hoppers will look for bargains in bloom this weekend at the Birmingham Botanical Gardens’ 41st Spring Plant Sale. More than 85,000 plants will be on sale with as many as 7,000 shoppers expected. “It’s our largest event every year in terms of manpower and the amount of people who come,” said Andrew Krebbs, marketing director for the botanical gardens. “We’ll have every kind of plant you can think of there.” Some of the plants were grown at the botanical gardens, while some came from area nurseries. Among the plants offered will be azaleas, Japanese maples, ferns, roses, day lilies and camellias.

WASHINGTON — Residents around a coal ash-covered landfill in Uniontown are urging the federal government to label the waste a hazard that needs to be regulated more closely and handled more carefully, according to an Alabama man who is lobbying in Washington on their behalf this week. “We matter,” said John Wathen, who works for the Friends of Hurricane Creek and is concerned about the people who live near the Arrowhead Landfill in Perry County. Wathen and others from Oklahoma and Ohio met Monday with White House staff, where a regulatory proposal from the Environmental Protection Agency on coal ash is pending.

MONTGOMERY — The Alabama Legislature on Tuesday passed a bill designed to increase transparency in Jefferson County’s public financing. The bill, which becomes law unless the governor objects, requires the Jefferson County Commission to disclose the identity of each person to receive payment for services provided on any county bond or bond swap deals, and to conduct a public hearing with at least three of the five commissioners in attendance before borrowing more than $5

County to skip bonds, but city may have option Federal stimulus program could raise $67 million By BARNETT WRIGHT News staff writer

The Jefferson County Commission’s finance committee will consider a resolution today giving the city of Birmingham the option to issue $67 million in low interest bonds that can be used for capital projects.

Most Jefferson County commissioners said last month they wouldn’t borrow through the sale of taxable bonds under the American Recovery and Reinvestment Act of 2009 because the county can’t afford to go deeper in debt. The county is already struggling under $3.2 billion in sewer debt, $800 million in school construction debt and about $250 million in general obligation bonds.
