The mission of Berkeley School of Education’s Leadership Programs is to develop and sustain a diverse community of equity and justice–focused teacher, school, and system leaders who transform public education, especially for marginalized and historically underserved students.

We engage in applied synergistic investigations and the development of innovative practices around this common purpose. Our collective work is framed by three overarching questions:

• What does equity and justice–focused leadership look like in practice?

• How are equity and justice leaders effectively developed and sustained?

• How must educational systems be transformed to be more equitable and just?

Dear Friends and Supporters,

Looking back on 2023 provides an opportunity for collective reflection and deep gratitude. While still coping with the post-COVID-19 pandemic recovery, we had the honor and privilege of supporting thousands of teacher, site, and district leaders across California united around the goal of educational equity.

Cohort 22 of the Principal Leadership Institute (PLI) completed their studies, and Cohort 23 commenced their preparation for future administrative roles. Leaders for Equity and Democracy (LEAD EdD) Cohort 1 made continued progress on their oral examinations and dissertation studies. We also welcomed LEAD Cohort 2 as they started their doctoral journey. Our 21st Century California School Leadership Academy (21CSLA) work was extended an additional three years through 2026, providing us expanded opportunities to serve and impact more leaders to lead for equity and continuous improvement. Through 21CSLA, we continue to support the equitable implementation of the Universal Transitional Kindergarten (UTK) policy.

In 2023, we welcomed new faculty, including Dean Michelle D. Young. An esteemed leadership scholar, Dean Young has brought new possibilities for partnership and research to the Berkeley School of Education and Leadership Programs. In their first semester on campus, Professors Jose Eos Trinidad

and Gina Garcia have already started advising and interacting with the Leadership Programs. Dean Young, Professor Trinidad, and Professor Garcia share a mutual interest in serving as an approachable and sturdy two-way bridge between rigorous data-based research and educational leadership practice.

In the summer, we celebrated PLI Head Instructor Tom Green, who transitioned from teaching in Leadership Programs to leadership coaching. Over 50 students, many clad in Tom-inspired tie-dye, recorded greetings that collectively shared the important knowledge and wisdom he shared over many years.

We remain steadfastly committed to educational justice and equity, knowing that the journey is a marathon, not a sprint. Thank you for your interest and support in our work. Most importantly, thank you for all of the big and small ways you are supporting public education.

Principal Leadership Institute

Continually Innovating Our Practice

The Principal Leadership Institute is excited to welcome its 23rd cohort of future school administrators. Joining the ranks of 672 PLI graduates, Cohort 23 is part of a network of justice-oriented leaders who are committed to transforming TK–12 school systems. Alums often share with us how their experience in PLI continues to inform their leadership practice on a daily basis and how specific assignments such as the Community Asset Mapping project had a profound impact on their development as social justice leaders.

In addition to continuing the tradition of “powerful learning experiences” (Young, 2021) that engage students in authentic collaboration and allow them to sharpen their equity lens while investigating problems of practice, the PLI program is always looking for ways to innovate and expand its offerings.

In Spring 2023, PLI and LEAD (EdD) students collaborated for our first-ever cross-program Assessment Center. A signature pedagogy of Leadership Programs, Assessment Center is designed to engage students in a day of simulated problem-solving activities where they can make theory-to-practice connections in real time. The day included an analysis of a case study school facing challenges that mirror the difficulties we see in TK–12 systems, including teacher shortages, school closures, and competing needs and priorities of various stakeholders. Assessment Center allowed LEAD and PLI students to work side by side to embody and enact transformational leadership in a safe and supportive learning environment. Complete with live actors, a simulated school board meeting, and a host of unexpected leadership challenges, the day of learning was one the students will never forget. We look forward to finding more opportunities for cross-program collaboration.

Invested in Growth

We are happy to welcome our newest cohort to the Leadership Support Program (LSP) family. They join our ever-widening network of social justice leaders making an impact across the Bay Area and Southern California. We look forward to watching them grow in the next two years as they benefit from the support they receive through our coaching and seminars, and of course, from each other.

We would like to take a moment to highlight the work of our LSP coaches. Our coaches work together to build a supportive community of learners, challenging themselves and each other in the spirit of continuous improvement. The result: year after year, our students are effusive in their praise and appreciation of their coaches. They point to the deep care and trust they receive, and how the coaches are so invested in their reflection and growth as leaders. Indeed, many have chosen to continue their coaching relationship well beyond LSP!

Leaders for Equity and Democracy

Cohort-Based Learning with Personalized Pathways

This year, the Leaders for Equity and Democracy (LEAD) EdD program supported two simultaneous cohorts of doctoral students for the first time. While students in the first cohort continued their journeys toward the doctorate by advancing to candidacy and beginning their dissertation research, LEAD welcomed nine new students into Cohort 2. Together, the cohorts are bonded by their passion for educational system leadership and represent leaders working across early childhood through university settings, with an average of 24 years of professional experience prior to enrollment. Three-quarters serve in the K–12 system, and 86% identify as leaders of color.

Among the dissertation topics for students in the first cohort are inquiries into district communication practices with classified staff and their impact on school culture, a study of the role of principal supervisors in district transformation efforts, and a look at the responses of school and system leaders to the national increase of anti-Asian violence. Additionally, several students are examining similar issues from the unique vantage points offered by their professional and personal positionalities, such as two complementary studies on intersectional identity markers in senior-most roles—one focused on women of color ascending to the superintendency and another on LGBTQ+ community college presidents of color.

These dissertations are a final milestone in students’ three-year doctoral journey to prepare to lead educational systems toward greater expressions of equity and democracy. LEAD blends cohortbased learning with personalized pathways, allowing students to take foundational courses that dig deeply into issues of system leadership and transformative change while retaining access to world-class faculty who specialize in specific areas of practice.

Leadership Coaching

Coaching Is Core

Coaching is core to the Leadership Programs approach and has proven to be no less critical a support for practicing leaders than for newer ones. Leadership coaching provides individualized support for school and district leaders as they develop their leadership practice. Using the Leadership Programs’ Coaching for Social Justice and Equity model, coaches align with leaders to understand and develop their full leadership potential. The Coaching for Social Justice and Equity model rests on the foundation of the Leadership Connection Rubric, which describes the components of effective equity-centered leadership across a continuum from an emerging or novice leader to a developing leader to a practicing or veteran leader.

Leadership coaches are veteran administrators with a wealth of experience and expertise in K–12 education. They provide confidential thought partnership and professional growth opportunities designed in direct response to the goals, strengths, and unique needs of each individual leader and their context.

Leadership Programs currently has 25 leadership coaches providing support to over 180 Bay Area leaders in our leadership preparation programs and ongoing coaching support offerings. Candidates in our leadership preparation programs—Principal Leadership Institute and Leadership Support Program—engage in individualized coaching in alignment with the program outcomes and their leadership goals. Participants in our contract coaching program and constituents of the 21CSLA Bay Area Regional Academy engage in coaching based on their contextual needs and their individual leadership development. Across these four programs, those receiving leadership coaching include teacher leaders, school site leaders, and district-level leaders spanning the Bay Area.

Faculty Spotlight

Tackling Difficult Questions

In 2023, Berkeley School of Education welcomed a new dean as well as two new faculty members, all of whom have committed to supporting and teaching within Leadership Programs.

Dean Michelle D. Young is a scholar of educational leadership and policy who previously served as dean and professor of educational leadership and policy at Loyola Marymount University’s School of Education, as professor and department chair at the University of Virginia, and at the helm of leading research consortium University Council for Educational Administration (UCEA) for nearly two decades.

As an organizational theorist, Professor Gina Garcia explores issues of equity and justice in higher education with a focus on HispanicServing Institutions (HSIs), including examining the experiences of administrators, faculty, staff, and students within HSIs.

Assistant Professor Jose Eos Trinidad is a sociologist whose research explores education policy, institutional change, and how outside organizations affect school improvement and inequalities. His work integrates theory, policy, quantitative data, and qualitative interview approaches to understand education policy and systems holistically.

Supporting California’s School Leaders for Equity

Strong school leadership is a key predictor of student achievement, and highly skilled leadership is critical to successful improvement efforts. Thus, 21CSLA (21st Century California School Leadership Academy) is dedicated to the professional learning and support of California’s teacher, site, and school district leaders.

Headquartered at UC Berkeley School of Education, 21CSLA is led in partnership with UCLA School of Education and Information Studies, California Subject Matter Project, and seven Regional Academies throughout the state. 21CSLA is one of many branches of the California Department of Education State System of Support.

21CSLA is California policymakers’ key investment in the professional learning of leaders. Employing a collaborative group learning model, the 21CSLA Collective (Regional Academies and State Center) engages in continuous improvement together to increase leader efficacy throughout the state.

In spring 2023, Leadership Programs received confirmation that our application was approved by the California Department of Education to continue as the 21CSLA State Center throughout Cohort 2 of the grant (2023–2026). Over the course of three years, the Center will receive close to $22 million to execute high-quality programming for leaders in the field. As such, in Cohort 2 Year 1, many new projects are already up and running, including developing a statewide leader database, launching a Professional Learning Lesson Study in all seven Regional Academies, continuing the integration of digitally mediated learning into our professional learning offerings and events, and embarking upon a coaching enhancement project.

21CSLA Universal Transitional Kindergarten Leadership Initiative

The 21CSLA UTK Leadership Initiative prepares leaders to lead for equity in rolling out California’s Universal Transitional Kindergarten.

In 2023, our UTK Professional Learning program: developed, piloted, and facilitated 20+ equity-focused professional learning series for leaders implementing Transitional Kindergarten in their schools and districts. served 250+ leaders across 7 geographic regions. created a UTK train-the-trainer model to provide equity-centered professional learning throughout the state at no cost to participants. rolled out our first UTK Regional Trainer Welcome and Orientation, training over 40 UTK regional trainers to provide professional learning in 21CSLA’s 7 geographic regions.

In 2023, our UTK Leadership Certificate program: launched credit-bearing university courses in partnership with UC Berkeley Extension to offer administrative credential candidates a certificate of equity-focused instructional leadership. served over 40 candidates throughout the state. continually strengthened content and pedagogy based on leaders from the field.

21CSLA Bay Area Regional Academy

Supporting and Transforming Leaders and Systems

In 2023, the 21CSLA Bay Area Regional Academy wrapped up our first three years of programming and launched directly into planning and outreach for the next three years. We continue to work to expand our reach across all six Bay Area counties that we serve, with our annual Leading for Justice Summit in June being a cornerstone for gathering and empowering leaders across our area to realize justice in their communities.

With topics ranging from Equity in Special Education, Community Schools, Ethical Artificial Intelligence, and more, we continue to work to provide a variety of offerings that speak to the interests and needs of the leaders we serve. In particular, we have expanded our range of Affinity Group offerings to support leaders of color in the African American, Latinx, and Asian American Pacific Islander communities.

Our coaching system of support saw more requests for support than ever before in the life of our grant, enabling us to serve 100 different leaders in our area in 2023, with interest already building for next year’s cohort.

Across the region’s six counties, we served 543 leaders to support work that transforms our schools so that historically underserved students thrive.

2023 saw the launch of the Equity Leadership Now! podcast—a collaboration of equity leaders, technical specialists, and consultants who explore innovative ideas in education leadership. The project integrates 21CSLA devices, tools, and resources into the podcast medium to provide cutting-edge, digitallymediated professional learning with a focus on transformative equity leadership in education.

Hosted by Dr. Jabari Mahiri, BSE Faculty Director of Leadership Programs, the podcast delivers content-rich discussions, interviews, and lectures addressing key 21CSLA focus areas. Audiences have the opportunity to engage with conversations and perspectives directly from leaders through various learning mediums, ensuring accessibility for diverse learners. Additionally, the podcast complements

ELN! serves as a valuable resource for ensuring educators stay informed about current emerging trends, research findings, and best practices in education and leadership by featuring visionary leaders who provide up-to-date insights and analysis, conducting in-depth connections with thought partners in the field, and creating professional learning that addresses the latest developments and innovations in educational theory and practice. 21CSLA Research Highlights

In 2023, 21CSLA was awarded the Research Expansion Grant from the California Department of Education to further develop the knowledge that supports education leaders in leading for equity. The expansion plan has four aspects:

• Increasing research collaboration with researchers within and beyond UC and other research institutions

• Implementing the 21CSLA Professional Learning Lesson Study Collective

• Developing a 21CSLA Research-Practice Partnership model

• Expanding research brief and webinar offerings

In addition to laying the foundations for our expanded work, we continued to publish and produce our research briefs and webinars on topics including:

• Impact of teacher shortage on UTK (brief)

• Equity-centered leadership coaching (brief)

• Educating for a diverse democracy (webinar)

• Teacher diversity in early childhood education (webinar)

Rest in Power

Join our celebration of Earl N. Crawford Jr., who rested in power in February 2024. Earl served as a leadership coach and founding member of the African American Male Leaders Network in 21CSLA. A practicing principal in the Alameda County Office of Education Court Schools, Earl committed his life to improving educational outcomes for underserved students. “His warmth and love for his students was undeniable and infectious,” shared PLI Alum Jerome Gourdine. We will honor Earl’s dedication by continuing to advocate for equity and justice with warmth and love. Rest in power, Earl.

We celebrate the life and contributions of Ilka Williams, who rested in power in January of 2024. Ilka dedicated decades to serving the students, faculty, and staff of the BSE before retiring at the end of 2020. “I had the pleasure of interacting with Ilka as both a graduate student and as a colleague,” shared PLI Director Soraya Sablo Sutton. “Her depth of knowledge about how to navigate the UC bureaucracy, coupled with her quick wit and joyful spirit, made her a true friend and colleague.” Ilka was a fierce advocate who was unafraid to raise her voice on behalf of students of the BSE. Her career-long impact on our department will be remembered and cherished. May her memory be a revolution.
