The Land Use Element provides an inventory of the existing land uses, analyzes any current patterns, and sets the necessary foundation for the future land use recommendations in the implementation chapter of this plan. Land use differs from zoning in that land use designations are general classifications intended to guide or steer policy and decision making towards achieving the community’s vision while zoning is a tool used to achieve this vision. This element should be referred to by local policymakers, public officials, city staff, and private developers when making decisions regarding the type, density, and location of future development in Hanahan.

Existing Land Uses

While zoning specifies the permitted land uses for an area, existing land use classifications categorize the “what’s on the ground” uses to better understand actual land use patterns and trends (i.e., may be different than zoning designations). Any patterns revealed during this analysis will be highly influential during later future land use discussions and can identify what land uses may be needed in the future and where they should be located within the community. This information is calculated based on land use classifications applied by Berkeley County Assessor’s Office. As seen in Figure 37, single-family residential (25%), parks and recreation (16%), and military-related uses (15%) were the top existing land uses within Hanahan. About one fourth of land within Hanahan is also classified as vacant, however, as seen in Map 19, most of this area is along the Goose Creek Reservoir and Goose Creek and is likely undevelopable.

2012 Comp Plan Future Land Use Designations

As part of the implementation chapter of the 2012 Plan, nine future land use designations, listed below, were identified. Using a similar methodology as this Plan, these nine designations broadly classified the existing land uses within the community. Ten years later and these designations continue to reflect the general land uses within Hanahan, indicating the influence these designations had on guiding future growth in Hanahan.

• Conservation/Recreation

• Low Density Neighborhood

• Medium Density Neighborhood

• High Density Neighborhood

• Neighborhood Mixed Use

2015 Zoning Ordinance Update

Following the adoption of the 2012 Comprehensive Plan, the Hanahan zoning ordinance was updated and also adopted to reflect the 2012 Plan recommendations. The ordinance update included fine-tuning permitted land uses within the city, enhancing development standards, and updating the zoning designations. A similar review for consistency should be done per adopted of this updated comprehensive plan.
