PM-SYM is a voluntary and contributory pension scheme on a 50:50 basis. The Ministry is implementing the National Career Service (NCS) Project as a Mission Mode Project for transformation of the National Employment Service to provide a variety of employment related services like career counselling, vocational guidance, information on skill development courses, apprenticeship, internships etc. The Ministry is also implementing “Pradhan Mantri Rojgar Protsahan Yojana” (PMRPY) since 2016-17 with the objective of promoting employment generation with an allocation of ₹ 1,000 crores. The Ministry has developed a unified web portal ‘Shram Suvidha Portal’, to bring transparency and accountability in enforcement of labour laws and ease compliance. It caters to four major organisations under the Ministry namely; Office of Chief Labour Commissioner (Central); Directorate General of Mines Safety; Employees’ Provident Fund Organisation; and Employees’ State Insurance Corporation. Ministry of Labour and Employment has started Single Unified Annual Return for eight Labour Acts. This facilitates filling of simplified Single Online Return by the establishments instead of filing separate Returns, under these Acts. (1) The Payment of Wages Act, 1936; (2) The Minimum Wages Act, 1948; (3) The Contract Labour (Regulation and Abolition) Act, 1970; (4) The Maternity Benefit Act, 1961; (5) The Building and Other Construction Workers (Regulation of Employment and Condition of Service) Act, 1996; (6) The Payment of Bonus Act, 1965; (7) The Inter-State Migrant Workmen (Regulation of Employment and conditions of Service) Act, 1979; and (8) The Industrial Disputes Act, 1947. Facility for Common Registration under five Central Labour Acts has been developed on e-Biz portal of the Department of Industrial Policy and Promotion. The Acts covered under this include: The Employees Provident Fund and Miscellaneous Provisions Act, 1952; The Employees State Insurance Act, 1948. The Building & Other Construction Workers (RECS) Act, 1996; The Contract Labour (Regulation & Abolition) Act, 1970; and The Inter-State Migrant Workmen (RECS) Act, 1979. To provide medical care and cash benefits in case of sickness, maternity and employment injuries, the Employees’ State Insurance Act was enacted in 1948. Employees’ State Insurance Corporation (ESIC) is implementing the ESI Scheme introduced since 1952. ESIC was the first organization of Central government, to integrate its services (Registration of Employers through e-biz portal of Department of Industrial Policy and Promotion DIPP) to promote ease of business and curb transaction costs. Unemployment Allowance under Rajiv Gandhi Shramik Kalyan Yojana (RGSKY) has been enhanced from 12 to 24 months. ESIC has launched new scheme “One IP-Two Dispensaries” for the benefit of migrant workers. The Employees’ Provident Funds (EPF) and Miscellaneous Provisions Act, 1952 provides for Provident Fund, Pension Scheme and Insurance Fund in factories/establishments employing twenty or more employees in industries mentioned in Schedule-I to the Act. The following three schemes framed are: Employees’ Provident Funds Scheme, 1952; Employees’ Pension Scheme, 1995 and Employees’ DepositLinked Insurance Scheme, 1976. The Employees’ Provident Funds and Miscellaneous Provisions Act, 1952 provides for Provident Fund, Pension Scheme and Insurance Fund in factories/ establishments employing twenty or more employees in industries mentioned in Schedule to the Act. The Government of India through the Employees’ Provident Fund Organisation (EPFO) administers the Employees’ Provident Fund and Miscellaneous Provisions (EPF&MP) Act, 1952 and the following three schemes framed there under: Employees’ Provident Funds Scheme,1952; Employees’ Pension Scheme, 1995, and Employees’ Deposit-Linked Insurance Scheme, 1976. The facility of Universal Account Number (UAN) for EPF subscribers was formally launched in 2014. Portability is an inherent feature of the UAN programme. Twenty-two Central Government Industrial Tribunal (CGIT) -cum-Labour Courts have been set up under the provisions of the Industrial Disputes Act, 1947 for adjudication of industrial disputes in organizations for which the Central Government is the appropriate authority. The two Industrial Tribunals at Mumbai and Kolkata also function as National Tribunals. The National Policy on Child Labour declared in 1987, addresses the complex issue of child labour. Under the Legislative Action Plan, the Child Labour (Prohibition and Regulation) Act, was enacted in 1986. This Act was renamed the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986 in 2016. As per the provisions of the Act, the employment of children below the age of 14 years was prohibited in 18 occupations and 65 processes. Now the Government enacted the Child Labour (Prohibition and Regulation) Amendment Act, 2016. The Amendment inter alia covers the complete prohibition on employment or work of

Labour being the subject in the Concurrent List under the Constitution of India the state governments are also empowered to enact legislations. Govenment of India introduced a pension scheme for unorganised workers under Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) to ensure old age protection for unorganised workers. Enrollment under the scheme has started since February, 2019.
