Welcome to the first issue of the ASEAN Energy Management Scheme (AEMAS) Newsletter! AEMAS is the world’s first regional initiative that will drive energy end-users towards sustainable energy management best practices. Funded by the European Union under the Switch Asia Programme, AEMAS will provide energy end-users incentives through certification of their companies and training and certification of energy managers.

The 2nd AEMAS Project Regional Steering Committee Meeting was held on May 26, 2011 at Concorde Hotel, Singapore. The Meeting was attended by the ASEAN Energy Efficiency and Conservation Subsector Network Focal Points (EE&C-SSN FP) who also acts as the AEMAS Project Regional Steering Committee. Also in the Meeting is Mr. Peter Maher, First Counsellor and Head of the Development Cooperation Section of the European Union Delegation to Indonesia and representatives from UNEP, International Copper Association and ASEAN Centre for Energy. It was hosted by the Energy Market Authority of Singapore.

Discussed during the Meeting among others are recruitment and training of AEMAS local auditors, certification procedures for AEMAS energy managers and energy end-users, schedule of international and national launching conferences, inclusion of UNEP in the AEMAS Program and the complementary characteristics of AEMAS with the newly issued ISO 50001. The 1st Meeting of the Regional Steering Committee was held on June 10, 2010 in Hanoi, Vietnam. Discussed during that meeting is the role the Committee will play in convincing their respective governments to support AEMAS and link it with their national initiatives in energy efficiency and conservation program and policies.
United Nations Environment Programme (UNEP) joins AEMAS The United Nations Environment Programme-(UNEP) is now officially a part of the ASEAN Energy Management Scheme (AEMAS) Project. The European Union (EU) approved UNEP’s inclusion in AEMAS as a Project Associate. UNEP's program on capacity building activities in the adoption of energy efficient technologies complement AEMAS' objectives of improving energy efficiency and reduction of greenhouse gas emissions in energy intensive and small and medium industries in te ASEAN region. UNEP's role in AEMAS will mainly deal with technical support to the Project Partners by assisting and supervising the AEMAS Country Experts train the local trainers, local auditors and energy managers. UNEP will also assist in the preparation of guidelines as well as the certification process for energy end-users and financial support for the AEMAS Project.
AEMAS Country Experts’ Training-Workshop The AEMAS Country Experts’ Training Workshop was held last December 13-15, 2010 at the Karnmanee Hotel, Bangkok, Thailand. The Training-Workshop was attended by all ASEAN Member States except Brunei. The Ministry of Energy of Thailand co-hosted the training-workshop with CDC SEA and strongly supported the event by hosting a dinner for the participants of the training. The Training-Workshop covered three (3) training courses as follows: 1) Introduction to AEMAS and Sustainable Energy Management System; 2) Setting-up a Sustainable Energy Management System; and 3) Managing a Sustainable Energy Management System. The Training-Workshop ended with the participants taking a two-hour theoretical test covering all three training courses and was conducted by Action for Sustainable Development (ASD) and UNEP.
AEMAS Project Partners’ Meeting Three Project Partners’ Meetings were already conducted by the AEMAS initiative starting with the Kick-off Meeting held in GreenTech Malaysia’s office on March 23-25, 2010 and was attended by the following: ASEAN Centre for Energy (ACE); European Union Delegation, Action for Sustainable Development (ASD); Copper Development Center South East Asia (CDC SEA); Pelangi of Indonesia; Green Technology Corporation of Malaysia (GTM); Myanmar Engineering Society (MES); Energy Efficiency Practitioners Association of the Philippines (ENPAP); and Research Center for Energy and Environment (RCEE). Present as observers are representatives from the European Union Delegation, United Nations Environment Programme (UNEP) and Singapore’s Energy Market Authority (EMA). Discussed during this meeting, among others, are the preparatory activities such as development of requirements, criteria and procedures, financial and technical reporting, organization of launching conferences, distribution of newsletters, specific roles and deliverable of country partners. The Meeting was hosted by GreenTech Malaysia. During the 2nd Project Partners’ Meeting, finalization of AEMAS management procedures, adoption of certification procedures for each country and finalization of training curriculum for energy managers, local trainers, and local auditors were discussed among others. It was held on June 12, 2010 in Saigon Hotel, Hanoi, Vietnam and was hosted by the Research Center for Energy and Environment (RCEE). The 3rd Project Partners’ Meeting was held on December 9-10, 2010 in Karnmanee Hotel, Bangkok, Thailand. The Meeting was co-hosted by the Ministry of Energy of Thailand with Copper Development Center South East Asia (CDC SEA). During this Meeting, participants were divided into two groups to come-up and present a marketing strategy for AEMAS. It was also during this meeting that the detail and the elements of the AEMAS brochure were discussed and finalized.
AEMAS National Council The AEMAS National Council is the national organization that merges the National Support Network and Country Chapter. Membership of the Council comes from the public and private sectors as well as energy consultants, advocacy groups in energy efficiency and conservation, academe, training institutions and equipment suppliers. The AEMAS National Council will be instrumental in promoting AEMAS and assisting the government in energy efficiency policy implementation. AEMAS Structure
The establishment of AEMAS is co-financed by the European Commission's Switch Asia Program. SWITCH Asia aims at promoting Sustainable Consumption and Production (SCP) in Asia. To achieve this objective, the program works simultaneously on the ground, with producers and consumers, and at the level of policy-making through supporting for formulation and implementation of SCP-related policies.
