T he first round of closures occurred on the westbound side of the freeway last month, narrowing the whole freeway to just three lanes in both directions and causing commut ing delays felt across many cities other than Duarte and Irwindale, the towns nearest the I-605 on-ramp and Irwindale Avenue corridor where the construction is taking place. Expect the same snarls Other than starting an hour earlier on Aug. 17 workers are essentially on the same schedule, with construction ongoing until the planned reopening of the freeway at 5 a.m. on Aug.The23. continuing construction is in an effort to finish replacing hinges that help keep the San Gabriel River Bridge in place, while also resetting concrete, installing steel rebar and working on the concrete medians on that side. ‘We have to do it’ “The bridge essentially is 811-feet-long,” structur al manager Qunh Nguyn told ABC7. “The challenge in this project is not just the upgrade of the hinges — two hinges — hinge four and six, but we have to do it for the first time in Cali fornia.”While a full “carma geddon” didn’t neces sarily take form with the last shutdown, drivers are again encouraged to avoid the area, expect delays, and consider different solutions, like working from home or taking the MetroTheL-Line.50-year-old bridge has needed these hinge repairs for a while now to make the bridge more fit for seismic movement or “[when] there’s a big load going through the freeway. So we want that movement and that flexibility on the bridge,” Caltrans Spokes person Eric Menjivar told LAist. More upgrades The hinge and concrete repairs are a part of a $31 million earthquake retro fitting project but aren’t the only renovations the freeway will see soon. In addition to finishing what they started on the westbound side, Caltrans crew began potholing on and off ramps along the stretch of the I-210 freeway between Sunland Avenue in Sunland-Tujunga and Arroyo Blvd. in Pasadena on Aug. 11 to meet the current Americans with Disabilities Act standards. C alifornia Credit Union Tuesday invited all Los Angeles and Orange County teachers with innovative class project ideas to apply for grants through the financial company’s twice-yearly teacher grant program.Tengrants of $500 each will be awarded in October for the fall program, the credit union said. “Over the last decade of providing teacher grants, we’ve seen some amazing programs come to life. We hope our local teachers will make their dream project a reality by applying for a fall grant,” CCU President/CEO Steve O’Connell said. “Our goal is to provide a little extra support for teachers, who work so hard to engage their students in innovative ways. We look forward to reviewing this fall’s inspiring applications.”

The credit union said the grant program is available to full-time teachers in Los Angeles and Orange County, or to credit union members teaching in California who are looking to fund special learning opportunities. “The project should have clearly defined learning objectives tied to students’ academic needs, display creativity and benefit a significant number of students,” officials said. The credit union’s spring awards, which were handed out in May, funded a wide range of projects, including using geometry principles to design kites, hatching chicks, creating a mariachi music program and building a genetics lab, the company said.Interested teachers can find more information and apply online at ccu.com/ teachergrant. A motion for the city of Los Angeles to enter into a master lease with the downtown Cecil Hotel for a permanent housing program to address homelessness advanced in the Homeless and Poverty Committee on Thursday. The hotel, a historic building which has attract ed public fascination for its sordid past, was converted into an affordable housing complex last December, but six months later, just 73 of the 600 available units are occupied.Themotion, by council members Kevin de León and Bob Blumenfield, calls on various city agencies to provide a report outlin ing a program to provide permanent housing in the hotel through its voucher program.The proposed master lease between the city and the hotel would include “different scenarios to provide homeless services and to manage and fund the units.” Those scenarios might include providing residents with vouchers to subsidize their leases. “This is an emergency,” Susie Shannon, policy director of Housing is a Human Right, told City News Service. “And we can’t afford to keep vacant units here. We can’t afford to let them go into disrepair. We can’t afford to convert them to luxury.”The facility, which was acquired by Simon Baron Development and is operated by the Skid Row Housing Trust, includes secured entry, a community kitchen, laundry facility, a recreational room and on-site case management services provided by SRHT Health and Social Services. Dr. Jack Chen, a 53-yearold radiologist, filed a restraining order against his wife, Yue “Emily” Yu, 45, on Friday.Yu,who was arrested by Irvine police on suspicion of attempting to poison her husband, was released from jail after posting $30,000 bail. Chen said she called him to post bail but he refused, according to the restraining order. The Riverside County District Attorney’s Office in September 2019 took the matter to the 19-member county grand jury, and jurors declined to indict Sanchez. In the summer of 2020, the Los Angeles Police Commission determined the Costco shooting reflected unjustifiable use of force, and Sanchez was booted out of the LAPD a month later. The French family filed a civil suit against the LAPD, the city of Los Angeles and Sanchez at the end of 2019, alleging negligence, civil rights violations and both intentional and negligent infliction of emotional distress. A Los Angeles jury in November 2021 ruled in favor of the plaintiffs, awarding them $17 million in damages. The victims were shopping when they approached a food sample table with sausages, where the defendant was also standing, holding his then18-month- old son. No one has disputed that, for reasons still unknown, Kenneth French shoved the off-duty lawman to the ground. According to Sanchez’s civil attorney, David Winslow, his client was dazed, and when he saw his son next to him screaming, he “had no choice but to use deadly force.”Tapes from body-worn cameras of Corona police officers who went to the scene captured statements from Sanchez indicating that he initially believed Kenneth French was holding a weapon. But the victim was not armed, according to police. Russell and Paola French said they pleaded with Sanchez not to shoot, telling the officer that their son, who had been diagnosed with schizophrenia and was largely nonverbal, had psychiatric trouble. Store security surveil lance tapes showed the victims backing away from Sanchez when he fired. Kenneth French was shot once in the shoulder and three times in the back, while Paola French was shot in the back and her husband was shot in the abdomen, result ing in the loss of a kidney.

Witness describes aftermath of deadly shooting in Corona Costco

T he number of shots fired in a Corona Costco where a devel opmentally disabled man was killed by an off-duty LAPD officer who was shoved by the victim gave the impression that two people were firing inside the store, a witness testified Thursday. “I heard two shots, then four or five shots separate from the first two,” William Gagnon testified in the preliminary hearing for 33-year-old Salvador Alejandro Sanchez of Corona. “I assumed there were twoGagnonshooters.”was called by U.S. Attorney’s Office prosecutors on the second day of Sanchez’s preliminary hearing, which was expected to conclude early next week at the River side Hall of Justice. At the end of proceedings, Riverside County Superior Court Judge Samuel Diaz will decide whether to bound the defendant over for trial on charges of voluntary manslaughter and two counts of assault with a semiauto matic firearm resulting in great bodily injury. The shooting occurred on the evening of June 14, 2019, inside the Costco at 480 N. McKinley St., where 32-yearold Kenneth French was killed and his parents, Russell and Paola French, all of Corona, were critically wounded. Gagnon testified that he had been milling around the store, searching for items, when he misplaced his keys. He didn’t realize that he had lost them until he reached the parking lot to leave, prompt ing him to turn around and go back into the Costco. “I was trying to retrace my steps,” the witness recalled. As he headed down the main aisle, gunfire erupted, Gagnon said, resulting in several moments of chaos, as people fled in all direc tions. The witness said that when things settled down, he proceeded in the direction of where he saw four people were laying down, assuming they were victims. “I saw one guy with a gun in his right hand, pointing it another person on the ground,” Gagnon testified. “I asked him, `Where’s the gun?’ And he said, `He still has it in his hand! He still has it in his hand!”’The person pointing the handgun was Sanchez, accord ing to testimony. Gagnon said he checked the wounded individual -- later identified as Russell French -- to whom the off-duty policeman was motioning, but there was no gun. Gagnon testified that Russell French moaned, “My son is sick, my son is sick.” The witness said that before walking over to check on Kenneth French, he saw the mortally wounded man’s mother laying on the floor, pleading, “Help me, help me.” Store employees and other witnesses began to converge on the scene to aid the wounded husband and wife, while Gagnon knelt beside Kenneth French. “He appeared to be having difficulty breathing,” the witness said. “There was blood coming out of his right ear. His body was shaking. There was like a tremor every now and again. I stayed with him for five or 10 minutes. I took his right hand and tried talking to him, but he didn’t respond. Then he appeared to stop bleeding, and there was no more labored breathing. I tried to feel for a pulse, but there was no Accordingpulse.”tothe witness, he remained convinced a second shooter had been involved because of the spacing of the gunfire -- and the fact that he thought he heard two different sounding echoes, comparing one to a 9mm handgun, and the other to a higher caliber firearm. According to Corona police investigators, only Sanchez was armed and fired 10 shots from his off-duty pistol. When he announced criminal charges against Sanchez last summer, Cali fornia Attorney General Rob Bonta said that the case was about “pursuing justice” and reaffirming the principle that “nobody is above the law.”

Nearby residents were either evacuated or told to shelter in place as the standoff continued.Atabout 10:45 p.m., inves tigators fired a flash-bang device at the home, prompting the suspect to limp out with his hands raised, surrender ing to officers and deputies. He was taken to a hospital for treatment of the apparently self-inflicted leg wound. The identity of the injured officer was not immediately released. Bourgeous said the officer has been with the department for about six months, but has about three years of overall law enforce ment experience, having previously served with the sheriff’sNeighborsdepartment.toldreporters at the scene that the family involved in Wednesday’s violence has been repeatedly involved in fights and argu ments.The shooting marked the second time this week a police officer came under fire. On Monday, off-duty Monterey Park Police Depart ment Officer Gardiel Solorio was fatally shot during an apparent robbery attempt outside a gym in Downey. Solorio was off duty at the time, and there’s no indication the shooting was related to his job as a police officer. Two suspects — a man and a teen — were arrested in connection with Solorio’s killing. The man was charged Wednesday with murder and other counts. CITY SERVICE

Opposition’s petition delays pay hike for LA healthcare workers

A man accused of shooting an Arcadia police officer in the face and wounding two other people — including his 73-year-old mother — and sparking a roughly five-hour standoff, is in custody, and the officer is being treated at a hospital and expected to recover.Nurhan Venk, 47, who suffered an apparently acci dental self-inflicted gunshot wound to his leg during the incident, was booked on suspi cion of attempted murder, according to Lt. Derrick Alfred of the Los Angeles County Sheriff’s Department. Venk also allegedly shot his 73-year-old mother, Ankine Venk, in the chest, Alfred said. An 83-year-old man who lives across the street, Zoo Yang, was wounded in the eye by a stray bullet that passed through a window frame. Venk was arrested around 10:45 p.m. Wednesday follow ing the standoff in the 2500 block of Greenfield Avenue, authorities said. The wounded police officer, who was not identi fied, was reportedly in stable condition, recovering from a gunshot wound to the side of the face. He and the other wounded victims are all expected to survive, Alfred said.Arcadia police responded around 5:40 p.m. Wednesday to a report of a family distur bance.According to Alfred, Venk’s mother owns the home and had “kicked out” her son Nurhan, who used to live there. On Wednesday, the suspect returned to the residence, prompting a family dispute that led to a police response. The LASD reported officers at the scene were speaking to a witness who told them Venk arrived at the home “armed with handguns” and was threatening his mother inside when they overheard at least two gunshots coming from the home. As officers approached the home, the suspect opened fire, striking one officer in the face, Arcadia police Lt. Brett Bourgeous said, noting that the officers did not return fire. Another officer was treated for an apparent ankle injury.

The ordinance raised workers’ minimum wage, adjusting it annually to account for increases in the cost of living, and prohibits employers from funding the minimum wage increase by laying off workers or reducing benefits or hours. The ordinance applies only to privately owned facilities, including hospi tals, clinics, skilled nursing facilities or residential care facilities. It applies to workers including clinicians, nursing assistants, aides, technicians, maintenance workers, janitors, house keepers, clerical workers and administrative workers. The measure was brought to the City Council through an initiative petition drive organized by the Service Employ ees International UnionUnited Healthcare Workers West. The council had the option of either putting the issue on the ballot or adopting the minimum wage hike outright. It opted for adopting the measure without a public vote. Renée Saldaña, spokes woman for SEIU-UHW, responded to the proposed referendum on the measure with a statement saying, “Greedy hospital executives have experienced record pandemic windfalls, yet they have no plan to address the staffing crisis plaguing Los Angeles hospitals. They are out of step with local voters if they think the solution is to slash wages for the care givers who got us through the pandemic. The problem that needs to be addressed is bloated executive compen sation that is driving up health care costs for Ange lenos.”According to the union, a recent survey of its members found concerns about shortstaffing at health care facili ties, and 20% said they had considered leaving the field in the past year. A recently approved ordinance raising the minimum wage of some health care workers in the city to $25 per hour was temporarily suspended from taking effect Thursday by the city clerk’s office after a referendum petition chal lenging the ordinance was filed. Mayor Eric Garcetti signed the ordinance into law in July after it was adopted by the city council. The ordinance will be suspended while the city clerk’s office determines if the petition, filed Wednes day, contains a sufficient number of valid signatures -at least 40,717. If sufficient, the issue would go before voters in 2024. The “No on the Los Angeles Unequal Pay Measure” group contends the municipal ordinance excludes workers at more than 90% of health care facilities in the city, calling the measure “inequitable and discriminatory.” The group is looking to force a referendum that would put the issue before voters. The ordinance “requires pay increases for only some workers at some facilities, while completely exclud ing workers doing the exact same jobs at other provid ers,” according to George W. Greene, president/CEO of the Hospital Association of Southern California, which is backing the effort. “We all agree that health care workers deserve support and recognition for the heroic work they do and hospitals go to great lengths to reward and appreciate workers. We support further conversations around fair and equitable compensation, but the deeply flawed nature of this ordinance means that -- at a minimum -- voters should have the final say,” he said.“No on the Los Angeles Unequal Pay Measure” is funded primarily by the Cali fornia Association of Hospi tals and Health Systems. “The past few years have taken an unimaginable toll on our healthcare workers -- often putting themselves at risk to care for the sick and their families,” Garcetti said in a statement announcing the signing of the ordi nance. “It is time we put them first. Our health care heroes deserve fair compen sation for their critical work, countless sacrifices and incredible service to our city and its people.”

He said his mother also suffered minor shrapnel injuries. As officers backed away from the home after coming under fire, Venk’s mother and her 12-year-old grandson ran from the home to safety, according to the LASD. Venk’s mother was then taken to a hospital with a non-lifethreatening gunshot wound to the chest, while the boy was not reported to be injured. Venk barricaded inside the home following the shooting, and a sheriff’s Special Enforcement Bureau team was summoned to the scene.
