Table of Contents The Bangor Region Chamber of Commerce was established in 1911. It is currently one of the largest Chambers in the state of Maine offering a range of programs to its members and the public. Our program of work includes business development as well as advocacy efforts and community betterment programs. We provide direct programs to our members including educational seminars, networking opportunities and leadership development. As one of the state’s oldest Chambers we work to ensure we remain relevant to the needs of our members and our region. The Chamber is truly a regional chamber representing businesses from 21 communities: Bangor, Bradley, Brewer, Carmel, Dedham, Eddington, Glenburn, Hampden, Hermon, Holden, Hudson, Kenduskeag, Levant, Milford, Newburgh, Old Town, Orono, Orrington, Penobscot Nation, Veazie and Winterport.

Full Speed Ahead

Prior to its current downtown Bangor location, the Chamber was situated where the Bangor Savings Bank campus is now headquartered. Before that, it occupied a small building on Maine Avenue, where I attended my first Chamber meeting through FUSION:Bangor over ten years ago. Eager to connect with young professionals, I joined their board. I vividly remember a time when community leaders like Dan Tremble, Andy Hamilton, and Mary Jane Irving walked by on their way to a Chamber Board of Directors meeting. I was curious about their agenda and wanted to join the conversation. Their leadership, alongside others, inspired me. As I approach my final year as Board Chair, I’m thrilled to announce that in 2023, the Chamber is progressing at full speed! We’ve welcomed our largest group of directors, with eight new leaders bringing diverse strengths to the Board. All 21 board members are committed to advancing the Chamber’s mission and promoting a vital and healthy business environment. We began the year at the Cross Insurance Center for the Annual Breakfast and Annual Dinner, embracing a “new normal.” Our advocacy efforts shaped policy conversations at Hot Stove sessions led by Jason Clay. They connected us with the Maine State Chamber, Washington, Augusta, and local representation. We learned how to testify on bills, engaged with the Maine
Lobsterman Association, and revisited issues like PFAS. Membership flourished through networking, with Nettie Kilby’s committee ensuring members felt supported. Business After Hours and golf tournaments thrived, ribbon cuttings and an economic summit were successful, and leadership luncheons and roundtable sessions made a meaningful impact. The Chamber’s programs have great momentum, with FUSION and BRLI developing leaders, while Building Bridges is planning 7TH UP. Mindful of the economic landscape, we are managing expenses and operations with care. In collaboration with our Vice Chair and Treasurer, Jodi Reynolds, the executive and finance committee are identifying ways to generate new revenue and enhance efficiency. Our focus extends to better supporting tourism and addressing critical issues, including substance abuse, the unhoused, and affordable housing. We will also refer to the Issues of Impact to guide us in addressing opportunities. I am grateful to be part of an organization making a positive impact on our community. Special thanks to Deb and Team Chamber for their unwavering dedication to ensuring the Bangor Region remains a vibrant place to live, work, and have fun. And to all those leaders who inspired and mentored me over time, thank you!

If I had to define what stands out for me in 2023, the word that comes to mind is “collaboration”. Our chamber worked with many businesses and organizations on issues of interest to the 21 communities we serve. Meetings and events were held in partnership with other organizations to address and discuss workforce, tourism, homelessness, mental health, housing, childcare and more. We were at the table to assist other organizations with their strategic plans and vision for the future. Oftentimes the role of the chamber is as “convenor”. Bringing people together in a manner that allows for honest, open and productive dialogue about issues that matter. Sometimes this results in immediate change or solutions, but more often it is the beginning of laying the foundation that will lead to positive change in the future. We are fortunate to live and work in a community where collaboration is more common than competition. There is a culture here of helping and supporting one another. Coming together to find solutions in a positive and productive way without focusing on who will “get the credit.” As we look to the future, we will continue to collaborate, coordinate, convene and engage in conversations that matter to our region. 2024 will be my eighth year serving as President and CEO. It has also been my pleasure to serve as the
President of the Maine Association of Chamber of Commerce Executives. That experience has taught me that every chamber is different. But the one thing we have in common are leaders who are truly committed to the work and making a positive difference. I am fortunate to work with a team of amazing people who are equally committed to the chamber and extremely talented. I am grateful for our Board of Directors who govern and “show up” in so many ways to ensure our continued success and sustainability. I am thankful for everyone who supports the chamber through their membership, sponsorship, volunteering and more. Together we are making a difference. I recall my mom, who has led organizations herself, giving me some valuable (and humbling) advice. “As a leader, your responsibility is to prepare the organization for the next leader and to always make decisions based on what is best for the organization, not what is best for or easiest for you. Surround yourself with people who know more than you in the areas you are weakest and let them shine.” I am fortunate that I get to do this work on behalf of our amazing members who make the Bangor region the best place to live, work, learn, love and play.

Treasurer’s report In 2023, the Bangor Region Chamber of Commerce managed to uphold financial stability despite contending with the impact of inflation. Revenues trended close to budget and well over 2022 levels, however expenses surpassed the increase in income. As illustrated in the pie charts below, the most substantial expense hikes originated from catering, venue rental, and publishing expenditures. Chamber staff and the Board of Directors are working diligently to increase revenues and reduce expenses while maintaining a high level of support to our members. In 2020 and 2021, the chamber received two Economic Injury Disaster Loans (EIDL), which are low interest rate loans from the Small Business Administration. These funds, along with an available line of credit, served as a cushion to address cash flow shortages stemming from inflation and the ongoing recuperation from revenue losses incurred in 2021 and 2022. Repayment of the EIDL funds began in 2023. As we progress into 2024, a portion of the EIDL funds have been utilized, while the line of credit remains untapped. The Chamber’s accounts payable remain current and accounts receivable are in good standing. In December 2023, the Board of Directors approved the 2024 budget that will be monitored throughout the year and adjusted as necessary to responsibly manage expenses, payables, receivables and cash flows to keep the organization financially stable through 2024. The Chamber contracts with the CPA Solution, LLC for bookkeeping services, financial oversight, tax preparation and filing. The Chamber is current and in good standing with tax and corporate filings.

Having been part of the Membership Committee for many years, I have seen many changes. Yet one thing that hasn’t changed is the committee’s commitment to ensuring that every chamber member feels welcome, understands the benefits we offer and assists them in building meaningful business relationships. It was only fitting that we started 2023 with the Annual Business Breakfast, where Mark Pellon, a long-time chamber volunteer, was recognized for his contributions. Our dedicated volunteers then hit the ground running at the Annual Awards Dinner setting up tables for 1000 guests and boxing up 1000 cupcakes! Volunteering for Chamber events including the dinner, golf challenges, and ribbon cuttings is a fun and great way to build relationships. Our committee plays a crucial role in fostering a sense of belonging within the chamber community. For example, at events such as “Business After Hours”, one of our “Chamber Champions” would be happy to make introductions and connections to those in attendance. You can spot our committee members aka “Chamber Champions” by our buffalo plaid lanyards! We are also here to help you make the most of your chamber membership by providing valuable assistance and answering any questions you may have. As I complete my first year as Chair of the Membership Committee, I want to thank JR for his help to make this committee a success and the committee members who dedicate their valuable time and effort to help the chamber, an organization crucial to a vital business community. Advocacy Efforts More than ever, advocacy for Chamber members is an important role for the Bangor Region Chamber of Commerce staff and board of directors. We work closely with all levels of government to ensure that our members have a voice when changes in policy and legislation are discussed. Every year we review our annual “Issues of Impact.” This serves as a guide for our advocacy and programming efforts, highlighting the issues of greatest importance to our members and region. These issues include policies and initiatives relevant to workforce, health care, social equity, energy and climate, housing, childcare, connectivity, innovation, transportation, and taxation. During the spring we hosted four “Hot Stove” events that brought together policy makers and experts with our members and community leaders to provide an opportunity for constructive conversations. We were fortunate to host one “virtual” Hot Stove and three in-person events this year, with presenters from the Maine State Chamber of Commerce and Maine Lobsterman’s Association. We held a session reviewing “How to Testify” on a bill in the legislature, and a general discussion of active bills later in the session. While a “virtual” meeting can certainly be convenient on a cold January morning, it was great to see members and policy makers face to face in conversation once again. Constructive conversation about many bills was had at these sessions, which carried over into advocacy from members and our board of directors at the state Legislative level through testimony. We spent quite a bit of time sharing our members’ concerns and ideas about PFAS, paid family leave, employee surveillance, and more through the many bills heard during the session. Our Early Bird Breakfast series focused on many of these issues as well, providing a space for conversation about challenges in the Bangor Region. These conversations included the unhoused, energy and electricity, substance abuse, and an economic summit held in May. Health Care: Health care remains a chief concern among employers as a significant cost of doing business, while this sector also serves, attracts, and retains employees and business leaders in our region.
The Chamber supports: • Initiatives to support all sectors of health care services to recover from continued economic challenges made more severe by the COVID-19 pandemic. • Strategies to reduce the cost of health care premiums for our members and their employees. • Initiatives to engage local communities to provide access to evidence based treatment for Mainers suffering from substance use disorder. • Results focused work with health care organizations, higher education, policy makers and others to solve the shortage of nurses, physicians and entry level healthcare workers. • Policies focused on social detriments of health including reducing poverty, food insecurity, domestic violence, crime and child abuse.
Housing & Neighborhoods: A diverse, affordable and sustainable housing stock, along with safe, vibrant and welcoming communities is critical to attracting and retaining workers and their families to our region.
The Chamber supports: • The development of rental units and affordable housing, to attract more residents and spur economic activity. • More housing options for individuals, families and retirees through rehabilitating aging housing stock and investments in new housing developments. • Initiatives to make communities, downtowns and neighborhoods safe and attractive to those who wish to live and recreate in the same communities where they work. • Initiatives to develop new and innovative ways to build, heat and power homes and businesses. • Smart and effective public policies, including state and local tax incentives designed to attract investment in our housing infrastructure. • Policies and initiatives to assist the unhoused population find suitable and affordable safe housing.
Childcare: Access to affordable and reliable childcare is necessary to ensure working families can remain in the workforce.
The Chamber supports: • Initiatives at the local, state and federal level to support the creation of new and the expansion of existing childcare facilities. • Opportunities and incentives for employers to provide onsite childcare. • Expanding educational opportunities to increase the availability of childcare providers and workers. • Solutions that will allow existing childcare providers to offer competitive wages and benefits to attract and retain workers.
Transportation & Infrastructure: A robust transportation system and investments in infrastructure supports economic growth, spurs job creation, and enhances the quality of life and attractiveness of our region.
The Chamber supports: • A comprehensive state plan including infrastructure investments for the repair, maintenance and expansion of roads and bridges. • Public transportation, pedestrian and recreational amenities that enhance the livability and attractiveness of our region for residents and visitors. • Supporting the operations and expansion of the Bangor International Airport including passenger, freight and ground services. • Preservation, upgrading and expansion of transportation options including bus, rail and ports. • Expansion of the availability and infrastructure to support electric vehicles.
Innovation & Entrepreneurship: The future of our region’s economy and workforce is tied to investments in innovation, research, development and commercialization.
The Chamber supports: • Increasing investment in research, development and commercialization. • Converting research into new businesses and jobs by supporting business accelerators, incubators and related programs. • Attracting and retaining students for future jobs through investments in modern STEAM (science, technology, engineering, art, math) educational facilities. • Efforts to create, develop and promote an environment that fosters entrepreneurship and innovation. • Opportunities for young entrepreneurs to help them develop as leaders and foster a social network to support their growth.
The Bangor Region Chamber of Commerce works to promote and advance a vital, healthy business environment, advocating for public policy that will help our members and the 21 communities we serve to grow and prosper. Taxation & Policy: A heavy tax burden on Maine people and businesses discourages growth and impedes the ability to attract and retain professionals and their families to work and live in our region.
The Chamber supports tax policies that: • Encourage business investment and growth, consistent with federal law so as not to further burden Maine businesses. • Does not increase (and ideally reduce) the overall tax burden for Maine people and businesses.
Education & Workforce Development: A continuum of lifelong educational opportunity and achievement is essential to the region’s economic health and quality of life.
The Chamber supports: • Efforts and initiatives that provide access and reduce barriers to increase the number of individuals achieving credentials of value from pre-k to higher education. • Creating opportunities for people of all ages to explore and pursue careers in our region through expanded program pathways, internships, experiential learning and apprenticeships. • Collaboration between businesses, educational institutions and governmental agencies to encourage workforce development and training focused on the needs of employers. • Coordination of post secondary opportunities with economic development initiatives focused on the preservation and expansion of Maine’s natural resource assets.
Energy & Climate Change:
• Makes Maine more attractive for the recruitment and retention of residents and workers to meet the workforce needs of employers.
An energy and climate change policy that encourages and facilitates lowering energy costs for Maine residents and businesses while protecting the environment.
• Provides an incentive for retirees to stay in Maine as well as attracting others.
• Reducing barriers to permitting, siting and construction of wind, biofuel, solar and geothermal technologies.
• Incentivizes the adoption of new technologies that reduce the cost burden to Maine people and businesses. • Benefits the tourism and hospitality sector and its infrastructure.
The Chamber supports: • Strategies, programs, policies and incentives that encourage businesses and homeowners to weatherize and upgrade to more efficient heating, cooling, lighting and refrigeration systems. • Improving energy infrastructure through investments in energy storage, transmission and distribution networks. • Policies and initiatives that address the effects of climate change by seeking cost-effective solutions for Maine businesses and people.
Social Equity Impact: Addressing social issues in our region is critical to fostering a healthy, vibrant, and productive community and workforce.
The Chamber supports: • Embracing a culture of and continuing education focused on diversity, equity, inclusion and accessibility with our members and community. • The integration of service members, veterans, individuals in recovery, justice involved and those with disabilities into our communities and workforce. • Initiatives that welcome new citizens and families to our region while assisting them with their transition. • Programs that provide community members with opportunities to engage with and contribute as volunteers and workers. • Efforts that address the needs of and are working to find long-term solutions for the unhoused population.
Connectivity & Communications: Broadband capacity and communication capabilities are critical to economic development and to the attraction and retention of businesses and workers to our region.
The Chamber supports: • Cost-effective policies and investments that will allow for greater permeation of high speed broadband to support employers and remote workers, educational institutions, health care providers, tech based companies and home based businesses. • Economic development strategies to attract companies and remote workers with a high demand for bandwidth, leveraging the infrastructure that is in place. • Promotion of regional collaboration between communities for shared resources including public/private broadband partnerships.

Eighteen years later, FUSION:Bangor remains true to its mission of uplifting emerging leaders through connection and engagement to ensure the Bangor Region remains the premier place to live, work, and play. Who is FUSION today? We are a diverse group of enthusiastic, supportive and civic-minded professionals from various stages in our careers who look to elevate one another and expand our networks to grow personally and professionally. In 2023, Fusion experienced significant growth within our Steering Committee and programming. We embraced new members and ideas that propelled our efforts in the community. We started the year in partnership with the Bangor Region Leadership Institute (BRLI) and hosted a January speed networking event. Through our collective efforts, the event was sold out in days! As we continued to create more networking opportunities for like-minded individuals, we re-branded our monthly networking events as “FUSION:First”, held the first Thursday of the month at various locations including the Cross Insurance Center, Haley Ward, the Durgin Center, and the Stage Door. In addition to our networking events, FUSION’s Sports Committee had a successful season with one of the largest Dodgeball leagues to date. With sixteen teams participating, we experienced friendly competition and wellness during the
cold winter months. FUSION’s Community Committee hosted three “lunch and learns” as part of our “Feed Your Brain” series that focused on FUSION’s annual theme of growing our careers. Topics ranged from non-profit organizations and volunteer opportunities, to self-care, stress management, and workforce development. Our annual “Summit” returned in November, focused on education and workforce development. Breakout sessions covered a diverse range of topics, including workforce through the generations, the CEO lens of creating positive culture and internships. To close out the year, FUSION hosted its annual FUSION:101 event to promote the organization, and recruit more members. Thanks to the Cole Land Transportation Museum for hosting and supporting our mission, which led to increased interest in our subcommittees—Community, Events, Marketing, and Sports. Looking forward to 2024, FUSION is in good hands under the leadership of Maria Andrew of the Cross Insurance Agency. Bangor Region Leadership Institute By Kristen Card, 2023 Steering Committee Chair
“Leadership is about making others better as a result of your presence – and making sure that impact lasts in your absence” – Sheryl Sandberg The heart of the Bangor Region Leadership Institute’s mission, continues to be the development and enhancement of leaders and how effective, strategic leadership, through thoughtful collaboration, may address current and future challenges facing our region. In 2023, through the dedicated work of our Steering Committee, alumni, sponsors, and the community, we delivered an impactful professional development and leadership program with opportunities for community involvement. BRLI’s Curriculum Committee created and delivered innovative class days that highlighted the many diverse businesses, organizations, and industries in our area, and wove in leadership development through class day participation and the non-profit partner class project. Class days included tours and presentations at many different organizations and participating in BRLI’s annual amazing race where class members gained a greater understanding of Bangor’s downtown through a scavenger hunt and team building event. In October, we welcomed the Class of 2024, made up of 24 class participants, representing
many industries. Our Annual Alumni Breakfast event featured Marwa Hassanien, System Director of Diversity, Equity, and Inclusion for Northern Light Health and Executive Director/ Founder of AFFINITY DEI, LLC. Marwa delivered a thought provoking and inspiring presentation emphasizing the importance of collaboration and effective leadership when it comes to diversity, equity, and inclusion initiatives. We are so appreciative of the consistent dedication, guidance, and support of Shelly Reilly, our program director; the BRLI Steering Committee and our subcommittees who have a true passion for supporting and enhancing BRLI’s mission; the Chamber of Commerce staff and their board of directors; the Bangor Region Community Council; and our generous BRLI program sponsors, Maine Savings Federal Credit Union, Versant, TD Bank, and Bangor Savings Bank. It’s because of the collaboration and engagement of our amazing community that BRLI continues to enhance the lives of leaders, businesses, organizations, and members of our community.
