World Smile Day

As we tumble into Autumn, it’s lovely to have another reason to be cheerful – and the first Friday in October is World Smile Day®- when we can all make a real difference, just by helping others. Founded by the creator of the wellknown Smiley face, Harvey Ball, World Smile Day was first celebrated in 1999 and ever since then, people all around the world have used this day to make a special effort to do just one kind deed, or something that will make another person smile. As you may have guessed, Harvey Ball was from the US – from Worcester, Massachusetts, to be precise – and he invented that Smiley face with a special place in our hearts - and text messages - way back in 1963! Of course, it was an instant success, even way back then; as it is culturally and gender neutral it appeals to everyone, everywhere as a symbol of happiness.

Over time, Harvey became worried that the true spirit of what he had created Smiley for was being lost through over-commercialisation of the image, so he decided to pull Smiley back to his roots. He created a special day to celebrate every year, to encourage everyone to focus on those important values which Smiley was created to embody. After Harvey’s death in 2001, the Harvey Ball World Smile Foundation was established, to continue the work he started in promoting world kindness. So, what can you do to celebrate this year, on the 1st? How about making Smiley cupcakes, and taking them into work, school or to share with friends? Maybe host a children’s party, with Smiley face painting, or decorated balloons, or how about getting together and making a giant human Smiley? I like the idea of ‘paying it forward’ – doing a kind deed ‘just because’,

in the hope that the recipient will do the same for someone else – maybe just opening a door for someone, buying their morning coffee or paying for their car parking if they don’t have the right change? It’s got to be a good thing, if we’re making the world a kinder and more thoughtful place, that’s the Smiley philosophy - so what will you choose to do this World Smile Day?

HAVING RUBBISH REMOVED? DON’T PAY CASH!

Many of us are quite accustomed to paying cash in hand to have odd jobs done to the house or in the garden – but if you ever need to have rubbish removed, this is the one time you should never pay cash. Did you know that your rubbish is far more likely to end up fly-tipped if you pay someone cash to remove it? A bona fide waste carrier must pay a commercial tip when they want to dispose of rubbish -an anonymous ‘man with a van’ has a strong financial incentive to avoid the disposal charge – by dumping your rubbish in the countryside. And there’s a sting in the tail. If we investigate a fly-tipping incident and find evidence that leads us to a householder, we’ll pay them a visit and ask them to provide evidence that they’ve taken reasonable steps to identify the person they hired to remove their rubbish and to ensure that it would be disposed of properly. If the householder can provide evidence of the identity of the

person who took their rubbish away such as details of a bank card payment, the investigation can focus on the fly-tipper. However, if the householder has paid an unidentified individual cash in hand to remove rubbish, we’ll issue them with a £400 fixed penalty notice for failing in their ‘duty of care’. If the incident is serious, this might be escalated to a court summons that could result in a criminal conviction and a hefty fine. Jilly Jordan, Deputy Cabinet Member for Climate Change and Environment, said: “Fly-tipping is a blight on the Buckinghamshire countryside, and the Council spends over £600,000 a year to clear it from public land – money that could be spent on providing other services to the county’s residents. “So, if you pay cash in hand to have rubbish removed, you’re making yourself part of the problem.”

If you’re unsure of how to make sure you’re doing the right thing when someone is taking away your rubbish, our S.C.R.A.P. fly-tipping campaign code is a useful tool: S - Suspect all waste carriers; do not let them take your waste until you’re confident they’re legitimate. A professional waste carrier should happily answer reasonable questions. C - Check that a waste carrier is registered on the Environment Agency’s website. R - Refuse any unexpected offers to have your rubbish taken away. If you suspect that someone who approaches you will be disposing of waste illegally, report them to the Environment Agency. A - Ask what will happen to your rubbish and assure yourself that it is going to be disposed of appropriately. P - Paperwork must be obtained: a proper invoice, waste transfer note or receipt, including a description of the waste being removed and the waste carriers contact details.

LASAGNA PLANTING Larger and deeper pots provide the perfect excuse to layer plant your bulbs so helping to extend the season of interest from a few weeks to a couple of months or more. Put your biggest bulbs in first - if you were planting an Iris, Narcissus and Tulip combination, the Tulips would go on the bottom.

They can be packed in quite closely, providing they don’t touch. Cover with a 5cm layer of compost, then add the Narcissus. Cover as before and finish with a layer of Iris such as Iris reticulata ‘J. S. Dijt’. If you like, you could also add some Grape Hyacinths and Crocus to this last layer. To complete the display you can top plant with pansies and violas which are shallow rooting. Finish the task by topping up with compost and giving the plants in the pot a good drink to settle everything in.
