Club Mentoring Spotlight

BOYS & GIRLS CLUB OF EASTON MENTORING PROGRAM HIGHLIGHTS The Boys & Girls Club of Easton, Pennsylvania, is currently administering an OJP FY 2015 National Mentoring Programs Mentoring Youth At-Risk grant. In January, the Club held an open house and celebration in honor of Martin Luther King Jr. Day. The Club honored its volunteers and mentors, hosted Club tours, and demonstrated sample programs and activities to recruit new mentors. The Club also held a corporate volunteer day in January, honoring friends and mentors from JustBorn, a local candy manufacturer. As part of their mentoring programs, the Boys & Girls Club of Easton has implemented Project Learn, tutoring and I-Station, a reading proficiency improvement program. During National Boys & Girls Club Week last March, mentees participated in several mentor celebrations with the JustBorn, NIKE, and Lafayette College programs. The Club has also recruited a number of new mentors, including four minority male mentors and two local NFL hopefuls who have been working with Club youth on Triple Play activities. Jarrod West and Anthony Gonzalez are former local high school athletic standouts who support the Triple Play athletic and recreation departments, and mentor youth. West is a Club alumnus, Liberty High School athletic standout, and Syracuse University wide-receiver and graduate. He has had NFL try-outs with the Pittsburgh Steelers, New York Jets and Green Bay Packers.

Boys & Girls Club of Easton is harnessing the power of two Lehigh Valley athletic standouts in the Triple Play sports, fitness and recreation programs.

Gonzales was a Liberty High line-backer and graduated from the University of Pittsburgh. He has had NFL try-outs with the Pittsburgh Steelers. West and Gonzales currently mentor four times a week during the Club’s Triple Play programs. In recent months, West and Gonzales have joined Club staff in preparing kids for a number of special events focused on physical fitness, healthy habits and community service, including Just Born Triple Play Day, Nike Triple Play Days, Global Youth Service Days and National Fitness Competition Day.


Triple Play Day is celebrated at the Club every Thursday. These weekly celebrations incorporate a variety of fun, field-day type activities. Club youth have opportunities to compete against themselves by tracing their fitness accomplishments and striving for improvement while building their motivation, confidence and physical competence. Triple Play is sponsored locally by Two

Rivers Health & Wellness Foundation, IronPigs Charities and the Easton Rotary Foundation. The Club invites youth from the community, ages 5 to 18, to come participate in the Triple Play, sports, fitness and recreation programs and healthy habits activities.

DID YOU KNOW? BGCA AND KIWANIS INTERNATIONAL BGCA and Kiwanis International have developed a National Mentor Recruitment Collaboration to support the mentoring needs of children, with an emphasis on addressing the mentoring needs of Boys & Girls Club members nationwide, while simultaneously reducing the existing mentor gap for minority males in the U.S. To promote and recognize the impact of successful local Kiwanis Club/Boys & Girls Club collaborative best practices, BGCA invites Clubs to submit nominations for the Kiwanis Club Impact Award program. Each year, BGCA presents this prestigious national award in recognition of Kiwanis Club’s extraordinary support of local Boys & Girls Clubs. The 2016 Kiwanis Club Impact Award winner is the Manteca Sunrise Kiwanis Club in California. The Impact Award will be presented by BGCA and the Boys & Girls Clubs of Manteca and Lathrop at the fall Kiwanis International Conference.

IMPACT OF OJP FY 2015 FIRST-QUARTER FUNDING The collective impact of Boys & Girls Clubs administrating OJP National Mentoring Programs grants is off to a great start. OJP FY 2015 Clubs have reported that they are effectively mentoring more than 29,900 youth, with over 29,000 of those youth participating in an approved evidence-based program so far this year.

07/01/2016 OJP 2015 National Mentoring Programs Reports: Program and Performance Measures Reports for activity from April 1, 2016 – June 30, 2016 are due. 09/30/2016 Organizations with Dec. 31, 2015 Fiscal Year-End Dates Per Single Audit Procedures, organizations that met or exceeded the $750,000 federal expenditure threshold must complete and submit their Single Audit Report to BGCA and the Federal Audit Clearinghouse. 10/2016 October is National Bullying Prevention Month Every October, schools and organizations across the country join STOMP Out Bullying™ to observe National Bullying Prevention Month. The goal is to encourage communities to work together to stop bullying and cyberbullying by increasing awareness of the prevalence and impact of bullying on children of all ages. 10/01/2016 OJP 2015 National Mentoring Programs Reports Program and Performance Measures Reports for activity from July 1, 2016 – Sept. 30, 2016 are due. 10/20/2016 Lights on Afterschool America will light up for the nation’s biggest rally for afterschool on Oct. 20, 2016. The Club professional responsible for administering the mentoring programs at each OJP-funded site is required to complete the distance learning course, and to record participation in the quarterly online grant program reports submitted to BGCA.

In accordance with OMB’s Uniform Administrative Requirements, Cost Principles, and Audit Requirements found in 2 Code of Federal Regulations (CFR) Part 200, BGCA must review the risk associated with a potential subrecipient (Club) prior to awarding funding and to ensure appropriate monitoring will take place during the grant cycle. Federal funding should not be recommended when there is sufficient information available to indicate that the Club is at high risk of noncompliance with Federal statutes, regulations, and the terms and conditions of the grant. BGCA’s subrecipient monitoring includes, but is not limited to, regular communication with the Club, reviewing financial and programmatic reports to assess grantee performance and timeliness of reporting, and ensuring that action is taken to address deficiencies found through audits, onsite reviews and other means. The purpose of the monitoring activities is to provide reasonable assurance that the Club has or will administer federal pass-through funding in compliance with the laws, regulations, and the provisions of the award, and that the required performance goals are being achieved.

Site Visit Agreed-Upon Procedures: BGCA, through a combination of internal staff resources and external consultations, performs on-site agreed-upon procedures (AUPs). AUP site visits do not constitute an audit or examination, and are intended to provide technical assistance and support to Clubs administering OJP grants. As such, the external consultants do not express opinions or issue auditor qualifications on federal grant compliance. The limited-scope AUP reviews [of subrecipient Clubs] provide technical assistance to visited Clubs that include: • Inquiries of management concerning policies and procedures • Reviews of internal controls • Reviews of supporting documentation for expenditures charged to specified federal grants

Participation in the Mentoring at Boys & Girls Clubs distance learning course is required for all OJP FY 2015 grant recipients and should be completed early in the grant period.
