CITY of Greater Bendigo chief executive officer Craig Niemann has spoken out about the challenges the organisation faces as it wrestles with the expected impacts of a state government cap on rates and the loss of indexation on Federal Assistance Grants, balanced against plans for a $30 million indoor aquatic facility at Kangaroo Flat. Sitting down this week for a wide ranging interview with the Bendigo Weekly, the council’s most senior officer confirmed the city faces losing at least $5m in revenue over the next three years due to the changes imposed by other levels of

the issue is more about the project’s priority status than its overall affordability. ”And the pool has been the council’s number one priority, and we have been talking about that for a number of years because the councillors themselves did some work and said what’s number one, number two, three, four, and the pool was number one, so we’ve advocated strongly to try and make that happen.” He explained how the pool considerations had become a very complex decision about day to day service delivery and smaller community projects or larger projects that would benefit a broader population. “The state offer is as much money as has been offered for an aquatic facility outside of MSAC (Melbourne Sports and Aquatic Centre) in Melbourne so we are pretty fortunate to have that amount of money on the table,” he said. “We’ve done financial modelling and presented that to the council where we consider that it is affordable, it means that you cannot do everything for everyone, and there are a lot of master plans and a lot of strategies, there are good projects that, if you do the pool you cannot do those in the next couple of years, so that’s the conversation and the decision for the councillors. – Continued Page 7

In the first of a two-part interview with the Weekly and midst the storm of protests accompanying the City’s stance on its possible exit from the provision of Home and Community Care (HACC) services, the closure of the Bendigo Early Learning Centre on Park Road, and debate about the proposed Greater Bendigo Indoor Aquatic Leisure and Wellness Centre, Mr Niemann also hinted ratepayers could face a rates rise this year that is less than previously expected. “So to go from our current position which has been six per cent in the council plan, we’re currently working on less than that in terms of next year’s budget, but a rate cap of let’s say three per cent, is in fact nearly $2.4m less per annum,’’ he said. “So it means something’s got to fall off, in terms of either capital works, and our ability to deliver new capital projects for the community, or looking very closely at our service delivery and what we do, in excess of what we might need to do.’’ Asked about the proposed indoor aquatic facility at Kangaroo Flat, Mr Niemann believes

It is Tuesday morning and the money has run out. In fact it ran out last week, but what is more urgent now is that the cupboard is empty. Jan (not her real name) walks slowly up the steps to the welfare agency. She hates doing this. Once inside she is given a list of food items from which she can pick and waits while a volunteer gathers the food up for her. Jan takes a furtive look around. Like herself, no-one has their heads held high; like her, they just want to get in and out as quickly as they can. Glenyce Lourie works at one of the two Uniting Care Emergency Relief Centres in Bendigo which distributes food to hungry people. “Some of these people have never had to ask for food before,” Glenyce says. “It is deeply embarrassing for them. I try to make them feel comfortable, give them a

little more without them feeling worse. ‘Can you do with a knitted blanket?’, I might ask them.” Jan says she hates the start of the school year. The children need new uniforms, books and then they will get an excursion notice. “I hate telling the kids we can’t afford it. I sound like a broken record.” Jan has no car and is last seen trudging down High Street, carrying her plastic bags of food home. “We are seeing an increase in the families who have never had to ask for help before coming in here,” Julie Roberts, the manager of Uniting Care Emergency Relief, says. Her observations are backed up by figures released in a City of Greater Bendigo council survey. Between 2011 and 2014 there was an increase of 108 per cent of people who

Families which described themselves as “struggling” increased by 61 per cent. “It doesn’t take much to tip families over the edge,” Julie Roberts says. “It can be a car bill they didn’t budget for, an illness, or a lost job. “Handing out food isn’t considered a trendy thing to do. We are often overlooked by funding bodies,” she says. “People think that society has moved on, but sadly families are still going hungry.” “It is deceiving when you look at Bendigo,” Matthew Parkinson of Baptist Community Care says. “On the surface you see our wonderful architecture, the beautiful streets and parks, but there is an underbelly in Bendigo where people are struggling to exist”. The present system of food relief in Bendigo presently comes under the um-

brella of the Food Security Relief Network. The network consists of 15 Bendigo welfare agencies and five individual community members. Two organisations in Bendigo, Foodshare and Foodbank, supply food to the agencies, which in turn pass it on to families and individuals. At the same time the welfare agencies pay an annual fee to Foodshare and Foodbank for the food they supply to the families. This past year Uniting Care Emergency Relief spent $50,000 in total from a variety of sources to buy food for their clients. “It is amazing that we have to spend such a large amount of our budget on food, but that is where the primary need is for many people,” Lisa Scheuffele, the finance officer from Uniting Care says.

Most welfare agencies, according to Lisa, receive funding on an ad-hoc basis. “We apply for grants, including council grants but these are not perpetual. We receive money from the Department of Social Services and from the opportunity shops,” she said. “Uniting Care for example has five shops in Bendigo which donate funds to us. The same applies to other agencies which have op shops in Bendigo.” Over the coming weeks the Bendigo Weekly will be highlighting various agencies which supply food in the hope that they will be more accessible to those who need them. We also hope the public may be encouraged to donate food and cash to buy food for the agencies. A list of food distribution agencies and soup kitchens can be found on page 36.

Time for Teal WEDNESDAY was Teal Day across Australia and Bendigo women came together to mark the occasion. More than 400 assembled for Bendigo’s Biggest Afternoon Teal, Ovarian Cancer Australia’s main event during Ovarian Cancer Awareness Month. The event was held in High Street, and those who were unable to attend were able to buy a virtual ticket to add their support to the cause. tralia. Statistics show three of those women are likely to die. In 2004 business owner Lisa Smith was diagnosed with cancer in both ovaries. “I am one of the fortunate ones to survive this silent deadly killer,” she said. “There is no test yet. The problem is cancer of the ovaries moves to other vital organs, and by the time it’s discovered it’s often too late. “Money is needed for research, that is why we sell the ribbons and hold the event to raise awareness and money.”

Ten sites located throughout Greater Bendigo will be targeted as part of Clean Up Australia Day this Sunday, March 1. Clean Up Australia Day sites in Greater Bendigo include – Spring Gully Creek Reserve, Bendigo Creek near Lake Weeroona, Howard Street Epsom, Edwards Road Marong, Long Gully Recreation Reserve, Kangaroo Flat Cemetery, White Hills Cemetery, Eaglehawk Cemetery, Bendigo Cemetery and Manning Reserve Junortoun. Last year about 500 volunteers took part and removed about 2350 kilograms of rubbish from 20 sites across Greater Bendigo. Volunteers must register with the site coordinator upon arrival at the meeting point. Please bring gloves, wear suitable clothing, including sturdy footwear and sun protection. Don’t forget to bring along something to drink and eat. Children 15 years of age and under must also be accompanied and supervised by a parent or guardian. APPLEFEST RETURNS This year’s Harcourt Applefest takes place on Saturday, March 7. The transition from predominantly large orchards to smaller boutique industries has attracted new businesses and food producers to this year’s event, as the traditional Harcourt Applefest experiences a renaissance with new ideas, new energy and new attractions. There’s plenty of tradition in this event including the Harcourt Art Show, the Harcourt Pet Parade and the Applefest Street Parade. Central to the celebration is the Festival Market Place which this year is packed with new stalls offering locally grown produce and handcrafted goods. Local residents will get another chance to have their say on Bendigo’s proposed bus network after the initial Public Transport Victoria plan drew the ire of network commuters. An initial round of community consultations with PTV was held in December, with residents from across Bendigo lamenting the changes to the current network. Under the plan every route number would be changed and the North Service scrapped, while a direct service from Lansell Square to Epsom station would replace the current Epsom and Kangaroo Flat services. Residents along Spring Gully Road would miss out on bus services completely, as would commuters from Kangaroo Flat Station, while Eaglehawk and Huntly residents also expressed concerns to the Bendigo Weekly. Public Transport Minister and Member for Ben-

digo East Jacinta Allan this week announced a second round of community consultation sessions would be held. “The community response to the bus network review shows how passionate people in Bendigo are about buses and public transport,” Ms Allan said.

Our bus network will be better for the input, views and opinions “I want to see that passion reflected in the bus services we use every day, which is why I have intervened to see community consultation reopened.” Spring Gully residents held a community meeting in relation to the ser-

vice this week, attended by around 150 locals. Ms Allan said she understood the concerns raised from locals about the length, notice and promotion of the first round of community meetings, which is why she has intervened to see consultation re-opened. Member for Bendigo West Maree Edwards said the feedback from residents would be welcomed. “Our bus network will be better for the input, views and opinions of those who use it every day,” she said. Regardless of whether changes are implemented to the proposed system or not, Ms Allan said a new network will be in place later this year. Labor says the new bus system will compliment other planned major transport improvements including the proposed Bendigo Metro rail plan. More information regarding consultation times and locations will be provided in the coming weeks, well ahead of sessions starting.

Councillor says festival has faded EPPALOCK ward councillor Helen Leach says after recent changes, the Bendigo Easter Festival has lost its way. “I am very disappointed in the direction it seems to be going, it seems to have lost its grunt,” she said. Despite attempting to resign from the Bendigo Easter Festival advisory committee last week, Ms Leach was informed she could not as their services were no longer needed. “I do want to distance myself from the festival,” she said. “I didn’t feel that I had a real voice in the BEF. “To me, the festival seemed more local before and now with Fiesta Events and Catering in, it has lost its local connection and it will. I know the fees (to traders) are for the whole weekend but I think they are exorbitant. “I know we have to run the event as close to cost-neutral as we can and be careful not to over spend the budget. But I am disappointed in the direction the festival is going and feel it has lost its spirit.” But City Futures director Stan

Liacos said the festival was a “pinnacle event” on the city’s major events calendar. “Each year we do review operations and from feedback make tweaks to respond to new opportunities and try to refresh offerings. A festival that stands still does not survive into the future,” he said. “People today also have far more leisure choices than what they had decades ago in the so-called good old days.” But Mr Liacos said “little had changed”, with tradition reigning. “Attendances and satisfaction levels are steadily rising each year from a low base about 10 years ago. Parade entries and food and market vendor numbers are also sizably up,” he said. “The community and council do a marvellous job with what is in reality a very small budget. Because the festival is in essence a free event, we have no choice but to ensure that costs are responsibly controlled and prudent commercial revenue streams introduced wherever appropriate. “ Cr Leach said the BEF’s term had ended and was in the process

MPs join care fight BENDIGO residents and local MPs have called on the City of Greater Bendigo (COGB) to reverse its decision to close the Bendigo Early Learning Centre (BELC). Federal member for Bendigo Lisa Chesters said local Labor politicians stood with the parents and residents fighting to protect council-run childcare centres in Bendigo, and called on the council to rescind their decision to close BELC. The Save BELC campaign group and the Australian Services Union, who have jointly organised the petition, say council’s decision to close the centre does not represent the interests ratepayers and was made behind closed doors without consultation. Save BELC spokesperson Naomi Evans said council’s role is to provide quality services that are relevant to the needs of its community, and that BELC offers high quality education and learning

programs for children from zero to five and sets the standard for childcare in Bendigo. “The centre is ideally situated in a safe parkland setting with a natural outdoor play area and established vegetable gardens. FOUR Kangaroo Flat schools are pushing the City of Greater Bendigo to build the Greater Bendigo Indoor Aquatic and Leisure and Wellbeing centre. Despite the City of Greater Bendigo previously listing it as their number one priority, council is reconsidering the need for the development. Kangaroo Flat Primary School acting principal Kim Saddlier said the complex would “make a difference to the lives of local families”. “Kangaroo Flat Primary School fully supports this project and would patronise this facility in a variety of ways from excursions to swimming lessons,” she said. Ms Quinlan said the decision would be reviewed in August but the decisions were “purely from a management perspective”. Ms Quinlan said staff, unable to work with public in the gallery, would be al-

The debate there isn’t about the quality of the service would want to see a project delivered within the current term of government. The state government’s plan to cap council rates according to the Consumer Price Index was problematic for local government according to Mr Niemann, and included the potential for job losses in the sector. “There’s a real potential, we will have to review services,” he said. “Without saying yes there will be job losses, yes there’s certainly going to be an impact on the resources available to provide the services,” he said. Mr Niemann said he would prefer the government amended its policy to reflect the Local Government Cost index, which historically runs

at about one per cent above traditional CPI, but can vary compared to the construction index and how much building activity there is in the capital works program. “I think we should use that argument to the state and say it’s OK to say CPI but we think that surely we need to be able to increase our rates according to the cost index for local government,” he said. The CEO also said he was acutely aware of how difficult the current talks about HACC services were for all parties, including clients, their families and the staff who provide such a valued and high quality service. “We provide a really good service and the debate there isn’t about the quality of the service. “It’s about what the ongoing costs are going to be and the federal and state changes, and the way that will change the way HACC services are delivered is a fair bit of the thinking and why we’re having conversations about it right now. “Clients want continuity of care, they love what they get because they know the people that deliver the service, so there’s a real personal element to it, and any change puts doubt about that. “I think people like to know there are other factors at play, it’s not just money. There are other significant factors at play and when you start to talk about whether council should be competing in a service delivery environment. The penny does drop there in terms of should we be delivering services that other providers are suitably qualified, because they have to deliver them to us at a national standard, and we’re not competitors,” he said. “We provide services in an environment where others don’t provide a service.”

Any change in use to the site would require a public consultation process and a council resolution. ‘‘No investigation has been undertaken to date.” Aware the club did not submit any comment during the three-month ex-

hibition period for the report, secretary Lyn Goodall said they wanted to be part of the process. “We are sitting here not knowing what is going to happen to us,” she said. “The club is just being left, it has not been in any discussions until now in the recommendations, which basically say to (the Peter Krenz Leisure Centre) when you are talking about your redevelopment don’t forget there is this area here.” But Mr Jess said the Bendigo Regional YMCA, not council, was consulting their users about potential upgrades. The Eaglehawk Croquet Club said it wants to work with the centre and City of Greater Bendigo to understand and achieve a “firm commitment” about its future.

Early learning centre the new goal SIXTY new Early Learning Centre (ELC) places will be created under proposed plans for a centre in Maiden Gully. Children aged two to six, could be enrolled in a new Learning Early Montessori Group-provided ELC if proposed plans at the City of Greater Bendigo are approved. The Church of Christ has approved plans for a chapel, reception, entry and foyer, cafe and outdoor seating area, bathroom amenities, children’s hall, playground and meeting rooms. But, a recent amendment seeks to replace the children’s hall and meeting rooms with a 60-place ELC. “This application seeks approval to use part of the permitted building as an early learning centre as part of the relocation program for Bendigo Church of Christ,” the amended application said. “The current permit allows the building to be used as a place of as-

EAGLEHAWK Croquet Club fear they are being knocked out of their beloved Napier Street home. In the latest Eaglehawk Community Facilities Audit and Needs Assessment report, the club’s land adjoining the Peter Krenz Leisure Centre, could be considered in the centre’s redevelopment. “Review croquet participation in Bendigo across the existing facilities and examine the sustainability of the Eaglehawk Croquet Club,” the report’s recommendation 18 said. Despite claims the membership was limited, club president Alan Rawlins said it had grown and was more viable than ever. “We have increased our membership, we are about to apply for a grant to improve some of the grounds and we need to develop a three to five year plan,” the Kangaroo Flat resident said. Despite hearing rumours of the club’s closure as a result of the development of the leisure centre, Mr Rawlins said their concerns had intensified. “We got really concerned when we saw some men on the footpath with their surveying equipment,” he said. “We would like to stay here partly because it is a really good position, we

Under the amendment a notfor-profit organisation, Learning Early, would provide the childcare service. “Learning Early centres embrace and implement Montessori educational philosophy which deliver creative and structured programs for children aged two to six,” the application read. “Montessori-Centres... will be seeking government financial assistance in the establishment of the centre.” Council is yet to approve the amended plans.

Kensey Care’s Time Share Vehicle initiative aims to give convenient and affordable access to a wheelchair transport vehicle. Managing director Scott Seymour said the not-forprofit initiative supported those struggling to access appropriate transport. “I first came up with the idea after waiting for four hours at the ophthalmologist for one of our clients because there was no taxi available. In the end we had to call an ambulance to take him home,” the Senior Helpers owner said. “We are all about encouraging access and people in wheelchairs miss out on a lot of things purely because they don’t have access. Even getting from Epsom into town can be a really big deal for a family if they don’t have that

“It won’t be the solution to everyone’s access problems but it will be for many people,” Mr Seymour said. “I hope this gives freedom, a bit more access to those who use the service. TSV will give them freedom to book the vehicle and use the vehicle for their own purposes.” Locals can register their interest in the initiative and attend an information session on March 25 at the

Bendigo Library at 7pm. “We will take people through the program, outline all the costs involved and answer any questions. It’s an introduction to the community,” Mr Seymour said. Education a prize winner CONTINUING Education Bendigo has paid tribute to some of its most outstanding students as part of its annual presentation ceremony. The awards were held in the Bendigo Town Hall on Tuesday evening, with local ABC Radio presenter and community stalwart Jonathan Ridnell as compere for the night. More than 25 student awards were presented during the night, including Student of the Year, Pamela Stevenson, Trainer of the Year, Leigh Somerville, and Aged Care Studies Award winner

Lanterns shine light on parade Students from Epsom Primary School are just one of a number of community groups making lanterns for the 2015 Bendigo District RSL Torchlight Lantern Procession on Easter Saturday. Chair of the Bendigo Easter Festival Advisory Committee Rod Fyffe said this year festival organisers were planning for the torchlight parade to be completely different to the gala parade. “The 2015 procession

will have three distinct parts to highlight the emergency services, lantern entries and the Chinese component,” Cr Fyffe said. “We have also introduced a strict entry criteria that requires all participants to light up their entries and the lanterns that have been produced at the workshops will be a unique feature of this year’s procession.” Other community groups busy making a variety of small and large lanterns for the

Focus on river health The River Detectives environmental education program has been introducing primary school students to key river health and waterquality concepts for several years. North Central Catchment Management Authority (NCCMA) is on the lookout for passionate people who want to be new recruits. They are looking for facilitators keen to help students gain an understanding of these important concepts

Education facilitator Nicole Howie said River Detectives is fun, healthy and a great way to learn and this year is also available online. “It enables students to gain an intimate knowledge and love for their local waterway through a variety of hands-on activities, including regular water-quality testing, waterbug sampling and habitat surveys,” she said. “River Detectives aligns with the Australian curriculum framework,

offering cross-curricular activities to promote understanding of waterways as integral features of a healthy ecosystem and healthy community.” “Students develop skills in monitoring and enhancing riparian habitats and are encouraged to become custodians of their local waterway.” Ms Howie is searching for locals to help facilitate the program in their local school or youth group. “The program can be tailored to meet the needs

of schools and facilitators. We will provide training to equip you with the required knowledge, skills and materials,” she said. The first training session will be held on March 3, with volunteers encouraged to apply by tomorrow, February 28. Peddling prosperity A recent media statement by Jack Lyons, “Pool is easily affordable”, is an example of bad economics. The closure of other pools in Bendigo just to serve the interests of a few in Kangaroo Flat, would not be economical in the long run for ratepayers and citizens who lose their local/neighbourhood pools. The costs of being able to reach the new aquatic centre would accrue additional costs to them. Secondly, if the argument that private can do it better than public and make a profit can be justified by Mr Lyons, then let him organise a private consortium to build the centre, and provide the land as well, rather than use public monies and public land for special interest groups. His economics are little more than the proposition that people will usually take advantage of opportunities, plus the observation that my opportunities often depend on your actions and finances. There is a consistent theme, or message from those people concerned about the expenditure of public monies by council on something that is not essential. When other considerations of more urgent need are taken, such as the ceasing of the provision by council of home care services for example, or upgrading the existing pools, or drainage and pit clearing. And, of course, there are those whose interests conflict with, or who generally don’t wish to hear, about ratepayers paying, and only offer reassuring messages about the benefits of their own demands. But one never hears from these people when services which council has provided for 50 years may go down the proverbial toilet. Peddling prosperity in a time of austerity. I look forward to a business group coming forward to finalise this aquatic centre and run it at a profit, but will not hold my breath. Bill Collier, Golden Square

Honoured to attend Last Sunday Ron Iddles and his family invited a group of supporters to South Melbourne to help him celebrate his well deserved award for his major contribution to the State of Victoria as part of the Australia Day Awards. My wife Karen and I were honoured to be part of this group which included many well known celebrity reporters, former Police Minister

and many people who supported him along the way. Ron made particular mention of the wonderful support he received from many Bendigo people who supported him after the 2013 Blokes Biggest Lunch which I was responsible for. It was really unfortunate that the adverse publicity followed that event for all the wrong reasons as the point was lost about looking after your mates. He stated that he was blown away with the standing ovation he received at last year’s event and he was grateful that this community stood by him. Karen and I were so lucky to be at Sunday’s event to help celebrate a legend who has done so much to support victims of crime and has brought many criminals in front of the justice system. Public education needs support I notice David Arscott is again twisting the facts in his tirade on Michelle Goldsmith and The Greens, Bendigo Weekly, February 6. Nothing he asserted negates her claim that a good public education system is the key to building a fair, cohesive and successful society and I believe Michelle is absolutely right. The trouble with the Australian school system is it is two tiered with an inequitable funding system that favours wealthy private schools at the expense of the public. It is as simple as this and was the finding of the Gonski Review. This was five years ago and we still need to instil fairness in funding. David, you cite two isolated events with single teachers in China. Do these really disprove the hugely successful Chinese Public system? No. And they do not segregate high achievers from lower achieving students either. Ireland is another example of an effective and free public school system. You champion “choice” but an ever growing large chunk of Australian families cannot afford choice. The system is currently broken. My question for you, Mr Arscott, is why have successive state and federal Liberal/National party govern-

PTV not listening On Tuesday evening we attended the Ward Meeting called to discuss PTV’s proposed changes to the Spring Gully Bus route. More than 150 concerned bus users and residents attended the meeting. This number was far beyond what we had hoped for. Despite a significant level of community responses since last year’s consultation period, the rhetoric from PTV at the meeting had not changed from what was said in December last year. This was extremely disappointing. What the meeting wanted to hear was that they were not only being listened to, but changes were being made by PTV to address the many concerns already raised. If PTV representatives at the meeting listened, they should clearly understand that what is wanted for the Spring Gully bus is a 12 minute travel time, direct route to the CBD going down Spring Gully Road and Carpenter Street. In other words, leave the route as it is. It is about time they acknowledged this in their proposal. Clearly Spring Gully bus users and residents will not accept any-

Pool debate continues I would like to thank the Bendigo Weekly for its attempt to engage with the community a debate that we should have had in 2012. That debate is in regards to the proposal to build a $30 million plus Aquatic and Wellness Centre at Kangaroo Flat. Why in 2012 was this proposal marketed to ratepayers in the same way as a company would market its latest washing machine or TV? We were told Bendigo needed this edifice to move forward as a progressive and vibrant city into the future and the more glamorous and expensive the project the more likelihood of getting government funding. We could not hold the debate in 2012 because all the facts and figures for this project, all the pros and cons were not given to the people in a transparent form that could be understood by all. It is only through the diligence of some concerned citizens that ongoing costs for future generations came to light. Sadly, in some sections of the media these people are described as

malcontents stirring up trouble, at a time when we need conscientious people more than ever to pick their way through the spin of marketing and self promotion. Does Ben Maw really expect us to believe that such a structure will bring elderly citizens from outlying towns and suburbs for a latte and a chat? With the future policy expected to move more and more elderly people out of their cars is he going to suggest that we have a subsidised on-call transport service to bring these people into Kangaroo Flat? The basic suggestion of an aquatic centre with a pool suitable for unassisted hydrotherapy sessions sounds fine and reasonable to me, with the length of the pool to be decided. But do we need to subsidise rooms for highly paid health professionals, do we need a subsidised gym that will have to compete with highly professional organisations that already exist in the city? These are some of the questions we need to ask of ourselves as ratepayers and taxpayers and ask of council who are paid to use this finite financial resource wisely on our behalf. Not use it to build a structure that will be a reminder to future generations of the prowess of councillors or council officers in wasting our money. D.Arscott, Kangaroo Flat

More bus changes? SORT IT OUT THAT’S the message from disgruntled local bus patrons and their families after another public meeting to try and iron out problems with Bendigo’s bus system. Spring Gully residents have led the way in calling for a fair hearing ever since the Bendigo Weekly revealed late last year that changes proposed by Public Transport Victoria aimed at making the service more efficient and ultimately better, could in fact end up achieving the exact opposite. It is encouraging to see PTV officials, a large number of locals and the City of Greater Bendigo taking part in more talks to try and iron out potential problems with what is proposed, and in the end we are more likely to end up with a system and a service that’s agreeable to more of us as a result. It’s also worth noting that Public Transport Minister Jacinta Allan has moved to offer the additional community consultation, and the sheer weight of numbers who attended this week’s meeting regarding the Spring Gully service is proof the talks are needed. Perhaps on a slightly disappointing note, a lot of the debate and concerns from residents has

AFTERNOON TEAL SUCCESS BENDIGO has always been good at supporting a worthy cause and Wednesday’s Biggest Afternoon Teal is just another example of a community that does what it can to back a worthwhile initiative. That more than 400 women were able to take part in the gala event by either wearing a teal ribbon or even dressing in teal for an afternoon of good food and drinks as they raised more vital funds for ovarian cancer research is a great effort. A hard working committee of local women put a lot of time and dedication into making Wednesday’s event the success it deserved to be, and they should all feel justifiably proud of what was achieved, and experienced, on the day.

Challenges ahead WHICHEVER way you look at it, there’s troubled times ahead for Bendigo. Some would say our city stands on the cusp of even better times as the opening of the new Ulumbarra Theatre rapidly approaches and the potential of a $30 million state of the art indoor aquatic facility at Kangaroo Flat looms large on the horizon. Market of opportunity

WHEN arriving at Melbourne International Airport from China in 2002, university student Jacky Zheng was naturally enough incredibly excited. “What would Melbourne look like?” he asked himself. “What would the university look like? The houses?” “The man who picked me up just kept on driving and driving,” Jacky, now 33, says. “We were going through the countryside. Lots of countryside, for a long, long time. “Finally he explained I was going to La Trobe university in Bendigo, not Melbourne. My teacher in China told me the wrong place. It was a shock at first, but I can laugh now.” Jacky’s real name is Jian but for all round convenience he soon changed his name to Jacky. The only son of hard working parents, after going to university in China, Jacky was on his way to Bendigo to do further studies in Information Technology. Jacky’s family came from Fuzhou City which has a population of more than two million people. Fuzhou is in the Province of Fujian in the South East of China. His mother was an accountant and his father worked for the government. “I had a big responsibility to do well,” he said. “In China the

custom is for the parents to support their children so they will better themselves.” After doing further studies in Bendigo and Bundoora, Jacky’s uncle told him of a job opportunity with a company back home. He went back, but realised that there were more opportunities for him in Australia. “The standard of living is much better here in Australia. At home when I was little my parents used to live in one very poor house with 10 to 15 other families. “The one child policy is still in place but it is looser, particularly if you live away from the cities,” Jacky said. On returning to Australia, Jacky became impatient with sitting in front of a computer all day. He worked in a gift shop for two years and then two years ago set up the Bendigo Asian Grocery. “I thought it was time to do something for myself. I saw a lot of Asian people in Bendigo who couldn’t find ingredients. There are also a lot of local people who are

accepting new forms of food.” ”I saved and borrowed money and set up the business. The thing that touched my heart is that my customers are loyal and keep coming back.” Jacky’s Asian Grocery in McCrae Street is thriving and the sounds and smells are rich and exciting. In Jacky’s shop you can buy fresh bread and veggies, dumplings, sauces, spices and many other tantalising and exotic ingredients. Jacky’s customers come from as far as Swan Hill, Echuca and Ballarat. “We do a very good price, we are even cheaper than Melbourne,” Jacky said. People often ask Jacky how to cook a particular ingredient and he is

always happy to share recipes. “My mother, Fengying Feng, works in the shop now too, and she is a better cook than me. Of course when all else fails, I Google.” In order to fill his shop with fresh produce Jacky goes to the wholesale markets in St Albans, Footscray, Preston and the Queen Victoria market. He supplies many local restaurants. He is supported by the many ethnic communities in Bendigo as well as locals who are cooking up a storm experimenting in Thai and Chinese food. I was too scared to do anything but a couple of the customers came to help me. They made them put the things back.” Jacky says he was never frightened of opening his business. “It was my passion, my dream,” he said. “I knew I’d be alright.”

PEOPLE living with mental health issues are starting a 10week program today to improve their nutritional knowledge, skills and physical capabilities.

Rec Ready will help participants build resilience Funded through the Loddon Mallee Murray Medicare Local’s Partners in Recovery Innovation Fund, the Rec Ready program arms locals with life skills. The two-stage program teaches participants how and what to cook to make nutri-

tional choices, and partners suitable individuals with local sporting clubs. Partners in Recovery Manager Alistair Bonsey said the program promoted physical health, social inclusion and equal opportunity. “Rec Ready will help participants build resilience and confidence in relation to their physical capabilities, nutritional knowledge and their ability to engage in relaxation techniques,” he said. Golden City Support Services developed the program with local community organisations including, Haven; Home, Safe, Bendigo Community Health, Mind Australia, and Care Connect. This review will support the future delivery of the most appropriate bushfire fuel management program that reduces the risk of bushfire to people, property and the environment, with the overarching priority being the protection of human life. Individuals and organisations with expertise and knowledge of bushfire fuel management on public land are encouraged to contribute through written submissions addressing the following areas: • the form of performance targets for bushfire fuel management on public land. For example, the implementation of a hectare-based target or a bushfire risk reduction target • any other complementary measures of performance for bushfire fuel management programs on public land. IGEM will consider submissions as part of its requirement to make recommendations to government regarding the form of future performance targets for bushfire fuel management on public land. Bowen therapist Samantha Hamilton has recently returned from a field trip from the Karen, NuPo refugee camp in Thailand, more determined than ever to help those less fortunate. Mrs Hamilton was joined by fellow Bowen therapist Leanne Meeny, the pair treating up to 50 refugees during their week long stay. “We originally went to help those affected with war injuries and trauma but disease and illness is also prevalent,” Mrs Hamilton said. “Many of the fatalities and injuries were not caused directly by conflict but by diabetes and AIDS.” “I’m organising a photography exhibition of our trip for the Queen’s Birthday weekend at Dudley House

The state government has taken steps to protect the ashes of Victoria’s war veterans. Ashes may be scattered when family members cannot be contacted after a designated period of time, generally 25 years. Under the recently introduced Cemeteries and Crematoria Amendment (Veterans Reform) Bill 2015, cemetery trusts will extend the limited interment tenure of war veterans’ ashes and ensure their remains are held in perpetuity. The Bill will also enable the Bendigo Cemetery Trust to relocate veterans’ remains if necessary and establish a memorial, and ensure veterans’ remains are not separated from their family members. Bendigo Cemetery Trust is responsible for Bendigo, Eaglehawk, Kangaroo Flat, White Hills and Axedale Public Cemeteries. Extensive consultation was undertaken to develop this legislation, which is strongly supported by veterans and the Returned and Services League.

Chasing Mary Poppins Steve hunts for fame and fortune on the stage

HAVE a hankering to tread the boards again. My old china1 Bryley sent me a press release about the Bendigo Theatre Company auditioning for Mary Poppins. I was immediately drawn to the idea of playing Bert the chimney sweep. Chim chimmeny cheree and all that. I even went as far as to look at the website to find out more. Found a few problems. 1- Must be able to sing. 2- Must be able to dance. 3- Should be in his 30s. 4- Rehearsals start May 1. 1- Can’t. 2- Can’t. 3- 50s. 4- Overseas. So now I have to plan a cunning scheme to get the role anyway, this column being the first example. If you have seen the film, you’ll know Bert has the most atrocious cockney accent in film history. Dick van Dyke must have carried his audition off with charm. Anyway, my point is that is definitely in my favour – I have a London accent.

The thing I remember most about theatre work is the abject fear of waiting backstage before performing. It’s great

when you are out there, it’s the first bit that’s scary. The camaraderie is something else, all working to a common goal and that kind of thing, so I am quite keen to slap on the old greasepaint and step out into the bright lights. But first there is the simple little step of an audition. Bugger. “Let’s go fly a kite... Cockney rhyming slang: China: china plate = mate. Singer Sultan bites back AN Sultan is coming to town, or rather close to town anyway, he’ll be appearing at Castlemaine’s Theatre Royale on March 7 which is a good enough reason to talk to one of Australia’s most exciting young performers. Sultan is a songwriter as well, and his work clearly shows the influence of his friend and occasional song writing collaborator, Paul Kelly. The other influence is Archie Roach with whom he shares a penchant for folk songs that drift on until they merge as one long lament for a lost Aboriginal vision. Both Sultan and Roach perform in the flexible Black Arm Band company whose agenda, both overt and covert is to promote Aboriginal issues. Their music has been described variously on their website as “black folk protest” and featuring “songs of resistance and freedom”. As a performer it must be hard for Sultan to separate his Aboriginal identity from his singer/songwriter identity. The personal and the private are two sides of the one coin which is why Sultan was disingenuous when he indignantly told this interviewer that he was a songwriter not an Aboriginal spokesperson. “I’m here to talk about the music,” he will tell me later in the interview with an edge to his voice. “Let’s talk about the music.” The trouble started I think when I tried to build up Sultan’s profile. Who was the man behind the music? I started with school. He hated school. Finished year 12 at Footscray Secondary College.

DAN SULTAN His father’s work as a lawyer with Aboriginal Legal Services meant that the family moved around a bit. Before Footscray, Sultan went to Errol St primary school and in between there were stints in Darwin and Cairns. “When I go past a school even today I still feel the novelty that I don’t have to go there anymore,” Sultan says. “I look at the kids and I think, you poor little buggers. I never really adapted. I had some great teachers, and friends that I still have today, they were great, it was just me.” Sultan says that he experienced some discrimination but that wasn’t the reason he hated school. “I just don’t like being told

Students move in to La Trobe LA Trobe University opened the doors to 315 new residents, who moved in last Friday. First-year students from around the country and overseas filled the on-campus accommodation to begin their university life. The new cohort will join 300 returning students, forming a 615-strong on-campus support network in the local community. Students will be shown the ropes with the Residential Orientation Program (known as ResFest) allowing them to explore their new surroundings and ease their transition into university life. ResFest includes community dinners, academic workshops, and social gatherings. Accommodation services senior manager Adam Campbell said students who lived on-campus quickly became part of a “closeknit community”. “They have access to plenty of support from staff and form a friendly neighbourhood emphasizing respect, inclusivity and collegiality,” he said. La Trobe saw a significant increase in students applying for on-campus accommodation but they may be able to apply online.

LA Trobe University students have celebrated the start of the new academic year with the annual Orientation Week (O-Week) festivities. Clubs and societies were vying for new memberships during Tuesday’s market day. Students snapped up bargains at the stalls while the Bendigo Student Association hosted a free student lunch. DJ Timmy Trumpet drew quite a fanfare at the O-Week Glow Party while information sessions about university life and study kept students grounded. La Trobe University ViceChancellor Professor John Dewar said he was confident students would enjoy their time at the university. “O-Week is a very important activity for first year students. It introduces them to our city and our campus,” he said. “La Trobe’s diverse course offerings make studying in Bendigo attractive for students from around Victoria and across Australia. We want to share with students all the things that makes this city and campus so great.” More than 1300 domestic and 50 international students enrolled at the Bendigo campus this year.

Y Service Club volunteers have been working all year to ensure there are enough books, CDs and DVDs to please the most avid fan at their Easter book fair. They’ll be organised too, so you can find your favourite author or subject. Co-ordinator Colin Lambie said there was something for everyone. There are 1000s of books, magazines, records, CDs and DVDs to suit all tastes. “What’s more they are at absolutely bargain prices,” he said. Mr Lambie made special mention of volunteer Alan Campbell who has been contributing for more than 20 years. “He has just stepped down from part of the work he has done for

many years on the books project, in particular clearing out the book bin a few mornings each week,” he said. “It’s at the front of the YMCA Stadium in Mundy Street and its where people donate books. “When Alan said he wanted to stop one part of his work, I said ‘where are we going to find two or three people to replace him?’” “Alan is such a dedicated and hard working member that no one else would be able to match his workload. T has been clearly pointed out that Charles Dawe, through the various bodies and committees with which he was associated, was extremely keen to promote Bendigo. His enthusiasm was channelled particularly through the medium of the Promote Bendigo and North League. Mr Dawe had pushed as hard as anyone could have, to improve the employment prospects in the city. The same enthusiasm and drive went into play in order to promote Prescott and Dawe, which by then through the purchase of Mr Prescott’s widow’s share had become his own business. During the Great Depression, a jewellery and optical outlet was looked upon as a luxury that one could well do without. Promotional efforts thus had to be redoubled to prevent too great a downturn in trade. Mr Dawe chose a wide variety of promotional methods, mainly centred on what was then the most important medium, the press. He used the newspaper the Bendigo Sun in order to announce that he had been successful in recruiting an expert in watches to be employed by him. The gentleman in question was Mr F Case, who had, with his wif,e arrived in Melbourne by means of the Esperance Bay from England. Mr Case was promoted as being an expert in scientific instrument repairs and watches were his specialty. London was the city where Mr Case had been working for the well known firm of Stockall, Marples and Coy. This firm started in 1870, they were clock and watch manufacturers and into the early 20th century

specialised in clocks with the fusee movements. As an example of promoting to a specific market, Mr Dawe used the heading of, “Delightful Presents for Brides”. The public at large were invited to consider, if ever so small, by all means let it be good. A young lady, Sheila Martin just 21 yearsof-age, hailed from Wagga Wagga, and had won the title of Miss Australia on March 4, 1937. Following her world tour she came to Bendigo, in time for the Bendigo Show. Miss Martin had been privileged to be one of the Australian representatives at the coronation in London, of King George and Queen Elizabeth, the present queen’s mother and father. While on her official visit to Bendigo, Miss Martin had her portrait taken by well known Bendigo photographer, Vincent Kelly. She was presented with a bouquet of flowers from the staff of Northern Seed Supply who were then situated in Hargreaves Street.

Hogan a hero for Braves By JOEL PETERSON

BENDIGO Braves captain Chris Hogan is set to eclipse the club’s all-time games record during the upcoming South East Australian Basketball League season after the club confirmed he would play on in 2015. Hogan has amassed 326 games in his 13-year Braves tenure, sitting only five appearances behind club legend and current assistant coach Andrea Walsh as the all-time games record holder. Hogan has made a total of 404 three point shots, 912 field goals and

216 free throws in the blue and gold of the Braves, and averaged just under seven points and three rebounds last season. “Chris is a fantastic shooter, rebounder and leader of our group,” coach Ben Harvey said. “Chris is very competitive and will be focused on helping our team return to the top.” Hogan, who passed Dave Flint’s all-time men’s games record last season, is looking forward to another season in Braves colours. “I am very excited to be playing again this year with the Braves; especially

given it is the club’s 30th year and 10 years since the 2005 Championship, which I was involved in,” he said. “Hopefully, I can contribute to another run at the championship in 2015. I am looking forward to all our players arriving in the coming weeks so we can develop some strong chemistry prior to the season commencing, something that was missing last year. “That combined with the inclusion of some promising youngsters like Aidan Brohm, makes our side a very exciting one to be around.”

Battle lines drawn for finals BENDIGO East and Eaglehawk will do battle in the Bendigo Bowls division one preliminary final on Saturday, with the winner to face Bendigo in the grand final. City FC on a tough road AFTER an impressive National Premier Leagues Victoria debut, Bendigo City FC begins a tough four-game road stand this weekend against Bulleen Lions. In the club’s first outing against Moreland City on Saturday night, the hosts created plenty of chances in a game that ended in a 2-2 draw. Bendigo coach Greg Thomas was happy with what his team showed, but said they should have walked away with three points given the chances they created. “We felt we probably should have won the game, we created enough chances and had two goals disallowed,” he said. “Despite that we were happy. Conditions were tough because of

the heat, and to have a good crowd there and get a point in front of them was encouraging.” The home side drew first blood in the 15th minute thanks for a Jordan Seeto strike, before Moreland’s Cory Thomas scored in first half stoppage time courtesy of a deflection from a Bendigo defender. The visitors struck again to take the lead in the 68th minute courtesy of a Gareth Richards header from a corner. From there Bendigo began to press hard, creating a number of chances before Corey Slevin took possession on the edge of the box and delivered a wonderful left footed strike past the outstretched arms of Galgano to level the score in the 85th min-

The elder of the Nankervis brothers, Russell, is looking to rub shoulders with the elite field, after a strong performance at the Cairns Mountain Bike World Cup round last year. “I’ll be trying my luck in the 100km race. I like that sort of distance and it should make for some close racing,” he said. “The course is always great, and based on last year’s experience we should have a very impressive start list.” The Epic track, through the forests around Bendigo, takes riders through some of the best the Goldfields region has to offer, along with sections of the historic Goldfields Track.

O’Shea takes silver GLENN O’Shea walked away from the UCI Track World Championships with a silver medal, giving him the full set in the omnium at world championship events. The 25-year-old is a former world champion in the discipline, and went into the final events on Sunday in second place, 12 points behind Columbian Gaviria Rendon. Rendon was the eventual winner of the event with 205 points, 15 clear of O’Shea, while Italy’s Ella Viviani was third. The Bendigo native, now living in Adelaide, said he gave Rendon a head start with a poor showing in the first of the six events. “I sort of gave the Colombian

After getting to 4/134, United lost its final five wickets for 43 runs to be bundled out for 177. Dion Prange and Ken Bell each took three wickets for West Bendigo. At Cal Gully, Marong scored its third win of the season, bowling Golden Gully out for 118 after making 209 on day one. Travis Nolan, Josh Hutchinson and Sean O’Shea were the only Cobras batsmen to make it to 20 runs, and none exceeded 30 as the hosts were dismissed after 50 overs. Jeremy Ross was the standout for Marong with 4/29 from 16.3 overs. Finally, Mandurang stayed unbeaten with a routine win over Maiden Gully, courtesy of six wickets from Mark Roberts. Chasing 287 for the most unlikely of wins,the inform Alex Gorrie was Roberts’ first scalp for 46 with Gully at 3/87. Spirit on the brink

BENDIGO Spirit coach Bernie Harrower has called on his side to bring the intensity it sorely lacked in the first week of finals, when it plays Sydney Uni in a do-or-die clash on Sunday. Harrower was left disappointed after the Spirit were comprehensively beaten by Townsville last Sunday, losing their chance of hosting this year’s grand final. Now, for the first time in the past three years, Bendigo is facing the prospect of being eliminated and not even making it to the game’s biggest stage. Harrower slammed his team this week, describing its performance against Townsville last weekend as “inept”.

“It was one of the most inept performances I have ever seen from any of my teams,” he said. “The intensity levels in finals go up 25 or 30 per cent, and we came

Sydney has troubled Bendigo this season, despite the Spirit taking two of the three contests between the two sides. With the likes of Australian Opals point guard Leilani Mitchell, KatieRae Ebzery, and the experienced Rohanee Cox, there is little doubt Sydney Uni can take it up to any side on its day. The Spirit struggled to adjust to the heat the Flames applied during the first two times they met this season, coughing up 35 turnovers in the two meetings, including a 67-60 loss in round 10.
