GREATER Bendigo’s rate increases are expected to be halved under a Labor State Government policy to cap rates at the Consumer Price Index. Premier Daniel Andrews promised in Opposition to cap rates to CPI, forcing councils to ask for permission to raise rates.

Rises halved with CPI-linked plan

Under the policy, local governments are required to appeal to the Independent Essential Services Commission to justify rates rises increases. Member for Bendigo East Jacinta Allan said it would be the role of the Local Government Minister to

put in the policy. “It’s a clear policy we have had for some time and the implementation will be worked through. It’s hard at this early stage to make much more comment,” she said. Greater Bendigo mayor Peter Cox, who pushed for a four per cent

rates rise, said the State Government’s policy would override local government decisions. “I think a four per cent rates rise was reasonable but with a State Labor Government, that is probably superseded because they have a policy of restricting local govern-

ment rates rises to CPI,” he said. “So at the moment I understand that to be about 2.5 per cent. That comes into the mix now. “Council is not only hearing from local residents but the State Government. It becomes a statewide issue and rates can’t just go up six per cent, year in year out.

THE Reserve Bank of Australia has once again left rates on hold, meaning the official cash rate has not changed once throughout the course of the year. At its board meeting on Tuesday, the Reserve Bank said poor consumer sentiment, combined with sluggish business confidence, was enough to warrant leaving the cash rate on hold at 2.5 per cent. This is the 16th consecutive month that the cash rate has been left on hold. Mortgage Choice spokesperson Jessica Darnbrough said while the Reserve Bank indicated last week that it is in a position to cut interest rates again, the board has obviously decided to err on the side of caution and leave the cash rate untouched this month. “According to National Australia Bank’s latest Monthly Business Survey, business conditions jumped in October, marking the largest monthly increase in the history of the survey.’’ Many commenta-

I think I have something to contribute

LIBERAL candidate for Bendigo East Greg Bickley has vowed to fight again, with his political dreams still intact. “Ultimately I think I have something to contribute in political life. Whatever shape that takes is anyone’s guess,” Mr Bickley said this week. “Anything is possible and you just have to be open for the opportunities as they arise, take them and make the most of them. “I am not going anywhere. I mean that politically, we are not moving anywhere, (he and wife Leisha) both love Bendigo. “We both would not want to be anywhere else to work or live and raise a family.” Mr Bickley said he feels lucky to have run two strong campaigns (federal and state) and was able to help close the margin between the major parties in Bendigo. “We’ve made in-roads to put the Liberal brand back on the map in Bendigo,” he said. Mr Bickley said Labor poured resources into Bendigo East to ensure that Jacinta Allan was reelected.

Photo: ANDREW PERRYMAN “I take great comfort in the fact that Labor spent more money than we ever did to ensure Jacinta Allan was re-elected,” he said. “They were obviously worried because of the money they spent here and we defied the state swing. “Bendigo deserves high level representation in both state and federal governments. For too long it was not represented at a high level. It certainly deserves a senior member of a government representing it.” But Mr Bickley said he would

also love to devote more time to his roles in Rotary, the Marong SES and with his family. “I am very blessed with a wife who is very understanding and we have known each other since we were kids. She has always known politics is a path I am on, I am very fortunate to have such an understanding and supportive family,” he said. His colleague, candidate for Bendigo West Michael Langdon, said he was disappointed with the result but noted a “state-wide swing” towards Labor.

Mr Langdon had a shortened three-month campaign but said he was pleased with their efforts to listen to locals and give them an alternative option at the polls. “We did as much as we could in that time and we certainly tried our best to have a go and let people know there was actually an alternative,” he said. Although Mr Langdon did not want to discuss his future in politics, he said he would continue to work in the community, especially in his role at Bendigo Health.

Upper House unclear THE final make-up of the state’s Upper House remains unknown as counting continues to determine who will win the final seats in the Legislative Council. In the Northern Region, which includes Bendigo, Liberal Wendy Lovell, Nationals Damian Drum and Labor’s Steve Herbert are assured of their positions in the next Victorian parliament, with a re-count under way to determine the remaining two positions. The Greens, Australian Country Alliance and the Victorian Shooters and Fishers Party are the main contenders, with the Labor Party only a remote chance to secure one of the two undecided positions. Shooters and Fishers Party – Victoria chairman, Jeff Bourman congratulated Daniel Andrews and his team on their election victory, and also acknowledged the service of Denis Napthine to the state of Victoria. Mr Bourman said the Victorian Shooters and Fishers Party was encouraged by the support it had received from around the State, and while the party was very excited by the results it must now allow the vote counting to continue. ‘’This is going to be very close, and the outcome may not be determined for many days. ‘’I would like to acknowledge all of our candidates, their families and all of our volunteers for whom this result will mean so much.”

Ministerial role for Allan Bendigo East MP takes on two portfolios

BENDIGO East member Jacinta Allan became Minister for Public Transport and Employment yesterday. Ms Allan was sworn into the dual portfolio as the 22-member Cabinet took their oath. Premier Daniel Andrews announced his Cabinet, saying Bendigo would be given clear and experienced leadership. “Jacinta will be a senior minister and that is a recognition of her outstanding abilities and her experience and work ethic,” Mr Andrews said. Ms Allan said it was a tremendous privilege to serve as a

Cabinet Minister under a Daniel Andrews Government. “I am very much looking forward to the next four years,” she said. “I think it is important for Bendigo that we are represented at the Cabinet table along, with my other regional colleagues from Geelong and Ballarat, we will be a strong contingent from regional Victoria pushing forward the issues, speaking out on the policies that are important for regional communities.” Ms Allan came to power in the Labor government in 1999,

Labor also promised $1 towards the $2m Harcourt bike riders 34-kilometre track to aid local tourism. The ASPIRE Foundation will also receive $5m towards their $15m multifaith precinct. Labor promised $300,000 for Career Horizons and $150,000 for Passions and Pathways to aid youth into employment in the final week of their suc-

cesful campaign. The wine industry will be given a $1m drop for a Victorian Wine Tourism Strategy and a Ministerial Wine Industry Advisory Group. Bendigo will also be a beneficiary of one of 10 Tech schools to be built in the area. With more state wide promises to be rolled out, Bendigo will be given funding to improve public transport including a 2am shuttle bus from Melbourne to Bendigo and roads with the $1 billion regional roads fund.

BENDIGO has become a Labor heartland again with locals putting their faith back into Jacinta Allan and Maree Edwards. The Bendigo East and West respective members were re-elected at last Saturday’s State Government election. Both members polled figures consistent with the state-wide swing towards the party. Premier Daniel Andrews said Bendigonians could rest assured they were in good goods with two exceptional leaders. “We have two fantastic, effective Labor voices. Both Jacinta Allan and Maree Edwards are in a position to be able to advocate strongly for Bendigo and that means all those good ideas, those clear opportunities for the future will be heard and understood by a stable majority Labor government,” he said. “We are very humbled and pleased, and we won’t let Bendigo down.” Mr Andrews has promised direct and immediate action towards positive change. “We are not going to waste even one day in delivering our full on our positive and optimistic plan,” he said. “What it means for the

people of the great city of Bendigo; we are going to provide an immediate injection of funds and ongoing support to TAFE to try to repair as much of that damage as possible.” Member for Bendigo East Jacinta Allan won the Bendigo East count with a 47.75 per cent primary vote,

Langdon’s 32.79 per cent. Ms Edwards won the seat with a 62 per cent two candidate preferred vote, picking up 13.58 per cent in preferences. “The result has been overwhelming with such a big swing to Labor in Bendigo. I will keep my head down, keep working for the people of Bendigo West. I am extremely grateful for the immense support,” Ms Edwards said. “The reality is I have worked in the community for four years, very hard and have strived to make a better change. It is important to us to meet the community’s needs and take action. “It is so important as a local member that you are prepared to listen, advocate and then act.” Mr Andrews said Ms Edwards ran a successful and local campaign. “She has been a very strong voice, very local and has always taken the time to listen and many of the different communities that make up the Bendigo West electorate have had an accessible local member who understands and who works very, very hard to deliver outcomes for her community,” he said. Mr Andrews said he hoped to be in Bendigo as soon as he possibly could.

Housing falls short

GREATER Bendigo councillors praised a report identifying the housing needs in the community at this week’s council meeting. Councillors said the report was critical to addressing future housing demands across the city and the need for more affordable housing options. According to the report, Bendigo has one of the lowest amounts of affordable rental homes in regional Victoria, leaving the city struggling to cater for the demand. Bendigo’s rental vacancy rate has risen to four per cent since 2011. We are going through a transition period of housing,” Cr Barry Lyons said.

The Youth Summit was a great opportunity for students to discuss what we thought were the top issues for Bendigo’s youth. I look forward to hearing about the Youth Action Group’s action plan.

Bendigo’s First Youth Summit A young person’s overview of the event By Jennipher, Weeroona College Schools from around Bendigo congregated on October 17 to mark the inaugural youth summit. This gave the opportunity for us to interact with our fellow youth. Our introduction began with a welcome from Mayor Cr Barry Lyons. Scott Beattie was the first guest speaker. He discussed issues of drug abuse and discrimination in his community football club. How he had made sure that it became a support group for

those struggling. Skye Kinder was an inspiration in the way that she persisted through her goals despite multiple rejections in her efforts to gain the highest in education. The motto that she lives by is “don’t let rejection get in your way, keep going”.

“The top three issues were; drugs and alcohol, mental health and personal safety.” We were led through a series of group building activities, to find what each individual found important personally. We

discussed the issues that faced the Bendigo community, listing various issues and put them to a preferential vote to discuss the most prominent issues facing The Bendigo Youth. The top three were; drugs and alcohol, mental health and personal safety. We split up into groups, one for each top problem. I was in the ‘mental health’ group. We discussed what it actually is, the possible causes of the

problem, how they are affecting us particularly as youth and what we can do to create a solution or manage the issue. To finish off the day we ate lunch, did some group activities and talked to everyone. Overall I think it was a great day and I hope we can do it next year, and get more kids involved. Getting more ideas from a youth perspective. The youth summit allows for our voices to be heard.

...what’s next? The purpose of the Youth Summit was to understand what issues concern young people in Bendigo. This year’s inaugural event saw over 80 young people come together over a fun morning of activities and inspiring presentations from local role models to discuss what matters to them. The top 3 priorities for 2015 emerged from a facilitated

discussion, and this is what the Youth Action Group will be addressing through initiatives, workshops and events over the next 12 months. The City of Greater Bendigo will be supporting the Youth Action Group, and also use the Youth Summit outcomes to ensure its Youth Strategy remains aligned with the needs of young people.

Nothing funny with no dunny SITTING on a toilet, in the middle of the Bendigo CBD, is not many people’s cup of tea. But now, community members have the chance to do that (while keeping their pants on), while at the same time helping to raise funds for an important cause. A group of Bendigonians will be sitting on a makeshift toilet at the Good Loaf in Bendigo for 48 hours next weekend, in the hope to raise funds for water projects in Africa. Organiser Kim Fairbairn-Baker said this was a serious cause, especially around Christmas, and a toilet was something novel to promote the issue. “You don’t see a toilet moving around Bendigo very frequently on wheels, so we knew that it would draw immediate attention from the Bendigo community,” she said. There are many ways in which people can get involved, including challenging other people to sit on the toilet, taking a self-

In pursuit of hirsute

EVERY November, growing a moustache takes on a new meaning as the annual Movember prostate cancer fundraising and awareness initiative takes stock on the upper lip of thousands of Aussie blokes. And for blokes in the bush, there’s never been more of a need for the hirsute pursuit. Startling new statistics released by the Movember Foundation last week reveal the disparity that exists between country and city blokes, with 37 per cent more Victorian men from regional areas dying from prostate cancer than the state’s city dwellers. With prostate cancer the most diagnosed cancer in Australia and the disease killing more men than breast cancer kills women, Movember encourages all Victorians to support the moustache this month to help save and improve the lives of all men impacted by prostate cancer. On the back of this, a lot of Bendigo men, including these Bendigo and Adelaide Bank employees, and a couple of other local businessmen, cultivated a moustache for the past month, putting up with the good spirited commentary and stirring about how bad almost all of them look, but more important-

ly, raising valuable funds to aid the fight against prostate cancer. One of these blokes is my mate Foss, himself a survivor of prostate cancer. We call him Foss because he’s the oldest of our group, but he’s also one of the most genuine and decent blokes getting around. As time went on, Foss had robotic surgery and has thankfully, given the early diagnosis and treatment, since received positive news on his original cancer diagnosis, and he has returned to full health. But his brush with a potentially serious condition is a reminder to all of us that we need to be proactive, look after ourselves, remain vigilant about our health and to have regular checkups so as to keep on top of our health. But Movember is not just about prostate cancer, and the annual Movember campaign also raises awareness of other men’s health issues, such as testicular cancer and mental health – with Mo’s sparking conversations to get blokes talking about and taking their health more seriously. This year, about 23,000 participants raised more than $1.9 million, as Movember continues to raise awareness and funds to impact the health and wellbeing of millions of men across the country.

WITH beautiful weather, beaming sun, clear water and the smell of sausages, the Golden Square Community Pool opened at the weekend with hundreds of reasons to celebrate. Now in its second year, swimmers flocked in their hundreds to the community-run facility for its summer season opening on Saturday, eager to once again support the pool. More than 540 people went through the gates on the opening weekend, with a steady stream of swimmers during the

warmer weather this week. These patronage figures were pleasing, according to president Ken Hamilton. “It’s been a fantastic start to the season... we have had a lot of people through, and a lot of new faces have been coming,” he said. Mr Hamilton said the recent warm weather has helped with patronage, and that it has been a hotter start to the season than last year. According to Greater Bendigo council figures, Golden Square was the fourth highest attended pool in the region during the 2013/2014 season, be-

hind the Bendigo Aquatic Centre, Bendigo East, and Brennan Park pools. Golden Square recorded visitation of 12,147 people last season. This was an increase of 10,347 entries compared to before it was transferred to the community. Mr Hamilton said that people in the community are starting to recognise the pool for its facilities. “We’re known as a family pool – we’ve got plenty of shade and the water quality is excellent. People are really starting to notice it now,” he said. “Our first season was just a bit of a trial, but

now word is definitely spreading.” During winter, improvements made to the grounds included the repainting of the entire 50 metre pool, the purchase of new shade-sails, as well as the concreting of the entrance. The pool is also planning an Australia Day celebration next year, with a free barbecue, entertainment, and attractions for the family. Those wanting to swim for the season can buy a Golden Square-only season pass, with a family pass priced at $135, adults $70 and children at $55.

BENDIGO BEAT Theft at post office POLICE were called to attend a theft from the Bendigo East post office on Monday afternoon. Acting Sergeant Byron Hanson said police were called to the incident about 2.45pm. Police want to speak to a 50-yearold man with a medium build regarding the alleged theft. The man was wearing shorts and a hoodie at the time of the incident. Despite a robbery at the site a month ago, Crime Investigation Unit Detective Michael Thompson said it was “way too early” to connect the incidents. He added that an investigation into the matter was currently underway. No weapon was believed to have been used. DRUG and alcohol-affected drivers were the target of police efforts this weekend. More than 1500 preliminary breath tests and 31 preliminary oral fluid tests were conducted on our roads this weekend. A 28-year-old Bendigo man recorded a blood-alcohol reading of 0.085 and was fined $443. Police caught the man at about 10pm on Bridge Street in Bendigo. Another male driver, aged 23, blew more than double the legal alcohol limit in Strathfieldsaye at 10.15pm. A 24-year-old female refused an oral fluid test in California Gully on Saturday morning about 3pm, while a 25-year-old Fosterville man tested positive for cannabis at 7.46pm.

SUSPECT: Police are seeking a man in connection with the incident. Police were kept busy on Sunday with a 24-year-old Kangaroo Flat man refusing a test for drugs just after midnight. A 27-year-old man tested positive for methamphetamines at 1.10am on Symonds Street in Golden Square. A Junortoun man, aged 28, blew more than double the legal alcoholblood limit at 1.25am in Bendigo. The man was issued a $627 penalty notice. Another man, aged 39, tested positive for methamphetamines just after 2am while a 53-year-old California Gully female tested positive for cannabis. Police also caught a 21 year old Newport man driving under the influence of methampethamines in Pyalong. Acting Senior Sergeant Peter Dyer it was disappointing that people were continuing to ignore the road safety messages. He said police had ramped up their efforts to reduce road trauma and the safest option was not to drink and drive.

Short stories shine light on quality living options

TO the surprise and delight of the many people involved in the inaugural Quality Living Options Short Story Prize 2014, the winner was local visual artist, Pauline Mathrick. Her story, Room with a View was a stand out for the judges. Names were not attached to the 47 entries stories which went through a rigorous judging process. Read by six readers, the stories were narrowed down to six finalists. These six finalists were then judged by journalists Peter Kenneally and the Bendigo Weekly’s Dianne Dempsey The second prize was won by Deborah Coulthard for her story, Remembering Home. The announcement was made last Wednesday at the Bendigo library by Councillor Rod Campbell, to coincide with the International Day of People with a Disability. It was followed by a performance

of the Choice Voices Choir. Quality Living Options was established two years ago by a group of local families who are faced with a confronting dilemma. As the aging parents of children with disabilities they are now desperately looking for safe and caring accommodation for their own aging disabled children. The short story competition, which had the theme, “A Place to Call Home,” is part of their campaign to raise awareness of the predicament facing these many families. Each of the six shortlisted stories dealt effectively with the theme,

of having a place to call home, whether it be literally a place to live, or a feeling of belonging, or both. The stories overall reflected quite strikingly not only the theme of the competition but also the aims and spirit of the organisation, as there was a strong sense in these stories of the importance of family and home, especially to children, and of maintaining these bonds throughout life. Quality Living Options believes that there will be between 250 and 350 people with a disability in the Bendigo region needing accommodation in the next 10 years. Noela Foreman of Quality Living Options was delighted and is hoping to continue the competition next year. Following is the second prize winner’s story. The first prize winner will be published in next week’s edition.

OUR first home is a woman’s body. We felt snug there, we were protected from all the wilds, the shocks and privations that our bearer had to bear. What does it mean to us when that first home dies? Patients often report to psychoanalysts that they feel they have ‘come home’ once they feel truly listened to. Being creatures of language, having our phrases, our attempts at expressing ourselves feel received must recall elements of being in that perfect womb. We talk about feeling at home in our own skin and many know the agitation when it is otherwise; the visceral homelessness. Shirley never felt at home in her skin. She’d emerge late in the morning if she stayed at our house and without making eye contact talked as though to someone invisible full of complaint about the world and resenting being woken up by “that bloody cat next door”. But when Dad went out with his .22 and shot the cat in our suburban Melbourne, she fled to her room in tears. She was fascinating to me as my own flesh and blood and yet someone different to my mother. She was my mother’s sister and yet was as fair as my mother was dark. She looked like their mother. She had blue eyes like mine but bigger boned than my mother and me. She had broad shoulders, a good swimmer. When my parents told me for the first time that my Auntie was coming to stay, I did the first and last cartwheel of my life. I was so excited. She represented hope. She might save us all, save us from this dreadful enervating unhappiness. She might bring us to life. Shirley smoked and had tiny white scars on her smooth white forehead from the time she flew through the windscreen of her Volkswagen. She would look into the distance with furrowed brow and relate the latest catastrophe with as much emotion as she could manufacture but through my child’s eyes I could see she didn’t feel much about anything. Her life was fuelled by hurts, thefts, bruises and shifting. She would come to stay after being evicted or injured or abandoned. I would sit on her bed and watch her plucking her eyebrows, and I would smell the perfume and smoke and make up in the room. She had a large beauty case which revealed a selection of lipsticks, eye -liners

made her mark on family life and mascara. The fabric lining in the case had smears of colour on it and it gave off the same mix of smoke and perfume. She had long black eye lashes and was all the more interesting because my father barely tolerated her. Mum would start the phone calls on the third day of a visit from Shirley. Mum would soon have a new house or flat organised, new saucepans, dinner set and curtains all bought. It felt good getting Auntie Shirley all set up with new things in a new area away from the offending “friends” who would inevitably steal all that she had. I remember climbing the stairs to one of her new flats and dreaming of one day having a flat of my own just like it. Imagine having a set of front door keys and being able to come and go as I please, make my own meals and decorate the place in lilac and yellow. A feeling of unease then inertia overcame me and I realised I did not really want to leave home, ever. Even at that young age, I had lost confidence that a home could be built without the ghosts of sadness. Auntie Shirley’s fresh new start was always accompanied by a new job that Mum would also line up for her. Jobs could be obtained for other people back then. Shirley would start work with new resolve talk-

ing of lessons learned but before long she had found a stash of new “friends” who looked and dressed differently to the others but always robbed her blind and ended up the same as all the others. One time when I was sitting on her bed at our place and she was daubing foundation on a blue bruise on her cheek, she pulled out a photo of a house in Queensland. “This is where your mother and I were born and raised Debbie Duck” (that’s what she always called me when it wasn’t liquorice legs) I looked at the sepia photo of the large Queenslander in Rockhampton with its massive verandah perched on large white posts. In front of the house was Lyle their older brother who died under the knife of a drunken surgeon who tried to remove his appendix two days before Christmas. Lyle had the same soft curly blonde hair as Shirley. He held the reins of the goat cart. My mother was sitting beside transfixed by the goat. Lyle wore a suit of blue shorts, bib and braces. My mother wore a pink frock. Both were bare foot, Queensland style. The back of the photo had written in pencil, “1939, Lyle starting school. My little boy is growing up.” It was the same year he was killed. The couple had another baby as Mavis, was so bereft, no one could bring her back from the torpor of grief. Shirley was born to save her.

“You were not yet born in this photo Auntie Shirl,” I said. “No, love, they didn’t take any photos after Lyle died. I have Mum’s diary too and it stopped on the 23rd December as well. “Here I think you are old enough to know about this now. I was sure my mother would not think I was old enough for whatever it was she was about to disclose. “I had a baby and I named her Alison. Here she is.” She pulled another photograph

She took the photo from me and seemed to be talking to her baby. ‘Those nine months were the only time I have felt full. I had a purpose and was needed. I gave birth in the home for single mothers in Brisbane.” The next time Auntie Shirley came to stay she had lost her jewellery box containing her mother’s wedding ring. She had to stay in a caravan at our back door. We had moved to a small rented brick house, or at least

chocolate and lollies after school. When I didn’t have money, I slipped them into my pockets when the shopkeepers weren’t looking. I heard the girls at school talking about my fat legs. I heard one girl say “she used to be so pretty”. It was a hot Summer night when I went into Shirley’s caravan. Mum was never home anymore. Shirley turned off her television. I saw two empty bottles of beer on the bench. “Hello Ducks” she said. “Do you know you are looking more like our mother every day? Here, look,” she turned a framed photo toward me. I saw the face of the grandmother I had not met. “What age were you when she died? Auntie Shirl?” I was nine and we’d just got home from camping. Mum hated camping but she also hated returning home. She just couldn’t bear to be alive any longer. She’d told us that often enough. Your mother and I dragged her to her bed and phoned that idiot doctor who said “it was just another one of her migraines.” We tried to get her to talk to us. We needed to hear her. Her eyes opened at one point and she said “look after Shirley, Del, make sure she always has a home.” Shirley opened her bar fridge and got out another beer. “Your mother doesn’t remember any of this.” “Oh! I think she does remember Auntie. She does remember.”

She had the same chin and shy smile as her mother. “Do you mean I actually have a cousin?” I felt that old hope again, some new family member might save us; make us happy. “Well, yes, but I don’t know whether we’ll ever see her Ducky, I managed to get the agency to send me this photo but I can’t know where she is. “Your Grandad made me give her up for adoption. She is just a few months younger than you. When your mother became pregnant with you, I just so badly wanted to have the same.”

Mum and I had, in which all our furniture was crammed. The place looked like a second hand shop as Mum had made sure she left nothing. The three chairs that my brothers and I used to sit in to watch television, were out on the front porch at an angle to each other as there wasn’t room for them to be lined up as they were at home. The other two chairs sat empty and it was years before I saw my father or brothers again. Shirley still came to us for refuge but I couldn’t understand how it was preferable to anything she’d left. We now had our roots cut off like her. I began to eat ice cream out of the tub after meals. I bought

Selectors missed out We have just seen the death of one of our best ever young cricketers, PhillipHughes. Tributes have come in from every cricket nation in the world. It would seem that the only people not interested in this young champion were the Australian selectors. They treated him very badly. Leisure centre can stay to please both parties Most people are unaware council plans to demolish the serviceable $2million Kangaroo Flat Leisure Centre. A victim of the proposed $35million indoor pool. Council received a petition to save that centre and hold a meeting to put the case. The previously ignored petitioners did not oppose the pool, but saw no need to knock down the centre; surely both could be accommodated. It is clear the petitioners felt user-groups, the fabric of a local community, were being sacrificed for corporatised events. The responsible director presented a report on the petition for councillors. “Withering” best describes Councillor Elise Chapman’s forensic demolition of that report. Bluntly, she ripped the guts out of what she described as a deliberate attempt to distort the petition. Cr Chapman claimed the report misrepresented the petitioners, misused petitioner and financial data, brazenly displayed photos showing parts of the centre in disrepair when council was responsible for that poor condition, and that officers steered user groups to leave the centre to then claim underutilisation. Cr Chapman’s points were not rebutted. I take it truth was on her side. The divisive, biased, report offered no compromise and failed council’s values. Over time, disguised manipulation leaves residents feeling betrayed, and costs council reputation. CEO Craig Niemann, answering a question from respected local Don McKinnon, conceded poor advertising linked to the leisure centre should not have happened. Niemann took flak for the director; I respect him for that. Now council needs a positive outcome. Council must sit down with petitioners and others so the leisure centre and pool share can the site.

Alternatively, face a reality; the $35M Aquatic Centre and its upkeep is too costly, and will draw swimmers away from local pools and undesirably increase traffic movement across Bendigo. The council’s healthy living and local community activity centre objectives are better achieved in other ways – higher maintenance of existing pools, upgrading the present Kangaroo Flat pool, and progressively building smaller heated pools as part of recreational hubs in growth suburbs Huntly, Maiden Gully and Strathfieldsaye. The Leisure Centre can be retained and other outcomes achieved. Some pride may be lost, but all for the good and well-being of more Greater Bendigo residents. Ted Coleman, Strathfieldsaye

Progressive politics Congratulations to Jacinta Allan in Bendigo East and Maree Edwards in Bendigo West on their respective resounding wins in last weekend’s Victorian State election. The return of Jacinta and Maree, both with significant swings towards them, is an electoral endorsement of socially progressive politics and a clear repudiation of the Liberal/ National Coalition’s increasingly extremist conservative agenda at both a state and federal level. The Bendigo Greens, too, are pleased to have increased our primary vote in both electorates – further evidence of voter disenchantment with the initial inertia and subsequent chaos followed by the socially divisive, short-sighted and environmentally disastrous agenda of the Baillieu/Napthine Coalition over the past four years. The difficulty for a majority of Victorians and the new Andrews Labor Victorian government, however, will likely be the presence of religious right, climate-change denialist microparties, elected completely by virtue of ALP and Coalition preference flows, in the parliamentary Legislative Council. As Victorian Greens Parliamentary Leader Greg Barber has said: “Under any of the possible arrangements... the government will need the Greens to pass bills in the upper house”. Let us all hope that parties who should consider each other natural allies across broad policy areas such as social inclusiveness and equality, environmental protection and climate-change action and economic progressivism can negotiate in good faith, to achieve the very best out-

deaths that have taken place in Australia during this period. Alcohol was known to be involved in 37 per cent of all drowning deaths amongst people aged 50 plus. Older men are three times more likely to drown than women. Inland waterways – rivers, creeks, lakes and dams – actually account for the biggest proportion of drowning deaths among older people. To lose a parent or grandparent to drowning is an absolute tragedy. We ask all communities to help us with this issue. Similar efforts that have been successful in reducing child drowning now have to be applied to stop drownings in people over the age of 55. People need to act responsibly around water and avoid any behaviour that may increase the risk of drowning. Be aware of your limitations. Carefully consider the impact of any medical conditions you may have. Never mix alcohol with water. Always wear a lifejacket and learn lifesaving skills. On a practical basis we ask people to talk with their parents and grandparents and have “the talk” about these issues. This could literally save a life. In the digital drag The federal government’s best laid plans to deliver faster internet speeds to more Australians who were already missing out compared to the rest of us were based on an admirable sentiment, but the problem for Bendigo seems to be it’s come at our expense. In early 2012, the then Labor government promised to deliver the much anticipated NBN to Greater Bendigo, and the relevant parties were close to signing off on such a plan, but contracts for Bendigo, and Geelong, were never signed. Then, the newly elected coalition announced it would seek to deliver faster internet to localities that were already in a digital backwater with little to no capacity, a move designed to

that they would, on average, receive upgrades two years sooner than would otherwise be the case. In life and in business, somebody always has to be first, and someone else second. The problem for Bendigo at the moment is that in the absence of clarity, there are very real concerns we could be last. A city with such a burgeoning health services sector and one whose education facilities are of the highest standard, cannot afford to be left behind. We cannot afford a digital drag whereby our services and delivery are at risk of being compromised by an inadequate internet service, or a lack of clarity as to when something Bendigo so desperately wants, will ultimately be delivered.

Beau cruzes to a career BUDDING pilot Beau Cruz spread his wings in Bendigo recently as part of his Year 10 work experience. The student, from Caulfield Grammar School in Melbourne, spent a week with Bendigo Aviation. Beau started his flying lessons with Bendigo Aviation when he was 14, he is now 16 and travels by train from Melbourne to have a lesson. Captain Chris Gobel supervised Beau for the week at Bendigo Airport.

Trouble brewing in store Shopping can be fraught at the best of times...

ACK in the distant past I worked in a hardware store in the Highlands of Scotland. It was only for a summer, and it gave me an insight into the wonderful world of the general public. I had lots of fun generally joking around, and the only bit I didn’t like was checking the till at the end of the day. That, and my grumpy boss. She was nice enough most times, but heaven forbid the day when she’d been on the vodka the night before. I would know immediately of course, the bloodshot eyes were the first clue. That and a change in character. I found it best to just start pricing things up on the shelves and keep out of her way. Despite this, I had fun and enjoyed the interaction with all types of people. I have been reminded of my old boss recently while shopping in Bendigo. The days when she had

been drinking. I have a favourite bottle shop, the long suffering Mrs Kendall mentions it every time it appears on the bank statement, and I like to fill up on the way home. Over the past few months they have been running some spectacular specials, and I have been taking advantage. Not just because it was cheap, but because it was my favourite, and cheap. The trouble was, no matter how many times I went to the store, the wrong price came up on the special. It got to the point where I had to tell them it was never

right so they could be ready. Most of the staff were fine with this, except one. She took exception to being told her job, and seemed grumpy to give me the price off. I tried to jolly her along, but whatever I said made her worse. I would present my store loyalty card only to be told I had not spent enough to make any difference. Everything was too much trouble, and it got to the point where I used to wince if she was on duty as I went to buy my next special. One day I went in and

Technology a riders choice bendigo

T

AKE a look at someone’s bike and in most cases it will be a reflection of the riders’ personality. There is always a story behind how someone arrived at their bike. Initial intent can vary: transport, exercise or environmental concerns. From there, depending on individual needs, wants, experiences and motivation, cyclists can go in any direction. On the technology front in cycling there has been a lot of advancement mostly in the past decade, the average rider can travel at a speed once only experienced at the elite level. Geometrics have played a part, and frames once made of steel and alloy are now carbon in the interest of reduced bike weight, handling and rigidity. This creates greater power translation, complemented by light weight components and carbon wheels, which all come at a financial cost. The alternative is to train hard and get your body right. Most choose the former.

TECHNOLOGY TRANSFER: Bike technology that was once the preserve of the elite riders is now available to everyone.

Like everything, technology in cycling is growing rapidly. Mountain bikes have moved to a greater wheel circumference for handling and disc brakes and it appears that road bikes are set to follow, replacing the old brake pad systems with discs and increased tyre width, no longer using the theory of “skinny is faster”. Radio communication is used – in the pro ranks, they say it’s for two-way communication. An earplug for the rider is for safety reasons to advise of upcom-

There is no such luxury for a road time trial event, where the team supporting a solo rider against the clock is unceremoniously barking instructions via the public address speaker perched on top of the tailgating team car.

We can only hope that electronic gear shifts in the future don’t come with a remote control, tempting team managers or others to change gears to suit the terrain and force the rider to respond. Bushby wins again THE threat of rain and hail didn’t deter the 48 riders who fronted up for the latest race in the Central Victorian Veteran’s Cycling Club Dale Lowe Signs Summer Series on Wednesday night. The race was sponsored by Pilcher Building Contractors and after missing the start last week due to a puncture sustained on the start line, Graeme Pilcher managed to make it around the course, despite nearly suffering the same fate again. Fortunately a good samaritan had a spare wheel and Pilcher made it to the start. It was a humid night, but not too windy, and the scratch bunch had plenty of targets to chase, with groups at between two and 15 minutes. Once again the middle markers stayed away from both scratch and second scratch. The strong third scratch picked up the five minute bunch and steadily moved through the field, having the race covered not long after the start of Exchange Hill. Nathan Bushby (four minutes) scored his second win in as many weeks, taking the sprint from Paul Dynon (five minutes), Bruce Baehnisch, Scott Robbins, Leon Yates (in his first race), then Michael Smythe, Doug Waterson, Cait Fraser-Jones, Graeme Pilcher and Ricky Lovell. Tony Jones led the scratch bunch home about one minute later, and under threatening skies, to record fastest time.

Hot reads for the summer

R

ecently I have been focusing on Frederick Napoli Prescott, the optician and jeweller who became the toast of Bendigo in the 1890s. Prescott himself needed good eyesight to do much of the intricate jewellery work for which he was well known in this, the Golden City. Mention was made last week how this area’s local government councils went to see Prescott to buy a special presentation, gift or memento. These gifts could take many different forms and were frequently accompanied with a presentation artist’s lettered certificate which the councillors or committee members would sign. Bendigo’s Quartz King, George Lansell while living in London decided to make his way back to his native Margate

in Kent to look over his birth place. While there Lansell decided to donate gold from one of his private mines to that council, for the purpose of creating a suitable mayoral chain linked on to a medallion featuring Margate’s coat of arms. A shield formed the Margate coat of arms, showing a symbol of the cinque ports in the form of a lion ship. In the lower part of the shield below a chevron is the rampant white horse of Kent, on top of the crest, was a sea horse and beacon, symbolising the city’s harbour. Margate’s motto’s meaning is “a gate of the sea and a haven of health”. Years later, Lansell also donated gold from his 180 mine, on Victoria Hill, to be crafted into a medallion and chain for the city of Bendigo. This medallion

would have the coat of arms of the city and its motto “Progress”, connected on both sides was the mayoral chain. The chain being so designed that each link could hold a wrought gold monogram using the initials of each of the mayors. One of the citizens who inspired Lansell to make a similar gesture of a mayoral chain towards Bendigo, as he had done for Margate, was Joseph Henry Abbott in 1892. Mr Abbott was a successful businessman, a parliamentary member, investor in the mines as well as a supplier – he was a worthy person to approach Lansell on an equal footing. Frederick Prescott’s skilled handiwork in designing and manufacturing the mayoral chain and the medallion went on public display for the first time on Saturday, June

24, 1893. The gleaming symbol of the City of Bendigo was on view in the window of Frederick Prescott’s shop on the corner of Mitchell and Hargeaves streets, for the day and evening in question. From then on it was to be hidden from view until Mayor of the day J H Abbott wore this artifact of civic symbolism to the Mayoral Ball on July 5, 1893. Frederick Prescott’s “piece de resistance” was much admired as it hung

over the fur-trimmed mayoral robes on the slightly portly body of Councillor J H Abbott. Only two years, later Frederick Prescott, keen to promote local artists, presented a shield made of solid silver to the Bendigo Art Gallery, “for the best original painting by any amateur residing within a radius of 60 miles of Bendigo”. Does this Prescott designed and manufactured shield still exist? That question still needs to be investigated.

HERE is not a sound or a beat 18-yearold producer Throttle (aka Robbie Bergin) won’t try. Considered one of the Electronic Dance Movement’s most promising producers, the Melburnian is making waves in the industry. Set to take to the stage at Future Music Festival at Flemington Racecourse on March 8, Throttle blends live and electronic elements in his music. “It’s a combination of the computer and the old (music) world,” he said. The young gun said the secret to his success was his beloved guitar, giving his music a unique sound. “My music is about 90 per cent of

Playing an instrument, seems to me, the best way to make a lot of that happen quicker,” he said. “I like more melodic sounding things and that seems to show in my work, even if I am not trying to do these things.” Throttle said modern technology had enabled his success, giving listeners a medium to stream his music live. “My support has grown really quickly and much faster than I expected. It is all really surreal as I am just a kid at home making music in my home studio and putting it out online,” he said. “The rise in EDM gives artists like

Bendigo EP launch for Hailey B

LUES Festival favourite, and allround nice girl Hailey Calvert has chosen Bendigo as the launch site for her new EP. The blonde haired girl with a booming blues voice often causes the audience to double take, but there is no mistaking the candour and sincerity in her lyrics. Blues Festival director Colin Thompson said Calvert creates a connection between performer and audience he’s rarely witnessed. “Hailey’s honest song-writing and emotive, yet flawless, delivery draws the listener in like few others can achieve,” he said. Calvert lives in Brisbane, and is returning to Bendigo with her third EP; a collection of cleverly crafted folk songs delivered with a powerful, expressive blue eyed soul voice. She is a Queensland Music Awards nominee and has performed

all over Australia and internationally, touring to New York, London and Ireland. Christmas recipe: Marmalade and mustard glazed ham Recipe courtesy of www.mcivorfarmfoods.com.au • 510g orange marmalade • 70g Dijon mustard • 125ml water • ½ teaspoon sea salt flakes • McIvor Farm leg ham on the bone, skin removed and trimmed (use your fingers to gently remove the skin from the ham) • cloves, to decorate Preheat oven to 200°C. Place the marmalade, mustard, water and salt in a saucepan over high heat and whisk to combine. Bring to the boil, reduce heat

to low and cook for 5–7 minutes or until thickened slightly, set aside. Use a small, sharp knife to score the ham in a diamond pattern and cover the hock with aluminium foil (this will prevent it from burning). Place the ham on a lightly greased wire rack in a baking dish lined with non-stick baking paper. Push a clove into each diamond and brush ham with the glaze (for a half leg brush onto the front face of the ham too).

Add ½ cup of water to the roasting pan. Roast for 35–40 minutes for a full leg or 20-30 minutes for a half leg, brushing with the glaze every 10 minutes, or until the ham is golden and caramelised.

IVE Bendigo wineries have taken home awards from the prestigious Concours des Vins de Victoria event held in Melbourne at Etihad Stadium. The award-winning wineries were BlackJack Vineyards, Glenwillow Wines, Harcourt Valley Winery, Sandhurst Ridge Winery and Turners Crossing Wines. Concours des Vins de Victoria is a unique wine competition in Australia that involves a panel of French wine experts and commentators judging Victorian wines. The event is organised by the French-Australian Chamber of Commerce and Industry. Since its inception in 1990 the annual Concours des Vins de Victoria has brought together two proud wine-producing cultures, French and Australian, in a place where Victorian terroirs and aromas meet the French palate. For head judge, Bernard Burtschy, the event is a “wonderful window into changing wine trends” and represents “promising perspectives” for the future of Victorian wines. The event featured a line up 478 different Victorian wines from more than 100 wineries, and was enjoyed by an enthusiastic crowd of close to 1,000 guests including winemakers, judges, sponsors and French-

Development the key BASKETBALL Victoria Country’s Bendigo office held a meeting of the state’s basketball heavyweights last week, designed to further the sport’s growth in regional areas. BVC manager David Huxtable hosted the Basketball Victoria senior executive group, including CEO Nick Honey, who also met with Bendigo Stadium boss Jason Wallace. “Basketball Victoria Country and our member associations are an important part of the Victorian Basketball landscape,” Huxtable said. “It is imperative for our senior executive group to understand some of the issues facing Regional associations.”

One of the big changes in regional basketball in recent times has been the introduction of Basketball Development Officers into regional areas. “The introduction of Basketball Development Officers based in regional areas in 2011 has worked very well and has placed basketball in a great position,” Huxtable said. “The officers work closely with local basketball associations and develop important partnerships with key organisations in each region.” “Local domestic basketball is the highest priority for Basketball Victoria Country and having a vibrant local association is a must if a child or adult

chooses our sport.” Along with discussing facilities management issues, Huxtable said the ever-growing level of technology surrounding sport was a hot topic. BVC has recently implemented an online registration tool for associations, which has been well received. “Generally we are ahead of the game in this area and at the same time developing or improving the technology for associations,” he said. “Bendigo Basketball has been operating the system for a number of seasons and we are looking to Bendigo to assist us with the training of smaller associations in this region.”

BOUNCING back from a home loss is not something Bernie Harrower and the Bendigo Spirit have had to do often in the last two seasons. In fact, Bendigo has only lost twice within the confines of the Bendigo Stadium through its two championship seasons, but has won its next game on both occasions. When the Spirit takes on Adelaide on Saturday, they will have to try and do it for a third time, after a nailbiting loss to Melbourne last Saturday. “The match wasn’t great, it was pretty disappointing actually,” Harrower said after the game. “Kelsey Griffin was on great form, but the rest of the group struggled. “Gabrielle Richards playing injured, and not being on at the start, hurt us. But I’m not making excuses – we were just outplayed.” Griffin led the team

Wickets tumble as run rate slows IT was a day for the bowlers to remember, and one for the batsmen to forget when Spring Gully and Marong met on day one of round five of the EVCA season. In what was a remarkable day’s play for the wrong reasons, 20 wickets fell with just 140 runs scored between the two teams. Marong won the toss and batted first before being skittled for just 72, as Alex Sutton ripped through the Panthers’ top order on his way to figures of 5/28 from 14 overs. Dean Cosgriff top scored with 15 for Marong, which proved to be the high total of the day. The Crows innings got off to a better start than that of their counterpart, but where Marong were able to make runs in the tail, the hosts fell apart. The Crows lost their last seven wickets for just 23 runs to be bowled out

for just 54 from 26 overs, Jeremy Ross cleaning up with six scalps for Marong, who will resume at 0/14 on day two. Axe Creek will be chasing outright victory against Maiden Gully on day two, when Gully resumes its second innings with a 50 run lead at 2/72. THE Brisbane Lions’ list has been bolstered by a pair of Bendigo Pioneers rookies, with Jaden McGrath and Billy Evans both picked by the club during the AFL Draft process. McGrath was taken with pick number 73 in last week’s AFL National Draft, while Evans was snagged with pick four in Wednesday’s AFL rookie draft. The 179cm McGrath will likely start his career as a small forward, but showed his dash and elusiveness during two years in the Pioneers’ system at TAC Cup level. The 18-year-old has struggled with injuries after moving to Bendigo from his hometown of Kerang to complete his VCE at Bendigo Senior Secondary College. Unlike McGrath, who

The Storm this week secured the signature of Matt Ferguson from Gippsland League club Sale. Ferguson was the coach of the Magpies, and brings a wealth of experience to Strathfieldsaye, including being on St Kilda’s AFL list between 2003-08 alongside Storm players Stephen Milne and Steven Baker. The Storm commenced pre-season training on Tuesday night at Flight Centre Park ahead of its 2015 campaign.

“I am really aiming just to play good footy in the NEAFL, and if I can go on from there, who knows. “In their eyes they see me as someone who can held them on-field as well as helping some of the younger guys. “If I didn’t have that coaching background maybe things would have been different.” No matter what happens, Downie says he will relish the opportunity at Metricon Stadium. “I know I have got a lot of

hard work to do and I need to play good footy in the NEAFL first and that is my main aim, to prove to the boys I can handle that level and am going to work hard,” he said. “From then on, if I can play good footy I will take it from there. I have no expectations of anything, but I can’t wait to get up there and get started with it all. “It really is a bit of a dream come true really, and I’m grateful for everyone that has helped along the way.”

THEY say that persistence pays off. For Tyrone Downie, that statement could not be more true. The 26-year-old former Bendigo Gold forward and Kangaroo Flat coach was this week drafted to the Gold Coast Suns, taken with pick 59 in the AFL’s rookie draft. The immensely talented but oft-injured half forward had a stellar year with Bendigo in the VFL, playing 17 games and booting 31 goals in his first season in the competition. It was enough for the Suns to take a flyer on Downie, who works as a Greater Bendigo council groundskeeper, and is keen to prove that the grass is in fact greener on the other side of the fence. “If you had asked me a month ago whether this was going to happen I would have told you I was absolutely no chance,” he said. “After the last few weeks doing a bit of work with Gold Coast and talking to them I realised I was a bit of a chance.

“It was always going to be tough with so many good players and so few spots available, but obviously I got lucky and it is a great feeling.” Downie moved to Bendigo as an 18-year-old from his home town of Barooga to try his luck with the Bendigo Bombers, before playing five years with Kangaroo Flat, including two as senior coach. During that time he suffered a litany of injuries, but his talent was undeniable, booting well over 200 goals and often playing a lone hand in the Roos’ forward line. His trademark skill has always been his overhead mark and clean hands, despite his smaller stature in the realm of big marking forwards. “He’s 182cm, but Tyrone plays forward and is a brilliant mark for his size,” Gold Coast list manager Scott Clayton said this week. “He’s also done some coaching in his time and at 26, we think he can bring some real on-field leadership.
