PENSACOLA FOILING WEEK

AN INTERNATIONAL SAILING EVENT

Pensacola has been a summer bucket list vacation spot for decades. The endless supply of white sands and emerald-green waters makes our city an irresistible stop for all things beach-related. Whether it’s seafood, sand art or surfing, Pensacola has a niche for everyone— even off-season months are no exception. From February 24 to March 2, Pensacola will host Foiling Week Pensacola, a first of its kind global event dedicated to the sport of hydrofoiling boats and boards, their sailors, designers, manufacturers and faithful followers.

Making its way across the pond to its new home in the U.S., Foiling Week will bring the excitement of cutting-edge foiling technology and thrilling watersports to the shores of the Gulf Coast. For this sevenday celebration, Pensacola will be transformed into the ultimate playground for water enthusiasts.

Foiling is an extreme water sport that utilizes hydrofoils, or long fins that protrude from the bottom of the vessel into the water. The hydrofoils work similarly to an airplane wing, forcing the water pressure downward and propelling the board or boat above the water, effectively reducing drag and increasing speed.

After its 2024 Olympic debut, the sport of foiling has gained traction and attracted many new athletes and fans. At Foiling Week, both experienced sailors and beginners will have the opportunity to sail the latest foiling boats and boards. Spectators can also

purchase tickets to ride foiling sailboats. The main event, however, will be the foiling races.

“Fourteen classes have been confirmed with many more to be announced soon,” founder and president of ‘We Are Foiling’ Luca Rizzotti said. “In just under 100 days, Pensacola will host the North American foiling community for a landmark event.”

For the past 10 years, Foiling Week has been hosted annually in Malcesine, Italy on Lake Garda. Nestled in the northern portion of the country, Lake Garda’s calm surface and Mediterranean breeze made it an ideal spot for hosting the annual sailing competition. This year, Foiling Week will be taking advantage of Pensacola’s strong winds and temperate waters, a combination perfect for foiling.

“Pensacola is a foiler’s paradise and the city has graciously opened their doors to sailors flocking to the flat water and strong breeze. We’ve got a community in the U.S. that’s hungry for more foiling events, and US Sailing is proud to support the extension of Foiling Week into the western hemisphere.” U.S. Sailing Team High Performance Director Marcus Lynch said.

The boat races will be held on Pensacola Bay, benefitting from its depth and consistent conditions. The foiling boards will take on the waves of the Gulf of Mexico in front of the Hilton Hotel on Pensacola Beach and in the Santa Rosa Sound. The event will also showcase a line-up of racing classes including WASZP, Moth, A-Class Catamaran, BirdyFish, Nacra 15 FCS and more.

Some well-known foiling board companies have also announced

that they will participate in this year’s U.S.-based event, including the X-15 and iQFOiL. These companies bring boards with the latest foiling technology to the event for athletes, sailors and the public to watch live-in-action.

“X-15 Class is very excited to be representing Wingfoiling at the first Foiling Week in Pensacola, USA,” X-15 Class Manager Fiona Wilde said. “The X-15 Class North American Cup will give young wingfoilers the opportunity to race against one another with fair one-design equipment.”

A longstanding ‘We Are Foiling’ tradition during each Foiling Week event is to dedicate each edition to a pressing cause in society. Foiling Week Pensacola 2025 will be inspired by #regeneration, a global approach to the climate crisis, weaving biodiversity, human dignity, justice and climate into a mosaic of transformative actions that can end the climate crisis in one generation.

At Foiling Week 2025, attendees can learn about foiling, visit food and merchandise vendors, listen to live music and watch the races. This event offers both foiling enthusiasts and curious Pensacola natives alike an opportunity to experience sailing in a whole new way.

Throughout the week, visitors and locals will also be able to explore the Race Village at the Community Maritime Park in downtown Pensacola, featuring local vendors, merchandise, food and drink, music and live race commentary. Attendees will also have a chance to meet the event's sailing stars, try out various foiling boards and boats (under the supervision of experienced instructors) and engage in the local Mardi Gras festivities.

Organized by We Are Foiling in partnership with Sail Pensacola, this event not only champions competitive sailing but also highlights technology, sustainability, inclusivity, clinics, youth and women's coaching and economic prosperity to Pensacola Bay. The Pensacola Yacht Club will be the home for sailing, ensuring great sailing for racers and fans alike.

The festival is open to the public, including non-sailors, and will deliver entertaining and engaging opportunities to visit Pensacola and enjoy the natural wonder of the Pensacola Bay along with the unique dining and entertainment culture of Pensacola, America’s first sailing city.

Those looking to get close to the action can secure a seat on the VIP Cruise on March 1 and 2. Hosted on

a city ferry, the VIP Cruise features live race commentary, a welcome drink and snacks, a cash bar and an up-close view of some of the world’s fastest sailboats as they fly high above the waters of Pensacola Bay. Cruises will depart at 2 pm from the Ferry Terminal located at 750 Commendencia St. in downtown Pensacola. 2025 EMPLOYEE OF THE MONTH

The Escambia County Board of County Commissioners is pleased to recognize Gerry Steege, Emergency Communications Dispatcher in the Emergency Communications Division of the Public Safety Department, as the February 2025 Employee of the Month. The board adopted a proclamation at the Feb. 6 BCC meeting recognizing Steege as the Employee of the Month.

"Thank you for recognizing my hard work," said Steege. "I'm honored to be chosen as Employee of the Month. I'm so glad to be part of Emergency Communications. I appreciate the recognition and will continue to push for excellence. It's motivating to see my contributions valued. Thank you so much again."

As an Emergency Communications Dispatcher, Steege dispatches fire and EMS units while maintaining constant communication with responders, processing 9-1-1 calls, and providing lifesaving pre-arrival and post-dispatch instructions.

A true public servant, Steege has served as a dedicated volunteer firefighter with the Walnut Hill Fire Department. Due to his service and extensive knowledge of Walnut Hill and the surrounding communities, Steege was able to provide vital information to Escambia County Fire Rescue and Escambia County EMS during the recent

snowstorm that helped fire rescue and EMS units navigate the hazardous roadways.

"Throughout the heavy snowstorm that blanketed Escambia County, Gerry’s knowledge of the North Escambia communities and its roadways proved critical as EMS and fire crews responded to emergency calls," said Public Safety Director Eric Gilmore. "His years of service as a firefighter in Walnut Hill extended to his role as a first responder in Emergency Communications as a dispatcher. We are grateful for his steadfastness to the citizens of Escambia County."

Outside of his normal dispatch and volunteer firefighting duties, Steege has taken on additional equipment replacement projects, including his research, procurement, and installation of the necessary replacement parts for outdated Emergency Communications consoles resulting in significant cost savings for Escambia County taxpayers.

"Gerry's dedication and extra effort in researching and installing replacement parts for Emergency Communications consoles not only saved Escambia County money but also highlighted his value as a team member who goes above and beyond," said Emergency Communications Chief Andrew Hamilton. "We are proud to recognize one of our own who contributes so much behind the scenes."

THE CITY OF PENSACOLA WELCOMES GL52 SERIES TO PENSACOLA BAY

The City of Pensacola welcomed GL52 sailboats to Pensacola Bay this week to test out local weather and water conditions ahead of the upcoming inaugural GL52 Southern Series in Downtown Pensacola March 20.

Thanks in large part to American Magic making Pensacola its new home, the city is now part of the growing world of professional sailing. Teams Wizard and Vesper, along with GL52 Fleet Manager Linda Lindquist, met with local media to discuss Pensacola as a new premier sailing destination and to give a sneak peek of the GL52s in action.

“One of our core missions is to develop American sailing talent — and that’s a

mission of American Magic as well,” Linda Lindquist said. “It starts with creating awareness, getting people around these boats, and seeing what they can do sometimes.”

The GL52 Series is a competition of high-performance sailboats comprising amateur and professional sailors, including those who have competed in the America’s Cup and Olympics. The two-part racing event will consist of six GL52s, each with more than a dozen crew members, with part one beginning March 20 and part two April 10. Farm Credit of Northwest Florida (FCNWFL) announced a total of $19,000 awarded to six organizations that align with Farm Credit’s mission to making a positive impact in their local community. FCNWFL is proud to support these organizations by matching annual employee donations dollar-for-dollar, empowering employees to nominate causes meaningful to them.

Feeding the Gulf Coast, one of the Association’s Flagship Charities was among the recipients. APPLICATIONS NOW OPEN FOR 2025 SUMMER YOUTH EMPLOYMENT PROGRAM

Escambia County's Neighborhood and Human Services Department is now accepting applications for the 2025 Summer Youth Employment Program. The program is open to Escambia County youth ages 16-24 interested in an opportunity to receive paid work experience this summer.

Online applications are available now at myescambia.com/youthemployment until Monday, March 10 at 3 p.m. Physical applications are not available. Incomplete applications or applications submitted after the deadline will not be accepted.

Qualified youth who are accepted into ECSYEP will be able to work up to 30 hours a week, with positions available in various county departments along with the Escambia County School District, Property Appraiser, Tax Collector's Office and Supervisor of Elections Office. Participants will also receive job readiness training prior to job placement as well as post-employment briefings.

Last summer, over 200 youth participated in the program, working in county departments including Engineering, Public Safety, Escambia County Area Transit, West Florida Public Libraries and more.

DISTRICT 3 LINCOLN PARK NEIGHBORHOOD CLEANUP

A neighborhood cleanup for residents in Lincoln Park will take place Wednesday, Feb. 19. This is a chance for residents to dispose of items such as old furniture, appliances and household waste free of charge. Yard debris is eligible for removal during this cleanup.

Only residents in the designated cleanup area can participate in the neighborhood cleanup. Please have all items for pickup at the curb by 7 a.m. on the day of the cleanup. Items left at the curb outside of the cleanup area will not be collected. If you live in the targeted area, you will have received a postcard in the mail with more information.

Residents can view the boundaries of targeted cleanup areas as well as scheduled cleanup dates for 2025 on the Interactive Neighborhood Cleanup Map.

Items eligible for removal include:

• Household appliances and electronics

• Household junk and debris

• Bicycles and toys

• Old furniture and mattresses

• Barbecue grills

• Household hazardous waste (old paint,

motor oil, chemicals, batteries)

• Tires (limit 10 per household)

Since 2016, more than 7,435 tons (16,393,574 pounds) of waste have been disposed of through the Community Redevelopment Agency's Safe Neighborhood Program. During neighborhood cleanups, crew members and volunteers visit different neighborhoods in the county to remove a variety of debris and waste free of charge.

AMERICAN MAGIC AND NAUTOR SWAN SAIL TOGETHER

American Magic, the US challenger for the 36th and 37th America’s Cup, and Nautor Swan, a global leader in yacht design and manufacturing, on Sunday, 19th January, announced their intention to create a strategic partnership aimed at energizing sailing in America and growing the marine industry. The joint venture will initially focus on developing the ClubSwan 28 regatta series, a new competitive platform for sailors and yacht owners in the United States.

In addition, the collaboration will combine American Magic’s cutting-edge engineering and boat-building expertise with Nautor Swan’s innovative yacht design and manufacturing capabilities. Together, they aim to create a unique opportunity for yacht owners and competitive sailors while driving growth and innovation within the broader US sailing and marine industry.

"This joint venture marks a significant step in American Magic’s mission to lead sailing in the United States into a new era of innovation and competition," said Terry Hutchinson, President of Sailing Operations at American Magic. "By combining Nautor Swan’s iconic yacht design with our advanced engineering and boat-building capabilities, we are poised to transform the competitive sailing landscape in America, providing a high-performance platform racing and operations platform for sailors, boat owners, and the broader marine industry."

The joint venture will start with the ClubSwan 28 project, which includes the creation of a new regatta series and the development of a fleet of ClubSwan 28 boats. These boats will debut in a series of regattas planned for late 2025, to be held in Pensacola and across the East Coast. The venture’s immediate goal is to establish a competitive platform that expands the presence of Nautor Swan yachts in the US while supporting American Magic’s ongoing mission to grow the sport and marine industry in the region.

"This is a natural evolution for both Nautor Swan and American Magic," said Giovanni Pomati, CEO of Nautor Swan. "I am particularly pleased with the agreement we’ve reached with American Magic, a team full of talent in every sector. In addition to the ClubSwan 28 project, the joint venture will work to promote the sales and servicing of Nautor Swan in the US. Furthermore, the venture will explore other activities, including building Nautor Swan and Bluegame boats at the American Magic facility. This collaboration will elevate the US sailing scene by introducing world-class boats and regattas while cementing both companies’ leadership in marine innovation, competitive performance, and industry growth.

VOLUNTEER SOUGHT FOR ESCAMBIA COUNTY PLANNING BOARD

The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for an at-large appointment to the Escambia County Planning Board.

Escambia County residents interested in being considered for a possible appointment to the Escambia County Planning Board are asked to submit a resume indicating their desire to serve by close of business on Tuesday, Feb. 25. At-large members serve a two-year term of office and attend one meeting per month (generally the first Tuesday of the month). Meetings are generally from 8:30 a.m. to no later than noon; however, occasionally may go beyond noon depending upon the agenda. No travel is involved unless the Planning Board members decide to view a particular property for informational purposes. Financial disclosure is required.

About the Escambia County Planning Board

This board was established by the Board of County Commissioners through adoption of Escambia County Ordinance No. 88-15. Ordinance 2004-9, adopted 02-05-2004, made changes as stated: Pursuant to, and in accordance with, F.S. 163.3174 and section 2.01 of the Escambia County Comprehensive Plan. The Planning Board is established as the local planning agency of Escambia County for the purposes established by Florida statutes and additionally prescribed in the Land Development Code. Accordingly, Planning Board members shall be informed and knowledgeable of the current conditions and development of the county. Board members shall also be familiar with county land development regulations, contemporary planning practices and the rules of quasi-judicial proceedings. The board shall take action on all matters according to the requirements of the LDC, other applicable county ordinances and state regulations as may be initiated by the board itself, the County Administrator or the BCC. The Planning Board has the authority and duty for:

1. Comprehensive planning. Prepare the Escambia County Comprehensive Plan or plan amendments, hold public hearings on the proposals and make recommendations to the BCC regarding adoption. Additionally, monitor and oversee the status and effectiveness of plan implementation and recommend to the BCC any plan changes as maybe necessary.

2. Land development regulation. Hold public hearings to review all proposed text amendments to the LDC and make recommendations to the BCC regarding approval, particularly as to consistency with the Comprehensive Plan and other provisions of the LDC.

3. Quasi-judicial hearings. Hold quasi-judicial public hearings on proposed zoning map amendments (rezoning), vested rights and planned unit developments, to review the established record of evidence in support of LDC criteria and make recommendations to the BCC regarding approval, particularly as to consistency with the Comprehensive Plan and LDC.

Membership

1. Appointment. Each of the five county commissioners shall appoint one member, and the BCC as a whole shall appoint two “at large” members. All seven will be voting members and must be approved by a majority vote of the BCC. The Escambia County School Board shall appoint one ex officio member and the commanding officers of NAS Pensacola and NAS Whiting Field shall jointly appoint a second ex officio member. These two nonvoting members will provide the school district and military installations with the representation prescribed by Florida Statutes and interlocal agreement.

2. Qualification. All appointees of the BCC must reside within Escambia County and none shall be a paid or elected employee of the county. All persons seeking appointment shall furnish a resume or curriculum vitae to the County Administrator and BCC demonstrating their qualifications to serve.

3. Terms of service. Each member appointed by an individual commissioner shall serve a four-year term concurrent with their appointing commissioner, and the two at large members shall serve twoyear staggered terms. The school board and Navy representatives shall serve until replacement by their respective appointing authorities.

4. Removal and replacement. Any member appointed by an individual commissioner may be removed from office during his term by that commissioner, and any at large member may be removed by a majority vote of the BCC. Any voting member absent from four or more meetings within a 12-month period shall be removed by the BCC unless the absences are reported by the Planning Board chair as beyond the control of the absentee. The school board and Navy may replace their appointed representatives at any time and for any reason they determine appropriate. Any vacancy occurring during an unexpired term of a member shall be filled for the balance of the term according to the appointment and qualifications provisions applicable to that member.

5. Officers. The voting members shall elect a chair and vice-chair from among themselves. Terms of the offices shall be for two years, with eligibility for reelection.

Meetings

1. The board shall hold regular meetings for the consideration of business. Special meetings may also be held as the members may determine necessary, or at the call of the chair or planning official. All meetings shall be public and adhere to Florida Sunshine Law requirements.

2. Quorum and vote. At least four of the seven voting members must be present to hold a meeting, and a majority vote of those present is required for any official action to be taken at the meeting.

3. Procedure. The Planning Board shall follow its adopted rules of procedure for the transaction of its business consistent with the compliance review processes of the LDC and any other applicable county or state requirements. Any questions of order or procedure not covered by these rules shall be decided according to the latest edition of Robert’s Rules of Order, as applicable.

UPDATED: 'GULF OF AMERICA' LAW CHANGES PROPOSED

A Senate Republican on Tuesday filed a bill that combs through state laws and would replace references to the “Gulf of Mexico” with the “Gulf of America” after President Donald Trump issued an executive order to rename the gulf.

Sen. Nick DiCeglie, R-Indian Rocks Beach, filed the 70-page bill (SB 608) for consideration during the legislative session that will start March 4. Senate President Ben Albritton, R-Wauchula, issued a statement expressing support for the bill.

Also Tuesday, Rep. Juan Carlos Porras, R-Miami, filed a bill (HB 549) that would require state agencies to update geographic materials to reflect the Gulf of America name. Porras' bill also would require county school boards and charter-school boards to buy instructional materials and library materials that reflect the change.

After Trump issued the executive order last month, Gov. Ron DeSantis jumped on the issue. In an order he issued about a winter storm, DeSantis referred to an “area of low pressure moving across the Gulf of America.”

But that couldn’t change state laws, which include dozens of references to the Gulf of Mexico. DiCegilie’s bill noted that the “Gulf of Mexico spans approximately 1,700 miles along the United States coastline, of which 770 miles are located along the Florida coast.”

It said Trump’s executive order directed the secretary of the U.S. Department of the Interior to “rename the Gulf of Mexico as the ‘Gulf of America’ in order to recognize the importance of the body of water to the United States.”

As an example of the changes that would be made by the bill, legal descriptions of

boundaries of gulf-front counties from Escambia to Collier include references to the Gulf of Mexico, which would change to the Gulf of America. That includes the boundaries of DiCeglie’s home county, Pinellas.

But other references in laws to the Gulf of Mexico are a little more obscure. For instance, a law about the use of tourist-development taxes refers to counties “adjacent to the Gulf of Mexico or the Atlantic Ocean.”

Other laws include references to the Gulf of Mexico in addressing coastal development issues. One such law expresses intent for the Department of Environmental Protection to “establish coastal construction control lines on a county basis along the sand beaches of the state fronting on the Atlantic Ocean, the Gulf of Mexico, or the Straits of Florida.”

Another law defines coastal barrier islands as meaning “geological features which are completely surrounded by marine waters that front upon the open waters of the Atlantic Ocean, the Gulf of Mexico, or the Straits of Florida and are composed of quartz sands, clays, limestone, oolites, rock, coral, coquina, sediment, or other material, including spoil disposal, which features lie above the line of mean high water.”

In addition to the state laws, ordinances in gulf-front counties include references to the Gulf of Mexico.

Trump’s executive order addressed federal references to the gulf’s name, directing the U.S. Board on Geographic Names, which works under the Department of the Interior, to “provide guidance to ensure all federal references to the Gulf of America, including on agency maps, contracts, and other documents and communications shall reflect its renaming.”

UPDATED: NEW SPECIAL SESSION CALLED ON IMMIGRATION

After a special session late last month spiraled into a clash between Republican legislative leaders and Gov. Ron DeSantis, Florida lawmakers will meet in another special session this week to pass a package of bills targeting illegal immigration — with DeSantis’ support.

Senate President Ben Albritton, R-Wauchula, and House Speaker Daniel Perez, R-Miami, on Monday evening issued a proclamation for a special session that will start Tuesday. They also released summaries of bills that include a series of steps aimed at helping carry out President Donald Trump’s crackdown on illegal immigration.

“Over the last several weeks, there has been a great deal of productive discussion on how the state of Florida can best assist President Trump’s efforts to crackdown on illegal immigration, with a particular focus on partnerships between local, state, and federal law enforcement to arrest, detain, and deport criminal illegal immigrants,” Albritton and Perez said in a joint memo to lawmakers about the newly called special session.

DeSantis issued a statement that described Albritton and Perez as “great partners” and also thanked Agriculture Commissioner Wilton Simpson, whose role in immigration enforcement became a disputed issue during last month’s special session.

“With the enactment of these policies, Florida will help the Trump administration to deliver on the president’s historic mandate to end illegal immigration,” DeSantis said in the statement. “This is a big win for the people of Florida and demonstrates that we will continue to lead."

The tone Monday evening was far different from two weeks ago, when lawmakers convened in a special session called by DeSantis to take up immigration policy and other issues. Albritton and Perez were clearly irked that DeSantis had called the special session, which they described as premature.

ELECTIONS OFFICIALS PUSH BACK IN MAYFIELD BALLOT FIGHT

State elections officials Monday urged the Florida Supreme Court to reject an attempt by Rep. Debbie Mayfield to run for a Senate seat, saying she is ineligible because of term limits and that Secretary of State Cord Byrd had the authority to keep her off a special-election ballot.

Lawyers for Byrd and Division of Elections Director Maria Matthews filed a 31-page response after Mayfield, R-Melbourne, went to the Supreme Court last week to challenge a decision by elections officials to prevent her from running in Brevard County’s Senate District 19.

The case centers on the state’s termlimits law and how it applies to Mayfield, who is trying to return to a Senate seat she left in November after serving eight years. In a petition filed last week, Mayfield argued, in part, that she is eligible to run in the special election and that the elections officials overstepped their “ministerial” authority in keeping her off the ballot.

But lawyers for the elections officials contended that Mayfield is “constitutionally ineligible” and that Byrd, the state’s chief elections officer, was not required to “suspend common sense or common knowledge” to qualify her for the ballot.

“It’s for much the same reason that the secretary can’t certify the King of England (a non-U.S. citizen) or a notorious serial killer (a convicted felon) for inclusion on a ballot with the hope that a political opponent (if there is one) will file a challenge,” the response said.

Lawyers for Byrd and Matthews also argued that Mayfield should have filed the case in circuit court, rather than going straight to the Supreme Court.. They also said she could have sought an advisory opinion from the secretary of state before trying to qualify.

Mayfield was elected in House District 32 in November after she could not run again for the Senate because of eight-year term limits included in the Florida Constitution.

Brevard County Republican Randy Fine, a former state House member, was elected in November to succeed Mayfield in Senate District 19. But Fine subsequently submitted his resignation to run in a special election for a congressional seat that opened when former U.S. Rep. Mike Waltz, R-Fla., was named as President Donald Trump’s national security adviser.

Mayfield decided to run to return to the Senate and submitted her resignation from the House, effective June 9.

After the qualifying period for the Senate special election ended, Matthews on Wednesday wrote a memo to Mayfield that said, “Upon review and consultation with counsel regarding your candidacy for state Senate District 19, the Division of Elections has determined that your name cannot appear on the special election ballot, as it violates article VI, section 4 of the Florida Constitution.”

That part of the Constitution says, “No person may appear on the ballot for re-election” to offices such as senator “if, by the end of the current term of office, the person will have served (or, but for resignation, would have served) in that office for eight consecutive years.”

While Mayfield left the Senate in November after eight consecutive years, her Supreme Court petition contended that she can run in the special election because she is not seeking “re-election.”

The Republican-controlled House and Senate quickly shut down the DeSantis-called session and convened their own session. Lawmakers ditched DeSantis’ proposals and passed an immigration bill that DeSantis threatened to veto.

But with cracking down on illegal immigration a core issue for Republicans — and perhaps the top priority of Trump — rumors of another special session circulated in recent days.

The House is scheduled to convene at 12:15 p.m. Tuesday, while the Senate will convene at 1:15 p.m., according to information posted on their websites. Budget committees in both chambers are expected to take up the bills Wednesday, and the House and Senate will hold floor sessions Thursday.

The bills were filed by Sen. Joe Gruters, R-Sarasota, and Rep. Lawrence McClure, R-Dover. Both lawmakers also sponsored the legislation that passed during the special session in late January.

The bill summaries indicate they include boosting criminal penalties for undocumented immigrants who commit crimes; taking steps to increase local lawenforcement agencies’ cooperation with U.S. Immigration and Customs Enforcement; creating a State Board of Immigration Enforcement made up of the governor, agriculture commissioner, attorney general and chief financial officer; and trying to impose a mandatory death penalty for undocumented immigrants who commit murders or rape children.

“Combining important feedback received from Governor DeSantis and Commissioner Simpson with the very strong legislation passed during Special Session B (the late January session), we are building on the technical assistance from the White House to advance and implement strong policies and provide critical resources to support President Trump’s efforts to combat illegal immigration efficiently and effectively,” the memo from Albritton and Perez said.

“In this case, there’s no clear and certain right for petitioner (Mayfield) to be placed on a ballot so she can run for re-election to an office she held for the preceding eight years,” the response said. “Petitioner simply attempts to create such a right to avoid term limits. And, again, petitioner could have sought declaratory and injunctive relief in circuit court to create or secure this new right. She could have also sought an advisory opinion on her eligibility from the secretary … as others have before submitting their qualifying paperwork. She chose not to do either.”

But in last week’s petition, Mayfield’s attorneys disputed elections officials’ interpretation of the term-limits law and said such eligibility questions could only be resolved in lawsuits.

“Mayfield has duly and timely submitted to the secretary the applicable qualifying fee and all documents necessary to qualify as a Republican candidate for the SD 19 special election,” the petition said. “Accordingly, because the qualifying paperwork is complete on its face and was properly filed, the secretary is legally bound to accept it and recognize Mayfield as a qualified candidate for the SD 19 special election. This is because it is well-settled that the secretary serves a purely ministerial role in processing the qualifying paperwork, and has no authority to determine whether the qualifying paperwork is accurate, or whether there are grounds to challenge Mayfield’s eligibility to run in the special election for SD 19.”

The qualifying period for candidates in Senate District 19 ended at noon Tuesday. A special primary election is scheduled April 1, with a special general election on June 10.

Mayfield’s attorneys argued for emergency action by the Supreme Court because vote-by-mail ballots for the primary election are required to start going to military

“Simply stated … Mayfield is not seeking to appear on the special election ballot ‘for re-election’ to an office she has held for eight consecutive years,” the petition said. “Indeed, Mayfield was already elected, in 2024, to a different office (i.e., the Florida House), and Senator Fine was elected, in 2024, to SD 19, prior to his resignation from that office. As such, based on the plain wording of Section 4 (of the Constitution), Mayfield is not precluded from running anew for SD 19.”

But in the response Monday, attorneys for Byrd and Matthews disputed that interpretation of “re-election.” They wrote that Mayfield is “running for the very same (Senate) seat — she wishes to be re-elected to that seat.” They also cited President Donald Trump returning to the White House last month after a four-year hiatus because of losing the 2020 election to now-former President Joe Biden..

“‘Re-election’ doesn’t hinge on incumbency,” the response said. “An incumbent can be re-elected, but so too can a previous officeholder. President Trump, for example, was re-elected to the office he previously held despite President Biden being the incumbent. Petitioner similarly seeks re-election to the office she held from 2016 to 2024.

Mayfield’s petition asked the Supreme Court to determine that the elections officials exceeded their authority and to ensure that she appears on the special-election ballot.

Three other Republicans — Marcie Adkins, Mark Lightner III and Tim Thomas — and Democrat Vance Ahrens qualified to run in the Senate special election, according to the state Division of Elections website. Candidates also qualified last week for a special election to succeed Mayfield in House District 32.

Mayfield last week accused Gov. Ron DeSantis of orchestrating the decision to keep her off the ballot. The Department of State and its Division of Elections are part of DeSantis’ administration. Mayfield supported Trump over DeSantis in last year’s Republican presidential primary election.
