HOPE & HEALING A CAMPAIGN TO SUPPORT GULF COAST KID’S HOUSE by Dakota Parks
Between the closures, cancellations and social distancing, COVID-19 has been tough on everyone—child advocacy centers (CACs) are no exception. Since 1998, Gulf Coast Kid’s House (GCKH) has been providing the community child abuse education and prevention. GCKH combines all of the professionals and resources needed for the intervention, investigation and prosecution of child abuse cases under one collaborative roof. Due to COVID-19, all fundraising events in 2020 to raise money for GCKH have been cancelled, prompting the pressing need for the Hope & Healing Campaign. A large portion of the budget for GCKH comes from charitable donations and fundraising. Three events make up a notable portion of the budget: Brunch & Bubbles and Chocolate Fest, hosted by GCKH, and the Pensacola Dragon Boat Festival hosted by Northeast Pensacola Sertoma Club. Brunch & Bubbles is a 300-person event that takes place at Portofino pool deck, Chocolate Fest is a 2,000-person event that takes place at Cordova Mall and Pensacola Dragon Boat Festival, hosted at Bayview Park and can yield up to 8,000 spectators and participants. Public Relations and Events Manager, Bradley
Sanders explained the importance of these events and the campaign. “There is no way to host events of those size right now, but our job doesn’t stop during a pandemic. We still provide services to over 3,000 children a year. In Escambia County one in ten children are experiencing abuse,” Sanders said. “When a child comes to our facility, they’re usually brought by law enforcement or Department of Children and Families and they’re taken for a one-time recorded interview by the Child Protection Team. That’s really important because no victims should have to retell
their stories more than once and relieve traumas or forget important details.” As Sander’s explained, the GCKH team responded quickly to the demands of COVID-19 by securing ample personal protective equipment and updating protocols to ensure medical staff and children at the facility are safe. Their virtual adult training prevention module, Safe Kid Zone, created in partnership with Leadership Pensacola’s Class of 2019 goes further in-depth to teach people how to recognize, report and reduce child abuse. “Safe Kid Zone is meant to teach the tipping point, which is defined as the number of people that need to learn something to enact societal change. In Escambia County, we’re striving for 10 percent of the popula-
tion, which would be 30,000 people,” Sanders explained. “Education is key to prevention because in order to stop something, you have to educate people on it. And in 20 years from now, if all this teaching has paid off and we have parents who are not abusing their children, then we did our job.” To donate to the campaign, businesses and individuals can visit gulfcoastkidshouse.org and find the Hope & Healing Campaign link on the main page. For those that cannot afford to donate, Sanders explained that taking the Safe Kid Zone training and sharing the campaign on social media is a great way to get involved. “By becoming an advocate and learning more about child abuse, you benefit every child in your life and your community,” Sanders said. “Every Florida resident is a mandated child abuse reporter. It’s your duty by law to report it. My advice to all adults right now is to check in on the children in your life. Even if it’s just a simple phone call, you might notice a difference. Families are more stressed than ever right now. There is light at the end of the tunnel, and like I always say, children are our future, so we have to protect them.” The number to report child abuse in Florida is 1-800-96-ABUSE.

MARINE RESOURCES DIVISION CREATE ECOSYSTEMS THROUGH HUNDREDS OF ARTIFICIAL REEFS Miles of concrete sections from the Pensacola Bay Bridge have found a new life below the Gulf of Mexico’s surface as part of the Escambia South-East Artificial Reef Site. Since October 2019, 75,000 tons of concrete bridge sections have been deployed into the Gulf to form eight new artificial reef sites. Each of the concrete sections weighs over 100 tons each and is deployed from a barge by Skanska USA Civil Southeast with the assistance of Escambia County Department of Natural Resources Management’s Marine Resources Division. The 155th deployment took place on Monday, Aug. 17, strategically dropping 1,000 tons of concrete at the newest reef coordinates. Roughly 30 more deployments are planned through 2020. The newly recycled reefs have been in the works since 2012, when the Florida Department of Transportation announced the replacement of the Pensacola Bay Bridge. “Escambia County has a long history of recycling bridge materials and other materials for marine life habitat,” said Robert Turpin, Escambia County Marine Resources Division manager. “After FDOT announced the replacement project, I got to work immediately on planning for a permitted site that had the attributes we would need for a project of this size.” The Marine Resources Division permitted an almost 9-square mile area inside state waters where state fishery law would apply and the reefs would be closer to Pensacola Pass. “These new Pensacola Bay Bridge reefs are deployed less than nine nautical miles from shore, which reduces boat fuel expenses and allows anglers to harvest fish under state regulations—which are often less
restrictive than federal regulations,” Turpin said, adding that the proximity of the reefs would also make them more accessible to smaller vessels, while remaining in deep enough water to attract marine life. The new reef site location is southeast of Pensacola pass, just east of the Russian freighter San Pablo. “San Pablo was sunk after World War II and has been a fantastic artificial reef for many, many decades,” he said. “And that area of seafloor—I’ve been diving it since the mid-1970s—I knew that it was really good bottom. The seafloor has a lot of good organisms that live within it that serve as food for the reef.” Turpin said a common misconception surrounding artificial reefs is the idea that after building a reef, you have to wait for algae to grow on the reef in order to attract fish. In fact, most of your game fish feed upon biological communities inside the sand sediment and in the plankton, and Turpin noted when a new reef is built in the Gulf, it’s almost immediately inhabited by snapper, grouper, triggerfish, amberjacks and many others. More than 530 public artificial reef sites are scattered throughout Gulf waters in Escambia County, providing a range of diving experiences and environmental benefits. The county-managed artificial reef program aims to create new marine habitats and boost economic development through tourism. In addition to cultivating active and thriving ecosystems, the artificial reefs also draw divers from across the country. According to a 2015 economic analysis conducted by UWF economist Dr. Bill Huth and funded by the Florida Fish and Wildlife Conservation Commission, the economic

In addition to the bridge materials, many reef sites are constructed using durable materials such as concrete prefabricated reefs, prefabricated reef modules, and steel barges and vessel materials. Escambia County Department of Natural Resources Management’s Marine Resources Division is assisting Skanska USA Civil Southeast in the deployment of the reefs. Deployments of recycled bridge materials take place several times a month, and more than 15 acres of artificial reef sites will be available to divers by 2021. “These reefs provide a wonderful way to enjoy the natural resources of our beautiful area and experience the diverse wildlife and ecosystems of the Gulf of Mexico, “ Turpin said. Find a Reef The Public Artificial Reef List also includes a link to a .gpx file, which allows users to upload the artificial reefs into their on-board GPS navigational equipment, something many newer GPS receivers include. The artificial reef coordinates are also provided in .kml format, allowing users to view Escambia County’s public artificial reefs on the Google Earth platform. Reef Rules 1. Florida Law requires the use of the “Divers-Down Flag” °° The size of divers-down flags displayed on vessels must be at least 20 inches by 24 inches, and a stiffener
is required to keep the flag unfurled. Dive flags on floats must be at least 12 inches by 12 inches. Also, divers-down flags on vessels must be displayed above the vessel’s highest point so that the flag’s visibility is not obstructed in any direction. °° Divers must make reasonable efforts to stay within 300 feet of a divers-down flag on open waters (all waterways other than rivers, inlets, or navigation channels) and within 100 feet of a flag within rivers, inlets, or navigation channels. °° Vessel operators must make a reasonable effort to maintain a distance of at least 300 feet from divers-down flags on open waters and at least 100 feet from flags on rivers, inlets or navigation channel. Vessels approaching divers-down flags closer than 300 feet in open water and 100 feet in rivers, inlets and navigation channels must slow to idle speed. °° When divers are out of the water, a dive flag may not be displayed °° CAUTION: Concrete may not be stable and diving/swimming under pieces of concrete could be hazardous to your health. 2. Snorkeling Reefs are not patrolled by lifeguards; snorkel at your own risk. Be aware of boat traffic, dangerous marine life, strong wave surge and currents, etc. 3. Always dive with a buddy--never dive alone! 4. Use a personal flotation device, snorkeling vest or other buoyancy aid. 5. Snorkelers and divers should adhere to beach warning flags.
APPLICATION SUBMITTALS FOR THE ESCAMBIA CARES RENT AND MORTGAGE PROGRAM CLOSE FRIDAY, SEPT. 4 AT 5 P.M. Due to the high volume of submissions received since applications opened on Tuesday, Sept. 1, Escambia County will temporarily close application submittals on Friday, Sept. 4, 2020, at 5 p.m. CST, for the Escambia CARES Rent and Mortgage Assistance Program to allow staff to review applications. All applicants will be notified by county staff regarding their eligibility, and the county asks applicants for their patience during the review process. Application windows for future rounds of funding for rent and mortgage assistance will be announced at a later date. Funding in the amount of $813,451 for this program was made available by the Florida Housing Finance Corporation Coronavirus Relief Funds and eligibility requirements were set by the state. The Escambia CARES Rent and Mortgage Assistance Program is separate from the Escambia CARES Family Emergency Financial Assistance Grant or the Escambia CARES Business Emergency Financial Assistance Grant Programs. The dates to apply for these programs will be announced soon. Eligible applicants for the Escambia CARES Rent and Mortgage Assistance Program must have been impacted by the COVID-19 pandemic. Eligible expenses must occur between March 1, 2020, and Dec. 30, 2020. Maximum assistance will be $3,000 per household and will be paid directly to the landlord, mortgage or utility company. General eligibility requirements for the Escambia CARES Rent and Mortgage Assistance Program: • Escambia County resident (including City of Pensacola and Town of Century) • Income adversely impacted by COVID-19 (documentation required)
• Total household income cannot exceed 120% Area Median Income • This program is for past due rent, mortgage and utilities ONLY. COVID-19 FORCES CHANGES IN HEALTH FACILITY INSPECTIONS CHRISTINE SEXTON NEWS SERVICE OF FLORIDA TALLAHASSEE --- How do you inspect a nursing home or a hospital in the middle of a pandemic or discipline a physician or a nurse? As COVID-19 has spread, the organizations and regulators responsible for ensuring the safety of health-care facilities and providers have run into a conundrum when travel and face-to-face encounters have been nixed. Florida has become a testing ground of sorts for The Joint Commission, a national health-care accreditation organization that launched a virtual survey process during the pandemic. Mark Pelletier, chief operating officer in charge of accreditation and certification operations for the organization, said a Florida nursing home was the first provider to be surveyed virtually. The Joint Commission nationwide has conducted 240 virtual surveys, with 41 involving Florida providers. “The feedback from the surveyors as well as our customers has been extremely positive. And both went into it saying, ‘How can you provide a thorough assessment using a computer?’ And I will tell you all of the feedback we got back from surveyors and customers felt these reviews were very thorough,” he said. The Joint Commission accredits and certifies more than 22,000 health-care organizations and programs in the United States, from hospitals and ambulatory surgical centers to home health-care agencies and nursing homes. The Joint Commission accreditation is not mandatory, but it has benefits, including in some instances increased Medi-
care reimbursements. The Joint Commission announced in midMarch that it would suspend all surveys, and Pelletier said he wasted no time getting to work on what a virtual survey would entail. “From start to finish, it took us about a couple of weeks to sort out how we were going to conduct those surveys,” he said. The result is a virtual survey that Pelletier said has proven to be much more efficient, in part because surveyors previously didn’t receive needed documents until they arrived at the facilities. “That was an enhancement,” Pelletier said. “This way we get to review the documents prior to the survey so the surveyors know a lot more about the organization prior to conducting the survey.” The Joint Commission uses doctors, nurses and other trained professionals as surveyors. Surveyors randomly select patients and review their medical records to ensure compliance with standards. They also speak with the doctors, nurses, and other staff who interact with the patients. Surveyors also speak to patients. Pelletier said all of that still occurs through the Zoom online platform. Facility staff members are instructed to walk around the facilities by surveyors who are on the calls. The survey process takes three to five days. The federal government has authorized The Joint Commission to use the Medicarecertified virtual survey only for health care providers that were poised to open before the COVID-19 pandemic, a move that Pelletier said was meant to ensure that there were enough providers available to treat COVID-19 patients.
DESANTIS SIGNS 10 BILLS INTO LAW NEWS SERVICE OF FLORIDA STAFF Gov. Ron DeSantis signed 10 bills into law on Friday, including one to bolster fraud protections for military veterans. The governor’s bill action Friday came hours after he received the final 26 measures approved by lawmakers during the 2020 legislative session, which ended in May. The Florida Veterans Protection Act (SB 294) adds a veterans to the existing “White Collar Crime Victim Protection Act.” The law makes it a first-degree felony victimize 10 or more veterans out of at least $50,000. The law, which goes into effect on Oct.
1, already applies to victimization of 10 or more elderly individuals. Many of the bills DeSantis signed Friday focused on extending existing public records exemptions. DeSantis has now signed 187 bills into law from the 2020 session, including the $92.2 billion budget (HB 5001), and vetoed three measures. Most of the 2020 bills, including the budget, went into effect with the July 1 start of the fiscal year. The governor has until Sept. 19 to act on the remaining 16 bills or allow them to become law without his signature.

In the meantime, the commission is conducting on-site surveys in locations where it’s possible to safely do so, which can be challenging with more than 6 million COVID-19 infections nationwide and about 640,000 in Florida. And that means some health-care organizations have overdue surveys. Pelletier said 583 Florida health-care facilities were supposed to have on-site surveys between Jan. 1 and Sept. 1, but 345 are still awaiting them. The Joint Commission sent a request to the federal government June 26 asking that Medicare certify the virtual survey for use in COVID-19 hot zones and assured the government that it would follow up with inperson surveys when possible. “We are waiting to see what their thinking is,” Pelletier said. But guidance issued in mid-August by the federal Centers for Medicare and Medicaid Services doesn’t seem supportive of virtual inspections. The agency announced that survey activities at nursing homes were being expanded to include on-site health and safety visits and state inspections. Adequate survey staff and personal protective equipment was a requirement. In Florida, those Centers for Medicare and Medicaid Services surveys are conducted by the state Agency for Health Care Administration. But in an Aug. 20 phone call with officials from nursing homes and assisted living facilities, a top state regulator said onsite inspections weren’t imminent. “I will tell you we are not going to be running out next week and start doing full recertification surveys,” said Kimberly Smoak, chief of the Bureau of Field Operations in
FLORIDA POLICE CHIEFS REPORT EYES USE OF FORCE JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE --- As protests and political battles rage across the country about police officers using force, the Florida Police Chiefs Association has issued a report calling for a series of steps, ranging from largely banning chokeholds and other neck-related restraints to stepping up recruitment of police officers who would better reflect communities. The association’s Board of Directors approved the report Thursday, during a week in which President Donald Trump and Democratic presidential candidate Joe Biden both went to Kenosha, Wis., in the aftermath of a police officer shooting Jacob Blake, a Black man, seven times in the back. The Blake shooting added fuel to protests and counter-protests that surged after a May incident in which George Floyd, a Black man, died when a Minneapolis police officer knelt on his neck. The new report from the Florida association was put together by a subcommittee that was formed after Floyd’s death and includes representatives of law enforcement and community and religious organizations. The recommendations are not binding on Florida police departments and are based, in part, on a national report about use of force. “The Florida Police Chiefs Association promised to lead the way to strengthen trust and accountability between law enforcement and the communities they serve,” association President Jeff Pearson, the police chief in Satellite Beach, said in a statement released with the report. “This report puts those promises into action.” Along with addressing a series of specific policy issues, the report also offered “guiding principles” for police agencies on use of force, including a principle of “preservation of life.” “The preservation of life should guide all law enforcement actions,” the report said. “Where necessary to use force against a member of the community, the force should be objectively reasonable, proportional, and necessary in defense of an officer, another, or in pursuit of a lawful objective.” Also, the guiding principles included
the Division of Health Quality Assurance at the Agency for Health Care Administration. “I’ll ease your mind with that. We might be coming out to do some visits for (electrical) generator purposes, but we are not going to be coming out and doing full recertification surveys.” Meanwhile, the state Department of Health has increased its use of technology to regulate health providers. Since COVID-19, state boards that regulate physicians, pharmacists, nurses, chiropractors and other health-care professionals have held 69 telephonic or video meetings, according to a department spokesman. Board of Osteopathic Medicine Chairman Joel Rose, like Pelletier, sees some advantages to the virtual work approach. “We can meet more regularly,” he said. “And I think you get more participation because it’s easier to do it (attend meetings) without leaving your home or office.” But, it’s not without pitfalls. “There’s always some technology challenges. Outside the Zoom bombing, you may get dropped from calls or get feedback,” Rose, a Tampa-based physician, said. “Those things are always challenging.” Social challenges also arise when board members don’t meet face to face. To make it less awkward and to ensure members had the chance to discuss issues, Rose called each individual board member by name, based on their seniority on the osteopathic panel. “That decreased board members from talking over one another and gave everybody an opportunity to ask questions if they had questions to ask. So I thought that worked well,” he said.

The use of community outreach and increased communications with the community may result in attracting police recruits with a desire to serve their community.” The recommendations followed the national report, known as the National Consensus Policy, in calling for a prohibition on the use of chokeholds “unless the use of deadly force is authorized.” The recommendations also called for such a prohibition on “vascular neck restraint,” which includes techniques that can incapacitate people by restricting blood flow to their brains. In a news release accompanying the release of the recommendations, the association said authorized use of deadly force is a “high bar only crossed when an officer must protect themselves or others from what is reasonably believed to be a threat of death or serious bodily harm.” Several recommendations in the association’s report dealt with police officers shooting weapons, including calling for officers when “feasible” to identify themselves and warn of intent to use deadly force before shooting. Also, the report recommended prohibitions on warning shots, which it said pose a danger and have “the potential to inflame already tense and dangerous situations.” In addition, the report said imposing a total ban on shooting at vehicles “is impractical and could result in unnecessary risk to officers and citizens. The subcommittee recognized that in some narrow circumstances, that shooting at a moving vehicle may be required for the preservation of human life and to protect against the imminent threat of death or great bodily harm.” The association’s report also addressed an issue that has gained attention at some of the high-profile incidents nationally, where multiple police officers were present. The report backed requiring police officers to intervene “to prevent or stop the use of excessive force by another officer when it is safe and responsible to do so.”
