ROUGH SLEEPING MORE THAN HALVED IN BEDFORD BOROUGH IN JUST TWO YEARS Figures show that the number of people rough sleeping in Bedford Borough has more than halved in just two years. The Rough Sleeper estimate is carried out by local authorities across the country on a nominated night every November. The November 2019 estimate (supported by a street count) showed 30 people sleeping rough in Bedford Borough. In 2017 this figure was 76, dropping to 51 in 2018. According to figures, Bedford Borough has seen the tenth largest decrease in England in the number of people rough sleeping from 2018-2019. In addition to this official estimate, Bedford Borough Council maintains a fortnightly estimate and bi-monthly count of the number of people sleeping rough, working in partnership with local organisations

PAY MONTHLY FOR YOUR PARKING AT QUEEN STREET CAR PARK Queen Street car park offers local residents, businesses and employers cheap parking all year round, and now Bedford Borough Council has made it even easier for people to use this town centre car park. People can now pay for an annual season ticket monthly rather than having to find the money upfront, at Queen Street and a number of other town centre car parks. Bedford Borough Council has frozen car parking season tickets prices since 2017. This means that someone can park in the town centre at Queen Street car park for less than £650 for the whole year, or less than £12.50 a week. 4

and agencies. This ensures that the Council has accurate knowledge of everyone sleeping rough locally, and through outreach teams, is engaging with these individuals to offer support where they can. This reduction has followed innovative and proactive steps by the Council and its partners, including opening a ‘Somewhere Safe to Stay Hub’ in Autumn last year, providing beds every single night of the year for people who are sleeping rough. To access an emergency bed we encourage anyone that is sleeping rough to visit the Prebend Day Centre, speak to our outreach workers, or contact the Council’s Housing Options Team at any time on 01234 267422. If anyone has concerns about someone they see sleeping rough, please let the outreach teams know via www.streetlink.org.uk

Queen Street Car Park has been awarded the Park Mark Award and a Disabled Parking Award, and is handily located just behind Tavistock Street, a 10 minute walk to the river straight down Bedford High Street. It’s not just people who work in Bedford who can benefit from parking offers in our town. There is free parking available every day in Bedford town centre: • Up to two hours free parking at Queen Street car park every day from Monday-Saturday • Up to two hours free parking at all Councilowned town centre car parks on Saturdays • Free parking all day every Sunday at all Council-owned town centre car parks • Free parking after 6pm at all Council-owned town centre car parks, except River Street

People living and working across North East Bedfordshire will soon start to benefit from last month’s Budget which made record levels of investment in infrastructure, the NHS and public services.

Increases in the National Insurance threshold and the National Living Wage from this tax year will mean local families keep more of the money they earn, while significant investment in our local roads, rail, housing and broadband will ensure everyone can have the same chances and opportunities in life wherever they live. The National Insurance threshold is increasing to £9,500 this April saving a typical employee over £100 and the National Living Wage is increasing to £8.72. Thanks to these measures combined, someone working full-time on the minimum wage will be over £5,200 better off compared to ten years ago. Locally, money has been released for the A428 Black Cat to Caxton Gibbet along with additional funding for local road maintenance through the Potholes Fund in 2020-21.

Other measures I welcomed in the Budget were the axing of the tampon tax now that we have left the EU – which many constituents have contacted me about – and freezing duty rates on beer, spirits, wine and cider and freezing fuel duty for the tenth year in a row– all of which will help family budgets. I am delighted that the Chancellor has set out measures to support families and help them with the cost of living, while continuing to invest in Britain’s future responsibly – laying the foundations for a decade of growth and prosperity. For businesses, the Employment Allowance has been raised to £4,000 and the British Business Bank’s Start-Up Loans programme has been extended to support up to 10,000 additional loans for start-ups. This was a challenging budget for the Chancellor to deliver in the face of the economic disruptions caused by Coronavirus but Rishi Sunak provided an impressive range of measures specifically targeted to small and medium sized businesses, the self-employed and those on benefits during this difficult and uncertain time. This is the first Budget delivered outside of the EU for more than five decades and it sets out a clear path for the Government to deliver for the people of this country.

They are seeking a trustee to provide strategic oversight to their work and ensure it is genuinely effective and innovative whilst delivering their charitable purpose. British Red Cross Support Worker As part of the Independent Living Service you will provide a wide range of practical and emotional support to promote independence and overall well-being. This could include regular phone calls and visits, helping with providing information and signposting to appropriate services, helping with managing emotions and developing coping strategies, escorting to healthcare appointments and assisting with letters, phone calls and bills. Respite at Home Volunteers Chair As chair, of the West Mid Beds and Ivel Valley group you will lead the charity that provides help for those with life-threatening illnesses and their carers. You will need a commitment to the organisation, leadership ability and a willingness to devote the necessary time and effort to duties as a trustee.

Barmados Independent Visitor The scheme exists to provide a young person in care with an extra listening ear, a perspective from outside the care system, and some consistency at a time when social workers and care placements might change. After training and accreditation, you would be matched with a young person in a care placement for a regular outing and activity- the frequency depends on your availability and what is requested in the referral. Swiss Garden Learning Volunteer You will be available to assist or lead sessions from visiting school groups, activities in the Garden Room and education trails and activities in the Swiss Garden, Old Warden Park. If you have a love of nature, enjoy working with children and have good communication skills this could be for you. Sue Ryder General Events Volunteer There are opportunities to join the fundraising team and help at one or a series of local events. You will need a hands-on approach – events are mostly outdoors and take place in all weathers.

SPINACH AND FETA FRITTATA Preparation time: 15 minutes Cooking Time: 15 minutes Serves 4-6

INGREDIENTS

2 tablespoons olive oil 1 medium shallot, finely chopped (about 2 tablespoons) 1 medium clove garlic, finely chopped (about 1 teaspoon) 1 (5-ounce) bag baby spinach 1 tablespoon finely chopped fresh flat-leaved parsley or basil. Sea salt and freshly ground black pepper 10 eggs, beaten 1/4 cup milk 3/4 cup (about 3.5 ounces) crumbled feta

METHOD

Preheat the grill. Heat olive oil in an 8-inch pan over a medium high heat. Add chopped shallots and cook for 2-3 minutes beginning to soften. Add garlic and continue to cook for a further two minutes until softened. Add spinach and parsley (or basil) and cook, tossing often until spinach is fully wilted and any water released by the spinach has cooked off. Season to taste with salt and pepper. In a large bowl, beat eggs and milk with a whisk until mixed together. Don’t over-beat. Add feta, and season with salt and pepper. Pour egg mixture over spinach then gently stir with a spatula to release the spinach from the bottom of the pan so that the eggs are in direct contact with the surface of the pan, so they cook quickly. Cook until the eggs are almost totally set (this takes 10-12 minutes), reducing heat to prevent burning. Place pan under the grill for a couple of minutes, until the top is set as well, keeping a close eye on it so it does not burn. To release the frittata from the pan, loosen edges with a spatula. Place a dinner plate over pan, and holding plate firmly flip the pan over so the frittata releases onto the plate. Serve warm.

Back in February pupils at Oakley Primary Academy took part in a ‘Wear Yellow’ day in aid of the Road Victims Trust in Bedford.

Two members of staff, Mrs Batchelor and her daughter Miss Batchelor, also held a curry night and ran the Grand Brighton Half Marathon with fabulous times to raise money for the charity. The grand total raised from all three events was an amazing £1,060.60.

The Road Victims Trust (RVT) offers emotional and practical support to anyone who lives in Bedfordshire, Cambridgeshire and Hertfordshire who is affected by a serious road collision. They can offer telephone support to people living outside the area.

When Douglas Adams’ novel was adapted for television, purists complained that the version shown bore little resemblance to the original. That may be true, but it is perfectly possible to enjoy both. The ‘detective’ element in the title is not entirely misleading - there is a detective story here, albeit one that doesn’t follow any of the usual patterns of the genre. As might be expected, Adams interweaves humour, science fiction and a strong sense of the absurd, along with characters who are essentially believable and sympathetic, creating a novel which is much more than the sum of its parts. The plot is almost impossible to summarise. There is a horse stuck in the bathroom of a Cambridge college for a start. An Electric Monk is on the loose. And Samuel Taylor Coleridge is particularly important. Early in the story, electronics entrepreneur Gordon Way, finds himself unexpectedly murdered and refuses to accept that death is indeed the end. His employee Richard MacDuff, soon finds that the sofa stuck halfway up the staircase to his flat is the least of his problems - not least when his old university acquaintance Dirk Gently, telephones him unexpectedly as he is in the middle of breaking into his girlfriend’s flat... What follows is often complex, mostly impossible, but always funny. If nothing else, it will make you think about time in a completely different way.

Parasite made history by becoming the first foreign language film to win the Best Picture Oscar this year and while I am not sure exactly why, there have been not only better South Korean films but better films by the same director (Memories of Murder for anyone interested), it is a truly stunning film. We follow the members of a family who live in a basement apartment as they slowly infiltrate themselves into jobs with a rich family. They only want jobs and it seems like a little lie but where will it lead to? Parasite is a film that build slowly towards an expected situation but then suddenly pulls the rug out from under you as it switches tact and diverges along the road less travelled, much to your surprise. This is a tense, edge of your seat thriller because it moves along slowly, lulling into the simplicity of the story, before suddenly changing and catching you unawares. Mainstream American movies are generally predictable, they are afraid to risk doing something different. Parasite does the opposite and THAT is why it is worth watching, even though it was definitely much better seeing it without knowing anything.

COVID-19: LOCAL UPDATE CHANGES TO LOCAL SERVICES

TAKING EXTRA CARE TO STAY SAFE

With Government guidance announced earlier this week to help stop the spread of coronavirus, Bedford Borough Council is announcing some changes to our facilities and services at this extraordinary time.

The Government is advising people who have a higher risk of severe illness from coronavirus to be particularly careful.

As has been seen with other UK performance venues, the decision has been taken to close Bedford Corn Exchange for the time being, from today. Where performances are rescheduled for a later date, tickets already purchased will be valid for the new date, or refunds will be issued for customers unable to attend the rescheduled date. For any cancelled performances, customers will be issued with a refund. To ensure the ongoing safety of participants, volunteers, and staff, sports sessions run by Sports Development have been suspended, and litter picks including RiverCare and the Great British Spring Clean organised by Keep Britain Tidy have been postponed.

This group includes: • people aged 70 or older • adults under 70 with an underlying health condition which means they are instructed to get a flu jab on medical grounds • People who are pregnant Everyone should be trying to follow ‘social distancing’ measures as much as is pragmatic. If you fall into one of the above groups, the Government are strongly advising you to follow these measures as much as you can, and to significantly limit face-to-face interaction with friends and family if possible. If you are self-isolating because someone in the household has a confirmed or possible case of coronavirus, we are also asking that you take extra care with any personal waste such as tissues. Please double bag all waste that contains tissues, and do not put it out for collection for at least 72 hours. Other household waste can be disposed of as normal. This advice is based on guidance from central government, designed to prevent transmission of the virus and keep our crews and the public safe.

Avoid large gatherings, and gatherings in smaller public spaces like pubs, clubs, cinemas, restaurants, theatres and bars 5. Avoid gatherings with friends and family. Keep in touch via phone, internet and social media

HOW YOU CAN GET INVOLVED AND GET ASSISTANCE If you fall into one of the at-risk groups and are staying at home, you may need help to get food or medicine. Where possible, ask family, friends and neighbours to support you and use online services. If this isn’t possible, please get in touch with us. We are establishing a community hub that will pull together volunteers, assist individuals self-isolating and seek to match both groups. There are many things to consider when choosing a veterinary practice for your pet. However, it is important to realise that not all veterinary practices are the same. Veterinary Hospitals are the highest level of veterinary practice recognised in the UK.

INDEPENDENT INSPECTION

Veterinary Hospitals are inspected thoroughly and regularly by independent inspectors appointed by the Royal College of Veterinary Surgeons.

BROAD RANGE OF HIGH-QUALITY DIAGNOSTIC EQUIPMENT

Veterinary hospitals must have equipment such as ultrasound machines, endoscopes, dental radiography, and ECG machines that may not be present in general veterinary practices. This means that pets attending a veterinary hospital will have swift access to this equipment without having to travel to a different premises.

HIGH STANDARD OF HOSPITAL BUILDINGS

Veterinary Hospitals are also required to meet strict building standards. For example, hospitals must include a dedicated isolation unit with its own ventilation and drainage system so that pets with infectious diseases can be cared for without putting other patients at risk.

24-HOUR NURSING CARE

Veterinary Hospitals must have veterinary nurses on site 24 hours a day. This means that pets can be cared for at the surgery at any time of the day or night. Other veterinary practices may have to leave patients unattended in the building, or request that sick pets are transported to an overnight facility at the end of the standard working day.

A P R I L F O O L S ’ D AY Surprisingly little is known about the origins of April Fools’ Day. There seem to be three main theories. Some attribute it to the 14th Century English poet Geoffrey Chaucer. He told a story where a fox plays a prank on a rooster, who nearly gets eaten because of it. He doesn’t refer directly to April 1st but refers to 32 days ‘syn March began’, which translates as 32 days since March began, i.e. April 1st. Some believe April Fools’ Day started because of events in the calendar dating back to Roman times. The Renewal Festivals were a celebration of the start of the new year, which at the time was around the end of March and the Spring Equinox. As part of the tradition servants could boss their masters around and children could boss their parents around, so the idea of pranks may have come about then. A rival calendar theory is that at some point people started celebrating new year at the beginning of January, instead of the end of March. Those who

CONTAINERGROWN FRUIT

April is the perfect month for planting containergrown fruit trees and bushes. Even if your garden space is limited you can still grow fruit trees and bushes. You can even grow them in containers on a balcony. The trick is to read the label. Look for dwarf varieties that won’t grow too large for your pot or garden. It’s a good idea to buy self-fertile plants too, especially if you don’t live in an area where lots of people grow their own fruit. Even on a small plot buy the biggest pot you can fit into the available space. Bigger pots hold more compost, so they contain more food, more water and more space for strong root growth. Make sure the pot has drainage holes and cover the base with drainage material. Handy hint – if wind is a problem on your site use heavy material like broken crockery or stones to add weight, whereas if you will need to be able to move the pot easily use polystyrene chunks, which are very lightweight. Fill the container with a loam-based potting compost. Remove the tree or shrub from its original pot, spread the roots a little and plant it in the new container to the same depth. If you want to plant your fruit tree in the garden dig a hole as deep as the root system, and about three times the width. Place the plant into the hole and refill it. Then firming the soil with your foot. If the tree is in an exposed area you might need to stake it. Fruit is very easy to grow, and there are a huge variety of fruit trees or bushes to suit every garden size and aspect, so you’re bound to find the perfect plant for your space. Try: Dwarf apple trees, which provide interest all year round as well as fruit in the autumn. Any of the currants. Blackcurrants are particularly nice. They are low maintenance and great in jams and pies. They like a sunny spot and plenty of water Raspberries are lovely. They fruit in summer and like a sheltered sunny spot. You buy raspberry canes rather than bushes. Look for a thorn-free variety. Blueberries grow really well and are great for growing in a container because they like acid soil and in a container, this is easy to provide. Look for ericaceous compost which you should keep moist because like most soft fruits they are quite thirsty plants. Collect rainwater for the purpose as blueberries are not keen on tap water.

Reduce obesity - Children living in areas with good access to green spaces have been shown to spend less time in front of television screens, computers and smart phones ant to have 11-19 percent lower prevalence of obesity compared with children limited or no access to green spaces Bringing people together – Trees and woods can help to bring people together and strengthen communities, reducing loneliness and isolation
