AS THE City of Toronto looks for ways to close the $1.776 billion opening budget pressure it faces in 2024, city staff are proposing a 10.5 per cent property tax increase. The artworks are set up at the lifeguard stations along Woodbine Beach, and each year an international competition receives entries connected to that year’s Winter Stations’ theme. The founders of Winter Stations are RAW Design, Ferris + Associates and Curio. The theme for Winter Stations 2024 was Resonance. Designers were asked to embark on “a journey of reinvention and imagination to breathe new life into the echoes of the past by recreating, reimagining and reinventing cherished installations from Winter Stations history” in their submissions. Entries from international design teams as well as Ontario universities and colleges are received, and a jury selects the winning entries that become part of the Winter Stations installation. Jury members for 2024 were Beaches-East York Councillor Brad Bradford; Paul Bieksa of The Beach BIA; Nellie Jalalzadeh, artist, designer and public space researcher; Aaron Hendershott, an architect at RAW Design and one of the founders of Winter Stations; Shaz Nasiri, a graduate of OCAD University with a Bachelor of Design, a grad of the University of Toronto’s John A. Daniels Faculty of Architecture, Landscape and Design with a Master of Architecture; and Mateus Nowacki, an architect with Montgomery Sisam Architects. Alan Redway, former Mayor of East York and area MP, served community for decades By Alan Shackleton
ALAN REDWAY, a former Mayor of the Borough of East York and a former York East Member of Parliament, has died. Redway died on Jan. 4 of this year at the age of 87. A lawyer, Redway lived in the Leaside area and had a long career serving the residents of East York as both a politician and community supporter. He was first elected to the Borough of East York Council as an alderman (councillor) representing Leaside in 1973. He then served as mayor from 1977 to 1982. In 1984, Redway was elected as MP for York East (the federal riding now known as Don Valley East) as a member of the Brian Mulroney Progressive Conservative government. Redway was re-elected in 1988 as the York East MP and was named Minister of State for Housing by Prime Minister Mulroney in 1989. Redway’s political career ended in the 1993 federal election when he was defeated in the race for the York East seat by Liberal David Collenette. That election saw the Progressive Conservatives, then under the leadership of Prime Minister Kim Campbell, win only two seats across the entire country. Though his political career may have ended more than 30 years ago, Redway’s involvement in and dedication to his community never stopped. “Alan was devoted to public service and a lifelong champion of East York,” said Beaches-East York Councillor Brad Bradford in a post on Facebook.
Redway is remembered for his service to numerous organizations including the Daily Bread Food Bank, where he was on the Board of Directors from 1996 to 2004; the East York Historical Society; the East York Foundation; and the East York Hall of Fame. Redway was inducted into the East York Hall of Fame at a ceremony in June of 2023. “A former Mayor of East York and MP for the area, he has had a long career in both politics and community service. He grew up in East York and has dedicated his life to helping others,” said the East York Hall of Fame. Redway is considered the founder of the community celebration East York Day, and also the East York flag. Redway also made it a priority to expand the number of seniors homes in East York and is a supporter of government investment in supportive housing, said the East York Hall of Fame. In a Facebook post, the East York Historical Society praised Redway for helping to start the organization decades ago. “Mr. Redway was one of the key founding members of East York Historical Society over 43 years ago and his passing is a great loss to our Society and to the world. On behalf of East York Historical Society, we extend our sincere and deepest condolences to his dear beloved wife Mrs. Louise Redway, their two daughters Andrea and Kim and their two grandchildren Thomson and Sydney and to extended family and friends,” said the Society’s post. Along with his numerous contributions to East York, Redway is also remembered for helping create the East York flag. That process came about after the Town of Leaside was merged with the Township of East York to create the Borough of East York by provincial government decree in 1967. Redway said the two communities had often been rivals with each other in the past, and a new flag would help unite the residents. “Six years after the merg-

Four years later I was elected as the mayor of the entire Borough of East York. Many residents of both the former town and the former township believed that the people on the other side of the bridge spanning the Don Valley were different from themselves, but the truth is quite the opposite,” wrote Redway in an article for Leaside Life. “As mayor I recognized that what this new municipality needed was a symbol that would bring us altogether as one community.” Flags at City of Toronto buildings, including the East York Civic Centre, flew at half mast until the end of the day on Wednesday, Jan. 10, to pay tribute to Redway.

Hands-on ownership, involvement has made The Gull and Firkin popular in the Beach for more than 20 years By Erin Horrocks-Pope
CELEBRATING TWO decades of success, The Gull and Firkin, nestled in the heart of the Beach neighbourhood along Queen Street East, is a testament to the dedication and community spirit of its owners Dana Kerbel and her brother-inlaw Neil. Kerbel, a hands-on and working owner, manages the front-of-house, while Neil, the Head Chef, takes charge of the back-of-house operations. Together, they have created a local pub that goes beyond the franchise experience. “The Gull and Firkin celebrated its 20th anniversary last fall,” said Kerbel, emphasizing the longevity and commitment to the community. Despite being part of the popular Firkin chain, Kerbel is determined to ensure that her establishment is not perceived as “just another chain.” The key to this distinction lies in their unique offerings like house specialty dishes not found on regular Firkin menus. Highlighting their diverse side menu, Kerbel said, “We have a great lineup of house specialty dishes, like our classic meatloaf dinner and chicken curry, a recipe developed by our cook Kumar, who’s been with us for 18 years.” In addition to its unique off-menu options, The Gull and Firkin distinguishes itself by hosting events including Trivia Nights, Oyster Nights, and the popular Pub Night every Thursday. Drawing inspiration from her university days, Kerbel described Pub Night as an homage to the local watering holes offering cheap drinks and good times with friends. As an east ender herself, Kerbel expressed her love for operating the vibrant pub. “The locals are fantastic. There’s such a sense of community, and we’re so grateful to our regulars,” she said, reflecting on the familial atmosphere that has developed over the years. “I’ve watched kids grow up coming in and out of here,” she added, illustrating how The Gull and Firkin has become a generational hub for the community. The emphasis on a familyrun-business management style sets The Gull and Firkin apart from what is sometimes associated with large chain franchises. Kerbel’s journey into restaurant ownership began while working at another Firkin pub. “I started as a host, working my way through server, bar, and eventually management. When Firkin found this Beaches location and offered it to me as a franchise, I spoke with Neil about it, and I guess the rest is history.” The Gull and Firkin actively participated in the CafeTO project during the COVID-19 pandemic, transforming curb lanes and sidewalks into outdoor dining areas. Kerbel said she is determined to maintain a CafeTO patio for The Gull and Firkin for as long as the city continues to offer the program. “The curb patios just completely transformed the neighbourhood. It became a real destination, with amazing nightlife and daytime enjoyment for customers to have such a unique experience,” she said. Expressing gratitude to the regulars who have been instrumental in the pub’s success, Kerbel acknowledged, “I’m so grateful to all our regulars. Without them supporting local business,
we just wouldn’t be here.” Recognizing the challenges posed by decreased tourist traffic over the colder months, Kerbel said she employs creative strategies to keep the business thriving during the winter. The Gull and Firkin’s commitment to hosting events, offering unique off-menu dishes, and providing deals on favourite drinks displays their dedication to keeping customers engaged all through the year. The weekly lineup is: Mondays: Trivia Night and Burger Specials with choice of side. Tuesdays: Taco Tuesday with $5 tacos and $9 margaritas. Wednesdays: $12.99 per pound Wing Night and $2 shuck Oyster Night. Thursdays: Pub Night – food and drink specials and live music. Fridays: Steak Specials Night. Saturdays: Babyback Rib Night. Sundays: Traditional Sunday Roast Dinners. Weekend brunch, which is another local favourite at The Gull and Firkin, serves classic English Fry-Ups, Eggs Benedict, Bagels and Lox, along with six dollar caesars and mimosas, and more. Neighbourhood Watch being re-booted in Balmy Beach Don Cameron Guest column
T
he signs went up when Neighbourhood Watch was established across Toronto many years ago, but over the last few years it has gone dormant in the Balmy Beach neighbourhood. We think it’s time to reboot it as Neighbourhood Watch 2.0. Neighbourhood Watch involves residents keeping an eye out for
their neighbours, and if they see something out of the ordinary and suspicious or someone who needs help, they should call the police. As Jane Jacobs recognized, a street with lots of people watching out for each other (it’s been called “more eyeballs on the street”) is a safer one. When Neighbourhood Watch began in Toronto in the 1980s, it was a “physical” form of social network with communication done by hard-copy newsletters, wordof-mouth communications, and meetings every six months or so in
a school gym. Today, it’s much easier for people to connect and share information through Facebook, NextDoor and email. We created Facebook and NextDoor groups for “Neighbourhood Watch” (for across the city) and “Neighbourhood Watch Balmy Beach” for our local neighbourhood. Anyone in the area can join the local group. We are adding crime prevention tips and information to them every week. A traumatic event sometimes
helps initiate a Neighbourhood Watch group. The fireworks chaos on Woodbine Beach a few years ago inspired a Neighbourhood Watch to start in the nearby “Pleasantville” area. Things have been relatively quiet in our Balmy Beach area, and we are hoping a more active Neighbourhood Watch program can keep it that way. The reboot of Neighbourhood Watch in Balmy Beach is being done with the cooperation of the Balmy Beach Residents’ Association (BBRA) and the Toronto
Police Service’s 55 Division Community Police Liaison Committee where I represent the BBRA. How are we getting the word out? Some things never change. Over the next few weeks, we’re planning on dropping off a flyer at each home in our neighbourhood (bounded by Victoria Park Avenue, Glen Stewart Park, Kingston Road and the lake). Looking for those who remember local ‘private hospitals’ Gene Domagala Beach Memories
W
hile I was driving along Queen Street East, just past the East End Clinic at Coxwell Avenue, something occurred to me. We have this clinic, walk-in clinics, and the Michael Garron Hospital, and I remembered that the Beach once had what were called “private hospitals.” Nowadays we have medical specialists, clinics of all types, hospitals, modern medicine, doctors, nurses and therapists all helping us. So this column is for the “old” Beachers, not necessarily in age but in remembrance of these medical places of old. Do any of you remember them, their names and where they were located? Did you or any of your family ever use these private hospitals?
I would like to know if you can help me with the names, the locations they were at and the type of hospitals they were. In some of my research, many of these private hospitals were actually located in homes in the Beach. Some of them were private and some were not so private. Some were located on the following streets: Kingston Road; Heyworth Crescent; Lee Avenue; Coxwell Avenue; Fallingbrook Road; Leuty Avenue; and Beech Avenue. If you can remember some of these hospitals or have any information on them, please let me know. ORANGES, SWEET, tangy and juicy are nature’s gift to winter. Their zest and luscious juice add zip to steaming soups and cold weather stews. Slices of their fragrant fruit can be added to salads and desserts. Even their pips are used in marmalade to help thicken this magic winter spread. Originally from Southeast Asia, oranges now grow in any warm climate: Portugal, Spain, with the majority grown in California, Texas and Florida. There are sweet oranges and bitter oranges. Sweet ones are eaten raw such as the navel orange while bitter oranges, the Seville, are cooked for marmalade. There are tight skinned oranges such as the navel or loose skinned like the mandarin or clementine where the skin comes away easily from the fruit. However, any way you slice oranges, their distinct citrus taste perks up our
winter dishes and provides us with vitamin C for good health through the cold months. Carrot, Orange and Ginger Soup Super-fast to make with lots of zing, this is the perfect soup for a blustery day. Evaporated milk is the magic ingredient (not to be confused with condensed milk). Because the milk has had 60 per cent of its liquid “evaporated”, it gives the soup a creamy taste and texture without the fat calories from cream but with double the calcium from concentrated milk! 2 lbs (1kg) (about 6) carrots, peeled and coarsely chopped 1 onion, coarsely chopped 1 celery stalk, coarsely chopped 1 bay leaf 4 cups (1 L) chicken stock 1 2- inch (10 centimetre) piece fresh ginger, peeled and chopped 1 2- inch (10cm) piece orange peel 1 can, 354 mL evaporated milk 1/2 tsp (2 mL) salt 1/4 tsp (1 mL) black pepper
Garnish: thin slices of orange peel In a large saucepan or Dutch oven, combine carrots, onion, celery, bay leaf, chicken stock, ginger and orange peel. Bring to boil; reduce heat and simmer until vegetables are tender about 25-30 minutes. Discard bay leaf. Puree in blender until smooth. Stir in evaporated milk; season with salt and pepper. Serve immediately or cool and refrigerate for up to 2 days; freeze for up to 3 months. Garnish with thin slices or orange peel. Serves 4- 6. Salad with Oranges, Peppers and Orange Vinaigrette This vibrant salad is sure to pick up winter weary taste buds. To remove peel from oranges: Using a sharp knife cut the ends from the orange to reveal the top and bottom of the naked orange. Stand the orange on the one cut end and starting from the top of the orange and following the rounded shape of the orange, cut from the top to the bottom removing all the skin and pith. Repeat all the way around to reveal a clean, naked orange with no pith.
To cut horizontally: Lay the naked orange on its side and slice horizontally in even slices about ¼ inch (1.2 cm) You now have perfect orange slices to use in a salad or dessert. 6 cups (1 1/2 L) mixed greens 1-2 navel oranges, peel sliced away, sliced horizontally 1 red pepper, thinly sliced 1 celery stalk cut on the diagonal 1/2 cup (125mL) thinly sliced English cucumber

Beach United to host ’60s Music Night in support of Community Programs BEACH UNITED Church will be hosting a ’60s Music Night on Friday, March 1, and tickets are now on sale. Headliners for the show will be Fraser/ Daley (Alec Fraser and Mike Daley); and the openers will be Skylark (Diana Gibbs and Jack Alvo) with special guest Paul Reddick. Scones with orange on the menu ‘Oranges’ from Page 7 until smooth. Pour into a jar; refrigerate. This will be enough for several salads. Salad: Arrange greens on a serving platter, arrange orange slices on top, scatter red pepper slices evenly over greens with a sprinkling of celery and cucumber. Drizzle with just enough dressing to coat leaves and toss. Serve immediately. Serves 4-6 Scones with Orange Scones, warm from the oven, are the perfect accompaniment to a winter soup or salad. Try it with the carrot soup – you won’t be disappointed! 2 1/4 cups (550 mL) allpurpose flour 3 tbsp (45 mL) granulated sugar 1 tbsp (15 mL) baking
powder 1/2 tsp (2 mL) salt 1/2 cup (125 mL) butter, cold from the refrigerator cut into cubes 1 tsp (5 mL) finely grated orange rind 1 cup (250 mL) coarsely grated old cheddar (optional) 1 egg Milk, enough milk to measure 1 cup with the egg Preheat oven to 425 F (220 C). Line a baking tray with parchment paper. Set aside. In a mixing bowl, stir together flour, sugar, baking powder and salt. Using a pastry cutter, cut butter into flour mixture until the consistency of coarse crumbs. Stir in orange rind and cheese if using. In a measuring cup, whisk egg with enough milk to measure 1 cup (250 mL). Reserve

Combine well then knead with lightly floured hands 8-10 times Turn dough onto a lightly floured surface and pat into ½ inch high shape. Using a 2- inch cutter or glass, cut 1012 dough circles placing each on prepared baking sheet leaving at least ½ inch space between each scone. Gather up remaining scraps and shape into a round scone of equal depth. Place on baking sheet. Brush with reserved egg wash mixture. Bake 12- 14 minutes or until deep golden brown on the bottom and pale brown on top. Makes 10-12(2- inch/10 cm) scones.

for the restaurant, learning new skills. It really started at a young age, watching the love she put into her food.” In 2010, Jaclyn met her ex (who is Trinidadian) and started working at his Caribbean restaurant. “I started working alongside his cooks and initially I was just helping out. But then it became, ‘this is what I love doing.’” For almost 10 years Jaclyn worked alongside many chefs from different parts of the Caribbean. “Many of them were skilled in what we call bulk food cooking, so they worked either in the army or the hospitals, things like that. Essentially, they taught me how to cook one pot of rice that could feed a thousand people, where previous to that I was doing 10 pots on the stove! . . . The skills that I learned from being there, I was able to hone in on those things. . . I was able to take pieces of what I thought were the best Continued on Page 17

Opening of new restaurant came with both triumphs and challenges ‘Past’ from Page 16 parts,” said Jaclyn. By 2019 Jaclyn, who had amassed years of Caribbean cooking experience, left the restaurant business, her partner, and her home. She started working with her best friend as a receptionist for their law firm when the pandemic hit. During this time, a close friend who owned a Caribbean restaurant asked her to run his second location. While considering the opportunity Jaclyn called her current partner in life and business, Andrew, to share the news. His reaction was not what she expected, but he explained, “You just spent 10 years in this business with your family. You’ve left and you have nothing. You have your daughter, but you have nothing to your name. Do you want to do this again?” he said, “If you’re going to do this, I’ll help you and we’ll do this together.” Jaclyn’s first thought was, “How”? She knew how expensive starting up a restaurant was and how difficult it was to find good people to work with her. It seemed too big, and yet, a seed was planted. After wrestling with her own feelings of self-doubt, she approached her friend Dr. Mirek Dutczak who also happened to own the building where Jaclyn’s restaurant is now located to talk about the possibility of using the space. Mirek was very positive and supportive, but her decision had yet to be made, until one day out of the blue he called her to say the space had been emptied and that the keys were waiting for her. Opening and running the restaurant has come with its triumphs and challenges. Even with Jaclyn’s many years of being mentored by and working alongside respected Caribbean chefs, some still doubted her capabilities in the making of the food.
In response to the skepticism, Jaclyn said, “I’ve worked alongside great Jamaican chefs, great Trinidadian chefs, my ex is Trinidadian. I have ‘aunts’ and ‘uncles’ who’ve assumed me in Trinidad; I’ve cooked alongside them. I blend my own seasonings, I blend my own pepper sauce, I buy chadon beni and pimento seeds so that my oxtail has pimento flavour which is a very traditional Jamaican spice. . . In Trinidadian curries I use specific spices like chadon beni which is like a pungent cilantro which is used in a lot of their curries.” Jaclyn’s dedication to authenticity and respect for Caribbean dishes is commendable. This is in addition to her strong connection to Chinese cooking which she learned from her grandmother. Another worthwhile fact to consider, is that there has been Chinese influence in Jamaican cuisine for almost 200 years. The first of the British ships to import Chinese migrant workers arrived in Jamaica in 1854. Over the next few decades more waves were brought in to work in the indentured system. Chinese immigrants could also come into Jamaica outside of the system, usually to reunite with family, then in 1917 the indentured system was made illegal. The point of this miniature history lesson is to highlight the fact that during this migration (as with many others), more than just people were introduced into the foreign lands. The Chinese brought soy sauce, dried noodles, five-spice powder, ginger, and some started growing rice in their new homeland, at least until importing rice became a much cheaper option. The cooking methods such as stir frying and deep frying also made their long journey across the ocean. Though many of us

efits they might not know they are entitled to. Last year the demand for the service at Wood Green was very high, with an estimated 3,000 clients who were helped by volunteers. However, more volunteers are desperately needed in order to be able to continue the service and help as many people as possible. have distinct cultural backgrounds and unique histories, it’s worth noting that many of our histories intertwine and shape new and interesting traditions, cuisines, and ways of connecting across civilizations. It is our responsibility to be mindful of each other’s cultures and respectful of how we profit from them. Everything about the way Jaclyn learned to prepare her food and cares for her multicultural staff assures me that both of these aspects are taken highly into account. More than three years after opening their doors Jaclyn’s has become a staple in our neighbourhood. She attributes her work ethic and the loving style in which she runs her family business to her grandmother. “She was the rock of our family, she was hard working, in and outside of the home. She showed her love by how she took care of us, feeding us and sending us on our way. Not only did she share valuable cooking skills with me she made me realize there is a lot more to a meal than just food (the love that is put into preparing it can be felt by those who share it). Outside of the kitchen her work ethic and ‘never give up’ mentality shaped my values and approach to life.” Jaclyn’s work ethic goes beyond the stress and responsibilities of her restaurant. She has maintained her “day job” because running a restaurant is not immediately profitable. “I do this (runs the restaurant) because I love what I do,” she said. Jaclyn’s “day job” keeps her stimulated in a different way, and also helps support the multifaceted life that she has created. With all the work and risk, Jaclyn has been willing to take on to realize her
dream, she commendably does not take all the credit. She reflects on how she arrived at this point in her life and fully acknowledges that she doesn’t do it on her own. “I really feel having a restaurant, these small businesses, is like a family. I don’t even like the word ‘employee’. I get up there in the morning, set up the shop, do dishes, I serve alongside my colleagues. I really do feel we’re a family here. We look out for one another, they look out for me, we’re close knit.” From the time she was a child, Jaclyn’s grandmother gifted her the joy of cooking, the ways in which you can love to cook and show your love through it. As she grew up and made her way in the world she was introduced and welcomed into another culture of cooking by people who mattered to her and that she respected. And when the day came to carve her own path and start something of her own, her partner Andrew encouraged her, while her close friend Mirek handed her the literal keys that gave her the push she needed to walk through that door. So, as we now walk into another year, I hope that we can all reflect and appreciate the people and moments that have brought us here. Sadly, in August 2023, Dr. Mirek Dutczak suddenly passed away. He was much loved by the community and of course will always hold a special place in Jaclyn’s heart. She wanted to share that “His witty charm and his consistent and loving nature (always checking in on us daily), left a lasting impact on our family and the community as a compassionate healer, touching the lives of many with his dedication to medicine and care.”

Screening of The Perfect Story on Jan. 31 to raise funds for local group helping Afghan refugee JOURNALIST AND documentary filmmaker Michelle Shephard will attend a screening of her most recent film The Perfect Story at a fundraising event this month in support of a local group helping to bring an Afghan refugee to Canada. The screening of The Perfect Story is set for Wednesday, Jan. 31, at 6:30 p.m. at the Royal Canadian Legion Branch 1/42 at 243 Coxwell Ave. Journalist Anna Maria Tremonti will discuss the film and its making with Shephard following the screening of The Perfect Story. Both Tremonti and Shephard are award-winning journalists. The documentary tells the story of Shephard’s coverage of Somali refugee Ismael Abdulle. The screening is being held in support of fundraising efforts by a group of East Toronto residents to help a young man from Afghanistan join his cousin in Canada. The young man and his cousin are referred to by the names “Amir” and “Hassan,” which are not their real names as making them public might endanger Amir who is still in Afghanistan. “Hassan escaped from Afghanistan at the age of 17 after his father was killed by the Taliban. Now Hassan and a group of his new
friends are trying to help his cousin Amir join him in Canada,” said the group of residents who are raising the funds. “Amir is the eldest of four siblings and is part of the visible ethnic minority group, Hazara, who have been attacked by the Taliban, in what many are calling a genocide. Amir’s high school was bombed in early 2022. Luckily, he was not harmed, but his family fears for his safety.” The group is trying to bring Amir to Canada by using the private citizen sponsorship program for refugees. “In accordance with the program, we need to raise $16.5K CAD in order to submit the application to Canadian immigration. This money is held in trust for Amir to use in his first year in Canada,” said the group on its GoFundMe page. Steps to reduce risks would be better solution: Bradford ‘Toboggan’ from Page 1 on the south side of Danforth Avenue just west of Woodbine Avenue, the city cites the concrete wading pool, field house building, staircase, trees and light poles as obstructive elements that could result in injuries to tobogganers who use the hill. Bradford said residents who frequent the hill are saying that this is an overreaction by the city considering no serious injuries to tobogganers have been reported at East Lynn Park. “For people to wake up one day and see ‘No Tobogganing’ signs makes them furious,” said Bradford. “Even worse, the city is now refusing to put out safety measures like padding and hay bales that they have done in the past.” Unlike Toronto, cities such as Ottawa and Quebec City have unfortunately had fatal incidents at unsafe tobogganing hills. Last year, a four-year-old girl fell into the Mistassibi River just north of Quebec City after crashing through a fence while sledding. In 2021, an 11-year-old girl died in a sledding accident in Ottawa after crashing into metal posts. Although the City of Toronto is attempting to take proactive measures by banning tobogganing in the parks that were deemed unfit for the activity, Bradford said that a better measure would be to “offer some protection rather than an
all-or-nothing approach.” “Over the years, there have unfortunately been tragic incidents on city streets and along our waterfront,” said Bradford. “The solution isn’t to close those areas to the public, but rather to take concrete steps to reduce risks and help residents make informed decisions.” However, in a comment to City News, city spokesperson Lindsay Broadhead said that safety measures put in place in the past “didn’t work” as “there were injuries and in some cases, serious injuries” even though metal posts and trees were padded. Toronto has now designated 29 hills as safe for tobogganing, but considering this is an activity that residents prefer to do close to their homes as they often have to drag their sleds to the hill through the snowy streets, it is unlikely that many will travel to approved hills to partake in the activity. Although Bradford said he applauds the city for making residents aware of potential tobogganing hazards at specific hills, he said that parents will also assess risk levels of activities and “make decisions in the best interests of their children.” – Amarachi Amadike is a Local Journalism Initiative Reporter for Beach Metro Community News. Hence the increase in property taxes, according to city officials. “We need Ottawa to step up to deliver the support we need in key areas of federal responsibility, including emergency shelter for housing, refugees and transit,” said Fletcher. “This includes funding for new subway trains to replace the ageing fleet servicing Line 2, as provincial funding for the new subways needed to serve our community is contingent on matching funds from the federal government.” But with the City of Toronto securing a New Deal with the provincial government which has relieved Toronto of its financial responsibilities for the Don Valley Parkway and Gardiner Expressway, Bradford is questioning why such a hefty tax increase is still necessary considering the newfound support. “You can’t just point to previous administrations and other levels of government,” said Bradford. “Olivia Chow is the Mayor and she needs to deliver a budget that keeps affordability front and centre for Torontonians because the reality is that it’s never been more expensive to live in this city.” As a result of the New Deal with the province, Toronto is now the beneficiary of $1.2 billion in operating funding over the next three years – $382 million of that going towards this year’s budget. The deal also freed up $1.9 billion in terms of the city’s capital budget. Much of the capital support will only be released if matched by the federal government, however. Bradford said he “has a hard time understanding why [Chow’s] tabling such a large tax hike” given the recent deal with the provincial government.
City staff say the aim of the tax increases is to create a sustainable source of income for Toronto past the years in which it expects assistance from the New Deal with the province. Of Toronto’s $17 billion operating budget, social programs and transit are expected to receive the lion’s share of the funding with 28 per cent and 15 per cent respectively. However, city staff are currently still unsure about how they will tackle the current refugee crisis that is further straining Toronto’s finances. Currently, there are 5,800 asylum seekers and refugees in the shelter system. This will require an additional $250 million in annual funding. The city is hoping that this responsibility will be taken on by the federal government. However, city staff have floated the idea of an additional six per cent increase to property taxes for Toronto residents if there is no federal funding. With the average residential home’s property tax expected to increase by $321 annually ($26.75 monthly), many are eager to voice their opinions on the matter. Both councillors Fletcher and Bradford will be hosting upcoming town hall budget meetings for local residents. On Thursday, Jan. 25, Fletcher will host a virtual budget town hall meeting with special guest Mayor Chow.
