2014 Community Guide NCCC The following is an excerpt of a speech given at the Forecast North Chicago annual meeting in February 2014. Good morning ladies and gentlemen. Thank you for attending today’s Forecast North Chicago. This will be my final year as President as I will be transitioning in a few months to a successor. In light of that, I thought it useful to make a few reflections. It has been an incredible learning and growing experience to provide leadership and direction and to be a part of this organization. The Chamber is beginning to think about its future, do some strategic planning and re-invent itself for the realities of tomorrow. In regards to education, with the support of the Chamber, we have focused a significant amount of time and resources toward changing and transforming the landscape of educational opportunities for the students in this community. Why? Because what has been allowed to occur in this district for far too long is immoral. At every level of accountability there has been systematic failure with catastrophic results. Some will say that it is the impact of poverty. Well maybe… Forty percent of children living in poverty aren’t prepared for primary schooling. Children that live below the poverty line are 1.3 times more likely to have developmental delays or learning disabilities than those who don’t live in poverty. By the end of the 4th grade, African-American, Hispanic and low-income students are already two years behind grade level. By the time they reach the 12th grade, they are four years behind. The nation’s lowest-performing high schools produce 58 percent of all African-American dropouts and 50 percent of all Hispanic dropouts, compared to 22 percent of all white dropouts. So there are terse statistics. Less than 30 percent of students in the bottom quarter of incomes enroll in a four-year school. Among that group – less than half graduate. 6

Hundreds of thousands of dollars, thousands of man hours have not yet transformed this system. As business leaders who measure the bottom line, we must say that this is immoral. But the other side to the coin is that the nation is missing out on the human capital that the proverbial Javier, Robert, Tyneisha and Mary can bring. How many bankers, entrepreneurs, scientists, teachers, managers, engineers, nurses, health care workers, have been produced in the last 14 years? How many knowledge workers have come out of these schools? How many inventors and researchers have not come out or vaccines were not created because they were ill prepared? In a study conducted by the management consulting firm McKinsey & Company, an article pointed to bleak disparities in test scores on four fronts: between black and Hispanic children and white children; between poor and wealthy students; between Americans and students abroad; and between students of similar backgrounds educated in different parts of the country. The report concluded that if those achievement gaps were closed, the yearly gross domestic product of the United States would be trillions of dollars higher, or $3 billion to $5 billion more per day. In New York City, schools Chancellor Joel I. Klein said that a study on disparity vindicated the idea that the root cause of test-score disparities was not poverty or family circumstances, but subpar teachers and principals. He pointed to an analysis in the report showing lowincome black fourth graders from the city outperformed students in all other major urban districts on reading (they came in second in math). “Schools can be the game changer,” he said. “We are able to get very, very different results with the same children.” In the book “Good Schools in Poor Neighborhoods: Defying Demographics, Achieving Success” by Beatriz Chu Clewell and Patricia B. Campbell, they show that it can be done and is being done. The authors meticulously document that poverty can no longer be used as an excuse for low-achieving schools. The authors found 5 key success facts that boil down to 3. Principals, teachers, parents. Principals-instructional leaders who encourage innovation Teachers-who were willing to go the extra mile Parents-who volunteer and get engaged in the success of their schools.

2014 Community Guide But more than any time in recent years, we have reason to hope and not despair. More attention is being placed on North Chicago than I can ever remember. Leaders across the spectrum are more engaged in trying to change and transform this District. Leadership changes at the top have been good for the district.

in moments of convenience and comfort, but where he stands at times of challenge and controversy.” And finally from his jailhouse letter: “Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny. Whatever affects one directly, affects all indirectly.”...

Frank discussions about the future viability of the District have been needful. Outside views in creating a new Governance model have been valuable. School choice, i.e. a Charter School, is a good thing. Infrastructure grants are wonderful. Tutoring, reading and the many volunteers are important.

I conclude with reframing the negative of the past and present and distilling the calamitous notions of history and tightening the lens of hope and potential by using the words of the poet Maya Angelou:

And while we as the Chamber salute you and thank you ... we also must challenge you and ourselves with speed and deliberation. Time does not wait for a community or a district to get its act together. Ladies and gentlemen — go with me on a hypothetical journey. ... There was a child with potential, opportunity and capability to be the next researcher to discover a cure for cancer. That child was enrolled last fall of 2013 in North Chicago schools. She is Latina, white or black — it matters not. What will happen to her by the year 2030 when she is due to graduate? Why do I care? Why do you care? Morality or economic imperative — either way they are both valid. But in my final year as President, I must challenge us all to examine our work for 2030 and ensure that it is transformational. I’m talking with leaders — University, Civic, Political, Business, and the average everyday person. ... I’m hoping that you are inspired to be the change. Consider the immortal words of Dr. King:

“You may write me down in history with your bitter, twisted lies, You may trod me in the very dirt But still, like dust, I’ll rise. Just like moons and like suns, With the certainty of tides, Just like hopes springing high, Still I’ll rise. You may shoot me with your words, You may cut me with your eyes, You may kill me with your hatefulness, But still, like air, I’ll rise. Out of the huts of history’s shame, I rise. Up from a past that’s rooted in pain, I rise. Leaving behind nights of terror and fear, I rise. Into a daybreak that’s wondrously clear, I rise. Bringing the gifts that my ancestors gave, I am the dream and the hope of the slave. I rise, I rise!” North Chicago out of the dust and ashes of failure, We rise. May your future be bright. MAYOR’S MESSAGE Hello fellow citizen, We are moving forward in our Police Department. In doing so, we have been successfully recruiting new officers to join our growing department. We take our hiring process very seriously and only hire the best. Currently, we have six new officers training at the Police Academy. I am proud to report, that all six of the recruits are testing at the top of the class. In addition, we are bringing another six officers onboard; they are set to start the academy in April. In order to encourage frank, respectful and open discussion of issues affecting the public, the people of the City of North Chicago, and the North Chicago Police Department, we are establishing the Citizens Advisory Committee. The Citizens Advisory Committee will consist of seven (7) volunteer community members who reside in North Chicago and who represent all segments of the community. I will announce committee members on or before April 7, 2014. We are moving steadfastly to improve economic development in North Chicago. I have been consistently meeting with our state and federal legislators and fostering the city’s partnership

with Naval Station Great Lakes to garner support for the City of North Chicago. There are some promising ventures on the horizon and I will not rest until the citizens of North Chicago receive the same conveniences and quality of life services that cities across the state have in bounty. I will leave no stone unturned until we have a grocery store/pharmacy in the limits of the City of North Chicago. By laying the foundation of qualified and experienced staff, we’ve been able to promote the city’s true image – one that’s positive and represents the hard-working men, women, and children who call North Chicago their home. Our city employees have been working diligently to maintain a sustainable budget, making changes without cutting essential services to our citizens. As we increase our tax base and revenue generating sources, we also focus on controlling costs. I hope that through reading this message you have come to realize all the positive things that are going on within North Chicago and that you have a renewed sense of our community’s forward progress. Let’s continue to “Grow North Chicago” in 2014. As always, please feel free to visit city hall anytime, we are here to serve you.

FOSS PARK DISTRICT Welcome to Foss Park District, where Caring, Understanding, and Enjoyment through our programs and services is our mission. The Foss Park District was organized in 1907, and our boundaries are 8 square miles of parks, baseball fields, playgrounds, soccer fields, courts, a golf course, shelters and much more. Rooms and shelters are available for rent. We are serving our community with exciting programs and events. Call us for details. Together, we can make a difference! The 18-hole Foss Park Golf Course opened in 1974 and features 6,839 yards of golf from the longest tees for a par of 72. The course rating is 71.8 and it has a slope rating of 126 on blue grass. The course features large pitched greens, mature trees and manicured fairways with strategically placed bunkers and hazards with natural habitat to challenge golfers of all skill levels. The Club House is open year-round for your dining pleasure. For your next event, rooms and space are available for rent at the Club House and new Pavilion.

Naval Station Great Lakes, the largest military installation in Illinois and the largest training station in the Navy, hosts the Navy’s only Recruit Training Command. Each year approximately 38,000 men and women complete the requirements to become enlisted Navy Sailors at the Navy’s only boot camp. Naval Station Great Lakes is also home to the Navy’s technical training schools for surface warfare excellence supported by Training Support Center Great Lakes. Yearly, more than 13,000 students attend these initial and advanced training schools where they learn the basic skills of their Navy jobs. Since the first group of recruits reported for training July 1, 1911, more than 3.5 million Sailors have started their Navy careers right here in northern Illinois. Their experience in “boot camp” transformed
