A CELEBRATION OF FIRSTS
A white concrete ribbon gleams across the nightfall, lighting the way of the tenacious marathoners treading the Clark International Airport-New Clark City Access Road (ANAR). It is because of this road project that President Ferdinand R. Marcos, Jr. first came to visit and do an aerial inspection of New Clark City in February 2024.
Aside from this momentous Presidential event, the first quarter of 2023 brought many firsts in the history of the Bases Conversion and Development Authority (BCDA).
It was the first time in many years that the BCDA and the John Hay Management Corporation joined the colorful Panagbenga Festival in the summer capital of Baguio. It was the first time for New Clark City to host an international concert, welcoming K-Pop group Enhypen to its world-class stadium. It was the first for the Philippine Hot Air Balloon Fiesta to be held at New Clark City. And it was the first time that BCDA earned its grand slam of Quill awards of excellence for the BCDA annual report trilogy for 2019-2021.
These are among the first milestones that the BCDA celebrates, and the agency is looking forward to many other future firsts.
A RED CARPET ROLLED OUT

What was supposed to be a ceremonial inspection of the 19.81-kilometer Clark International Airport-New Clark City Access Road (ANAR) turned out to be a momentous feat for the men and women of the Bases Conversion and Development Authority (BCDA) when no less than President Ferdinand R. Marcos Jr. likened
the infrastructure project to a “red carpet rolled out to those who will partake of all the best things that Clark can offer.”
Mecca for tourists, magnet of investments’
The completion of ANAR signals the start of elevating the whole of Clark metropolis’ stature as Asia’s next investment destination and gateway to the world. It not only
reduces travel time from Clark International Airport to New Clark City from one hour down to 20 minutes, but also paves way for more tourists and investments in Northern and Central Luzon.

host a business in a high-growth area. The government is ready to provide adequate infrastructure and facilities to ensure the growth of their future investment,” President Marcos said.
Part of ANAR is the iconic 900-meter Sacobia bridge, which crosses over the Sacobia River in Bamban, Tarlac. Equipped with dedicated bike lanes, pedestrian lanes, and linear parks that use renewable energy, ANAR is aligned with the government’s efforts to build more sustainable infrastructure projects throughout the Philippines.
A sight to behold, the Sacobia bridge is already garnering renown as a must-see attraction for visitors and residents alike.

This iconic landmark is just an addition to other world-class infrastructures built by BCDA–the new Clark International Airport terminal touted by UNESCO Prix Versailles as one of the most beautiful airports in the world, as well as the sports facilities of New Clark City which were, time and time again, recognized as among the world's best.
A gateway to the world
The entire ANAR project forms part of BCDA’s global, holistic approach to transform the whole of Clark into Asia’s next investment and tourism destination. To date, BCDA has spent about Php14.7 billion to build road infrastructure projects that will make Clark more accessible to business and leisure travelers.

Villamor Air Base serves as the main headquarters of the Philippine Air Force. A part of the previous air base is now known as Newport City, which is a top-notch lifestyle, leisure, entertainment, and residential complex enjoyed by both locals and tourists. This 25-hectare township boasts of the Newport World Resorts, hotels such as the Manila Marriott Hotel, Hilton Manila, Belmont Hotel, Savoy Hotel, Holiday Inn Express, Sheraton Manila, Hotel Okura, upscale office spaces, and high-end residences.
PORO POINT FREEPORT ZONE
Poro Point Freeport Zone in San Fernando, La Union, is a significant economic center in Northern Luzon. It includes an airport, seaport, and the luxurious Thunderbird Resorts. Additionally, the zone is home to one of the oldest functioning lighthouses in the country, which serves as the inspiration for the "Beacon of the North" program. This program aims to drive the socio-economic development of Northern Luzon.

It is now the driving force behind tourism, economic growth, and job creation in the Cordillera Administrative Region. BATAAN TECHNOLOGY PARK
The Bataan Technology Park in Morong, Bataan, was a sanctuary for nearly 400,000 refugees from Vietnam, Laos, and Cambodia. Now, under the BCDA, it has been transformed into an industrial and tourism development site, offering hope and new beginnings. Despite its transformation, BTP still retains its historical and cultural identity. It will soon be the home of the Philippine Marine headquarters.

The Clark International Airport Corporation (CIAC) welcomed Arrey Ancheta Perez as its new President and CEO on September 14, 2023 after his appointment to the position by President Ferdinand Marcos, Jr.
With Perez's extensive corporate experience and development skills, business acumen and inclusive leadership, CIAC looks forward to realizing the full potential of the Clark Civil Aviation Complex surrounding the Clark International Airport (CRK) in the coming years.

A certified public accountant, Perez holds a post-graduate Diploma in Urban and Regional Planning from the University of the Philippines and a Master's Degree in Public Administration from Lyceum of the Philippines. He also completed an executive training program on PublicPrivate Partnerships at the Harvard Kennedy School.
Having previously served as Senior Vice President for Corporate Services of the Bases Conversion and Development Authority (BCDA), CIAC’s parent company, Perez built his expertise and track record on almost two decades of service to the aviation industry. This played an instrumental role in landmark

Upon assuming the helm of CIAC, Perez hit the ground running with seven flagship projects targeted for completion within his term: (1) the new Clark International Airport (CRK) direct access link; (2) the National Food Terminal; (3) the Clark Entertainment and Events Hub; (4) an Urban Renewal Program; (5) the expansion and upgrading of road networks and utilities; (6) a new CIAC headquarters; and, (7) the detailed site development plan for the second runway.
Surely, his vision will steer the aviation complex surrounding the Clark airport as a global name in investments, logistics and tourism in the Asia-Pacific region.
Collective sat down with Mr. Perez for a quick exchange:
What was the state of CIAC when you became its President and CEO?
The corporation was undergoing a reformation stage, implementing a recent organizational restructuring that was approved by the Governance Commission for GOCCs (government-owned and controlled corporations). The management moved people around the departments so their work would match their skills to ensure efficiency and effectiveness toward the success of CIAC in its future endeavors.
What is the change you want to see in CIAC? How will you implement these changes?
I am very excited to transform the organization as one of the national economic drivers of growth.
The CIAC must undertake projects of national significance and enhance organizational capacity by upgrading the skills and capabilities of its people to ensure greater success
in the implementation of its key projects.
What is there to celebrate and look forward to in CIAC?
The future of CIAC looks bright with the strong support it enjoys from its Board of Directors and key national stakeholders for its flagship projects.
The seven flagship projects we have lined up for the Clark Civil Aviation Complex for 20232028 will be game-changing.
Of the seven, the National Food Terminal, the Clark Entertainment and Events Hub and the Urban Renewal Program will be prioritized. These are high-impact projects that align with the vision of President Ferdinand R. Marcos, Jr. for his term, such as food security and sustainability, and will certainly stimulate economic activities in the region and beyond.
We hope to get into publicprivate partnerships to realize these projects. Through such progressive collaboration models, we can significantly
contribute to and bolster overall support for national efforts to invigorate the country’s economy.
How would you want your term to be remembered?
I will take good care of the trust and confidence afforded to me by President Marcos. We will spearhead the transformation of the former Clark military airbase into the Clark Civil Aviation Complex, a dynamic aerotropolis set to become the Philippines’ premier global civil aviation logistics hub, a key driver of the vision to make Clark one of the country’s leading economic centers.
In view of this, my objective is to create a very strong and highly-skilled workforce at CIAC that will be able to make an economic impact and build legacy projects for Clark and our country. I just know that with everyone’s help, the Clark International Airport Corporation will be a prime mover of aviation development within the Clark Freeport Zone.

CIAC REVEALS 7 FLAGSHIP PROJECTS

The Clark International Airport Corporation (CIAC) unveiled its fouryear plan that involves the implementation of seven flagship projects to develop the Clark Airport City at the Clark Civil Aviation Complex (CCAC).
The CIAC will be spearheading the development of these projects – the National Food Hub, the Clark Entertainment and Events Center, the Urban Renewal and Heritage Conservation Program, the Clark International Airport (CRK) direct access link, the Entertainment and Events Center connector road, the new CIAC headquarters, and the detailed site development plan for the second runway.
At 2,367 hectares, the CCAC is the biggest aviation land area in the Philippines.
The CIAC, the prime mover of civil aviation development within the Clark Freeport Zone, will implement these flagship projects at a 1,441-hectare of the civil aviation complex and transform it into the Clark Airport City.
National Food Hub
Stirring excitement among government agencies is the National Food Hub, a 60-hectare facility designed to emerge as the Philippines’ premium wholesale market and distribution hub for highvalue and top-quality food products.
To be developed from 2024 to 2026 at a cost of Php152 million, the Food Hub is a premium production wholesale facility which will serve as a platform for organized producers or collectors to directly supply higher-quality food products
to retailer supermarkets or suppliers in the National Capital Region
Also in the pipeline is adapted production wholesale facility will also be established to meet the long-term fresh food requirements of the region (Central Luzon).
Another feature at the Food Hub is the warehouse and cold storage program. This will optimize the organization and safety of various food products while bolstering logistics and supply chain efficiency.
Clark Entertainment and Events Center
The next flagship project vaunted to become a versatile district for recreation, lifestyle and entertainment: the Clark Entertainment and Events Center that will be developed from 2024 to 2027.
To be developed at a 37-hectare area of the Clark

Airport City at a cost of Php376 million, the Clark Entertainment and Events Center is expected to live up to its name as it will feature a state-of-theart International Convention Center. Occupying 150,000 square meters of area and described as the flagship facility of the project, it is designed to accommodate a broad spectrum of national and international events to establish Clark as a prime destination for Meetings, Incentives, Conferences, and Exhibitions (MICE).
There will also be an internationally-accredited indoor sports arena, a multipurpose venue for various local and international events that will complement the outdoor sports facilities of the New Clark City.
The project also includes transit-oriented development
(TOD), where the terminal will seamlessly integrate diverse transportation modes and mixed-use facilities, promoting sustainability and improving the quality of life for the community.
Completing the entertainment and events center will be the Airport Mall, a vibrant commercial complex that aims to attract domestic and international tourists, travelers, and local residents and cater to their diverse needs that in turn will contribute to economic growth in the area. Urban Renewal and Heritage Conservation Program Nature and culture converge as parks that will occupy 18 hectares and cost Php31 million to develop form an integral part of the urban renewal and heritage conservation program for the Clark Airport City.
This project will see the construction of a 7.5-hectare aviation park, the 2.75 hectares of Clark Histo-Cultural Parks, and the Dolores River Park, with these to be developed starting 2024 to 2028.
The Aviation Park will be an active lifestyle central park. Designed with an underground rainwater impounding facility to prevent any future flooding of the CCAC, reduces reliance on conventional water sources, and minimizes environmental impact.
It will also feature a multi-purpose amphitheater, heritage interpretation elements, and convenient amenities such as seating areas, fitness and playground equipment, bicycle parking, and drinking fountains, enhancing community accessibility and enjoyment.

The Clark HistoCultural Parks will highlight the preservation and transformation of historicallysignificant sites within the CCAC.
The parks will not only preserve but also celebrate the CCAC’s rich heritage, offering insights in aviation’s evolution in the Philippines, embodying a commitment to honoring the past while building a sustainable and inspiring future for the CCAC.
At the same time, the Dolores River Park, a 3.90-kilometer river esplanade, will be centered on the sustainable development of the Dolores creek area with the creation of a scenic promenade. In addition, rainwater and waste water recycling management systems will be implemented, complemented by the lining of the riverbank to combat erosion.
These combined efforts will not only help restore the natural habitat and foster biodiversity in the area but also result in a more aes thetically pleasing and welcoming space for both residents and tourists to appreciate.
Clark International Airport Direct Access Link
Clark International Airport (CRK) will also get a boost as the 2.7-kilometer CRK Direct Access Link will provide an airport freeway that will promote a “sense of arrival” for North, West and Eastern Luzon and Metro Manilabased travelers coming through the Subic-Clark-Tarlac Expressway (SCTEX) and the North Luzon Expressway (NLEX).
The airport freeway, which will cost Php21 million and to be developed from 2024 to 2028, will feature a four-lane, asphalt highway with entry and exit toll plazas that shall drive economic and tourism growth through seamless access and travel in and from the airport.
Entertainment and Events District
Meanwhile, access to the Clark Entertainment and Events Center has also been addressed with a 1.7 kilometer Connector Road, a four-lane access road to the tourism epicenter of the CCAC that will further unlock investment potentials within the complex.

a 2.5-meter wide bicycle lane and sidewalk with a 2 meter median landscape and public art installations, providing a convenient walking experience for every local and tourist within the Entertainment and Events Center. This is expected to be completed in 2027.
New CIAC Headquarters
The CIAC, as the prime mover of civil aviation development in the Clark Freeport Zone, will also have its new headquarters located between the International Convention Center and CRK fronting the Aviation Park.
To stand at a onehectare parcel of land, the new CIAC Headquarters will be a beacon of the organization’s transformative, aggressive and vibrant new vision –molding Clark as the premier global civil aviation logistics hub of the Philippines. Detailed site development plan for the second runway
Rounding up these flagship projects is the detailed site development
plan for the second runway for the CRK.
Envisioning a CCAC with four passenger terminals to accommodate 80 million passengers yearly, a parallel runway system is needed in order to ensure the timelines of every aircraft taking off and landing in Clark.
Planning the detailed site development of the 4,000 meter long second runway – that will be the country’s longest runway – will not only implement the master plan but also define the allowable developments and specific restrictions along the runway, securing the safety of all aircraft and passengers.

Through the years, the festival has managed to incorporate new elements while maintaining its traditional appeal. As a celebration of culture, tradition, and the indomitable spirit of Baguio City, the idea for the Panagbenga Festival came from Atty. Damaso E. Bangaoet,
Jr., the former Managing Director of Camp John Hay under the John Hay Poro Point Development Corporation (JPDC) in 1995. Since then, the Baguio Flower Festival has been established and continues to expand, break conventions, and showcase an unparalleled celebration to this day.

In the heart of the Philippines, where vibrant culture meets breathtaking landscapes, an annual scene once again took flight, painting the sky with a kaleidoscope of colors and shapes.
After a three-year hiatus during the pandemic, the Philippine International Hot Air Balloon Fiesta (PIHABF) found a new home in New Clark City.
Taking to the skies last February 16, the three-day PIHABF event in New Clark City beguiled thousands of spectators not only from the Philippines, but also visitors who came from other countries across the globe.

New Clark City’s skies became an enchanting canvas when these hot air balloons started to ascend, drawing spectators from far and wide to witness the magic unfold. From whimsical shapes of balloons like towering castles and playful animals to traditional globes adorned with intricate designs, the sky becomes a gallery of imagination for all the visitors.

For the adventurous at heart, the festival offers a chance to take flight themselves, as tethered balloon rides offer a bird's-eye view of the sprawling landscape below. From the lush greenery of New Clark City to the distant silhouette of Mount Pinatubo, the panoramic vistas are nothing short of breathtaking, a tangible reminder of the natural beauty that surrounds us.

Throughout the day, spectators are treated to a myriad of activities, from exhilarating aerobatic displays to thrilling skydiving performances. Food stalls line the grounds, offering a taste of local and international delicacies, while live music sets the tone for a joyful celebration. Activities such as car drifting, Zoocobia, fun zone, kite flying, and experiential exhibits were also set up for visitors to enjoy. During night time, a majestic display of balloons, flickering drone lights, and grandeur fireworks illuminate the night sky of New Clark City.
As the sun sets on another unforgettable day, the balloons return to earth, their graceful descent marking the end of a magical journey. But for those who have witnessed the splendor of the Philippine Hot Air Balloon Fiesta in New Clark City, the memories will linger long after the final balloon has landed. In a world where the sky's the limit, this annual celebration serves as an aide-memoire that with a little imagination and a lot of courage, anything is possible.

A fateful ENCOUNTER IN NEW CLARK CITY

Drawing over 25,000 fans across the country, Enhypen has proven worthy of being the first-ever international artist to perform in New Clark City Athletics Stadium. The 7-member K-pop powerhouse brought their youthful energy and enthralling performances to their Filipino ‘Engenes’ for the ‘FATE’ tour in New Clark City, marking a historic moment in the rising metropolis in Capas, Tarlac.
On February 3, Enhypen successfully staged a three-hour show at one of the biggest venues for their world tour. ‘FATE’ in New Clark City is also the conclusion to their six-month world tour which kicked off in Seoul, South Korea, and included stops in the U.S. and Japan.
Jungwon, Heeseung, Jay, Jake, Sunghoon, Sunoo, and Ni-ki gave their all in this show, pulling all the stops to create memorable encounters with Engenes.

New Clark City witnessed a one-of-a-kind concert as Enhypen performed some of their charttopping songs such as ‘DrunkDazed’, ‘Fever’, ‘Blessed-Cursed’, and ‘Sweet Venom.’ They even rode moving carts to go around the stadium to interact with fans from the farthest stands. Some members also treated the fans with special performances by singing and dancing to OPM tracks such as ‘Moving Closer’ by Never the Strangers and ‘GENTO’ by SB19.
No wonder Enhypen got a welldeserved and the loudest cheer from their beloved Engenes, more than enough to make their hearts fonder of the Filipino crowd.
As they give passionate performances, the fans make sure the boys know how much they are loved through thunderous applause and skillful fan chants. Their give-and-take love for one another as Enhypen and Engenes make this fateful encounter a cherished memory for everyone.
“The more time passes, the more I’m starting to believe that Engene and Enhypen meeting each other out of literally billions of people was fate,” member Sunghoon said as he encapsulated the whole concert experience.
‘FATE’ tour in New Clark City is also a testament to the metropolis’ great potential as a concert venue. Rose Orolfo, an Engene from Laguna described the stadium as the perfect venue for her favorite group. “When I finally entered the stadium, I was really amazed because it was really huge. If ever they decide to have their concert again here, I would definitely come back,” said Rose.
Topping off the show is a grand display of fireworks, making both the artist and fans look up in the sky in awe of this wonderful memory together.

BCDA SETS TRANSFER OF PAF FACILITIES TO NEW CLARK CITY
The Bases Conversion and Development Authority (BCDA) is moving forward with the Php4.24 billion project to transfer the Philippine Air Force’s (PAF) housing facilities from the Air Force City in Clark Freeport Zone, Pampanga to an 85-hectare property in New Clark City, Tarlac.
BCDA President and Chief Executive Officer Engr. Joshua M. Bingcang said the state-run firm will launch next month the bidding for the first phase of the project, which will involve site development works and construction management services estimated to cost around Php742 million.
The project is in line with the memorandum of agreement signed by the Department of National Defense and BCDA back in August 2019 to facilitate the transfer of PAF's billeting facilities to the 85-hectare property in New Clark City, as well as its operational facilities to another 147-hectare area within the OMNI Aviation near the Clark International Airport (CRK).
“With the support of the Marcos administration, the BCDA is now ready to commence the relocation of PAF’s housing and operational facilities. Once completed, this project will
allow us to provide modern and worldclass facilities for the Air Force and at the same time free up 300 hectares of prime property in the middle of Clark’s commercial area,” PCEO Bingcang said.
The BCDA chief said this will open up the area for more developments, including the proposed Clark Central Business District (CBD), a 100-hectare mixed-use commercial and lifestyle hub, and the second runway as part of the CRK terminal expansion.
“The transfer of PAF’s facilities is just the first step to unlocking more opportunities in Clark. We believe that Clark still has so much to offer, and we are committed to bring out its full potential for the benefit of the people of Pampanga and nearby provinces,” he said.
After site development, BCDA will proceed with the second phase, which will cover the construction of PAF’s housing and support facilities amounting to Php 3.5 billion.
“We at the BCDA value the military as one of our most important stakeholders. As such, we always ensure that the new facilities we construct are designed to address the needs of our soldiers, and are completed at the highest possible standards,” PCEO Bingcang said.

After a fruitful business mission, the Bases Conversion and Development Authority (BCDA) is bringing to the Philippines four agreements with Australian companies in the field of smart city solutions, aimed at making the Philippine economy more agile and creating more gainful jobs for the Filipinos.
These deals secured by the BCDA forms part of the Php86billion (US$1.53-billion) investments signed during the Philippine Business Forum on the sidelines of the ASEANAustralia Special Summit in Melbourne, Australia. The Philippine delegation was led by President Ferdinand R. Marcos Jr. and attended by the country’s top economic and business leaders.
Agreements signed are consistent with the efforts of Special Assistant to the President for Investment and Economic Affairs Frederick Go to bring in more foreign capital and business expertise to the Philippines, especially in critical sectors such as information and communications technology (ICT), energy, and infrastructure.
During the visit to Australia, the BCDA signed a memorandum of understanding (MOU) with Kaizen ANZ Pty Ltd for the development, design, construction, commissioning, and funding of a Tier-3 Data Center in Poro Point Freeport Zone, La Union. This will provide the Philippines with a robust and scalable infrastructure for secure and efficient computer, network, and storage technology capabilities.

Inc. on the expansion of next-generation battery manufacturing in the Philippines. This upgrade would entail an increase from 600 megawatt hour (MWh) to two gigawatt hour (GWh) by 2030 and the availability of at least four more ready-built factories in New Clark City, Capas, Tarlac. This expansion is estimated to create an additional 500 employment opportunities.
Aside from the data center in Poro Point and expansion of next-generation battery manufacturing in New Clark City, the BCDA also inked an
MOU with Energy Decarb Pty Ltd to deploy decarbonization solutions in New Clark City and other BCDA propertie s. This deal includes the orchestration of renewable energy, storage, and e-mobility, aimed at reducing energy costs and reliance on grid power.
Lastly, BCDA signed an MOU with Passenger Urban and Rapid Vehicles Solutions Inc. to explore potential opportunities for providing electric vehicle fleets of various types within its properties. This would include the design, installation, and operation of fast-charging stations.
New Clark City is a 9,450-hectare greenfield development inside the Clark Freeport and Special Economic Zone positioned to be an inclusive, resilient, sustainable, and smart city. Poro Point, meanwhile, is a 236.5-hectare prime location for investments and tourism in North Luzon, with its access to an airport, seaport and other tourism facilities, including the 65-hectare Mediterranean-inspired Thunderbird Resorts.

BGC Is Home to the Country’s 1st 3D LED Billboard
The BGC digital billboard covers 400 square meters of multimedia display in One Bonifacio High Street. The Philippines’ version of iconic screens in New York City’s Times Square and Tokyo’s Shibuya Crossing, this naked-eye 3D-LED screen shows off the latest trend in graphic design and visual arts called anamorphosis.
Anamorphic illusion technology combines LED screen and distortion perspective art using advanced display technology and sharp pixels to provide a realistic feel.
