MEMBER for Bendigo Lisa Chesters has urged local leaders to reset their policy focus to concentrate more on fighting poverty. About 30 per cent of local households earn less than $600 a week, well below the poverty line. In the lead up to Anti-Poverty Week in October, the Weekly will look at the issue in Bendigo, in detail. While the pointy end – homelessness – is often highlighted, poverty is clearly much more than that. With such a large number of locals living in poverty, the Weekly will speak to education, business, welfare and

government leaders to paint the true local poverty picture. Ms Chesters said the campaign aimed to highlight to local, federal and state leaders that they needed to focus their Bendigo strategies more towards combating local poverty. “There needs to be a mature conversation here about tackling complex challenges like the rise of hidden poverty in our community,” she said. “We need to look at why these people are receiving these payments and why they need a little bit of a leg up. “We do not want our homelessness list to continually get longer. We need to start tackling things like the cost of living.” Ms Chesters said poverty in Bendigo is not always obvious. “Hidden poverty, the poverty endured but not seen, is growing,” she said. 4Continued Page 12 4editorial Page 17

Exchange goes online IN another first for Bendigo, the city has been chosen as the launch site for Australia’s first online property exchange, PEXA. Bendigo property lawyers and conveyancers will be among the first in Australia to complete online property transfers and financial settlements when PEXA launches in Bendigo later this year. Organisers claim that just as the Australian Stock Exchange did for the exchange of shares, Property Exchange Australia Limited will remove the manual processes and paperwork associated with the exchange of property by allowing Land Registries, Financial Institutions and Practitioners to transact together, online. This includes completion of electronic lodgement and financial settlement. Health boost at St John

BENDIGO’S St John of God Hospital has lodged its Stage One plans for a $50 million redevelopment of the campus. The plans include a new threestorey building across Lily Street that will house two new wards and 46 new beds, increasing capacity by 50 per cent. Stage Two will see room made for a further 26 new beds Stage One will cost about $40m, with Stage Two expected to cost $9.3m. There will be three clearly distinguishable wings, a new facade and a new three-level glazed linkway. The planning application highlighted the increased needs for health services in Bendigo. “The hospital has experienced increased demand for services in recent years, with current inpatient beds at 87 per cent occupancy, with peaks of 100 per cent occupancy not uncommon,” the report said. “Currently the operating theatres are running at 93 per cent utilisation, making it difficult to accommodate requests by new specialists to utilise the facilities or provide additional services. “The demand has prompted St John of God to undertake analysis of detailed healthcare data, looking at every patient type as well as the expected regional population growth, to establish a strategy for maintaining the appropriate level of service to the community into
the foreseeable future.” The new facilities are expected to work in with the new $630m public hospital. “The increased capacity and the modern facilities will complement the public hospital redevelopment in attracting a range of specialists to Bendigo, thereby reducing the number of patients needing to travel to Melbourne for specialist care,” the report said. The design features wood and metallic-style cladding, and an abundance of natural light. “The extensive glazing will bring a sense of light, health and wellbeing to the hospital during the day, and at night serve as a lantern for

the community,” the report said. “At all times there will be views of the hospital’s movement and activity. St John of God Bendigo Hospital redevelopment director Alastair

Zayden’s Army aims for memorial playground ZAYDEN’S Army is saluting the memory of baby Zayde Veal-Whitting, fundraising to build a children’s playground in his memory. Kids entertainment, food and festivities will fill Weeroona College on October 5 with a market fundraiser. About 60 stalls have secured their spot at the event with a host of goods and wares for sale. The Eaglehawk RSL will run a sausage sizzle with funds raised to go towards the playground. Live music will play throughout the 10am to 3pm children-centric event. Money raised will go towards funding the playground in Zayden’s memory – an idea supported by Greater Bendigo
council. More than $5000 has already been raised through tin raffles, social media and other fundraiser events. Although its location and size are not yet known, Zayden’s mother, Casey Veal, said it will be wonderful to have a tribute to her son. Ms Veal said the Eaglehawk RSL have also committed to building a barbecue area when the playground is completed to bring families to the area. But, more children’s entertainers, jumping castles and kid’s activities are still needed to ensure the market day is an utter success. “The community has been insanely supportive and there has been a lot of support from out-of-towners,” she said.
“I welcome anyone who wants to come and say hello. There have been many people who wanted to pass on their well wishes in person but haven’t had a chance before. It would mean a lot to me, to meet them and have their support, knowing they care about Zayden’s legacy and our family.” Locals will also be able to write a message to Zayden and release balloons to help the playground plan get off the ground. A new inpatient wing will be built first, to the east of the current hospital, extending half way across Lily Street. When the new wing is completed by early 2016, work will start on the operating theatre suite. This will include reconfiguring the theatre layout to improve patient flow, refurbishing the existing theatres and adding an additional theatre and more recovery beds.
RATE RISE NOT UNIFORM GREATER Bendigo’s 55,962 ratepayers are reminded not to expect a uniform six per cent rate rise when they receive their rates notices in coming days. A revaluation of properties undertaken on January 1 means some ratepayers will pay more than six per cent, while others could pay less. Council Organisation Support director Marg Allan said it is because the rates people pay is determined by the value of their property. To calculate your rates, the council first determines how much rate revenue it needs to fund services and infrastructure for the Greater Bendigo community. Council determined that in 201415 it needed to collect six per cent more in rate revenue than in 2013-14, but this does not mean that individual ratepayers will pay a uniform six per cent increase. Ms Allan said anyone with concerns about their rates or valuations is to contact the council on 5434 6000.

A gift of awareness

AS far as anniversary presents go, this one is a little different. A first wedding anniversary gift is traditionally paper, and Shantell Curnow wanted something special for her husband Daniel. Daniel and Shantell will celebrate their first wedding anniversary on Sunday and Shantell enlisted the Bendigo Weekly’s help. Shantell wanted to publish a story to both thank Daniel for a wonderful year and to raise awareness about an illness he suffers from. Daniel, who works as a disability support worker, has type 1 bipolar disorder, and while living with a mental illness may be a burden for some, wife Shantell said it’s a blessing in disguise. The couple met at a local pub, where Daniel overheard Shantell discussing how “all men are evil”. “I felt instantly drawn to him,” Shantell said. “It was bizarre the connection we had.” As a result of his bipolar diagnosis, Daniel experiences manic episodes at unpredictable moments.

“Shortly after our honeymoon Daniel had a manic episode which resulted in twoand-a-half weeks of hospitalisation,” Shantell said. While this may dampen the newlywed spirit for some, Shantell said that it has only made the couple’s relationship stronger. “There is a certain stigma attached to mental illness.,” she said. “But I want people to know that it can strengthen relationships. We have been through so much together and it has only brought us closer.” Shantell said the couple were as happy as the day they met and has this special message for her husband:

Mosque protests lead to greater unity THE great irony of the recent furore over Bendigo’s proposed new mosque has been that the protests of a few have resulted in the unified front of the majority of Bendigo people. More than 270 community representatives gathered together on Saturday night to attend a special Eid-al-fitr dinner to celebrate the end of the holy month of Ramadan. Hosted by the Bendigo Islamic Centre, the event was supported
by Victoria’s peak Islamic body, the Islamic Council of Victoria. In what was an unprecedented occasion in Bendigo, representatives of religious bodies, agencies and businesses joined together in a celebration of diversity and social harmony. Those in attendance included the Dja Dja Wurrung people, councillors, political parties, Haven; Home, Safe; the Victoria Police and the Loddon Campaspe Multicultural Services.

Muslim community spokesperson Heri Febriyanto was thrilled with the show of loyalty and thanked many people, including La Trobe University, for its on-going support by providing a prayer room for a number of years. “The multi-colour balloons really lifted Bendigo high,” he said.
“The learning opportunities I had in Australia did one thing… they made me grateful for being an Australian Muslim,” Bendigo Islamic Centre president Dr Issa said. Other phrases that resonated on the night included, “Australia is an oasis where people live peacefully in harmony,” and “when you stand up for a minority you stand up for all of us”.

GREATER Bendigo council has gone back on its decision to reinstall the Hargreaves Street toilet block. The three-cubicle block near JB Hi-Fi was removed as part of the Mitchell Street works, but plans to relocate it to the paved pocket park have been flushed. Council consulted traders who binned the plans, with an amended planning application to forget the toilet block. Council Presentation and Assets director Darren Fuzzard said the former green metal toilet block was no longer able to serve the community. “It is the opinion of the city’s building department that the existing facility no longer meets DDA compliance (as defined by the new code) and therefore cannot be simply relocated or potentially made compliant. A small, fully compliant toilet block is estimated to cost in the order of $10,000,” Mr Fuzzard said. But, Mr Fuzzard did not deny the large foot-traffic using the nearby toilet facilities. “Each of these facilities, in particular the mall toilets during the working hours and the Safe Transport Space after hours, are now experiencing relatively-high use. The 24 hour toilets in the Coles car park also continue to be highly utilised,” he said. “The Myer toilets (inside the shop) continue to be used as a public and so, too, shops such as nearby McDonald’s.” Mr Fuzzard said community consultation about three years ago found “inconclusive” evidence to keep the toilet block. “At the time of the decision, the Safe Transport Space toilets and the new multi-storey car park toilets in Edward Street did not exist and the significant improvements to the library toilets had not occurred. The mall toilets were also still establishing themselves from the community,” Mr Fuzzard said. Council also identified the Bendigo UFS Pharmacy toilet existed just metres down the road. Two nearby traders strongly opposed the retention of the toilet block, believing it detrimental to the park’s amenity. Other traders did not mind it being left out or actually preferred it to be removed from the final plans. But Bendigo Traders Association president Ross White encouraged council to find an alternative, feasible location and building. Council has decided to provide additional signage to assist people to find the city’s toilets. “We believe opinions about the value of reinstalling the toilet block have become much clearer and that now stronger interest exists in using the available area to create a softer, more inviting and landscaped park,” Mr Fuzzard said. “We have tried to adapt to the changing community needs and views wherever possible.” – Christine McGinn

Safety first with road plan

STRATHFIELDSAYE Primary School students and drivers will be safer under Labor’s plans to build an $800,000 roundabout. Member for Bendigo East Jacinta Allan yesterday made an election commitment to fix the Strathfieldsaye Road, Tannery Lane and Club Court intersection. The promise comes after locals pushed for the intersection upgrade, with Greater Bendigo council undertaking a traffic survey. But the findings of that study, and the most appropriate infrastructure option, are yet to be confirmed. “This intersection is a nightmare – locals want an upgrade
and Labor has listened,” Ms Allan said. “We care about local roads and local communities, but Denis Napthine only cares about a dud tunnel in inner-city Melbourne. “Labor will also guarantee $1 billion to upgrade and repair dangerous roads across regional Victoria.” Greater Bendigo councillor Elise Chapman said it was a welcome step in the right direction. “That intersection certainly does need some infrastructure and the signage on that main road needs to be improved,” she said. “The speed limits also need to be reduced.. “Because the school does not technically face the main road,
the 40 kilometre speed limit does not apply. It is an accident waiting to happen. “This is step in the right direction and important local representatives have come out to do something. “Council wanted to come out and lobby for infrastructure but we’ve have to collect data first. “Everything seems to take so long in council.” Opposition Leader Daniel Andrews said Labor was committed to the Strathfieldsaye community. “With strong population growth, locals in Strathfieldsaye have been campaigning for this intersection to be upgraded, but the Napthine Government hasn’t listened,” he said.

Bendigo based Dave Hudson is the supermarket’s national lamb procurement manager, responsible with providing all 920 nationwide stores with livestock. “My network of buyers, all employed by Woolworths, provide the company with an excess of two million lambs a year,” Mr Hudson said. Mr Hudson is an experienced buyer, with more than 40 years experience in the livestock industry. “I started out as a cadet buyer at 17 in NSW,” he said. Mr Hudson has been
Woolworths’ livestock buyer for 17 years. “I was approached by Woolworths about the job,” Mr Hudson said. The opening of a new store in Kennington has provided Mr Hudson with a local, “hands-on approach to the job,” as he regularly travels long distances for work. “I travel between 70,000 to 80,000km a year, throughout Victoria, South Australia and NSW, so I get a feel of what’s going on in the community with local farmers,” Mr Hudson said. BENDIGO Police’s crackdown on drugs has seen more than double the number of arrests in the year to June. The latest Victoria Police statistics revealed 567 drug offences were recorded in Bendigo from July 1, 2013 to June 30, 2014. This is 107.7 per cent higher than the previous year, when 273 offences were recorded. Bendigo Police Inspector Peter Greaney praised local police for their dedicated efforts to target crime. “There has been a reduction in the number of crimes against the person and property and significant work performed over the past 12 months to address drug offending with a 107.7 per cent increase in the number of offences detected,” he said.
The crime stats revealed a 28 per cent increase in the number of non-residential burglaries and a 12.5 per cent jump in residential burglaries. The number of assaults dropped 18 per cent excluding family violence, and a nine per cent drop in overall assaults.

Ms Kent was judged on her professional approach to early childhood education and care. “It’s very exciting to win and be recognised for my work in educating young children in Bendigo,” Ms Kent said.
A qualified kindergarten teacher, Ms Kent works from home with her Silkwood Family Day Care centre and has eight years’ experience. Ms Kent said childcare is something she has always had an interest in. “I have always had a passion for early childhood education,” she said. Ms Kent is now in the running for the state and national Educator of the Year titles. State winners will be announced next month with the national award winner to be revealed on October 25.

Family aims to save lives

A BENDIGO family is educating the community about the dangers of asthma, after losing their adult son last year. Matthew Lawry, 34, suffered an acute asthma attack on his way to work. After the attack, he was put on life support to save his organs for donation before he passed away in April 2013. Pitching a new education campaign about asthma, the Smith family is pulling out all the stops to urge sufferers and carers to educate themselves and prevent medical emergencies. “We just don’t want anyone else to go through what we went through when by and large, it is preventable to a high percentage,” step-father and baseball buddy Warren Smith said. “The incidence of someone passing away is greatly reduced if they have a plan that they abide by. Especially if they use medication, rather than address the symptoms when you are in the middle of an attack. “Those preventative things, long-term, make the frequency of the attacks lessen. If you use the immediate remedy like ventolin you become immune to it. “There is so much more people can do with their lives had they been able to continue living.”
Next week is Asthma Awareness Week where sufferers and carers are encouraged to find out more about the disease, its triggers and ways to prevent attacks.

Mr Smith said he wanted to encourage all asthma sufferers to be diligent in setting up a management plan, asking questions and strictly following it. “It’s not a lung disease, your trachea constricts
and you can’t breathe,” Mr Smith said. “It’s about creating awareness. Being assessed, having a plan and sticking to it. “Even when you feel good you can’t stop. You keep going because it can happen at any time. “You can’t treat it infrequently, it is serious. You don’t want your first attack to be your last attack.” Mother Julie Smith said it was important for sufferers to value their
lives and get the help they need. She also said it was important to start talking about the disease with friends, family and colleagues. Each year, an annual Matthew Lawry Memorial Baseball Cup will be held between the Scots and the Falcons to remember the charismatic pitcher and all-rounder. Jumping over hurdles WALKING up that steep hill with my hand on my stomach, I said, “It’s just you and me.” I said it aloud to the baby growing inside me. At 16, I knew it was going to be a rough road, I decided I would do the best I could with what I had. I moved out of home at 17 with my three-month-old son. When my son turned one, I completed my VCE while my son went to childcare. I received the Single Parent Pension at the time, with a total income of about $450 a week. I went on to complete my business certificates. Childcare assistance helped me pay for the cost of childcare so I could study. I was told that I was no longer eligible to receive the assistance, and childcare fees would go from $2 a day to $40 a week. I could feed my son and I for three days on $40, so it puts the cost of childcare in perspective when you only receive $450 a week. To continue to receive childcare assistance, I worked voluntarily for a minimum of 15 hours a week, while studying full time. For three months, I worked as a personal assistant, and then as an administration assistant for eight months. I secured my first permanent part time position as an administration assistant when my son began primary school, where I stayed for two years before being made redundant. The redundancy payout meant I was no longer entitled to fortnightly welfare payments. I decided to further my education and increase my chances of

gaining a career. I enrolled at La Trobe Bendigo in 2012. The Federal Government at the time made significant changes to the single-parent pension that hit me hard. As my son was over eight, I was no longer eligible to receive the pension, and I was moved onto Newstart Allowance. I was then $260 worse off every fortnight. No longer being a recipient of a pension, I wasn’t eligible for a pension card, or the pension rate of reduced pharmaceuticals, reg-
I had worked and studied for years ... yet I felt I had failed istration or childcare subsidies. I began to question whether or not I had made the right decision, in furthering my education; was university just for wealthy people, did I deserve to go? Knowing I was in a position to rely on welfare motivated me to work even harder. I had worked and studied for years, yet welfare payments were slashed “to encourage me to get back to work”. I felt as though I was being punished, I felt I had failed. I watched depictions of single parents on tabloid television news programs, and shuddered. I soldiered on, and worked as hard as I could to complete my degree and land the corporate position I had always wanted. Two weeks before beginning university, my car blew a head gasket. I was offered a second-hand car to purchase, all I needed was a small loan.
However, I was no longer an employee, I was a young single mother working casually and studying, and the computer said “no”. I was on the verge of falling into a depression I wasn’t sure I would get out of. I felt all my hard work meant absolutely nothing, all my achievements were useless. I felt no matter how hard I worked, I would always fall under the umbrella of “disadvantaged”. Thanks to a special community banking program, I was able to secure the small loan and I bought my new secondhand car. I could now drive my son to school, drive to university, pick him up from school, take him to soccer training, pop into the supermarket on the way home, put
my feet up and relax knowing we were mobile again. It is unfortunate to hear the Federal Government is now attempting to scrap the Eduction Maintenance Allowance and the School Kids Bonus. It is just another hurdle that single mothers like me have to jump over. Add to that, the cuts to Family Tax Benefit, and single parents look to be financially worse off yet again. In mid 2012 I was offered the corporate role I had always wanted. I fear for other single mothers who are out of work, especially younger mothers, as I don’t believe they will have the same opportunities as I had. The government has made it that much harder for them.

Alan Spalding. MND affects a person’s ability to speak, walk, move, breathe and swallow. The degenerative disease eventually kills, with no cure yet found. The disease is also known as the Amyotrophic Lateral Sclerosis. Council employees

Vale Neil Clark I WAS saddened to hear of the passing of intellectual giant Neil Clark. He was a man ahead of his time and I was lucky enough to have served alongside Neil on the Bendigo Development Committee in 1982 . Neil was one of the driving forces behind the movement Citizens for a new Bendigo of which I was chairman back in 1983, calling for genuine debate for council amalgamations, which was vehemently opposed by four of the five councils in the Bendigo area. There was much community hostility at the time but as it has now been shown, Bendigo is the better for the amalgamation. Neil was one of the early pioneers of protecting the environment with a subdivision called “Wallabies have rights” which had protective covenants looking after native flora and fauna. He was a passionate supporter of the Bendigo community but was quite often misunderstood because of his forthright and crash-through approach. He was probably one of the earliest council watchers and critics when he felt they were going in the wrong direction. He may have been quite critical but he always offered a well-thought-out alternative suggestion. Another innovative idea that Neil pursued was for a Jetport north of Bendigo, somewhere around Goornong, to cater for tourism and international trade of farming produce from the Shepparton and Echuca areas. Also he envisaged that the airport be turned into a high quality industrial park, thus creating many jobs in this region with many businesses using the airport services. Neil was well known as a senior lecturer in the Department of Accounting and Business Management at BCAE and I’m sure many of our business leaders of today were lectured by Neil. He will be missed by many of us, including his wife Judith and we all will remember his intellect, his tenacity and vision for a better community. Keith Sutherland, Bendigo
Rethink needed on catch size I AM writing to you as a concerned amateur angler after attending the fishing forum at Kangaroo Flat re Murray cod size limits changes, as proposed by the Victorian Murray cod reference group, at present two fish between 600mm and 1000mm. The proposal is to have a slot size between 50 to 70cm and one fish per day on the river and two in lakes. The reasoning is to protect and increase the number of breeding fish, Murray cod can reach 500mm in one year, and they are still babies. The question was asked whether fish killed from black water and other causes were taken into account in their scientific
calculations. The answer is no. I asked whether they have considered closing sections of rivers from fishing as a means of protecting the cod population and the answer was “It wouldn’t work in Victoria”. The truth is there are a lot of large Murray cod around, as reported in the media. They eat everything that swim past their logs and once they are over 1100mm they are no good for breeding purposes – why not allow one of these into the bag limit. This reference group is largely made up of fishing guides, journalists and fishing magazine publishers. It would appear they have put their self-interest first. If the proposal goes through, the guides will have more and bigger fish for their clients to catch, the journalists will have pretty pictures and reports to write and magazines will be filled with articles to be published and everybody is happy. A lot of fishermen are not happy and the people the department should consult are the fishery officers who are on the ground and have working knowledge of the situation. Fisherman should voice their objection to these changes. Colourful graphs and statistics are not always what they appear to be. John Bradley, Bendigo
No more negativity I rECENTly read a letter in your paper on August 10, where Jacinta Allan challenged Greg Bickley over not being interested in a pedestrian crossing for the main street of Elmore. In the letter, she stated that Mr Bickley “needs to tell the Elmore community that he was not being up front with them” and that “the Elmore community deserves better”. A friend of mine in Elmore was on the way to collect his mail one morning and noticed a large group of people at the front of the post office. When he got his mail and there was a letter from Jacinta Allan. It was another go at Greg Bickley for not supporting a pedestrian crossing for Elmore. He walked outside, and there was Greg Bickley and Paul Weller announcing $300,000 for the crossing. He said he laughed, screwed up the letter and went over to congratulate Greg Bickley for the great announcement. To my mind Jacinta Allan has become very good at stirring up fear and misinformation in this community. Whether it be about this issue, or others she gets involved with, all she seems to do is make a lot of noise to try and get a headline, and waste taxpayers money sending out material that is misleading and clearly wrong. Good on you Mr Bickley for getting this crossing through. It appears it is Jacinta Allan who has not been up front with us, and we certainly deserve better than her negativity. Philip Benstead, Epsom

BENDIGo residents are passionate about rosalind Park and there are often very different views on what should and shouldn’t happen there. Some want it to be a largely passive area while others want it to be more active. Some want car parking there retained and others want it reduced. We all agree, though, that the park is a magnificent community asset and an iconic part of our city. Council is currently developing a long-term master plan for rosalind Park, which has involved extensive community consultation. A reference group has been formed, representing various interest groups including sports clubs, the Friends of rosalind Park, Bendigo Historical Society, Bendigo bands and the Chinese Association. Engagement activities involving the general public have included two online surveys (700 respondents), nine listening posts (700 attendees) and a vision workshop (50 participants). The resulting master plan is yet to be considered by council but might well recommend a phasing out of some car parking over the next 30 years. In the meantime, there is an immediate need to ensure ad-
equate car spaces for the soon to be completed 1000-seat Ulumbarra Theatre. The city, as the Committee of Management for the precinct, has determined to build an extra 69 car spaces in an unused and remote part of the existing Tom Flood Arena car park and assembly area. This was included in the planning permit application for the theatre which was subject to community consultation via media announcements, public notices, two signs on the site and more than 300 notices sent to adjoining and nearby owners and occupiers. Comment was also sought from Vicroads, the Department of Transport, the (then) Department of Sustainability and Environment, the City Heritage Advisory Committee and the office of the Victorian Government Architect. The development, including the additional car spaces, was ultimately ratified by the Minister for Planning through an amendment to the planning scheme. The car spaces have also been endorsed by Ministerial delegation under Section 17E of the Crown land (reserves) Act 1978. This allows the lands Minister to approve additional car parking if satisfied there is a community need for it, so long as the parking
needs of the patrons of the park are adequately catered for. Construction of the Ulumbarra Theatre development is at the half-way mark and any change to the agreed plans regarding the car park would have: • Been contrary to over two years of project planning • Been contrary to agreed Greater Bendigo council planning permit conditions • Been contrary to the Greater Bendigo Planning Scheme and the expressed request of the Minister for Planning • Been contrary to contractual and funding agreements made with the state and federal governments and Bendigo Senior Secondary College • Potentially compromised the commercial appeal, business and operational model agreed with council and Bendigo Senior Secondary College over two years ago for the theatre • represented the loss of about $50,000 in foregone detailed design work, studies with Heritage Victoria, likely contractor and sub-contractor pre-commitment compensation etc. like the park precinct itself, the Ulumbarra Theatre will be a valuable community asset and together they will play an important role in helping Greater Bendigo to be Australia’s most liveable regional city.

Opening eyes A LOT has been written about homelessness, and the great work organisations like Haven; Home Safe do to combat it here and in the wider region and state. Homelessness is the pointy-end of poverty, it serves as an indication of utter financial despair. However, poverty is a lot more than that. Today’s front page story shows, scarily, how widespead poverty is in Bendigo. About 30 per cent of local households live below the poverty line, a terrible statistic. We can get a window into these homes with the statistic that locals receive almost 87,000 regular welfare payments. As Member for Bendigo Lisa Chesters says, most of Bendigo’s poverty is hidden. Sure, we see the odd family we assume is doing it tough, but we don’t know how tough. We don’t see parents struggling to put food on their family’s tables each night, to send children to school with an adequate lunch, or to afford excursions or school books. We don’t see the fight to pay the bills, keep the landlord at bay or fix the clapped-out car. We also don’t see the

fight for a lot of Bendigonians to try and improve their plight. As the personal story on page 12 of today’s paper reveals, it is often just as hard to try and improve employment prospects. Balancing casual work, further education and welfare payments is a daily battle for some.

What must those living on or below the poverty line in Bendigo, and there are probably more than 30,000, think of the public discourse? What do they think of public campaigns to spend millions of dollars on a new swimming pool, a new airport, improving Rosalind Park or bringing a new exhibition to the art gallery? How do they feel when council rates continually increase, and when govern-
ments cut their welfare payments or spend billions of dollars on transport tunnels or overpasses? Is the answer to spend less money on View Street and more money on Struggle St? Yes, and no. Facilities that grow the community also grow the economy – a rising tide lifts all boats. However, a lot of locals haven’t got time for the trickle-down effect to, well, trickle down. Ms Chesters is right in calling for council, businesses groups and governments to lower their eyes a bit when creating policy and strategy. Over the next few weeks, the Weekly will look at the issue a lot more closely, steering away from the pointy end and focussing on the areas where most of the poverty lives – inside homes. We will talk to those who see Bendigo’s poverty every day, to try to come up with some ideas to steer decision-makers in the right direction. This campaign is not about blaming or ostracising anyone. It is about opening up the eyes of the 70 per cent to the 30 per cent who need us to see them.

Minister for Police and Emergency Services THIS week’s release of the annual Victoria Police crime statistics prove one thing, the Napthine Government’s law and order policy is working. Statewide we have seen a rise in crime of 3.7 per cent, driven by our tough, no holds barred approach to eliminating the scourges of family violence and drugs in our community. Across Victoria more than 1700 extra frontline police officers have been put to work, with a portion of these assigned to specialised drug and family violence taskforces. In Bendigo alone, there has been a 14.3 per cent increase in the number of police patrolling the streets – that’s 57 extra officers on the beat, ensuring citizens are safer. The results of this dramatic rise in police numbers include an increase in crime detection of 10.9 per cent, the smashing of bikie gangs’ drug operations, and an unprecedented number of family violence offences being reported. In the Greater Bendigo area, drug offences have risen by 104 per cent. And Bendigo is not alone; there has been a rise across the state. It’s proof what we are doing is working. It’s our
law and order policy in play. Drug taskforces in Bendigo have specifically targeted drug dealers, drug manufacturers and bikie gangs controlling the drug world, and they are having the exact effect we anticipated. Under the Napthine Government, Victoria Police now have the resources, the manpower and the expertise to find these offenders, arrest them and bring them in.

The Coalition Government has also invested $15 million into 27 emergency departments across the State, to provide them with the resources they need to deal with drug and alcohol affected patients. WAS walking down a boulevard in Los Angeles, and the roadside cafes were full of happy folk. It was a Sunday morning, and it dawned on me despite the early hour, how everyone was dressed very well. High-quality clothes, obviously well made, and without exception precise and expensive. In one open-air cafe every table was surrounded by women in dark cream dresses. Colours as rich as quality vanilla ice cream, and some of them just as tasty looking. As I walked to the front of the cafe others were in more standard clothing, the cream wearers must have been a special group. I decided to have a drink and sat down at the bar of one of the many restaurants in the area. I was alone, so a little out of place, before long I noticed a man on a nearby stool. He was very loud, and boisterous and ended up leaning on me for support. I put up with it for a while but then decided to stand up. As I did so, the man tumbled to the floor, no longer having my support. I saw anger in his eyes as he rose, but his mate held him back, putting the blame on him. He was one of the cream suit wearers, and seemed quite friendly after that.
Later on it started to rain, and before long the floodways of the city were teeming. Think the Bendigo Creek times 100. It was raging, so much so that as I went to the edge for a better look I was almost swept away. I was wet, but remained on my feet. So much was happening, and I started weighing up the joys of being in Los Angeles. Could I live here? I spoke to a friend who said it was possible, but the United States was not as relaxed as Australia. I

SO it’s time to get back onto the bike and go cycling for fun and fitness. It may have been a long time since you rode a bike but things have not really changed. Borrow a bike, get the old bike out of the shed and encourage a neighbour, friend or family member to go with you. It’s much more fun with a cycling mate. Summer is on the way so you know it’s time. Check the bike is in good working condition and if not take it into your local bike shop today, and ask them to service it for you. Grab a pair of runners and a helmet and arrange to meet your cycling buddy at a designated time and place. There are plenty of sealed and non-sealed shared bike/ walking paths to cycle on in our city – Crusoe and Kennington reservoirs, Lake Neangar and Weeroona, Spring Gully Creek tracks and paths from Kangaroo Flat to Epsom. On top of that, Bendigo is surrounded by bushland with many tracks. Call into the Visitor information centre in Pall Mall to pick up a “where to cycle brochure”. We have some wonderful places to ride in this great city and I would love to see you out on the bike every weekend. Make it a regular thing, fresh air, sunshine, fitness and great fun; and don’t forget to call into a local coffee shop before you head home. It’s all part of the experience.
PART from being a novelist, Sarah Hopkins is also a criminal lawyer and as such has an intimate knowledge of the law and lawyers. This intimacy with her subject is more than evident in her portrayal of two of her characters, 65 year-old Martin who is a judge and his son, Ethan who specialises in family law. This Picture of You is in essence a mystery story and the true nature of the characters, the mystery. The search for the truth of the family is triggered when the judge finds himself inexplicability in a poor Sydney suburb, at an address far less salubrious than his own. He accidently runs over a dog and in a daze is subsequently diagnosed with having a stroke. His wife Maggie is a professional artist, and as with her husband and son, her career informs her character. Compared to Martin and Ethan, Maggie is a much more transparent and warm character. Gradually Hopkins leads us into the heart of the matter. On the surface, this is a functioning family but since his stroke Martin is

A glimpse through the August edition offers reviews of Australian fiction, history, poems, politics and biography. One particular review which took my fancy was of Biff Ward’s memoir, In my Mother’s Hands: a disturbing memoir of family Life. Generously reviewed by Sheila Fitzpatrick, this is a poignant account of a tragic marriage between the historian, Russel Ward and his wife, Margaret.

Caring notes A CLASSICAL concert will be held to raise awareness and funds for the Fight Cancer Foundation. The Fight Cancer Fundraiser Concert brings together classical musicians from around Bendigo, for an afternoon performance of classical music. Event organiser, Pamela Jackson, said the concert engages the community through classical music while at the same time raising awareness and funds for charity. “It’s a wonderful opportunity for us to present some amazing music and fantastic solos and for our local community to enjoy a delightful afternoon,” Ms Jackson said. Ms Jackson said she was inspired to support the cause after meeting four year old local boy, Wilson Jackman, who last year received a bone

HERE is much excitement in the air out Kennington way with the opening this week of the new Woolworths and accompanying retail shops. It has been much talked about on the sidelines at soccer and basketball as families plot a new place to shop in Bendigo. On Sunday afternoon we had a stickybeak at what was behind the mesh fences. What looked most spectacular is the reincarnation of the artist formerly known as Edwards Greengrocers which is relocating to the new Kennington Village as Edwards Providore. Mandy and Greg Edwards started Edwards Greengrocer
in 2011 at Strathfieldsaye. Bringing great fruit and veg to Strathfieldsaye which was quickly embraced by the locals. It wasn’t just fruit and veg though, the delicatessen and gourmet sections expanded, and many people using Edwards as a great place to catch up meant there was constant reconfiguration to fit in more café space. With Greg being at least a fourth generation local there was lots of credibility in Edwards, but Mandy and Greg provided warm welcomes to all – even those of us who ventured out over Piepers Hill. The new Providore looks like something off Pinterest – all
beautiful wood and subway tiles. In a larger space Mandy and Greg have been able to expand their range, there will be a lot more cheeses and a lot more of the deli items. I’m imagining calling into Edwards and putting together a nice antipasto platter you could then take down to Kenny Res – or maybe for the soccer mums to share at training? There will also be fresh flowers, Coffee Basics own Edwards Blend and a few new varieties of local produce. Mandy assures me that all my old favourites will still be there – Mary’s renowned yoyos, the cakes, and the chicken pie.
A long slow Italian CASTLEMAINE restaurant Public INN will play host to acclaimed Country Victorian chef Douglas Elder, executive chef at Patricia’s Table, the award winning dining room of the Brown Brothers Winery in Milawa for their annual long and slow Italian lunch event “Lungo Pranzo”. Lungo Pranzo means “Long Lunch” with this year’s event to be held on Saturday, September 6 from noon until 4pm, with Mr Elder combining a variety of foods from local producers with his own North East Victorian favourites. Mr Elder has travelled extensively through Italy, and will bring his highly experienced knowledge and love of Southern Italian cuisine to Castlemaine to create the event’s informal, family oriented Italian menu which also includes matching Italian wine varietals from King Valley. The long, slow Italian feast event is deliberately informal, created specifically to bring family and friends together to enjoy an afternoon of multiple shared courses where each is replenished as the previous dish

Willow Room Recipe French dressing Makes about 1 litre This vinaigrette is great for dressing leaves and salads. Make a large batch and keep in the fridge to use when needed. You can also change the vinegars, oils or herbs to make different flavours to suit different foods. Ingredients: Two tsp dijon mustard
Two tsp seeded mustard Two cloves garlic crushed 200ml white wine vinegar 300ml vegetable oil 300ml extra virgin olive oil 25ml hazelnut oil ½ cup chopped fresh taragon leaves Salt Pepper Method: • In a large bowl mix together the mustards, garlic and
vinegar. • Slowly drizzle the oils into the bowl while whisking continuously, allowing the mixture to emulsify. Take your time to do this by not pouring in the oil too fast. • Finally whisk in the chopped taragon and season well. Taste the vinaigrette, it should be sharp but balanced. You may need to add more vinegar or lemon juice.

HARITY ranked highly among the Chinese on the goldfields, it was certainly part and parcel of their culture. The local Chinese donated in money or goods to various local charitable causes, this included Sam Ah Dore as well. As became customary, the Easter Fair Committee made a deputation to the Chinese at the Ironbark Chinese Camp this time in 1903. The deputation was there to request the Chinese participation in the Easter Fair, a person to person approach was always preferred. The deputation pointed out the valuable contribution that the Chinese had made to the fair over several decades. From the Chinese side, a committee was appointed and included the following leading personalities of the time, Dr James Lamsey, Louey O’Hoy, Gee Coon, Kee Heong, Sam Ah Dore, Sun Kum, K L O’Hoy, William Ah Poo and Charles Cheong. The visiting delegation was shown through the camp and went on to inspect the Joss House. In October 1896 a charitable football match was played at Canterbury Park in Eaglehawk. The two participating teams were from Eaglehawk and Bendigo, which included Sam Ah Dore. Still on the subject of charity the management committee of the Benevolent Asylum wished
to acknowledge the receipt of donations in 1908. There were 72 Caucasian donors and 17 Chinese among whom was Sam Ah Dore. The proportion of Chinese gifting in relation to the overall population at the time was far greater than their actual numbers. There was no charitable intent when three boys opportunistically stole, in November 1898, some weights from the scales in the Bridge Street shop of Sam Ah Dore. The boys were 12 years and younger, they being William Edwards, Charles Lounda and his young brother Nathan. These boys, had tried to sell a goose to Sam, who suspected that it was stolen and refused to buy it. After the boys had left his shop he noticed the missing weights and thus gave chase. Next the lads appeared in Court and sureties of £10 had to be guaranteed as well as being of good behaviour for 12 months. Mention has been made that Ah Dore employed other Chinese at his market garden in Elmore. Four of these men, were staying in the house of Sam Ah Dore. On a certain night in early 1897 they were awoken by someone rifling through their possessions, this was a man called Thomas Hooper. Ah Dore caught Hooper in his bedroom and assaulted him, soon the other four workers

joined the fracas. According to an exaggerated report Hooper was nearly killed, certainly he was battered and bruised. Sam Ah Dore took proceedings against Hooper in Court for assault and Hooper responded with five cross summonses against the four workmen and Sam Ah Dore. Surprisingly there was no charge of trespass levelled against Hooper. The Bench fined Hooper £2 and £2/2 shillings in costs. According to Dr Harse, “that there
was hardly a part of Thomas Hooper’s body that was not bruised”. Back in September 1901 Sam Ah Dore purchased a miner’s right allotment on which was also standing a weatherboard cottage. The cottage was insured for £85. In April 1911 fire destroyed the weatherboard house on Bullock Creek Road (Mackenzie Street West) in which Sam had been living at the time. Amazingly the insurance on the property had expired only three days prior to the fire, so all
was lost. Apparently Sam’s misfortune was more than just losing the cottage – his worldly goods were also incinerated. Councillor Heywood, the then mayor of Bendigo opened a public appeal for the Ah Dore family which was as usual responded to. Six weeks after the fire Sam thanked the Mayor and sergeant McKenna and the numerous kind hearted people who came to their assistance at their time of trouble. This gesture indicated the feelings that people had for Sam Ah Dore and his wife.

Extra plus for tennis in Bendigo TOURNAMENTS like this weekend’s Bendigo Bank Platinum AMT are paramount in Bendigo Tennis Association’s push for a facilities redevelopment, according to executive officer Leon Retallick. The tournament, which gets under way at the Bendigo Bank Tennis Complex on Sunday, August 31, provides yet another example of the importance of tennis to the region. The Platinum event is one of only 17 events delivered at this level in Australia, with players competing for ranking points and $10,000 in prize money. “It is a further example of why the Bendigo Tennis Complex Redevelopment is a major priority project for the region, and one that we are keenly pursuing with government,” Retallick said. “The BTA, through peak body Tennis Australia, has made several representations seeking project support at both state and federal government level, and is optimistic about the project’s future. “It is going to take a combined effort from all levels of government, along with contributions from Tennis and the local

community, to bring the vision for tennis in Bendigo to life.” The Bendigo Platinum AMT has attracted a very strong field of 86 athletes, including 15 of the top 100 ranked female players, and 11 of the top 100 ranked men. “The womens field will be led by Viktorija Rajicic and Sally Peers, two players who have both been ranked in the top 300 in the world and played a Grand Slam level,” Retallick said. Both Vicktorija and Sally are no strangers to Bendigo, having both competed at the last 3 William Loud Bendigo International Pro Tour events. Daniel Byrnes and Aaron Leeder-Chard are the top two ranked players in the men’s field. Both have been ranked around the top 1000 in the world and are regular competitors on the Australian Pro Circuit. Bendigo Bank Academy of Sport members Regan More, Erik Holt Crossman, Zach Lethlean, Isaac Watson and Nick Gattuso will also be hoping for favourable qualifying draws, which will kick off from Sunday, August 31.
Bikers are ready to share By JOEL PETERSON
AS a lead up to its annual six hour event, the Bendigo Mountain Bike Club is hosting a come and try day’ on Sunday. Club members will be taking interested riders on a guided tour of the course between 10am and noon at Cavagnas Road, Sedgwick. The Bendigo Cyclesbacked three and six-hour event will be held on September 14, and is expected to attract more than 300 riders from Victoria and interstate who will join local riders keen to test their skills. MTB Bendigo club committee member Joel Rockes said that spring is the perfect time to ride the Bendigo trails. “Our event attracts more and more recreational mountain bikers each year that enjoy a challenge and a fun day out with their friends and family,” he said. “Our aim has always been to host a professional event for elite and skilled riders, but we are also fo-
cussed on attracting more everyday riders to the sport. “By introducing riders to the great trail network around Bendigo and offering a positive and encouraging event atmosphere inclusive of children’s activities we believe this is truly a great family event”. Some of Australia’s top cross country mountain bike athletes are expected at the start line, including our local champions Chris Hamilton, Dan MacMunn, Isaac Buckell, Tasman Nankervis and Russell Nankervis. The six-hour format will see various categories ranging from solo competitors right through to the six person Try Bike Challenge for novice riders. The three-hour event has been restricted to solo riders in the past, however this year a schools teams category has been introduced to make the event achievable for junior riders of all capabilities. Local mother of three Jo Lythgo will be riding for the

THE South Bendigo Football Netball club is looking for senior and reserves football coaches for the 2015 Bendigo Football Netball League season. The Bloods are in the middle of a move to Kennington’s Harry Trott Oval, which will be come the club’s home for training and junior teams next year. South Bendigo president Rick Townsend said the club is looking for applicants to be involved with the continued development of the club, both on and off-field. “It’s an exciting time to be involved with the club, and the successful applicants will have a big role in continuing to build the identity, culture and community involvement of South Bendigo,” Townsend said. The Bloods are also hosting a Sportsman’s Lunch at the All Seasons on September 19. BENDIGO netballer Chloe Watson has been selected in the Melbourne Vixens 12-player squad for the 2015 ANZ Championship season. The defending series champions announced their team on Tuesday morning, including the 20-year-old former Sandhurst defender and her Victorian Flames teammate Emily Mannix in the squad. Watson was last year named in the Australian Under-19 team, is the captain of the Victorian Netball League’s City West Falcons and completed her first Australian Netball League season
with the Flames recently. The versatile defender can play goalkeeper, goal-defence or wing-defence, and played a key role in She is currently at the Australian Institute of Sport centre of excellence in Canberra, where she will be joined by Mannix, before embarking on their inaugural Vixens campaigns. “I was so shocked and it still hasn’t sunk in yet,” Watson said, about receiving the call up from Vixens coach Simone McKinnis. “It’s definitely the next step in the pathway for me but I didn’t expect it to come now. “To have the opportunity to learn from all the great players in
this team, it’s just unbelievable to play alongside people you have looked up to for so long.” Watson now lives in Melbourne to further her netball and study, a move that has undoubtedly paid dividends.

The match against Melbourne City will provide the Bendigo community with an opportunity to watch up close some of the best players in the Hyundai A-league, including some of the international superstars. “The Melbourne City (Heart) organisation has always understood the importance of getting out into the regional areas and engaging the community, and this is another example of that,” Rogers said. “If all things go to plan it should be a successful event for the club and the community, and hopefully it can become an annual event.” Melbourne City will also be attending the 2014 Bendigo Amateur Soccer League (BASL) MiniRoos Gala Day on Saturday, August 30, where the club will interact with the younger players and promote the club ahead of the 201415 Hyundai A-League season. Tueday’s exhibition match will kick off at 6.30 pm, with admission prices for adults $10, concession $5 and under-5s are free.

SOME of Australia’s best football talent will come to Bendigo on Tuesday night when FC Bendigo hosts ALeague club Melbourne City at Epsom Huntly Recreation Reserve. The match will serve as a tune-up for City’s inaugural A-League campaign after being incorporated under the ownership wing of defending English Premier League champion Manchester City. It is the second time that City (formally known as Melbourne Heart) has played a pre-season friendly against a Bendigo team, after coming to Bendigo in 2010 prior to the club’s inaugural season in the Hyundai ALeague. It is expected some of the club’s stars will play in the match, with City’s squad including Slovenian recruit Robi Koren and former Chelsea midfielder Damian Duff, as well World Cup-winning Spaniard David Villa. The match will be a huge test for FC Bendigo’s young side, and will provide players like Matt Breeze with valuable exposure at the highest level. “There has been a lot of talk during the off-season about the list Melbourne City is putting together
ahead of the 2014-15 Hyundai A-League season, and it will be great to watch those players in action up close,” FC Bendigo operations manager Brock Rogers said. “Some of our (FC Bendigo) most talented young players will get the chance to line-up on their idols, which will be a great learning experience for them. “Players like Matt Breeze, who has had a professional contract in the UK and Alon Blumgart, who has been part of the A-League Youth system, will get another chance to showcase their talent in the hope of getting another chance at the highest level. “FC Bendigo’s inception marked a new era for the sport in Bendigo, and Rogers said having Melbourne City in town is a further step in the right direction. “This is an exciting time for the sport of soccer in the region, after a lot of change over the last 12 months. “The introduction of a National Premier League team (FC Bendigo) in the area has really helped opened some doors and gathered the attention of not just the soccer community but also the entire Bendigo community.”
