From the Master This is the third year of our Annual Report, and the format we hope is settling down in a way that complements Floreat Domus and the Annual Record. Only a little older than the Report is our Historic Collections Centre, but that as I hope you will agree from the feature is blooming. College finances are stable and our Norrington trend could also be described as stable – both we hope receive useful explanations here. Next year we hope to have exciting news on our plans for more student accommodation around the Master’s Field. Your gifts allow a Fine Art student to flourish ‘The JCR feeds my art,’ says Fine Art undergraduate Indigo Wilde. Indigo applied from a state school and, being unfamiliar with Oxford, chose Balliol because of its reputation for being inclusive. People are her inspiration, she says, and the diversity of Balliol students, as well as the hugely active nature of the JCR, drives her art. Indigo describes her work as political art, but all her pieces are very different: usually she bases her art on a theme and allows the theme to guide her. Her focus is primarily on collective and collaborative art (made with multiple artists). Indigo feels that the best thing she has learned at Oxford is that ‘it’s OK to be wrong, as long as you’re willing to try again’, and this has stopped her from being afraid to try new things. Indigo is thriving at Balliol, but would have been ‘living very uncomfortably’, as she puts it, without financial assistance from the College, as her family is not in a position to help her. The help she receives makes all the difference: it gives her the reassurance that she can buy food, books, and the materials necessary for her art and ultimately the completion of her degree. Last year Indigo was LGBT rep; this year she is an Entz Officer. She has set up a film club and tries to involve the JCR in her art by offering art seminars, her way of giving back for all that Oxford and the Balliol community have given her. ‘I’d like to say thank you to all the Old Members who give to Balliol. But it’s more than a thank you: it’s knowing that not only I but also some of my friends simply wouldn’t be here without the donations of alumni – I can’t put it into words.’ Indigo Wilde (2014) Fine Art, Ruskin School of Art

‘Iggy brings a lot to the Ruskin. Her sense of humour and irreverence are valuable assets and it’s a pleasure to talk through her various social experiments. Playing with the structures of the collegiate university, she adopts the various roles of prankster, publisher and project manager to offer projects involving, and examining, the group and the individual and their potential for action. She is always looking for new ways to sneak her activities into the public realm, rather than hiding them in a studio or gallery. How do planes stay in the air or cars stay on the road? It’s thanks to the work of people like Rajdeep Mukherjee. For his DPhil in Computer Science, Rajdeep uses mathematics and logic to verify safety-critical systems such as automotive control systems used in cars or aircraft and various traffic control systems. He’s already working with Intel, IBM, and Toyota; when he’s completed his DPhil he hopes to continue to combine academic life with working in industry.
They are enthusiastic, take their studies very seriously but find the time to be involved in a multitude of activities,’ he says. From his interactions with them and the ‘huge exchange of ideas’ he has gained ‘a much more well-rounded knowledge base’ and the confidence to get involved. He represents Balliol on the cricket team; he is the MCR’s IT officer; and he teaches undergraduates and graduates at his department.
Rajdeep wanted to come to Oxford because of the opportunity to pursue a very practical, applied DPhil project that Oxford offered – and because throughout his first degrees at the University of Calcutta and the India Institute of Technology he had been following the work of Professor Tom Melham, Tutorial Fellow in Computer Science at Balliol, and Professor Daniel Kroening of Magdalen College, who are now his supervisors. But Rajdeep’s family could not afford to help him pay the high fees for international students, so life at Oxford would have been very stressful for him, if not impossible – had Balliol not offered him a Jason Hu Scholarship.
‘Attending Balliol would have been next to impossible for me, especially as an international student. But thanks to this scholarship, I’m in the best place in Oxford. Thank you wholeheartedly to the Old Members who have given me this opportunity.’
The scholarship means that without having to worry about money Rajdeep can focus on his studies and put in his best effort. He also benefits from Balliol’s vibrant graduate community. ‘Sitting down for dinner and being surrounded by such a variety of people is immensely stimulating.

Celebrating the fifth Anniversary of Balliol’s Historic Collections Centre Balliol’s Historic Collections Centre at St Cross Church allows the College to collect, to preserve and to promote its intellectual heritage. It houses many of the College’s special collections: personal papers, College Archives, rare books and medieval manuscripts. Building on the inspiration and dedication of John Jones (1961), the Centre was made possible thanks to the generosity of Balliol alumni and friends, led by the Shirley Foundation and Jon Moynihan (1967). Since it opened in 2011 it has been a hive of activity across many aspects of College life. Drummond Bone (1968) Master
TEACHING & RESEARCH As well as supporting the research of individual students and Fellows, St Cross has increasingly become the place for Tutors to add depth to their teaching. Balliol’s Archivist and Librarians also help researchers visiting from around the world to consult the College’s collections, supporting projects on subjects as diverse as the posthumous reputation of Edward IV and Richard III, polo playing in India, and humorous indexes in 18th-century travel guides. Dr Daniel Tyler, Lecturer in English Classes at St Cross have become a fixture in the teaching calendar for English students. One of the most exciting artefacts is the book of written testimonies to a 17th-century Italian murder trial that inspired Browning’s long dramatic poem The Ring and the Book (1868–9). Browning asks his reader, ‘Do you see this square old yellow Book, I toss | I’ the air, and catch again, and twirl about | By the crumpled vellum covers...?’ Balliol students are uniquely able to answer in the affirmative, though they are exhorted to handle the book with more care than that professed by the poet. Lucy Rayfield (2013), DPhil Medieval and Modern Languages The Historic Collections Centre is one of my favourite things about Balliol. I mainly work on Renaissance theatre in France and Italy, and despite being rather a niche subject, there is abundant material at the Centre which greatly benefits my research. I was, for instance, able to consult a rare 1582 edition of Giordano Bruno’s Il Candelaio, which ended up forming a central part of my first thesis chapter. Without access to this manuscript, I would never have been able to make the same discoveries!
THE COLLECTIONS Professor Seamus Perry, Professor of English Literature, Chair of English Faculty, Massey Fellow, Tutor in English and Fellow Librarian Balliol has long cared for a truly remarkable collection of rare and early printed books, manuscripts, and other papers. Most of the large medieval holding within our collections is what remains of the original College Library. The more modern papers are typically here thanks to a specifically Balliol connection: we hold the most important gathering of verse manuscripts by the Victorian poet Robert Browning because Browning loved the College. Such gifts have been supplemented by strategic purchases, but I always think it is moving that so many of the extraordinary items for which we care are themselves the remnants of our extremely long history as an institution and place of learning.

OPEN TO THE PUBLIC
SCHOOL OUTREACH ACTIVITIES
Anna Sander, Archivist Archives and library staff now welcome about 100 researchers and close to 1,000 visitors to St Cross each year, but its success is not in numbers alone: the collections are better housed, cared for, and used by Balliol people and wider audiences, in person and remotely, than ever.
Kate Kettle (2007), The David Freeman Outreach and Student Support Officer I regularly invite visiting school groups to use the collections at St Cross, as the Centre offers prospective applicants the chance to see and handle original sources and manuscripts, as well as an insight into what academic research is, and how they can share in it.
In addition to improving core functions of collection care and supporting teaching and research in the College, University and beyond, St Cross provides a space to extend opportunities to school groups through access and outreach activities, and to the wider community through public talks, open days and exhibitions. Staff also offer work experience to students exploring careers in academia, archives and libraries. St Cross has become the home of a unique service, providing and supporting research, education and inspiration under one roof.
School groups love coming to St Cross. As one impressed 10-year-old wrote: “It is like a myth library”.

A DONOR’S VIEW Neil Record (1972) I can’t believe it is five years since Balliol celebrated the opening of the Balliol Historic Collections Centre. I was impressed by the quality and beauty of the conversion of the church to an archive centre – sensitive and delicate but undoubtedly modern.
Climate-controlled storage in the church allows the College to continue to build its collections knowing that they can be curated for posterity.
I was inspired to make two gifts to the Centre. The first was to the physical refurbishment of St Cross. The second was to help Balliol acquire a substantial collection of personal letters and other historical artefacts from the estate of Josephine Reid, Graham Greene’s long-term secretary. This is now called the Cherry Record Collection – named after my mother, a literary type and long-time teacher of Greene’s books to A-level students!

Long years of devoted custodianship have come to a flourishing in this handsome building, at once ancient and modern, like the College of which it is proudly a part. The outcome for 2014/15 represents a tenth successive surplus for the College and reflects the strategy to build new sources of operating income. Total income from all activities including donations was £12.45m. Expenditure, at £10.81m, reflected our typical composition of costs, with increased expenditure for the Kitchen renovations and other investment in infrastructure. New capital donations of £2.2m are to be transferred to the endowment. Overall expenditure has been carefully managed. The critical test for Balliol’s financial stability is the relationship between the patterns of income and expenditure, and these are currently in satisfactory balance. The figures in the charts to the left are extracted from the College’s statutory audited financial statements for the year 2014/15, which were approved by Governing Body on 7 December 2015. They show that the ongoing generous support of Balliol’s donors is crucial if the College is to continue to build its endowment whilst achieving many of its academic and operational objectives now and in the future.
Endowment update The value of the College’s endowment funds stood at £91.9m as at 31 July 2015, up £11.7m from one year ago on a like-for-like basis. Over the 12 months to 31 July 2015 the investments performed well in excess of benchmark returns, with a total return after expenses of 12.3%.

Several of our holdings made positive contributions. Our diversified asset managers, Oxford University Endowment Management and Partners Capital, provided solid returns with reduced market risks. Private equity holdings have also been a key feature of the College’s investment returns in recent years. As these positions are continuing to mature we anticipate further positive returns in the coming years. Our property investments in the Charities Property Fund returned 15.6% and as the College has no external property portfolio, this holding provides us with exposure to this asset class. Balliol’s exposure to US and developed market equities, and a modest exposure to unhedged US dollar positions, also added to the investment performance.
The improvements in Balliol’s underlying financial condition have provided scope to be more prudent with expenditure taken from the endowment, and the College has reduced its spending rule, based on a four-year rolling average of endowment value, to a drawdown of 3.75%. We believe this will promote sustainability and intergenerational equity for future students and Fellows. In 2014 Balliol commissioned a review of its investment strategy, portfolio allocation, and fund manager performance by Lane Clark & Peacock, a leading charity investment consulting firm. Their advice was to continue our risk-averse posture, and to build further the College’s exposure to property, diversified assets and absolute return positions. The Investment Committee believes that an independent review of College’s investment policy will promote informed decisions when investing Balliol’s assets, and plans to hold such reviews every 3–4 years.

Donations towards capital projects enable Balliol to invest in its future In 2014 a major refurbishment was undertaken of the College Kitchen, last upgraded during the 1960s, a project completed on time and to our budget of £3.8m. This investment has delivered a modern facility for the College that will allow us to serve our students, Fellows and Old Members well for many decades, and which has become a safer, more productive and creative environment. The project has reduced cooking times, has improved
Over the last decade the College has invested gifts and bequests from Old Members towards capital projects and refurbishments which provide for the future of our academic community. Increasingly, the College has sought to make the most of these investments, especially during the long vacation, by growing our income from conferences, functions and banqueting. During the last ten years, these new sources of income have increased by over 400%.
‘Although Balliol has achieved a series of improved financial out-turns, together with retention of surpluses in the reserves and transferred to the endowment, it has significant future capital commitments to support teaching and research and a programme of expenditure to maintain and renew its buildings. Academic and student support expenditure are our most significant costs and far exceed the income the College receives from student fees. Notwithstanding these challenges, the College will continue to manage its sources of income effectively, invest its endowment carefully and manage its costs efficiently in order to generate the positive long-term cash flows needed to ensure its pre-eminent position.’ Dick Collier, Finance Bursar

efficiency and consistency when cooking for large groups of people, and has provided a lift for disabled access into the Hall. All surplus income from conferences and banqueting is invested for the benefit of our students and Fellows, making the most of support from Old Members whose gifts have helped us to maintain and improve our estates and facilities.
‘In 2009, Balliol’s income from conferences stood at 26th amongst all colleges; in the current year we are 7th and have been in the top 10 for the last four years. Credit for this huge improvement must go to our housekeeping, lodge and catering teams, the Conference and Events Manager, and of course our Domestic Bursar, who have worked exceptionally hard to deliver this significant new income to Balliol; they have made the most of the College’s investments in capital projects and refurbishment of our facilities, which benefit our students and Fellows first and foremost.’ Dick Collier, Finance Bursar
Norrington Table success In 2015 Balliol had its best set of exam results for seven years, putting us in fourth place in the Norrington Table, a comparative ranking of all the colleges’ exam performance. In recent years the strongest exam results have usually been obtained by the colleges with the greatest financial resources, so it’s very good news that we’ve managed to do so well. We shouldn’t rest on our laurels: the Norrington Table can fluctuate a lot from year to year, and more importantly, our goal is academic excellence across the board and can’t be too focused on a single number. But last year’s results are a real triumph for our students – helped, we like to think, by great teaching through the unique tutorial system – and we hope they’re a sign of things to come.
