Activists call for more police in DTLA after merchant’s fatal stabbing

ers gathered in the downtown Los Angeles Fashion District Thursday to call on police to step up patrols in the area in response to the broad-daylight fatal

stabbing of a business owner, and they called for the two teen suspects in the slaying to be tried as adults.

Du Young Lee, 56, was fatally stabbed Saturday near Olympic Boulevard and Wall

Street, near the wig shop he ran for almost two decades.

Witnesses said two teens tried to steal a wig from the store, but Lee chased and confronted them, leading to the stabbing.

Two 17-year-old suspects, a male and female, were arrested and charged in juvenile court with murder and robbery.

A group of Korean and Black community leaders

held a news conference downtown Thursday asking for increased police protec tion in the area. Hyepin Im, president and CEO of Faith and Community Empowerment, said Lee

“felt compelled to have to respond and chase after this individual.”

She noted that Lee’s daughter has expressed frus tration in the past when her father put himself in danger

by confronting shoplifters for petty theft.

“And yet, the surrounding business owners have said, `You know what? Your dad is a hero.’ Why? Because he believed and knew that if he did not stand up to crime, violence, that it would continue to expand in this area.”

The activists, in addition to asking for more police protection, said the teens should be charged as adults.

Gascón, however, gener ally opposes transferring juvenile offenders to adult court.

In announcing the criminal charges Wednesday against the teens, Gascón noted that Lee was “killed in the middle of the day on a busy street in downtown L.A. while simply trying to run his business. His death is a tremendous loss for his friends, family and all who knew him. I want to make it clear that my office will work

diligently to hold account able individuals who engage in violent acts -- even if they are minors.”

The owner of the building that houses Lee’s store told Fox11 security video from Saturday shows the two teens in the store looking at a wig, then running off with it.

Young, known as Tommy, “had a record of being tough and going after robbers,” the landlord told the station. “He started

chasing them around (the) shopping center and then the boy pulled out a knife and shanked him right in the heart.”

The landlord said Lee died over a wig.

A GoFundMe page estab lished by Lee’s 25-year-old daughter had raised more than $61,000 as of Thursday afternoon. The page is seeking help to pay for funerals in the United States and South Korea.

“Over the past five

years, my father has been in multiple incidents like this, confronting shoplifters and getting beat with a golf club, getting beat by multiple men breaking his nose and frac turing his arm,” Chaerin Lee wrote on the page. “Every time he would come back home with injuries like this, I would tell him, `Just give it to them, it’s too dangerous,’ but not once did he listen.

This has infuriated me very much in the past, but after Tommy had passed away,

I got to speak with one of his neighbor store owners. She told me, `Tommy wasn’t fighting for himself, he was protecting all the small business owner(s) there. Because if you just let them steal easily, they are going to keep coming back. He was more like a brave heroic figure to us.”’

The teen suspects — who remain in custody — are due back in juvenile court Oct. 26, according to the District Attorney’s Office.

San Bernardino Board gets first look at plans for improved county government center

Bringing much more of County Government under one roof while erasing a scattered assort ment of maintenance-needy half-century-old structures highlight plans for a revamped County Government Center campus presented to the Board of Supervisors on Oct. 4.

The centerpiece of the project would be a new 300,000 square-foot, three-

to four-story administra tive building complement ing the neighboring iconic arch-shaped County Govern ment Center. The building would become an aesthetic highlight for downtown San Bernardino while incorpo rating modern features, such as added conference areas and meetings rooms, a new tech center, and environ mentally sustainable useable

roof areas with secure court yard access.

The public would benefit by having many more of the County services they access the most under one roof rather than assigned to separate offices requir ing long walks or finding additional parking. As for parking, the project would add 812 parking spaces to the County campus. The

public would also benefit from a County government that operates more efficient ly and collaboratively due to more departments working under a single roof.

The project is being meticulously planned to prevent any disruptions to County operations and any need to move departments into costly temporary space. The first leg of the project

would be a new parking structure at the southeast corner of North Mountain View Avenue and West 4th Street, estimated for comple tion by the end of 2025. The new administration building would be completed in 2028.

Gone would be the aged County Civic Center build ings at 157 and 175 West 5th Street, the Public Health building at 351 N. Mountain

View Ave., and the Old Hall of Records at 172 West 3rd Street – along with the high cost of maintaining those structures. Looking into the future, the County is contemplating making some of the freed-up space available for development, potentially for mixed use retail and housing, includ ing housing for County employees.

Orange County doctor pleads guilty to illegally prescribing drugs

An Orange County physician pleaded guilty Friday to ille gally distributing opioids, including some prescribed to a man convicted of running over and killing an off-duty Costa Mesa fire captain riding his bicycle in Mission Viejo.

Dr. Dzung Anh Pham of Tustin, who owned Irvine Village Urgent Care, has agreed to enter his plea to a federal charge of conspir acy to distribute controlled substances.

Pham and co-defendant Jennifer Nguyen, a phar macist, allegedly conspired to distribute narcotics such as oxycodone, hydrocodone and amphetamine salts, prosecutors said in the plea agreement filed in Los Angeles federal court.

“As defendant knew many pharmacies would not fill his prescriptions, he

would direct his patients to co-defendant Nguyen and Bristol Pharmacy to fill the prescriptions,” prosecutors wrote.

In November and December of 2017, Pham issued prescriptions to one client, a known addict, for hundreds of pills of oxyco done, prosecutors said. He also wrote prescriptions for the client’s spouse though he never evaluated her, prosecutors allege.

The plea agreement also lists 18 other clients, and stated that between January 2013 and December 2018, he wrote prescriptions for a total of approximately 53,693 pills of oxycodone, 68,795 pills of hydroco done, and 29,286 pills of amphetamine salts.

When Pham was charged in 2018, prosecutors said five people who received prescriptions from the

doctor died of overdoses.

Stephen Taylor Scarpa, 29, who was convicted of second-degree murder in the death of 44-year-old Costa Mesa Fire Depart ment Capt. Mike Kreza, was one of Pham’s customers, prosecutors said. Scarpa

was high when his van struck Kreza in November 2018. Prescription bottles with Pham’s name on them were found in Scarpa’s vehicle after the collision, according to authorities.

Scarpa was sentenced to 15 years to life in prison in

December.

Federal authorities also contend that Pham sent a text message expressing concern that Borderline Bar and Grill mass killer David Ian Long had prescription drugs in his possession that Pham had prescribed

for someone else. Twelve people were killed in the Nov. 7, 2018, massacre inside a Thousand Oaks bar before Long fatally shot himself.

Nguyen is expected to plead guilty to her role in the case on Oct. 14.

accused of marring the Riverside Historic Courthouse with graffiti during an abortion rights protest, causing thousands of dollars in damage, pleaded not guilty Thursday to felony vandalism.

Alexander Jacob Castro, 23, Alexandria Ty Fite, 32, Elise Saramarielle Kelder, 28, and Oliver Edu Solares Herrera, 24, were among a dozen people arrested in July after allegedly using green paint to leave hand prints on walls, doors and pillars of the downtown courthouse.

In addition to Castro, Fite, Kelder and Herrera, 32-yearold Aida Yagmur Aston and 48-year-old Kamile Dincsoy were charged in connection with similar offenses alleg edly perpetrated earlier by the same group.

The other six parties taken into custody ulti mately were not named in the criminal complaint filed by the Riverside County District Attorney’s Office.

Dincsoy is at large, with an outstanding felony warrant for her arrest. Aston’s arraignment was postponed to Jan. 12.

Castro, Fite, Kelder and Herrera were arraigned before Superior Court Judge Charles Koosed, who sched uled a felony settlement conference for Jan. 12 at the Riverside Hall of Justice.

The defendants are each free on a $10,000 bond.

According to sheriff’s officials and prosecutors,

the parties were part of the “Rise Up 4 Abortion Rights” protest held on the evening of July 30.

The defendants allegedly dipped their palms in green paint and then smeared it on external surfaces of the century-old court house, which was closed, to express their opposition to the U.S. Supreme Court’s June decision in Dobbs v. Jackson Women’s Health Organization. The ruling upended Roe v. Wade, enabling states to limit or outright prohibit abortion, without federal interfer ence.

The decision did not force the closure of abortion clinics anywhere in California. Proposition 1, on the Nov. 8 general election ballot, seeks to enshrine individual repro ductive decision-making in the state constitution.

Castro, Fite, Kelder and Herrera were taken into custody without incident by sheriff’s deputies, who are tasked with providing security for all courthouses countywide.

During the ensuing sher iff’s investigation, Aston, Dincsoy and Fite were iden tified as alleged culprits in another Rise Up 4 Abortion Rights demonstration that resulted in graffiti damage to the courthouse on July 9, according to the District Attorney’s Office. They were charged based on that discovery.

According to pros ecutors, the July 9 protest caused $4,000 damage, and the July 30 protest resulted in more than $13,000 damage.

“The public has a right to peacefully protest and express their political views,” D.A. Mike Hestrin said. “I am committed to protecting these rights ... But when peaceful protest ers turn violent or begin to vandalize and damage or destroy property, their actions can no longer be considered a peaceful protest. We cannot and will not tolerate vandalism and destruction of any property in Riverside County.”

None of the six defen dants has prior felony convic tions in Riverside County, though Fite has a prior misdemeanor conviction for reckless driving.

A small group of their supporters protested outside the Riverside Hall of Justice before the arraignment Thursday morning. No disturbances were reported.

During the July 30 demonstration, Riverside City Councilwoman Clarissa Cervantes was present and was recorded on a Riverside police officer’s body- worn camera inquiring as to the goings-on around the courthouse.

Sheriff Chad Bianco posted a Facebook message the next day, saying “Shame on the Riverside city coun cilwoman for supporting

the defacing of our court house. You are lucky we couldn’t arrest you.”

Bianco updated the post later, specifically naming Cervantes, who filed a libel lawsuit against the sheriff last week, alleging Bianco willfully mischaracterized her position, saying she “did not provide support of any kind to any individual or group ... involved in the protest.”

Cervantes stated that she “happened to be in the downtown area with friends” at the time, though she didn’t specify the reasons. Most busi nesses are closed in the immediate vicinity of the courthouse on weekends. The councilwoman alleged that Bianco’s writings were “false and defamatory,” causing “harm to her repu tation,” according to the lawsuit.

Cervantes is seeking unspecified damages.

Bianco issued a state ment to the media earlier this week saying he had not yet reviewed the allega tions, stating “if she hadn’t been supporting these groups, she wouldn’t have to spend so much time in damage control for showing up at their protest.”

“This is nothing more than a typical politician trying to gain media atten tion to further her political career,” the sheriff said.

A hearing on the suit is tentatively set for March.

Middle class tax refunds to start hitting bank accounts

On Oct. 7, $9.5 billion in Middle Class Tax Refund payments began going out to Califor nians, with refunds of up to $1,050 that will benefit millions of eligible Cali fornians under the largest such program in state history. Up to 23 million Californians will benefit from $9.5 billion in direct relief, regardless of immi gration status, according to the governor´s office.

“We know it’s expensive right now, and California is putting money back into your pockets to help. We’re sending out refunds worth over a thousand dollars to help families pay for every thing from groceries to gas,” said Governor Newsom in a press release.

This refund program builds upon last year’s Golden State Stimulus, which distributed $9 billion to California families. Payments will range from $400 to $1,050 for couples filing jointly and $200 to $700 for all other individuals depending on their income and whether they claimed a dependent. Refunds are available for Individual Taxpayer Iden tification Number filers, in addition to those who file tax returns with a SSN. Payment amounts will be

based on the CA AGI on your 2020 California state income tax return, as well as your filing status and whether you claimed a dependent.

According to the gover nor’s office, a total of 18 million payments will be distributed, benefitting up to 23 million Californians.

An estimated 8 million direct deposits will start arriving in bank accounts from October 7 through November 14, and an esti mated 10 million debit cards will be delivered from October 25 through January 15. To determine your eligi bility and estimate your payment, visit taxrefund. ca.gov.

Californians will receive their MCTR payment by direct deposit or debit card. Direct deposit payments will be made to eligible taxpayers who e-filed their 2020 CA tax return and received their CA tax refund by direct deposit. In general, other MCTR payments will be issued on debit cards.

Debit cards will be mailed to eligible taxpayers in an envelope prominently displaying the following wording: “Not a bill or advertisement. Important information about your Middle Class Tax Refund.”

Direct deposit MCTR payments for Californians who received Golden State Stimulus (GSS) I or II are expected to be issued to bank accounts from Oct. 7 through Oct. 25, with the remaining direct deposits occurring between Oct. 28 and Nov. 14. FTB expects about 90% of the MCTR direct deposits to be issued in October.

MCTR debit cards are expected to be mailed between October 25 and Dec. 10 for Californians who received GSS I and II, with the balance mailed by Jan. 15, 2023. About 95% of all MCTR payments – direct deposit and debit cards combined – are expected to be issued by the end of this year. Coastal advocates decry permit for pipeline repair after massive OC spill

Environmental advo cates are criticizing the federal govern ment’s decision to grant a permit for underwater repairs that they say will allow the restart of a 42-year-old pipeline that ruptured off Orange County in October 2021, releasing thousands of gallons of oil into the Pacific Ocean.

The U.S. Army Corps of Engineers issued a permit on Friday authorizing “regulated activities associ ated with the San Pedro Bay Pipeline Repair ProjectPermanent Reconstruction Activities.”

Last year’s spill was one of the largest in California in recent years, covering more than 8,000 acres. Beaches were closed for days, and the oil killed or injured thousands of birds and other marine wildlife and led to expensive cleanup efforts. The source was a damaged pipeline connecting Platform Elly to Long Beach.

“The Biden administra tion just ramped up the risk of yet another ugly oil spill on California’s beautiful coast,” said Brady Bradshaw, a senior campaigner at the Center for Biological Diversity’s oceans program. “Unfortunately, people living near offshore drilling infrastructure are all too familiar with this abusive cycle of drill, spill, repeat. We need to quickly phase out all dangerous, failing offshore oil infrastructure, not issue more permits that invite the next disaster.”

Garry Brown, founder and president of Orange County Coastkeeper, said last year’s “devastating spill is still fresh in the

minds of Orange County residents. As we witnessed firsthand, the deteriorating and unproductive platforms off Southern California’s coast are a constant risk to the health of humans and wildlife. It is well past time to decommission Califor nia’s offshore oil and gas infrastructure, and this irre sponsible permit is a step in the wrong direction.”

Attempts to reach offi cials at the Army Corps of Engineers for comment were not successful.

Last week, the Center for Biological Diversity filed a lawsuit in Los Angeles federal against the Bureau of Ocean Energy Manage ment for allegedly failing to review decades-old plans for offshore oil platforms near Huntington Beach.

The filing alleges the BOEM has allowed Platform Elly and other rigs in the Beta oil field to continue operating while relying on drilling and safety plans that were written and approved in the 1970s and 1980s.

“These outdated plans don’t account for the rapidly aging oil industry infra structure off California’s coast,” said Kristen Monsell, legal director of the center’s oceans program. “With these decaying rigs out there, we’re rolling the dice every day. Our coastal communities and wildlife can’t afford to wait for the next disastrous oil spill while the federal govern ment does nothing. It’s time to get these rusty relics out of our ocean.”

A BOEM representative said the agency does not comment on pending liti gation.

Amplify Energy Corp.,

which operates the pipeline that ruptured last year, pleaded guilty last month along with two of its subsidiaries to violating the federal Clean Water Act.

In a plea agreement with federal prosecutors, Amplify and its subsidiar ies Beta Operating Co. and San Pedro Bay Pipeline Co. pleaded guilty to a misde meanor count of negligent ly discharging oil into San Pedro Bay.

U.S. District Judge David Carter sentenced the company to pay a $7.1 million fine and $5.8 million to reimburse the Coast Guard for expenses from the October 2021 spill.

In addition to the fines and fees, the companies would also spend four years on probation and would be required to make a series of operational changes, including improved training, installation of a new leak-detection system and meeting notification requirements, according to the U.S. Attorney’s Office.

In a statement, Amplify President/CEO Martyn Willsher said the company has ensured from the start that it was “working coop eratively with the various agencies investigating this incident.”

“We believe this resolu tion, which is subject to court review and approval, reflects the commitments we made immediately following the incident to impacted parties and is in the best interest of Amplify and its stakeholders,” he said. “We are committed to safely operating in a way that ensures the protection of the environment and the surrounding communities.”

SWAT officer’s retaliation suit alleges LAPD has gang arrest, gun quotas

ALos Angeles police officer is suing the city, alleging manage ment took career-damaging steps against him to keep him quiet about purported illegal quotas that command ers ostensibly established to increase specific crime statistics involving guns and gangs.

Officer John Walker’s Los Angeles Superior Court retal iation suit, filed Wednesday, seeks unspecified damages. A representative for the City Attorney’s Office issued a statement Thursday regard ing the suit.

“We will review the complaint and have no further comment at this time,” the statement read.

Walker is a 13-year LAPD veteran who was assigned to Metro Division in 2015 after applying for and being selected to a coveted position on the SWAT team, the suit states.

However, Walker’s career was “irreparably harmed” when the department alleg edly retaliated against him beginning in January 2020 by ordering him to remain at home, removing his police powers, stripping him of his gun and serving him notice of an intent to downgrade his LAPD position, the suit alleges.

The problems for Walker began when in 2015, as part of a Metro expansion by then-Chief Charlie Beck.

Walker and other LAPD officers began to be pres sured to increase the produc tion of specific crime statis tics, the suit states..

The command staff ordered that Walker and the other Metro officers report higher numbers of contacts with gang members, make more gun-related arrests and seizures and take more gang members into custody, the suit alleges.

“The clear message to (Walker) from the depart ment and its various levels of command staff was that officers needed to make more arrests related to gangsters and guns,” the suit states.

In roll calls and briefings, it was “all about the guns”

the arrest numbers, accord ing to the suit, which further alleges that “minimums had to be met.”

At Metro, if an officer went more than a day or two without producing a gang or gun arrest, commanders made it clear that the offi cer’s production needed to increase, the suit alleges.

“This was part of the methodology used to send and enforce the message: `Do as we say regarding our demands of arrests … or you are done here,”‘ the suit states

Metro officers with more gang arrests had the best chance to be promoted, the suit states.

Requiring specific

numbers of certain types of arrests violates the arrest quota in the state Vehicle Code and also potentially violates other due process and constitutional require ments, the suit states.

The LAPD’s decision to allegedly retaliate against Walker and other officers was done to send a message to the entire Metro officer population to be quiet and to not speak out regarding the potentially unlawful policies and practices in Metro of “pressuring/ordering/requir ing” officers to increase the statistics of identifying gang members and making gangand gun-related arrests,” the suit states.

Walker’s position was not

downgraded and believes the reason for that is the LAPD “realized that it acted hastily and improperly,” the suit states

Nonetheless, the other elements of the alleged LAPD retaliation has damaged Walker’s reputation, his ability to promote and his chances to be selected for other units and specialized assignments, the suit states.

“The retaliation will cause (Walker) to have to take a different career and retirement path … and will adversely affect his income, pension and other benefits,” the suit states.

Walker’s health also has been adversely impacted, according to the suit.

LA Council approves $1.7M toward housing those displaced by fireworks blast

The Los Angeles City Council approved nearly $1.7 million in funding Friday to provide relocation assistance services for residents displaced by a fireworks explosion last year.

The June 2021 controlled detonation by the Los Angeles Police Depart ment on East 27th Street, near San Pedro Street, sent 17 residents and first responders to hospitals, destroyed a bomb squad truck and damaged 22 resi dences, 13 businesses and 37 vehicles. According to the city’s housing depart ment, 14 properties have

been repaired, and the city is paying for 21 occupied hotel rooms.

As of June 30 — one year after the incident — 23 people in six households had been relocated to permanent housing. Eight more households were ready to relocate and search for affordable units. The city will pay for a contrac tor, Overland, Pacific & Cutler, to work with the remaining residents to determine housing needs, provide referrals to avail able housing, coordinate moves and disburse reloca tion assistance payments.

The city has already spent more than $1.3 million in accommodations.

Councilman Curren Price, who filed the motion, noted, “Since a number

of displaced residents continue to live in tempo rary housing, there is a need to address barriers keeping them from relocat ing to permanent housing.”

“Since day one of the 27th Street fireworks catastrophe, my office has served as a command center for impacted neighbors,” Price said on Twitter this week. “From start to finish, we have stood side by side with the affected families to ensure they never had to navigate through this horrible ordeal alone.”

A preliminary investi gation into the blast by the

Bureau of Alcohol, Tobacco and Firearms and Explo sives National Response Team found that the LAPD bomb squad significantly underestimated, based on a visual assessment, the weight of explosive material being loaded into the containment truck for detonation.

Displaced families were initially housed in local motels through Price’s office, which also estab lished a $1 million emer gency fund, but the city later rented 29 “corporate housing” units fit for longterm residency.

ArtCenter in Pasadena sues contractors for allegedly causing hillside fire LA gets a new rail line: Metro K Line open for business

The ArtCenter College of Design is suing a general contractor and a subcontractor company for allegedly causing a fire near campus in 2021 that resulted in landscape damage and the temporary shutdown of the campus.

The Los Angeles Superior Court lawsuit was brought Thursday by the Pasade na-based school against Halstead Construction Inc. and Platinum Drywall Corp., alleging breach of contract and negligence. The suit seeks unspecified damages. A Halsted representative

did not immediately reply to a request for comment.

The ArtCenter and Halsted agreed in March 2021 for the contractor to renovate the Ahmanson Auditorium on the campus grounds, accord ing to the suit, which further states the school believes Halsted subsequently entered a subcontracting agreement with Platinum Drywall.

During the course of the work, the two companies allegedly caused a fire on the hillside next to the Lida Street school on June 17, 2021, causing extensive damage to the landscape and irrigation

system as well as forcing the school to temporarily close, according to the suit.

“Although the Art Center has repeatedly demanded that defendants remedy the damages that they caused, (they) ... have failed and refused to do so and have committed additional breaches, resulting in further damage to the ArtCenter,” the suit states.

Corona police seek potential victims of flasher who targeted kids

Corona police Friday asked that any victims targeted by a man suspected of exposing himself to children walking home from area elementary schools come forward.

According to Corona police Sgt. Jason Waldon, there were three known occa sions in September when the flasher harassed youths.

A 22-year-old Eastvale man was arrested last week on suspicion of indecent exposure in connection with the alleged offenses. However, detectives are withholding his identity until further infor mation is obtained, including from other potential victims and witnesses, Waldon said.

“Our detectives believe there may be unreported inci dents involving this suspect,” the sergeant said.

The man’s custody status could not immediately be confirmed.

According to Waldon, all of the known victims were between 7 and 11 years old, and they were all heading home from their respective schools when they encoun tered the flasher.

One incident occurred near Mountain Gate Drive and Orange Heights Lane, another in the 3300 block of Big Dipper Drive, and a third was reported in the area of Tabitha Way and Talbot Circle, according to Waldon.

He said that the children were students from Ben Franklin and Eisenhower elementary schools.

“In each incident, the victims were walking by a vehicle parked along the curb when an adult male subject exposed himself to them,” Waldon said. “The vehicle and suspect description were similar in each case reported.”

Detectives ultimately identified the Eastvale man as the likely culprit in each instance, according to Waldon.

With much fanfare, Metro’s K Line opened Friday, running from the Crenshaw district to Westchester and giving South Los Angeles its most extensive rail service since the 1950s.

The line fulfills a dream that began when Tom Bradley was mayor from 1973-93 and sought to provide world-class transportation in South Los Angeles,” Los Angeles Mayor Eric Garcetti said.

“The K Line is integral to Los Angeles’ transportation future,” Garcetti said. “It will

open doors of opportunity for riders across our region and help make Los Angeles a more accessible, sustain able, and inclusive city.”

The northern-most point of the line is the Expo/ Crenshaw station at the intersection of Crenshaw and Exposition boulevards. The line heads south along Crenshaw Boulevard, with stations at Martin Luther King Jr. Boulevard, in Leimert Park and Hyde Park.

The southern half of the line uses the Harbor Subdi vision right-of- way, with stations in Fairview Heights

and downtown Inglewood, ending at the Westchester/ Veterans Station, near La Cienega Boulevard and Florence Avenue.

There will be free bus service from the Westches ter/Veterans Station to the C Line’s Aviation/LAX Station.

A station at Aviation and Century boulevards is set to open in fall 2023 and the LAX/Metro Transit Center Station in late 2024.

Metro offered free rides on all of its buses and trains through the weekend in connection with the K Line’s opening.

Average LA, Orange County gas prices drop from record highs

A33-day streak of increases that pushed the average price of a gallon of self-serve regular gasoline in Los Angeles County to records each of the past three days ended Thursday with a decrease of three-tenths of a cent to $6.491.

The average price rose $1.248 over the past 33 days, including a half-cent Wednesday, according to figures from the AAA and Oil Price Information Service. It is 23 cents more than one week ago, $1.20 higher than one month ago and $2.065 greater than one year ago.

The streak of increas es followed a run of 78 decreases in 80 days totaling $1.216 that began June 15, one day after the average price rose to a then-record $6.462.

The Orange County average price dropped 2.3 cents to $6.436 after rising 15 of the previous 16 days and setting records Tuesday and Wednesday. It rose $1.063 over the

previous 16 days, includ ing 1.4 cents Wednesday.

The Orange County average price is 18.5 cents more than one week ago, $1.198 higher than one month ago and $2.041 greater than one year ago.

The national average price rose for the 15th time in 16 days, increas ing 3.6 cents to $3.867. The average price has increased 19.3 cents over the past 16 days, including 2.6 cents Wednesday. It rose for 11 consecutive days, dropped four-tenths of a cent Sunday and resumed increasing Monday.

The national average price is 8.5 cents more than one week ago, 8.8 cents higher than one month ago and 64.6 cents greater than one year ago.

The national average price is $1.149 less than the record $5.016 set June 14.

The run of increases follows a 98-day streak of decreases totaling $1.342 that began the day after the record was set.

UCR report: Recession possible next year, but likely to be ‘moderate’

Economic growth is likely to continue through next year in the Inland Empire and other parts of the country, but it may be derailed by federal monetary policies and other factors, according to the UC Riverside Center for Economic Forecast ing & Development.

In its 13th annual Inland Empire Economic Conference, held Wednesday in downtown Riverside, the center pointed to positives and negatives on the horizon, noting that infla tion, interest-rate tightening by the Federal Reserve Bank and low housing invento ries are risks to the regional economy.

On the flip side, employ ment growth has been steady and consumer spending brisk, so a recession is not certain.

“Although there are signs of stress in parts of the economy, the wealth created by the excessive fiscal stimulus enacted in 2020 and 2021 continues to drive a consumer consumption binge

that will propel the economy forward,” center Director Christopher Thornberg said. “The only possible thing that could tip things downward in the near-term is if the Fed applies even more aggressive quantitative tightening to control inflation than they’re now projecting.”

Some economists have observed that the signifi cant slump in gross domestic product during the last two quarters signals the economy is already in the incipient stages of a national recession.

Thornberg and his fellow researchers acknowledged that the 40-year high inflation rate is a drag on the economy, and the Fed’s moves to contain it by gradually soaking up excess liquidity, could shock the economy into a moderate recession. If the Fed abandons rate-tightening altogether, the nation would likely stumble through an extended period of anemic growth, according to the forecast.

“This is now a balancing

act,” Thornberg said. “Policy makers went from maximum acceleration -- the stimulus -- to maximum braking -tightening by the Fed -- over a single year, something that would create turbulence in even the healthiest economy.”

In the previous quarter, UCR’s economic forecasters predicated that economic growth would slow but continue at a mellow 2% to 3% in 2023.

The new forecast noted that while the statewide housing market “went (like) gangbusters” for several years, real estate transactions have been throttled recently due to “a rising interest rate environ ment.”

“A price crash in the market is nowhere in sight, although a slowdown in price growth is expected,” accord ing to the forecast. “Current sale price cuts for homes in the Inland Empire are more of a reality check than a price decline warranting concern.”

Researchers said that

consumer spending is at its highest level since 2006, as a share of GDP, which has bolstered economic expan sion, but also pushed the nation’s trade deficit to a 20-year high.

In the inland region, the jobs story has been impressive, according to the forecast. The region has recovered all the jobs shed during the coronavirus public health lockdowns, with the

transportation and logistics sector leading the way.

The researchers predicted that “employment in the Inland Empire (will) continue expanding, although at a tapered pace” in 2023.

Riverside Council bans homeless camps along Santa Ana River LASD commander sues county, Villanueva over alleged inmate beating cover-up

An ordinance making homeless encamp ments illegal along a large swath of the Santa Ana River bottom in Riverside was adopted Tuesday in a 6-1 vote of the Riverside City Council.

The ordinance, No. 9.04.600, had been reviewed and debated by the council on two previous occasions, with all but one member consistently in favor of the ban. Councilwoman Clarissa Cervantes cast the lone dissenting vote against it Tuesday afternoon at City Hall.

The ordinance, which takes effect on Nov. 4, declares that camps or other tempo rary living facilities within space along the river bottom designated “wildland urban interface” are illegal.

Mayor Patricia Lock Dawson said in August that the ordinance “will help protect ... residents who have seen their homes threatened by dozens of fires.”

The ordinance specifies that “sitting, lying, sleeping” or maintaining habitable space along or in the river bottom within city limits is prohibited.

The new regulations permit police, fire, code enforcement and other municipal officials to disman tle transient camps and place items belonging to homeless individuals in storage facili ties. No civil penalties are established under the ordi nance, which recognizes that the city will provide resources,

including temporary shelter, to those impacted.

The regulatory apparatus will only be enforceable within the Riverside segments of the river bottom, spanning an east-west stretch from High grove to Norco, not impacting the Jurupa Valley segments.

“While many ... unshel tered persons experiencing homelessness live in urban centers, a growing number have taken refuge in the Santa Ana River bottom or more remote canyon areas,” according to the measure. “As more people, both housed and unsheltered, live within high fire zones, the risk of fires starting and causing harm and loss of life has also increased.”

The ordinance will be taking effect roughly the same time work begins on an upgraded levee network in the river bottom.

The Riverside County Flood Control & Water Conservation District announced at the end of August that crews will be initiating a four-year project to fortify levees to mitigate flood hazards between Jurupa Valley and Riverside. The $36 million project will require removing transient camps in the construction zone on the Jurupa Valley side of the river bottom.

Both sides of the channel will now, effectively, be off limits to transients, though camps are known to be aban doned and re-established on a re- occurring basis year-round.

Last fall, the city counted

39 homeless encampments along segments of the river bottom within municipal boundaries, according to offi cials.

Two-thirds of the brush fires that crews battled in the river bottom between the first half of 2017 and the first half of 2022 were human-caused, according to data collected by the Riverside Fire Depart ment.

Blazes routinely erupt due to cooking, warming and debris fires in transient camps. Properties have been damaged, along with public infrastructure, and residents have been placed under evac uation orders on numerous occasions.

According to the city, the Ninth Circuit Court of Appeals has affirmed the authority of municipalities to enact time, place and manner restric tions that prohibit sleeping or loitering for extended periods in public spaces, as long as alternative dwelling arrange ments are available.

The “wildland urban inter face” designation establishes guidelines for mitigating fire risks where housing density reaches a certain level amid natural vegetation.

Cervantes lodged her opposing vote after express ing concern for those who may be uprooted.

The city’s Office of Homeless Solutions is slated to provide assistance with coordinating alternate living arrangements for transients who are impacted.

ALos Angeles County Sheriff’s Department commander has sued the county and Sheriff Alex Villanueva, the latest of several department members to claim Villanueva directed a cover-up of a video of a deputy with his knee on the head of a man in custody for three minutes.

Plaintiff Allen Castellano’s Los Angeles Superior Court lawsuit alleges whistleblower retaliation, intentional inflic tion of emotional distress, defamation, false light and a violation of the Public Safety Officers Procedural Bill of Rights.

Castellano seeks at least $10 million in general damages and another $5 million in special damages. Also named as defendants are Cmdr. John Satterfield and Deputy David Yoo.

Villanueva issued a state ment Thursday regarding the lawsuit, saying it contained some of the same “outright lies” as similar suits filed by other LASD plaintiffs.

“There is no new infor mation contained within this claim, especially not an expla nation as to why (Castellano) and others so critically failed in the performance of their

duties,” Villanueva said.

The suit filed Tuesday alleges that Villanueva retaliated against Castel lano and other whistleblow ers regarding the alleged use of excessive force on March 10, 2021, by Deputy Douglas Johnson against an inmate, Enzo Escalante, at the San Fernando courthouse.

“The incident is reminis cent of how (former Minne apolis police) Officer Derek Chauvin had improperly cut George Floyd’s air off,” the suit states. “Here, Escalante survived, but under LASD policy, the nature of the deputy’s conduct required a swift criminal and adminis trative investigation into his conduct.”

Castellano, alerted of the Escalante incident, took the necessary steps to handle the matter promptly, but Villan ueva “obstructed justice and covered the Escalante incident up and retaliated against the plaintiff and others for blowing the whistle on the illegal conduct,” the suit states.

Villanueva then “used his usual political tactic of trying to frame the whistleblow ers for his own misconduct and has repeatedly defamed

(Castellano) ..,” the suit alleges.

Villanueva and Yoo defamed Castellano by suggesting in August that the plaintiff and the other whis tleblowers in the Escalante matter are criminals trying to avoid prosecution by suing the sheriff, according to the suit, which further alleges that the sheriff and Satterfield defamed Castellano by writing in a memo that the plaintiff was involved in a cover-up of the Escalante incident and committed “gross manage ment mistakes.”

Castellano suffers from extreme emotional distress and has been on medical leave for nine months for hyperten sion with blood pressure that sometimes reaches dangerous levels, the suit states. In April, while on leave, Castellano was “forced out of his unit and reassigned to an unspecified command,” the suit alleges.

Castellano’s potential for career advancement within the department has been severely undermined, accord ing to his suit.

Former Assistant Sheriff Robin Limon and retired Chief LaJuana Haselrig also have filed lawsuits alleging retalia tion by the department.

When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor informa tion that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Rela tions contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. 8. Permits, Inspections, Plan Checks, Governmental Approvals, Utility Fees and Similar Authorizations: The City has applied and paid for the following Governmental and Utility Approvals: Plan Check for Building Permit, Electrical Permit, Plumbing Permit, Mechanical Permit
