California EMSA Requirements CPR and First Aid Training for Childcare Providers 1. Overview a. The California Department of Social Services, Community Care Licensing, requires that all childcare providers have valid first aid/CPR training cards in order to be licensed. b. EMSA-approved training programs have specific minimum training requirements specified in the California Code of Regulations. c. EMS Safety Services’ CPR and First Aid for Childcare Providers training course is on the approved provider list (letter on file). i. Some preschools are considered a childcare facility by the Department of Social Services, Community Care Licensing, and must meet the same requirements. ii. Childcare providers should know what type of training they are required to have for licensing. If not, they should contact their Licensing Analyst for confirmation. d. A specific EMSA roster must be used for CPR and First Aid for Childcare Providers courses. e. A CPR and/or FA EMSA sticker must be placed on each EMS Safety CPR and FA certification card to identify it as an EMSA-approved course. f. An information packet entitled, EMS Authority Inhaled Medications Training, must be discussed in detail during the course. g. A DVD entitled, Asthma Care Training for Child Care Providers, may be shown and discussed with the students as an optional tool for training. 2. Student Workbooks and Certification Cards a. You must use the CPR and First Aid for Childcare Providers student workbook to teach employees of a licensed childcare facility. Only this workbook is approved by the EMSA for the training of childcare workers. b. You must issue the CPR and First Aid for Childcare Providers certification card after successful course completion. c. AED training: If the students receive training in AED use, provide each student with an AED use workbook supplement. After passing the AED skill and written exam, indicate a YES on the course completion card next to AED Use. 3. CPR and First Aid for Childcare Providers Course Content a. Adult, Child and Infant CPR and Choking Relief must be taught in every CPR and First Aid for Childcare Providers course. You must include adult CPR and Adult Choking Relief training and testing. Many childcare centers serve children of a variety of ages. b. During a Pediatric FA course, the standard Asthma chapter can be replaced by the EMSA’s Asthma Care Training for Childcare Providers DVD and Discussion Guide, and the EMS Authority Inhaled Medications Training handout. (See next section for more information.) c. When re-certifying childcare providers in CPR and FA, a full course must be taught. There is no option for a shortened re-certification course. d. Optional AED Training: AED training time is separate from the require four hours of required CPR training for childcare providers. CA Childcare Regulation Overview

4. Asthma and Inhaled Medications Training a. The State of California has written a paper entitled, “EMS Authority Inhaled Medications Training.” This information is a supplement to our training, and must be discussed during the First Aid course. Students need to hear the information from the Instructor, and may not be told to read the information on their own after the class. b. Additional copies may be printed from your Instructor Resource CD, or by downloading it from www.emssafety.com, Instructor Corner. You may also obtain it from the State EMSA by downloading it from their website at www.emsa.ca.gov. c. The CA EMSA’s DVD entitled, “Asthma Care Training for Childcare Providers,” may be shown to students during the First Aid course. i. The video discussion guide can help you answer questions during the three pause points in the video. ii. The DVD and Discussion Guide are available in both English and Spanish, and in a VHS format if requested. iii. The English Discussion Guide is located on your Instructor Resource CD. You may also contact the EMSA to request the training materials in Spanish at no additional charge. 5. CA State Course Completion Stickers a. An official EMSA sticker must be attached to each EMS Safety Services’ CPR and First Aid for Childcare Providers certification card in order to validate the card. If the Course Completion Stickers are not attached to the CPR & FA cards, the training will not be valid for childcare providers in the State of California. b. The cost is $3.00 for each First Aid sticker and $3.00 for each CPR sticker. c. A CPR and First Aid for Childcare Providers certification card requires two stickers, at a total cost of $6.00. d. You must order the stickers directly from the CA EMSA. A copy of the Child Care Training Course Completion Sticker Request form is included in your Childcare Instructor materials. It can also be downloaded from the California EMSA website at www.emsa.ca.gov, or from www.emssafety.com, Instructor Corner. Mail the Sticker Request form to the address printed on the form, along with a check made payable to the TPA Fund. If you have questions regarding the stickers, contact the CA EMSA at (916) 322-4336. e. Course completion stickers will only be sold to EMSA-approved training programs and registered affiliate programs. i. EMS Safety Services’ certified CPR and First Aid for Childcare Providers Instructors are considered to be affiliate training programs of EMS Safety Services. ii. After you complete your CPR and First Aid for Childcare Providers Instructor Training, EMS Safety will submit your name to the CA EMSA for addition to our list of affiliate training programs. Once they are notified, you may order stickers from the EMSA office. f. The EMSA will audit your sticker purchases by comparing the Rosters you submit with the sticker numbers issued to you. You will have to account for all stickers purchased. 6. State Rosters

a. Document a course taught to a licensed childcare provider on an official CA EMSA roster. After teaching the class, fill out the official state roster completely, including sticker numbers. b. A copy of every course roster documenting training to employees of a licensed childcare facility in California must be submitted to the EMSA. Keep the original Childcare Roster for your own files for three years. c. Fax, email or mail a copy of the Roster to the State EMSA, within 30 days. i. Fax: (916) 324-2875, ATTN: Lucy Chaidez ii. A copy of the official CA EMSA Childcare Training Roster is included in your Pediatric folder. It can also be downloaded from the California EMSA website at www.emsa.ca.gov, or from www.emssafety.com, Instructor Corner. The childcare rosters can be filled in online and printed for your convenience. 7. EMS Audits a. The EMSA periodically audits childcare training programs, and also receives complaints from childcare providers, referral agencies, and other childcare agencies. b. EMSA will audit your Childcare Rosters and ask for more information or ask about questionable items, such as: course hours, student-to-teacher ratio, Instructor name, and Training Program name. If your roster is audited, the EMSA may require additional training or completion of the missing information. c. The complete standards for EMSA training programs can be found at the EMSA website, www.emsa.ca.gov, on the childcare training program page. The standards are called the California Code of Regulations, Title 22, sections 100000.1 through 100000.35. d. Violations of the Code of Regulations can result in adverse actions against your Training Program. 8. School Bus Driver Training a. In California, school bus drivers are required to maintain current certification for First Aid at all times. They must attend a state-approved First Aid training course. EMS Safety’s First Aid program is approved for training school bus drivers. b. There is no EMSA sticker or EMSA roster requirement for this category of students. 9. Preventive Health and Safety a. The State of California requires that all new licensed childcare providers participate one time in a seven-hour course entitled, “Preventive Health and Safety.” This course is separate from CPR and First Aid training. EMS Safety Services does not offer a curriculum for “Preventive Health and Safety.” Our EMSA-approved CPR and First Aid for Childcare Providers certification course, however, is an ongoing requirement for childcare providers, and requires recertification every two years. b. As a CA CPR and First Aid for Childcare Providers Instructor, you are only authorized to teach the EMS Safety CPR and First Aid for Childcare Providers course reviewed and approved by the EMSA. You are not authorized by EMS Safety to teach the seven-hour course entitled “Preventive Health and Safety.” CA Childcare Regulation Overview
