Rules to know PITCHING RULES
In 2007, Little League implemented a pitch-count limit based on a player’s league age. The league age of a player is the player’s age as of August 31 of the current year. In Senior League, a player may pitch up to 95 pitches per day. If a player reaches his pitch limit during an opposing player’s plate appearance, the player may continue pitching until the completion of the plate appearance or the third out of the inning is made. Note: A pitcher who delivers 31 or more pitches in a game cannot play the position of catcher for the remainder of that day. In tournament play at play, a player who deliver 76 or more pitches in a day must rest for four calendar days. Players who deliver 61-75 pitches in a day must rest for three calendar days. Players who deliver 31-45 pitches in a day must rest for one calendar day. Players who deliver one to 30 pitches do not need to rest. If a pitcher crosses a rest threshold during a plate appearance, he does not need to rest additional days. For example, during
a plate appearance a pitcher ends up throwing his 30th pitch of the game. As long as he throws no pitches to another batter, he does not need to rest. He may pitch the next day. Additionally, a player may pitch in two games in one day, provided the player throws fewer than 31-ptches in the first game. A player who takes the position of catcher for four or more innings in a game may not pitch that same day. A player who has delivered more than 31 or more pitches in a game cannot play the position of catcher for the remainder of the day. If a game has been suspended and resumed the next day, the pitcher of record may continue pitching if he has delivered 60 or fewer pitches. If the pitcher of record delivered fewer than 31 pitches, his pit count is reset to zero. If the pitcher of record delivered 31-60 pitches, his pitch count continues. If a suspended game resumes more than one calendar day later, the pitcher of record may continue, subject to pitch-count for a suspended game, unless he
pitched another game before the resumption of play. In this case, his eligibility to continue pitching is the resumed game will be determined by his pitch count in the game preceding the resumption of play.
DESIGNATED HITTER
In 2010, Little League adopted the designated hitter rule for Senior League. The designated hitter may bat for any player on defense, not just the pitcher. The DH and the player for whom he is batting are locked into the batting order in the same spot. When the DH takes a defensive position, the role of DH is terminated for that team. Using a DH is optional, but teams cannot add a DH after a lineup has been submitted without one listed.
SPECIAL PINCHRUNNER
During tournament play starting in 2017, a team may utilize a player who is not in the batting order as a special pinch-runner for any offensive player twice a game, but not more than one time per inning. A player may only be removed for a special pinch-runner one time during a game. The player for whom the pinch-runner runs is not subject to removal from the lineup. If the pinch-runner remains in the game as a substitute defensive or offensive player, the player may not be used again as a pinch-runner while in the batting order. However, if removed for another substitute that player or any player not in the line-up, is again eligible to be used as a pinch-runner.
SUBSTITUTION
Starters may leave the game and return once. Substitute player starting the game on the bench do not have this luxury, as once they leave the game, they cannot re-enter.
Mansfield Stadium Ground Rules • Thrown ball or fair batted ball that strikes the fence above the dugout is out of play. Award: 2 bases.
• Players cannot make a catch by putting either foot on the tarp. Players may lean on tarp to make a catch.
• Thrown ball or fair batted ball that strikes the gutter above the dugout is out of play. Award: 2 bases.
• Batted ball striking a foul pole above the fence or striking the foul pole screen in flight is out of play. Award: 4 bases.
• Thrown ball or fair batted ball that strikes the concrete section of grandstands that extends beyond gutter above dugout to end of the grandstand is out of play. Award: 2 bases.
• Flag pole in center field is in play. Batted ball striking the flag pole in flight at or above the blue line on the pole is out of play. Award: 4 bases.
• Concrete lip to dugout is in play.
• Batted ball striking netting above top of fence railing in front of scoreboard is out of play. Award: 4 bases.
• Fence in front of dugout is in play. • Tarpaulin is out of play. A thrown ball or fair batted ball that lodges in the tarp, inside the cylinder is out of play. Award: 2 bases
• Batted ball striking pennant post above top of fence railing in flight is out of play. Award: 4 bases.

If you have some free time between games and are looking for places in the immediate area to see, check out these sights…. THOMAS HILL STANDPIPE Built in 1897 as a reserve water supply and to generate water pressure for the downtown business district, the Thomas Hill Standpipe is a 1.75-millon gallon water tower and observatory that overlooks the city of Bangor. It can be seen beyond the left-field fence at Mansfield Stadium. The Bangor Water District opens the observation deck each spring, summer, fall and winter. The summer open house is on July 24, 2019 from 4 p.m.-8 p.m. Take that opportunity to visit the Thomas Hill Standpipe to see why the tower, which is still operational, is on the National Register of Historic Places. The Standpipe is at Summit Park. DIRECTIONS: From Union Street, turn onto Thomas Hill Road which is near the crest of the hill that overlooks Mansfield Stadium. ROLLAND F. PERRY CITY FOREST & ORONO BOG BOARDWALK Take a walk in the Maine woods without having to go far. Maybe you’ll get lucky and see one of the black bears, deer, moose, or beavers who call the park home. You can also take a walk along the Orono Bog Boardwalk to see a virtually undisturbed glimpse of Maine. The 11,000-year-old bog is a registered national natural landmark. Don’t forget to bring insect repellant, though. The latest you can start on the boardwalk is 6:30 p.m. DIRECTIONS: Take Stillwater Avenue past the Bangor Mall, then take Tripp Drive, 1.6 miles after the intersection of Stillwater and Hogan Road. Follow the blue signs. PAUL BUNYAN STATUE Some say it’s cheesy, others like it. But tourist rarely pass on an opportunity to have their photo taken next to it. If you are so inclined, the 31-foot-high fiberglass and steel statue of the mythical lumberjack is on Main Street in front of the Cross Insurance Center. The statue was erected in 1959 as part of Bangor’s 125th birthday celebration. DIRECTIONS: On Main Street in front of the Cross Insurance Center. CASCADE PARK On outer State Street overlooking the Penobscot River, Grotto Cascade Park is just about the best place to enjoy a picnic. Built in 1934 as a tourist attraction and rebuilt in the late-1980s after neglect, the park features a 40-foot manmade waterfall that empties into a fountain that spurts water 20 feet high. At dusk, lights illuminate the waterfall and fountain. DIRECTIONS: Outer State Street, past Northern Light Eastern Maine Medical Center when driving from downtown Bangor.
DOWNTOWN BANGOR Visit museums, eateries, shops, and monuments that document Bangor’s history. Notable monuments include Peirce Memorial on Harlow Street, which features the River Drivers sculpture, a statue of Hannibal Hamlin, the battleship USS Maine memorial in Davenport Park, a Spanish-American War cannon, and a Revolutionary War cannon. DIRECTIONS: Park at Pickering Square Garage and stroll through the historical city. DARLINGS WATERFRONT PAVILION The Darling’s Waterfront Pavilion is an open-air amphitheater located within the Waterfront Park in Bangor. The venue is a temporary structure built alongside the Penobscot River that attracts talent from all music genres. Take time to catch Florida Georgia Line on July 18, Heart on July 23 or stay an extra day or two an attend the Chris Stapleton concert on July 25! DIRECTIONS: From Mansfield Stadium turn left onto Hammond Street, right on Cedar Street, right onto Main Street, left onto Railroad Street. MOUNT HOPE CEMETERY Consecrated in 1836, Mount Hope Cemetery is the second-oldest garden cemetery in the United States. It features more than 250 acres of lush grounds, walkways, a brook, ponds and grand monuments. Turtles, muskrats, woodchucks, ducks and great blue herons either call the place home or visit often. DIRECTIONS: Outer State Street, near Bangor-Veazie line.

Shawn T. Mansfield Stadium... BY RYAN ROBBINS Built with funds donated to the city of Bangor in 1991 by best-selling author and Bangor resident Stephen King, Shawn T. Mansfield Stadium is one of the finest baseball fields in Maine. The $1.2 million stadium at Hayford Park on Thirteenth Street is dedicated to Shawn Trevor Mansfield, a 14-year-old who died after a long fight with cerebral palsy before he had a chance to play America’s pastime. “I thought to myself, what a shame it is that [children] have to make adjustments on substandard fields with shoddy equipment,” King said when he announced the stadium’s construction. “It’s not on par with world peace or ending hunger here in Bangor, but I was taught that charity begins at home.” David Mansfield, for whose son the stadium is named, welcomed the gift for Bangor West Little League. “This should be a showpiece for the city,” he said. “We want people to come here and be proud. The children of the city Bangor will have priority on this field.”

The Stadium is home to Bangor’s Senior and Junior League teams, Bangor High School’s junior varsity and varsity teams, and Bangor’s American Legion and Jr Legion teams. The field has also been host to Husson College and University of Maine games, high school regional and state championships, American Legion Tournaments, Little League Baseball’s 1999 and 2000 New England Senior League Divisional tournaments and Little League Baseball Senior League World Series from 2001 until 2016. Since opening on June 20, 1992, when Webb’s RV beat WZON 10-6, more than 3,000 games have been played on the field. The stadium features bleacher seating for 1,500, a complete concessions stand, and public restrooms. Six 90-foot light towers with a total of 128 lights illuminate the field at night, with three levels of lighting: maintenance, high school, and college/minor league. A full-size electronic scoreboard complete with a 6-foot high, 600-pound lighted analog clock sits beyond the right-field fence.

In August 2002, volunteers installed the press box in time for the first Senior League World Series at the stadium, using donated materials. The field features the latest engineering technology to keep it in toprate condition throughout Maine’s harsh baseball season, which begins in April with rain and mud and ends in August. There are drainage tiles every 20 feet around and under the field, and the field is atop 3 feet of walnut-size stones for quick drainage. The drainage design enabled grounds crew to quickly get the field ready for the 2004 World Series Championship game after more than 16 hours of steady rain threatened to cancel the game for the first time in series history. Red clay from the southern United States that becomes hard as rock lies beneath the pitcher’s mound and home plate area. The special orange and brown infield dirt is from New Jersey and is mixed specifically for baseball. About 2½ acres of bluegrass sod covers the field, and an automated sprinkler system waters the field as needed at night. The grounds crew
also has a 164-by-164 foot tarp at its disposal. The field is completely enclosed by 5-foot high fences in foul territory and an 8-foot high fence in the outfield. The field’s dimensions are: Left Field: 330 feet; left-center: 375 feet; center field: 400 feet; right-center: 375 feet; right field: 330 feet. In 2003, members of the Eastern Maine Baseball Umpires Associations donated money to Bangor West Little League for the 40-foot flagpole in center field.
