BANTAYOG NG KABAYANIHAN: REMEMBERING, HONORING OUR HEROES

Afitting remembrance honoring our gallant soldiers will soon rise in Bonifacio Global City (BGC), a former military camp in Metro Manila that now houses the country’s premier business district.

Christened as Bantayog ng Kabayanihan (Monument of Heroism), the historic marker will symbolize the sacrifices and heroism not only of soldiers who have sacrificed their lives as they fought for peace and freedom, but also of the living heroes who continue to serve in the armed forces by countering insurgency and other social issues, and securing our territory.

“As a soldier who served for three decades, I have seen firsthand the sacrifices a soldier had to make in furtherance of its solemn duty of defending our country and protecting our people. The Bantayog ng Kabayanihan is one way of empowering our soldiers through immortalizing their stories of heroism and sacrifices," said former Secretary of National Defense, now BCDA Chairman Delfin N. Lorenzana.

Brig. Gen Arvin R. Lagamon, Commander of the

Armed Forces of the Philippines Civil Relations Service (CRSAFP), for his part, said the Bantayog ng Kabayanihan “will keep soldiers inspired [and] motivated, especially those who are in the isolated distant posts, those who are manning the isolated islands at the West Philippine Sea, those who are patrolling the skies, seas, and streets, and those who have to leave their respective families not knowing if they will be able to return safely.”

On June 9, the BCDA, the CRSAFP, the Fort Bonifacio Development Corporation (FBDC), and the Bonifacio Art Foundation Incorporated (BAFI) signed a Memorandum of Agreement for the establishment of the monument.

Part of the BCDA’s BGC Historical Marker Project under its Saludo sa Sundalo Program, the Bantayog ng Kabayanihan will be the second marker to be built in BGC in honor of the military.

In 2018, the BCDA, together with partners FBDC and BAFI, installed the Alab ng Puso, a sculpture by Daniel dela Cruz depicting a Filipino soldier reading a letter from his family.

The Bases Conversion and Development Authority (BCDA), through the recognitions it received in the field of communications, exemplifies what can be achieved through engaging, innovative storytelling and creative design that can be read and understood by people from all walks of life. Not just one but three recognitions at that.

Two Gold Stevie Awards

In April 2023, the BCDA was accorded two Gold Awards in the prestigious 2023 Asia-Pacific Stevie Awards for a report trilogy titled One Nation, One Legacy: BCDA Annual Report Series from 2019 to 2021.

One gold award—the Gold Stevie Award for Innovation in Annual Reports—went to the said trilogy for its innovative narrative and visual designs.

The other gold award—the Gold Stevie Award for Innovation in Government Publications—was given to the BCDA 2021 Annual Report titled We Build As One.

The Asia-Pacific Stevie Awards are distinguished as the only business awards program to recognize innovation in the workplace in all 29 nations of the Asia-Pacific region.

Widely considered to be the world’s premier business awards, the Stevie Awards confer recognitions for achievement in programs, such as The International Business Awards for 21 years.

For this year alone, the award-giving body considered more than 800 nominations from organizations across the Asia-Pacific region.

Gold Quill Award

In the same month, the BCDA became the only Philippine government agency to have won this award—2023 Gold Quill Award of Excellence—again for its innovative annual report publications from 2019 to 2021. There were 395 entries from all over the world. A recognition ceremony was held in Toronto, Ontario, Canada on June 6, 2023.

The 2023 Gold Quill Award of Excellence later came with another recognition, the Silver Quill Award of Excellence, again for its 2019 to 2021 Annual Report Series One Nation, One Legacy.

“It was a defining milestone for the BCDA, specifically the Public Affairs Department, as it establishes our

achievements, and cements our reputation in the communications field. We have set the bar among government agencies and we have been true to our corporate values of integrity, excellence, innovation, and stewardship,” said Vice President for Public Affairs Leilani Barlongay-Macasaet. “I am truly proud of the Public Affairs team and we share these awards to the hardworking employees, officers, and staff of the BCDA,” she added. The annual reports were titled We Win As One (2019), which featured New Clark City’s worldclass sports complex completed in time for the hosting of the 2019 South East Asian Games; We Heal As One (2020), which centered on the BCDA’s role in the whole-ofnation approach in dealing with the pandemic; and We Build As One (2021), which highlighted how BCDA exercised political will amid a crippling health crisis to push for the completion of big-ticket infrastructure projects, such as the Clark International Airport New Passenger Terminal Building. With a modern and creative approach in narrating government reports, the BCDA’s One Nation, One Legacy trilogy included human interest stories, infographics, and visuals interwoven in its presentation of its accomplishments, achievements, and best practices in corporate governance, project management, and corporate social responsibility.

NEW CLARK CITY AQUATICS CENTER RECOGNIZED IN UAP DUBAI DESIGN AWARDS

Global architects based in Dubai recognized the New Clark City Aquatics Center for its outstanding design as a public facility during the 2023 United Architects of the Philippines (UAP) Dubai Design Awards.

The Dubai chapter of the UAP bestowed the Civic and Cultural Project of the Year Award to the Aquatics Center, which was designed by Royal Pineda + Architecture•Design as part of the National Government Administrative Center (NGAC) Phase 1A project of the Bases Conversion and Development Authority (BCDA) in New Clark City.

The aquatics facility competed with the New Clark City Athletics Stadium for the award, as the two projects were both shortlisted under the same category.

“Even after three years since it was completed, the New Clark City sports complex still continues to inspire awe and bring pride to Filipinos due to its high-caliber design and attention to the needs of the people. This award is a proud achievement for the thousands of Filipinos who made this project possible through their hard work, ingenuity, and dedication,” BCDA President and Chief Executive Officer Joshua M. Bingcang said.

With design influences based on the weaving patterns of the baklad, and capiz shells, the New Clark City Aquatics Center embodies the coastal heritage of the Filipino people, giving honor to the Filipino identity while embracing modern sensibilities.

The facility, together with the Athletics Stadium, was completed within 18 months in time for the hosting of the 2019 South East Asian Games.

A DISASTER-RESILIENT, CRISIS-RESPONSIVE METROPOLIS

The Philippines’ location along the Pacific typhoon belt exposes the country to an estimated five out of an average of 20 typhoons a year, making it susceptible to tsunami, landslide, and floods. Being located in the “Pacific Ring of Fire,” the country is also prone to earthquakes and volcanic eruptions.

As such, in 2020, then President Rodrigo Roa Duterte issued Executive Order 119 establishing the National Government Administrative Center

(NGAC) in New Clark City, an integrated government hub outside Metro Manila designed to ensure unhampered government services against natural disasters.

This makes New Clark City, the country’ first smart, resilient, and green metropolis, a safe haven outside Metro Manila,, driving for the country unhampered social and economic growth.

The following are the features of a disaster-resilient and crisis-responsive city.

Disaster Resilience

» New Clark City serves as the government’s back-up administrative center to ensure continuity of operations in case of a disaster. It is a master-planned community made of smart buildings, green spaces, and soon, environment-friendly transport systems to create a secure environment where residents can live, work and play.

» FLOODING. This rising metropolis is strategically located, having an elevation of 60 meters above sea level as compared to Manila’s five meters. The city’s storm drainage is also designed to accommodate a 1,000year flood level.

» EARTHQUAKE. New Clark City is approximately 19 kilometers away from the nearest fault line, the East Zambales Fault. The facilities in NGAC were also built to withstand an 8.5 magnitude earthquake.

» LAHAR FLOW. NGAC is 35 kms from Mount Pinatubo but was not reached by the lahar flow during the last eruption in 1991 because of its high elevation.

» TSUNAMIS New Clark City is 54.17 kms away from the nearest coastline.

» SUPER TYPHOONS. Super typhoons and wind velocities are minimized due to the surrounding mountain ranges of Sierra Madre and Cordillera mountains.

Crisisresponsive

» During the COVID-19 pandemic, the integrated government operations center and Athletes’ Village in New Clark City served as isolation facilities for COVID-19 patients with mild or asymptomatic cases, as well as returning overseas Filipino workers.

» The Virology Science and Technology Institute of the Philippines, a premier research facility on infectious diseases proposed by the Department of Science and Technology, will also be located in New Clark City.

IN NEW CLARK CITY, A GOLFER’S PARADISE

Golf in the Philippines has come a long way since it was first introduced in 1886, when British railway workers played the sport in a mere three-way golf course built in the paddy fields south of Intramuros, Manila. Today, the Philippines is slowly becoming a golfer’s paradise with the rise of Hann Reserve, an ultra-luxe integrated golf resort in New Clark City, Tarlac.

Most luxurious hotel brands

Aside from the unique golf course concept, Hann Reserve will also house international luxury hotel brands Banyan Tree and Angsana Resort, Sofitel and Emblems by Accor Group, and The Luxury Collection and Westin by Marriott International; a mixed-use commercial center; a public park; exclusive residences; an international school, among others.

KJ Choi’s valley course is part of the second phase of development of Hann Reserve. Its initial components are targeted for completion by 2027. The Nicklaus Design golf course, which forms part of the first phase of Hann Reserve, is set to be finished by 2026, along with a clubhouse and Banyan Tree hotel and residences.

The Sir Nick Faldo river course, which broke ground in November 2022, is slated for completion in the latter part of Hann Reserve’s second phase by 2028. The entire 450-hectare Hann Reserve development is estimated to cost US$3 billion, with its first phase already underway with an initial cost of Php 9 billion.

Nestled at the heart of Bonifacio Global City (BGC) is a treat for the growing football community in the country.

In May of this year, Turf BGC finally reopened and started accepting football players and enthusiasts to play in its worldclass football field measuring 305 x 164 feet, decked with a Federacion Internationale de Football Association (FIFA)-compliant, top-grade artificial turf, and equipped with an upgraded lighting system that meets the highest visual standards of any football match.

Football Federation (PFF) Women’s Cup in 2022, and is currently ranked second in the 2023 edition of the PFF Women’s League.

Asked why they chose Turf BGC as their training pitch, Coach Let enthuses she admires its facilities that are already at par with professional arenas. “Training pitches are mostly essential now for all the teams without football pitches. Most of the club teams, school bases, and community groups are looking for a field to (either) train or play on. As of now, only a few pitches are available to train on,” Coach Let shares.

The future of football

After the PH Women’s National Football Team ‘Filipinas’ qualified for the 2023 FIFA Women’s World Cup, the sport gained its much-deserved popularity and support. With this new-found glory, facilities such as Turf BGC play a significant role in ensuring that the expanding community gets its much-needed arena for training and competitions.

Expressing her vision for the sport in the country, Coach Let says she hopes there would be more competitions and international exposure, as well as a semi-pro league for women’s football.

“I can see that football will [become] a bigger stage for our local and overseas players,” Coach Let projects.

ENVISIONING ONE CLARK

His appointment as President and Chief Executive Officer of the Bases Conversion and Development Authority (BCDA) on June 2, 2023, came as no surprise.

After all, PCEO Joshua M. Bingcang is a pioneer and homegrown licensed electrical engineer, whose expertise has been helping the BCDA grow for the past 27 years.

PCEO Bingcang is an expert in handling high-impact development projects in various capacities. Among these projects are the construction of the Subic-ClarkTarlac Expressway (SCTEX), the construction of the first phase of the National Government Administrative Center in New Clark City; and the expansion of Clark International Airport, and continued development of the Clark Freeport Zone.

PCEO “Jake,” as he is dearly called by colleagues and BCDA employees, granted the Collective a one-on-one interview.

What is your vision for the BCDA?

I really believe that the BCDA can play an important role in nation-building and economic

development…[Now,] I have this plan to consolidate all resources for Clark. We call it One Clark…I talked to the heads of our subsidiaries in Clark that we should consolidate our resources to provide the scale needed for plans and programs that will hugely impact our country’s social and economic development, and, in effect, be of legacy to this administration…We have all the resources in Clark—the land, the people, the infrastructure—which, if properly [developed], can compete in Southeast Asia. Of course, when we say One Clark, we are not forgetting or neglecting the other economic zones… We will make sure to commit ourselves towards delivering this vision to this administration in the next five years.

What are the challenges, if any, that you see as we position ourselves to embark on this One Clark Program?

Of course, there’s always competition around the region. We see Singapore [and] Vietnam, fighting for foreign direct investments…For One Clark, [we have to] make sure that we get the support needed, not just from the Office of the President, but also from the legislative body of the government— so that we will be able to update or upgrade our mandate to make it even more responsive or more attuned to the needs of the times.

Further, we have to make sure that we implement, as soon as possible, the needed infrastructure, not just the roads, but also the utilities, such as power, water, and ICT (information communication technology). We have to make sure these are not just reliable, but also affordable, to make the country competitive in attracting investments within the region.

How do you envision Clark as a tourism and sports hub?

Of course, Clark already has its brand equity. When you say 'Clark,' it’s already a premier brand in terms of development. People would associate it with tourism activities, including sports activities and even food delicacies. [These] attract people from all walks of life to go to Clark.

One of the assets of Clark is the Clark International Airport (CRK). We are very proud that we, the BCDA, led in the development or the completion of the New Passenger Terminal Building. The Clark airport expansion project is one successful PPP (public-private partnership) endeavor.

We continue the sustained passenger growth, and foresee further potential growth in passenger traffic. With that, we see all these initial developments within Clark elevate it to even greater heights. But we need more facilities, such as convention centers, more hotels. We will see to it, as part of the One Clark vision, to study and develop these areas and invite private sector participation, where the BCDA is very strong.

Luzon’s Seamless Transport Network: Accessible Links to Travel, Tourism Hubs

While it is often said that “difficult roads lead to beautiful places,” the road arteries in the Luzon island of the Philippines offer seamless and hassle-free access to must-see destinations.

The enhanced road infrastructure in Luzon do not only serve the transport needs of Filipinos, but also respond to the demands of a rapidly growing sector that helps fuel the economy: the travel and tourism industry.

Luzon is home to the Clark International Airport (CRK) which could now cater to eight million passengers from all over the world. Envisioned to be Asia's next premier gateway, CRK can be the take off point of local and foreign travelers who wish to explore the country’s largest island by road.

These roads lead to the economic hubs under the stewardship of the Bases Conversion and Development Authority: Poro Point Freeport Zone, John Hay Special Economic Zone, Clark Economic Zone, and Bataan Technology Park.

Game-changing super highways

So far, there are two most popular expressways in Luzon: the North Luzon Expressway (NLEX), which connects the Gateway of Metro Manila, Caloocan, to Pampanga; and the South Luzon Expressway (SLEX), which links Manila to Calamba in Laguna.

The Subic-Clark-Tarlac Expressway (SCTEX) is another popular thoroughfare. Constructed in 2008 to connect the Subic Bay in Olongapo City, and the provinces of Zambales, Bataan, Pampanga, and Tarlac, the SCTEX links the industrial and economic zones located in Subic Bay Freeport, Clark Freeport Zone and the Central Techno Park, in Tarlac. In 2006, this expressway was connected to the NLEX for seamless travel to and from Central Luzon and North Luzon.

Soon, the Tarlac-Pangasinan-La Union Expressway (TPLEX) was built to connect the rest of Tarlac City, Pangasinan, all the way to Rosario, La Union. This connectivity reduced the travel time to Baguio City, and the provinces of Pangasinan, La Union, and the rest of the Ilocos region.

Another expressway was built to connect Nueva Ecija and the rest of Central Luzon to Manila. The Central Luzon Link Expressway (CCLEX) is a four-lane, 35.70- km expressway connected to the SCTEX from Tarlac City to Cabanatuan City, Nueva Ecija. The expressway was constructed to help decongest Metro Manila, and also for faster travel of agricultural goods from the Central region.

From the NLEX, the recently built Metro Manila Skyway Stage 3 connects NLEX’s Balintawak exit to Metro Manila Skyway all

the way to the SLEX. This elevated expressway connects the Heart of Manila via Nagtahan or Quirino exits, and the Central Business District in Makati via Buendia Exit. This will provide ease of traveling for those who live in the nearby provinces of Pampanga and Bulacan to work in Metro Manila without passing through Epifanio delos Santos Avenue (EDSA).

Passing through the Metro Manila Skyway would take one to SLEX. This expressway will lead to the provinces of Laguna, and Batangas up to Batangas City via Star Tollway and even to Cavite via Muntinlupa-Cavite Expressway (MCX) and the Cavite-Laguna Expressway (CALAX).

There are other expressways in Metro Manila that are worth mentioning as those can lead one faster to destinations in Manila or the Province of Cavite. These are the NLEX Harbor Link (NLEX to Port Area) all the way to Cavite Expressway (CAVITEX); the NLEX Caloocan-Espana that connects South Caloocan to Espana, Manila; the Ninoy Aquino International Airport Expressway (NAIAX) that is interconnected to the Metro Manila Skyway up to CAVITEX.

What follows are a few hidden gems that can be reached with less travel time if accessed through the expressways. (See next page.)

The Smart, Green, and Inclusive New Clark City

One emerging destination north of Luzon is the New Clark City, a 9,450-hectare greenfield development inside the Clark Special Economic Zone. Positioned to be an inclusive, resilient, sustainable, and smart city, this major metropolis is being developed to serve as an investment hub to catalyze growth in the region.

Other road infrastructure projects are also being developed in the area, including the CRK Airport to New Clark City Access Road. Also in the pipeline are major railway projects, namely the NorthSouth Commuter Railway Project and the SubicClark Railway Project.

Visitors from Metro Manila can access New Clark City via the seamless connection from North Luzon Expressway (NLEX) to Subic-Clark-Tarlac Expressway (SCTEX), particularly through the latter’s Dolores or Concepcion Exit. Soon, the access road from SCTEX to New Clark City will also be opened to the public to shorten travel time.

Anda, Pangasinan

Known as the “Boracay” of the North, Tondol Beach is one of the best beaches in Pangasinan. The beach has ankle-to-knee-deep shore and a long and vascular sandbar that can be explored during low tide specially in the morning.

Located in the municipality of Anda, the beach can be accessed through land five to six hours of travel via NLEX, SCTEX, and TPLEX.

From NLEX Balintawak, go straight north all the way to SCTEX and proceed to Tarlac. Exit the Tarlac City Toll Plaza, enter the TPLEX La Paz Toll Plaza, and traverse all the way to the Ramos-Paniqui Toll Plaza exit. From this, you can follow your map application all the way to Tondol Beach.

AUREO RESORT

San Fernando, La Union

La Union is one of the country’s top tourist destinations owing to its historical sites, natural attractions, delicious food, activities, and world-class beaches. It is also a popular surfing destination among local and international surfers.

Another must-see in La Union is Aureo (from the Latin oro, meaning gold), a first-class luxury resort in San Fernando, La Union. Located on a 400-meter stretch of beach of the municipality, Aureo has 58 villa rooms and 116 tropical-themed hotel rooms.

Reach Aureo in four to five hours via NLEX, SCTEX, and TPLEX. From NLEX Balintawak, go straight north all the way to SCTEX and proceed to Tarlac. Exit the Tarlac City Toll Plaza. Enter the TPLEX La Paz Toll Plaza and traverse all the way to the Rosario Toll Plaza, the last TPLEX toll plaza. Head straight to La Union.

MONASTERIO DE TARLAC

San Jose, Tarlac

Monasterio de Tarlac is a Catholic monastery on top of Mount Resurrection, which is partially located at the Zambales Mountain Ranges in Luzon. Part of the mountain ranges is located in Barangay Lubigan, San Jose, Tarlac. A relic believed to be a fragment of the True Cross of Jesus is housed in the monastery.

The monastery has a dormitory and viewing decks with mountainous terrain and the 30-ft. Statue of the Risen Christ. The Monasterio de Tarlac served as the hermitage house for five monks of the Priory of the Servants of the Risen Christ, a congregation of monastic brothers led by Prior, Frater Ronald Thomas Cortez, SRC.

Monasterio de Tarlac can be reached through NLEX and SCTEX in two to three hours. Enter the Balintawak Toll Plaza. Exit the SCTEX Concepcion Toll Plaza. From there, you can use your map application for easier navigation.

BIAK-NA-BATO NATIONAL PARK

San Miguel, Bulacan

A protected area located in San Miguel, Tarlac, the Biak-na-Bato National Park borrows its name from the historical pact of Biak-na-Bato. It was declared a National Park in 1937 by President Manuel Quezon. The park consists of caves, rivers, and trails of both history and ecology. The fantastic view of the park can be viewed from Mt. Manalmon.

Here are some activities to fully enjoy your visit to Biak-na-Bato National Park:

1. Hike in Mt. Manalmon.

2. Spelunk in Madlum and Manalmon Caves.

3. Swim in the Madlum River.

Countdown to the Asian Age Group Championships days

It's 124 days to go before New Clark City Aquatics Center officially hosts the 11th Asian Age Group Championships.

From December 3 to 14 this year, swimmers from all over Asia will compete to be named the best in the region, and qualify for the Paris 2024 Olympics. This edition of the Asian swimming tilt is expected to be the biggest so far, with 1,400 swimmers from over 40 countries.

To signal the start of the preparations for such a wide-scale event, the Bases Conversion and Development Authority (BCDA), together with the Philippine Olympic Committee (POC) and the organizing committee, last June unveiled the official logo of the event.

The 11 th Asian Age Group Championships will include four aquatic disciplines, namely swimming, diving, water polo, and artistic swimming.

It will put New Clark City back in the international spotlight as this would also be the first major international event to be held at the Aquatics Center since the hosting of the 30th Southeast Asian Games in 2019.

Arrey Perez said the Asian championships will give the Philippines a chance to showcase the New Clark City sports complex, with an estimated 5,000 foreign visitors and 35,000 local tourists during the competition week.

He said it would also help the BCDA promote New Clark City’s sports facilities to the 45 members of the Asia Swimming Federation (AASF).

“They (AASF) would like to keep on promoting New Clark City because it’s one of the best facilities in the world, among those that they’ve seen. They are really keen on promoting because they want to have more competitions in Southeast Asia. There aren’t a lot of competitions here,” SVP Perez said.

According to the BCDA official, the Asian Age Group Championships could also serve as a trial to New Clark City's capability to host the World Aquatics Championships.

SVP Perez highlighted New Clark City’s readiness to host international events, with its well-maintained facilities and experiences gained from the 2019 Southeast Asian Games and the multiple local tournaments it hosted in the past year.

BEATING AGE IN NEW CLARK CITY

Age is just a number for those who choose to chase their dreams. This is true for athlete Almario Gonzales, who literally runs to surpass his personal best, race after race, at age 72.

Gonzales was among the 300 athletes who vied for a podium finish during the first Sundown Duathlon in New Clark City on May 6.

Unlike other timed races he had participated in, he considered the duathlon special being his very first, more so in a world-class sports complex. “It was a beautiful race. I love the course. I love everything. This is my first time and I think I will have another one,” Gonzales enthused.

Gonzales recalled he avidly joined marathons when he was working as a mail carrier in the United States postal service in California. As he advanced with age, he realized he had to prioritize his health and fitness. He made running part of his lifestyle.

“I actually started running at age 55. I thought I was late. I mean, who runs at 55? Maybe a few people can. I started running in 2005 and, since then, I never stopped running,” he shared. He added he even qualified thrice in the prestigious Boston Marathon, which he described as “every runner’s dream.”

Coming from retirement in January, this balikbayan decided to spend the following months in his home province of Pampanga. There, he thought of embarking on a new life goal: to become a professional triathlete.

With sheer determination to be physically active and formally engage in the sport, Gonzales took swimming lessons and studied biking. He made use his experience as a marathoner in running longer distances in his daily training at the Clark Global City. Alternatively, he practiced with his new bike, maintaining the discipline to rigorously train to get these sports in his system.

“As I have said, I am a marathoner and I have never done cycling before. Now is my chance to bike and I love doing this in Clark. There is nothing like this place. I have never seen something like this in the [United] States… Also, there are endless bike lanes here. They are beautiful. I love Clark,” he declared.

On April 16, Gonzales participated in the Clark Triathlon Classic at the Fontana Leisure Park, his first attempt at a triathlon competition. Just two weeks after the Sundown Duathlon, he registered for the New Clark City Duathlon. Both sporting activities were organized by GoClark Sports and Events.

'Super Mario'

Gonzales' participation in the local racing scene has earned him the moniker, “Super Mario,” a character from a popular gaming platform. Not only does Gonzales sport a flashy mustache; he and the fictional character share these personality traits: headstrong, passionate, and cheerful. At the race course, he seemed to give his all. He even remarked, “[Running] is my passion. I love it…As long as I can, I will run.”

Gonzales finished second in the 60-yearold-and-above category of Sundown Duathlon under two hours, one minute and 19 seconds. He placed third in the short distance event under the same age category during New Clark City Duathlon, clocking in at two hours, 33 minutes, and 42 seconds.

With his racing achievements unlocked, Gonzales is more determined to push his training to the next level as he prepares for an open water swimming in a triathlon event happening soon in Subic.

SPARTAN RACE AT CAMP JOHN HAY: BUILDING MEMORIES AND STRONG MIND, BODY

“As a parent, it is important to maintain quality bonding and invest in memorable experiences with your children. The Spartan Race provides this chance for family bonding. It helps bring the family closer together while also making parenting more fulfilling. It contributes to a parenting perspective by allowing the kids to experience the realities of physical pain and mental toughness required to

finish the race without being overprotective.” These are words coming from a true Spartan Dad.

Rodel Villanueva, a selfconfessed health and fitness enthusiast, prepared his kids Dean Lhoerd and Zaccheus Rhyen physically and mentally a week before the Spartan Race Kids. He assured them it is okay if they could not make it through any obstacle. He assured them that what is important is that they enjoy and finish the race, regardless of time pressure.

Indeed, more than just a race, Spartan Race Kids brings out the best in each child participant. It is a test of discipline, of the will to overcome each obstacle, and the internal battle as to which motivates stronger. Is it the mind that influences, or the body that performs?

To help his children hurdle the race, Rodel instilled in them the value of balancing achievement, where one can have the opportunity to demonstrate one’s abilities, and the potential to improve on them.

Although the family participated in last year's Spartan Kids event in New Clark City, his children were just as enthusiastic as ever. Rodel described, “Our family always looks forward to the upcoming races. The event excites us, especially the kids, who are always thrilled about it. With this in mind, they continue to practice and train in order to improve themselves, and conquer the obstacles they have failed to accomplish last time.”

It was the first time that Spartan Kids was held in Camp John Hay (CJH). Spartan Kids is an addition to CJH's well-known activities, such as running, biking, and hiking. Who does not want to enjoy the scenic views and cool weather it offers while conquering all the obstacles in the race?

Rodel’s sons finished strong in the race. He shared, “I encourage my family to be fit and healthy by engaging in family-friendly fitness activities, such as going for a walk on the

Camp John Hay trails, running, and doing basic exercises."

For Rodel, it was a memorable proud dad moment on Father's Day—of seeing his youngsters sprint towards the finish line and complete the endurance race and all the obstacles in high spirits.

In conquering the rings, Spartans need to have a strong grip, rhythmic momentum to transfer from one ring to another, and stay calm and focused on completing the challenge.

Anew road to gastronomic adventures will lead to Poro Point Baywalk in San Fernando, capital of La Union, in the next few months. If you are looking for a cozy restaurant during the day, and a ‘chillax’ spot at night, an undiscovered food and entertainment hub would soon be the answer.

Located within the Poro Point Freeport Zone (PPFZ), a special economic zone established in 1993, Moonbeam Resto Bar—a restaurant cum karaoke television (KTV) facility—at the baywalk would offer satisfaction for food cravings and entertainment rolled into one.

NESTLED ON A 1.3-KM LEISURE AND COMMERCIAL STRIP

The Poro Point Baywalk with Events Center is a 1.3-kilometer promenade that features bicycle lanes, parks and playgrounds, gazebos, and an amphitheater for various events and activities. It also has a commercial strip, which is open for lease to all interested investors and developers, and to the local business owners and small and medium enterprises (SME).

Ms. Ella shares that she wanted to be one of the early locators at the Baywalk.

“The rent is practically more affordable than in other locations we saw… A very good reason why we decided to put up a store in Poro Point Baywalk is because the lease is being managed by a professional organization—the PPMC (Poro Point Management Corporation),” says the certified public accountant and Municipal Councilor of San Gabriel, La Union.

Envisioned as a live entertainment venue complete with pool club facility, Ms. Elias describes that Moonbeam will feature a stage for bands, DJs (disc jockeys), and other entertainers to draw in more crowds, specially during weekends. “We want to start to create a very nice bar environment that can be enjoyed by locals and tourists [alike].”

TRAVEL RESURGING IN CRK

Post-pandemic tourism has allowed ‘revenge travel’ to become a phenomenon.

Clark International Airport (CRK), the country’s premier gateway in the north, is a witness to this surge in the influx of air travelers. It has recorded a significant increase in passenger traffic—a milestone since the opening of the new passenger terminal building last year.

CRK records show it welcomed 189,183 passengers in May 2023, a whopping 217 percent increase compared to the same month last year. Domestic passengers tallied 35,814, while international passengers totaled 87,347.

Flights also rose by 290 percent (vs. May 2022), with a total of 1,537 flights (878 international; 659 domestic).

These are all thanks to the growing demand for air travel and the great addition of new airlines and routes at the airport.

As of June 2023, CRK already houses 14 airlines, which includes five domestic and nine international companies. It also serves 10 domestic and 13 international routes.

What's New in CRK? Art Within an Art

CRK’s valued sense of place, specially with its multi-awarded architectural design, rose to greater heights as it housed an art exhibition called ‘ OBRA.’ The exhibit featured works of distinguished Kapampangan masters. A Kapampangan himself, Luzon International Premiere Airport Development (LIPAD) Inc. President and CEO Noel F. Manankil said he envisioned for the airport to be a source of pride for the Central Luzon region. “Part of this is to reflect our strong local culture and heritage, not just in the design of the airport but also in our activities. It is just natural for CRK to showcase the works of Pampanga artists,” he added. The exhibition ran from June 13 to July 15, at the domestic gate entrance of the airport.

Steward of Japan-Philippines Defense Relations

On June 30, Ambassador of Japan to the Philippines Honorable Kazuhiko Koshikawa, together with his spouse Lady Yuko, stood at the gates of their official residence to welcome former and current officials of the Philippine government.

The gracious hosts were honoring Bases Conversion and Development Authority Chairman and former Defense Secretary Delfin N. Lorenzana, who was receiving the Order of the Rising Sun that night. He is one of the four Filipino recipients of Japanese decoration for its Spring Conferment this year.

The said Japanese decoration is one of the highest recognitions accorded by the Emperor of Japan to individuals who rendered exceptional accomplishments in their fields. Although established as early as April 10, 1875 by Emperor Meiji, it was only before the end of World War II that leaders in the military service were named and included in the roll of decorated individuals by Japan.

This hosting by the Embassy of Japan gave former Defense Secretary Lorenzana its highest honor with his conferment of the Order of the Rising Sun, Gold and Silver Star by Ambassador Koshikawa. Chairman

Lorenzana was cited for his important role in enhancing defense cooperation and exchanges between the governments of Japan and the Philippines during his term as Secretary of the Philippines’ Department of National Defense from 2016 to 2022 under the administration of then President Rodrigo Roa Duterte.

"The resolute dedication and hard work put in by Honorable Lorenzana in building our defense relationship warrants tantamount recognition. This decoration embodies the deepest appreciation of the Government of Japan for his exemplary leadership and progressive achievements," Ambasador Koshikawa said on behalf of Emperor Naruhito.

The recognition places Chairman Lorenzana in the same roster of esteemed Filipino public servants: former Philippine Ambassador to Japan Albert F. del Rosario, Sr., former Foreign Affairs Secretary Delia D. Albert, former Philippine Economic Zone Authority Director General Lilia

B. de Lima, former Bangko Sentral ng Pilipinas Governor Amando M. Tetangco, Jr., former Defense Secretary Voltaire T. Gazmin, and Filipino-American accountant and philanthropist Washington Z. Sycip.

In his acceptance speech, Chairman Lorenzana said, “I am deeply honored and humbled to accept the prestigious Japanese Order of the Rising Sun, Gold and Silver Star. This recognition fills my heart with gratitude and joy, and I extend my sincerest appreciation to the Japanese government for bestowing this remarkable honor upon me.”

The former Defense Secretary also expressed his “deepest gratitude to the people and nation of Japan for their enduring support, friendship, and belief in the bilateral relations of our two countries.”

Under Lorenzana’s stewardship as defense chief, military equipment were transferred by the government of Japan to the Philippines, including the five TC90 maritime reconnaissance aircraft for the Philippine Navy, the Search and Rescue Equipment for the Philippine Army, and the Php1 billion worth UH1H or “Huey” helicopter spare parts for the Philippine Air Force.

The contract for the procurement of four Air Surveillance Radar Systems for the Philippine Air Force was also signed by him with Japanese company Mitsubishi Heavy Industries in 2018. In April 2022, he was commended for his participation in the conduct of the first 2+2 Defense and Foreign Affairs ministerial meetings in Tokyo.

Living His Childhood Dream

It has always been my childhood dream to be a soldier. I clearly remember when I was still a kid how my cousins and I would wave at soldiers passing by our house. It was then when I started dreaming of becoming a soldier. This was further reinforced when soldiers assisted us during the funeral of my grandfather. That thought of being able to help people left a strong impression on me. I have been in the AFP for 27 years now."

The Bases Conversion and Development Authority (BCDA) has completed the relocation and replication of the headquarters of the Army Support Command (ASCOM) of the Armed Forces of the Philippines (AFP) from Fort Bonifacio in Taguig City to Camp Servillano S. Aquino in Tarlac.

The transfer of the ASCOM to its new home paves the way for the development of the 33.13-hectare Bonifacio South Pointe Property, thus further generating modernization funds for the AFP.

A support component of the Philippine Army, the ASCOM is tasked to provide proactive, integrated, and sustained quality logistics support services to units of the said major service of the AFP.

Modern facilities

The development plan for ASCOM facilities involves the construction of 44 structures within a 29.8-hectare lot in Camp Aquino, the seat of the

AFP Northern Luzon Command. These modern facilities include the Service Support Training Center headquarters, two classrooms, student mess hall, two student barracks, commander’s quarters, deputy commander’s quarters, chief of staff’s quarters, three security barracks, senior officers’ quarters, junior officers’ quarters, and sergeant major’s quarters.

BCDA sat down with the new director of its Research and Development Center, LtCol Vladimir D Sta Maria OS (GSC) PA to ask for his feedback on the facilities.

LtCol Sta Maria served as Assistant Chief of Staff for Logistics, ASCOM, PA, the primary staff responsible in providing logistics support to all ASCOM units, prior to his assumption as RDC Director. An alumnus of the Philippine Military Academy Sanghaya Class of 2000, he took the AFP Command and General Staff Course in 2012. He holds a Master’s degree in Public Management major in Development and Security.

What are you looking forward to with the BCDA’s completion and turn over of modern facilities for the ASCOM here at Camp Aquino? What key differences were experienced between the old and the replicated facilities?

The completion and turnover of replicated facilities is a fruition of a two-decade effort to transfer ASCOM from Fort Bonifacio to Camp Aquino. Finally, having our new home is something every ASCOM personnel has been looking forward to. Seeing our new facilities, it was truly life-altering literally.

The BCDA really did a great job of not only replicating our old dilapidated buildings but also of greatly transforming them into world-class facilities that we are really proud of. From work-enhancing operational facilities to very comfortable billeting areas, well-lit and wide roads, fully functioning water and electrical systems; and well-manicured grounds, you can truly feel the BCDA’s desire to give the best to us. Even the environment was taken care of, as a standard sewage treatment plant is included among our new facilities. It is really a far cry from our old facilities in Fort Bonifacio.

How will these facilities benefit you and fellow troops in the Army in the performance of duties?

Known by our moniker as “The Providers,”… we provide womb-to-tomb support to all Army units and personnel. Our capabilities are wide ranging, and include supply, transportation, maintenance, explosive ordnance disposal, CBRN (Chemical, Biological, Radiological, Nuclear), mortuary and other field services. Our units are deployed all throughout the archipelago and, wherever there is an Army unit, ASCOM is there to provide logistics support to them. Central to accomplishing this mission is a home base with the needed facilities where our assets and resources can project to the different areas of the country to provide logistics support. The vast

supplies and equipment we have [require] proper infrastructure to store and maintain them so [they are ready to use]. Our most important asset—our personnel—also needs proper facilities not only to shelter them but also to train them on muchneeded skills. We did not have these before…We now have world-class facilities that will ensure a more effective and efficient performance of our duties.

What facility is your personal favorite in terms of scope and benefit? Why?

I have always been pushing for improving our work environment as this will directly enhance our mission accomplishment. As such, our operational facilities, particularly the warehouses, maintenance and transportation bays, and our office buildings are my favorites. The Army has long embarked on a transformation program [aimed at making] us a world-class Army that is a source of national pride. While ASCOM strived hard to provide world-class logistics service, it was still handicapped by its previous operational facilities. Our warehouse space is now eight times bigger than the previous ones. That enabled us to follow standard warehousing procedures where we can maximize our material handling equipment to hasten our supply operations. We are proud to say our warehouses are now comparable to industry-leading logistics companies. Our maintenance facility now has handling equipment and features that we’ve long identified as a requirement for our maintenance operations. Our transportation personnel can now work efficiently on their trucks to ensure their readiness at all times. No more wayward parking for our trucks. There is enough space to park 100 trucks in our new transportation unit area.

What can you say about BCDA’s efforts to build modern facilities for our troops? Where can we step up/improve on, if any, under our mandate of helping strengthen our armed forces while building great cities?

As a soldier, it is heartwarming to know that an agency such as the BCDA exists to help in strengthening our Armed Forces. I have been given the privilege to manage the implementation of AFP Modernization Projects in a different capacity before, and, as such, I am aware of the contributions the BCDA is giving towards that effort…[T]he output of the BCDA, as shown by the economic activities generated in the areas it covered, such as the Bonifacio Global City and the Clark Global City, is truly enormous. I think the returns that the country has made from the conversion of these former military already far outweighs their worth before. It’s a win-win solution for everyone.
