EDITORIAL
Ina Cameron
Zoe and I attended the RAF Forum last week. They outlined the up to date issues of the Air Show which sounds like being full of exciting flying displays. The tickets are available at the Post Office at a reduced rate for residents of Balmullo. Because of the congestion on Quarry Road last year the Police have advised us of the following restrictions. 1] Temporary Traffic Restriction Order – Advising of No Parking in passing areas or vehicles will be towed away. Signs will be displayed in the area and the TTRO will be advertised locally with other TTROs. 2] AA signage in the area of No Parking 3] AA No parking cones will be placed in the area. 4] Periodic mobile motorcycle patrol throughout the day to enforce/manage the problem. Hopefully this will keep the passing places clear.
ANNOUNCEMENTS
Community Council
There was a large turnout for our last meeting of this season. The main reason for this was a lengthy discussion on the possible closing of the dispensary in the Doctors' surgery. Peter Lomas confirmed that Balmullo Community Council intend to apply for reception of a deputation with up to 2 speakers given a total of 10 minutes to address the meeting to be held on 28th June 2011 at 10am in Room 10 at Rothes Halls, Glenrothes. THIS MEETING IS OPEN TO THE PUBLIC. Alan Kennedy of SODS group advised they are also opposing the decision. Members of our Council met with Alan Kennedy to discuss each other's ways of tackling the problem and agreed to co-operate and keep each other informed of progress. In the meantime if you can afford the time it would be helpful to the cause if as many people as possible turned up for this meeting. It may be that we will not all get in to the Rothes Halls but a large turnout will show that we mean business and perhaps the Press could be asked to come along and make notes. More details on: http://www.nhsfife.scot.nhs.uk/about_us/about_meetings.html We then heard from Headmistress Mrs Else who gave an update on the Multi Use Games Area. Fife Council have agreed to give support and the size of the MUGA will be about the size of a tennis court. The area where it will be placed is from west to east within the park along the boundary of the school. There now needs to be a constituted committee to look after this project, with Balmullo parents, park committee and residents already being involved. The overall cost of the MUGA will be in the region of £67,900 plus vat. The safety issue of the disused Steading at Balmullo Farm is being looked into. The Multi Path project has been suspended indefinitely due to the refusal of the land owner to concede land. Two members from the Gala Committee were in attendance at the meeting and they expressed their Committee’s thanks to all who braved the weather to attend the Gala. There is a report elsewhere in the newsletter. The Main Street through Tayport will be closed for 3 weeks from 25th July. Hope we have a good summer and hope to see some new faces at our meeting on the 12th September.

THANKS
David Hall
I’ve been strimming the Burnside path for the last seven years now on behalf of the Paths Group and this year is one where it has been really clean and almost litter free. Many thanks to all those who use the footpath network, especially the dog-walkers. The wild flowers are also exceptional this year!
Beautiful Fife 2011
Balmullo Community Council
Judges will visit the village later in the year (around the end of July) and walk around the main streets to make their assessments. Marks will again be awarded under 3 main headings – Horticultural Achievement, Environmental Responsibility and Community Participation, with the total mark determining whether we achieve the Gold, Silver Gilt, Silver or Bronze standard. However, we still rely on all of you keen gardeners to help us out again this summer. The judges were certainly impressed with the large number of well-kept and varied gardens on their last visit – keep up the good work!
BALMULLO CUBS 82nd Fife (Balmullo) Cub section carried out a litter pick in the park and along the grizzly path on 8th June, the council provided equipment and bags. The cubs are working to achieving their Global Conservation Badge. If any adults are interested in helping out with the local Scout Group we are always looking for volunteers! Please contact balmullo.scouts@btinternet.com

BALMULLO GALA - 11th June
Claire Barr
Despite the weather there was a good turn out for the Gala. Bill Duff led the parade to the park where Romy Nicoll was crowned Queen and declared the Gala open. Her attendants were Keirra White, Sophie Land and Connor Foulkes with Alex North as Page. There were lots of attractions to keep the children busy. The races and the finals of the 5-a-side football. The hill race, sponsored by Paul Monteath, ran to the quarry gates and back [there was a bull and cows with calves in the field!]. The hospitality was sponsored by Tesco, where the hot drinks were much appreciated. Our photographer for the day was Bob Dronsfield, thank you very much. Thanks go to all who helped make the Gala a success. Special thanks go to all who helped us set up and take it all down again. Volunteers are always appreciated as is everyone with some time to spare to help the Committee. The Committee are hoping to buy a storage container for all our gear, and we are looking for some spare ground to store it. If you can help with this please contact myself or any of the Committee. LEUCHARS & DISTRICT GARDENING AND CRAFTS CLUB Coffee Morning The Coffee Morning on 21st May, which included the sales of books, a superb and wellstocked baking stall, and a great selection of well-grown plants from George Redpath, was deemed a successful event, likely to be repeated next year. Despite the competing events elsewhere, it was fairly well attended and enjoyed by those who did support this, the Club’s first such fund-raising effort. One of the most popular activities was a guess-the-weight of the basket of vegetables, which was won by Ann Falconer. The raffle proved as popular as ever with a good selection of prizes. The coffee/tea and biscuits organised and efficiently served by Marjorie Pasley and her team was a great success. Indeed the whole of the Committee – and some spouses - contributed greatly to this event, with particular thanks to Gwenyth Mitchell for organising the vegetable competition and the tremendous effort by Jan and George Redpath. The Club also thanks Lynn Murphy for her willing help with the setting out of tables and the supply of table-coverings. And finally, sincere thanks to those who attended the Coffee Morning, and whose support and generosity is greatly appreciated by the Club. The Club also wishes to remind readers, before they head off for their holidays, of the Club’s Summer Show on the 6th August in the Burnside Hall. If anyone requires a Show Schedule, please ‘phone 01334 870217 for a copy or ask one of the members of the Committee. - Leslie Bisset

President Mrs. Mary Campbell welcomed members to the meeting on Thursday 2 nd June. Our speaker for the evening was Helen Galloway, President of Hearing Dogs for Deaf People in Fife. She was accompanied by Ken Scott with his dog Spike, who was the star of the evening. Helen gave a brief history of the charity and then told us about their on-going work and training programme. Ken explained how having Spike has transformed his life so that he can now live independently and safely, with Spike identifying and making him aware of everyday sounds that we all take for granted. There was a sales table afterwards which was very well supported by our members. Everyone thoroughly enjoyed the presentation and our guests were given a vote of thanks for such an entertaining evening.

THE Y.P.R. GROUP The YPR Group is now back in action following the recent SQA Exams. We held our first meeting since the exams on Monday 13th June, where we launched our brand new idea: the possibility of establishing new play equipment in the park. Coincidentally, local councillor Maggie Taylor had been in touch with Fife Council, who were also looking at possibly upgrading some equipment in the park. We hope to work with the Council in order to improve these facilities for the younger people of the village. Also at the meeting was local MSYP Alex Fyfe, who gave a presentation about his work in the Scottish Youth Parliament. Alex and fellow MSYP Josh Martin have produced an article about their work which can be found in this newsletter. It also contains information about how you can contact them both. Some of you may have noticed us at the Gala this year which was still a great day despite the rain. The activities we had on offer were: Guess the Name of the Bear, Guess the Number of Sweets in the Jar, Treasure Map and SpongeBob. At the time of going to press we do not have an exact figure of how much we raised – but we will let you know in the September newsletter. During the summer holidays we hope to proceed with work on the shelter. During the summer months our main focus will be the funding aspect of the project. If you get bored during the holidays, why not have a go at our activity page? You may notice from our meeting planner that we have developed a structure to our meetings over the next session. After our AGM in September, we will be having a special focus on those in Primary School and Secondary School, as well as the adults of the village, in our meetings from October to December. Early next year we hope to have some guest speakers from local youth groups/organisations to speak to Balmullo’s young people. Our next meeting will be held on Monday 12th September at 6.30pm in the School Hall. This will be our first AGM. We really hope to see as many of you as possible there!! Between now and then, if you would like to contact the YPR Group, please do so by either emailing us at bamulloypr@yahoo.co.uk; or by liking our Facebook page (Balmullo YPR Group). We can also now be find on Twitter (balmulloyprgroup) and we hope to have a YouTube account under the same name by the end of the summer, where we can upload videos about our projects. We hope you have a very relaxing Summer Holiday. From your YPRs, Cameron, Danielle and Lewis. YPR Calendar 2011 12th September 10th October

MONTEATHS Accountants and Tax Consultants APPOINTMENTS: MORNING, AFTERNOON or EVENING OUR OFFICE, YOUR HOME or PREMISES Training Courses -as an employee Sometimes you might pay for a training course out of your own pocket for work purposes but happen to benefit too by career development. UP to now the cost was not allowable because it failed the “exclusivity “test because there was personal benefit ie personal improvement. However if you can show the course was necessary for work purposes then the secondary benefit of “Improvement” is incidental and is to be ignored. -Court case CRC v BanjereeIf your employer won’t pay the whole training course bill then perhaps you could “salary sacrifice”. Your month’s wage/salary is reduced by the amount of the training course bill and the employer then pays the bill. Effectively you save on Tax and NIC. It’s still better if the employer pays it all.
