High Hedges Complaints
A Council will only consider a complaint if:

High hedges can block out light to houses and gardens and cause friction between neighbours. No common law right to reduce the height of a hedge growing on neighbouring land exists.
The introduction of the Anti-social Behaviour Act 2003 (“ABA 2003”) gave local Councils the power to deal with complaints about high hedges that adversely affect the reasonable enjoyment of residential property. 1. It is made by an owner of residential property; 2. It alleges that the owner’s reasonable enjoyment of their property is adversely affected by the height of the hedge; and 3. The hedge is situated on land owned by another person.

If the Council decides to uphold the complaint it can issue a remedial notice which records their decision that the hedge adversely affects the complainant’s reasonable enjoyment of their property, specifies the action required to remedy that effect and sets the deadline for compliance.

The world’s first conference for health missioners was held at the Buckingham Nursing Home in 1892. Through the passionate advocacy of Frederick Verney the conference was financed by the new County Council and George De’Ath was its tutor. The health visitors it trained rode around north Bucks on bicycles advising women how to improve their family’s health through better sanitation and hygiene in their cottages. Within 10 years, Buckingham had the lowest death rate of any town in England. From this humble beginning led by George De’Ath in north Bucks, the concept of health visitors and district nurses spread worldwide. (Ed Grimsdale, local Buckingham historian) 125 years ago this year, a conference was convened in the town that led to the establishment of 'health missioners' that contributed to the locality's health & well being. Whilst Salford or Birmingham often claim to be the birthplace of urban district nursing, we know that Buckingham, at the very least, was the birthplace of rural community nursing.for the world. The Town Council decided to mount a Health

Festival to celebrate this fact where there will be many events throughout the week for the community to get involved in. The Council has been working closely with representatives from NHS England, the Queens Nursing Institute and other senior nurses and midwives to assemble a professional development conference on Friday the 10th November to look back and look forwards to the future of community nursing and health. NHS England has kindly sponsored the event. On Saturday the 11th November the community centre will be transformed into a jamboree of health where local groups, agencies, businesses and practitioners will provide advice, guidance, resources and information to all visitors. You will see up to 30 exhibitors from local therapists, Osteopath, Chiropractic, Buckinghamshire Healthcare NHS Trust, Health Watch Bucks, the Buckingham Hospital League of Friends (this year is their 50th year anniversary of the founding of the league)!

The leaves are falling, as well as the temperatures, and the rain has started to come more often, says Buckingham Garden Centre’s Chris Day. Yes, winter is definitely on its way. But, that doesn’t mean there are no jobs to be done in your garden this month - definitely not! You should have done a lot to prepare your garden for the winter back in October – mainly tidying up, but there are still tasks to tick off on your to-do list this month. Autumn is often treated as a time to hack everything back for a big tidy up before winter really sets in. However, it’s actually not a good time to prune many trees and shrubs - you are better to do this late in winter, or in early spring. Cherries, if pruned, are very vulnerable to silver leaf disease, and evergreens are usually tackled in early spring, or directly after flowering. Saying this, there are some plants that should be pruned in the autumn - these include Beech, Hawthorn and Hazel. It’s worth trimming back climbing and shrub roses by half to help stop wind rock affecting your plants. Vigorous growers like

Buddleja, Dogwoods and Lavatera can be reduced by half to again lessen problems of wind rock over the winter. The most important part of autumn pruning is removing dead, diseased, or misplaced branches. Always aim to make a clean cut, either back to just above a bud on living wood, or back to the stem it’s growing from. After pruning, scatter a few handfuls of bonemeal around the root area of shrubs to stimulate root growth over winter, and mulch with garden compost. If you have grapevines in your garden, then you will also need to prune these in November. Cut back all fruited shoots to one or two buds from the main stem. This can be carried out between November and late winter. If your grapevines are under glass then it’s best to prune them sooner, rather than later, so that winter sunlight coming into the greenhouse is not blocked out. As long as the ground is not frozen or waterlogged, keep planting out pot-grown hardy climbers, shrubs and trees - and, you must remember to water them
through the winter. It’s also a good time to plant bare root specimens which are usually cheaper to buy, and of course, you get to select a wide range of species, often available in many good planting sizes. Check out availability at www.hedging.co.uk Whilst checking new plantings make sure you set tree guards (spiral tree guards, 29p each or tree shelters from £1.29 each) or chicken wire around young trees and woody shrubs that are prone to attacks from rabbits, deer or squirrels. This should stop them nibbling on the bark causing possible death by ring barking or making wounds into which disease can enter the plants.

Sow some broad beans! These beans, which are also known as ‘fava’ beans, are a cool weather crop and can be sown in autumn or early spring to give a succession of pods to pick from early, to mid- summer and they are delicious! They like a deep, rich, moist but free draining soil and plenty of sunlight. Some varieties can grow to around 90cm high, so make sure you prepare for this when choosing a spot to plant them. If your garden gets a lot of wind, then you may be better to grow a dwarf variety - such as ‘The Sutton’ (pictured). Once they’re planted you can look forward to harvesting them come late spring but make sure you pick them before the beans grow huge (beans should be about the size of a thumbnail when popped from their pod). If you miss a few and these become too large to be tender to eat, don’t worry, just leave them until the
pods start to dry then pick them, dry them in the sun and store them for winter stews. They take about an hour of boiling to tenderise, but are delicious – far better than dried beans you can buy. The same applies to Runner and French Beans, but do not do this whilst the plants are still flowering and producing young beans as it will reduce the crop of new beans.

the lawn, beds and in your pond, doing this regularly to keep on top of this task. If you missed feeding the lawn last month, don’t worry you can do it through November. Evergreen Lawn Feed and Moss killer is always best applied when the weather is fair, the soil is moist and the grass is dry and frost free. • It’s your last chance to plant some tulip bulbs! By planting them this late in the year you’ll have

• Now is the time to clean
out bird nesting boxes. If you do not clean them out they can harbour wintering pests like mites, as well as bird diseases. Remove old nesting material before scrubbing with clean water and applying a wildlife-safe cleaner such as Gardman Wild Bird Feeder Hygiene Spray. Also put out bird food
regularly to encourage the birds into your garden. Then, sit back and look forward to seeing some lovely birds visiting! • Prepare your taps for winter! If they aren’t protected, water within the tap or pipe will expand causing splits or cracks meaning there will be leaks once they are thawed out.
