WATER authorities have played down concerns over plummeting levels at central Victoria’s largest storage, as forecasts grow of strengthening El Niño conditions this summer. Lake Eppalock has dropped to just under 60 per cent of its capacity over the past two weeks, as delivery

New homes on a high THE Housing Industry Association, the voice of Australia’s residential building industry, has released the Spring 2014 edition of its National Outlook, Australia’s most comprehensive housing report card. HIA chief economist, Harley Dale, said the report identified 2014 as the year when a record number of new homes will be started in Australia. “The growth in new residential construction has been slower to gather momentum and breadth, in terms of both geographical location and dwelling type, so the ‘look and feel’ of this cycle is different to historical experience,” he said. “In aggregate, we will commence nearly 190,000 new dwellings in 2014, surpassing the previous record of 187,000 back in 1994. “The momentum culminating in this milestone has provided a substantial boost to Australia’s economy at a crucial juncture in the cycle. Below trend economic growth and weak labour market outcomes would be considerably worse without the reach a new home building recovery is exerting into the broader economy.” Dr Dale said against this

backdrop, it was unfortunate that policy makers had failed to grasp the reform initiative required to complement record low borrowing costs and send new home building levels higher still in 2015 and 2016. “Australia’s economic growth and labour market performance will be weaker than otherwise as a consequence of this lack of policy action,’’ he said. “Record low borrowing costs have combined with other factors such as high net overseas migration to unleash substantial pent-up demand for new housing. These factors will keep the level of new homes started at historically elevated levels. However, what the economy needs is further growth in new home building over the next couple of years, but that will only occur as a consequence of taxation and regulatory reform.’’ Dr Dale said it still is an impressive achievement to build a record number of new homes, at a level that approaches what the average build rate will have to be if we are to adequately house our growing and ageing population in coming decades. He said investment in renovations had joined the new

FIGURE BUILDS: Building starts are through the roof. housing ride this cycle, increasing by only 0.3 per cent in 2013/14 from a decade low. “Unemployment concerns, a lack of available credit, and an elevated household savings rate are but three elements in the current environment which mean there has not been room for a renovations recovery alongside new home building activity and existing property

price growth,” he said. “That situation looks to be slowly changing. Growth of 0.9 per cent in renovations investment in 2014/15 is forecast to accelerate to two-plus per cent growth in the subsequent three years. That would be a great outcome, but it is a long road back for this important sector of Australia’s domestic economy,” Dr Dale said.

Push for Sunday trade

SUNDAY trade in Bendigo’s central business district lacks the desired buzz and vibrancy locals and tourists are craving, says one of Greater Bendigo’s highest profile directors. City Futures director Stan Liacos said the key to improving the city’s tourism and vibrancy was having a greater hospitality offering open on a Sunday. But he also said there were many businesses that did not open on a Sunday and understood it may not be a viable option. “Clearly Bendigo is a lot more vibrant than it was 10 years ago. We may not be buzzing every Sunday at this stage but I would like to think inevitably, in 10 years from now, we would continue to see more buzz

and vibe on a Sunday,” he said. The Match owner Jock Clark said “astronomical costs” made it a challenge for businesses to open on Sunday. “I have always opened on a Sunday as it is one of the busiest days in hospitality,” he said. “Businesses need to make an individual decision whether they should open” he said. “The only reason to open is to make a profit. I would personally like to see more businesses open but it is an individual business’ decision.” Mr Clark said businesses needed to open to give tourists and locals somewhere to go especially when major events were in the CBD. “The number of events in Ben-

digo is vital to the economy,” he said. “Anyone in a vibrant business knows you can’t survive without the number of tourists and the dollars they spend. They are vitally important.”

Sharon was going around the world as she started her series of colourful portraits of individuals in national costume. The portraits are in preparation for next year’s Bendigo Festival of Cultures. “In the morning I was in Indonesia, India and South Sudan and in the afternoon I’m going to the Philippines, Holland, Germany and China,” she said laughing.

president Antony Adolf said there was a rift between traders and council about the issue. “Until the interests of council and traders align for a win-win, no solution for any problem can be found,” Mr Adolf said. Council has decided to open the multi-storey car park on Sundays for Christmas trading from this weekend. Mr Liacos said it was inevitable trade would improve, and it was, albeit gradually. “Tourism and overall activity is in my opinion a lot stronger today than it was five years ago. But the number of businesses has not changed,” Mr Liacos said. “The trend is improving. It doesn’t happen overnight, the trend is incremental.”

“I’m thoroughly enjoying the process, I wanted to capture the diversity of our town. The reason I’ve used the town hall is because that is our common meeting place. “I generally have a chat to each subject before taking their photo in order to relax them and so far the results have been very exciting.” The festival, conducted by Loddon Campaspe Multicultural Services is one of the largest of its kind in regional Australia. LCMS Executive Officer Noemi Cummings said they expected to be able to represent the costumes of 16 different countries. “Other portraits are of people from Bur-

ma, the Ukraine, Malaysia, China and Mexico. The portraits will be hung in the library during next year’s festival,” she said. “As well we are running a series of profiles in the Weekly which are biographies of people from diverse backgrounds. These portraits and stories will also be on display in the library.” In 2014 the festival attracted more than 2500 attendees to nine events during Cultural Diversity Week. Mrs Cummings is hoping to build on this success and deliver an even bigger and better festival in 2015.

THE Bureau of Meteorology is forecasting at least a 70 per cent chance of a return to El Niño conditions, according to its El Niño Southern Oscillation index. The Bureau is also forecasting lower than average rainfall and hotter than average temperatures for most of southern Australia over the coming summer. For its part, Coliban Water said it is not forecasting any restrictions to its water supply over summer, despite the lack of rainfall in recent months and falling supplies. Bendigo residents used more than 200 megalitres extra water in October this year than last year, yet Coliban’s storages remained at 80.6 per cent this week. Coliban’s raw water supply manager Steven Healy said storages were in a strong position heading into summer due to strong rainfall in the past two years. “There are no plans to restrict our water supply this financial year outside of the permanent water saving rules currently in place,” he said. “We will continue to review the situation over the next six months and decide if any further action needs to be taken. “It has been a dry spring to date, resulting in below average rainfall and below average inflows in to our storages. “However, we began this financial year with our storages in a strong position from the previous two years of rainfall.”

Police multi-task to cut road toll

Call to dob in a dealer POLICE are clamping down on the illegal ice trade across the Central Goldfields with a joint Crime Stoppers campaign. The two-week initiative, Dob in a Dealer, aims to stop the impact of methamphetamines on the community. The campaign runs across the Greater Bendigo, Campaspe, Macedon Ranges, Mt Alexander, Central Goldfields and Loddon shires. Locals have been asked to

report any information about drug activity, especially the manufacturing or distribution of ice, to CrimeStoppers. Bendigo Police Superintendent Mick West said there had been an increase in ice in the past two to three years. “Let’s take the moral high ground, let’s pick up the phone and let’s protect our kids, our community and the way we live. “We give the commitment to the community of central

Victoria that we will follow up on it and do our best to clamp down on the ice scourge. “We hope to get information about who are the major players in supplying and manufacturing ice in the local area and our focus is to close that avenue down and make our community a much better place to live.” Crime Stoppers Victoria CEO Samantha Hunter said the campaign encouraged locals to be part of the solution.

“We are working closely with Victoria Police to identify where the issues are and where we are best able to place those resources,” she said. Ms Hunter said they would report the effectiveness of the campaign to the community following the twoweek period. THE Bendigo Town Hall was packed this week when an estimated 500 people gathered to show their support for White Ribbon Day. White Ribbon Day is Australia’s only national, male led campaign to end men’s violence against women. Wearing uniforms, suits and casual clothes, men were predominately in attendance. One female member of the audience wept when the men were asked to stand and recite the following oath. “I swear never to commit, excuse or remain silent about violence against women.” The two speakers were Acting Superintendant Ron Gardner and activist Anj Barker. In 2002 when she was 16, Anj was brutally bashed by her 20 year old ex-

boyfriend, who bashed her head against a metal park bench and then stomped on her face. A country girl, Anj had been planning a career as a psychologist and anticipated marrying and raising a family. Instead she spent the next two years in ICU, her prognosis dreadful – a permanently vegetative state. But Anj fought back through long and gruelling years of physiotherapy, and speaking on Tuesday through the aid of voice activated text she explained the psychology behind domestic violence. “My boyfriend repeatedly told me the same messages,” she said. “He told me that I wasn’t pretty and that no-one else would have me. He had love and control confused together. Because he loved me he thought he could control me.’’ After a time the verbal and emotional abuse turned into physical violence,

A ZERO-TOLERANCE approach to road safety will be taken by police during a four-operation campaign this summer. The 2014 Summer Stay initiative targets the five fatal factors, speed, alcohol and drug driving, fatigue, driver distraction and seatbelt offences. Local and state police highway patrol officers with the Operational Response Unit and the Road Policing Drug and Alcohol section will saturate our roads. Superintendent Neville Taylor said motorists should expect to be checked for speed, and drug and alcohol tested. “We will be using all available resources to ensure as many people as possible stay safe and stay alive during the festive season,” he said. “Our officers will be everywhere. You will see our buses and patrol cars on major roads and in and around entertainment districts but you will also find them on the back roads home. You can be caught anywhere at anytime. “BlueNet cars and Automatic Number Plate Recognition cameras will be deployed to ensure disqualified drivers stay off the road and to check

compliance with interlock devices.” Four operations will run during the campaign to reduce serious injuries or deaths on our roads. The state-wide annual Operation RAID will focus on removing all drink and drug drivers from now until December 7. Drivers will be urged to buckle up and remove driver distractions in Operation Break Up between December 8 to 22. The Australian Operation Crossroads focuses on high risk factors especially speeding drivers between December 23 and January 3. Drivers will be reminded to stay alert during Operation Fresh Start which targets fatigue until January 4. Bendigo has been identified as one of 15 high-priority areas. Superintendent Taylor warned drivers to stay off the roads if they were not being safe. “The message is and always has been pretty simple, if you are going to drink or take drugs don’t drive,” he said. “If everyone stays alert, stays sober and stays within the limit then everyone will stay safe and stay alive.”

and while Anj tried to leave her boyfriend several times, he lured her back with promises that he would change. “When he attacked me he sentenced me to years of therapy, and pain. It is difficult to accomplish simple tasks in every day life.” But Anj has fought back, advocating not only against domestic violence but for the National Disability Insurance Scheme. The march following the town hall meeting was boisterous and proud, with Sergeant Margaret Singe, a family violence advisor with Victoria Police, saying this was the largest crowd so far. “The organisers were expecting 200 or 300 people but 500 was a wonderful result. “It has been fantastic to see the support from so many people, she said.” White Ribbon Day originated in Canada in 1991.

Fit for a cause LOCALS will be able to step up to the memorial workout challenge to honour beloved Bendigo man, Ian Baker. Passionate family man and avid waterskier Mr Baker was killed observing the Bridge to Bridge trial earlier this month. The 44-year old father of four died when the speed boat he was in flipped. “We have taken an immediate action to help the family and the girls. We want to do something that will aid and assist to provide some security and comfort to the family,” Dauntless Crossfit owner and friend Kim Stevens said. “He was a passionate man, a family man and he gave everything to his last moment.”

Memorial workouts will be happening from 5.30am today, and every half hour on the hour, with 27 workouts across the day. More than 1000 locals are hoped to take up the fitness workout, with entry $10 per person per session. Mr Stevens said anyone, even those in a wheelchair, will be able to participate in the workout with appropriate modifications. But locals unable to participate in the workout can grab a bite with an all day breakfast and coffee adding to the fundraiser. All funds raised will go towards the appeal to assist the Baker family. “His death has had a

profound impact on his four girls and will continue to do so long into their future. For this reason an appeal has been set up for Joanne and her four beautiful girls (aged nine to three),” fellow 99 Psycho Clowns water ski racer Mick Pay said. “We would love you to share this with our community and get as mush support as we can for the Baker family.” The main auction kicks off at 7pm at Dauntless Crossfit in East Bendigo. All down to margins

BENDIGO East’s polling margin could be closer than expected says Liberal candidate Greg Bickley. Mr Bickley said the pre-poll voters had shown strong support towards the Liberal Party and he expects a tighter margin with the Australian Labor Party. “I think the election in Bendigo East will be a lot closer than what people think. But I am just concentrating on getting to election day,” he said. “The margin is based on the 2010 result. I don’t think it is anything like that at the moment.” ABC’s election analyst Antony Green has predicted a 3.2 per cent swing towards Labor leaving the Liberals chasing the win. Member for Bendigo East Jacinta Allan said it was the busiest pre-poll

she had seen in her five contested elections. “Labor has set the agenda and the Liberals have only committed to projects like Kalianna, Epsom and Bendigo Stadium, long, long after the Labor have made a commitment to those areas,” she said.

very intelligent electorate and the fear campaign Labor have run isn’t washing with people,” he said. “We have a positive message about growth and opportunities of this region, we are investing heavily for the jobs and the future our families want. “I have been very encouraged by the support we have seen at pre-poll and I am optimistic about the result.” Six candidates are on the electorate ticket including Australian Country Alliance’s Cameron Dowling, Rise Up Australia Party’s Lynette Kay Bell, Australian Greens’s Jennifer Alden and Family First’s Glenis Bradshaw. Pre-poll votes will be counted on Monday unless there is a close margin requiring the Victorian Electoral Commision to count the vote on Sunday.

Heat is on in the west BENDIGO West’s political contest is heating up with more residents casting their vote early. Labor Member Maree Edwards said pre-poll votes would be crucial to determining the outcome in the state election. “Pre-poll has been extremely busy with more people than ever voting early,” she said. “People have become engaged with the election and seem very focussed on who they are voting for. “I take nothing for granted in this election. THE final piece in the funding puzzle for the Bendigo Stadium redevelopment was delivered this week, with the Coalition promising $5 million if it is re-elected at this weekend’s state election. The Coalition pledge comes after Labor promised the same amount in September, meaning no matter who wins power at the state election, the development will go ahead. Securing the funding is a massive coup for the stadium, with completion of the $16.5m development

A healthy community GREENS candidate for Bendigo East Jennifer Alden is taking up the fight to improve education, health and public transport. The former Women’s Health Loddon Mallee chief executive officer and a VicHealth senior policy adviser, Dr Alden is a key candidate in tomorrow’s electoral race. “So far in this election we have seen more of vested interests and big business buying control and influencing politics,” she said. “From gambling businesses to property developers and foresters, all are in for their share of government largesse. “We have also seen candidates disendorsed for inappropriate, misogynist or racist views. DIG DEEP: Federal Member for Bendigo Lisa Chesters was one of the first to place a gift under the tree. SANTA’s helpers are preparing for Christmas in Bendigo, calling for locals to give to Kmart’s Wishing Tree Appeal. Kmart and the Salvation Army are asking residents to buy and place a present under the tree to give to people in need. “We want to give back to the community. There are almost 200 stores across Australia where we can collect gifts and hand them out to people,” Kmart Kangaroo Flat store manager Peter Hobdell said.

“There are a lot of needy people and those of us, who are fortunate enough to be able to share that in the community, I think we should.” Presents can be bought for children, teenagers and even adults-who are less likely to receive gifts during the festive season. “It’s not just for the kids, it’s for the adults as well,” Mr Hobdell said. “All we ask is they pick a tag off the tree, tick the age group they think it is suitable for and then it goes to the Salvation Army to distribute

around the local community.” Mr Hobdell said the store hoped to give 1400 presents this year to beat last year’s 1210 donations. Federal member for Bendigo Lisa Chesters placed her presents under the tree and called on the community to dip deep. “This appeal demonstrates Bendigo’s amazing generosity,” she said. “For some people, the gift from you may be the only gift they receive at Christmas.”

St Paul’s open for business CHRISTMAS has arrived at St Paul’s Anglican Church. Cards, calendars, tea towels, pens and diaries are decking the walls of the Myers Street Christmas Shop. Run by volunteers, the shop is open for business from 10am to 4pm Monday to Friday and Saturday 10am to 1pm until December 19. “It’s good that we are seeing diversity in the Christmas Shop but there are still many, many cards in the store,” Bishop Andrew Curnow said. “I hope the enthusiasm for the store continues and it is better than ever.” About 30 charities will benefit with funds raised going back to support the organisations. “The shop is an outreach to the community, with a lot of people stopping in to buy for their loved ones,” coordinator Sylvia Mander said. “Each year we have our regular customers and they get their cards for their friends and family.” Mrs Mander said the store took a week to set up but had been aided with many hands. Volunteer and founding store organiser Jane Cleary said it was a good way to support charities during the festive season. “It is good because you are able to help someone else and give some good back to the community,” she said.

Push for a new tanker By CHRISTINE McGINN

JUNORTOUN CFA members are taking to the streets to fundraise $60,000 for an additional tanker for the station. Door knocking to raise money, captain Luke Carracher said the station wanted funds for their own medium tanker. “We have a fairly steadily growing population in Junortoun. Looking to the future, we are going to need a bigger, stronger brigade to protect the community,” he said. Home to 27 active firefighters and about 40 members all up, station members want their own tanker in case the main tanker is called to a major fire. “We are quite happy for the main tanker to go to help anybody that needs our help,” Mr Carracher said. “If our tanker is called away to fires, it leaves us without an appliance. “Most fire brigades have a station owned vehicle, which is common among fire brigades, they can keep at the station but we don’t.” Under the Victorian Government’s Volunteer Emergency Service Equipment Program, the State Government will give $200,000, the CFA $100,000 and the station will raise $60,000 for the vehicle. CFA District two operations manager Steve Smith said the grants program gave the station choice on their desired vehicle. “The Junortoun community is already well protected by

Photo: ANDREW PERRYMAN committed volunteer firefighters who operate three trucks, and a new brigade owned medium tanker will provide extra capacity for the wider area east of Bendigo,” he said. “The generosity of the Junortoun community will allow the brigade to increase its resources and response capacity over and above the general allocation.” Mr Carracher said it was a great scheme to allow the station to have their own vehicle which is expected to arrive in September next year.

“Without those contributions (under the VESEP) there is no way we would be able to get a truck like this. It is a pretty flash piece of gear,” he said. Mr Clark said volunteers gave significant personal, family and work time to go out and fight fires in the community. “It would be nice if we had enough non-firefighting members that could do our fundrasing for us but it seems volunteers are harder to come by,” he said. ”But the firefghters we have are willing to do that, just as

POLICE are taking a zero-tolerance approach to bushfire arson this summer. The annual Operation Firesetter kicks off next week, targetting offenders who deliberately light fires. Acting Deputy Commissioner Jack Blayney said the operation aimed to reduce the rate and impact of suspicious bushfire activity. “Operation Firesetter is a dedicated bushfire arson prevention and detection operation focusing on high-risk and arson prone areas,” he said. “We’ll be monitoring persons of interest and

any person responsible for starting an uncontrolled open air fire, no matter how small or large, will face the maximum penalty. “People who commit bushfire arson are not always strangers, they often live and work in local communities. “Rigorous investigations will be undertaken wherever and whenever bushfire arson is suspected to prevent and reduce future disasters.” Acting Deputy Com Blaney said there had been an increase in arson activity but a decrease in recklessly lit fires last season. “It’s clear that people

are taking more care when it comes to fire prevention but we cannot become complacent,” he said. “Fires can easily ignite from any number of activities such as flicking a cigarette butt, failing to properly extinguish a campfire, or using tools such as angle grinders. “Like arson, a recklessly caused fire is a serious crime that has the very real potential to damage property, or injure and kill people and wildlife. “Bushfire prevention is everyone’s responsibility.” Locals are urged to call 000 if they see any suspicious or reckless behaviour.

Man drink-drives twice A PROBATIONARY driver was allegedly caught drink-driving twice on Saturday night. The 20 year old Bendigo man was breath-tested after crashing his dual cab Toyota Hilux into a tree in Maiden Gully about 7.30pm. He was taken back to the Bendigo Police Station and recorded a 0.165 blood alcohol reading. Police suspended his licence and he was issued to attend court. He returned to the accident scene in another car an hour after being released and blew 0.136. He was issued with a count of drink driving and a count of driving while suspended. A 14-year-old Strathfieldsaye boy returned home after going missing on Sunday night. Brandon Norton, who has autism, was found about 18 hours after he was last seen at his home on Sullivans Road. He left home wearing a dark blue and grey polo top

with navy blue shorts and returned home at 4.15pm on Monday. Brandon also went missing in May and was found with the help of local emergency services. Local police units and SES searched the Strathfieldsaye area. Police have thanked locals for their help to locate the teenager. BENDIGO Police set up three preliminary breath tests on Eaglehawk Road on Friday morning. A police spokesperson said there would be a high visible presence in the lead up to Christmas and over the festive season. The PBTs are part of the state-wide annual Operation RAID whic focuses on removing all drink and drug drivers from our roads now until December 7. Drivers are warned to make responsible decisions before they get behind the wheel.

CAMILLE SIER is a softly spoken young woman but underneath the shy appearance is a steely resolve. Chosen as one of this year’s ambassadors for the International Day of People with Disability, Camille has proven time and time again that obstacles are only there to be overcome. Despite a severe hearing impairment Camille, 31, completed a Bachelor of Arts with Honours at La Trobe University Bendigo. For part of that time she was assisted by a note taker. She has also completed a graduate diploma in computer studies. In 2013 she was one of the recipients of work experience through the

Bendigo and Adelaide Bank. “I really enjoyed the job which I finished last December,” she said. “It involved public relations and marketing work as well as writing reports.” One of the many advantages of the work experience was that Camille went on to work as a library assistant at St Killian’s primary school, a position which she thoroughly enjoys. This year she consciously set herself more goals. One was to use an escalator, something she has always had trouble with, and the other goal is to live independently. She has proudly achieved both goals. As an ambassador

THE students at Bendigo Primary School in Violet Street are having a tasty treat as part of their schoolwork. Each class is involved in a Healthy Community Lunch which complements the school’s Kitchen Garden Program. Preparation begins at about

11.30am and at 1pm each student invites a guest to share their lunch together. Chef Sharyn Smith, a community member and grandparent, prepares the menu and sources food from the kitchen garden. She then organises the students to prepare, cook and set up for lunch.

Bryan, the school gardener, works with each grade every week in the garden so the children experience from seed to harvest and how the produce can be used in cooking. The aim of the program is to work together, learn to use and cook healthy food and to share this with the community.

NOW there is even a better chance of surviving a sudden cardiac event, thanks to the efforts of the Bendigo Bank and the Kangaroo Flat Community Enterprise. Representatives of the Bendigo Legion Angling Club, Spring Gully Senior Citizens and Y Services Club of Kangaroo Flat have accepted new defibrillators – valued at more than $2000 each – from Community Enterprise grant coordinator, Ann Jones, and Kangaroo Flat’s Bendigo Bank branch manager Stewart Johns. “In the last three years the Kangaroo Flat Community Enterprise has facilitated defibrillator grants to more than half a dozen local clubs and organisations as part of the Bendigo

Bank’s Community Grant’s Program and the Defib Your Club For Life scheme,” Mrs Jones said. The Defib Your Club For Life initiative was initiated by MICA paramedic Andrew White, who was unable to save the life of 19-year-old Victorian footballer Stephen Buckman, after his sudden collapse during training back in 2010. Today the national appeal raises funds to give clubs and community service organisations ready access to their own defibrillators, to help save lives. Grace in design VICTORY Christian College Year 11 student Grace Wallace’s Asian inspired creation obviously impressed the judges at the recent Bendigo Schools Textile and Fashion Show. Scores of students from schools throughout the region submitted folios and exhibits in various categories. The show, organised by Bendigo secondary school staff, provides an environment where design excellence can be readily encouraged among students from colleges throughout the region. Grace’s full-length silk creation won the talented VCE Product Design Technology student a scholarship at the Whitehouse Institute of Design’s Melbourne campus, with her winning garment

crafted from pure woven silk and embellished with cotton embroidery. “I found the material locally at the House of Cloth in Retreat Road and was taken with its natural and raw appearance,” Grace said. Her winning garment took more than 30 hours to create, after weeks finalising her design. With another year until finishing Year 12, Grace is still undecided on her preferred career path but is certain it will include a strong design element. Grace’s talent has clearly been noted as she has already been short listed for next year’s Top Designs Showcase at the Melbourne Museum, courtesy of the Victorian Curriculum and Assessment Authority as part of the VCE Season of Excellence.

BENDIGO residents are being encouraged to have their say on Greater Bendigo council’s Integrated Transport and Land Use Strategy, with a series of community meetings to be held next month. Four meetings will be held in early December, to canvass the concerns of residents as well as further explain the strategy. Council strategy manager Trevor Budge said the majority of residents who have attended one of the seven listening posts, had supported the plan’s proposals. “The feedback to date suggests that we are on the right track with the majority of people supporting a more frequent bus service, as well as the idea of encouraging more walking and cycling as an alternative mode of transport and a great way to keep fit and healthy,” Mr Budge said. Mayor Peter Cox also called on residents to have their say on the strategy, before it is too late. “Council is providing ample opportunity for people to have their say on issues that matter to them and ITLUS should matter to everyone,” he said. “It is no good coming to council once ITLUS has been adopted and saying that you haven’t had your say. Now is the time to get involved.” Meetings will be held on Saturday, December 6 at Champions IGA, Kangaroo Flat from 11am to 1pm, Tuesday, December 9 at the Marong General Store (9.30am to 11.30am), Wednesday, December 10 at the Heathcote Visitor Information Centre (3.30pm to 5.30pm) and on Thursday, December 11 at the Elmore Post Office (10.30am to 12.30pm). RAVENSWOOD’S $10 million Calder freeway service centre is open and pumping with visitors refuelling on their drives. Caltex service station, a roadhouse style restaurant and convenience store fills the 952 metre square complex, which also features a truck drivers’ lounge with bathrooms and showers, an outdoor dining area, playground and tourist information kiosk. The road-house and store employs about 20 local people to cater to the round the clock service. The site, encouraged by VicRoads, is located next to a rest stop to enable drivers to stretch their legs. “Freeway service centres are recognised to contribute to improved service and safety on major state highways. The habits, needs, travel patterns, time of travel and socioeconomic profiles of road users are also broad in nature,” the report to council said. “It will introduce a positive contribution to road user safety and consequently, net community benefits. “It enhances and improves the existing rest area facilities adjoining the eastern side of the site.” Fitted with the latest Caltex layout, the facility houses multiple petrol bowsers, and 46 onsite car parks. Milemaker Petroleum managing director Paul Andrianakos said

Make a difference for Nathan Rodilesa Plant Supplies has organised a fresh cut Christmas tree fundraising drive to support a local teenager fighting Hodgkin’s Lymphoma. Nathan Jennings was diagnosed with Hodgkin’s Lymphoma on his 18th birthday, and from this day on he has shown enormous courage to battle this disease. He has always been a good sportsman, having played football for the Pioneers and Strathfieldsaye Storm, and it is this drive that has helped him get through the last six months of intensive chemotherapy treatment. Nathan has just finished his

last round of chemotherapy and will now undergo radiation therapy every day for the next eight weeks. Nathan has worked at Rodilesa Plant Supplies previously in school holidays, and owners Simon and Robbie Wells have allocated 100 per cent of the profits of the Christmas tree drive to go directly to Nathan and his family to help with his fight. “Christmas is the time for giving so buying a freshly cut Christmas tree from Rodilesa Plant Supplies is a wonderful way to make a difference to a very courageous boy,’’ the pair said.

so the ratepayers will be able to see, quite transparently, what they will be up for. In the mean time I assure you I have no intention of resigning, and will continue to stand up for fiscal responsibility and increased efficiency within the council.

I refer to the letter by Geoff Bowyer, Bendigo Weekly, November 21, which is written in emotive terms and, while really a marketing document, it does highlight that many things have been accomplished throughout the municipality. Most, however, do have a considerable recurrent cost and the aggregate of these costs is now forming a large part of the council’s annual budget. Obtaining a large grant for a new pool is one thing, but stumping up the council’s share of the capital cost is another; while meeting the ongoing cost is possibly the most important financial matter of all. The council has not yet been presented with a properly costed business case or financial plan setting out the real cost to the community. The council’s 10-year financial plan already shows finances stretched to the limit with virtually no capacity to undertake a proper program of capital works on even basic items unless there are very large rises in rates. As a councillor it is my opinion that for any council to commit itself to a more than $30million project without even seeing a fully costed business case is extremely foolhardy. I do not know of any competent business person who would advocate such expenditure without a proper evaluation. Your comments about me flying in the face of the majority of residents amounts to little more than one person’s opinion – yours. If you want to know what I think about the project, and the pros and cons of demolishing the useful Leisure Centre please give me a call. It is, however, my belief that trying to force such a project onto land where a much loved community hall will be demolished and not replaced is disturbing to say the least. You may be surprised to know I would be in favour of an even larger project built in stages that can be afforded on a site that will not of itself restrict such development as the city grows. When the facts are known it may be you, not me, who is being shortsighted. Other options do exist and should be fully investigated. Geoff, I know you are passionate about this project and I commend you for that. However, financial responsibility is something that has eluded the council for many years now and it is time for there to be a greater level of accountability. I would welcome your assistance in having a properly constructed independent business case prepared

Service fee horror My wife and I are pensioners and are very careful with one of Australia’s most precious resources, water. Our last water bill proves this, with only 10 kilolitres used costing $21.67, but to our horror the service fee was $53.32, 71 per cent of the total. A large household using 100 kilolitres pays $216.70 (80 per cent) and $53.32 service (20 per cent). The result is we pay $7.49 per kilolitre, they pay $2.70 per kilolitre. Compare this to paying a $10 service component on a $400 trolley of groceries. Not exorbitant, but if you had to pay $10 service fee when you only bought a loaf of bread it becomes ridiculous and grossly unfair. Coliban justifies their simplistic pricing by stating the government pricing watchdog okayed it. That does not make it fair, it just proves the watchdog did not look into how it impacts all users, they just rubber stamped it. Average calculations quoted by Coliban are a smokescreen to lull customers into a false sense of fairness. Averages always mean some at one end benefit and some at the other are penalised. So pensioners, check your water bills, work it out and protest, Coliban must add water and service together and divide by kilolitres – not really hard, but less discriminatory. Of recent times I have seen ads on television telling people “not to use ice” and others telling fathers to “love their children”, and I have finally reached the stage where I am absolutely “stonkered” (for want of a better word) at where our society is today. Stop bashing the ABC The campaign against the ABC, culminating with the reduction of $254 million over the next five years, is nothing else but an attempt to reduce the broadcaster’s ability to convey all of the news to all Australians, and to assist the interests of the Murdoch empire in this digital age of news reporting by less competition. At the annual meeting of shareholders recently, Murdoch lost the support of long time Saudi billionaire Prince Al-Waleed bin Talal, and almost control of his media empire as well, by an unprecedented investor revolt against a structure that entrenches his family’s control of the company. Rupert Murdoch owns just 12 per cent of News Corp, and only 40 per cent of shares, and survived an investor push to abolish the current share structure, but for how long? valves to meet in-stream “environmental objectives” in the Campaspe River – with the water then discharging into the River Murray at Echuca for use in South Australia. Put simply, the water is being drained into the Campaspe for “environmental purposes”. Isn’t this called “wasting water”? It would be easy to blame GMW for this, however it is the government that authorises these releases. Under the terms of the GMW operating licence there are no minimum levels in Lake Eppalock and GMW are obliged to supply water if it can be allocated to entitlement holders and ordered for their use. There are some rules that help control the rate of decline such as carryover of unused entitlement which would see smaller volumes being released, but that action is only likely when water levels fall further and cannot be replenished. While the year to September saw almost average rainfall, October and November have resulted in poor inflows, yet a release is under way. There has been very little demand for irrigation yet the government continues to authorise millions of litres being released. The lake is now at 61 per cent (almost 35 per cent lower than the same time last year) and is likely to reach as low as 50 per cent by the end of Christmas. Exercise your right to vote The move to set four year terms back in 2002 was a good one that removed some of the political opportunism from the equation, and has now given voters some clarity as to when they get their chance to have a say on the performance of both government and oppositions alike. Exercising your right to vote is not something to be taken lightly. It’s also a responsibility and one that all of us have to live with for another four years. Some politicians at both the state and federal level are probably held in as low regard by the electorate as they have been in a long while, and this is an unfortunate taint upon what should be a profession held in the highest regard. But it is also important we acknowledge the commitment and belief shown by anyone prepared to put themselves forward to serve the community as an elected representative, at any level.

Editorial Comment While none of us will ever agree with every candidate’s policies and platform, if it were not for people wanting to stand for election, we would be all the poorer. This is an election expected to provide tight contests in both Bendigo East and Bendigo West, with candidates in especially Bendigo East prepared for a much closer vote than many would otherwise predict. Anyone with an interest in local politics will agree that no matter what the margin might have been on a particular day four years ago, so much can change so quickly as a

result of the next election. This is a healthy expectation to have, and it reinforces the point that neither our politicians, nor we the voters, should ever take anything for granted. In recent elections, the battle for control of the state’s Upper House has gradually gained more focus as the balance of power pivots on every single position of every single region. It’s no different in our own Northern Region, with one of the minor parties a very real prospect of securing the fifth position, and potentially, the balance of power. With so much at stake, we urge all eligible voters to exercise their obligation to have their say on who should represent our community for the coming four years. We should never lose sight of the fact of what so many Australians take for granted; others have fought and died for this right to vote elsewhere in the world.

Tiramisu for the masses While not one for desserts, Steve faced the task at hand

I

T seemed like a good idea to have a Saturday night gathering for a meal. As there were going to be about a dozen of us, we were allocated parts of the feast to bring. It was going to be at Dotty’s place so we knew the grog would be catered for. I drew the sweet straw and was allocated to provide dessert. The long suffering Mrs Kendall makes a mean brandy tiramisu. In her version, which is pretty tasty, there is brandy, sponge fingers, custard, coffee, brandy, marscapone cheese, brandy and chocolate. It is made lasagne-style with layer upon layer of the various goodies until all is complete. We made it for a generous 12 servings and then put it into the fridge to chill. About 10 minutes later my phone went haywire with texts and messages from Dotty. She’s not the most canny user of technology and it was

obviously causing her problems getting the message through. I called her, and among the tinkling of glasses and the sound of ice, Dotty said the meal was off due to some unforeseen circumstances. Bugger. I wonder now if it was due to the hostess being full of gin, but I am assured that was not the cause. Anyway, we had a tonne of dessert to eat or dispose of, and it’s not really in my nature to throw stuff away. As we were going out we had not planned to make a meal for Saturday, so it was tiramisu as a main course. Breakfast on Sunday was

tiramisu, and luckily we had a visitor mid-morning and she had tiramisu with a cup of tea. When it came to lunchtime we had tiramisu again. It still tasted good, but there is only so much you can take. Mid afternoon I tried some more, but the delight was certainly waning. I had some leftover chicken curry for Sunday tea, and some tiramisu. I woke up at about 4am on Monday feeling a bit weird. I had dreams of desserts and an uncomfortable feeling. Maybe it was not such a good idea not to let it go to waste.

At breakfast time on Monday I looked at the remains in the fridge and could not face one more morsel of the sweet thing. I had a eureka moment and took the dish outside, left it on the lawn and waited. Within 10 seconds Zip the kelpie found it, and after licking up the brandy chomped his way through the creamy delight. Mrs K was not happy I had given it to the dog as he has a delicate tummy, but he seemed fine with it. Even if he did walk a little unsteadily for the rest of the morning. Twitter@stevekendall1

dear dotty... Dear Dotty, I am sick of everything. I can’t stand my job anymore, I have been there for 15 years and the people are just driving me mad. I organised the footy tipping but did I get any thanks for it? No! I am sick of the garden. Weeding and throwing rocks around is just getting on my goat. My children take me for granted. They just see me as a glorified wallet. The dog is losing hair over the carpet and if my wife cooks spag bol one more time I’ll throw it in the bin. Worst of all, I can’t even enjoy a beer anymore. Can I suggest you go to the doctor and put your cards on the table. Also look at the possibility of changing the job. As for the family, don’t change it for another one yet. Wait and see. Maybe when you brighten up they might start responding differently as well. You never know one day you might come home from work to a smiling child and a

daring dish of pulled pork. Dear Dotty, As the weather warms up, the food on offer around town changes, and I was recently drawn to a rather deliciouslooking bowl of fruit salad at a local eatery. I ordered the summery treat, thinking it would be a healthy alternative, with plenty of fruit variety. To my disgust, the fruit salad contained copious amounts of cantaloupe, or rockmelon. These were not mere chunks, but rather enormous slabs of the despicable orange coloured substance. I find cantaloupe to be an offensive fruit. For one, its name suggests it is some part of circus act. Secondly, it is a very invasive fruit, imposing its will on all the other fruits within said salad. I am calling for a ban on cantaloupe, and all cantaloupe-related products. What say you? Dear Cantaloupe Man, The answer to your problem is quite simple - heavy propaganda. EVER one to shy away from a sensitive issue, the brand new single from Dallas Frasca shines a light on the topic of body image; how it is portrayed by the media and perceived in society. Dallas leads the way in this modern day protest song, with a bold message of awareness and self-acceptance. The single, You Are Beautiful, is packed with punch and plenty of heart, entering new territory for the band while staying true to their heavy rock roots. The video is set to raise a few eyebrows. When Mick Neven started The Shamrock Comedy Club, he made it clear that is was a space for anyone in the Bendigo area who wanted to perform comedy, regardless of ability and experience. “In that time we’ve seen several local acts, trying comedy for the first time, or using the Shamrock stage to hone their material and get that all important stage-time,” Neven said. “Normally we get a lot of open mic comics from Melbourne, but The Christmas Show will be the first time we’ve had an all Bendigo bracket.” Becky Steepe has been performing stand-up since 2011, and when she started, she was travelling to Melbourne once or twice a week. “She’s now a regular on the

scene in Melbourne and loves the opportunity to perform at the Shamrock, so family and friends can get around her,” Nevin said. “Shaun Rosaia has only been doing comedy for five months, but he’s a fast learner. A Bendigo local for most of his life, he studied at La Trobe and the Christmas

NE of Frederick Napoli Prescott’s advertisements regarding his optician’s skills at the beginning of the 20th century was headed “Spectacles”. Spectacles. Not long after Mr Prescott arrived in Bendigo he decided to join the local and important branch of the Australian Natives Association in 1887. A ballot took place and he was duly elected to the membership. At the time and in the years following, important debates by the ANA were being held regarding the federation of the Australian colonies. Two years later in 1889 Mr Prescott was appointed to become the official time keeper of the Temperance Fire Brigade, located just to the rear and on the left

of the Masonic Hall (The Capital Theatre). The elliptically shaped archway led to the fire brigade building. Time keepers were required for fire brigade competitions and demonstrations, hence Mr Prescott’s appointment.

Typical of when presentations were to be made to officials they invariably went to Mr Prescott’s shop in order to obtain either a great imported gift or of something that had been crafted in the jewellery line by Frederick himself. As an example in April 1904 the Shire of Strathfieldsaye desired to make a presentation to councillor Martin Burns who had already served on the council for 10 years. Cr Burns had a butchering business in Axedale and had been an active advocate for his riding in the council. If someone was un-

fortunate enough to lose something, the answer to the problem came at that time by placing an advertisement in the Bendigo Advertiser there being a specific column headed, “Lost, Stolen or Strayed”. In September 1891 the following appeared, “Lost Wednesday, lady’s gold watch with trinkets, name inside watch. Reward apply F N Prescott watchmaker, Mitchell Street”. The watch in question was a smaller version of a gentleman’s pocket watch. Another advertisement was in the same titled column, this one appeared in April 1892, “Lost between

Williamson and Gladstone streets, spectacles in case. Finder rewarded. F Prescott, Mitchell Street”. The owners would have made arrangements with Mr Prescott before submitting the advertisements. Clearly the unfortunate losers of the items had made their purchase at his business. One of Mr Prescott’s great outdoor loves was fishing, and he introduced his young nephew, Charles Melbourne Dawe to the sport. The tent which was their lodging for the fishing expedition had whimsically painted on the fly, “Crayfish Lodge” (pictured above). Frederick Prescott and his wife Nell never had any children of their own although they did adopt one. In the second photograph Mr and Mrs Prescott are in their carriage outside Hillside, the house that was built for A J C Helm in 1873 at Kangaroo Flat.

HE value of local history, and implied that of the local historian, is often underestimated. A knowledge of our ancestors and they work they did is intrinsically important to us. This local history impacts upon us in terms of public and private buildings, public and private services and more broadly our cultural inheritance. It shows us why we speak the way we do, why we eat what we do, why we do particular work, why we laugh and why we cry. The local historian does not travel but stays in the one place where the only travel that is done is in time, where through the use of archival material they trace the beginnings of who we are. A great example of the value of local history is the recently published work of Aylene Kirkwood. Her book is focused around the building of one of Bendigo’s most beautiful churches, St Augustine’s in Myers Flat. The church was built 150 years ago by the pioneers. As Aylene Kirkwood says, the first fever of the alluvial gold rush had abated, and in that decade the diggers married and built shacks and houses. Doctors were needed as were teachers and priests. Many of the diggers were now farming or working for wages. “Mainly from Co Tipperary and Co Clare, they (the pioneers) staunchly kept up the traditions of old Ireland... a decision to build a church meant digging deep into pockets and “passing round the hat”. The Gothic style church was designed by architect William Vahland and his partner Robert Getzschmann. It was made of hand made bricks of local clay. The opening mass was held on November 6,

1864. The church was built with a fireplace and chimney and was used during the week as a school for the local children until 1908. Aylene’s book not only contains transcripts and chronologies but many wonderful photographs which reflects Myers Flat and St Augustine’s from the days of the gold rush to as it stands today. The ancestors of the pioneers were invited to attend the launch of Aylene’s book which was held last Sunday to co-incide with the 150th anniversary of St Augustine’s. In effect it was a reunion of many families whose ancestors either attended the school or the church. They came from Queensland, NSW, Geelong, Ballarat and Melbourne. Names kept recurring: the Fitzpatricks, Kellys, Dempseys, Caseys, Ryans, Crawfords, Gallaghers, McMahons, Rees, Rileys and O’Briens. Faces had that same, pale, freckled Celtic look. They were open and honest faces, pleased to recognise each other and the source of their education and religion. Aylene’s sources for the history of the church include church records, newspapers and local authors including Noelene Wild, Ray Wallace, Keith Stephen, Kevin Vallence and Bev Hanson. TO the outsider, it would seem that Kelsey Griffin saves her best basketball for when the Townsville Fire come to town. Griffin turned in another masterful performance in a WNBL classic last Saturday night, pouring in 24 points and pulling down nine rebounds as the Spirit defeated the Fire in overtime. Despite this, on paper, being Griffin’s best game by far, the 27-year-old says although she hasn’t had huge numbers, her start to the season has been solid nonetheless. “I’m not too focused on stats, it isn’t my role every night to go out and get 20 points and 10 rebounds, and that is what I love about playing here,” she said. “It is so much more a team game, and I pride myself on those effort plays and defence. If there is a stat I pay attention to it is probably field goal percentage, but it isn’t something that concerns me.” In a season where the Spirit faced a disjointed start to the season, Griffin’s presence was a constant through the pre-season. She spent three weeks at home in Alaska resting up before heading down under for the Spirit pre-season, followed shortly thereafter by parents Jan and Jim. “It was great to go home and get my body that rest, it was probably actually good to get out of condition a bit to get back into it, in a way,” she said. “I spent more time here before this season than I had in the previous two probably,

which helped. It is always tough to adjust to coming back in here, not in the sense of coming to Bendigo but getting used to my role in the team, which is so different in the WNBA. “Mum and Dad came down for the home opener and then came across on the Perth/ Adelaide road trip with us, which allowed them to see more of the country. “I was actually surprised when they got on the plane, they didn’t seem like they wanted to leave Perth.” Her athleticism allows her to guard players smaller than her, while her strength allows her to match up on some of the bigger players. Faced with the daunting prospect of matching up against Australian Opals squad member Cayla Francis, Griffin jumped into the task head first, scoring Bendigo’s first six points while drawing two fouls on Francis. “It was not a bad way to start a game,” Griffin said this week. “I’m not sure I have ever started a game with two made buckets and two and-ones, it was definitely a bit of a confidence boost. “I’m not sure who had the edge considering I ended up fouling out, but I knew I had to play better defence than the first time we played them. “It was more about the matchup that I scored like I did, not necessarily me saving a certain style of play for Townsville. It is a rivalry that brings out the best in everyone, for both teams.” Bendigo takes on Melbourne at Bendigo Stadium this Saturday at 3pm.

In the frame for GreenEDGE JACK HAIG took a big step in his burgeoning cycling career last week, when it was announced that the 21-year-old Bendigo rider would join Orica GreenEDGE in 2016. Orica is Australia’s only UCI WorldTour team, and home to some of the country’s top talent including Simon Gerrans, Luke Durbridge, Michael Matthews and fellow young gun Caleb Ewan. Haig will ride a full year with the Jayco AIS World Tour Academy team in 2015 after the Australian season, then make the switch to GreenEDGE the following season. “My transition to ORICA-GreenEDGE will work really nicely with the WorldTour Academy, making it easy to get involved in things like the camp ahead of 2016,” he said. “I was able to catch up with some of the guys while I was in Italy this year, Heppy (Michael Hepburn) did a race with us and I have seen some of the other guys around Victoria. “I am really looking forward to meeting the rest of the team as well as seeing how it is all run to make the transition into being part of the team as smooth as possible by learning now.” Haig has ridden with Avanti Racing Team for several years, and took out the 2013 National Road Series crown with the dominant squad in domestic cycling. There is no doubt GreenEDGE will have an enormous benefit for the former mountain biker, who is highly rated by plenty in the cycling community. “I really want to enjoy my career, a lot of it is about having fun and having fun with it often comes with doing well,” Haig said.

Tayla takes to the task BENDIGO’S Tayla Evans is one of several locals who will be gunning for gold at next month’s Australian Madison Championships and Austral Wheelrace carnival at Hisense Arena in Melbourne. The state government this year announced a four-year injection of funds into the carnival, that will also include UCI Category 1 Level sprint and keirin events for both men and women. The 21-year-old Evans has had her best season to date, riding with the Building Champions Squad in the Victorian Road Series. She will join the likes of Glenn O’Shea and Imogen Jelbart at the Austral carnival, held on December 20.

She took out the state omnium championship last month, and is currently in training for January’s Bay Criterium series and Australian Road Nationals, as well as the upcoming madison championships. Evans finished third at this year’s Bendigo women’s Madison, conducted as part of the Bendigo International Madison Carnival. “I have done a few madisons in Bendigo now and I love doing madisons there. On the other hand, Hisense is a much shorter and steeper track, so it’s a much more daunting task,” she said. “Getting another chance to race the top girls in the country is always a great opportunity. At this stage I’d just like to be there at the end and hopefully be competitive.”

THE Bendigo Tennis Association tasted success once again at the Tennis Australia Newcombe Medal night on Monday, taking out the inaugural award for Most Outstanding Australian Ranking Points Tournament. The award was presented to the BTA for its delivery of the McDonalds Bendigo Classic. The tournament ran from April 5 to 9 this year, and saw players duke it out for $7,500 in prizemoney. “It’s really exciting and a great honour to win the award in its first year of being included on the night,” BTA executive officer Leon Retallick said. “There are around 330 Australian rankings points tournaments every year, so to be judged as the best of those is fantastic and is a great tribute to the hard work done by everyone involved here. “Our focus is on the delivery of tournaments, so to win this kind of award reinforces the fact that we, along with Bendigo, are very capable of holding these kind of events. EVEN when he was at primary school, Lucas Herbert always wanted to play sport with the big kids. Last week, instead of the game being schoolyard cricket with the grade sixes, the golfing sensation was in the mix with the likes of Adam Scott and Geoff Ogilvy at the Australian Masters. Herbert shot into contention with a course record 65 on Saturday at Metropolitan Golf Club, and was in the mix for the whole of the final day before a double bogey on the last cost him an automatic spot in this week’s Australian Open. To top it off, after four straight days of some of the toughest golf he has played, the 18-year-old and his parents, Meredith and Lyndon, could not get a flight to Sydney. Instead, they drove 10 hours overnight to get him to Canarvon Golf Club to play his pre-qualifying round for the Open. Luckily for them, Lucas
