Council wrapped up their third and final night of budget deliberations Monday. nal two per cent that was proposed. The new amount includes almost one per cent dedicated to capital projects. The utilities increase remains as proposed, two per cent. The Underground Pipes and Asphalt Replacement (UPAR) and the Recreation Culture Capital Facilities (RCCF) levies stay unchanged. “This is a reasonable increase in property taxation given inflationary costs right now,” said Mayor Ryan Bater. “It will set the stage for the city to be able to address its capital needs, not just this year, but well into the future.” Bater noted several positives about the budget, including far less reliance on external debt to fund city operations. “Our debt has come down by $4 million over the last year, about $7 million in the last year and a half,” said Bater. “Our debt level is at $36 million now, where it was for many, many years at $45 million, which is a big achievement.” Council’s main task

Monday was to go through a lengthy list of “unfunded” items still in need of decisions. Council gave its stamp of approval to administration’s proposal to add a nearly one per cent property tax increase for capital projects. The idea is for the fund to grow in future years and be dedicated towards upcoming capital projects. This is “really a signal for this council and future councils that this area needs to be addressed,” said Bater after the meeting. The thinking is that this fund will be used right away for the city to cover the cost of the final phase of runway reconstruction at Cameron McIntosh Airport. The city’s portion would be $130,000, but the project is contingent on the city being successful in obtaining a matching provincial grant from the Community Airport Partnership. The final decision was to set the increase going to capital at a slightly smaller rate of .95 per Continued on Page 3

Battleford budget sees one per cent increase By John Cairns Staff Reporter

The 2020 budget has been approved for the Town of Battleford. The budget, which included a one per cent increase in property tax for residents, was adopted unanimously at Monday’s regular meeting, the final one for council in 2019. According to Mayor Ames Leslie, there were no material changes to the budget since being first presented at a special meeting Dec. 5 in Battl-

eford. “I think council had a few questions of clarification, last minute,” said the mayor, but what council deliberated on Dec. 5 “is the one that stood to be approved here today.” The unanimous approval means the budget is in place before the new year, well ahead of the pace of previous councils. “It’s been a goal of mine to pass a budget this early,” said Leslie. He said he was happy to see it completed, so that

the town can get on with the projects for the coming year. “We’ve got some significant projects coming up in 2020 so I’m excited to see how many we can get done.” Leslie called the one per cent increase “a reasonable ask within the state of today’s economy.” There was also no utility increase this year and Leslie added “if things continue to go down the path as they are, there probably won’t be one next year as well.”

An individual involved in a police chase and collision on Nov. 1 in North Battleford has been denied bail. Kane Nicotine, who faces 14 mostly weaponsrelated counts in connection to that and other incidents that day, appeared by closed-circuit TV for a bail hearing Monday at North Battleford Provincial Court. A publication ban has been entered on the evidence presented in that hearing. Following the bail decision, not guilty pleas were entered and an election was made of trial in provincial court. The next step will be setting the dates for a trial and that will likely happen at Nicotine’s next court date Dec. 31.

Nicotine faces two counts of dangerous operation of a motor vehicle causing bodily harm, possession of stolen property, operating a motor vehicle knowing it contained a firearm, two counts of possessing a weapon while prohibited, two counts of possession of a prohibited weapon, one count possession of weapon dangerous to public peace, two counts mischief under $5,000, possession of a firearm without a licence, possessing a firearm while prohibited and flight from police. The charges stem from incidents in November. Police reported that on Friday, Nov. 1, at approximately 7:30 a.m., Battlefords RCMP received numerous calls indicating gunshots fired on the 400 block of 33rd Street in Battleford. RCMP responded

and located a residence that had been hit multiple times. Neighbours provided RCMP with a vehicle description. At approximately 2 p.m., RCMP on patrol came across a vehicle that matched the description. RCMP tried to stop the vehicle and it fled at a high rate of speed. The suspect vehicle blew through a stop sign at the intersection of 109th and 13th Avenue, hitting another vehicle and flipping it on to its roof. RCMP arrested a 23-yearold man from St. Albert, Alta., and a 17-year-old woman. Both suspects sustained non-life threatening injuries in the collision. The driver of the other vehicle was not injured. Nicotine’ first appearance in court wasn’t until Nov. 12 due to a hospital stay due to injuries.

A psychiatric report has been completed and counsel indicated this will be reviewed with Littlewolfe between now and Jan. 9. His next court appearance is scheduled for election and/or plea. Co-accused Joel Daniel Dillon of Onion Lake has already entered guilty pleas in the case and was sentenced to five years in a federal penitentiary in Queen’s Bench court Oct. 2.

Battle Springs crime issues to be addressed By John Cairns Staff Reporter

Concerns from local residents about the crime situation in Battleford made their way to Town Hall Monday. Council received a letter from a resident of Battle Springs Way, co-signed by seven other residents of the street. The letter pointed to an increase in property crime in the neighbourhood from vandalism and thefts. Among the incidents cited were car shopping, a truck theft and a firearms incident. The letter also noted Battle Springs Way backs on to undeveloped green space with direct ac-

cess to Highway 4, and is across the street from a playground and park area. Both open areas have been used as thoroughfares and hiding places for those involved in the incidents, it stated. One proposed solutions was for more lighting in the area to “force criminals out of the shadows.” It appears that is what council will be moving ahead with. Mayor Ames Leslie told reporters Monday the plan is to add light standards to the area to increase lighting. The intention is to put the light standards up in the spring. The work is covered under the 2020 budget and that discussion happened prior to council

receiving the letter from Battle Springs residents. Leslie also noted there has been “a very focused effort” by the RCMP and crime prevention teams in the Battlefords to address the crime issues in the area. He did cite progress. Leslie pointed out that until this weekend there had been a minimal number of shootings recently. “The crime prevention team is working very hard in the community to try and take away this criminal element in the Battlefords,” said Leslie. “It’s not perfect yet but they are doing a really good job to reduce the amount of crime that’s happening.”

The other .05 per cent, or roughly $6,000, will address the need for an archivist with the North Battleford City Historic Archives. The city had considered reinstating the archivist position for $13,650 for a salaried 10-hours-a-week position. Instead, the plan is to fill one vacant gallery curator position, and include a role managing the city archives in those duties. Going that route would bring the cost down to $6,000. The curator position is already in the budget but requires a slight increase of $6,000 to cover higher compensation due to increased responsibilities. Taken together, the capital increase and the archives position fund-

ing brought the number needed for taxation to the round number of one per cent, which is being added to the two per cent already proposed. While those decisions were the only ones that had an impact on taxation for 2020, other items also came up. A main focus of the early portion of the meeting included discussion of the budget for Planning and Development. The discussion involved a list of unfunded capital projects for which administration was seeking approval. Council voted to proceed with the Carlton Trail Roadway improvements at the intersection between Territorial Drive and Heritage Way. This project, which is something administration has pushed for previously

Bater said council saw this as a “growth” investment for future development. “This is to unlock development for the Yellow Sky area of North Battleford,” said Bater. “We cannot see any additional private developments or public developments, whether they be recreation facilities or educational facilities or what have you … they really can’t happen without an upgrade to this intersection.” The price tag for the project is $1.45 million. Rather than take on external debt, the city will be funding the project through internal borrowing for the first year, with property taxation needed in future. It is expected

Director of Planning and Development Jennifer Niesink said the UPAR work getting the go ahead for 2020 includes the final two blocks of 100th Street to 14th Avenue, the 1500 block of 95th Street, the 800 block of 110th Street and the 1900 block of 101st Street. Some cured-in-place pipe (CIPP) sewer lining will happen as well, but locations are undetermined at this point. The total work is estimated to come to $4,075,000. There are some carryover UPAR funds left from last year that will be available to get more work done this year.

Third party grants were also discussed, revolving around presentations made at the Dec. 2 meeting. One key decision was made to cap the amount of discretionary third-party grants at $69,000. This impacts those third-party grant requests marked as “discretionary” that were not already included in the budget. What it means is that any increase for any organization in this category would have to be balanced by a corresponding decrease going to other organizations. Final decisions will be made when the budget comes back for approval in January. One final topic discussed was the $14,400 in annual rental by Twin Rivers Curling Club for use of the Northland Power Curl-

ing Centre. Twin Rivers Curling Club came to council Dec. 2 seeking an exemption for that amount for a second year in a row. The exemption had been granted the first year to allow the curling club time to complete a strategic planning process. They came back with a similar request for an exemption this year, but council made clear they have reservations about hiking taxes to cover that request. The plan is for administration to look for another solution. “Administration is going to meet with Twin Rivers Curling Club to see if there’s alternative ways to help them financially,” said Bater. “We’ll see what administration can come up with. So it’s still to be decided.”

Filipino resilience

Eisen Ria, an immigrant from the Philippines, landed in Manitoba in 2015 and moved to Saskatchewan a few months ago. Ria has observed that the Filipino immigrant community in the Battlefords is growing and has become a workforce that partly drives the local economy while blending Canadian and Filipino cultures. Ria wrote the following, for the information of local residents, to address who Filipinos are, their culture, how they live and their attributes. Dear Editor Philippines is an archipelago west of the Pacific Ocean and is situated just above the equator. It lies in the Pacific Ring of Fire, along with other countries such as Taiwan, Japan and the Pacific sides of North and South America. As climate changes, Philippine islands are the pathway of storms and it is the first barrier before typhoons hit mainland Asia. Each year, an estimated 20 to 30 typhoons pass through the country and devastate every corridor in its path. (Storms that originate in the Pacific Ocean are called “typhoons” and the storms that come from the Atlantic Ocean are called “hurricanes.”) The country is also prone to strong earthquakes as it lies within the Pacific Ring of Fire, thus, active volcanoes roar from land to the ocean. The country experiences different kinds of calamities and two commonly known occurrences are typhoons and earthquakes. In the events of havoc due to typhoons, many lives are lost, there is damage to agriculture, a meltdown of infrastructures and economic ruin. Last month, the country was hit by strong earthquakes with a magnitude of more than seven. They hit the southern part of the country and damaged almost everything. Roads were impassable, communications were down and there was damage to 70 per cent of the infrastructure. In just the last couple of days, a typhoon hit the central and northern part of the country and, again, it damaged infrastructure. The victims of these tragedies find some way to make a livelihood, set up temporary shelters, manage to find food and continue with what life has to offer. They have learned from the past experiences the essence of creativity and innovation to create a living. Amid the widespread grief and despair, it is the courage of the Filipino people that impels them to fight back and rise to continue life. Filipinos are accustomed to hardship. Thus, in the context of resilience, these people find it easy to stand up from their knees as if nothing had happened. You can see them smile in events of tragedy. Filipinos conceptualize tragedies as part of life and fully accept the implications of it. Having the mentality of optimism, these people gradually stand up, for they know that what was lost can be regained and tragedy cannot keep them down. The element of resilience of these people is the unquestionable religious faith that is their dynamic to move on and overcome the hurdles of life. It is the combination of positive outlook and hard work that helps rebuild and overcome tragedies. The Filipino spirit is unshakable, resolute, determined and stronger than the strongest disaster has to offer. Eisen Ria North Battleford

Crude-by-rail derailment rattled the nerves a bit I had a chilling realization on Dec. 11, two days after the crude-by-rail derailment occurred near Guernsey. Depending on which route that train would have taken, three or so hours later, it could have passed within about 40 yards of my parents’ house on the edge of Yorkton. It’s not that crude-byrail trains don’t pass by regularly. But it’s especially chilling to realize that this one could have taken that route, and whatever caused it to derail could have potentially happened in Yorkton, instead. The train started at a Rosyth, Alta., immediately east of the Hardisty oil terminal, the principle oil hub for Canada. There we find the Gibson Energy/ USD Group joint venture crude-by-rail loading facility. Its destination was Stroud, Okla. – a chilling coincidence as that’s my stepdad and mom’s last name. Stroud is right beside Cushing, Okla., which is the principal oil hub for the United States. The Transportation Safety Board update I

received that evening did not indicate which route the train would have taken to Oklahoma. According to CP’s route map available on its website, from Guernsey it could have gone south to Regina, Moose Jaw and Estevan, down to Minneapolis, or it could have continued eastward through Yorkton to Winnipeg, and south to North Dakota. Either route would have had it eventually on the Soo Line to Minneapolis. CP’s mainline network ends at Kansas City, which would have then required a different rail company to take the train to Stroud. The origin and destination of this train essentially mirror the origin and ultimate destination of the proposed Keystone XL pipeline, although the terminus for that pipeline would be Steele City, Neb. There it would join the Cushing Extension, which runs from Steele City to Cushing. Let me put that another way: If the Keystone XL pipeline had been built by now, this oil likely never would have been in a rail car. And that rail car would have never potentially rolled within spitting distance of my parents’ house. Not every derailment results in the contents spilling and going FOOMP. I’ve been to two already – one near Glen

Ewen (Canadian Pacific), and another south of St. Lazare, Man. (Canadian National). Neither had a fire. The respective rail companies responded with remarkable speed, having the trains cleaned up, the tracks cleared and put back into service, and the spill mopped up in astounding time. But sometimes, they do go FOOMP. This happened at Lac-Mégantic, Que., in July, 2013, and Casselton, N.D., in December of that same year. As we all know, Lac Mégantic is one of the worst disasters to strike Canada in this century, killing 47 people in a conflagration that can only be best described as hellfire on Earth. No one was hurt at Casselton. Following Lac-Mégantic, Transport Canada brought in new rules stiffening the safety requirements for the rail tankers used to haul crude by rail. According to the Transportation Safety Board, the cars that derailed were a mix of nine Class 117R and 24 CPC-1232 Class 111 tank cars. Apparently, they met the current requirements. And yet they still spilled and burned. Thank God the people who lived close enough to see the end of their driveway in flames were not injured. I won’t say “unharmed,” because who knows what the

smoke did to their lungs, or to those of the first responders and the crews who cleaned up the mess while it was still burning. We are not going to know for a long time what caused this derailment. The Transportation Safety Board told me 600 days is their target. We still haven’t heard anything definitive about the St. Lazare, Man. on Feb. 16 of this year. We don’t know if it was the fault of the train, which could have imperiled my parents, or anyone within the core of Saskatoon through which it passed hours earlier. We don’t know if it was the fault of the track, either. Someone I know emailed me saying they saw a maintenance crew working not far down the line, about 12 hours before the derailment. Could there be a connection? If so, is it

the (bad) luck of the draw that it was crude oil that spilled, and not potash? This is the situation we are forced into. In recent days I’ve taken to correcting several people who say we don’t have pipelines. No, we don’t have sufficient pipelines to handle additional growth of production for most of Western Canada. But we certainly do have pipelines. I worked on building a few of them. When Enbridge’s Line 3 Replacement, finished in Canada, gets completed in the United States, hopefully that will alleviate some of the strain. If TC Energy’s Keystone XL ever gets built, that would have almost certainly dealt with this particular cargo that spilled and burned. But even Donald Trump, who approved it in his first week in office, and subsequently reapproved

it, hasn’t gotten it built. Next year he’ll be running for re-election, and still, no pipe. I don’t know how many times it needs to be said, but oil needs to go in the pipe, and grain on the train. Brian Zinchuk is editor of Pipeline News. He can be reached at brian. zinchuk@sasktel.net.

Eagle Hills Multiple 4-H Club is dedicated to giving back to a community that supports the many adventures of our members by performing different charitable acts during our “Week/Month of Caring.” Charitable/Volunteer is an important part of the 4-H program as it is part of the 4-H pledge and one of the 4 Hs. “Hands: We pledge our hands to larger service.” This year, the members have chosen several different charities and activities they believe will have a positive impact on both our community and our 4-H members. We have kicked off the Month of Caring by performing various activities. On Nov. 12, the members had a work bee to create beautiful decorations for the Battlefords Union Hospital Foundation’s Festival of Trees. The members chose to create decorations

that were in the theme of 4-H either by colour (green and white) or by the object. They created decorations out of clay and were able to colour and decorate them. They also created the “star” of the tree from a wooden star that displayed all the 4-H projects the members are involved with this year. The finishing touch was green and silver balls with each of the 34 members’ names. Nov. 28, the members decorated their tree with all their treasurers. We hope everyone who came to visit the BUH Festival of Trees enjoyed our tree. Another important charitable act that has become an annual tradition is delivering goodie trays to WPD Ambulance, North Battleford Fire Department and RCMP members. All the families bring a dozen Christmas goodies, which are used to create goodie trays. On Dec. 4, the members met and delivered the goodie trays along with Christmas Cards. The members expressed their gratitude to all the members and wished a “merry Christmas and a happy New Year.” Continued on Page 7

Travel Report: McKenna Mitchell was able through Saskatchewan 4-H to attend the 4-H National Members Forum Dec. 1-5 in Calgary, Alta. Every province sent seven delegates. Throughout the week, there were multiple conferences/ workshops to attend. For example, there was a workshop on

how to create our own pitch to present in front of a panel. One of the key events we participated in was creating a resource on what it’s like finding a job, what support do we need, and how 4-H can support us. The knowledge and resources created would be presented to 4-H Canada in the near future and assist in shaping the future of 4-H. The main focus of this year’s forum was sprouting success and cultivating careers, which included aspects of the importance of the environment and healthy living. On the last day of the conference, we

were the first youth to be able to participate in a new nationwide workshop called “Grow Canada.” This workshop included keynote speakers and mentorship circles that allowed us to choose three mentors we wished to talk to. We were given the opportunity to interact with each mentor for 15 minutes. We were able to ask them questions about their work and they provided us tips that could help us heading into the workforce. The knowledge I gained from this amazing opportunity will be useful for my future endeavours.

Evening Kaiser will start at 7:30 p.m. every Friday in December. Marcel Lacoursiere says the centre’s roof will need repairs in 2020. sports North Stars mauled by Bombers on Teddy Bear Toss night By John Cairns Staff Reporter

Anyone expecting the Flin Flon Bombers to roll over on Teddy Bear Toss Night at the Civic Centre were in for a rude surprise. The Bombers played like grizzly bears as they delivered a first class mauling of the Battlefords North Stars by a humiliating final score of 10-1 on Saturday. Fans hoping to toss teddy bears onto the ice in support of the Battlefords Empty Stocking Fund had to wait until late in the third period. Dylan McCabe’s goal from Elijah Loon-Stewardson and Ben Hiltz with just over six minutes left prompted a rain of teddy bears thrown from the stands. By that point, the Bombers had already scored nine unanswered goals. In the process a parade of North Stars were sent to the penalty box all night, and the Bombers capitalized with five power play goals. The game got rough er the longer it went on, with North Stars players engaging in fisticuffs with the Bombers and venting their frustrations. North Stars head coach Brayden Kli-

mosko was visibly upset at the referees at the end of the second period over the number of penalties called. The whole ugly display came as a shock for those used to seeing exciting winning performances by the North Stars all season. Fans had expected another good result after the North Stars beat the Bombers 3-2 the night before. Instead, what they got was the fifth North Stars defeat in six games. As has been the case for other subpar North Stars results this season, a slow start set the tone. The Bombers held the North Stars to no shots for the first eight minutes and seven seconds of the game. The Bombers got goals from Matt Flodell and then Easton Haygarth shorthanded from Chase Haygarth to make it 2-0 through one. The Haygarth goal came with the Bombers’ Caleb Franklin in the box for slashing. In the second period, with Seth Summers in the box for cross checking, Tristan Lemyre scored to make it 3-0. Goals by Jaxon Whyte and Lemyre, again on a power play, drove starting netminder Austin Schwab out of the net.

With Seth Summers off for roughing and slashing, and with Matthias Urbanski also sent to the penalty box for slashing, gave the Bombers a twoman advantage for the Bombers. They capitalized quickly with a power play goal by Mason Martin to extend it to 6-0 through two periods. In the third period, it was yet another two-man advantage situation, with McCabe gone for roughing after the whistle and Rylan Nivon off for tripping, that produced another Lemyre goal for the hat trick 44 seconds into the frame. That was followed up by a goal from Cole Rafuse

and another on the power play by Matt Raymond, before the North Stars finally beat Bombers netminder Jacob Delorme. Rafuse’s goal with 49 seconds left wrapped up the scoring, and the agony. In the end the North Stars outshot Flin Flon 34-31 but Schwab stopped only 12 of 17 shots and Dmyterko 9 of 14. The North Stars needed to regroup quickly for a busy few days of action before the Christmas break. They played in Humboldt Tuesday night, winning 7-4, and returned home for a rematch with the Broncos Wednesday at the Civic Centre. Those results were unavailable at press time.

Members of North Battleford Elks Lodge No.369 were on hand to present a cheque for $2,000 to the hall. Seen here are Elks John Gamble, Zonie Krawchuk, Ken McKay and Mark Danczak, with CEO Jane Shury (accepting the cheque) and Gil Bellavance. Another fundraiser was a draw for a two-day trip for two to Manitou Springs Resort and Mineral Spa. That draw took place the same and the winner is Mallory Wurtz of Lashburn. Both the draw and the cheque presentation coincided with the annual Holiday open house at the Saskatchewan Baseball Hall of Fame and Museum, where supporters of the Hall gathered for some holiday good cheer. The Iconic Pom-Pom By Rhea Good The inclusion of pompoms is a relatively new addition to the sport of cheerleading; the pompom was patented in 1971. Lawrence Herkimer, the American grandfather of cheerleading was the inventor of this colourful device. The late 1960s saw the coming of colour television, and it was Herkimer’s idea to add an eye-catching flash of colour to cheerleading routines that were being televised during sporting events. He added the handle, hidden inside the tassels, so the cheerleaders could have a firm grip. Herkimer’s original name for the device was pom-pon, but for whatever reason “pom-pom” is that name that sticks to this day. The use of pom-poms is inconsistent, even in sideline cheerleading for sport teams. Pompoms are rarely seen in the world of competitive All-Star cheerleading, although at the 2018 International Cheerleading Federation competition, the use of pom-poms and

a vocalized cheer were mandatory. This rule was resurrected as a way to return to the traditional roots of the sport. Pom-poms come in a variety of sizes, some about six inches in diameter, and the larger style is about 12 inches. “Pom” is another category of routine that exists under the umbrella of cheerleading in some jurisdictions. “Pom” is best described as a modern jazz dance routine, usually performed by a schoolbased Pom Squad. Pom routines do not include stunting or tumbling. Performers of “Pom” consistently use pompoms in their routines. As the newly formed Cheer Canada organization steers the sport toward its Olympic debut in 2020, stay tuned to see if pom-poms return to All-Star Cheerleading in Canada.

Sharks drop two to Hounds By John Cairns’ Staff Reporter

The Battlefords Sharks were on the road at Duncan McNeill Arena in Wilcox this weekend, where they dropped two games to the Notre Dame Hounds. The team lost 2-1 in action Friday night, and 5-0 on Saturday. In the Friday game, Jordyn Blais got the lone goal for the Sharks in the second period, before the Hounds got the game winner from Ryann Perrett in period three to win it. In game two it was all

Notre Dame, outshooting the Sharks 43-14. Notre Dame got two goals in the first, one in the second and two in the third for the win. The Sharks now have a record of six wins and nine defeats for fifth place in the league. Next action is at home Thursday to Prince Albert at Battleford Arena.

Nominations announced for Chamber election Staff

The Battlefords Chamber of Commerce Nominations Committee has announced the nominated candidates for its Board of Director elections. The board currently has 15 elected director positions and seven of those seats are up for election for the 2020-21 term. Candidates running for those seven spots are:

Gord Brewerton Gord and his wife Joan purchased a home in the Battlefords two years ago, after Gord accepted the position of Senior Vice-President of Glacier Media’s Prairie Newspaper Group. In that role, Gord is responsible for 27 media operations across Saskatchewan and Manitoba, and, in addition holds the position of publisher of the Regional News-Optimist here in the Battlefords. Before moving back to Joan’s home province of Saskatchewan, they were located in St. John’s, Nfld., where Gord ran the province’s two daily newspapers along with 12 weekly publications. A strong believer in giving back to the community, Gord has a long track record of volunteer service. He was the founding vicepresident of the Chamber of Commerce in Cumberland, Ont. Additionally, he served as the president of the Quebec Newspaper Association, and has served on the boards of three different hospital foundations in Ontario, Quebec and Newfoundland. He is eager to contribute to the chamber’s efforts to ensure the Battlefords continue to grow and prosper.

Tisha Carriere Tisha Carriere grew up in North Battleford. She married Colin Carriere and raised their two boys in the Battlefords. While raising the boys, she opened and maintained a profitable home daycare for 16 years. Along with her husband Colin, they developed and ran All Out Hockey and Power Skating for 17 years that offered checking clinics, power skating, prep camps and 3 on 3 hockey. Also, time was spent volunteering for such organizations as the Battlefords Midget AAA Stars, the Royal Canadian Legion

Branch No. 70, Battlefords Minor Hockey Association, Bready Home School Association, the Battlefords Humane Society, and she helped reinstate the Neighborhood Watch Program to North Battleford in 1999. Tisha currently works at the Gold Eagle Lodge as the human resources manager, and has the philosophy that each day, you should make things better than you found them. Tisha continues to strive to offer the best guest experience possible to all internal and external customers. She looks forward to having the opportunity to work with the Battlefords Chamber of Commerce and to continue building on the success of the Battlefords.

Susan Challis * Susan and her husband moved to the North Battleford area more than five years ago. She believes the Battlefords is a great place of opportunity. Susan has completed an associate diploma in Recreation Administration, and a Bachelor of Arts majoring in psychology. She has worked at SaskTel for more than 22 years in a variety of roles, most recently in the business office as a sales associate. She has been an active volunteer in many areas including coaching sports, theatre, ski patrol and fundraising and has worked with organizations such as Open Door Society, Kidney Foundation, Canadian Ski Patrol, SaskTel Aboriginal Employees Network and SaskTel Pioneers. She believes in being a part of the community. Susan believes the Battlefords and area has tremendous potential for growth for business. Over the past three years, Susan has enjoyed her time with the Battlefords Chamber of Commerce and would love to continue serving. Cassandra Germsheid Kerr’s Dry Cleaners with her partner Jesse Crozier. Shortly after, they purchased the Battleford Post Office building, which has helped revitalize downtown Battleford. With four children aged six to 15, Cassandra is committed to helping the local economy which, in turn, provides the necessary services and programs for kids to thrive and develop a love for their community and each other. Cassandra is passionate about the people in and around the Battlefords. She believes the business sector has the ability to bring people together in ways that promote future growth, positivity and harmony for everyone who calls the Battlefords home. Mathew Gillott Mathew Gillott was born and raised in Saskatoon. He has family and friends in the Battlefords and growing up, he liked spending time in the community. As a result, he has always felt he has roots in the area. After graduating high school, he attended Edwards School of Business at the University of Saskatchewan, completing a Bachelor of Commerce majoring in management and minoring in finance. He was a member of the varsity men’s soccer team while attending the U of S. Mathew has always had a passion for soccer and has played his entire life. He has completed both at a provincial and national level, most recently travelling with his team to compete in the National Tournament in St. John’s, Nfld. He enjoys mentoring

and has coached soccer at many Saskatoon community schools and is an advocate for Timbits soccer and youth in sport. Mathew relocated to the Battlefords in 2018 to work as a commercial banker with the Bank of Montreal. He has enjoyed living and working in our community and is excited about the opportunity to continue to develop strong relationships and ties here hoping to do his part to grow our local business community.

A trip to the transfer site Monday last week left one lady frustrated and upset. The bins were full of boxes that had not been flattened, so she had to pull enough of them out and flatten them in order to make room for her paper. One box even had the foam packing left in it, which is not acceptable. There are rules and regulations that we must follow. If we abuse the right to use this essential facility and lose it, then what? Be a responsible citizen and do what’s right. Be proud of your part in making our transfer site successful.

 Nestor Fransoo recently travelled to Prince Albert where he visited his daughter Anne, on his way to spending a few days with his daughter Patty in Lac La Ronge. It’s a long drive each way, but the stop in Prince Albert for lunch with Anne was a nice break. Visiting the girls and their families is always enjoyable.
 The Sons of Norway held their annual Christmas party Dec. 8 with 42 members and guests. Starting at 2 p.m. folks spent the afternoon playing Norwegian Whist, cribbage and Canasta. Whist winners were Bev McCrimmon, Vivianne Lesko, Ken Tucker and

Greta Holmes. Supper included traditional dishes of lutefisk, Swedish sausage etc. Door prize winners were Janice Morton, Adele Racicot, Greta Holmes, Arlene Walker, Carol Huys and Virgil Trytten. The winner of the 50/50 was Laura Tucker. Special guests were Ken Tucker, May Johnson and Adele Racicot. The Meota quilting ladies sponsored the hall luncheon Dec. 13 with a good turnout, even though the weather had turned colder. Everyone enjoyed a nice meal and socializing with their neighbours.
 The Hobby Band entertained at St. Joe’s in the city Dec. 10 and were well received with a date arranged for next summer in June.
 Canasta was played at the Do Drop In on Dec. 13 with five tables in play. Top players were Dave Ottas and Cora Christiansen, then Janice Morton and Arlene Walker and third were Bev McCrimmon and Eric Callbeck.
 The monthly meeting at the Do Drop In was held Dec.13. Items dealt with included the food safety course being offered by North West College Dec. 19. Ideas were discussed to increase attendance at the seniors’ Christmas supper. Thanks came from the

The Lions are planning a Santa Claus Day for the children Dec. 21. Watch for the posters as plans are not finalized. The next shuffleboard will be Jan. 18. Information is on hand regarding the next seniors’ walkathon in May and for the Provincial Bowling Tournament in Prince Albert March 14 and 15.
 Everyone left the meeting and headed down to the Meota Community Complex for lunch.

Other community involvement includes being co-chair of the reconciliation awareness group formed in 2018, as well as a director with the Battlefords & District Community Foundation. Vivian had the opportunity to sit as a director of the Battlefords Chamber of Commerce for the last two years and the experience has been about learning and gaining understanding of the Battlefords’ business sector. Vivian hopes she can continue working with the chamber in developing Indigenous growth within the labour force in the Battlefords.

Submitted As the holiday season approaches, the Nature Conservancy of Canada (NCC) is helping relieve the pressure and stress of gift-giving by providing Canadians with an ecofriendly gift option. Canada’s leading notfor-profit, private land conservation organization is offering its 25th annual Gifts of Canadian Nature. Through this alternative green gift-giving program, people can symbolically adopt a Canadian species or landscape. NCC has been protecting Canada’s lands, waters and the species they sustain since 1962. With Canada’s natural areas continuing to be threatened by habitat loss, funds raised through GCN will help protect important forests, wetlands, coastal areas and endangered native prairie grasslands. By symbolically adopting an iconic Canadian species, people can support important native wildlife populations. This year, new species of concern have been added to the GCN program: Blanding’s turtle, western bluebird, North American river otter, and a “back from the brink” series of birds and mammals whose endangered populations in Canada were saved thanks to conservation efforts. Other species that can be symbolically adopted include moose, bald eagle, monarch, polar bear, snowy owl, narwhal, Atlantic puffin, Canada lynx, swift fox, grizzly bear, wolverine, wolf, plains bison and American badger. In addition to symbolically adopting species, people can conserve a diverse range of Canadian landscapes that are home to many different species, including Saskatchewan’s cherished prairie and parkland habitat. Native grasslands are among the most endangered ecosystems in the world and your gift can help conserve what’s left. “Gifts of Canadian Nature is a great gift idea for the nature lover on your list,” said Jessica Panetta, national media relations manager with NCC. “Rather than clutter our homes with more stuff, this is a unique gift with a memorable, meaningful and lasting impact. Additionally, it helps the giftgiver avoid busy shopping malls and stressful parking lots, while helping us care for our natural spaces and wildlife.” Over the past 25 years, more than $3 million has been raised through this

holiday program to help NCC continue its conservation work across the country. Charitable tax receipts will be issued for all GCN purchases. Gift recipients will receive a full-colour certificate, a 2020 NCC wall calendar showcasing Canadian landscapes, and a booklet about the symbolically adopted species or landscape. 2019 Christmas Message from Premier Scott Moe Christmas is an exciting time of the year. It is a time to celebrate, a time to enjoy the company of family and friends. It is a season of generosity, a time of giving and a time to give thanks. And there is so much to be thankful for, here in Saskatchewan. I am grateful for the people that I have met during my time as Premier: inspiring people, compassionate people, strong people. People like Cassidy Evans. Cassidy is an 11-yearold girl from Saskatoon. Cassidy was diagnosed with Cystic Fibrosis when she was only four years old. Life for Cassidy and her family changed forever

that day. But how we respond to adversity, how we deal with the challenges in our life, can define who we are. Cassidy and her Mom and Dad, they talked about how they could turn Cassidy’s diagnosis into something positive. Cassidy decided to start a lemonade stand – to raise money for Cystic Fibrosis research - and to raise awareness and to encourage others who also had the disease. That was in 2013, when she was only five years old. Six years later, Cassidy’s Lemonade Stand is still going strong. In fact, the stand is now a truck that travels to events across Saskatchewan. And Cassidy has branched

out – she sells jewelry and other merchandise on her website – CassidysLemonadeStand. com. All proceeds go to Cystic Fibrosis research and awareness and, so far, Cassidy has raised $100,000. And she’s done this all the while dealing with the demands of Cystic Fibrosis. It’s hard not to be humbled by what Cassidy and her family have done. And what’s even more humbling is to know that there are so many other Cassidy’s in Saskatchewan: people with a disposition of the heart whose first priority is helping others, even though they may be bearing a heavy burden themselves. 4-H curling event coming to North Battleford in February Submitted District No. 34 and District No. 35 4-H Clubs are excited to be partnering with 4-H Saskatchewan to host the 2020 provincial 4-H curling championships Feb. 14-16, 2020 in North Battleford at the Twin Rivers Curling Club. 4-H curling is a great opportunity for 4-H members to get out, be active and have fun. 4-H members start their curling year with district curling competitions. Any 4-H

member in the district can join a team to compete in two age categories – junior and senior. The winning teams advance to regional curling, where they then compete for a coveted spot at provincial 4-H curling. The top two teams in each age category from four regional competitions advance to provincials. The objective of 4-H curling is to have every participant have fun while participating, learn curling skills and develop leadership and

sportsmanship, as well as interpersonal skills. This event provides a great opportunity for 4-H members from throughout the province to meet and share their 4-H experiences. Regional 4-H curling competitions will take place in the North East in Hudson Bay on Jan. 25, North West in St. Walburg on Jan. 18, South East in Melville on Jan. 18 and South West in Gull Lake on Feb. 2. The provincial 4-H

curling competition will be open to the public to watch. There will be raffles, 50/50 and a loonie broom at the event, with all funds raised being used to support 4-H projects in our community.

WAPPEL: Mrs. Mary Wappel passed away peacefully with family by her side Thursday, December 5, 2019 at the Battlefords District Care Centre at the age of 94 years. Vigil of Prayer was held Monday, December 9, 2019 at 7:00 p.m. and Mass of Christian Burial was held Tuesday, December 10, 2019 at 11:00 a.m. both held from Notre Dame de Lourdes Roman Catholic Church with Reverend Father Cuong Luong as celebrant. Interment followed at North Battleford City Cemetery. Mary is lovingly remembered by: her sons Wayne (Joan) Wappel and Gary (Joyce) Wappel; daughter inlaw Nancy Wappel; grandchildren Justin (Monique) Wappel, Crystal (Jason) Kindratsky, Evan (Leda) Wappel, Dylan (Nicole) Wappel, Melissa (Jerry) Koliniak, Jeanna (Tyler) Walker, greatgrandchildren Kristopher (Miranda), Kaden, Kaitlyn, Karter, Corey, Ethan and Amara; Mary’s sister Jean Vanloo and numerous nieces and nephews. SADOWSKY: Nicholas Sadowsky May 13, 1937 - December 3, 2019 Nicholas (Nick) Sadowsky, loving Dad, Grandpa, brother, uncle, and friend, passed peacefully after a return of cancer, which he had previously fought into remission. Nick was born near Redfield, Saskatchewan, to Nikola Sadowsky and Paraska Kindrachuck both of Ukraine. An RCMP veteran and a retiree of the Department of Fisheries and Oceans, he was stationed with the RCMP in North Battleford, Carnduff, and Swift Current, SK; Prince George, Fort St. John, and Lytton, BC; and retired to work for the Department of Fisheries and Oceans while living in Tsawwassen, BC. Some organizations Nick was involved with were the Kinsmen Charity, 40-K40 socials, the Royal Canadian Legion (original cofounding member, President, and Past President of the Tsawwassen Branch with 25 years of service), St. Davids Anglican Church in Tsawwassen, and the Tsawwassen Pool Club. Nick will be missed by and is survived by (former) wife, Judy; daughters, Nicole (Paul), Carla (Steve), and Lori; grandchildren, Levi (Kroeker) Joy, Amy, Amber (Attalla), Micheal (Marusyk), and Breezanna (McBurney); brothers, Ben (Jean) and Syd (Ann, deceased); sister, Stefanie; and many nieces, nephews, and great -nieces and nephews who fondly knew him as "Uncle Nick, their favourite uncle". He was predeceased by his parents, Nikola and Pauline; brother and sisters, Walter (Jean), Marvin (Marie), Helen (Morris) Piderwerbeski, Alice (Harry) Barber, Sophie, and Paulette Lehman. Nick will be remembered for his annual summer BBQ sing songs, his vegetable garden, and his love of Hawaii (and his oil paintings of Hawaii), as well as his infamous Christmas letter. He will also be remembered for his care and concern towards those in need, his love and dedication to family, and his generosity and hospitality. Nick's legacy will live on in all of us as we remember those in need and give thanks for the everyday joy of family, friends, togetherness, and reflect on the beauty in life. – Zoning Bylaw Amendment Notification Public Notice is hereby given that the Council of the Resort Village of Cochin intends to adopt a bylaw under The Planning and Development Act, 2007, a bylaw to amend Bylaw No. 9-89 known as the Zoning Bylaw. ourselves to be sinless, but we can trust Jesus God’s Son, who was sinless for us as He lived, died, and arose from the dead, here on earth. For a time, Joseph was considering divorcing Mary, for she was pregnant with a child that was not his. An angel of the Lord appeared to Joseph and told him: “Do not be afraid to take Mary home as your wife, because what is conceived in her is from the Holy Spirit. She will give birth to a son, and you will give him the name Jesus because he will save his people from their sin.” Jesus the Savior born of Mary is for all sinners forever.

Community activities heat up post harvest By Alan Laughlin Correspondent

In spite of less than ideal fall and a harvest that seemed to drag on forever, and in many cases did not get finished, activities have picked up in Rabbit Lake. Now the Christmas lights are up on the light poles and we are all a bustle again. The rink has been flooded and is ready to go. Extensive volunteer time goes into levelling the surface and flooding and flooding. A big thanks go to Curtis McNabb and Randy McMurtry for their work. Also, thanks to Sheldon Buckley from Leoville who did the levelling. The first burger and bunnock night is to be

held Jan. 8. The Rabbit Lake Library has its fall and winter programming well into full swing. Monday night quilting group has begun, as has kids’ art classes. Earlier in the fall the library offered a couple of pour painting classes. This is a unique art form that everyone was able to be successful with and many people participated. The dessert-of-the-month draws are still happening with the November winner being Dave Kowerchuk.

Life is in full swing at the Rabbit Lake Senior Sunrise Circle. In September Sylvia Schira and Kari English performed at the monthly music night, in October it was Patrick Laughlin and in November Will Ballentyne and his band entertained. All three shows provided a variety of music genres and each followed a great meal provided by the Rabbit Lake Community Hall Board. Dec. 15, Sylvia Schira entertained after the annual seniors’ Christmas supper. The seniors’ hall was about filled, the food was delicious and the entertainment great. The seniors’ group are planning a Valentine’s dance with Will Ballentyne providing the music.

Dec. 1, the Rabbit Lake seniors held a turkey shoot at the community hall. I have no accurate count of how long this event has happened in the community, but I can attest that it has been at least 50 years. A good crowd came out to shoot for turkeys and those who did not want to shoot were able to go the seniors’ hall to pay bingo that was sponsored by the “White Hat” splurge group. This is a group of women (Isabelle McLennan, Elaine Tomkins, Delores Buckingham, Bev Kowerchuk, Jeannette Krelow, Joan Dzialo, Dorreen Lamb and Bobbi Smith) who meet regularly just to have fun. The bingo raised over $900 and the sale of goodies raised more

than $75. This money was donated to the Rose Gill Lodge. The Rabbit Lake Community Hall Board has been busy catering to music suppers and holding the annual harvest and Christmas suppers. About 150 people enjoyed the harvest meal and around 80 people took in the Christmas one. It seems like the most popular form of entertainment in Rabbit Lake is eating! Cowboy Church continues to meet at the Rabbit Lake Community Hall on the first and third Fridays of each month. You might want to circle March 7 on your calendar as this is the date of the Rabbit Lake and District Agricultural Association snowmobile rally.

Speers United Church hosted a Christmas ecumenical service Sunday, Dec. 8. Taking part were the United Church, Roman Catholic Church, Ukrainian Catholic Church, Ukrainian Orthodox Church, Lutheran Church and Gospel Fellowship Church. Each denomination lit the unity candle, read a scripture from the Christmas story and said a prayer.

The music ministry was led by The Joyful Melody Trio, a southern gospel group from Barrhead, Alta. There was a wonderful turnout and a warm feeling of Christmas blessings. The service was followed by lunch and fellowship. Photos submitted

Kids seem to be eager to learn cooking skills, according to Ashlee Babiy, the local Tupperware dealer. A couple of weeks ago, children as young as three attended a “Learn to Bake” workshop in Mayfair Hall. The pre-kindergarten children baked cookies and took them home in Tupperware. Congratulations to Joyce Carriere on her 40th anniversary as the Spiritwood librarian. There was a well-attended come and go tea in her honour Nov. 1 at the library. He earned many ribbons at cattle shows. The last few months I have attended more funerals than ever. This next week and a half there are four more to fit into my busy pre-Christmas schedule. A big thank you to Paul and Pauline Sayers of Meota for writing the script and choosing the appropriate music for the processional candlelight ceremony Nov. 24 and 25 at the North Battleford Dekker Centre. I was one of the singers in the choir and got to meet many new people at the practices. It was a memorable experience to be on the Dekker Centre stage. Peggy Gilchrist, the music director and his wife, the pianist, and the others in the band worked diligently

to present this first-class entertainment. There is buzz next year will be another success. Speers United Church held their Christmas interdenominational music program two weeks ago, with good attendance. Seven community churches participated with a gospel trio from Barrhead, Alta. included. They were on tour to many small Saskatchewan towns. Their singing captivated the attentive crowd who were asked to join them in singing most of the well-known carols. Lunch and fellowship concluded the program. Children are counting how many sleeps before Santa and his reindeer will appear. They will have a least two weeks of winter holiday and let’s hope the weatherman will co-operate.
