The Airport Fire that began in an Orange County canyon and quickly swelled through vegetation and marched into Riverside County continued to spread destruction in both counties Wednesday, with an unknown number of structures damaged or destroyed.

According to Cal Fire, seven injuries have been reported from the fire that began Monday afternoon, although no details were provided. As of Wednesday morning, the fire was estimated at 22,376 acres, with no containment.

On Tuesday, the Orange County Board of Supervisors approved an emergency declaration in response to the fire, in hopes of obtaining additional financial resources for the firefight and eventual recovery. Meanwhile, Gov. Gavin Newsom secured assistance from the Federal Emergency Management Agency for all the fires in the state, including the Airport Fire, the Bridge Fire burning in Los Angeles and San Bernardino counties and the Line Fire in San Bernardino County.

The Airport Fire began about 1 p.m. Monday near Trabuco Canyon Road in the area of the remotecontrolled airplane airport, said Orange County Fire Authority Capt. Sean Doran. OC Fire Authority Capt. Steve Concialdi said that by Tuesday morning, the fire had raced up the canyons and hillsides and crested into Riverside County. The blaze also bore down on

Santiago Peak, which is home to a series of radio and television broadcast towers, used not only by local media outlets but also federal and local government agencies. The fire appeared to lap right up to the base of some of the towers, but the equipment appeared to escape any serious damage.

ByearlyTuesday evening, the flames marched downslope toward Lake Elsinore, with video from the area showing some struc-

tures and vehicles consumed by flames.

Ortega Highway was closed between Grand Avenue and Nichols Institute. That area had been under a voluntary evacuation warning, but late Tuesday morning, mandatory evacuation orders were issued for areas along the highway near Caspers Park.

A mandatory evacuation order was previously issued for the Robinson Ranch community in Rancho

Santa Margarita. Voluntary evacuation warnings were in place for residents on Rose Canyon Road, Trabuco Creek Road, Trabuco Canyon Road, Trabuco Oaks Drive, Joplin Loop and Cook's Corner. Evacuation warnings were issued Tuesday for Silverado and Modjeska canyons.

A "care and reception shelter" for evacuees was established at the Rancho Santa Margarita Bell Tour Regional Community Center, 22232 El Paseo. Large animals can be sheltered at the Orange County Fair Grounds, 88 Fair Drive in Costa Mesa.

Some pets were being sheltered at OC Animal Care at 1630 Victory Road in Tustin, officials said. Mission Viejo Animal Services was also helping residents with shelter for pets.

Additionalevacuation warnings were also in effect for a host of Riverside County areas near the fire zone, generally in an area east of the Orange County line, north of the San Diego County line, south of Bedford Motor Way and west of Interstate 15.

Early Tuesday afternoon, some of those warnings became evacuation orders, impacting an area generally north of the San Diego County line, east of the Orange County line, south of Lake Elsinore near the base of Ortega Highway and west of South Main Divide Road/Grand Avenue.

Bridge Fire near Glendora prompts evacuations, road closures

Firefighterswere working against high winds and low humidity to contain a nearly 48,000-acre brush fire Wednesday near Glendora that prompted road closures and evacuations.

The Bridge Fire started around 3 p.m. Sunday near East Fork and Glendora Mountain roads, the U.S. Forest Service reported. The blaze increased from 4,100 acres Tuesday to 46,727 acres and spread from Los Angeles County into San Bernardino County by early Wednesday, when the latest acreage totaled 47,904 with 0% containment.

The initial report assessed the blaze at 75 acres, but it swelled to 820 acres by 7 a.m. Monday with 0% containment as a result of high winds and low

humidity. By noon Monday, the fire had increased to 1,255 acres with containment still at 0%.

Several homes were destroyed in the Wrightwood area, according to media reports. The fire also burned ski lifts at the Mountain High resort. Evacuation orders were also in place for:

Sheriff's deputy pleads no contest in crash that killed 12-year-old boy

ALos Angeles County sheriff'sdeputy pleaded no contest last week to vehicular manslaughter with gross negligence in connection with a high-speed, off-duty crash in South Gate that left a 12-year-old boy dead.

Ricardo Castro, now 30, is facing six years in state prison, with sentencing set Sept. 25 at the downtown Los Angeles courthouse, according to the Los Angeles County District Attorney's Office

Castro will waive credit for the time he spent in county jail before being released, as well as the time he subsequently spent on house arrest or electronic monitoring, along with surrendering his Peace Officer Standards and Training certificate, according to the District Attorney's Office.

Castro was charged in February 2023 with one count each of murder, vehicular manslaughter and reckless driving causing great bodily injury in connection with the Nov. 3, 2021, crash that left Isaiah Suarez Rodriguez dead and injured the boy's older sister, along with Castro and his passenger.

The remaining charges will be dismissed, according to the District Attorney's Office.

Castro "is currently relieved of duty," the Los Angeles County Sheriff's Department told City News Service.

Castro's driving history revealed that he has been involved in "multiple collisions" and received several traffic tickets, including for speeding, the district attorney said.

"Mr. Castro was also involved as a passenger in a fatal traffic collision just three months prior to this fatal collision," Gascón said.

At a news conference last year announcing the case, Los Angeles County District Attorney George Gascón said an investigation showed that the off-duty deputy may have been traveling at speeds nearing 95 mph in a 25 mph school zone as he approached the busy intersection of Firestone Boulevard and San Juan Avenue.

The county's top prosecutor noted that Castro received rigorous training through his work as a sheriff's deputy and had significant personal and professional knowledge about the dangers of driving at an excessive speed.

"Mr. Castro's recklessness ended the life of a boy with

South Gate Police Department Chief Darren Arakawa said at the February 2023 news conference that the boy was an "innocent child" who "didn't stand a chance in that crash."

Arakawa said the off-duty deputy was driving his Ford pickup truck at an "unsafe speed far beyond the speed limit" when he broadsided the side of the Mercedes-Benz in which the boy was riding as his sister was negotiating a left turn.

"Despite the valiant efforts of LA County firefighters and medical staff at Long Beach Memorial Hospital, Isaiah did not survive this horrific event," the police chief said.

"I want to emphasize that this was a preventable

incident that was clearly in the hands of Mr. Castro, and that cannot be understated. At the time of the collision, the street was heavily populated with motorists and pedestrians and occurred during a time period while school children were still present."

In an emotional statement, the boy's mother said, "First of all, I want to say that I love my son. I love you, Isaiah, and I miss you every single day."

She said the boy — who had decided three days earlier to be baptized — was out that afternoon to get a ruler for a classmate whose ruler had been taken away while being bullied.

The victim's mother Betsabe Suarez said that her family is "completely broken" by his loss, and said she was thankful that the crash was not brushed "under the rug."

Castro was the second Los Angeles County sheriff's deputy to be charged in just under two years in connection with a deadly high-speed crash while off-duty.

Daniel Manuel Auner, now 26, was sentenced in June 2023 to 13 years in prison on charges stemming from a crash that killed one of his passengers, 23-year-

old Ashley Wells, and seriously injured two other young women in his Dodge Charger.

Auner — who was initially charged with murder and was a former deputy by the time of his sentencing — pleaded no contest to one count each of voluntary manslaughter and gross vehicular manslaughter and two counts of assault with a deadly weapon

Auner was driving 116 mph when his Dodge Charger struck the center median, and the vehicle was traveling at least 71 mph when it struck a traffic pole at the corner of Crenshaw Boulevard and 190th Street, according to stipulations between the prosecution and the defense during a December 2021 hearing in which he was ordered to stand trial.

He was arrested by Torrance police in May 2021, one day before the criminal case was filed against him.

Auner remained in custody until he was released from jail on bond just over two weeks later and was given credit for 371 days already served given his time on house arrest. He waived credit for 365 additional days and was led out of the Torrance courtroom in handcuffs after his sentencing last year.

Judge Cannon should be removed from Trump case, watchdog group argues in new legal filing

Judge Aileen M. Cannon has shown bias in handling criminal charges against former President Donald Trump and should be reversed and removed from the case to “preserve the appearance of justice,” a public interest group argued in a legal filing on Aug. 3.

The brief filed by Citizens for Responsibility and Ethics in Washington and joined by a retired federal judge and two constitutional lawyers is a direct legal assault on Cannon’s decision to throw out special counsel Jack Smith’s prosecution of Trump for alleged mishandling of classified documents. CREW is a nonpartisan opengovernment advocacy group that has been at the vanguard of fighting Trump in various legal battles.

The brief argues that Cannon’s decision “hinged on ignoring the plain text of four federal statutes,” dismissing “a landmark Supreme Court opinion confirming the Attorney General’s power to appoint a Special Counsel.”

CREW writes that “a reasonable member of the public could conclude, as many have, that the dismissal was the culmination of Judge Cannon’s many efforts to undermine and derail the prosecution of this case.”

In a stunning July 15 ruling, Cannon wrote that Attorney General Merrick Garland exceeded his authority by appointing Smith as special counsel without congressional approval and violated the Constitution’s separation of powers. “The Special Counsel’s position effectively usurps that important legislative authority,” she said. Critics say that decision was incorrect and disregarded years of legal precedent, including a landmark Supreme Court ruling.

Smith appealed her decision to the 11th U.S. Circuit Court of Appeals, but he stopped short of asking that Cannon be removed if the case is remanded.

Nancy Gertner, a retired federal judge from Massachusetts, was one of several parties who joined CREW as a friend of the court. She told ProPublica she decided after analyzing Cannon’s decision that it could not be explained by her caseload or inexperience.

“It was clearly bias,” said Gertner, who is a senior lecturer at Harvard Law School, citing repeated rulings from Cannon that were favorable to Trump’s attorneys. “And with this Supreme Court, there’s no ceiling. All precedents are up for grabs.”

Federal statutes governing reassignment of cases give appellate courts authority to ask the chief judge in a district to move the case if the original judge “has engaged in conduct that gives rise to the appearance of impropriety or a lack of impartiality.” The brief cites several precedents, but reassignment based on judicial bias is uncommon.

Cannon, 43, was appointed to the Fort Pierce courthouse in the Southern District of Florida by Trump in November 2020, after

he lost the election to Joe Biden. She was randomly assigned to the Trump document-handling case in 2022.

In May, the circuit’s Judicial Council dismissed several misconduct complaints against Cannon, alleging that she deliberately slowed down the Trump case and that she should have recused herself from the case as a Trump appointee. The panel said it would not discipline a judge unless it found a pattern of slowness in numerous cases and did not require

her recusal based on her appointment. At the time, Chief Judge William H. Pryor Jr. cut off what he called an orchestrated campaign that brought in more than 1,000 letters seeking her removal.

Cannon’s sudden decision to throw out Smith’s case came on the opening day of the Republican National Convention, and Trump praised her in his acceptance speech as a “highly respected federal judge” willing to stand up against what he has called Smith’s “witch hunts.”

Represented by San Francisco lawyer Steven A. Hirsch of Keker, Van Nest & Peters, CREW described Cannon’s decision to end the case as “the culmination of many efforts to undermine and derail the prosecution.” It cited a series of unprecedented rulings over many months in which Cannon appeared to create “a parallel legal universe for former presidents” and crossed the line “to active judicial interference and advocacy” for Trump.

CREW criticized Cannon for adopting a lone concurrence from Supreme Court Justice Clarence Thomas in an immunity case against Trump and, shortly afterward, rendering a 93-page opinion that echoed the justice’s position that Smith’s prosecutions violated the Constitution.

sies during Cannon’s case that offer the appeals court “more-than-adequate grounds to reassign the case upon remand.”

The 11th Circuit has taken the unusual step of reversing Cannon twice during the course of the case, including a harsh rebuke in December 2022 of her decision to appoint a special master to screen classified documents.

Cannon approved the appointment of a senior federal judge in New York and various federal consultants to examine materials seized from Mar-a-Lago in Florida. Smith had complained to the appeals court that a special master was unnecessary and slowed down the prosecution.

“If the court reverses Judge Aileen M. Cannon’s ruling in this matter, it will be the third time in under three years that it has had to do so in a seemingly straightforward case about a former president’s unauthorized possession of government documents,” CREW argued.

At 5:08 a.m., a passerby in the 200 block of Foothill called to report a broken window to a business. Officers arrived and a window was damaged. This investigation is continuing.

At 10:06 p.m. an officer patrolling the area of Myrtle and Duarte when he saw a vehicle commit a vehicle code violation. The officer conducted a traffic stop and made contact with the driver. A computer search revealed the driver had warrants for his arrest. He was arrested and taken into custody.

At 11:52 p.m. a resident in the 300 block of Linwood reported that she saw a man hiding under a car in the street and she believed he was holding a knife. Officers arrived and discovered two vehicles had their tires flattened. The suspect was gone when officers arrived. This investigation is continuing.

Aug. 30

At 1:09 a.m. a caller in the 700 block of East Huntington reported male subject urinating on a tree. Officers arrived and made contact with the subject. A computer search revealed the subject had outstanding warrants. He was arrested and taken into custody.

At 7:51 p.m., an officer was flagged down by a security guard in a parking lot in the 300 block of West Huntington. The security guard reported a male subject walking by shoplifted from a business. The officer made contact with the subject. An investigation revealed the

subject was still in possession of the stolen items. The subject was arrested and taken into custody.

Aug. 31

At 2:15 a.m., an officer patrolling the area of Myrtle and Evergreen saw a vehicle traveling at a high rate of speed and conducted a traffic stop. The officer made contact with the driver who displayed symptoms of being under the influence. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period. Grand Theft Auto Recovery – Suspect Arrested August 31 at 8:44 a.m., while patrolling the area of Myrtle and Pomona officers saw a suspicious vehicle parked in a parking lot. A computer check revealed the vehicle was reported stolen in Northern California. The driver was arrested and taken into custody. Shoplifting August 31 at 1:05 p.m., an employee from a retail store in the 500 block of W. Huntington called to report a male subject stole merchandise and fled. This investigation is continuing. Intoxication / Warrant Arrest – Suspect Arrested August 31 at 6:04 p.m., a caller in the 1600 block of S. Mountain called to report that a subject outside appeared to be intoxicated. Officers arrived, made contact with the subject and determined the subject was too intoxicated to care for himself. A computer search revealed he had a warrant for his arrest. He was arrested and transported to the MPD jail. Intoxication –Suspect Arrested August 31 at 6:44 p.m., a passerby reported an intoxicated person near a business in the 300 block of W. Huntington. Officers ar-

At 1:30 a.m., an altercation involving a stabbing was reported behind a business in the 400 block of South Myrtle. Officers arrived and located the victim who was suffering from a laceration. The suspect was located and arrested and taken into custody. The victim was transported to a hospital for treatment.

Sept. 2

At 2:07 p.m., a resident in the 100 block of West Cherry called and reported a child unattended inside a vehicle in very hot weather. Officers and MFD responded and the child was removed from the vehicle. The father was arrested and taken into custody.

Sept. 3

At 9:20 a.m., a caller in the 400 block of West Huntington reported a male subject throwing items at passing vehicles. Officers responded and detained the subject. A computer search revealed the subject was on probation. He was found to be in possession of drug paraphernalia. He was arrested.

At 3:07 p.m., a subject wanted for assault with a deadly weapon came into the station to turn himself in. The subject was arrested and taken into custody.

At 7:39 p.m., a victim in the 100 block of West Foothill called to report her wallet stolen. Officers arrived and made contact with the victim who reported a male subject told her that there were nails behind her vehicle. When she stepped out of her car to pick up the nails, her wallet was stolen. Her cards were used in various locations. This investigation is continuing.

At 10:47 p.m., a resident in the 100 block of West Colorado called to advise that someone threw a rock at his vehicle. This investigation is continuing.

Aug. 18

At 11:29 p.m., officers responded to the 200 block of Hacienda Drive regarding a residential burglary investigation. The resident thought they heard someone inside of the house. Officers checked the residence but did not find anyone inside. A bucket full of coins and several records were taken from the bedroom. It appears the unknown suspects entered through an unlocked sliding glass door.

Aug. 19

At 10:41 a.m., officers responded to a burglary alarm at a business in the 900 block of South Baldwin Avenue. Officers contacted the manager who said unknown suspects broke in by prying open the rear door. The suspects entered and took money from the

cash register. The location has CCTV, but the manager did not have access to the footage.

At 11:40 a.m., an officer responded to a burglary investigation at a business located in the 1100 block of South Baldwin Avenue. The officer discovered that a male and female used bolt cutters to access a lock box on the front door. The suspects removed a key, unlocked the front door, entered and stole money and a credit card from the business. A short time later the credit card was used several times in El Monte.

At 9:53 p.m., officers responded to the 1800 block of Stonehouse Road regarding a residential burglary investigation. Officers spoke to a friend of the resident who was monitoring the house while the owner was out of town. The friend told the officers they were notified of a burglary alarm activation the night before. They came to the residence today and discovered the rear sliding glass door had been shattered. It is not known if anything was taken.

Aug. 20

At 9:48 p.m., an officer investigated a residential burglary in the 100 block of West La Sierra Drive. The resident had just returned from vacation and discovered the burglary. Through CCTV footage, the officer was able to determine the burglary occurred on Aug. 15 at about 9:49 p.m. The suspect disabled the alarm system, shattered a rear sliding glass door and ransacked the primary bedroom. The suspect was a male wearing a dark hooded sweatshirt and was seen leaving in a white car with tinted windows. According to the resident, nothing was stolen.

At 8:54 a.m., an officer investigated a commercial burglary in the 600 block of West Duarte Road. The officer determined that at about 1:32 a.m., a suspect shattered the side door to the business, entered and stole money from the cash register. The burglary was captured on CCTV which showed a male suspect wearing a hooded sweatshirt, a baseball style hat and Nike “Air Jordan” shoes.

Aug. 21

An officer responded to an attempted residential burglary investigation in the 1300 block of South Second Avenue. The residence is under construction and the incident was captured on CCTV at about 1 a.m. The suspects entered the rear yard and were seen (CCTV) looking into windows when an audible alarm activated. The four suspects fled before making entry. The suspects were four males wearing dark clothing and gloves.

At 12:47 p.m., an officer responded to an attempted residential burglary investigation in the 2000 block of Bella Vista Avenue. The resident told the officer at about 12:20 p.m., they were working inside of their home office. The resident noticed three males wearing dark clothing and gloves in the backyard. The resident began tapping on the rear sliding glass door which gained the attention of the suspects. The suspects fled before breaking into the house. The residence has CCTV. The officer reviewed the footage and observed one of the suspects manipulating a side door handle before being scared away by the resident. The suspects were seen leaving in a white BMW SUV.

Placentia barber charged with murder, torture of 6-year-old boy

A Placentia barber has been charged with murder and torture for beating a 6-year-old boy he was babysitting to death with a piece of lumber after the first grader peed his pants at a local park. The boy’s mother was working the night shift as a nurse’s assistant at St. Joseph’s Hospital while her son’s babysitter drove the critically injured boy to Children’s Hospital of Orange County (CHOC) in the early morning of Aug. 30. Chance Crawford, 6, died from his injuries Sept. 3 in the afternoon. Ernest Lamar Love, 41, has been charged with one felony count of murder, one felony count of torture, and one felony count of child abuse causing death. He faces a maximum sentence of 32 years to life plus five years if convicted on all charges.

Toddler who died in hot car identified

On Monday, the Orange County Sheriff’s Depart-

ment identified 3-year-old Ily Ruiz, of Anaheim, as the toddler who died inside a locked car while with her mother, who survived. The incident occurred Friday on the 1300 block of Fashion Lane. Authorities were still investigating how the two got locked inside the vehicle. According to , a family member smashed a window to rescue the girl. The mother was taken to an area hospital.

Riverside County Animal Services officer takes plunge to untangle bird wrapped in fishing line

Riverside County Animal Services officer Michael Cox waded toward the bird that was struggling to free itself from some fishing line discarded at Lake Evans at Fairmount Park in Riverside. Once he reached the bird, the water was up to his chest and that’s when the officer realized the fishing line was snagged in a tree, essentially trapping the bird from mobility. Frightened by his presence, the heron took a few swipes at Officer Cox. He was able to avoid injury, snipped the line and calmly walked the bird to shore to finish removing all of the line. Officer Salazar noticed the heron had a hook in one of its wings. They transported the heron to the Western Riverside County/City Animal Shelter in Jurupa Valley where veterinary staffers carefully removed the hook and examined it for any injuries. It was kept overnight for observation.

205 arrests made by task force targeting sexual exploitation of children

Authorities Monday announced that 205 arrests were made during "Operation Online Guardian," a multi-agency law enforcement effort in Los Angeles, Orange, San Bernardino, Ventura and Santa Barbara counties targeting predators who sexually exploit minors via the internet.

The operation was conducted from Aug. 12-23 by personnel assigned to the Los Angeles Regional Internet Crimes Against Children Task Force, Los Angeles Police Department Deputy Chief Alan Hamilton said at a news conference Monday morning at LAPD headquarters.

The ICAC Task Force Program was developed by the United States Department of Justice's Office of Juvenile Justice and Delinquency Prevention, Hamilton said.

The Los Angeles Regional ICAC Task Force, which is led by the LAPD, covers Los Angeles, Orange, San Bernardino, Ventura, and Santa Barbara counties, and is comprised of 102 affiliate agencies, Hamilton said.

The LAPD ICAC unit, as the lead agency, is the primary clearing house for all CyberTips, associated to the five southern California counties that are received from the National Center for Missing and Exploited Children.

-- Contact/attempt contact with minor for sex;

-- Sending obscene matter to a child for sex;

-- Penetration with a foreign object by force or fear;

-- Sodomy;

-- Possession of child sexual abuse material;

-- Distribution of child sexual abuse material;

-- Child annoying;

-- Failure to register as a convicted sex offender;

-- Violation of conditions of parole; and

-- Violation of conditions of probation.

Monrovia Old Town report: Cooler weather, at last!

As we inch closer to the season of being “thankful and grateful,” let me be the first to say that I am so thankful that the heatwave has let up. That was a doozy, for sure! It will be nice to see more people out and about in Old Town as the temperature drops to bearable and possibly even lovely levels. I’m not sure how large the crowds will be, what with the dismal air quality due to the fires raging east of us. There is currently no threat to Monrovia, but our hardworking and dedicated firefighters are keeping a very close eye on the situation.

Some of you may be aware that many of our Old Town businesses, specifically restaurants, are struggling financially. Some have even put their businesses up for sale. The reasons for this vary: cost of goods, cost of labor and a decline in sales. A lot of people are just not spending their money as freely as they did in the past. Some of our restaurants have raised their prices to cover the high expense of operating. Others are trying to entice business by keeping their prices as low as possible, while tightening their belts as far as they can. With that being said, financial hardship never comes at a good time, but with the Taste of Old Town scheduled to return this October, the struggle is real! The cost to be a vendor at the Taste of Old Town can be quite significant. The restaurants must purchase their food items, then prepare and serve them

And he urged parents and caregivers to educate themselves and their children on the dangers of the internet, and to monitor their children's internet usage and have an open dialogue with them.

During these struggling times, it is unclear how many restaurants will be able to attend, therefore leaving the fate of this year’s Taste of Old Town up in the air. I know that Kiwanis is considering the postponement of this event, until these financial hurdles are cleared and they are digging deep to produce an

alternative that will not strain the restaurant owners. Whatever Kiwanis decides, I and many others are here for it! Kiwanis does so much for our community that we can all do our best to support them right back. I would much rather they postpone the

Taste of Old Town until it can be epic once again. Whatever they plan will surely be a fun, can’t-miss event. Stay tuned for more info. If you are so inclined, please keep residents and business owners affected by the fires in your thoughts and prayers. I cannot imagine the stress and uncertainty they are going through right now. Suspect wanted for leaving food in Pasadena that can sicken dogs

Los Angeles County SupervisorKathryn Barger and law enforcement authorities Tuesday urged people to contact police to help find a suspect who has been leaving food on public walkways in Pasadena that can sicken dogs.

Barger called upon people who live or work near Foothill Boulevard in Pasadena to help identify the person who has left "grapes and chocolates alongside rice or noodles on public walkways to entice dogs to eat them," Barger’s office said.

Barger circulated a security video depicting a man crossing a walkway at

the corner of a dog day care and boarding site called Dogtopia of East Pasadena.

"I am outraged that someone is going out of their way to hurt dogs and their unsuspecting owners who are just enjoying a trot down Foothill Boulevard," Barger said in a statement. "This person needs to be immediately identified and stopped. Animal cruelty should never be tolerated. This is just plain wrong."

According to Jacks Vasquez, Dogtopia of East Pasadena's general manager, the individual caught on video by her business' surveillance camera has been

targeting Foothill Boulevard for several months, leaving clusters of grapes and chocolate M&Ms on walkways between Sierra Madre and Rosemead boulevards.

"I'm sick to my stomach knowing that someone is doing this in broad daylight," Vasquez said in a statement. "I've been in the animal care and veterinary business for over a decade. I can definitely say that consuming even the smallest amount of grapes can be lethal. Eating chocolate can also make dogs very sick and result in thousands of dollars in veterinary bills. I've been warning customers but am worried the word won't get out to the community at large. I appreciate Supervisor Barger's support and efforts to prevent tragedy from striking."

In a statement, Pasadena Police Chief Gene Harris said: "Reports can be directed to the Pasadena Police Department and they will be investigated to the full extent. Any actual and reported cruelty to animals will be taken very seriously and with assertive enforcement."

More homes in Rancho Palos Verdes landslide area to lose power

Another 54 homes impactedby continuingland movement in Rancho Palos Verdes will lose electricity Monday, further adding to the woes faced by residents in danger of losing their homes entirely due to the slide.

At approximately 6 p.m. Monday, Southern California Edison will shut off power to 54 customers in the lower Portuguese Bend Beach Club, and Cox Communication will disconnect 146 customers in the Portuguese Bend Community Association. All affected customers have been notified by both utilities.

The Southern California Gas Co. said gas service was cut off at 3 p.m. Friday to 29 homes in the western Seaview area and 25 homes in the Portuguese Bend Beach Club.

No evacuation warning is in place at this time for Seaview or the Portuguese Bend Beach Club, and residents can choose to remain in their homes without gas and/or electricity service. However, city officials said the situation is "dynamic," and urged residents to be prepared to evacuate if circumstances change.

SoCalGas said a "sudden gas line break" occurred Aug. 30 on Exultant Drive in the Seaview area, and as a result "there is no way to safely continue gas service to 16 homes on Admirable Drive, eight homes on Dauntless Drive and five homes on Palos Verdes Drive."

Issues with a separate gas line on Palos Verdes Drive South — which previously prompted the discontinuation of gas service to 135 homes in the Portuguese Bend area in late July — prompted the cutting off of service Friday to the additional 25 homes in the Portuguese Bend Beach Club area, with the affected residences on Sea Urchin Lane, Seascape Road, Seawall Road, Spindrift Drive, Spindrift Lane and Yacht Harbor Drive.

"At this time, SoCalGas does not know when it will be safe to restore service to these communities," according to the utility. "We understand this situation remains difficult and uncertain for many in the community. Emergency disaster relief may be available to customers affected by these shutoffs. More information about SoCalGas' Emergency Disaster Relief program can

be found at socalgas.com/ EDR."

Last Monday, SCE cut electricity to 105 residences in the Seaview area impacted by the landslide concerns, although 47 of those were expected to have their service restored within 24 hours. City officials said service was restored Thursday night to 34 homes along Dauntless Drive near Ladera Linda Community Park, where power had been expected to be off for as much as three weeks.

On Sept. 1, 140 homes in the Portuguese Bend community had their electrical service turned off. Those residents were placed under an evacuation warning, although many of them have opted to remain in their homes.

Gov. Gavin Newsom proclaimed a state of emergency Sept. 3 in the city in an effort to free up state resources to assist in the response.

Baldwin Park resident tests positive for locally acquired dengue

Acaseoflocally acquireddengue was confirmed in a Baldwin Park resident, the Los Angeles County Department of Public Health confirmed Monday.

The infected person has not traveled to areas where dengue is endemic and has the third case of locally acquired dengue in the state and the first case reported in LA County, officials said.

Cases of locally acquired dengue were previously confirmed by Long Beach and Pasadena last fall, LA County health officials said, adding that no additional suspected cases have been identified.

While the potential risk for widespread dengue virus transmission in the county remains low, these cases highlight the presence of infected mosquitoes locally and highlight the importance of preventive measures, officials said.

“This case further indicates that dengue fever is present in our community. While the likelihood of widespread transmission is low at this time, we must remain vigilant and prevent further cases through public education and mosquito control efforts,” LA County Health Officer Muntu Davis said in a statement. “Mosquitos thrive in hot weather, increasing the risk of bites and mosquito-borne diseases. People should follow these

simple steps to reduce their exposure to mosquitoes and risk for mosquito bites: 1) Use insect repellent on you and your family; 2) Remove standing water outside your home where mosquitoes can lay eggs and breed; and 3) Use, install, or repair window and door screens to prevent mosquitoes from entering your home."

Dengue fever is transmitted mainly through the bite of infected Aedes mosquitoes, officials said. The illness can cause flu-like symptoms such as high fever, severe headache, pain behind the eyes, joint and muscle pain, rash and mild bleeding. Severe infections may lead to dengue hemorrhagic fever or dengue shock syndrome, both of which require immediate medical attention.

Public Health officials were working with local vector control agencies to provide door-to-door information on dengue risk and mosquito bite prevention and control measures in the local area, according to the department. The San Gabriel Valley Mosquito and Vector Control District has increased mosquito trapping and abatement operations.

in a statement. “The District will continue its surveillance and control efforts, including additional backpack and truck-mounted mosquito treatments to reduce adult mosquito populations and mosquito breeding sources.”

Dengue is caused by a virus spread through the bites of infected mosquitoes, according to the Public Health Department. The disease is common in tropical and subtropical regions such as the Caribbean, Central and South America, Southeast Asia and the Pacific islands, but the mosquitoes that spread dengue are common throughout many areas of the United States.

Dengue is not commonly spread by mosquitoes in LA County, officials said. Most local cases have been identified among those who have traveled to areas where dengue commonly occurs.

Symptoms of dengue typically last two to seven days. Most people will recover after about a week. About one in twenty people with dengue can develop severe disease which can be life threatening.

This Notice shall satisfy the above-cited two separate but related procedural notification requirements for activities to be undertaken by the City of Glendale.

REQUEST FOR RELEASE OF FUNDS

On or about September 30, 2024, the City of Glendale will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of $2,181,500 in Home Investment Partnerships Program – American Rescue Plan (HOME-ARP) funds, as authorized by the American Rescue Plan Act of 2021, as amended, to undertake a project known as Piedmont Glendale Senior Housing for the purpose of providing affordable senior housing.

EAH Housing proposes to develop the Piedmont Glendale Senior Housing project on a developed 0.91-acre site owned by the Housing Authority of the City of Glendale, with address 426 Piedmont Avenue and 507 Naranja Drive, Glendale, Los Angeles County, California 91206 and comprised of two contiguous parcels (APNs 5645-007-006 and -021). EAH Housing was awarded the project through a Request for Proposals with the City of Glendale Housing Authority for the rehab and adaptive re-use of a former 112-bedroom Senior Assisted Living facility. The 112-bedroom facility will be converted to include a total of 67 affordable housing units for low income seniors 62 years of age and older, and a manager’s unit. The property consists of a two-story Main building built in 1973 and a three-story Annex built in 1990. In early 2019, the original owners began a major renovation to the exterior of the building and the interior of the Annex, but work was subsequently halted. About 90% of the exterior work was completed, including new stucco, windows, roof, and decorative details to the exterior and interior work was initiated on the 21 units in the Annex. No work was done to the Main building. In February 2021, the property became vacant and in September 2022 the property was sold to the Housing Authority. Development plans include 68 units of senior affordable housing comprised of 20 studios, 47 one-bedrooms, and 1 two-bedroom manager’s unit, three courtyards, an accessible community garden, a community room, and offices for staff. The project is 100% affordable for seniors. Scope of work includes rehabilitation activities as described in the Environmental Assessment. The total project cost is estimated to be $40,000,000.

FINDING OF NO SIGNIFICANT IMPACT

The City of Glendale has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review electronically. 5. Contractors License. The Contractor shall provide test results, reports or other necessary documentation at the conclusion of the work, as required by the regulators or GWP.

Other Bidding Information:

1. Bidding Documents: Bids must be made on the Bidder’s Proposal form contained herein. Bidding Documents may be obtained in the location identified on the Notice Inviting Bids where they may be examined, and copies obtained. Bidding Documents (including Drawings and Specifications) are available at the location identified on the Notice Inviting Bids.

2. Completion: This Work must be performed as needed during the term of the contract for three (3) calendar years with an option to renew for a fourth (4th) and fifth (5th) year from the Date of Commencement as established by the City’s written Notice to Proceed.

Acceptance or Rejection of Bids: The City reserves the right to reject any and all Bids, to award all or any individual part/item of the Bid, and to waive any informalities, irregularities or technical defects in such Bids and determine the lowest responsible Bidder, whichever may be in the best interests of the City. 4. Mandatory Pre-Bid Conference: _September 25, 2024 at 10:00 A.M. at the UOC Training Center, 900 Fairmont Avenue, Glendale CA 91201

5. Contractor License and Certification: At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor shall be licensed applicable to performing the required tasks in this project and in accordance with the provisions of Chapter 9, Division III, of the Business and Professional Code of the State of California. A General Contractor’s A license is required.

6. Subcontractors’ Licenses and Listing: At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.

7. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable at the location identified on the Notice Inviting Bids. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Said security shall serve as a guarantee that the successful Bidder, within fourteen (14) calendar days after the City’s Notice of Award of the Contract, will enter into a valid contract with the City for said Work in accordance with the Contract Documents.

8. Bid Irrevocability: Bids shall remain open and valid for ninety (90) calendar days after the Bid Deadline.

9. Substitution of Securities: Pursuant to California Public Contract Code Section 22300, substitution of securities for withheld funds is permitted in accordance therewith.

10. Prevailing Wages: This Project is subject to the provisions of California Labor Code Section 1720. Contractor awarded this Contract and all Subcontractors of any tier shall not pay less than the minimum prevailing rate of per diem wages for each craft, classification, or type of worker needed to perform the Work. The Director of Industrial Relations of the State of California, pursuant to the California Labor Code, has determined the general prevailing rates of wages in the locality in which the Work is to be performed. The rates determined by the California Director of Industrial Relations are available online at www.dir.ca.gov/DLSR/PWD/.

11. California Department of Industrial Relations ― Public Works Contractor Registration:

The Public Works Contractor Registration Law (California Senate Bill No. 854 - See Labor Code Section 1725.5) requires contractors to register and meet requirements using the online application https://efiling.dir.ca.gov/PWCR/ActionServlet?action=displayPWCRegi strationForm before bidding on public works contracts in California. The application also provides agencies that administer public works programs with a searchable database of qualified contractors. When any Monday falls on a legal holiday, the regular meeting shall be canceled.”

How LA’s illegal short-term rentals hide in plain sight on booking sites

In the midst of an ongoing housing emergency, the city of Los Angeles has struggled to keep rent-controlled housing, which includes some of the city’s most affordable dwelling units, from turning into short-term rentals. Even though a 2018 law prohibits such conversions, enforcement has been lax.

“Except in a handful of cases, we’re not actually doing that enforcement work in a meaningful way,” said Los Angeles City Councilmember Nithya Raman, who chairs the council’s Housing and Homelessness Committee and is working on recommendations to tighten enforcement.

For locals who want to keep their neighborhoods residential or visitors who want to avoid inadvertently booking a unit that skirts local law, navigating the Wild West that is LA’s vacation-rental market can be a challenge. This story covers some signs to watch out for and offers a quick two-step guide you can use to make sure your potential home share — or your neighbor’s — isn’t an illegally converted rent-controlled apartment.

Legally, LA hosts can offer only their own “primary residences” for short stays, and only if those dwellings are not covered by the city’s rentcontrol law. (Some 660,000 housing units in LA are rent controlled, meaning annual rent increases are capped — usually at about 4% for existing tenants.)

Hiding in Plain Sight

In July, a Capital & Main and ProPublica investigation found that at least 63 rentcontrolled buildings that were advertised on booking sites last spring were in apparent violation of the city’s HomeSharing Ordinance.

The listings hide in plain sight on vacation platforms like Booking.com and Hotels. com, making it hard to distinguish legitimate rentals from

those that operate illegally.

The news organizations found at least 15 rentcontrolled buildings — including Banana Bungalow and Redline Venice — that used outdoor signs or online ads to brand themselves as hotels or hostels. According to city law, their rent-controlled status would make them ineligible for use as vacation rentals.

The owners of the 34-unit Banana Bungalow and the four-room Redline Venice didn’t return phone calls.

Mark Wurm, the owner of the Venice Beach Hostel, said, “They have it wrong,” referring to the city’s classification of his building as rent controlled. Wurm said the building had long been used as a hotel.

Traditional home shares that don’t purport to be hotels, like those listed on Airbnb or other vacation platforms, also sometimes skirt the law.

One Renter’s Eye-Opening Experience

In May, Rhys AtkinsonWhipps, an Australian transplant, told Capital & Main that he entered LA’s shortterm rental market when his apartment underwent major repairs. He said he booked several rentals for weeklong or shorter stays because he expected the repairs to be completed sooner than they were. Atkinson-Whipps, who works at a Hollywood shelter for homeless youth, said he found that the home shares he booked were not always what they seemed.

One listing promised an apartment in Hollywood. But after booking it, AtkinsonWhipps said, he learned it was in Koreatown — miles from where the listing said it was. He thought the bait and switch was sketchy. “You book one place and you turn up somewhere else,” AtkinsonWhipps said. “It’s like you have no power at all.” The listing has since been taken down, he said.

Sometimes listings display more desirable neighbor-

hoods than their actual locations, with the correct details revealed only after booking. In other cases, properties are listed in neighboring cities to evade LA’s home-sharing rules, according to a report by Better Neighbors LA, a nonprofit watchdog group that monitors short-term rentals.

Atkinson-Whipps said he also rented a Hollywood apartment that Airbnb listed as a “cute studio.” It turned out to be part of a 14-unit building listed in the Housing Department’s database as rent controlled, which would make it off-limits for short-term rentals.

The owner of the building, which is on Harold Way in Hollywood, is listed as DND ES Properties. A man who identified himself as Edward Dratver, a manager of the company, denied that any of its units are listed on Airbnb. “No,” he said. “Something’s wrong. Some mistake,” Dratver said before quickly ending the call.

However, the apartment was advertised on the site in August despite Airbnb’s 2019 agreement with the city that it would remove illegal listings.

The number of Airbnb listings that aren’t registered with the city for home sharing is on the rise, up from 277 in August 2023 to more than 900 currently, according to Better Neighbors LA. The group cited its analysis of data from Inside Airbnb, a research and advocacy organization that is critical of Airbnb. A planning department report to the City Council noted that as of February, 58% of all the short-term rental listings in the city didn’t comply with city law. These buildings have typically received warning letters from the city planning department.

Airbnb declined to provide a response for this story.

Some Listings Include Fake Credentials Hotels.com and Booking.

com also feature a number of rent-controlled properties that appear to be ineligible for home sharing. But Capital & Main found that Booking.com — the third-largest vacation rental platform in the city — includes listings that say the properties are legally registered with the city for home sharing when they’re not.

Several Booking.com listings include nonexistent, expired or completely fabricated home-sharing registration numbers. Others include a “fine print” section in which hosts wrongly claim that a home-sharing registration isn’t required for their properties.

A unit advertised on Booking.com as the “Savana Spectacular Loft” — an apartment in a rent-controlled building — appeared to have city permission to operate because the listing included three home-sharing registration numbers. But none of the registration numbers exist, according to the LA planning department’s home-sharing lookup tool. In fact, listing multiple registration numbers is likely an indication that something is amiss, because the city issues only one home-sharing registration per property owner.

At Realty Center Management Inc., which manages the building, a representative said the company would not comment.

Booking.com did not

respond to an email requesting comment on the registration numbers and the company’s procedures for determining if listings comply with local law. Media representatives at Hotels.com also didn’t respond to emails inquiring about listings of rent-controlled properties.

The ad displays a Los Angeles home-sharing registration number, but it contains too many digits and lacks the required letters found in city-issued registrations. The units for rent on the site are located in a rent-controlled apartment building, according to the Housing Department’s database, and cannot legally be registered for home sharing.

The city fined the Venice Beach units’ owner twice in 2021 for advertising shortterm rentals without an official registration. The fines haven’t been paid, according to the city attorney’s website of administrative citations. Still, the units were listed on Booking.com last month.

The property owner didn’t return Capital & Main’s calls.

In some cases, renters, not building owners, have been accused of listing illegal short-term rentals. LA City Attorney Hydee Feldstein Soto recently sued several

people she says earned more than $4 million by leasing apartments for the sole purpose of offering unregistered short-term rentals, some of them in rentcontrolled buildings. The defendants have denied the allegations in court filings.

Under the home-sharing law, booking platforms can be fined $1,000 per day for accepting bookings for properties that don’t have official registrations.

In 2022, the city settled a lawsuit against Vrbo for $150,000, accusing it of processing thousands of illegal bookings. The company agreed to remove illegal listings from the platform. A spokesperson for Vrbo’s owner, Expedia, said the company is working “to help drive a high rate of compliance with local laws.”

The City Council’s Housing and Homelessness Committee is expected to consider recommendations for improving home-sharing enforcement in September. was established at Santiago High School, 1395 E. Foothill Parkway, Corona. Large animals can be taken to the Jurupa Valley Animal Shelter, 6851 Van Buren Blvd., according to the Riverside County Fire Department.

Fire crews on Wednesday were deploying additional resources into the El Cariso area in Riverside County southwest of Lake Elsinore in hopes of shoring up structure protection and hoping to make a stand against the fire's advance.

Talbot Hayes of the Cleveland National Forest said the fire, which erupted on the tail end of a prolonged heat wave, was being driven by weather, fuel and topography. Temperatures began dropping Tuesday, but highs in the fire area were still just below triple-digits, he said.

Firefighters were battling areas with grass as high as 4 feet with chaparral as high as 8 feet, Hayes said. The terrain is at times "barely hikeable even for our most fit firefighters."

There were 36 cabins in Trabuco and Silverado canyons that firefighters had yet to assess for damage, he said.

Officials noted that "much of the terrain is steep and extremely difficult to access," prompting increased reliance on water- and retardantdropping aircraft.

"The fire is classified as unintentional. The cause of the fire was a spark from heavy equipment," McGovern said. "After placing a load of boulders, the operators began seeing smoke coming from the area of the loader's basket."

"The operator and the supervisor used multiple fire extinguishers and the loaders to attempt to extinguish the fire while 911 was being called."

The OCFA was using new firefighting helicopters that can dump 1,000 gallons of water on the flames, Doran said.

TheCorona-Norco Unified School District opted to close Wilson,

Orange County Fire Authority Deputy Chief TJ McGovern told reporters Monday night that the fire was accidentally sparked by a county work crew. McGovern said Orange County Public Works crews were working in the area near Trabuco Creek Road, using heavy equipment to place boulders meant to replace barriers used to restrict access to the vegetation.

Temescal Valley and Todd elementary schools Tuesday due to the proximity of the fire and the resulting poor air quality, and all three remained shuttered on Wednesday. All schools in the Lake Elsinore Unified School District were also closed Tuesday, and remained closed Wednesday, and all before- and after-school activities were canceled.

Robinson and Trabuco Elementary schools in the Saddleback Valley Unified School District in Orange County were also closed Tuesday, and were closed again Wednesday. Santa Margarita Catholic High School also remained closed Wednesday.

Several other districts in the area announced that officials would be closely monitoring the fire conditions, and possibly adjusting outdoor activities due to the air quality.

evacuation orders: Piñon Hills from Wrightwood north to Highway 18 and Beekley Road west to LA County; Lone Pine Canyon from Wrightwood to Highway 138 and Lone Pine Canyon Road south to the forest; and the entire community of Wrightwood.

Forest visitors were evacuated from the area, Angeles National Forest officials announced on X.

Evacuation warnings were issued Tuesday night for northern Claremont as a precaution, San Antonio Heights and Upland from the foothills south to the I-210, and Pinon Hills from Wrightwood north to Highway 138 and Lebec

Road west to L.A. County.

The Bridge Fire's southeast portion continues to burn in the north end of Claremont, the city announced.

Authoritiesissued precautionary evacuation warnings Tuesday night for northern Claremont, San Antonio Heights and Upland from the foothills south to the I-210, and Piñon Hills from Wrightwood north to Highway 138 and Lebec Road west to LA County.

According to Cal Fire, these roads were closed as of Wednesday morning: San Gabriel Canyon and the East Fork of the San Gabriel River; Highway 39; East Fork Road; Glendora Ridge

Road; Glendora Mountain Road; and Mt. Baldy Road at the Shinn Road intersection.

Evacuation facilities are at the Jesse Turner Center, 15556 Summit Ave. in Fontana, the Pomona Fairplex; 601 W McKinley Ave. via Gate 3 at the corner of McKinley and White; the San Bernardino County Fairgrounds, Building 6, 14800 7th St. in Victorville; and the Hacienda Heights Community Center, 1234 Valencia Ave.

No injuries were reported.

The fire's cause was under investigation.

cal assistance, supporting the local assistance center, facilitating a federal mitigation grant for groundwater work in the area, and helping officials with initial damage estimates," according to a statement from Newsom's office.

Some local officials have been pressuring Newsom to visit the city to view the impact of the landslides and to provide state assistance for residents. County Supervisor Janice Hahn said during a news conference Sunday that she had committed another $5 million in county funds to respond to the disaster, but far more money would be needed.

Hahn has estimated that upward of $1 billion in government funding might eventually be needed to address the situation.

The city of Rancho Palos Verdes declared a local emergency earlier this summer.

The land movement in Rancho Palos Verdes has accelerated across 680 acres following heavy rains in spring 2023, causing damage to homes, roads and utilities.

"There is no playbook for an emergency like this one," Hahn said last week. "We're sparing no expense. ... This is bigger than Rancho Palos Verdes. This land movement is so gigantic and so damaging, that one city should not have to bear the burden alone."
