Green Procurement USAG Grafenwoehr launches a Green Procurement Program. By Caecilia Meier, Environmental Division, Grafenwoehr. BMC policy letter no. 32 “Green Procurement ” commits all personnel working for or on behalf of the Bavaria Military Community to meet the green procurement goals of Executive Order (EO) 13514, “Federal Leadership in Environmental, Energy, and Economic Performance” . To achieve this, the Garrison established a working group consisting of various organizations. The lead of this group is with 405th Army Field Support Brigade (DOL), Contracting and DPW Environmental Division. Don’t hesitate to contact them if you have green purchasing questions. Page 1
How do I know if a product is “green”? It is easy to identify green products if you are ordering through the U.S. General Services Administration (better known as GSA), our primary supply source. GSA offers an abundance of information and sources concerning Green Procurement: GSA Environmental Program https://www.gsaadvantage.gov/ advantage/search/ specialCategory.do? cat=ADV.ENV

Bavaria Military Community Receives $ 4.64 M to Install Utilities Smart Meters By Jeff Heath, Chief, Operations and Maintenance Division, USAG Grafenwoehr In view of a $50M annual energy bill and to reign in energy waste, the Bavaria Military Community (BMC) decided to install smart meters to enable installations to monitor energy consumption and to take action to prevent energy waste and remediate energy hogs. The intent is also to fulfill the requirements of the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007 with respect to the installation of advanced
meters in all buildings that meet the selection criteria. All metering hardware and software equipment will be provided to allow full integration into the advanced installation level Metering Data Management System (MDMS) and to allow the system to manage, store, manipulate, trend, and graphically present energy consumption. This will give the Directorate of Public Works the capability to monitor and analyze energy consumption at similar facilities and to determine wasteful
energy use. Based on this observation, either facility occupants will be educated to prevent energy waste through behavioral change or, when necessary, system retrofits through deployment of new technologies will be considered. We are optimistic in achieving the desired energy savings by this endeavor to pay off this

New Hazardous Waste Disposal Contract By Elisabeth Prem, Environmental Engineer, Environmental Division, USAG Grafenwoehr Effective 1 November 2012, DLA Disposition Services has awarded the new hazardous waste (HW) disposal contract to Firm Suedmuell GmbH & Co KG causing many activities going on at all Hazardous Waste Accumulation Points (HWAPs). Containers from the previous contractor have been removed and Suedmuell GmbH & Co KG will provide new ones. You will see a few changes with the new contract:
The contract is performance based, Therefore, we cannot instruct the contractor how to perform his work (e.g. use of certain container types or sizes) but only what needs to be accomplished. Of course,
the contractor still has to meet all legal and contract requirements.
The contractor does not have a local office or facilities in close vicinity to our military installations. On-call pickups are therefore not possible.
HW will be picked up only from the HWAPs. HW from other locations must be taken to a local HWAP for disposal.
Management Services at HWAPs will be weekly. Pickup locations (small quantity and irregular generation of HW) need to contact Environmental Division and request a pickup before containers are filled.
Handbook Tab I, Hazardous Waste Disposal. If you notice any problems with the new contractor such as overfilled containers, please immediately contact the Environmental Division , who is also your POC, if you must dispose of HW but do not have any containers for HW collection.

Garmisch Military Community — Net Zero Energy Net zero energy installation plan for Garmisch launched
ment, Low-Impact Development, and Planning and Health considerations.
Info by Net Zero Project Team
“When you look at the hierarchy of net zero you must start with reduction, then progress through repurposing, recycling, energy recovery and disposal (Katherine Hammack, Assistant Secretary of the Army(Installations, Energy, & Environment)
Project Purpose The project was launched in November to assess the feasibility of achieving a Net Zero Energy Installation (NZEI) for BMC Garmisch by 2025. NZEI entails integrated energy management that produces as much energy on-site per year as it consumes.

“Garmisch is looking into the possibility of washing their large vehicles on the economy. This has the potential to save the Government the costs of constructing an in-house wash facility.” (Andrew Spendlove, Director Public Works, Bavaria Military Community)
How to implement? Net Zero is an enterprise approach to Master Planning that considers all energy aspects of installation planning in conjunction with other planning factors such as Sustainable DevelopPage 4
