I live in the US. Since my hair was short enough, I wore hoodies and large headbands, with loose pants or long skirts. I figured I was technically covered. But as I
became more religious I became very uncomfortable with attention from men, and also developed many friendships with Muslim women (before Islam I had no friends). Men will look at a woman in jeans and a hoodie because these are popular clothes in America. When they see a woman in a long robe plus headscarf, it’s more obvious that she belongs to a religious group and is therefore unavailable to them. Also, women at work started asking me “Why are you always covering your head?” and I realized I wanted to be recognized as Muslim and not just as someone who always wore a headband. If a Muslim woman wants to wear a hat or hood, I would guess she is not comfortable being recognized as Muslim, or has experienced harassment. Edited to add: this is just my personal experience, but Muslims are also instructed not to imitate the dress and behavior of the non believers. So wearing a hoodie is probably better than not covering at all, but we should strive to be recognized as Muslims. And if you want to look attractive, a nicely draped scarf and a long dress sure is prettier than a hood and baggy pants!
