Council plan adopted

Bendigo Weekly – Friday, February 13, 2015

THE City of Greater Bendigo has supported a planning scheme amendment to protect the landscapes of the Big Hill and Mandurang Valley areas. Mayor Peter Cox said the proposed amendment follows the adoption of the Big Hill and Mandurang Valley Landscape Report in August 2013, which identified the significance of the landscapes and recommended ways in which they could be better managed and protected. “Council is seeking to introduce a new overlay that will assist in its decision making in relation to the ongoing protection and management of the Big Hill and Mandurang Valley landscapes,” Cr Cox said. Council will seek Ministerial approval to place the amendment on public exhibition. THE Real Estate Institute of Australia has kicked the New Year off with a bang by releasing its wish list for the federal budget due in May. In a long list of demands on behalf of its members, the key industry body has called for: • Conveyance stamp duties be abolished and replaced by an efficient source of revenue for states and territories. • Negative gearing be retained in its current form to encourage property investment. • Capital gains tax on property investments is not increased. • The government to take a leadership role in introducing a uniformed approach to the provision of assistance to first home buyers for both new and established homes. • The government to establish a scheme to encourage young Australians to have access to their superannuation for the purpose of raising a deposit for a first home.

• The government to establish a mechanism to ensure the availability of reliable data on housing demand and supply to assist in formulating effective policies. • The government to continue to fund the Industry Skills Fund to meet all skills shortages, and • The government to better utilize private investment to improve the supply of housing for social housing tenants transitioning to private rental. AUSTRALIAN Bureau of Statistics data released this week shows that dwelling construction loans to both investors and owner occupiers increased at the end of 2014, pointing to ongoing strength in new home building in 2015. In December, the number of loans to owner occupiers for the construction of dwellings edged higher by 0.8 per cent, while over the December 2014 quarter, these loans increased by 1.1 per cent to a level 9.8 per cent higher than in the December 2013 quarter. However, lending to owner occupiers purchasing newlyconstructed dwellings declined by 1.8 per cent during December, falling by 4.0 per cent over the quarter. The value of lending to investors for the construction of new housing jumped by 44.2 per cent during the month of December, and over the quarter, the value of lending increased by 16.0 per cent. Council plans to drop community service

By CHRISTINE McGINN

THE City of Greater Bendigo is considering discontinuing its Home and Community Care (HACC) service. The fate of 165 staff whose jobs are under threat is uncertain after council made a provisional decision yesterday to withdraw from providing care. Councillors considered a confidential report at this week’s council meeting tabling two options; the retention of the service with a revised program or to consult with staff about a major change. “For councillors, we have to stress Victoria and Western Australia are the only states who continue to provide community care

through local government. All the other states have the same service but it is being delivered by a range of other organisations. Other states are getting those services without the additional cost to local government,” mayor Peter Cox said. “There will be competitiveness and... local government is not tuned to being involved in a competitive market. “So when you have the federal government changing the rules, cost-shifting and putting more emphasis on clients having choice, it makes it much more difficult for local government to compete. We have an opportunity to exit. Let’s

hear what people have to say.” The National Disability Insurance Scheme and the new Living Longer, Living Better schemes provide more choice for clients. Mr Niemann said council had

“But it means these people may lose long-service leave, get lower wages and we don’t want to see it be a race to the bottom.” If the council decides to withdraw from providing HACC services, the Department of Human Services will appoint a new provider or providers. Five information sessions will be held next week with group and individual meetings in the coming weeks. Councillors will make a final decision at the March 25 ordinary council meeting after a report is prepared. If council decided to end the HACC service, it will be finalised with the state government by September. Concerned locals can contact 03 4408 6683 and email address HACC@bendigo.vic.gov.au

Casey plans sky fundraiser SOARING to new heights, Casey Veal aims to spread her wings to raise funds for a playground to honour her late son’s memory. Ms Veal and her partner Jono Atkins, will take the plunge and skydive to raise funds towards a memorial playground for her son Zayden Veal-Whitting. Instead of simply remembering the brutal attack in which Zayden was killed, Ms Veal wants to create a playground with which people will associate her son. “For us, the playground is Zayden’s legacy even when we are gone or have to move away. His memory will still be here in Bendigo,” she said. Where Angels Play and Zayden’s Army have already raised about $20,000 towards the playground but are aiming higher. “A draft plan is about to be released soon so we are trying to raise more funding to ensure more intricate details on the plans can be included,” Ms Veal said. “The money we have been collecting is going into the playground.” Zayden’s aunt Angie Whitting, father James Whitting and stepmother Michelle Kneebone met with council planners to develop the playground. “Council designers have been really good with them. They want to make a cooperative place,” Ms Veal said.

“They are discussing having a toddler’s section in memory of Zayden and then having a larger playground for various ages.” COGB public space design coordinator Aaron Lindsay said if approved, stage one would take 12 months to complete. “We have been working with friends and family to

For us, the playground is Zayden’s legacy design a regional playspace,” he said. “The total project (stages one and two) would be a $1 million project when finished. It would be Bendigo’s best playground. “It is pretty big and basically we are trying to split it into two stages. Stage one has more junior play elements and stage two more senior play elements.” Under proposed plans, the playground would be built adjacent to Neangar Park and next to the Peter Krenz Leisure Centre in Ea-

glehawk. But plans for stage one, titled “Where Angels Play”, are yet to be considered in council’s budget deliberations. Ms Veal said making the jump close to her birthday (March 5) will mark a new chapter in their lives. “It’s a new start for me. I will go back to university (this year) to finish my social work course. I also want to do a couple of volunteer programs to help the community such as teen mother programs,” she said. “We have moved house into a nice, peaceful and relaxing house. We are about to plant Guardian Angel roses for Zayden in the yard.” Locals are invited to watch the jump on March 7 at Australian Skydive in Torquay at 1pm. Entry is a gold coin donation with a sausage sizzle, a raffle and Zayden’s Army shirts and wristbands available on the day. Local businesses are also invited to jump on board and support the cause with their brand logos to be placed on all merchandise. Locals wanting to help can donate to the Zayden’s Army, BSB 633 000 and account number 152 777 629 or find out more at www.facebook.com/zaydensarmy IN THE SWING: Casey Veal, Jono Atkins and Xavier. Growth plan By CHRISTINE McGINN

LOCALS can sink their roots into new plans for the Bendigo Botanic Gardens’ Garden for the Future. City of Greater Bendigo released the $3.92 million stage one designs for the two hectare contemporary garden including an outdoor stage and grassed amphitheatre. The gardens will also feature smaller spaces designed for weddings, corporate functions and markets. CoGB Presentation and assets director Darren Fuzzard said the garden had been designed for use as an outdoor classroom for students. “It will also be the most botanically intensive section of the Bendigo Botanic Gardens with an incredible collection of over 500 varieties

of plants included in the design,” he said. “The Bendigo Botanic Gardens is one of our city’s oldest and most iconic cultural assets dating back to Bendigo’s earliest days and the Garden for the Future project will be a major new addition to the existing garden. “The City is keen for people to take some time, look at the plans and pass on any comments they may have.” The garden is part of the Bendigo Botanic Gardens Master Plan adopted in 2010. Council will fund $3.4m of the project with $500,000 from the state government’s Regional Development Victoria fund and $20,000 from the Friends of Bendigo Botanic Gardens. Stage two remains unfunded but has plans to fea-

ture a visitor centre, adjacent display garden and an arbour. Concept plans will be on display for public comment until March 16. Plans can be viewed at council’s Lyttleton Terrace office, Bendigo Library, Bendigo Botanic Gardens White Hills, or online at www.bendigo.vic. gov.au. Listening posts will take place this Saturday at the Bendigo Farmer’s Market between 8am to 11am or the Trove Maker’s Market between 5pm to 7pm. More listening posts will be held in Hargreaves Mall on February 17 and March 12 between 11.30am and 1.30pm and also at the Bendigo Botanic Gardens on February 19 from 10am to midday and on March 15 between 10am to 2pm.

Free CBD parking stalled

By CHRISTINE McGINN

CITY of Greater Bendigo councillors voted down a petition for free parking in the CBD at this week’s council meeting. About 1200 people signed a petition for free, first hour parking the CBD and for “reduced rates for permanent parking in the CBD multi-level car park”. The report was a response to the petition which highlighted the move would invite more customers to enter the CBD to shop. But the report to councillors warned this would lead to a reduced vehicle turnover and less customers for traders. Mayor Peter Cox said freeparking would not achieve the desired outcome to draw more people to central Bendigo. “The management and en-

forcement of parking within the city is aimed at discouraging illegal and unsafe parking and maximising access to businesses by creating turnover of vehicles,” he said.

keep traffic moving. If we have the traffic operating out of these carparks, chocking up all the parking we are not going to get business happening and it is going to cost (us) $1 million a year. This is a sys-

Council needs to make it a little bit easier But Cr Lisa Ruffell fired up saying council needed to make it “a little bit easier” for traders and to give them hope. Cr Rod Campbell said the petition’s aims were counterproductive to helping to attract customers to the CBD. “What we are trying to do is

tem that is working well,” he said. Cr Helen Leach tried to moved an alternative motion to reduce the cost of on-street and multistorey level parking but received no support. Street parking fees currently apply in the CBD during 8.30am to 5.30pm weekdays with no

Street carpark for train commuters as part of V/Line’s Infrastructure Lease.

HERITAGE HOME: The house on Bennett Street will be preserved. Photo: KAYE WILLIAMS

Conite home saved by its heritage A FORMER housing commission house in Long Gully has again been saved to preserve its “heritage” values. An application to relocate the home on the property, subdivide the land and construct two new homes was rejected at week’s City of Greater Bendigo council meeting. Despite revising plans to demolish the 1950s Bennett Street conite home, councillors voted in accordance with the recommendation. Cr James Williams led the

charge to preserve the “heritage“ value and protect the property. “Allowing this to go ahead would be like dismantling the house brick by brick,” Cr Williams said. “The beauty of Bendigo is we have a lived in history. This is a beautiful heritage area.” Current plans propose resiting the conite house to face Casley Street and building a two and a three-bedroom home on the remaining lot. The property is an irregu-

lar-sized block at 798.6 square metres and is zoned general residential. Council rejected the original application for a three-lot subdivision and demolition of the house at an ordinary meeting in July last year. Cr Campbell said the house and site was “a little bit special”. “There is a narrative here that you can’t get anywhere else. The street is book-ended with heritage. To tinker around with heritage is to

unwind it and destroy it,” he said. Cr Campbell and Cr Mark Weragoda suggested a two lot subdivision would be more appropriate. Cr Leach refused to agree the house had any “heritage” value. “This proposal will be much better quality than the current situation on the corner,” she said. “This proposal will have a positive and practical effect on the corner.”

OFFER ON

BENDIGO West MP Maree Edwards has called on former mayor Barry Lyons to explain why the City of Greater Bendigo did not make an application for federal funds for the proposed new Kangaroo Flat pool. The Bendigo Weekly last week confirmed that an application has been made to the federal government for $5 million towards the Bendigo airport redevelopment, but that no application has been made for the $30m Greater Bendigo Indoor Aquatic Leisure and Wellness Centre. The state government has agreed to put in $15m towards the project. Cr Lyons last week told the Bendigo Weekly that council had been told only one application for funding from the National Stronger Regions Fund would be accepted, and it’s understood that the proposed airport redevelopment best fits the rigid funding criteria of the NSRF, and therefore, the best chance of being funded. He also said the delegation that travelled to Canberra last May to lobby for the pool had made it ‘’loud and clear’’ that the pool was a top priority. Ms Edwards yesterday said Kangaroo Flat residents were “flabbergasted” that the City of Greater Bendigo had not lodged an application to fund the indoor pool. “Kangaroo Flat people have always been told the new aquatic centre is the Council’s number one priority, but now it has been revealed the council has been telling the federal government the airport is their number one priority”. “The state government has a $15 million grant for the pool if it goes ahead. Obviously we want to still see it taken up, as otherwise it will be lost to Bendigo.”

Rates battle rolls on

By CHRISTINE McGINN

PETITIONERS have gone to great lengths to force City of Greater Bendigo’s hand to immediately stop a six per cent rates rise over the next three years. Unravelling a 100 metrelong petition at Wednesday’s council meeting, rates rise petitioners took a second stance. Organisers Jeff Chapman, Viv Rouse and Denita McClure presented the petition, dismayed at the response their original 550-signature effort received from council late last year. “I really want an immediate stop to the rates rise. CPI would be better (than a four per cent rates rise). CPI is the way to go,” Mr Chapman said. “The real issue the people are really concerned about the rates rise. ‘‘Not only do we need to stop the six per cent rates rise, we need to get them down if we can. People are really hurting.” The petition also requests that COGB chief executive officer Craig Niemann and mayor Peter Cox meet with petitioners to discuss issues raised and prepare a report and media release following the discussions. The petition was placed onto a chrome handled scroll to high-

More than 2600 signatures were gathered from across the electorate including Heathcote, Axedale and Redesdale. Mr Chapman said the petition was put on a scroll to symbolically represent history during the Red Ribbon Rebellion. “They had a very similar pe-

tition going where they actually made a petition 100 feet long which had 3000 signatures on it,” he said. “They presented it and were basically told where to go. This is why the rebellion started up.” The original petition, collected within 24 hours, was presented to council in October

and a response was given late last year. “I am not sure whether council will take any notice of that either,” Mr Chapman said. “Hopefully they will listen. But I don’t have a great feel about it.” A report will be prepared within two council meetings.

Shamrock has thumbs up for improvements BENDIGO’s historic Shamrock Hotel has hit the jackpot with a $9 million two-stage redevelopment finally under way. The Weekly revealed the hotel’s plans to create the city’s first-five star accommodation, in November 2013. The hotel lodged stage one plans to build nine serviced apartments in the building with an indoor lap pool and gym. But the redevelopment hinged on the approval of an additional 20 Electronic Gaming Machines (EGMs). “The approval of the EGMs was integral to the redevelopment,” Shamrock Hotel owner Jim Hogan said. “I am excited by the redevelopment. We will increase our staff numbers and it will be the first five star accommodation outside of

Melbourne, which is great for Bendigo.” Mr Hogan believes the multi-million dollar redevelopment will encourage tourists to visit the city, appealing to a larger client base. Proposed plans stalled after the City of Greater Bendigo councillors voted against the “detrimental” installation of more EGMs last February. Mr Hogan successfully fought the decision against the installation of the extra EGMs at the Victorian Civil and Administrative Tribunal (VCAT). “It is great. It is better late than never,” he said. VCAT found no permit was required to install the EGMs as the Victorian Commission for Gambling and Liquor Regulation (VCGLR) gave its approval for the additional

EGMs in April. The VCGLR said the machines were appropriate for the venue and were under the municipality’s cap of 756 EGMs; 142 short of the maximum total. Council’s lawyer unsuccessfully argued that Victorian planning laws prohibiting pokies in shopping strip areas saw these EGMs in breach of the rule. Planning and Development director Prue Mansfield said the VCAT ruling was a disappointing result for the community. “Council’s Gaming Policy is to oppose additional gaming machines,” she said. “The city will abide by the umpire’s decision and now encourages the Shamrock Hotel to continue with its planned redevelopment.”

BENDIGO BEAT A 62-year-old man was trapped in a Strathfieldsaye silo on Tuesday afternoon. The man was found waist deep in a barley silo when CFA units attended the incident. The man was transported to hospital via a helicopter. Five CFA members were also taken to hospital for observations after being in the hot silo rescuing the man. About 50 emergency service personnel including police, ambulance and SES, attended the incident. “All agencies worked together well and were able to successfully rescue the man,” CFA duty officer Trent McKinnon said. A HAZMAT incident early Tuesday morning forced the closure of Hodgson Street for six hours. CFA attended to the incident about 3am after a quantity of chlorine and other chemicals leaked from a domestic property. CFA attended the incident and contained the hazardous materials but issued an advice message within a one kilometre radius. No one was injured during the incident. FOUR suspicious fires at Kimbolton remain under police investigation. Two fires on Curie Road, off Patons Road, in Kimbolton last Saturday are under investigation. Another two fires started on Sunday on Gunman’s Road, off the road to Eppalock Holiday Park. Bendigo Police Detetective Sergeant Jason Poulton said anyone who noticed a grey Holden Rodeo in the Kimbolton area should contact police. “February 8 was a day of Total Fire Ban and it is concerning enough that this is happening in the summer period,” he said. Police are appealing for witnesses who saw any suspicious behaviour or may have information regarding the scrub fires. A 32-year-old man will face charges after blowing almost six times over the legal blood-alcohol limit. Police said the man recorded 0.296 on a preliminary blood test. Bendigo Police intercepted the man on Reginald Street, Quarry Hill just after midday last Sunday. The man was taken to Bendigo police station for a secondary test.

A long way from home

It’s a long way from Bendigo to Belgium, but residents of the village of Linkhout will next weekend commemorate the 70th anniversary of the deaths of a Lancaster bomber crew, including former Bendigo boy, Sydney Swift. By STEVE KENDALL

AT 9.37pm on February 20, 1945 a Lancaster bomber took off from a British airfield, destination Dortmund. It was one of more than 500 of the type taking their deadly cargoes to Germany in the final three months of World War II in Europe. On board were five Australian and two British aircrew, one of the Australians was Bendigo-born navigator Sydney Clifton Swift. Barely four hours later the mission was over for Sydney’s crew, they had bombed the target at 1.20am, but there was a price to pay. Twenty minutes after bombing, the Lancaster was intercepted by a German night fighter and shot down, crashing in pieces into a forest in Belgium. There was one survivor, and Sydney was among the dead. Next weekend, following a meeting at the parish hall in Linkhout, Belgium, residents will march to lay flowers at the graves of those crew members who are buried at the cemetery in Hasselt. They will then move onto a clearing in a wood, where at the site of the crash a memorial now stands. The residents of the small village will pay their respects again, and lay a wreath to those killed. Nick Lieten from Linkhout founded an organisation with some friends in 2010 to honour those killed in the liberation of their country. “One of our main activities is renovating and maintaining a monument for the Lancaster,” he said. Sydney’s sister Margaret will be present at the memorial, to

Sydney Swift was born in Bendigo on March 11, 1924 and eventually became a draughtsman, but at the age of 18 years and 10 months in January 1943 he joined the Royal Australian Air Force wishing, like so many, to be a pilot. Following flying training in Australia he retrained as a navigator. This could have been due to demand for other aircrew trades.

Whatever the reason, each member of a Lancaster crew was part of a close-knit team and just as important. Following extensive training, Sydney and his crew joined RAAF 460 Squadron based at RAF Binbrook in Lincolnshire on January 1, 1944. It was an RAAF squadron, but Australians served across all squadrons, and other nationalities served in 460, such was the make up of Bomber Command. By February 20, 1945, Sydney had been commissioned and held the rank of Flying Officer, he was three weeks short of his 21st birthday. The Dortmund trip was his sixth and final operation. The Australian pilot, Flight Lieutenant Alexander Elliot Jenkins takes up the tale at 1.40am on Thursday, February 21, 1945. “We were flying at 13,000 feet (3960 metres) in clear visibility and the rear gunner called out ‘corkscrew starboard’, but before I could take any action we were hit by a burst of fire from below,” he said in report of the action. “The fighter continued firing, hitting the aircraft during

my evasive action.” The report from the pilot goes on to say both Lancaster gunners returned the fire without effect. “By now the starboard petrol tank was on fire, and there was flame and smoke inside the aircraft,” Flt Lt Jenkins said. An explosion occurred, the aircraft went onto its back, and the starboard wing came off. The Lancaster went into a spin. Spinning down Flt Lt Jenkins believed there was nothing more he could do and waited for the crash. “I noticed the aircraft was shaking apart, and I kicked at the aircraft and pulled my parachute rip-cord,” he reported. The parachute pulled him from the aircraft to safety at about 600 metres above the ground. The Lancaster was by now burning debris, and fell to earth about three kilometres from where Flt Lt Jenkins landed. Belgium had by this period of the war been liberated by allied ground troops, so Flt Lt Jenkins found his way into friendly hands. But navigator Flying Officer Sydney Clifton Swift and his five crewmates had all died in the attack and crash. Flt Lt Jenkins was able to inform the authorities of the crew’s fate. Sydney’s mother heard the news in Australia by telegram. His father, also named Sydney, was on a ship to England when he heard the confirmation of his son’s death. He was travelling to be with Sydney for his 21st birthday. So, 70 years on from this brutal event of war, the townsfolk of Linkhout will pay their respects, and remember the death of young men far from home. Lest we forget.

Memorial to the fallen THIS memorial in Belgium honours the seven man aircrew of Lancaster bomber, AR F2, (PB 471), 460 Squadron, RAAF, from Binbrook, Lincolnshire. On the cover are Flying Officer Bernard Maxwell Clegg, (wireless operator); Flight Sergeant (Flt Sgt) Bryant ‘Buster’ Braddock (mid upper gunner), FO Sydney Clifton (Syd)

Bendigo Weekly – Friday, February 13, 2015

Bendigo’s response to the building of its first mosque has been described as “showing a high degree of civility” by an expert in intercultural and interreligious relations, Professor Gary Bouma, of Monash University. As the Director of Monash University Global Terrorism Research Centre and the Chair of the UNESCO Intercultural and Interreligious Relations Asia Pacific, Professor Bouma’s job is to examine the management of religious diversity in plural multicultural societies. As such, he has been watching the developments in Bendigo very closely. When the Muslim community put a building permit to council to build a mosque there was a vocal group of people who took to social media to object. “Some people have an anti-Muslim agenda, they are small but noisy,” he said. “Many of them come from areas outside Bendigo – 99.9 per cent of the mosque objectors were nonBendigonians. And I believe their funding comes from out of Queensland. “But in the face of the objections, the media in Bendigo can hold its head up high. “The coverage, particularly from the Bendigo Weekly, was excellent. You didn’t ignore issues or blow things

CIVILITY: Gary Bouma. out of shape. “Bendigo was a model of how a community can deal with conflict of this nature. “In fact within the context of Australia, Bendigo provided a great example of how to deal with diversity. The proposed mosque is a very interesting case. And it comes down to legal issues as played out in the Victorian Civil and Administrative Tribunal, rather than religious issues.” Professor Bouma, who will be the keynote speaker at the 2015 Bendigo Festival of Cultures, said Australia’s diversity of religions is one of the most significant in the world. He says terrorism, such as that which occurred in Martin Place in Sydney earlier this year, is aimed at

scaring people. It encourages people to react to diversity out of fear. ”Many Muslims were deeply ashamed of what happened in the Lindt Cafe,” he said. Besides the 150 Muslim families in Bendigo there are many other religious groups including a variety of Christians, Buddhists, Hindus, Jewish people and Sikhs. Professor Bouma, who is also an Anglican priest, said promoting mutual respect and understanding between religious groups was central to his life. He will be speaking at the multi-faith dinner and forum titled Freedom of Religion and Belief which will be held at the All Seasons’ Conservatory on Wednesday, March 18. The forum will also feature a panel with representatives from all major religions. “There is no doubt there is a lot of fear and concern across the world at the moment, with a lot of it centred on religion,” Loddon Campaspe Multicultural Services executive officer Noemi Cummings said. The Bendigo Festival of Cultures runs from March 16 to 22 and is funded by the Victorian Government. To find out more information go to www.bendigofestivalofcultures.org.au.

OBJECTORS to Bendigo’s first mosque, Rights for Bendigo Residents Inc (RBR) are lobbying locals to raise their legal costs. The debate will resume on February 23 at the Victorian Civil and Administrative Tribunal to determine the validity of the proposed plans. In an “urgent“ email, the independent group is lobbying supporters, locals and their members to chip in for their legal fees. “We have engaged a fantastic legal team and expert witnesses to act for the residents of Bendigo in the VCAT court action and we are very confident of a successful outcome,” the email read. “However, as with most court action, legal costs are expensive and must be paid up front and so we are asking everyone who opposes this massive development and everything it represents, to help us with this fight. “We need $30,000 (plus) if we are to succeed. Without it, we can’t proceed.” The RBR said they were also “addressing the conduct of Bendigo council and their cohorts”. In a statement on behalf of the Islamic Mission of Australia given last year, it said the proceedings had been adjourned for procedural reasons. “The substantive matters before the Tribunal remain the same. The adjournment is disappointing, however we look forward to resuming and completing the matter,” the statement said. No further comment from the Islamic Mission of Australia was offered before publication. - Christine McGinn

WORK COMPLETED THE Midland Highway at the Calder Freeway interchange at Harcourt is now fully open. The works, which were completed early, involved removing sections of the road and replacing it with new asphalt surface and linemarking. VicRoads Regional Director, Mal Kersting said being able to fully close the highway on either side of the freeway meant the contractors were able to the works quickly. “The works have been completed and all detours have now been removed,” Mr Kersting said.

SECONDARY students from Years 7 to 10 will receive whooping cough vaccinations this year in a bid to help curb an upsurge in the potentially deadly disease. This is in line with national recommendations to protect students at an earlier age. As part of a broader immunisation push, the state government will introduce No Jab, No Play regulations requiring children be fully immunised for their age before they can be enrolled in childcare. Victoria’s Chief Health Officer Rosemary Lester said the schools campaign will provide all secondary students with earlier protection.

The bands, along with kilted swordsmen, highland dancers and clans will parade down View St at 10am where 2015 chieftain Bruce McClure will take the salute before entering Rosalind Park. “SDO is an amazing day with everything from haggis, whisky and venison to Braveheart facepainting, traditional children’s games and lots and lots of tartans – it’s fun and engaging,” Mr Earl said. “From the street parade down historic View St, to the wonderful setting of Rosalind Park and the evening ceilidh at the Metro, SDO will showcase our great city as people make Bendigo the Scottish mecca on Saturday.”

TARTANS will be swirling around Rosalind Park on Saturday when the city stages the annual free community event Scots Day Out. Celebrating Scottish culture and tradition through music and dance, SDO 2015 has attracted performers from three states as it continues to grow as a major event in Bendigo and on the Scottish community calendar. Event director Chris Earl said new program features, including the tartan table where children can design and draw their own tartans, and dashing kilts race for kilted runners over 200 metres, will further increase participation in the day. Tips to close on fire days

Groundwater issue in focus By CHRISTINE McGINN

BENDIGO’s historical groundwater issue will be on the table at two community forums next week. Locals can have their say on the possible long-term solutions for managing the city’s rising groundwater from mine shafts. The state government, the City of Greater Bendigo and mining agencies are working to resolve the issue with short and long-term solutions. Member for Bendigo West Maree Edwards said locals could have their say on four long-term options: • Pumping groundwater without treatment to an evaporation disposal basin • Pump, treat and dispose of treated water to the environment

HEAT IS ON: Eaglehawk landfill will be closed on code red fire days. Photo: ANDREW PERRYMAN OPTIONS: Maree Edwards.

RUBBISH and recycling collection will stop on extreme fire danger and code red days under a new City of Greater Bendigo initiative. Council announced this week that garbage and recycling services could be affected when the CFA issues fire warnings. Waste Services manager Simon Clay said bins not collected due to the heat would be collected on the next scheduled day. “We appreciate residents’ cooperation on this matter, as it is our top priority to keep our staff safe and not to enter high fire danger areas when it is very hot,” he said. “It is too much of a risk to put drivers in a position where they cannot easily turn a truck around or have to drive into thick vegetation to collect waste.

“Shallow groundwater has historically been an issue in the City of Greater Bendigo. Appropriate management is required to prevent discharge to waterways and allow underground tours at the Central Deborah tourist mine to continue,” Ms Edwards said. “The government has completed an independent technical report about how to best manage groundwater from Bendigo’s old mines. Now we need to hear from the community about their preferred option for addressing the problem. “Once we have received community feedback on the long term options it will be referred to a community reference group and advisory group.” Residents can attend the forums at the Capital Theatre on February 17 between 3pm and 8pm or February 18 between 8am and midday.

Appropriate management is required to prevent discharge • Treat the water and provide it for use through the recycled water network • Treat the water using newer technologies through a constructed wetland or a permeable reactive barrier

“Residents will also notice changes to access to landfill sites and transfer stations due to the location of these facilities adjacent to state forest and native vegetation and the associated fire risk on days of extreme fire danger.” Mr Clay said council made the decision to bring waste services “into alignment with our current code red policy”. “Council will endeavour to collect any bins earlier but the scheduled collection day the following week is the service standard that can be guaranteed,” he said. Landfill and transfer stations will also change their operating hours on days of high temperatures. On code red days, Heathcote landfill, Strathfieldsaye and Goornong transfer stations

will be closed. The Eaglehawk landfill will be closed to the public on code red days, but will be open to council and commercial vehicles. Rural garbage and recycling collections will not be allowed to travel on unsealed roads that are no through roads, have limited visibility, have no areas where a truck can turn easily and are through state forest or areas of similar vegetation density thoughout the municipality. Heathcote and Eaglehawk landfill will be closed to the public on extreme fire danger days but open to council and commercial vehicles. Both transfer stations will be closed and garbage and recycling collections may be affected, based on the drivers’ discretion.

Sylvia and Kelly Phan are pulling on their runners to tackle the gruelling 60 kilometre Peter MacCallum walk to end women’s cancers. The local women are pulling on their trainers in support of cancer research to help find a cure. “We need to raise $2000 each in order to participate and we know it is for a worthwhile cause,” Mrs Phan said. “Many of us seem to be touched in some way or the other by cancer, my family has not been spared. “We lost our paternal grandma when she was only 65 and three

other family members all in the space of two years. “So it is indeed a cause close to our hearts. “If it feels right, feel free to support us.” The mother and daughter team will kick off their walk on February 28 to March 1 from a Hawthorn East park. The ladies are thanking their supporters with homemade snowpeople, made by sisters Kelly and Alyssa, for all who donate $10 or more to them. Adorned with a beanie and scarf, the snowpeople are just the icing on the cake in a bid to raise the pair’s individual targets

Stephen Iser, Managing Director of Hume & Iser Home Timber & Hardware said ‘the promotion was a great success, it was great to have the actual car on show in our new promenade. Our customers were really excited.’ Symes Motors, partnered with Hume & Iser to bring the competition to life. ‘We saw it as a great opportunity to be involved with a terrific Bendigo business in their transformation and renovation.

Footy star hits heights FORMER Bendigo player and Wycheproof Narraport’s gun footballer James Coatsworth is not one to dodge a challenge. His deeds on the footy field have reinforced his trademark courage time and time again. However, late into the 2013 footy season, and with his team heading for yet another finals series, James copped a curve ball from left field when he was diagnosed with Type 1 diabetes. Life is not all solely about football, and Mr Coatsworth has been quick to recognise that. He decided that he would like to do what he could to help raise the profile and awareness of Type 1 diabetes. Being an avid bike rider he put his thinking helmet on and came up with an idea to ride the 4000 kilometres from the top of Mount Wycheproof to the tip of Cape York. Given his passion for horse racing, a small band of friends decided it would be appropriate to organise a Punter’s Party to help add some money to the coffers. This will take place on Saturday, February 21 at the Bendigo RSL Club in Havilah Road from 11am onwards. At $40 per head participants will enjoy a sumptuous lunch, fashions on the field, raffles and novelty prizes, and will have all day access to full TAB and bar facilities.

TREK cycles have pulled into town with the city’s first concept store Cyclescape Bendigo moving in. Originally launched in Ballarat in 2012, business owners Matt and Bron Britton saw a gap in our city’s market for the bikes. Former mountain bike journalist Wil Barrett will saddle up to take the position as store manager. “Trek are unique in that they invest a huge amount of time and energy back into research and development, so that they can develop stateof-the-art technologies and cutting-edge bikes,” he said. “As a family-owned store, Cyclescape has a strong focus on providing bikes, parts and servicing for the everyday rider looking for a qual-

ity product. “At Cyclescape, you’ll find a broad range of Trek bikes, from carbon fibre road racing bikes, through to dual suspension mountain bikes, kids bikes, cruisers, and commuter bikes for the urban rider.” Mr Barrett said they wanted to open in Bendigo to give the “cycling mad” city greater choice in bikes and service. “There are some fantastic bike shops in Bendigo, and it’s a testament to their success that Bendigo has such a thriving cycling community,” he said. “We believe there’s increasing demand for more choice in Bendigo, and there’s without doubt a place for a premium brand such as Trek. “Our goal is to offer up the same friendly service to

all riders.” Customers will also be able to bring their bikes in for the after-sales service with a fully stocked on-site workshop and bike fitting. Owner Mr Britton said Bendigonians would be in good hands with Mr Barrett up front. “He’s tested and reviewed nearly every mountain bike on the market. He has incredible technical product knowledge, along with a background in bike fitting and suspension setup,” he said. The Trek concept store, at 30 St Andrew’s Avenue, Bendigo, opens from February 20 on Monday 8am to 6pm, Tuesday to Friday 10am to 6pm and 9am to 3pm on Saturday. editorial

Changes must work THERE’S a picture rapidly taking shape within the City of Greater Bendigo that portrays ours as a council coming under an enormous amount of financial pressure. The key contributing factors to this squeeze include the proposed CPI rates cap, a wish list of big ticket projects including the $30 million Greater Bendigo Indoor Aquatic Leisure and Wellness Centre, changes to the way the federal government funds the local government sector, managing the city’s rapid population growth, its ageing population and finally, maintaining ageing infrastructure. Considering the Council Plan is premised upon rates rises in the order of up to six per cent each year for the next few years, on its own the planned rates cap has the potential to be a real spanner in the

works for many of the council’s strategic plans for the future. No matter which way you spin it, the decision to look at withdrawing from the provision of services to the aged care sector will win the COGB few friends. It’s easy to be upset and even angry about this, but it’s a lot more important to stop and look more closely at the facts, which the council is already doing, and which all of us should too. The most important consideration of this must be the clients who receive Home and Community Care (HACC), and it’s a delicate balancing act to consider both the needs of some of our city’s most vulnerable citizens, the ever increasing need for the council to be more prudent in all it spends, and the employment of those who

provide such a great service, and whose future employment could be threatened by changes to the status quo. It must be everyone’s hope that council’s provisional decision to withdraw from providing HACC services, which it has done on behalf of the Department of Health and Human Services for more than 50 years, ultimately results in an even better and improved service to what is offered today. Those hopes must then become the commitment from all parties in the event council does commit to exiting the sector. This is a very, very serious matter for everyone concerned. It needs calm heads, sound logic and a shared commitment from all parties. But most of all, it needs to work.

A FORMER mayor of this great city once said to me that just because something is old, it does not mean it has heritage value. Urban renewal is a process that has transformed cities faced with the pressures of rapid growth, who want to manage urban sprawl and who want to breathe new life into certain neighbourhoods where there is usually momentum for change. Parts of Long Gully certainly satisfy that criteria. Close to the CBD, within walking distance of major schools and on the fringes of the burgeoning hospital precinct, it’s a locale destined for change, and for an increasingly positive future. Bennett Street is closer to the heart of Bendigo than the main car park at Lake Weeroona, and while few would argue that the suburb of Long Gully has not always been the city’s most preferred, it’s an area that has already experienced change, and it’s definitely on the up. So to this week’s decision to refuse an amended application for a development of a property on Bennett Street, which I think is a shocker. Not once, but twice now, our

councillors have accepted the recommendations of a prepared report that places the “heritage” values of a modest dwelling at a level that says the building must be retained, seemingly at all costs. The revised application also included the proposed re-location of the 1950s style housing commission dwelling to another site within the property, but the report states how “the existence of asbestos would likely be problematic for any re-location”.

heritage values of the site. The report to council says that in acknowledging that “the subject dwelling may not exemplify exceptional architectural qualities, the social and cultural heritage which the dwelling represents is important in understanding how Bendigo has developed over time”. This brings to light the fact that Bendigo still does not have a museum where dwellings like this can be featured. We need that museum to ful-

Supported Residential Care

It’s a locale destined for change, and for an increasingly positive future The report called for a balance to be struck between accommodating residential growth and respecting areas of significant heritage. So if infill development is at all acceptable given the heritage conservation values that extend over large areas of our city, it must pay homage to our past as much it does the future. Valid concerns about Rescode cited in the report can likely be satisfied with some changes, but the major obstacle remains the claimed

fil the role all good museums fulfil as the guardians of our social and cultural heritage. And as our city continues to grow at an unprecedented rate, placing new and increasing pressures on what we already have, we need that museum more than ever. And if it belongs anywhere, that quaint 1950s conite housing commission dwelling on Bennett Street belongs in that museum. twitter@peterkennedy23 pk@bendigopublishing.com

Word on the street

dear dotty... Dear Dotty, Valentine’s Day is looming and once again I am feeling worried. I hate it when the other girls in the office get flowers from their boyfriends and they go all gooey and coy and pretend they’re surprised. It just isn’t fair that I don’t get anything. I know I haven’t got a boyfriend, but that is beside the point. I think Valentine’s Day is discriminating – it makes me feel lonely. Rose, Strathdale

It seems you never know who’s watching in Bendigo

HEN I moved to Australia many years ago there were a few new words to be learned. Nothing major you understand, but just a few slight changes to fit in and be understood. I lived in far north Queensland for four years, and learned a very slow speech pattern. I had to say yo-gurt rather than yog-urt and parsta rather than my usual pas-ta. Trousers became pants and rooting took on a whole new meaning. A couple of words which were totally new to me were whistleblower and dobber. Essentially they are the same thing I understand, except if you agree with what the person is doing they are a whistleblower, and if you disagree they’re a dobber. Jase in the office even called me a Judas this week when I dobbed him in/ whistleblew on a touch of illicit leafleting he had done. Anyway, whatever it’s called, I have been the victim

of a bit of misplaced dobbing, and now it’s payback time. The long-suffering Mrs Kendall works at a variety of places across Victoria, but two days a week she works in Bendigo. This suits us both for shared journeys and the like. As I mentioned a few weeks ago, the time has come for me to halt all the excesses of life and lose some weight, and I have been pretty strict for a few weeks now. It wasn’t so much a new year’s resolution, but I did start early in the year.

Mrs K had obviously been chatting about this at work, as she’s dodging the chips and chocolate in the workplace and the subject must have came up. As an aside, I grew up with crisps. Chips are only hot potatoes where I grew up. So Mrs K’s at work discussing cutting out food, and her colleague Paul sidles up for a chat. “Is Steve on a diet?” he asked as an introduction. Mrs K said I was, and Paul continued with the dob. “I often see his car parked outside the bakery on McIvor

Road,” he said. “In fact it’s every day.” Mrs K could have had some fun with this, but just informed Paul the Dob that as I work at the Bendigo Weekly the office is in the same centre as the bakery on McIvor Road, so I do park there every day. Mrs K did not report how the chat continued, but I am sure I can think of a way to repay Paul’s kindness. Or perhaps our illustrator Jayden can think of a way. - Steve Kendall Twitter@stevekendall1

Dear Rose, You may see the pretty flowers that arrive in the office but you haven’t seen what the boyfriends look like. Some girls are so desperate they’d go out with Ivan Milat’s second cousin. And really what sort of proper bloke goes along for the commercial ride? Proper blokes only send flowers spontaneously or when they are having an affair. And don’t forget dear, you can always send flowers to yourself and make sure your bouquet is bigger and better than all the other ones. Who needs a boyfriend?

Dear Dotty, I have to share a bedroom with my big sister who snores all night and it is driving me mad. We sleep in two single beds and there is quite a gap between the beds so I can’t just give her a shove. Any ideas? Sarah, Strathdale Dear Sarah, A few thoughts. Keep a broomstick under your bed and when things get too noisy give your sister a good hard jab with it. Other thoughts – entertain yourself by throwing a golf ball and see if you can land it in her throat. Alternatively you might have to get up out of bed and go over there and shake the living daylights out of her. Twitter@DearDotty

A taste of Spain in Castlemaine T

WO world leaders in biodynamic wine production will present a once in a lifetime wine and dinner event in Castlemaine. Titled A Sense of Place, Australian vineyard Jasper Hill and Cavas Recaredo, Spain’s producer of premium sparkling wine made in the Champagne method, will come together on February 27 at Castlemaine restaurant Public INN. They aim to provide diners with an insight into the industry’s organic and biodynamic wine making practices and the opportunity to consume some of their greatest wine examples. While some will have knowledge of the wines produced by Heathcote vineyard Jasper Hill, particularly their Emily’s and Georgia’s Paddock labels, many have not heard of Cavas Recardo. Despite the obvious dissimilarities of variety, wine style and locale, both vineyards do in fact share much in common as is each noted within their own country as producing the finest example of their varietal style. Hayden Winch, owner of the host venue said: “I am honoured to have both Recaredo wine maker Ton Mata and the Laughton family of Jasper Hill in attendance at this intimate 20 seat dinner event”. “Both vineyards are world leaders in biodynamic, organic and sustainable wine production techniques, focussed on a return to terroir, history and provenance”. “Some of the wines we will be serving many people will not have

the opportunity to experience again”. Cavas Recaredo started production in 1924 and is located in Sant Sadurní d’Anoia, just 40 kilometres north-west of Barcelona, 100km away from the Pyrenees Mountains and 30km from the Mediterranean Sea. Recaredo cultivates the vines without using herbicides or insecticides, only uses organic, natural fertilisers produced from their own compost, and works with oak barrels and longer-aging techniques described as “a respectful alliance between man and the land”. Jasper Hill’s co-winemaker Emily McNally will host the evening, additionally presenting her own Italian varietal label Lo Stesso Fiano created with Georgia Roberts. Lo stesso lo stesso ma diverso roughly translates to “same, same but different”, named due to each vintage producing a different result yet the fruit source remaining the same; processed in the least invasive manner to express the vineyard and vintage. Guests will enjoy the wines with a degustation styled dinner also designed to reflect the regional flavours and farming influences of central Victoria. A Sense of Place at Public INN, Castlemaine is $188 per person inclusive of all wines with tickets available by contacting the venue, or visiting the Melbourne Food and Wine Festival website calendar of events.

A DIFFERENT VIEW: Wine will be brought in from Cavas Recaredo.

Raising awareness on production C

ENTRAL Victorian Regrarians Lisa Heenan and Darren Doherty will be joined by concerned farmers, chefs and the public outside Victorian Parliament House and at the Collingwood Town Hall next Thursday, in raising awareness of sustainable and ethical agricultural production. The lunchtime #EatBuyGrow rally planned for February 19 is expected to draw hundreds of concerned citizens before an evening of seminars at the Collingwood Town Hall.

“Producers are coming up against more and more government regulations that are making it harder to deliver quality produce for the ever increasing demand for local, ethicurean produce,” Ms Heenan said. The Regrarians is a familyoperated Australian-based non-profit organisation that works with producers and consumers globally. “Our main focus is to encourage producers, chefs and farmers to consumer models that exemplify best practice.

“What we call the regenerative food system, and discuss how we can be a part of changing regulations so that these innovative producers can make some headway into securing better market access and improve their terms of trade.” Joining the Regrarians will be the ABC’s gardening guru Costa Georgiadis and Bendigo‘s award winning restaurateur, chef and local food advocate, Sonia Anthony of Mason’s Bendigo. - Nick Atyeo

Gold for the delegate

L

AST week I mentioned that the Great Depression of the 1920s and early 1930s had seen much activity on the part of the Advance Bendigo and North League. Charles M Dawe was a key member of the League and was an exponent for promoting gold mining. Mr Dawe had also been an active member of the Bendigo Chamber of Commerce particularly during World War I The originator of the Prescott and Dawe jewellery business had been Frederick Napoli Prescott, Mr Dawe came into the firm from the time of his 14th birthday. Mr Prescott, his mentor, had an active interest in the gold mining companies of Bendigo. He was a shareholder in a number of local companies and also had been on the directorship of several of these. How appropriate that the hands and creative minds of both men designed and crafted items of significance from the noble metal. Mr Dawe had continued the tradition started by Mr Prescott in designing commemorative pieces and presentation jewellery, particularly for the Mayoresses of Bendigo, the latter having been a long standing tradition with the council. Not only was Mr Dawe’s work being executed for the local scene, he was also successful in doing work for interstate clients. Prescott and Dawe had submitted and won a competitive design for medallions for the Queensland Football League. The competition had been keen and the diamond shaped design was to be enamelled in navy blue and gold, the football league’s monogram was placed in the centre.

ESTEEMED VISITOR: Dr Bonaventura Cerretti

The enamelling, along with all the other work, had been completed in their upstairs work rooms on the corner of Mitchell and Hargreaves streets. Who was it that created the terracotta sculptures of well known classical figures? These sculptures, some of which had been fitted with light fittings, had caused much interest with the public. The figures included, The Bather, Lady Godiva, Summer, Iris, Ruth and on the more sentimental side a group of children pushing a snowball and The Dutch Girl. Some of these terracotta figures had been on show at The Bendigo Art Society’s Exhibition. Who in Bendigo has one or more of these terracotta figures? Do any photographs exist of the display window at Prescott and Dawe’s featuring these figures with their lights? Of great interest to the Roman Catholic community of Bendigo was the visit in November 1915 of his

Excellency the Apostolic Delegate, the Most Reverend Dr Bonaventura Cerretti, Archbishop of Corinth. The St Kilian’s branch of the Hibernian Society of Bendigo had approached Mr Dawe for the manufacture of a unique Australiana gold inkstand. There had been a competitive call for designs for this presentation gift. Fifteen carat gold was used in the manufacture of this inkstand. : “It consists of a beautiful piece of fiddle back highly polished blackwood upon which is mounted a map of Australia (minus Tasmania) in solid gold, the centre comprising a gold inkwell, supporting a kookaburra and on each side of the inkwell are mounted a solid gold emu and kangaroo. On the right hand side of the map of Australia is mounted a shield with the Hibernian coat of arms enamelled. In the centre is a gold plate bearing an inscription.” Dr Cerretti had travelled by train from Sydney, on arrival in Melbourne boarded the Victorian Railways state car in order to visit Sale. Accompanying Dr Cerretti was his private secretary Dr Ormond, at Sale he conducted a Pontifical High Mass in St Mary’s cathedral, Dr Reville the then Bishop of Sandhurst was also present, so could accompany the Papal Delegate for his subsequent visit to Bendigo. The delegation arrived in Bendigo on Saturday, November 13, 1915 and stayed at Dr Reville’s Bishop’s Palace for a number of days. A large number of social and religious functions were attended and participated in, and as was recorded, “all of which were brilliantly carried out.”

NOT WELL: Ruth Rendell also wrote under the name Barbara Vine.

Ruth, or is it Barbara? A Dark-Adapted Eye Barbara Vine

W

E lost PD James last November and it was disarming to learn a few weeks ago that the other doyen of mystery writers, Ruth Rendell, has suffered a major stroke and remains critically ill. Like P D James, Rendell was not only prolific but a reliably good read and like James she combined murder with a distinctly literary style. She also wrote under the pseudonym of Barbara Vine and I must say, I preferred Barbara to Ruth. While the latter largely focused on the Inspector Wexford novels, and other stand - alone murder mysteries, Barbara concentrated on psychological thrillers. Rendell explained the reasons for her schizophrenic approach to writing best herself in 1997 in the left wing English journal Red Pepper. “I never kept the fact that I was Barbara Vine a secret,” she says. “It was just a way of doing a different kind of book. The characters are deeper and they feature not so much murder as accidental death or societal pressures. I thought it would be a minor strand, but they’ve turned out to be as popular

as my other books.” Her first book written as Barbara Vine in 1986 fits this criteria to a tee. A Dark-Adapted Eye – what a wonderful title – is set during World War II in an English village and the two main characters, sisters, are intriguingly drawn. Vine uses the clever technique of having the sisters, Vera and Eden, observed by a third person, their younger cousin Faith. Faith first visits the sisters as an impressionable schoolgirl who is sent to them to escape the Blitz. Vera’s husband is away in the war and she has despatched her son to a boarding school. Vera’s demeanour is cold and all warmth saved for her beautiful younger sister, Eden, with whom she is obsessed. Later, Vera has a second son, Jamie, and Eden marries into a wealthy family. The sisters’ personalities start to unravel as Eden, unable to have children, lays claim to Vera’s Jamie. Our curiosity is titillated at the very beginning of the novel when the adult Faith reveals the skeleton in her family’s closet – that Vera was hanged for murder. Our job as readers is to discover not so much the who but the why.

Amy’s tree change I

N December last year Amy Moylan made the tree change from Melbourne to Bendigo to take up her new role as hotel manager at The Schaller Studio. Since leaving the city with her fiancé and two dogs she has not looked back, with the thriving art and culinary scene captivating her. Amy previously spent three months living and working in Bendigo where she played an integral role in the opening of The Schaller Studio, which swung open its doors in May 2014. This saw the launch of the Art Series Hotel Group’s first Studio concept, an innovative evolution of the brand. Amy will draw from her

five years of experience with Art Series Hotel Group and involvement in the vibrant scene of Melbourne to further develop the foundations of The Schaller Studio. Amy also wants to continue to engage with Bendigo locals with plans to run additional community events such as the successful Open Studio Sundays, which invited locals to come in and experience all the hotel has to offer with free food, art tours and activities for the kids. All staff at The Schaller Studio are fully trained and equipped to deliver informative tours of the artwork, while also offering advice on the best local experiences including the Schaller inspired-city tram.

ACK with a bite, the annual Bendigo Craft Beer Festival will have a drop on tap for all tastes. Locals can tap into their favourite handcrafted beers and ciders from their favourite brewers on March 28. More than 25 cider and beer brewers will be on hand to pour their drinks at the festival. Brookes Bendigo, True Brew, Tooborac Hotel and Brewery, and Holgate Brewhouse will be some of the cold tastes on offer. “We have moved the event to earlier in the year on a less congested date,” organiser Darrell Billett said. “It’s about creating an awareness of what you can get and there is a plethora of craft beer and cider brewers. Some pubs are even putting more craft beers on tap. “This event gives people an opportunity to see what is available.” Bendigo favourite Grim Fawkner will headline the festival with live music playing across the 11am to 7pm event. Children will be in awe with a magic show and face painting while the grown-ups will be treated to a giant Jenga and Connect Four. Locals can hop from stall to stall with their tasting glass for $35 for early birds or $40 for last minute craftsmen (and women). Locals can join the festivities by buying tickets early or find out more at www.bendigocraftbeerfestival.com.au TOP DROP: Darrell and Jayde Billett.

The group will also provide advice about how to use an online state government computer program, www.switchon.vic.gov.au There will also be a practical demonstration showing a smart meter supplied by Powercor and communicating to an in-home energy display. This will provide real time data and feedback of energy usage. The BSG was successful in winning a Victorian State government grant for developing and delivering energy information and tools to support the local community in Bendigo and surrounding regional townships. Over the next 12 months members of BSG will conduct more than 50 energy information presentations and workshops around the region. The first two will be presented at the Bendigo Library Meeting Room 1 on Tuesday from 3.30pm till 4.30pm and in the downstairs activity room 1 from 5.30pm to 6.30pm.

redy also acts as an effective ‘shop locally’ initiative Bendigo is one of two Australian representatives among 65 presenters chosen from some of the world’s leading financial innovators. In 2014, the organisaiton was named in the BRW Top 50 innovators. The bank’s executive community engagement, Robert Musgrove, and Rick Van Emerick, senior technicial adviser from bank subsidiary Community Telco Australia, presented redy at this week’s London event. “To be selected is a real coup,” Mr Musgrove said. “It’s a testament not only to our technical capability, but to the way in which redy reflects our strategy. “Our bank is built on respond-

INNOVATOR: The Bendigo and Adelaide Bank is leading the charge on progress. Photo: ANDREW PERRYMAN ing to customer needs and helping its communities to prosper and here we have a device that does both by enabling customers to donate a percentage of the redy transaction fee to the charity or cause of their choosing. “We are leveraging the power of aggregated micro-payments to help communities source new funding streams via a form of crowd funding. ”It also acts as an effective ‘shop locally’ initiative, retaining capital

in local markets rather than see it leaking into internet sales.” The Finovate format allows companies just seven minutes – without presentation aids such as PowerPoint – to demonstrate their innovation. Mr Musgrove said the Bendigo had shown delegates how easy redy was to use. “We’ll also replicate the Australian first we clocked up back in July when we used a Samsung smart watch to perform a transaction.

“Since then we’ve added further functionality, it’s going to be a pretty hectic seven minutes.” In 1982, the bank became the first financial institution to introduce Visa to Australia. In 1998, it launched the first Australian online banking platform. The bank owns Community Telco Australia and is a substantial shareholder in payments company Cuscal. The bank has also signed a memorandum of understanding with Samsung.

Super Series off to a flying start By NICK ATYEO

R

OUND one of the Central Victorian Lure Casters Super Series got under way last month on the Goulburn River in the Mitchellstown area. A turnout of more than 100 anglers including a dozen juniors ensured plenty of competition for this popular catch’n release competition. Craig Hartnett was off to a good start with the largest Murray cod for the round with a 68cm cod earning him a cash prize in excess of $200. However, Simon Potts is on top of the table with a 155 points with his Murray

cod and two golden perch. He was closely followed by Simon Burke with three perch and a redfin on 145 points who is just ahead of Anita Wilson whose three perch totalled 138 points. Competition organisers are hoping for an even bigger turnout Sunday, February 23 for round two at Lake Eppalock. In keeping with the new format a briefing along with a guest speaker will keep anglers informed at the Lake Eppalock Holiday Park the evening before competition. Camping sites are available at the park for an additional cost. ~ADVERTisEmEnT~

Competition organiser David Nelson says that Eppalock is still producing Golden perch and large redfin. More information at www.cvlcss.com.au February 21 and 22 will also have members of the Bendigo Legion Angling Club on their first official outing of the calendar year at the Goulburn River again in the Mitchellstown vicinty with bush camping on Majors Creek. Long-time angling club member Rob Tamblyn finally encountered a cod of mythical proportions (metre plus) on the Edward River just outside Deniliquin recently. Reports indicate both fish and angler have fully recovered.

Mercedes-Benz and Poyser Motors have unleashed great runout offers across the entire Vito range. Let Poyser’s Mark Doyle or Peter Hyett show you the many advantages of a new Mecedes-Benz Vito van. Every new Vito in stock now comes with zero per cent finance over a 24 month term as well as two years free scheduled servicing; so there’s never been a better time to purchase a new Vito.

EADING into late summer means hopper season for fly fishers lucky enough to spend some time in North East Victoria. Stretches of river that have high, grassy banks can be real hot spots as it’s not uncommon for a grasshopper or cricket to accidentally tumble over the edge, and the trout sure seem to know it. Fishing at this time of year is sometimes challenging due to low flows in many streams and rising water temperatures. But for the fly fisher it also means light gear, wet-wading, long balmy evening sessions and some of the best dry fly action of the year. While trout fishing locally is

pretty quiet there can still be good fishing on tail-waters such as the Goulburn River below Lake Eildon and some of the higher altitude mountain streams. I have had reports that the King River (above and below Lake William Hovel) and the Rose River have been very quiet. However the Rubicon, Delatite and King Parrot Creek have been producing better results. I spent a day up near the headwaters of the King Parrot Creek recently and had some of the best sight fishing that I have experienced. The creek was low and sedate and the water crystal clear. The sun was shining and the trout were extremely flighty in the bright conditions meaning that I spooked far more than I caught. These conditions made for

ICTORIAN Agriculture Minister Jaala Pulford announced a duck hunting season of 12 weeks with restrictions to the daily bag limit, last month. The daily bag limit will be 10 ducks on opening day, with a five per day bag limit for the remainder of the season. Below average rainfall for the past two years has reduced duck numbers and habitat resulting in the Game Management Authority (GMA) recommending a reduced bag limit to ensure the sustainability of duck populations. On the opening Saturday of the season, no more than two game ducks per daily bag limit can be Blue-winged Shovelers, reducing to one Blue-winged Shoveler for the remainder of the season. The decision to modify the Victorian season mirrors the South Australian Government’s decision to reduce its daily bag limit in response to low duck numbers and reduced habitat. “Duck hunting is a popular recreational activity in Victoria, with more than 26,000 people licensed to hunt game ducks,” Minister Pulford said. “Anyone wishing to take part in the 2015 duck season must have passed a waterfowl identification test to demonstrate that they can correctly identify which species are allowed to be hunted.” The 2015 duck hunting starts on Saturday, March 21 at 7.10am in the eastern zone, 7.20am in the central zone and 7.30am in the western zone, and closes half an hour after sunset on Monday, June 8, 2015. www.gma.vic.gov.au

Silver for Gully

WEEKLY SPORT EVCA – Division 1

Six chase finals berth

By JOEL PETERSON

GOLDEN Gully rode its luck all the way to a piece of silverware on Sunday, when it claimed the EVCA’s Bash For Cash title at Pearce Reserve. On a day of upsets, Golden Gully’s first game was forfeited due to United not being able to field a side, before it upset Sedgwick in the semi-final at Tannery Lane to progress to the grand final. It met Maiden Gully in the decider after Gully got the better of Marong before upsetting host side Mandurang. As it had done in the two games prior, Maiden Gully batted first in the decider, however with limited success. Golden Gully’s bowlers made a strong start and took early wickets, never allowing the Gully batsmen to get going. Brad Kinder was the only Gully batsman to break the shackles, top scoring with 36. Shaun O’Shea and Jeremy Rogerson each claimed two scalps from their solitary overs, as the Cobras restricted Maiden Gully to 8/85 from 10 overs. In reply, the Cobras came out

CHAMPIONS: Golden Gully with the winners’ shield. Photo: ANDREW PERRYMAN firing to breeze past the target. Jeremy Rogerson, unlucky not to claim the Cathcart medal as the game’s best player, cracked four sixes on his way to 38 not out as Golden Gully passed the total with four overs remaining. Shaun O’Shea, who was ad-

judged the standout player for the Cobras, finished with an unbeaten 12, while Nathan Hamblin and Nathan Shatwell added 15 and 4, respectively. Rob Brown and Steve Hollingsworth each took a wicket for Maiden Gully.

THE Emu Valley Cricket Association is set for a thrilling finals race over the final two rounds of the season, beginning tomorrow. Six sides are still firmly in the finals hunt, with Golden Gully still an outside chance to sneak into the final four from seventh. Undefeated side Mandurang is safe on top of the table, with Sedgwick’s six wins good enough for second, United third and Emu Creek fourth, half a point clear of Axe Creek. The Cowboys are a further game clear of West Bendigo, with Golden Gully in seventh still a mathematical chance for finals. The association’s top four sides all recorded wins on the weekend, highlighted by Emu Creek’s destruction of Marong’s batting order to take a 78-run win. Jeremy Ross made 42 as the Emus steamrolled the Panthers for only 127, led by Simon Marwood’s 3/32 from 15 overs. Michael Checkley and Julian Renshaw also picked up two wickets, while former Golden Gully quick Cam Moore provided a handy addition to the Emus lineup taking 2/22. Fifth placed West Bendigo also recorded a comfortable win over Maiden Gully, despite two brilliant performances with the bat from young gun Alex Gorrie. Gorrie made 75 as Gully was dismissed for 158 in the first innings, 163 runs short of the Redbacks’ 315. Gully then headed back to the

crease for 20 overs, in which Gorrie decided to put on a show. He blasted 11 boundaries and sent four balls over the ropes on his way to an unbeaten 110 to see the hosts finish with 2/137, with Shannon Craven (13) next best. Mandurang kept its unbeaten run alive with a strong batting performance against Golden Gully. Chasing 271, Ben Rodda (88), Matt Giri (71 off 60 balls) and Paul Martin (70) all found form. Golden Gully’s Shaun O’Shea took 4/78 to lead the way with the ball. Sedgwick completed a comfortable win after a monster effort with the bat on day one, claiming a 169run win over Axe Creek. Former Ram Jordan Knight belted nine fours and two sixes on his way to 88 and got the innings off to a good start with Graham Gamble, putting on 127 for the second wicket. Grant Le Poidevin chipped in with 31 at number four, but veteran Scott McKenzie (4/74) took the key middle order wickets as the Rams dismissed the visitors for 276 and cemented second spot with their sixth win of the season. In the round’s final game, United took care of business against Spring Gully to stay in third ahead of a clash against West Bendigo this week. After his side made 268, Luke O’Sullivan took three wickets as the hosts reduced the Crows to 220 from 71.5 overs. Alex Sutton top scored with 71 not out for Spring Gully, who take on Axe Creek this week.

Chasing the top spot By JOEL PETERSON

BENDIGO Spirit still has plenty to play for when faces Canberra tonight in its last game of the WNBL regular season. Bendigo is locked in to a top-two spot, and needs to win and for Townsville to lose both of its remaining games this weekend against Sydney and Dandenong, to clinch top spot and a home semi final. Despite that unlikely scenario, coach Bernie Harrower will not accept anything less than 100 per cent

effort from his team heading into a crucial semi final against the Fire next week. The side needs to get back to the form that saw it beat Townsville two weeks ago after a topsy-turvy display against Melbourne on Sunday that saw the Spirit escape with a miraculous comeback win. Canberra has had some impressive performances against the second-placed side this season, including a storming comeback led by Lauren Jackson, Abby Bishop and Kristen Veal last time they met.

A win means Bendigo is still in play for top spot, but ladder leaders Townsville only need to win one game this weekend to secure the minor championship. Canberra is playing for its finals life – a win against Bendigo and the Caps are guaranteed a postseason berth – and have no shortage of motivation to close out their season at home as winners. The Capitals are part of a three-team logjam between fourth and sixth, with Melbourne and Syd-

ney Uni also sitting on 10 wins and 11 losses. Likely league MVP Abby Bishop’s play deserves a postseason berth, but with the race for finals as tight as it is, nothing is guaranteed. Gabe Richards had 20 points the first time the two sides met before playing while unwell in the second meeting and looms as a key, while Bishop has signalled her intention to have a big game. The Spirit will do battle with the Caps from 5.40pm tonight. NEW ROLE: Kelly Wilson will rejoin the Braves at the end of the WNBL season.

O’Shea joins team for Paris contest BENDIGO cyclist Glenn O’Shea arrived in France this week after being selected for the UCI Track World Championships in Paris. The three-time world champion is part of a 20-member team of Australia’s best track cyclists that flew to the French capital earlier ahead of the titles that get underway next week. O’Shea did not contest the recent Herald Sun Tour with Budget Forklifts, he and teammate Jack Bobridge instead choosing to prepare for the world championships. Bobridge and O’Shea will team up in the madison, as they will at the Bendigo International Madison in March. The duo will form two members of the six-man team pursuit squad – joined by Alex Edmondson, Mitchell Mulhern, national under-23 road

champion Miles Scotson and Luke Davison. National performance director Kevin Tabotta said he was encouraged by the signs the team had shown in the lead up to the event. “It’s been exciting to watch the competition for spots leading into the final selection for this Australian team,” Tabotta said. “It demonstrates the great depth and quality of talent in our team for Paris, and gives encouraging signs for the future of Australian track cycling. “As a team, our ambitions are lofty for the worlds – and pre-competition performance indicators are very encouraging.” O’Shea joined with the Budget Forklifts team this year to bolster his bid for the 2016 Rio Olympics, and the world

TEAM PLAYER: Glenn O’Shea is on track in Paris. titles will form an integral part of the qualification for next year’s games. “This team represents the core of the athlete pool vying for the limited spots available for the Rio Olympics team in 2016,” Tabotta said. “After these Worlds, there will be just three World Cups and one World Championships for all athletes to qualify and stake a claim

for selection.” The UCI Track World Championships are held from February 18 to 22 in Paris. O’Shea’s campaign gets under way on Wednesday with the qualifying for the team pursuit, before Thursday’s final. The madison is the last event held at the championships – the 50km race will be staged next Sunday.

THE Bendigo Lady Braves this week announced a big signing ahead of the 2015 South East Australian Basketball League campaign, with two time league MVP Kelly Wilson returning to the club. Wilson has enjoyed a stellar three years, winning two WNBL championships with Bendigo and her second SEABL MVP crown in 2013, as well as representing her country with the Australian Opals in the last 12 months. The versatile 170cm guard is averaging 7.2 points and is second in the WNBL with 5.1 assists per game after taking over at point guard from Kristi Harrower with the Spirit this season. Wilson returns to the Lady Braves after three years with Knox Raiders, that saw her and Gabe Richards com-

bine for the 2013 SEABL title. “I enjoyed my time at Knox but I’m really looking forward to returning to the court with the Braves,” Wilson, who grew up in Leongatha, said. “I consider myself a bit of a Bendigo local now that I have lived here for so long so it will be great to return to such a successful club.” “They have had a lot of success the past couple years and hopefully we can get over that last hurdle and win a championship.” Lady Braves coach Jonathan Goodman said Wilson’s return is a huge step in the right direction for the club. “Kelly is a dynamic scorer and will provide valuable leadership for the team,” Goodman said.

NO WOMAN WITH OVARIAN CANCER SHOULD WALK ALONE The RUN100 Foundation exists quite simply, to raise funds that will go toward research, support, advocacy and education for ovarian cancer and the people that are being affected by the terrible disease. With a wonderfully talented Foundation Committee, the organisation is going from strength to strength. By way of great corporate support, business sponsorship and public participation, 2015 is set to be a fantastic year. After a hugely successful run from Echuca to Bendigo last March this year, Jeff Brennan has raised the bar in an effort to generate more funds and awareness to fight this terrible disease known as the silent killer, Ovarian Cancer. Setting off from Barham on this marathon journey, on February 26-27, Jeff will be running 157km finishing in Bendigo inside 24 hours. This run will celebrate February, Ovarian Cancer Month and provide hope and support with much needed research funds through the RUN100 Foundation Supporting Ovarian Cancer. One in 70 women develop ovarian cancer in their lifetime; every 10 hours a woman in Australia will die of ovarian cancer; and only 20% of Australian women will survive more than five years. Now you can see why Jeff and the Foundation needs your generous support.

Bendigo Spirit chairman Greg Bickley says the ABC’s decision to reinstate live broadcasts of the Women’s National Basketball League semi finals is the right one. The broadcaster had initially shelved the games, and planned to show them on delay, because of its coverage of the Australian Women’s Open Golf on February 21 and 22. The league came up with scheduling alternatives that were knocked back by the ABC, which decided last year to stop broadcasting the sport at the end of this season, after a 35-year association with the game. The decision means that the major semi final, to be played between Townsville and Bendigo on Sunday, February 22, will be shown at 3pm on ABC2. “It is a positive for our fans and we are glad the right decision has been made,” Bickley said on Thursday.

“We are still disappointed in the ABC’s decision, and as a club we call on the ABC to recommit to next season and recommit to the sport. “They are shifting regional operations to Sydney and it is disappointing they are pulling services such as this.” The ABC’s initial schedule listed every broadcast match as being played at 3pm on Saturday afternoon, but that fixture was chopped and changed at the broadcaster’s behest. Tonight’s clash between Canberra and Bendigo at AIS Arena was originally scheduled for Saturday at 3pm, but will instead be played at 5.40pm tonight so it can be shown on delay at 12pm tomorrow. Bendigo’s semi final is likely to be played in Townsville – the Fire would need to lose both their games this weekend while Bendigo win for the Spirit to snare top spot – with the winner of the game going on to host the grand final.

After Bendigo hosted the last two deciders, Bickley said the club has plans in place for its supporters if the Spirit makes the game and it is hosted by the Fire. “We are trying to set up an opportunity where our fans can get together and watch the game with big screens, to support the girls,” he said. “We would obviously love to have it here again, but if we do make it through we want to make sure our fans get as much access to the game as is possible. “We are still hoping for another home grand final though.” Plenty is happening off-court for the Spirit, with the club advertising for a general manager’s position, likely to be appointed during the off-season. “As a board we can admit that there are things offcourt we haven’t done as well as we could, and this is a really exciting step in continuing to improve how we run our club,” Bickley said.
