VCAT finds Elise Chapman guilty of misconduct

FORMER City of Greater Bendigo councillor Elise Chapman was guilty of misconduct in giving voice to ugly and unjustified stereotyping of Muslims in Bendigo when she tweeted a picture depicting genital mutilation, according to a VCAT vice president. In a 22-page finding handed down yesterday, judge Marilyn Har-

bison said Ms Chapman’s behaviour was the “very opposite” demanded of a councillor. Judge Harbison reprimanded Ms Chapman, the only penalty available to her given the latter was no longer a councillor. Her most brutal remarks relate to her finding that Ms Chapman breached the councillors’ code of conduct.

“The Bendigo code required Ms Chapman to treat all persons with respect having due regard to their legitimate beliefs, race, culture and opinions,” Judge Harbison said. “I can think of no more gross example of violation of these principles than to suggest that those who would frequent a place of worship in Bendigo, or Bendigo residents who hold a particular religious belief,

would mutilate young babies in a way she has represented in her tweet. “In doing so, she has, whether wittingly or unwittingly, give voice to ugly and unjustified stereotyping of Muslims in the Bendigo community. “There is even more force to this characterisation when the tweet is seen in its context.” Continued Page 2

Call for super access

GIVING first homebuyers access to their own money in a superannuation fund should not be a controversial idea, according to the Real Estate Institute of Australia. REIA president Malcolm Gunning said one of the biggest hurdles young people have in buying their first home is saving enough money for the transaction costs and a deposit. “With rising house prices, the dream of owning a home is becoming difficult to attain,” he said. “Surveys show that not only are aspiring homebuyers saving for longer but are also using debt to meet their deposit requirement including personal loans and credit cards. “With first homebuyers finding it increasingly difficult to enter the housing market, home ownership in Australia is declining after four decades of stable levels. “Many young people already have a partial deposit, access to their super would make the difference but they aren’t allowed to make the decision to access what is after all their own money until they retire.” Mr Gunning said too much attention had been focused on the accumulation of a nest egg through superannuation at the expense of other more practical considerations which not only improve the quality of life at an earlier age but result in a greater retirement

NEW HOME: There is a call to allow first home buyers access to their superannuation early. “nest egg”. “Superannuation and home ownership are both components of a retiree’s ‘nest egg’ and not competing products. By buying earlier in life retirees have every prospect of having a higher equity on retirement and a larger ‘nest egg’ on downsizing. “It is nonsense to suggest that early access to superannuation for a home deposit would undermine retirement savings and create new risks.” He said access to superannuation for the purchase of a first home could help reverse the

trend of falling home ownership and address the looming social problem of large numbers of long-term renters aged 45 years and over remaining in the rental sector and possibly requiring rental support in later years. “Accessing super is not a radical idea. The use of retirement savings for a first home purchase has already proven to be successful in Canada, New Zealand and Singapore,” he said. “It is ironic that superannuation funds that invested in residential investment property have provided the best returns for their members over the last 20 years yet don’t want to see individuals investing in their superannuation contributions in real estate. “What is the difference between investing in someone else’s home through your super fund and using your super contributions to invest? “REIA believes in the benefits of continuing the high ownership level in Australia, particularly as the population ages, and strongly encourages the government to help implement solutions that will assist aspiring first homebuyers. Mr Gunning said the federal government should be applauded for considering a holistic approach to housing affordability which includes giving access to superannuation for first homebuyers.

Tribunal finds former councillor guilty From Page 1 Judge Harbison said Ms Chapman was a vocal opponent of the mosque and a central figure in the debate. “In many public utterances, she indicated her view that it was not just a planning issue but was in fact a debate about the religion of Islam – about which she had strong views,” Judge Harbison noted. Ms Chapman’s tweet included a picture of five babies with bloodied genitals with the comment: “Oh we could have this here too? Would you like your fanny sliced off?”

Judge Harbison found Ms Chapman was bound by the City of Greater Bendigo councillors’ code of conduct despite not signing the code in place at the time of the tweet.

“When one reads the twitter exchange with E as a whole, it is clear that Chapman was making no distinction between her role as councillor and her private views,” Judge Harbison found.

Stadium bids for pokies

BENDIGO Stadium Limited has lodged an application for a major redevelopment of The Wellington at Botanical Gardens Hotel in White Hills which would include 44 poker machines. Plans for the multi-million dollar project were lodged with the City of Greater Bendigo on Wednesday, and include converting the bottle shop and surrounding area into a large room housing the 44 electronic gaming machines,

while the existing bar and bistro facilities would also be upgraded. BSL chief executive officer Jason Wallace said he expected 12 positions would be created as part of the redevelopment. There were 641 poker machines operating at 11 venues throughout the City of Greater Bendigo at the end of February, up from 614 two years ago. Across the region, patrons have poured more than $32 million into the machines in the eight months to February 28, down about

BENDIGO Bank will close its Pall Mall branch on April 21, almost 13 years after it moved to the prominent city corner, but the ATMs will remain in the window facing the main street. The bank has written to customers notifying them of the branch closure. A bank spokesperson said a recent review of its central business district branch footprint showed an unnecessary concentration of branches. “Following a recent review of our Bendigo CBD branch footprint, the bank has made the decision to close our Pall Mall branch on Friday 21 April 2017,”the spokesperson said. “This decision takes into consideration the proximity of our Bendigo central branch in Pall Mall and our Mitchell Street branch, both situated less than 500 metres away. “From Friday 21 April 2017, all face-to-face banking can be completed at Bendigo central branch, located in Bath Lane, Bendigo, or the nearby Mitchell Street branch.” Bendigo Bank opened the Pall Mall branch in 2004, incorporating another Williamson Street outlet into the new, bigger corner branch. At the time, there were also branches at Mitchell Street and Fountain Court, but the redevelopment of the bank headquarters meant the latter branch was out of action temporarily until 2008 when a refurbished outlet under the new bank building was finished and opened. The imminent completion of the lease covering the branch at Pall Mall meant 2017 is a good time to close. The spokesperson said no jobs or positions would be lost as a result of the closure.

Alert halts drug deaths

THERE has been no further overdoses caused by a suspected bad batch of heroin following warnings last Friday from Bendigo emergency and community health services. The batch is believed to have claimed the lives of three Bendigo people this month and caused other non-fatal overdoses. Bendigo police are still waiting for toxicology results to confirm that the same batch of drugs was involved.

Regardless, last Friday they decided to issue warning to users to be alert to the drugs and any side effects. Bendigo Community Health Services is not aware of any overdoses since the warnings. Director of media and communications Rod Case said the service had placed printed alerts on packages distributed through the needle syringe program. Health workers in the service’s drug health program had also been notified and asked to pass

on the information. “We would like to think we played a part in getting the message out there,” Mr Case said. “It is a positive outcome for everyone involved.”

ALMOST 30 teams of golfers will take to the Bendigo Golf Club’s magnificent fairways on Sunday as part of the annual OTIS Foundation golf day. Teams, mostly made up of local businesses, will play for thousands of dollars in prizes while they support the OTIS Foundation at the same time. OTIS Foundation general manager, Rachel Mason said that the event was one of the most enjoyable on the organisation’s busy calendar. “It is a great opportunity to catch up with our supporters and thank them for their on-going contribution to OTIS. Of course it is about the golf and the funds we raise on the day, but it is quite honestly the social aspect that most of the golfers enjoy,” Mrs Mason said. The foundation raises funds through team entry, corporate sponsorship and a raffle drawn on the day, which will help the OTIS Foundation continue its work in providing a national network of properties made available at no charge to women dealing with the challenges of breast cancer and their families. As part of the day, members of the Horizon Committee will also present a cheque to The OTIS Foundation from its annual Murray Charity Meander. Mrs Mason said the donation received from the Murray Meander goes directly towards making 4000 nights’ accommodation available across the country to those experiencing breast cancer. “We do all of this from our Bendigo offices, so we genuinely rely on donations from groups like the Murray Meander and many local suppliers to continue this valuable service,” Mrs Mason added.

Community centre opens doors for all THE Maiden Gully community has a major new asset to share following yesterday’s official opening of the more than $8 million Marist Community Centre. Developed as a joint project involving the City of Greater Bendigo council and Marist College, the facility was blessed by Bishop of Sandhurst Leslie Tomlinson, then opened by Greater Bendigo mayor Margaret O’Rourke and acting Marist Schools Australia director,

Paul Herrick. The facility includes a large stadium with tiered seating, a commercial kitchen, canteen, change rooms and learning space that can double as sporting social rooms. There are also two ovals, outdoor netball and basketball courts. The facility is to be shared between Marist College and the local community, with the newly-merged Maiden Gully YCW football and netball club the

After an introduction by the Golden Dragon Museum president, Doug Lagoon, manager Anita Jack proudly greeted guests in Mandarin, her first ever speech in her native language. While all guests may not have been familiar with Mandarin they were touched by the sentiment behind Ms Jack’s speech. The third speaker was the chair of the Sung Loong 750 committee, Richard Guy, who announced the committee’s intention to raise the money for a new Bendigo dragon. Mr Guy said his father was on the previous fundraising committee formed in 1969 which raised money to replace Bendigo’s first imperial dragon, Loong. The Loong 100 committee con-

she promised the 750 committee funding of $100,000. “It’s a great start,” he said. “We’re also looking for state and federal funding and need $250,000 before we can commission the dragon from the Hong Kong dragon maker.” A significant aspect to raising funds for Bendigo’s new dragon is the short film produced by Anita Jack which emphasises Bendigo’s attachment to its dragons. Bendigo councillor Matt Emond said Loong and Sun Loong have always been part of our city’s identity. “Once Dai Gum Loong is completed we will have three imperial dragons in our museum,” he said. Of the $750,000 raised approximately $235,000 will be spent on repairing and preserving Sun Loong while an estimated $500,000 will be spent on commissioning Dai Gum Loong and his accompanying regalia.

A look at muslim life A COMMUNITY workshop offering a 90-minute insight into the lives of local muslims was sold out almost as soon as it was advertised indicating there is a local public curiosity about Islam. The workshop also drew more than a dozen anti-mosque protestors on Monday who objected to the City of Greater Bendigo’s support of events in the Bendigo Festival of Cultures calendar. The protestors waved banners on McCrae Street, opposite Bendigo TAFE where the workshop was being held in the library. They claimed they were not part of the United Patriot Front or any organised group, but they were fighting for one Australian culture and held up placards denouncing sharia law and islam. Simultaneously, in a meeting room in Bendigo TAFE’s library, a group of more than 30 people

heard from local muslims about their lifestyle in Bendigo, beliefs around women and Islam, halal food and local mosque plans. Loddon Mallee Multicultural Services chairman Abhishek Awasthi said he recognised everyone’s right to freedom of expression and to protest, and the workshop was an opportunity to have open debate and learn. After the workshop finished and the protestors had moved on, a group of young women gathered at the same spot opposite Bendigo TAFE and demonstrated their own perspective. Pearl Doherty had seen the anti-mosque protestors in the afternoon and after creating a social media post and collecting supplies, she coordinated a spontaneous protest group. Her message was that muslims were welcome.

Festival of cultures THE Bendigo Fesitval of Cultures has expanded from one day a year to more than a week of the multicultural events suggesting, as it states, diversity is becoming mainstream. Or at least interest in diversity has become the norm. The Loddon Campaspe Multicultural Services drives the event, according to executive director Noemi Cummings, but “it is a town effort”. Ms Cummings said so many organisations wanted to be part of the calendar, the festival became the umbrella event for organisations. As a result, events and activities can be held at shopping centres, community or City of Greater Bendigo venues, such as workshops in the library, a family fun day in Rosalind Park and a photographic exhibition in the foyer of the Capital Theatre. La Trobe University held a seminar on the theme of the role of community leaders and individuals in creating a multicultural city. There have also been events at

THE Great Stupa of Universal Compassion’s status as a major international tourist attraction will be increased, with $2.5 million in funding to be announced today. The funding will be delivered through a regional tourism infrastructure fund to ensure its structural completion. The state government has recognised the tourist potential of the Great Stupa, already visited by 25,000 visitors a year and expected to be an attraction for 90,000 annually within 10 years, including many from Asian countries. Regional development minister Jaala Pulford and Bendigo West MP Maree Edwards will announce the funding at the Myers Flat cultural landmark this

morning. Chairman Ian Green said the state government funding would be matched by fundraising allowing the stupa’s management to draw down state funds to complete projects as money was raised locally. The first priority was to finish the structure by building the spire and para-

amenities at the site including restaurants and houses. Mr Green said yesterday he was thrilled by the funding decision which had been the work of four years and secured thanks to champions such as Ms Edwards. It comes amid a celebration of diversity in the city through the Bendigo

Multicultural affairs minister Robin Scott said Bendigo had been leading the way when it came to embracing Victoria’s multicultural heritage. “The Great Stupa is a wonderful example of that – and will be a beacon for locals and tourists for years to come,” Mr Scott said. Mr Green said he hoped construction could be completed in time for the 2018 Festival of Light which was promising to be bigger than ever with the possible return of the Jade Buddha from its international journey.

MP calls for GP cash

ONLY four general practitioner clinics in Bendigo bulk bill every patient including non-concession patients, Bendigo MP Lisa Chesters told federal parliament this week. Responding to a bill that will amend the pharmaceutical benefits scheme, Ms Chesters told the House of Representatives that doctors in rural and regional Victoria were finding it hard to run profitable clinics and still look after the community. She said the freeze on the medicare rebate had forced doctors to charge a gap fee which had increased to the point that 40 per cent of people were

delaying seeing a doctor. The delay in turn was hurting their business of general practice. Ms Chesters is calling, among other measures, for an increase in the medicare rebate to GPs. She may get her wish, if speculation that the federal government will remove the rebate freeze in the May budget is true. Ms Chesters bases her analysis of health care in central Victoria on a series of hearings that surveyed the experiences of about 100 health care users and professionals. Of the four clinics that bulk bill every patient in Bendigo, two were Ben-

digo community health clinics. “This is the most alarming statistic we’ve found: on average, the outof-pocket expense for going to the GP was $21,” Ms Chesters said. “This is the gap fee. In a sample of 23 clinics in the Bendigo region, only four now bulk bill non-concession card patients and only 11 bulk bill concession cardholders. “There is also real concern from our GPs about workforce. We did invite a number of GPs to come and speak at our hearings.” Ms Chesters said burnout was a big issue for doctors in regional Australia

because many patients in their practicing area could not afford big out-ofpocket expenses and they would stop seeing a doctor if they were charged too much. “I have to acknowledge that it is great to see some medicines come onto the PBS – medicines like Kalydeco which I know is making a massive difference to some people with cystic fibrosis who are living in the area,” Ms Chesters said. “This is a good news story, but unfortunately it is rare (and) we have fewer good news stories coming from the Bendigo electorate.”

Restoring the past

two iconic Bendigo buildings will undergo conservation work following a state government grant. There will be extensive conservation works at the mortuary chapel at Bendigo Cemetery and urgent works at Bendigo Trades Hall. The repairs are possible due to the Living Heritage Grants Program. The mortuary chapel at Bendigo Cemetery will receive $200,000 for interior and exterior works, which will allow the multi-denominational chapel to be reopened for weddings, music recitals, receptions and its original function as a mortuary chapel. With 12 representatives from community planning groups across greater Bendigo, the committee will provide advice to council on issues affecting rural communities. The committee was identified as a priority in

the City of Greater Bendigo’s Rural Communities Strategy, which was adopted by council in August last year. Mayor Margaret O’Rourke said she looked forward to working more closely with rural communities. “Councillors understand that many smaller communities feel that

they are not adequately consulted or considered in council decisions, so this committee will be an important vehicle for better collaboration,” Cr O’Rourke said. “The group has excellent representation from all our rural communities, so we are confident this will be a productive committee that can make

A comic opera

COMBINING comedy, opera and football seems like a recipe for grand final day entertainment so strange that not even the AFL could dream it up. In actual fact, it provides the genesis for Colin Lane and David Hobson’s new show, In Tails, which they will present at the Capital theatre next month. The renowned Lano and Woodley funny man and classical singer have teamed up after 25 years of friendship to combine their two careers in what they describe as, simply, “musical mayhem�. So where does football come into the equation? “We’ve known each other for about 25 years and we met doing a TV show years ago, I was doing comedy and he was doing opera,� Lane said. “And we play footy together with some guys twice a week.� Hobson said the idea was borne out of kicking the footy and discussing the differences between their respective fields, and their enjoyment of each other’s work. While opera and comedy seems poles apart, Hobson said they have meshed quite

No compassion

Employers pay the way

THE Oxford Dictionary defines compassion as “sympathetic pity and concern for the sufferings or misfortunes of others”. After reading the article “Tough Luck” on the front of last week’s Bendigo Weekly, I can only assume that Bendigo mayor Margaret O’Rourke and Ray Pinner have no compassion for those members of our community that are reduced to begging on our streets. I agree that it is awful and uncomfortable to be approached by a beggar while enjoying your morning coffee in the sun in the mall. However I question the mayor’s recommendation that our response should be “to ring the police”. I can only imagine the underlying feelings of desperation and isolation that must drive these poor people to overcome the unspoken rules of society and ask a total stranger for help. How much of the discomfort we feel is guilt for having such an easy life when faced with someone for whom every day is a struggle? I also believe that people should not be begging in Australia. I am proud to live in a country where those who can work pay their taxes to provide a welfare system for those who are unable to work due to circumstances outside of their control. Unfortunately, as highlighted by the recent Centrelink debt recovery debacle, lack of government support has made these services increasingly difficult to access for those who need them most. As a community, we need to be asking these unfortunate people questions to find out how they have found themselves in such dire straits and working with them to create long term solutions. I was most disgusted by Mr Pinnar’s comments regarding the Easter festival and how it was “not a good look” for visitors to our city at this busy time to be bothered by beggars. I can only assume that Bendigo’s mayor is looking to follow the despicable example set by Melbourne’s mayor, Robert Doyle, when he evicted many people living on the streets of Melbourne’s CBD in order to make a good impression on international visitors for the Australian Open. It seems that some people have more concern about appearances for visitors than in the welfare of our own citizens. Kath O’Shea, Epsom

On the issue of penalty rates for weekend work and public holidays, it must be remembered that without employers, there would be no employed people. Speaking from experience, I would have loved the opportunity to employ some help in my shop, but the high penalty rates exceeded possible income. I am presuming that there maybe hundreds of small businesses out there, that would open if penalty rates were reduced. The end result could mean many more people could be employed. Some people will argue that the boss would make more money. So what. Someone has to pay the wages, pay for power, insurance, rent etc. So the question one must ask is, is it better to have a small weekend workforce, on rather high wages, or a larger weekend workforce on a slightly lower wage? Answers not whitewash The current situation at Bendigo Health requires some answers. After being informed that the opening of the new hospital would occur during January 2017 it’s obvious the yet to be dealt with questions surrounding the alleged activities of the hospital’s CEO have, and quite rightfully, put paid to any opening function at any time soon. Which leads to some serious questions that need to be answered. For example: What happened to the hospital board’s oversight role that should have monitored, detected and prevented the current situation from happening in the first place? And, how can the hospital’s board of management carry out a so called “independent inquiry” into the activities of its own hospital? It beggars belief that they think the people of this city would accept this outrage. What would a totally partisan board achieve that the totally independent (IBAC) inquiry didn’t? This project has cost Victorian taxpayers more than $630 million and the Bendigo community are entitled to expect honest answers and certainly not whitewash or political spin. Steve Gibbons, Bendigo

Going to the people I write regarding Bill Collier’s letter to the editor “Engagement needed”, Bendigo Weekly, March 10. The Community Engagement Policy outlines the organisation’s commitment to effectively engage with the community and is supported by the council. The policy recognises the general principle that councillors want to move away from conventional forms of community engagement to a more collaborative process. To complement the policy, the Community Engagement Guidelines and Toolkit has been developed to identify the types of engagement opportunities available to council and staff, and is informed by the highly regarded community engagement body International Association for Public Participation (IAP2). While council is a regulator and there are some statutory obligations it must meet, councillors want to understand what can be done better. We want to work with and hear from the community. We might not always agree with the feedback we receive but councillors value residents’ participation in thorough, genuine and easily accessible community engagement opportunities. People lead busy lives and ward meetings and listening posts after hours do not always fit into modern work/life schedules. Council

is trying to be innovative and forward-thinking with its approach to community engagement. It can’t be a one-size-fits-all approach. So, councillors have made the decision to go to the people, make the most of community events or locations such as libraries or coffee shops where people are already gathering, make more opportunities available online for those people who cannot leave the house, and to make ourselves available for appointments with community groups or individuals when it suits them. Traditional methods such as letter writing and telephone are still available to people to comment on any strategy or plan under way, or to provide feedback to a councillor. Email is available to people with internet access. Council welcomes hearing from residents through whatever form of communication they like. Mayor Margaret O’Rourke, City of Greater Bendigo

Ignorant people

A populace that is encouraged to become uncaring and judgemental isn’t going to produce a pleasant place to live and visit. Begging is a growing “problem” globally because of family breakdown, government abandonment of social services, corporations that concern themselves solely with profit and erroneous messages from people who should have more knowledge and intelligence, Cr O’Rourke for instance. I don’t understand why asking for help is considered “antisocial behaviour”. It is occurring because there are not enough services available to help those in need who may be fleeing family violence, who may have lost their job and any number of valid reasons. There is a lot more going on in life than self-determination. We cannot control luck, we cannot control how others choose to treat us, and these are factors which strongly influence the situations in which people find themselves. Cheryl Howard, Newham

I’m not a resident of Bendigo but I am a frequent visitor and it isn’t beggars in the streets who I find off-putting (“Tough Luck”, Bendigo Weekly, March 17). What would repel me is streets filled with mean, selfish, isolated, ignorant people who would act on the mayor’s advice to ring police if anyone asks for money.

Time to move on

Bendigo is better than some of the events of the past four or so years might otherwise dictate, and it’s our hope that yesterday’s Victorian Civil and Administrative Tribunal ruling finally draws a line under the previous group of councillors and their time in office, and allows our city, and its residents, to move on. Some of what went on in Bendigo during the past few years, and some of the behaviour of the then councillors, undoubtedly bruised our city, but Bendigo has fought back. It’s a travesty that seven of the previous group of nine councillors have now been found guilty of misconduct during their tenure, a circumstance Bendigo should not be proud of. Some of the offending matters were of a much more serious nature than others. Some we do not agree with, but the history books will register the statistic as seven out of nine, leaving Rod Fyffe and the now retired Rod Campbell as the only representatives to remain blemish free.

Editorial Comment Alongside this, and for the past couple of years, Bendigo’s reputation has been subjected to ridicule and rhetoric from people far and wide, drawn into the “debate” about plans for the city’s first mosque. People from outside of Bendigo helped trash our city’s name, albeit temporarily, in their ignorant stand against the proposal and in their childish and unacceptable behaviour. To the credit of the group of nine elected on October 22 to replace the previous council, they appear steadfast in their discipline and support of one another, committed to cohesion and to being a united team. What is the nbn™ network? • The nbn™ network is the first upgrade of its kind to Australia’s fixed-line broadband infrastructure in over 100 years. It’s designed to provide Australians with access to fast, affordable internet and landline phone services.

Why is it being rolled out? • Broadband is taking its place beside electricity and water: every home and business needs it. That’s why nbn is building a fast and reliable network as quickly as possible. Communities without access to fast broadband can be left behind and that can hurt families, businesses and the economy. • nbn is taking a flexible approach, upgrading existing networks and using the best-fit technology for each area. This saves on the cost of the rollout, but it also means families and businesses can get connected faster. We are making good progress and everyone at nbn is focussed on our goal of connecting 8 million premises by 2020.

What is the latest update on the rollout? • The nbn™ network currently extends to more than 4.3 million homes and business across Australia with more than 1.9 million connected to the network. • The nbn™ network is currently available to one in three Australians, is due to be half way complete by mid-year 2017, three quarters built the following year and scheduled to be complete by 2020.

What are the different technologies? • The nbn™ network comprises of worldclass technologies that are designed to significantly lift broadband capability across Australia. • nbn’s goal is to provide access to at least 25 Mbps to every Australian by 2020. Nearly half of the fixed-line footprint will have the potential to access Gigabit wholesale services and 90 per cent able to access 50 Mbps or better. • The network uses a range of technologies to deliver wholesale access to fast broadband services including: > Fibre to the Premises (FTTP) – will deliver new fibre optic cable all the way from the exchange to your home. > Fibre to the Node (FTTN) – makes use of fibre optic cable that will run from the exchange to nodes (also called cabinets) in your local area. Fast broadband will then be delivered from the node to homes using the existing copper network. > Fibre to the Distribution Point (FTTDP) – delivers fibre optic cable to distribution point to the individual junction box in the telecommunications pit (usually the driveway) in the street outside each property.

> Fibre to the building (FTTB) – delivers fast broadband services

in multi-dwelling units (such as apartment complexes and office blocks) by connecting fibre-optic cable to existing building wiring. > Fibre to the Curb (FTTC) – it will deliver fibre all the way to the telecom pit outside your premises. > Hybrid Fibre-Coaxial (HFC) – makes use of the ‘pay TV network’ cabling that was deployed by Telstra and Optus in the 1990s. > Fixed Wireless – uses radio signals from nbn ground stations to deliver fast broadband by transmitting data to equipment inside and outside the home. > Sky Muster™ (Satellite) – service is delivered via two satellites orbiting the earth and a set of ten ground stations dotted across the country. The signals are beamed to a dish on your rooftop antenna from the satellite and back down to ground stations.

What kind of packages will people need? • Internet speed or bandwidth is how much information can be transferred across the network over a short period of time to your internet enabled device (laptop, smartphone or tablet). The more bandwidth you have, the faster the connection, the easier it is to upload, download, browse and stream. • With a range of speeds on offer, depending on what you use the internet for, you can experience wholesale speeds broadband faster than what you might be experiencing today on ADSL2+. • Choosing the right speed and plan through your phone and internet service provider is vital if you want to transform your online experience into something spectacular.

F you have been following the stories so far about William Hyde’s garden you could not have failed to notice that to this point I have mentioned the numerous exotics that he cultivated. Among the plethora of plants grown by Hyde was the Mediterranean chamaerops palm which attracted considerable interest in 1883 as it had come into flower. This is the sole species of a palm from Europe, sometimes it is referred to as the “fan palm” having multiple heads which are all in fan like shapes. The palm has a characteristic shared by many Australian indigenous plants in that if it is burnt in a fire it can re-grow, the growth coming from the rhyzomes in the ground, very hardy indeed. Not all of Hyde’s plants were exotics he was among the earliest people in the Bendigo area to cultivate the banksia, which species it was I have not been able to determine. A flower that has seen a revival in popularity in recent years is the zinnia, Hyde’s display in the late summer and autumn was a delight to the eye. Ferns during the 19th century attracted consider-

able interest from the gardening public, however people in Bendigo realised that there had to be a source of water for these plants, more than for others. Hyde had some beautiful specimens of the bird’s nest fern (neottoptorus) cultivated in a shady spot in the forks of some trees. In addition there were some excellent specimens of chilanthes niger, a much more delicate fern. There were also some remarkable specimens of the platycerium alcicorne, better known as the elk horn fern. A more encompassing form of that type of plant was the platycerium grande. A very delicate ground and rock covering fern was the asplenium flabellifolium, the frond can grow to a length of 200mm. Hyde had planted his specimens in a shady spot close to one of his dams. When selling his ferns Hyde recommended that his customers use well drained soil and mixed it with charcoal. Protection of the plants and shrubs in the garden was a constant challenge for Hyde, and he instigated in the spring of 1877 a charge to enter the garden. Hyde reasoned if people

Initially Hyde wished to make an example of Cain in having the young man prosecuted, however upon hearing that Michael was attempting to support his mother he was somewhat moved. ERLIN, 1939: With her blue eyes, blonde hair and smooth creamy skin, Hannah Rosenthal is the physical epitome of all that is truly German – in every way but one. Hannah’s parents, Max and Alma, are German Jews. Even as an image of Hannah circulates on the cover of a Nazi propaganda magazine, held up as an example of the ultimate Aryan child, the terrified Rosenthals desperately plot their escape from a country that is making clear its contempt for the “impure”, the “stained”. Seen through 12-yearold Hannah’s eyes, the events of Berlin’s infamous “Crystal Night“and its aftermath in 1938-39 leave no doubt that war in one form or another is inevitable. Although Max and Alma have retreated from society and now rarely go outside, they are nonetheless tormented, taunted by the tenants who rent parts of the family’s grand heritage building. Michael’s previous good record as a citizen, Hyde withdrew the charge against him. Hyde let it be known that bouquets and bunches of flowers could be purchased at his garden apart from fruit in season and plants. Requests came from a variety of organisations when there were official occasions to provide flowers, such as when there was a Masonic installation. One of the mainstays of Hyde’s horticultural business was the retail outlet that he ran in the city market. This building had been designed by William Vahland, the main entrance faced Williamson Street and the building ran parallel to Hargreaves Street. Hyde could unload his plants, fruit and flowers at the stall that he had rented within the market building. The accompanying 1875 view by NJ Caire is looking towards the market building prior to it being remodelled “pleasure garden”.

Jagger plays three city gigs T

HE name Jagger will no doubt ring a bell for music fans of all ages. This weekend sees Chris Jagger, Mick’s younger brother, visit Bendigo to play three gigs. Remarkably, these gigs are Jagger’s only Australian dates. He plays at the Handle Bar in Mitchell Street tonight. Saturday afternoon sees him play an intimate show on the Blues Tram. And to round off his world tour of Bendigo, Jagger will play at the Rifle Brigade Hotel tomorrow night. He’d just played in New Zealand when the Weekly caught up with him last weekend. “Never having been to New Zealand before it’s like some kind of dream world. I brought my raincoat. Of course, the climate and much else is a bit like England, and everyone is very friendly,” he said. Jagger admitted to a few nerves ahead of his Bendigo visit. “It’s unusual for me to play solo so I am a little nervous. My fiddle player, who grew up in Melbourne, is very jealous that I’m playing without her.” Jagger has long-standing Austral-

ian connections. “One mystery is why my nan left Australia during the first world war and sailed off back to the UK with four sons and my mother in tow. Otherwise we might all be good Aussie lads settled down to a comfortable life around NSW where the rest of them stayed. I would love my grandchildren to be here to see everything with me.” This is a first visit to the Goldfields though. Chris Jagger’s career has encompassed a variety of creative pursuits including acting, journalism and clothes design, as well as, inevitably really, music. Jagger’s writing has appeared in a number of British national newspapers as well as Rolling Stone magazine. He also wrote and presented a three-part series about Alexis Korner, the pioneering British blues musician, for BBC Radio. Jagger’s own musical career has been a bit stop-start though. “I reckon I’ve written and recorded over 100 tunes down the years and that’s with a 19-year break between making records,” he said.

He first recorded during the 1970s with David Geffen in Los Angeles. After a long break, he worked with his brother Mick on the Rolling Stones’ 1980s albums Dirty Work and Steel Wheels. Jagger junior then focused on his own material, resulting in the critically acclaimed Atcha! – blending his own distinctive song writing with Cajun elements.

Playing his Bendigo gigs solo sounds as though it might be something of a liberating experience. “Last night I began with Snow on The Mountain, which I wrote in Scotland. Fact is when you play solo you can just go ahead and play whatever. As long as you can remember the words.” Chris Jagger’s three Bendigo shows are:

Banking on youth AN underprepared Bendigo Lady Braves side will be thrown straight into the SEABL’s deep end when it faces reigning champion Dandenong on Saturday. The Lady Braves do not have an import on their roster and were embarrassingly thumped to the tune of 20 points in a practice match a fortnight ago by state league club Sunbury Jets. Playing the reigning champions first up does anything but help their cause. Bendigo heads into the season without Kelly and Andrea Wilson, Keely Froling and Elise Strachan, who leave a sizeable scoring void from last year’s side. Size again appears an issue for the Lady Braves, despite recruiting promising youngster Chloe Bibby and Canberra’s Carlie Smith along with guard Bianca Dufelmeier. That could change, with coach Jonathan Goodman expected to add at least one import into the mix after the season starts. While it would be a clear injection of talent, the timing would represent a disadvantage for Bendigo given the majority of clubs had their key players set weeks, if not months, ago.

ADDED DEPTH: Lady Braves guard Bianca Dufelmeier. The Weekly understands import Chante Black will return, but not until May. Her maiden SEABL season was underwhelming given her reputation, especially at the defensive end. Smith averaged nine points per game for a threewin Canberra team last season but is regarded as a plus on defence, and will slot in alongside Bibby at the forward positions. They may have to slide up a spot or two, at least

Epic event in the Gully THE Bendigo Mountain Bike Club’s signature event for 2017 will hail the start of a new era for one of the fastest growing organisations in local sport. Spring Gully’s Muldoon Reserve will host the Golden Triangle Epic event for the first time this weekend. The reserve is set to undergo $150,000 in works funded by council, to improve amenities including a pavilion to become a permanent base for the club. After a record-breaking 550 riders last year, club president Rimmon Martin expects big numbers again for the race, which doubles as part of the national cross-country series. “The Golden Triangle Epic has grown year-on-year, and we’re expecting to top 600 riders for this year’s GTE,” he said.

IF the recent form of Eaglehawk and Bendigo United is anything to go by, this weekend’s Bendigo District Cricket Association grand final will be a high-octane affair. Both clubs ripped through their semi final adversaries – BUCCs rolling Kangaroo Flat in less than a day while Eaglehawk required just 23 minutes on day two to end Strathdale Maristians’ charge and advance to the 2016/17 decider. With the likes of Eaglehawk’s Andrew Smith, Richard Tibbett and captain Cory Jacobs matching up with Clayton Holmes, Ben Gunn and Miggy Podosky for the Redbacks, both sides have attacking weapons with bat and ball. “I think it will be a really even game. We haven’t played them since October, but we know each other well,” Bendigo United skipper Leigh McDermott said. While BUCCs had a tough run into finals, Eaglehawk has not lost since round four when it dropped the second of backto-back games to Sandhurst. The first of those two losses came against Bendigo United, when the Hawks were rolled for 85 chasing 251. While Eaglehawk did not lose a game after Christmas, it also played the bottom six sides in each of those contests. Holmes bowled with pace and aggression, but most importantly control, before making an impactful half century with the bat. “Holmesy was brilliant, it has probably taken him a while to get used to the wickets as it does a lot of blokes

who come into Bendigo cricket,” McDermott said. “The good thing about our team is that even he doesn’t have that kind of game again– and I think he is more than capable of it – one or two of our other guys can step up and have a big impact.” Eaglehawk also has several gamebreakers, including strike weapon Tibbett and Smith. For most of the season, the Hawks have flown under the radar. Despite that, they are far from lacking for quality and depth themselves. “I think the big thing for

us was getting the mix right and finding exactly what our best side is,” Jacobs said. “We’ve tried to spread the load this year and we’ve had people stand up when they’ve had to.” Importantly, both captains think their team’s best cricket is in front of them. “I think it will be a really good match, there won’t be many quiet periods without much going on I don’t think,” Jacobs said. “Both sides are pretty aggressive and have some serious weapons.”

WILDCARD: Bendigo United’s Clayton Holmes. McDermott said United’s depth and finals experience would be vital. “I think we have a lot of blokes who can stand up and we’ve put some good matches together over the last two weeks,” he said. “I think both sides are actually quite similar, so hopefully it will be a really close grand final. We’re certainly expecting that.” Additional motivation for Jacobs and the Borough isn’t hard to come by. Eaglehawk lost last year’s grand final to Strathdale and

is desperate to make amends. “There’d be no better feeling than, come Sunday afternoon, to be holding that shield up,” Jacobs said. Play will start at 12pm on Saturday and Sunday. The match will be broadcast on 101.5 Fresh FM. In second XI, White Hills plays Eaglehawk at White Hills, Bendigo United plays Sandhurst at Kangaroo Flat in third XI (10am start) and Strathdale Maristians go up against Sandhurst at Golden Square in under-18s (8.45am start).

Pios ready for TAC Cup kick off MORE depth and a focus on contested football will be key in the Bendigo Pioneers campaign for 2017 according to first-year coach Rick Coburn. Coburn has spent the summer settling into the role after starting in December and has hit the ground running getting to know his group and forming bonds with local clubs. So has his team, with some encouraging results in practice matches. Bendigo’s top-end talent looks far stronger than in recent seasons, but the issue as always will be getting them on the park together. Potential number one draft pick Jarrod Brander, running machine Lochie O’Brien, the silky Kane Farrell and Geelong Grammar trio Jye Caldwell, Paddy Dow,

Brent Daniels are just some of the names to watch for both the Pioneers and rep sides. “We feel as though we’ve got a really good bunch of high-end guys but that this year we have a lot more depth, too,” Coburn said. Bendigo will retain three overage players – Strathfieldsaye goalsneak Matt Harvey, Sandhurst utility Cooper Jones and Wentworth’s Derrick Smith Jr, who won his club’s senior best and fairest in the Sunraysia league last year. Returning players Angus Schumacher, Bailey Henderson, Keelin Betson and Darby Henderson are all primed for breakout years, but height remains an issue for the Pios. “Our region, over the years, just hasn’t had a lot of those key

big guys,” Coburn said. “The other thing we may lack is a bit of leg speed but we think that we’ll be an excellent contested ball side with the ability to run deep in the midfield.” The Pioneers’ list has been managed throughout the offseason, with no player featuring in more than three of the intraclub or practice games. “We haven’t really been together as a group because everyone is so spread out, so I think generally it takes a while to really get up to speed,” Coburn said. “We think that with our best 22 on the park, though we probably have a list of about 30 or more players pushing for a spot, that we will be more then competitive. “We are really excited by what the group has shown us over the

SATURDAY hails the arrival of a new season for the Bendigo Braves, but the team’s goal has not changed. Following a drought-breaking SEABL title in 2016, the Braves have reloaded for another run. They, and the Bendigo Lady Braves, kick start their season on Saturday against Dandenong. It will be an extra special home opener for the Braves, who will raise their 2016 championship banner before the game. Coach Ben Harvey believes last year’s mix was ripe for another run, recruiting like-for-like replacements for his departing stars. Replacing league MVP Jeremy Kendle, defensive player of the year Damian Johnson and an elite perimeter defender in Kevin White was always going to be a tough task. Import guard Dyami Starks will shoulder the bulk of the scoring load, while Adelaide 36er Adam Doyle stretches the floor at either guard spot. Where everything seemed to go right last season for Bendigo, the team has already had its issues. The second import spot was only finalised this week, with the club forced to forgo its plan to bring in Du’Vaughn Maxwell due to visa issues and recruit Philadelphia native CJ Aiken to fill the position. “It’s not ideal timing but we think that CJ will be a great fit with the group with his defensive ability and athleticism,” Harvey said.
