Ray Downey Courage and Valor Award Deputy Chief Ray Downey, who lost his life while commanding rescue operations at the World Trade Center attack on September 11, 2001. Deputy Chief Downey was chief of rescue operations and a 39-year veteran of the Fire Department of New York. He was the most highly decorated firefighter in the history of FDNY. The 2015 winner of the Ray Downey Courage and Valor Award was Captain Sean Killelea of the Warren Township (IN) Fire Department. He was presented the award at the Opening Ceremony of FDIC International on April 22, 2015. Killelea responded as mutual aid in a commercial structure fire. He was cited for his role in rescuing Firefighter Matt O’Donnell and the attempted rescue of Assistant Chief Jamie Middlebrook, both of the New Carlisle (IN) Fire Department. Middlebrook was lost in the building collapse. Following is a summary of the incident. On the evening of August 5, 2014, the New Carlisle (IN) Fire Department responded to a reported commercial fire in Willis Township, Indiana. There was heavy fire on arrival, and a defensive attack was initiated. Jamie Middlebrook and Firefighter Matt O'Donnell stretched
a 2½-inch handline with a ground monitor into the attached exposure to try to cool numerous acetylene cylinders. They did not know that the fire was in the truss space above the pan ceiling. The truss system failed, trapping AC Middlebrook and injuring FF O'Donnell. Warren Township Fire Department's Squad 18 and a box chief responded as mutual aid to a commercial fire. When they arrived at the scene, Squad 18 Captain Sean Killelea and Firefighters Jay Pendergrass and Aaron Carsten were assigned to staff an attack line in the ongoing defensive operations. Command rescinded their assignment on learning that two firefighters were in trouble. The incident commander instructed Squad 18 to serve as the rapid intervention team and to follow the hoseline that was already advanced into the building to search for the two firefighters trapped inside the structure following a collapse. Squad 18 went on air and entered the structure through a cutout from a garage door on the north side of the structure. They followed the hoseline up to the edge of the collapse. The east wall of the collapse was fully involved in fire. They followed the hoseline until they encountered
the collapse, where visibility decreased and heat increased. The east wall of the collapse was fully involved in fire. Killelea and his crew battled horrific conditions. The building was coming down around them. They were surrounded by fire and collapse and, at one point, were forced to take cover under a truck in a barn to avoid being caught in a further collapse. Killelea and his crew located O'Connell and pulled him to the door with the help of New Carlisle Engine 191. AC Middlebrook, however, was under the roof system, which had fallen on him. After the fire condition was sufficiently knocked down, heavy equipment was used remove the roof system from the chief's body, which was then transported to an ambulance. Captain Killelea has been in the fire service since 1999. He began his career as a volunteer with Clay Township (IN) Fire Department. In January 2012, he became a full-time firefighter with Warren Township (IN) Fire Department and was promoted to captain in mid-2013. He became a part-time firefighter for the University of Notre Dame in October 2013. He currently is serving in all three positions.

Each participant has the opportunity to wear a tag in memory of one of the 343 killed on 9/11. The Lt. Andy Fredericks FDNY Memorial Seminar & Exhibits event is held each February in his honor. In addition, the Lt. Andrew Fredericks Scholarship Fund was extablished in his memory.

The 2016 FDIC 9/11 Memorial Stair Climb is a way to honor and remember the FDNY firefighters who selflessly gave their lives so that others might live on 9-11-2001. Each participant pays tribute to an FDNY firefighter by climbing the equivalent of the 110 stories of the World Trade Center. Your individual tribute not only remembers the sacrifice of an FDNY brother, but symbolically completes their heroic journey to save others. The proceeds of these events help the National Fallen Firefighters Foundation create and maintain programs that support fire service survivors.

Another Jersey boy does “good” at FDIC
Retired Jersey City Battalion Chief William Peters was honored at the Fire Department Instructors Conference (FDIC), in Indianapolis, receiving the 2015 Tom Brennan Lifetime Achievement Award, in April. The award was presented by Chief Robert Halton, Editor-in Chief of Fire Engineering and FDIC International Educational Manager. This honor was part due to his years of writing and lecturing on how to design and develop specifications for fire apparatus, as well as his years sitting on the NFPA apparatus committee. “William 'Bill' Peters, known to many of us as Willy P, is a firefighter's firefighter and is one of the most wellinformed, well-educated, and most proficient firefighters,” said Halton as he introduced Peters to the audience. Peters remembers his first “fire service” class was conducted while serving in the army in Vietnam more than 48-years ago. He did training sessions for his unit on the proper use of fire extinguishers. After serving his country, he taught pump operations for his volunteer fire company in Fairview. Peters joined the Jersey City Fire Department in 1975 and rose through the ranks to Battalion Chief and Supervisor of Apparatus. He earned several departmental commendations for heroism including the rescue of civilians and saving the life of a fellow firefighter. As Supervisor of Apparatus, he was responsible for the purchase, repair and maintenance of the fire department fleet as well as the maintenance of all hose, nozzles, tools and other

equipment. He also responded to greater alarm fires to supervise the operation of fire apparatus. Peters was instrumental in the purchase of apparatus and equipment for the F.D.J.C.'s first hazmat company and reactivation of Rescue Co. 1. In addition, he wrote specifications for the department's first Mask Service Unit (MSU). He wrote the department's large diameter hose standard operating procedure and the SOP for aerial ladder safety. In 1994, he published the “Fire Apparatus Purchasing Handbook,” the very first on the subject. “It remains the bible for those organizations purchasing a new fire truck,” said Dr. Denis Oneal, Superintendent of the National Fire Academy, who went up through the ranks of the F.D.J.C. with Peters. Peters became involved in the National Fire Protection Association (NFPA) apparatus standards committee work and served on several apparatus task force groups before being
appointed as a user representative voting member of the apparatus committee. Retired FDNY Assistant Commissioner Tom McDonald recalls working with Peters. “I was assigned to Technical Services at FDNY in the fall of 1994. Commissioner Howard Safer ordered a change in how we specified apparatus. Chief Ray Downey had been my captain. He introduced me to Chief Peters while attending FDIC in the spring of 1995. Bill gave me the “bible,” the 'Fire Apparatus Purchasing Handbook.' Although my name went on the FDNY specifications, it was Bill's experience that went into the FDNY specifications.” Los Angeles City Assistant Fire Chief Donald L. MFRD’s Two-Time FDIC National Championship Honor Guard Team Murfreesboro, TN. Murfreesboro Fire & Rescue Department is well-known in Middle Tennessee for several positive attributes, but the department has also received recognition on a national scale. Why…you may ask? The department’s Honor Guard has put MFRD on the map by participating and placing in the National Honor Guard Competition three years in a row (2012-14) at FDIC . During the annual competition, Honor Guard teams are judged by full detail inspection, posting of the colors, casket watch, and flag-folding. In their first-ever competition in April 2012 at FDIC, MFRD’s Honor Guard placed first over eight other departments and won their first national title and trophy. Team members consisted of Captain Shift/Inspectors Thomas McAdoo, Nora Smith, and Wade Williams, Captains Mike Adams, Gary Hutchinson, and Jeff Irvin, Driver Randy Shaw, and Firefighters Greg Burt and Charles Powell. The next year, the same MFRD team dominated again over eight other teams, winning their second national title, another trophy, and another $2,000 uniform voucher. When Honor Guard members presented their trophy to (then) Chief Cumbey Gaines, they got a welcome surprise. Chief, in turn, presented them with a proclamation from the State of Tennessee signed by Lt. Governor Ron Ramsey and State Senator Bill Ketron. It read, “I, Ron Ramsey, Speaker of the Senate of the One Hundred Eighth General Assembly of the State of Tennessee, at the request of and in conjunction with Senator Bill Ketron, do hereby proclaim that we congratulate the members of the Murfreesboro Fire & Rescue Department’s Honor Guard on their capture of the 2013 National Honor Guard Championship. We also give our appreciation to the department’s entire force of fine men and women, and extend to them our best wishes for success in all future endeavors.” As more Honor Guards across the nation began to take notice of MFRD’s winning streak, the competition at FDIC got stiffer. In 2014, MFRD’s Honor Guard Team with newest members Firefighters Chad Davis and Andy Smithson received second place. The Broward County Sheriff’s Office/Fire Department out of Florida that placed second in 2013, took first. The team still brought home a trophy and a $1,000 uniform voucher, and continues to make the department proud with their consistent professionalism. Team members were even asked to begin teaching a course at the TN Fire and Codes Enforcement Academy in September 2014 during the academy’s “Everyone Goes Home Training Weekend.” The course included everything from introductory information to basic maneuvers and the “Manual of Arms.” The class is now offered annually during the training weekend. “We could not be more proud of the men and women who represent our department on our Honor Guard,” said Fire Rescue Chief Mark Foulks. “They truly exemplify the core values of their mission statement which is ‘serve, honor, and display colors for the community and department with profes-

LETTERS TO THE EDITOR Last year at the FDIC, in front of several thousand of my colleagues, I was presented with the Tom Brennan/Fire Engineering Lifetime Achievement Award for my work in the apparatus field. It was truly the highlight of my career! Making a special appearance at the presentation was my long time friend Dr. Denis Oneil, Superintendent of the National Fire Academy. We served together as firefighters, company officers and chief officers in the Jersey City Fire Department. I was brought up in the firehouse as a third generation firefighter in the Fairview Volunteer Fire Department. After high school, I enlisted in the Army and did two tours of duty in Vietnam. Returning to civilian life, I was hired by the Jersey City Fire Department. I quickly rose through the ranks from firefighter to lieutenant, to captain and then battalion chief. Due to my mechanical background as a diesel truck mechanic, I was tapped to be the Supervisor of Apparatus, a position I held for 17 years up to retirement. During that time, I became heavily involved in the National Fire Protection Association (NFPA) apparatus committee and ultimately became a voting member, which I still am as a Special Expert. My emphasis has always been on apparatus safety with a practical view from the users prospective. I wrote the Fire Apparatus Purchasing Handbook to guide other fire departments on the process of apparatus purchasing. I also had more than 100 articles published in Fire Engineering and lectured hundreds of classes in the US and Canada on the subject of apparatus safety and purchasing. This year again, I am presenting a pre-conference workshop: "Apparatus Purchasing, Back to Basics" which will guide the participant through all the necessary steps that must be addressed when purchasing apparatus. For people who have not done it before it can become a daunting task! With nearly 30 years experience purchasing apparatus for Jersey City and others I have a wealth of knowledge that I pass on to the participants. All of this highlighted by more than 400 photos supplied by the world famous fire photographer Ron Jeffers. Anyone who is purchasing fire apparatus needs to attend this workshop!
