallops, stone crabs, Blue Crabs and horseshoe crabs. How did commercial scalloping come to be prohibited? In the early 1990s, there was a commercial fishery operating for scallops, but the population declined severely, and the fishery was shut down. Since that point, as populations have recovered, we have opened and

expanded recreational scallop fishing – primarily in the Big Bend area. In recent years, we’ve been able to increase either the amount of time or the area allowed for recreational scalloping. Tell me about the life cycle of a scallop. This is the thing about scallops – and one of the things you have to remember – they are not your traditional fishery. Many fish classes have multiple generations of fish, but scallops are an annual crop. Scallops live about 18 months. They spawn in fall and early winter. Those larvae will set on the bottom and grow up. They have only one year to where they’re ready to spawn again. And that’s it. Once that spawning population is done, you don’t have other tiers of spawning populations. So that creates a highly variable population

from year to year. A great example is St. Joe’s Bay. It was kind of puttering along. We had decent populations there, but suddenly, they went from say six scallops, in a transect area to 66. So, basically an order of magnitude higher in one season. Then this season they dropped back down to where they had been before. They can have high variability. They are on about a five to seven-year cycle. After several years of good numbers, the population starts climbing for four or five years and then it hits the bottom again. What will happen in that period are some good environmental conditions that may push all the larvae into a retaining area. They are pelagic larvae, so for a couple weeks they’re up in the water column getting dispersed by currents and tides and winds. What happens is you can have scallops that are spawned in one county that end up in another county, and that’s how you’ll see high differences from one area to the other. So that all leads to the high variability with scallops from year to year. This is a natural product – a naturally occurring resource. Given its life history, it can make it so that you can’t always go out there and get a limit just because the population is not there. That doesn’t always mean that next year is not going to be a good year because scallops are highly fecund. They have lots of babies. They are a hermaphrodite. It’s not good for them to self-fertilize. But being able to spawn both types of gametes gives them higher productivity. With other species, you might have too many males in the population or too many females in the population. With scallops, you don’t have that issue. And with the volume that they can produce, as long as the larvae are

retained in the area that they’re spawned and don’t get blown off shore, you can go from what appears to be no scallops in an area to a very good year the next year. Most scallops die naturally in the winter following their spawning. They’re kind of a live fast, die young species. We have that with a lot of invertebrates. They rely on a high amount of reproduction. Scallops, crabs and shrimp are kind of the potato chips of the sea – everything likes to eat them. How do other sea creatures eat them? Scallop shells are very weak. If a stone crab grabs one, they can just crack them. If a blue crab gets it, it may crack the shell, or it may try to pick at it until it opens it up and gets to it. With rays, they suck the scallop in and crush it inside the plates in their mouth and then they pull out the good stuff and spit the shells out. Scallops have unique eyes—30–40 each. What can you tell me about them? You’ll see the blue eyes along the outside edge of the shell. They are pretty much for light sensing. When a shadow goes over them, they’ll try to close up or shoot away. When they clasp their shells together, the water will shoot out like a jet and that’s how they can propel a little further away. It’s not re-

ally designed for getting away from things that are pretty quick like stingrays or people, but if a big horse conch or a stone crab came around, they can clap that valve together and have a chance to get far enough away. What advice do you give recreational scuba divers going out to scallop for the first time? Scallops are directly tied to their habitat – seagrass. Divers should be very careful of how much scarring they do to the seagrass because without the seagrass, the scallops don’t have anything to set to. We want to make sure that as the population increases and people are using the resource more that they are also protecting it. That’s a very simple way – turning your motor up, having good charts. That kind of thing. Also, we do want to try to preserve the population throughout the season, so if you’re not going to eat the scallops or you’re just out there to collect them and pick them up, try to manage what you take so that you’re not taking more than what you’re going to eat. Other than that, just have fun and enjoy all the other critters you see out there, too. There’s a lot to see on the scallop floor once you get out there.

HOW DOES AMERICA KNOW WHAT AMERICA NEEDS? BY JOSH NEWBY The answer is the census. Coming of Age isn’t going to bury the lede or make you work for the answer. Nope, if you want community centers and Meals on Wheels, schools for your grandchildren and Medicaid and Medicare for your loved ones, you have got to fill out the census. Fill it out right now at my2020census.gov, tell a family member or friend to do the same, and you can stop reading. When asked when the national census was due, after Coronavirus delayed the initial schedule, Atlanta Assistant Regional Census Manager Marilyn Stephens provided a simple answer: “Today.” Remarkably, that is still the answer. The census is due today. Why the urgency? Well, it’s a Constitutional imperative and is a uniquely universal civic experience. It also helps with apportionment and redistricting, but you don’t care about any of that. You care about the kitchen table economics of it all, and take it from Council on Aging, take it from your community lead-

ers and the people who have come and gone before you: there is probably no bigger determinant of your economic wellbeing outside your education and upbringing than the census. If you receive Social Security, Medicaid or Medicare; if you visit a health clinic, benefit from SNAP or WIC or even play bingo at a community center, you are a beneficiary of correct census data. “The primary reason we conduct the census is apportionment, which means a community’s or a state’s voice to those who make the decisions,” said Marilyn Stephens, assistant regional census manager for the Atlanta Region. “The louder your voice, the wider the pipeline of resources is. Essential programs are funded based on census numbers, like healthcare services, Medicaid, Medicare, and community health centers. The census supports viable neighborhoods and good education, Meals on Wheels and so much more.” But if you don’t fill out the census, surely those things will still exist, right? It’s not like they go away. We yield the

PENSACOLA FIRE AND POLICE RESCUE RESIDENTS FROM HOUSE FIRE DURING HURRICANE As Hurricane Sally made landfall and brought 100+ mph winds and torrential rainfall to the Pensacola area, Pensacola Fire Department dispatch received a desperate call for help in the early morning hours of Wednesday, Sept. 16. A house was on fire, and two residents were standing on their porch in the middle of a hurricane to escape the flames. Another resident was still inside the home. Like other first responders in the area, Pensacola Fire Department was temporarily not responding to calls due to unsafe conditions from Hurricane Sally – but they couldn’t let this one go. “In our line of work, when something like that comes in, that’s when it’s go time for us,” Pensacola Fire Battalion Chief Charles Walters said. “We’re willing to risk everything, so we made the call to go ahead and send companies and respond. Because had we not responded, it might have been a horrible thing – so we risked everything in a storm.” As Engine 1 and Engine 2 made their way through the horrendous weather conditions to get to the fire at a residence on Ninth Avenue, Pensacola Police Department Sgt. James Daniels heard the same call from dispatch while staging at Pensacola International Airport during the hurricane. Like Pensacola Fire Department, Sgt. Daniels made the decision to respond. “We were told the same thing, that we were only responding for life or death, and it was going to be based on a hard call and a decision of the supervisors based on the conditions,” Sgt. Daniels said. “I made the call to have myself and my officer go out there…I would rather push through the weather and get to them than to not be able to help.” The hurricane conditions presented many obstacles as PFD and PPD drove to the house fire, only able to drive about 25 mph at times due to low visibility and wind speeds. “The wind was pushing you over, the rain was coming down sideways and the streets were flooded,” Pensacola Fire Captain Jarrod Gruber said. “Like you can imagine right in the middle of a hurricane, it was pitch black and the streets were covered in downed trees, power lines, you name it.” Despite the dangerous conditions, Sgt. Daniels said all three PPD officers and two airport officers who were with him at the airport were eager to respond to the call. “They literally all were ready and falling behind me, and I told them some of them had to stay,” Sgt. Daniels said. “Our C shift I’m assigned to,

that group of officers and the city as a whole, we have a lot of young officers. Well you can tell they’re definitely doing this job and this career for the right reasons – and it shows there, because you have to hold them back and tell them not to go, they’re so eager to help.” When first responders made it to the residence, flames and smoke were visible, and they were told one resident was still inside. Firefighters were able to get the individual safely out of the home and extinguish the fire, keeping it contained in the garage where it started. Sgt. Daniels and PPD Officer Wayne Berthiaume transported the three residents to the Pensacola Bay Center shelter to take refuge from the storm. Pensacola Fire Department and Pensacola Police Department both attributed the successful response to the great teamwork between everyone involved. “It was definitely two city divisions coming to help out someone else,” Battalion Chief Walters said. “We couldn’t have done it without them.” Pensacola Fire Chief Ginny Cranor said she was incredibly impressed with the response by her team, along with PPD, who all put their lives on the line to ensure the safety of others. “I’m so proud of them,” Chief Cranor said. “Their training and preparation as firefighters – and sheer humanity – were on full display. These guys left their own families, not knowing what Sally was going to do, and saved others. It is truly inspiring.” Pensacola Police Chief Tommi Lyter echoed Chief Cranor’s sentiments. “I can’t emphasize enough how much I appreciate our officers and their willingness to risk their lives every day for people they’ve never met,” Chief Lyter said. “Stories like this are a testament to the dedication and selflessness of our first responders in the City of Pensacola, and I’m so proud of their dedication and willingness to make sacrifices every day to protect and serve our citizens.” Mayor Grover Robinson agreed, also expressing his gratitude to everyone involved. “Heroic stories like this happen every day in the City of Pensacola, but we don’t always get the opportunity to hear about them or recognize those who put their lives in danger to save others,” Mayor Robinson said. “I’m so proud of and thankful for the Pensacola Fire Department and Pensacola Police Department for their selfless actions during this call and many other calls like it where lives have been saved thanks to their dedication. I truly appreciate their service and commitment to keeping our city safe.”

floor again to Ms. Stephens. “The saddest stories I hear are about neighborhoods that need a community center, for example,” said Stephens. “They need a community center, everyone knows there are huge numbers of people that would benefit, but the numbers on the census don’t support the need in the community. The census is how we know what we need.” The census is how we know what we need. That’s a powerful statement. Do you think the feds couldn’t care less about you? Do you think the talking heads on TV are too preoccupied with their political posturing and their mutual funds to care if you get your Meals on Wheels? Well, imagine how little they’ll care if they don’t even know you exist. Like it or not, you have two voices in our civilized society: voting and the census. And I know as well as you do that you need every voice you can get. So why do communities, especially communities of color, seem so reluctant to fill out the census? “A lot of it is historical mistrust of

government,” said Stephens. “The three-fifths compromise and later disenfranchisement of black people created an attitude and a culture of not wanting to be counted. We have to reverse that.” That makes total sense. I wouldn’t want to be counted either if I knew the government was going to use it to deport me or haul me off to jail or otherwise persecute me. But census data is kept private and confidential as part of federal law, and every census employee takes an oath to protect that data under threat of $250,000 fine and prison time. And believe us, every census taker out there just wants to make sure you get yours. Because you know who is definitely getting theirs? The Villages. That’s right, Sumter County in Florida routinely tops the list of the nation’s most responsive. How do America, the decision-makers, and the purse-keepers know what you need? Because you use your voice. The census is due today. What are you waiting for?

CITY OF PENSACOLA HURRICANE SALLY RECOVERY UPDATE #3 City of Pensacola staff have been working diligently to clear downed trees from city roadways, restore traffic signals, clear stormwater ponds, assess damages and more since Hurricane Sally made landfall. City Public Works and Facilities, Parks and Recreation, Inspection Services and Sanitation Services staff began recovery work as soon as it was safe to do so after Hurricane Sally, and the city has also hired several contractors to help expedite the recovery efforts. The public’s patience is appreciated as crews continue to work throughout the city. City Hurricane Sally Recovery Summary as of 4:30 p.m. Monday, Sept. 21: • All of the city’s 92 signalized intersections are working. • All major stormwater ponds are being pumped down successfully, and storm inlets/pipes are being cleared by city crews. • Damage assessments of city building facilities have been completed. The current damage estimate for city building facilities is at approximately $10 million. • City Parks and Recreation facilities are currently being assessed for damages. All city community centers have been assessed for damages, along with Osceola Golf Course. The damage assessments will continue this week. • 353 trees have been reported blocking roadways so far, and approximately 345 of those have been cleared. All remaining blockages

CITY OF PENSACOLA RECYCLING TEMPORARILY ON HOLD Due to significant damage from Hurricane Sally at the Emerald Coast Utilities Authority’s Materials Recycling Facility, recycling for City of Pensacola Sanitation customers is temporarily on hold. City of Pensacola Sanitation Services Department uses ECUA’s recycling facility to process recyclable materials from City Sanitation customers, and

should be cleared within the next 24 hours. If there is a downed tree blocking your street (within City of Pensacola limits) and it has not been removed by Tuesday, Sept. 22, please call Parks and Recreation at 850436-5670. • Damage assessments of city parks and waterfront assets are currently taking place. Preliminary damage estimates are expected to be complete within the next 24 hours. The current damage estimate for city parks and waterfront assets is at approximately $10 million - $12 million. • A total of 15 crews (10 city crews and five contractor crews) began picking up debris today. More crews will be added later this week to expedite debris pickup. • City staff went out with FEMA’s Damage Assessment Team today and will go out again tomorrow for additional damage assessments. • The city distributed over 1,000 tarps Sunday, Sept. 20 at Fire Stations 1 and 6 and Monday, Sept. 21 at several city community centers. • Private property damage assessment is currently at $15 million in the City of Pensacola. Drivers are urged to use extra caution on the roads and watch for downed trees, power lines and debris. Please remember to treat intersections with traffic signal outages as four-way stops. the facility is not accepting recyclables until further notice due to the damage sustained during the storm. City of Pensacola Sanitation customers are asked to only use their black garbage cans until further notice since materials will not be recycled. DELAYS STYMIE PROGRAM FOR PEOPLE WITH DISABILITIES CHRISTINE SEXTON NEWS SERVICE OF FLORIDA STAFF TALLAHASSEE — A push by state lawmakers to encourage Floridians with intellectual and developmental disabilities to work has been stalled in Gov. Ron DeSantis’ administration for more than a year — and there’s no clear indication when the program will get up and running. Agency for Health Care Administration Secretary Mary Mayhew assured top legislative leaders and the governor’s office in a June 29 report that her agency was developing an outreach plan to promote what’s known as the Working People with Disabilities Program and that it would take effect in July. But the program, initially passed by lawmakers in spring 2019, still isn’t operational, according to people who have tried to use it. Tampa resident Mayra “Paulina” Reyes works full time for the Hillsborough County Parks and Recreation Department and will graduate from Pasco-Hernando State College in seven months with a business degree. Eager to potentially earn more money after graduation, Reyes spent more than an hour on the phone last week calling the local Medicaid office asking to be enrolled in the program. “I took an hour lunch break and I literally had to ask my supervisor to give me an extra 20 to 30 minutes to try to get this done,” Reyes, 31, told The News Service of Florida. “As soon as I mentioned the Working People with Disabilities Program, they would put me on hold and try to figure out what program I was referring to.” Reyes, who has cerebral palsy, receives home- and community-based services through the Medicaid program. Though she has health insurance

through her job, home- and community-based services provide benefits that aren’t covered or are limited in traditional health insurance policies. For instance, Reyes struggles with her balance and cannot do laundry on her own because she can’t pick up laundry baskets and walk with them. So she has a Medicaid-funded companion who helps her with that chore and others such as making dinner. She also relies on Medicaid to provide transportation because she cannot drive. “Basically, they gave me the runaround,” Reyes said of the Medicaid office. “I got hung up on. By the third or fourth (call), when I actually got a real person, I was transferred back and forth to different departments. At the end of the day, the last person I spoke with honestly had no idea what I was referring to. And I feel like that was disappointing because I was so excited to find out about this program.” Prior to the 2019 law, people with disabilities who received home- and community-based benefits were precluded from earning more than 300 percent of the federal poverty level, or $2,349 a month, if they wanted to maintain their benefits. Championed by Fleming Island Republican Rob Bradley, the powerful chairman of the Senate Appropriations Committee, the 2019 law directed state Medicaid officials to get approval from the federal government to increase the monthly maximum allowable income. Instead of being capped at 300 percent of the federal poverty level, the law directed the state to get approval from the federal government to increase the monthly allowable income cap to 550 percent of the federal poverty level, which translates to $4,307 a month. The law also upped the amount of cash assets a person could have without

jeopardizing their Medicaid benefits from $2,000 to $13,000 and allowed people to have Internal Revenue Service-recognized retirement accounts without losing benefits. Bradley, who once called the 2019 law one of his proudest legislative accomplishments, told the News Service that he was “looking into” the cause of the delays. In the June 29 report, Mayhew attributed the “slight delay” in getting the program operational to COVID-19. She said the federal government approved the higher income and savings caps on April 2 but that the state was focused on responding to virus-related issues. “As such, implementation of the Working People with Disabilities program has been slightly delayed,” Mayhew wrote, adding that, “Starting July 1, 2020,” the state would implement a process that allowed people with disabilities to earn more money without losing their benefits. While the Agency for Health Care Administration houses the Medicaid program and was directed to get approval from the federal government to make the change, the Department of Children and Families determines whether people qualify for Medicaid. Additionally, the Agency for Persons with Disabilities is the lead state agency when it comes to Medicaid homeand community-based services. Mayhew indicated in the June 29 document that her agency would work with other state agencies to ensure that information about the program is easily accessible on each agency’s website and that waiver support coordinators, who help people with disabilities secure home- and community-based benefits, were made aware of the new opportunity.

Valerie Breen, executive director of the Florida Developmental Disabilities Council, said Reyes is not alone and that she has heard from others who are eager to sign up for the program but cannot. Breen estimates that as many as 1,000 people with disabilities would benefit under the change. “The implementation of this program is critical to their livelihoods, and they are eager to sign up,” Breen said in a statement. “Now is the time to take a wonderful opportunity and really make it work, not just on paper, but in real life.”. Breen said it’s imperative for agencies to work together to ensure procedures are in place and that staff members are knowledgeable. The Department of Children and Families and the Agency for Persons with Disabilities did not respond to repeated requests for comments on the delays. Agency for Health Care Administration spokeswoman Katie Strickland told the News Service on Monday that the agency is in the “process of drafting outreach materials which will be shared with our sister agencies for final approval. Once finalized, this material will be distributed to our community partners so the information can be effectively communicated to potentially eligible waiver recipients.” For Reyes, that can’t come soon enough. “People with disabilities need to be given the right tools. Which means if you go out there and you get an education and you are eager to work and show your talents there’s nothing that should stop you from doing what you want to do to be a productive person in society,” she said. “It’s very critical to make people feel included in society.”

The money is available from federal CARES Act stimulus funding and will be directed to rural counties that have lower rates of internet connectivity and have limited access to health-care professionals. The first lady was joined by school superintendents whose districts will benefit from the funding, including Dixie County Superintendent Mike Thomas; Madison County Superintendent Shirley Joseph; and Taylor County Superintendent Danny Glover, Jr. State Agency for Health Care Administration Secretary Mary Mahew, who took part in the news conference, said there has been a 300 percent increase in the use of telehealth since the COVID-19 pandemic began, something that she described as a “slight silver lining.”
